Page 3 NAIROBI - In its quest to strengthen the capacities of National Scout Organizations (NSOs), four executives from Malawi, Botswana, Ghana and Burkina Faso arrived in Nairobi for the month long training, from 16th June to 13th July 2013 taking place at the Regional Office.

The aim of the On-the-Job-Training (OJT) is to equip the NSO officials with necessary skills for managing and running NSO offices while giving them an opportunity to experience how the Africa Regional Office is run. The anticipated outcome is to inculcate the spirit and letter of best management practices at the NSOs level through putting in place or enhancing NSO structures, systems and processes to better respond to the needs and aspirations of the Scouting stakeholders at the NSOs. The training is being conducted through presentations by ARO professionals from the various departments, field studies and visits, and attachments to various departments, group work and personal projects as well as being attached to a Scout center being run by Kenya Scout Association. The main methodology espouses the concept of experiential learning. It also creates a platform for experience sharing and an opportunity for enrichment through exchange. Some of the basic requirements for the participants were; -A full time NSO executive who is involved in running the daily business of Scouting in their country -Someone who will commit to serve the NSO upon return for a minimum period of 2 years -A commitment to develop a complete new MoP project for their NSO The one-month training ends in 1 week and the participants are in high spirits so far having already blended well as one team.

FOCUS ON NSOs TANZANIA SCOUTS ASSOCIATION NEW CHIEF SCOUT INVESTED

The training and launch was done in the presence of representatives of government, civil society and its partners. The educational program aims to raise the moral and civic values of everyone and to educate parents on the importance of educating their children and to preserve peace in all areas. The program brought together all the leaders of the 25 regions in Tily and targets to have 166,000 beneficiaries in all industries.

TANZANIA - The Tanzania Scouts Association made changes to their management when His Excellency the President of the United Republic of Tanzania, Dr. Jakaya Mrisho Kikwete on 24th June 2013, swore in their new appointee Honorable Mrs. Mwantumu Mahiza. Madam Mwantumu Mahiza was formerly an International Commissioner of the TSA in the 1980s and Chairperson of Heads of Private Schools in Tanzania, before she was appointed to be a Member of Parliament and thereafter as a Deputy Minister in the Ministry of Education and Vocational Training. Madam Mahiza vowed to make sure that Scouting in Tanzania goes to greater heights and challenged all officials to resolve their differences for the sake of the association and the young people it serves.

At the same time the "Tily of Madagasikara" was also launched for a week during the month of May in a campaign to make the public aware of the importance and values of Scouting through several activities that have been proposed. At this point, the International Scout Commissioner, Mr. Sanda Rasoamahenina "Feso Mahalia", said that the National Scouts competition games called "Tendro" will be held in the Alaotra-Mangoro region in August 2013 followed by a meeting of all Regional Commissioners. Mr. Sanda encouraged all Scouts and participants present to be good Messengers of Peace ambassadors.

Currently, Madam Mahiza is the Regional Commissioner of Coast Region in Tanzania.

MoP training for North West Nigeria NIGERIA - The Nigeria Scout Association, MoP training team organized a training session for Scouts in the states that make up the North West zone which include Kano, Kaduna Sokoto Kebbi, Katsina, Jigawa and Zanfara. The training was a follow up to the MoP training conducted in Addis Ababa, Ethiopia where 6 volunteers from the Association participated. Kano State witnessed a remarkable milestone when the MoP was launched at the prestigious state library where some activities were carried out, part of which included a community service and environmental sanitation. Captain Ibrahim Musa facilitated the training and started off by introducing the concept of MoP to the participants. Participants realised that they have been MoP crusaders just by running activities and projects that help people. The training coincided with the 50th celebration on the throne of the Emir of Kano, Alhaji ado Bayaro.

Present at the swearing in ceremony was the Chief Commissioner, Mr. Othman Chande, TSA trustee, Dr. Salim Ahmed Salim (Former AU Secretary General), former Chief Scout Col. Iddi Kipingu, former Chief Commissioner Mr. Laurence Muhomwa, Scouts Parliamentary Members, and other scouts leaders. Join us in wishing Madam Mahiza and her new team all the best in addressing the needs and aspirations of the youth of Tanzania.

At the end of the training, participants were given model activities that they can carry out in their respective states. They were also encouraged to recruit more Scouts as Messengers of Peace and register them on the MoP platform.

Heart of peace MADAGASCAR – The Messengers of Peace coordinators organized for a three days training and the launch of an educational program called, “Heart of Peace” at the Garden of Andohalo in May 2013.

Key among the tasks given out was for Scouts to upload the MoP activities they are doing on the ground on the MoP platform to ensure their service hours are logged in and people the world over get to know how they are changing lives.

