message BY THE PRESIDENT Dear Friends and Colleagues, I am pleased to share with you that the AsiaPacific Regional Scout Foundation (APRSF) has completed its 25 years of service since it was established in 1992. We have celebrated and unveiled our Silver Jubilee Year from October 2017 to October 2018. We are concluding it at the 26th APR Scout Conference in Manila. It is my privilege to thank ALL our wellwishers, contributors, and donors who have generously and unconditionally supported the Foundation for the past 25 years. We take pride in how we optimized the US$10,000 initial contributions from the Scouts of China (Taiwan) in 1992, and growing it to more than two million US dollars through membership, fundraising and donations. We are grateful to the World Scout Foundation (WSF) who came to our rescue when returns from our capital fund were not good. Indeed, partnership with WSF resulted in higher returns, which means it will lead to more projects and beneficiaries. Today, grants for Scouting are available in various forms. We have the World Scout Foundation, APR Scout Foundation, Messengers of Peace Support Fund, and many others. Yet, we need to strengthen the financial capacity of NSOs so they can cater to the needs of unprivileged young girls and boys by offer-

ing them opportunities to achieve their full potential through Scouting. Over the years, we have supported Scouting projects in many countries: Bangladesh, Philippines, India, Nepal, Sri Lanka, Mongolia, Pakistan, Maldives, Cambodia, Malaysia, Indonesia, Australia, Japan, Macau, Korea, Taiwan, Thailand, Singapore and Bhutan through events, subsidies, project grants and interest-free loans. On behalf of the APR Scout Foundation Management Committee (APRSFMC), our sincere appreciation to our Treasurer, brother Joseph Lau, and other Scout Leaders in Hong Kong who, at our suggestion, made great efforts of arranging a fundraising dinner and fellowship gathering in Hong Kong. The event coincided the celebration of the Foundation’s Silver Jubilee Year. I also wish to thank my colleagues in the Scouts of China (Taiwan) who helped us raise US$20,500 in February 2017. And our appreciation to those Scout leaders who made generous donations during the 9th APR Scout Leaders Summit in April 2017 in Bali, Indonesia. We are pleased to say that the APRFMC is leaving a legacy as we mark our Silver Jubilee year by extending a new opportunity for young people to contribute and to actively support the Scout Movement through the

creation of a new donor category, the youth membership or the youth donors. With this new category, youth members will have a chance to participate in our Foundation events. More importantly, we are empowering them to actively contribute to the growth of Scouting. The Scout Association of Macau hosted the launch of this newest category for young donors during the International Youth Day in Macau on 12 August 2018, inviting 45 young people from different parts of the region (mostly from Macau and Hong Kong) to donate and register as youth members of the Foundation. Our Trustee, the Scout Association of Hong Kong, is instrumental in our steady growth. Thank you for managing the Foundation funds. Most importantly, thank you to all members of the Foundation for their trust and confidence. To potential members, we are inviting you to contribute to something worthwhile and long-lasting. On the occasion of our Silver Jubilee Year, let us challenge ourselves to raise another two million US dollars, or even more. We cannot do this alone, we need the support of everyone. Let us work together, let us bring smiles to every youth, and let us make a difference in their lives.

The year 2018 is a milestone for the Foundation as it celebrates its Silver Jubilee Year. We are happy to note that we are one in this celebration, willing to share and commit ourselves in supporting and fulfilling the mission of Scouting. As a tribute to Foundation members, we are organizing the 5th Triennial Fellowship Gathering in Manila for all members as a gesture of conveying our gratitude to them. We are starting a fresh year for the Foundation with thanksgiving, with a sense of renewal to do more and to reach out to more young people. In this triennium, the Foundation has grown steadily, and continuously supports many regional events on environment education, sustainable development, disaster response management, training of adults and young people, risk management, and strategic partnership. As the APR Scout Foundation continues to support projects, we touch the heart of the communities, we become more visible, we create positive change, and we build a good image of Scouting. Our sincere thanks and appreciation to all the outgoing Foundation Management Committee led by its President, Dr. Chao Shou Po, for their unwavering efforts and dedication to make the Foundation a more effective partner of Scouting in the Asia-Pacific. To mention a few amongst many others, we should take note of the various fundraising events in conjunction with every major regional Scout event, attempts made to invest in different countries in search of better investment returns to arrest the falling interest rates the world over and, importantly, exploring and including the delegation of the investment responsibilities to a specialised group of volunteer professionals under the umbrella of an “Investment Team�.

