NAIROBI - The Africa Scout Committee held a meeting at the Africa Regional Office premises in Nairobi on 11th and 12th October 2012.

This was the first ordinary committee meeting after the 15th Africa Regional Conference.

Present at this meeting was the Chairperson, Gilbert Mussumba, the Vice Chairperson, Bachir Diouf, the Treasurer Mr. Jeremy Naivasha, the Secretary and Regional Director Mr. Frederic Kama-Kama, the Chairperson of Youth Advisors Ms. Grace Michuki and members Mr. Danielo Ramsamy, Ms. Jeanne Ebongue, Mr. Kikas Muchado and Dr. Wayne Davis.

The meeting focused on revitalizing Scouting in Africa and ensuring its sustainability.

The members also identified the priorities of the region and were assigned tasks linked to these priorities.

They were also tasked to provide support to zones, which were allocated to them.

Among the issues discussed were the global issues facing WOSM, support to NSOs with governance and democratic transitional issues, the Youth Forum terms of reference and actualizing the 3-year strategic plan for the region. Among the resolutions made were: · The ASC resolved to reintroduce the annual subscriptions to NSOs in order to support and sustain Scouting in the region. · Dr. Wayne Davis was appointed as the representative of WOSM in future Africa Union Heads of Summit meetings as WOSM enjoys observer status with the Africa Union · To encourage NSOs to contribute more to ongoing deliberations on the global issues The next meeting will be held in Addis Ababa, Ethiopia at the margin of the Africa Scout Day celebrations to be held from 10th-14th March 2013.

FOCUS ON NSOs Adventure filled Rover Moot in KZN KWA ZULU NATAL - From the 11th - 13th October 2012, the SIGMA Crew hosted a Rover Moot at Lexden where 48 Rovers from 13 crews from all over South Africa attended the Moot. Lexden has not held a Rover activity since 1955, which made it an exceptional historic event for this campsite. The Moot started with uniting all participants around a beautiful campfire and the crews produced songs and skits.

For Programs, in all the three sections (Cub, Ventures and Rovers), training programs pertaining to social development (Emotional development, character development, physical development, intellectual development and spiritual development) were necessary.

On Saturday the official opening was conducted in uniform on the parade ground where two guest speakers conducted the morning sessions with Pat McKrill sharing life lessons and Dudley Forde sharing his leadership knowledge that was encouraging to the participants.

After lunch, it was off to combat in the paintball arena after which the participants had a creative quiet time. The artistic exercise promoted selfreflection and creativity flared which later led to the open discussion session that focused on encouraging the new badge system and ways to incorporate it. The day ended with a scavenger hunt that included picture taking, inventive word plays and some skeptical caricatures and at the end, all won prizes.

There was need to find an appropriate period within the year to organize two patrol leader courses, two basic training courses and wood badge for every 2 years.

Appointment of the acting Deputy Chief Commissioner of the Ghana Scout Association GHANA - Upon the demise of Late Joseph Tambilla, who was the Deputy Chief Commissioner, the National Executive Committee on the 4th October 2012, in the company of the Deputy Chief Scout, Mr. Jerry Aikins appointed Louis Anopong Okyere, the then Programme Commissioner as acting Deputy Chief Commissioner.

On Sunday, the Scouts continued and sustained the theme of service with Baden Powel based readings with the last two sessions focusing on the service to the movement with the Rover trail subcommittee being envisioned and the action plan being formed.

It was great to see how a movement can unite people from all over the country and to see their excitement and passion for Scouting. The challenge has been set for the 2014 Rover Moot and the next host has not been determined.

Ghana Scouts Association ‘prepares for the future’ GHANA - On 19th-21st October 2012 the national executives, district and regional leaders of the Ghana Scout Association met at the Sam Wood National Scout Training Center in Sekyikrom for a brainstorming Workshop. Under the banner, ‘Preparing for the future’, 18 people participated in the program that was aimed at addressing issues about membership, communication and program.

In regards to membership, they looked into recruitment of more Scouts that will increase the membership and brainstormed on ways of retaining of members. It was noticeable that leaders needed motivation to enable them recruit more people and creating an award scheme for the best Scout section became a better way to achieve this. When it came to communication, it was noted that to strengthen communication with the Scouts there was need for a regularly maintained website and social network page.

He holds this position until May 2013 when elections will be held for a substantive Deputy Chief Commissioner and the Kudumail team wishes him well in his new position.

FROM THE REGIONAL OFFICE Africa Regional Office facilitates JOTI NAIROBI - On the 21st October 2012, the 16th Jamboree on the Internet (JOTI) under the theme, ‘How big is your world’, 6 Scouts participated in the event that was facilitated by the IT Officer, World Scout Bureau-Africa Regional Office. Drawn from different schools within Nairobi, the Scouts had an experience of a lifetime as they interacted with Scouts from different parts of the world. Noticeably, was the friendship made with a group of scouts from Netherlands who promised to visit the Founder’s resting place in Nyeri, Kenya,

13th March was declared Africa Scout Day by the Council of Ministers of the Organization of African Unity (now the Africa Union) meeting in its 62nd Ordinary Session Addis Ababa in Ethiopia on 21st–23rd June 1995.

