NIGERIA - Scouting across Africa is changing lives and making a difference. As part of the Messengers of Peace in the Scout Association of Nigeria, the Assistant Training Commissioner Plateau State Nigeria, Mallam Ibrahim Hassan (WB) visited some internally displaced persons in a camp on 5th July 2014. At least 57,000 people have fled their homes following sectarian violence involving Christians and Muslims in northern and central Nigeria. The increasing number of IDPs in the country is said to have created a new challenge to all the relevant disaster management bodies in the country. The condition of the camps, according to our correspondents across the country, is said to be appalling as basic infrastructure is lacking. Key facilities that have been stretched are source of clean water, clinic, toilets, shelter, and lack of school, food and clothing. Moreover, new babies are daily swelling the camps in tens, creating a new dimension to the barrage of challenges facing camp managers. Mallam Ibrahim Hassan requested the IDPs to shun violence and tribalism and embrace the spirit of peace and co-existence. He donated clothes to the victims of the Wukari crisis. Wukari crisis can be likened to several other crises in Nigeria that have been difficult to understand. The underlying reasons for the violence and killings, the deep-seated animosity amongst ethnic groups and religious clusters is incomprehensible. Scouts who accompanied the Training Commissioner set up mosquito nets in each of the rooms at the camp. For the new mothers they were not left out and received numerous basic items that are have not been provided.

FROM THE REGIONAL OFFICE A Mapping and Impact Assessment of Scouting and Guiding’s Contribution to the Post-2015 Development Agenda CANADA - Nhattan Nguyen from Canada, a young representative of World Scouting and a Messengers of Peace young ambassador, is conducting a research project which will perform a general mapping overview and an impact assessment of Scouting and Guiding projects and programmes to evaluate the potential quantitative and qualitative contributions of these movements to sustainable development and promotion of human rights.
Rovers donate a net. Save a life UGANDA - Rovers from the Uganda Scout Association embarked on a sensitization campaign through a cycling expedition. The main objective of the expedition was to educate the Lwengi District communities on how to prevent and control the spread of malaria while also partnering with ‘Needy Child Foundation’ to donate mosquito nets to families in this District.
The overarching goal of the project is to assess the diversity, outreach and impact of Scouting and Guiding programmes and projects through a development perspective. The research questions to be addressed are: • What Scouting programmes and projects are relevant to development? • What is the impact and relevance of these initiatives on global sustainable development? • How did Scouting historically contribute to community and sustainable development (in the 20th century, on the Millennium Development Goals, in the Post-2015 discussions)? • What discourses on development are promoted in Scouting? • How can Scouting contribute to development through nonconventional practices? The project will first conduct a mapping of all historic and current programmes and projects. The project will then perform a general impact assessment of these initiatives. The above will be achieved through archival and data collection and analysis; analysis of articles, reports and other documentation; as well as interviews with Scouting officials, members and partners. The mapping will be the main focus of this first phase of the project, which will last 3 months and end in September 2014.
Needy Child Foundation (NCF) is a Community Based Organization (CBO) established in 2011 with a purpose of empowering orphans and vulnerable children with education, health care, nutrition and other basic needs in addition to promoting economic sustainability within households in Lwengo District. The Rovers were able to reach out to 20 homes sensitizing them about malaria and donated mosquito nets to them. It is important to note that in each home we found about 5 children below the age of 5 years. They also advised the families to sleep under a treated mosquito net and to consult health physicians in the designated health centers for proper treatment when they fall sick. Malaria is a mosquito-borne disease caused by a parasite. People with malaria often experience fever, chills, and flu-like illness. Left untreated, they may develop severe complications and die. In 2010 an estimated 219 million cases of malaria occurred worldwide and 660,000 people died, most (91%) in the African Region.
This phase will have some surface impact assessment although recognizes that it is not possible to conduct an in-depth impact assessment in the current capacity and time frame. Nevertheless, as there has been interest expressed, data collection will continue after the first phase to allow for a deeper impact assessment in the future. Scouts, Guides and other interested stakeholders are invited to contribute to this research project through the best of their means and experiences. Contributors can be kept updated on the progress of the research as well as being informed on recent findings. Please contact the Principal Investigator at nhattan.nguyen@mail.mcgill.ca for more information.
Recruitment of young people to the U-Report, which is a mobile-based platform for young people to report issues they care about in their communities, was undertaken. The cycling expedition, which was held in the month of June, was financially funded by the generous support of the Circle Ten Council, which is part of the Boy Scouts of America.