FROM THE REGIONAL OFFICE What is the level of Scouting in our activities? It is time to evaluate Jonathan Omondi-ARO NAIROBI - One question whose answer would ordinarily appear obvious when put to Scout Leaders and Scout volunteers at all levels is “What is Scouting?” More often than not, you will get varied responses depending on whom you ask. These varying answers do not necessarily reflect a common understanding of what Scouting is and this is the worrying part. Each unit leader strives to deliver Scouting based on their understanding of what Scouting is and what Scouting stands for. This would ultimately translate into different levels of “Scouting” offered to Scouts. As a young Scout, my troop leader ensured that we participated in income generating activities most of the weekends by doing odd jobs thus with time I got conditioned to the notion that Scouting is not Scouting without fundraising. In some institutions, Scouts are the custodians of first aid kit and are called upon to administer first aid in case injuries to students during sports and games activities. This they diligently do without requisite first aid knowledge and skills. By repetitively doing this, the Scouts would naturally assume that to offer first aid, one just needs to be a Scout and skills may not matter. A significant number of Scout Leaders are often tempted to just influence Scout activities based on their own interests and not venture out of their comfort zones. Abraham Maslow observed that, “It is tempting, if the only tool you have is a hammer, to treat everything as if it were a nail.” The mission of Scouting is to educate young people to play a constructive role in the society. This mission is achieved through the youth programme. It is therefore imperative that the programme offered to young people by any NSO has to be relevant, attractive and challenging to the Scouts. According to the World programme policy, Youth Programme is the totality of what young people do in Scouting (the activities), how it is done (the Scout method) and the reason why it is done (the purpose). The measure of Scouting is therefore not so much the number of activities Scouts take part in, but so much about the purpose attached to every single activity Scouts undertake. All we do in Scouting are geared towards achievement of the mission of Scouting. How much emphasis do we put on this when developing our NSOs strategic plans or even annual calendar of activities? Success of any NSO should be reflected on the quality of its youth programme and how this contributes to positive transformation of the lives of the young people and enabling them make valuable impact their respective communities. This can only be achieved if NSOs focus on providing a good Scouting experience to young people at the troop level. NSOs structures, systems and processes should support the revitalization of Scouting at the troop level. Mechanisms of evaluating the social impact of Scouting could have the troop as the starting point. As NSOs think big about Creating a Better World, they should act small, troop-by-troop. Just as is the process of developing a campfire, starting with tiny twigs and leaves and finally the huge logs. What’s your take? He reiterated the support of the Ministry of Youth and Sports while announcing that a stand will be available to the MSA as part of a show dedicated to the Youth to be held o the 24th and 25th of August 2013. During this AGM, the Chief Commissioner, Mr. Danielo Ramsamy and the Deputy Chief Scout, Mr. Gizelle Savournaden had their terms renewed for a second term. The Chief Commissioner mandate runs for the next 4 years while that of the Deputy Chief Scout runs for five years. The Commissioner for Finance, Joywunt Tannoo presented the 2012 financial

statement and demonstrated the progress and the good management in this department. He then presented the 2013 budget, which the council approved together with the financial report for 2013. Ibrahim Farzan and Denis Legrant were elected as the two internal auditors for the year 2013 while Kadress R. Chedumbarum was maintained as the accredited external auditor. The seven members elected to the board were: Anne-Lise Daniel, Vincent Carpin, Christine Precieux, Gael Devienne, Desire Vaillant, Damien Gaigui and Maita Labour. The four young representatives of the NSYC in the board are: Darryl Ally, Elodie Marc, Nathan Mourade and Melany Lacasse. The AGM ended on a high note and renewed pledges to serve the young people with more vigor and dedication.

A second mandate for the Chief Commissioner and the Deputy Chief Scout MAURITIUS - The Mauritius Scout Association (MSA) held its annual general meeting on 28th April 2013 at the Dojo of the beautiful-pound. The Minister of Youth and Sports, Mr. Devanand Ritoo was present at the AGM, which was chaired by the Chief Scout, Cyril Rose. The members of the Council, National Commissioners, Districts Commissioners and several leaders were present. During his speech, the Minister stressed his ministry's support to the MSA in various activities, "I am very pleased that my department is supporting the young Scouts. Thank you to the adults for their time given to youth development. The youth represent the future of our country.”

Akwa Ibom State Scouts protect the environment NIGERIA - The venture and explorer Scouts of Akwa Ibom State Scout Council took the Message of Peace to Uyo, the capital city of Akwa Ibom State.

As part of the Scout Association of Nigeria MoP pilot training project, the Scouts took to the Street of Uyo to enlighten the communities on the importance of peace and helping the less fortunate in the society.

The team went to various places in the city to campaign against environmental pollution, uncleanness, and sensitize the communities on proper waste disposal. At the end of the activity Scouts and people in the communities pledged to be Messengers of Peace and to recruit more people.