At the end, clubbing the Foundation Funds along with the World Scout Foundation which is more secure and under more professional care has resulted in guaranteeing to our Foundation much better returns with no additional risks. This has benefited the Foundation tremendously and I deeply appreciate the foresight of the Foundation Management Team that took all these decisions after much thought and deliberations for the promotion and growth of the Foundation.

Over the past 25 years, it is very heartening and encouraging to note that a Foundation which had a humble beginning in 1992 initiated many dynamic approaches and had explored many avenues to seek greater funding for the Foun-

As the funds were made more secure, additional support was extended to the NSOs to whose benefit the fund was created. I am confident that NSOs within the Region are reaping more benefits of our own Foundation as the Foundation has been growing from strength to strength. I am also sure much more could still be achieved in the years to come and we will all look forward to the greater contributions of the Foundation in meeting the needs of the Region and in supporting those deserving activities and projects and other initiatives. The celebration of the 25th Anniversary gives us the opportunity to review the past, and to look forward to the future. I have been associated with the Foundation since it was established and I am impressed by the commitment of the many donors and members who have given outstanding financial support. The members of the Foundation Management Committee have served with enthusiasm and success. Importantly, the Foundation has been able to financially support many Scouting and community-based projects, and over 50 regional events. Thousands of young people are now enjoying better Scouting because of the contribution and support of the Foundation.

It is very heartening to note that we are marking the 25th anniversary of the Asia Pacific Regional Scout Foundation which was established in 1992, with the initiative of the APR Scout Committee which met in Korea during the 19th World Scout Jamboree and the initial starting donation of the Scouts of China. We deeply admire their foresight.

It gave me valuable insight on how a responsible adult in Scouting can support and serve the Movement in a practical way.

At the same time, we recall the previous Chairmen/ Presidents of the Foundation namely Mr. Felix Li Tai Ho, Mr. Herman C. S. Hui (two terms), Mr. Anthony Thng, Mr. Eric Khoo Heng Peng, Haji Zainal Abidin, Mr. Simon Hang Bock Rhee (two terms) and the current President of the Foundation Dr. Chao Shou Po, who have contributed immensely to the growth of the Regional Foundation. At the same token, we also take note our deep appreciation to the different Treasurers who had untiringly served the Foundation namely, Hon. Jejomar C. Binay, Mr. Sutham Phantasak (three terms), Mr. John Hui and

My tenure of two-terms as President & member of the Foundation Management Committee within nine years and as a Gold Palm Member, I saw many initiatives and outcomes, and with the support of many friends, as a reason to celebrate. Mr. Wai-Chi Paul Ho (three terms). Last but not least, our appreciation and gratitude to the Scout Association of Hong Kong for their unwavering dedication and commitment as the Trustee of the Foundation since its establishment in 1992. In keeping with the aim of the Foundation, we note that the Foundation has supported projects of NSOs for 25 years now. The first project from Bangladesh named POETS was funded from the Foundation in 1998 and the Foundation accomplished the first target of reaching one million dollars in 1999. As the Foundation continues to grow, apart from the regular funding of projects, more support was extended in terms of interest free loans, first to Sri Lanka as an income generating project in 2006, including special regional projects like the Rover Peace Baton of 2006 and Ticket to Life project which started in 2007, and annual donation to host regional events from 2008. Organizing Fellowship Gatherings of all members began in 2004 at the APR Scout Conference in Brunei Darussalam. Similar gatherings followed at every Regional Scout Conference – in Japan, Malaysia, Bangladesh, and Korea. During its 25 years of existence, it is noteworthy that some initiatives of the Management Team together with the Regional Scout Committee paved the way to club the Fund together with the World Scout Foundation which gave much better returns.

Under the leadership of the current President of the Foundation, further initiatives have been introduced and the Fund reached its second milliondollar target in 2018. Our sincere thanks to the current team members of the Foundation Management Committee and we take note of our appreciation to all of them including all the past members who had served the Foundation Management Committee since its inception in 1995. To the new Foundation Management Committee of 2018, there lies ahead much challenges but we are confident that with these developments in the first twentyfive years, the Foundation will gain more strength and grow further in supporting the region in many new ways in the decades.