Jamboree On The Internet (JOTI) is an international Scout meeting on the internet where thousands of Scouts from all over the world meet and communicate with each other over the internet, using technologies locally available, from web browsers to e-mail, chat programs, microphones and digital cameras. JOTI allows the participants to build friendships with Scouts in other countries and to find out more about their civil and Scouting life. Often, these contacts last for years and build the base for upcoming group trips and enterprises.

The council recognized that the Scout Movement was the largest movement for the young people, a movement that has proved its mettle in the area of education and molding of young people, as well as in training of adults, hence the decision to have a day to honor the Scout Movement in Africa.

East Africa region set for its 7th Zonal Forum

This is the biggest World Scout event whose mission is to bring Scouts from all over the world together by means of electronic communication, creating awareness, understanding and friendship with people outside their normal living environment and stimulate interest in the technology used for the communication and develop the understanding and knowledge of these technologies.

Badge design competition for Africa Scout Award Africa Scout Award is the highest and only award given by the Africa Scout Committee to Scouts from Africa aged 14 to 26 years for their exemplary contribution to the cause of Scouting at their local, national and international communities. Africa Regional Office invites Scouts from all over Africa aged 16 to 26 years to take part in badge design competition and come up with a design that best represents the spirit and Unity of Scouts in Africa and encapsulates the award’s areas of focus of innovation, peace, environment, health and development. The winning design will be used as the official Africa Scout Award logo and badge. The winner shall represent Africa in an International Scout event falling closest to the completion of the competition. All entries should be submitted by email to africa@scout.org by 30th November 2012.

Ethiopia set to hold their first regional event ETHIOPIA - After a colorful 6th Africa Scout Jamboree the Africa Scout fraternity is looking forward to the Africa Scout Day that is set to take place in Addis Ababa, Ethiopia from the 10th-14th March 2013. The event with the theme, “Scouts Promoting good citizenship and peace”, will target participants from the age of 15-20 years who are expected to pay 400 ETB (20 USD) for national Scouts, 60 USD for the rest of the Africa region and 100 USD for the rest of the world.

UGANDA - Every year, the youth of the East Africa zone meet to deliberate on issues affecting their zone. This year is no different as the Uganda Scout Association is set to host youth representatives from five countries during the 7th East Africa Youth Forum. Set for the 8th-13th December 2012, the event themed “Rovering to Success”, seeks to empower the youth to lead a useful and happy life, with a commitment to build and sustain peace while respecting the environment.

The participants will share their experiences and have discussions on the recent happenings and challenges facing Rover Section within the member countries as the Messengers of Peace (MoP) initiative takes centre stage as a critical topic for discussion.

The forum shall also receive reports from the national level on progress made since the previous forum, elect new zonal youth advisors and finalize their meeting with a tour of the beautiful Ugandan city, Jinja.

Each member NSO is invited to send at least two delegates (who must be between their 18 and 27 years) to the forum, where each delegation may include a maximum of six delegates (participants with the right to speak and to vote) and as many observers (participants with the right to speak but not to vote) as possible. Young people from other countries outside the zone are also welcome to participate. However, they will need to make special arrangements for all costs related to their travel and participation. The forum fee for both delegates and observers will be twenty-five US Dollars (USD 25).

The fee shall include all meals, tea breaks, forum documentation, social activities and certification. Participants shall however be expected to cater for their own travel expenses and accommodation. Camping ground shall be provided and participants are expected to carry their tents, sleeping bags and other personal effects.

The East African Zone is made up of Burundi, Ethiopia, Kenya, Rwanda, Tanzania and Uganda. Through its project on “Developing leadership in young people in Africa” the World Scout Bureau, Africa Regional Office has offered two thousand dollars (USD 2,000) courtesy of the Messengers of Peace initiative to support the forum as well as expand the Mop Network in the zone.

KENYA- 16 Rovers came together to form the Masaku Rover group that is located in Machakos, at the outskirts of Nairobi, Kenya. With the theme ‘Youth, crime and Drugs’, the rovers in conjunction with volunteers from the Ministry of youth organized a peace walk in Machakos town on 17th September 2012. The walk was supported by the Global Veterans of Peace Ambassadors (GLOVEPA) and the Kenya Police.

The Masaku Rover Group was awarded the Peace Ambassadors Certificate by GLOVEPA in recognition of their efforts to foster peace in their community especially during the 2007 post poll violence. After the award ceremony, the Scouts proceeded to paint the police station then engaged in games that included a tag of war and a football match against the local police.

They later had a one-on-one exchange with the police with the bid to create a relationship between the youth and the police as well as offer solutions in curbing crime in the area.