APR Scout Foundation opens new opportunities for young people Coinciding with the celebration of the International Youth Day and the Centenary of Rover Scouting, the APR Scout Foundation launched its youth membership category at The Plaza Restaurant in Macau on Sunday, August 12. The APR Scout Foundation Management Committee currently chaired by Dr. Chao Shou-Po, former chairman of the APR Scout Committee, spearheaded the launch of the ‘youth membership’ category of the foundation. “We are extending a new opportunity for young people who wish to contribute to the foundation, those who would want to actively support the Scout Movement by way of donating minimal amounts. With this membership, they will have a deeper understanding of fundraising. More importantly, we are empowering them to actively contribute to the growth of Scouting in the AsiaPacific and supports its programs and thrusts,” said Chao. Hosted by The Scout Association of Macau, the event was attended by more than 50 Scouts and Scout Leaders from Hong Kong, Macau,

Taiwan, and Thailand. The World Scout Committee was represented by one of its Youth Advisors, Mr. Mori Cheng. Members of the APR Scout Foundation Management Committee were also present, along with key officials from World Scout Bureau’s Asia-Pacific Support Centre. During the launch, the first 25 applicants for membership of the APR Scout Foundation under the newfangled youth membership category were recognised - 20 youth members from The Scout Association of Macau and five youth members from The Scout Association of Hong Kong. In addition, three new adult members from Macau were also recognised, while two adult members from the National Scout Organization of Thailand upgraded their membership status. Application for the youth membership category was opened as early as 12 July 2018. To date, a total of 45 young people have registered as youth members of the APR Scout Foundation, most of which are from Hong Kong, Macau, Myanmar and India.

APR Scout Foundation YOUTH MEMBER CATEGORY The APR Scout Foundation Management Committee, as a way of reinforcing the growth of Scouting through community development, designed a special category called Youth Member. This category opens opportunities to young people as contributors to the APR Scout Foundation. There are many young people willing to participate in a greater cause for the benefit of other youths within or outside their communities. However, their meager resources as students or fresh graduates or newly employed, limit such opportunities. Taking this into account, the Foundation Management Committee launched the Youth Member category to mark the Silver Jubilee of the APR Scout Foundation. Membership to this category is open to young people between the ages of 6 to 26 years old (before his/her 26th birthday) and, when they are able, are encouraged to upgrade their membership to higher categories.

APR Scout Foundation Fundraising - Hong Kong The Asia-Pacific Regional Scout Foundation (APRSF), in collaboration with the Scout of Association of Hong Kong, marks another milestone after holding another successful fundraising dinner on 23 September 2017 at BP International House, Kowloon, Hong Kong. Through the vigorous efforts of the Scout Associa-

tion of Hong Kong, led by Chief Commissioner Ng Ah Ming, WOSM Treasurer Joseph Lau and the organizing committee led by Dr. Dominic Chu, the event was attended by over 120 supporters from Australia, Brunei, Cambodia, Denmark, Japan, Hong Kong, Korea, Myanmar, Macau, Malaysia, Maldives, Nepal, Philippines, Singapore, Taiwan and Thailand. Over US$67,000 was raised as membership contri-

butions from 66 new members, including members who upgraded their memberships. One of the highlights of the event was having Mr. Michael Baden Powell, and his wife Joan, as the guests of honor, whose presence remind a significant bit of history, the roots of Scouting. President of APRSF, Mr. Chao Shou-Po, extends his appreciation to all who

supported the event and have generously contributed to support the mission of the Foundation. He promised that the APRSF will continue to commit in helping more young people, support the development of Scouting and fund more Scouting related projects. Dr. Chao also announced the acceptance of the National Scout Organization of Thailand to host the next fundraising dinner. Mr. Paul Parkinson, Chairman of the Regional Scout Committee, congratulated the Foundation and Scout Association of Hong Kong for ensuring the event a success and expressed the continued support of the Regional Scout Committee to the Foundation. Mr. J. Rizal C. Pangilinan, Regional Director, expressed his gratitude to the guests and the new members, and shared that “Scouting is fortunate to have another group of people who have joined and give life to what Scouting is all about”. Members of the Regional Scout Committee – Atty. Wendell Avisado, Mr. Rajalingam Ramasamy, and Mr. Patarroj Kamonrojsiri also showed their solid support at the event.

APR Scout Foundation Fundraising - Taiwan

To celebrate the 25th year of the APR Scout Foundation since its founding in 1992, Dr Chao Shou-Po, President of the APR Scout Foundation Management Committee, hosted the kick off of the Foundation’s Jubilee year on 25th February inTaipei. The Foundation Management Committee made important decisions on promoting the Foundation in every country by creating a network of

coordinators/ambassadors at National Scout Organizations. The committee also recommended to support young people in the area of personal development. A fundraising dinner was arranged for a small gathering of local leaders and overseas guests. Seventeen adult leaders of Scouts of China (Taiwan) and one leader from PP-Malaysia joined as Donor Members. Joseph Lau, WOSM Treasurer,

upgraded his membership to Bronze Palm and Dr Chao himself upgraded to Bronze Palm. A total of US$20,500 was raised at this event. Regional Director J. Rizal C. Mongolia Scout Shop looks for expansion The Scout Shop of the Scout Association of Mongolia located at Chingeltei district in Ulaanbaatar, Mongolia has been operating since 2015. The Scout Shop has a variety of supplies catering to Scouting needs and activities. There are merit badges that Scouts earn while improving their knowledge and skills. There are souvenir items for visiting Scouts. And gears are readily available for outdoor activities. The establishment of the Scout Shop generates a more positive environment. Image of Scouting is heightened as Scouts become more distinct and visible to their communities. As an income generating project, resources are available to help sustain the association’s operation. Bhutan Mushroom cultivation: A livelihood intervention blossoms into a productive partnership One of the goals of Bhutan Scout Association (BSA) is to create good partnership with local communities while advancing Scouting in the country. What started as mushroom cultivation project at a community in Paro district, where members of Royal Bhutan Army (RBA) live with their families, blossomed into a productive partnership between Scouting and the local government. How did this partnership start? To begin with, BSA trained some members of the army to become Scout Leaders. These soldiers live at the RBA camp in Paro, southwest of Bhutan. Realising the benefits of Scouting and the good it can do to their community, they gathered more than 100 young people to introduce Scouting. As part of community-based Scouting, one of their activities is mushroom cultivation. The Scout group engaged other community members in the different stages of cultivation -- cutting straw, soaking in cold water, steam cooking, sowing seed and packing, staking and storage in plastic bags, watering and finally, harvesting. Shitake mushroom’s market value is pricy, but now, families grow and enjoy their produce of all-organic and nutritious Shitake. They harvest every two weeks. One challenge in mushroom cultivation is temperature since keeping the mushrooms’ moisture is key to good harvest. During winter, heater is used to maintain the desired temperature. The APR Scout Bazaar is an online Scout Shop, a project of the APR Financial Resources Sub-Committee 2015-2018, managed by the APR Supply Chain Management Team.

Joining the waves of online shopping, the APR Scout Bazaar, an interactive platform for online shopping of Scout products made its debut midnight of 21 October 2017. Excited for another milestone in Asia-Pacific, seven Scout Shop Managers and leaders from Brunei Darussalam, India, Indonesia, Maldives, Philippines, Sri Lanka and Singapore met on 2-3 September 2017 in Makati City, Philippines to b e c o m e t h e fi r s t a u d i e n c e o f w w w.s c o u t b a z a a r.c o m – from ordering to delivery of products. The group committed to provide quality service to its members that would eventually build capacity and resources for the organization. The APR Finance Sub-Committee chaired by David Jones supported the Manager’s Meet, together with Regional Director J. Rizal C. Pangilinan, Regional Scout Committee member/Adviser Chay Hong Leng (via Skype) and staff of Asia-Pacific Support Centre.

Strengthening Partnership for Sustainable Growth With the aim to achieve sustainable growth for the APR Scout Foundation (APRSF), the partnership with World Scout Foundation (WSF) was created in 2013 to leverage the investment returns. The APRSF believes that partnering with WSF plays an important role in creating more impact in the communities. Initially, APRSF invested US$ 1.7M of its capital asset through the WSF, and periodic report is being sent to the Foundation to regularly monitor its growth. To date, the capital funds is valued at US$ 2.1M earning 24% return of investment in 5 years. As a result of this partnership, the APRSF has extended its support not only projects and grants but also on the implementation of APR Plan 2015-2018 focusing on educational methods, environment education, risk management and disaster response management, and largely on capacity building for member Scout organizations.
