Highlight of the visit was his meeting with the former regional Chairman Jejomar C Binay, at the office of the Vice-President of the Republic of the Philippines. The meeting came after his brief stay at the Boy Scouts of the Philippines (BSP) where he met with the BSP key leaders.

Joining him were Committee member Atty. Wendel Avisado and Scouts of China International Director Chang, Wen-Shing.

Regional team visits Papua New Guinea

R

egional Committee members Paul Parkinson and Wendel Avisado together with the Regional Director Abdullah Rasheed visited Port Moresby from 6-9 February 2013 and discussed the development of Scouting in Papua New Guinea (PNG) with the local key Scout officials.

On this visit, the team also met with the Governor General cum Chief Scout His Excellency Sir Michael Ogio at his Government House on 7th February who was very keen to know more what PNG Scouting is doing, and was eager to hear more on the focus for the coming days and years to develop scouting.

He clearly remembered and recalled the Scouting days he had in his schools days especially in camps and is convinced that the values of Scouting are useful for young people that would give them opportunities in life. He was keen to play a supporting role for Scouting.

The 2-day discussions were joined by the Chairman of the local National Scout Council Mr. Daniel Linonge, Chief Commissioner Sere Kala, Deputy Chief Commissioner Michael Peason, including a number of key Commissioners and Rover leaders.

developments including the highlights of a 5-year master plan for the development of their Scout property.

Among areas discussed for action planning were administration and management, membership growth, finance and budgeting, property, Youth Programme, leader training, and adult awards, among others. The visiting team gave their observations on actions taken in some key areas of management and the documentation that has been developed for the meeting.

Amazing Australian Jamboree

T

he 23rd Australian Scout Jamboree (AJ2013) provided a brilliant opportunity in showcasing Scouting to the Australian and international communities from 2nd to 12th January 2013 in Maryborough, Queensland. More than 11,000 Scouts and leaders from Australia, who were joined with more than 250 international guests from 14 countries including large contingents from the Asia Pacific Region.

Chief Director Pieter Van Der Kamp said AJ2013 was filled with excitement, challenges and the fun of meeting new friends. Though the days were long but all in all there was a smile on everyone’s face everyday.

Chief Commissioner of Scouts Queensland and AJ2013 Camp Chief Kirsty Brown shared “this Jamboree has been a success in so many ways and if it weren’t for those that gave up their time to be with all those tremendous kids this would never happen. Three years of planning all comes down to two weeks of amazing fun and joy. If every Scout and Leader goes home with at least two magical moments then our job as leaders and organisers have been achieved.”

Part of the overseas Scouts and leaders who had the great time at the Jamboree were the Indonesian contingent, the seven Scouts and one leader from Timor Leste and two Scouts from Papua New Guinea who even had a full dental check from the Logan Region of Queensland Health.

Dr Paul Rollason, Queensland Branch Commissioner International and Dentist within the Jamboree medical centre said, “These Scouts have no dental facilities within their local community and it is of great benefit that they can have access to these fantastic facilities while at Jamboree.”

The closing ceremony went off with a bang as Justice Crew, fire dancers and the Brisbane Gang Show wowed the crowd with their performances.

Mayor of Fraser Coast Regional Council Gerrard O’Connell declared AJ2013 closed with a beautiful display of fireworks.

The next 24th Australian Scout Jamboree will be in 2016 in Sydney.

Nepal Scouts set membership target

A

t the National Planning Review workshop in Kathmandu from 16th to 20th January 2013, Nepal Scouts set a 60,000 membership goal by the year 2020.

Hon. Member of National Planning Commission Dr. Abdul Rahim Mikarani opened the workshop with the Secretary of Youth and Sports Ministry, Mr. Hari Prasad. Chief Commissioner Shree Ram Lamichhanne gave an overview of the achievements of Nepal Scouts in the past three years.

The planning review revealed a significant progress in Nepal Scouts, the most notable are the increase in membership and the government grant of 2.5 million Rupees for the current year.

This includes the outflow of information for upcoming events. With this move, positive results are seen with the success of recent events such as the Youth Forum and various training.

In addition, the Sports Ministry included in its budget the construction of one to two training centers and the renovation of two to three existing headquarter buildings in Kathmandu. More visibility is virtually apparent with the regular publications and uploading of bulletins and events on the website, and the improved on-line communication exchanges amongst 30 districts.

Regional Director Abdullah Rasheed commended Nepal Scouts for the membership increase, which was recognized at the recent Conference in Dhaka. WAGGGS Vice Chairman Ms. Normala Binti Baharudin reminded the participants to keep track of their objectives to sustain their progress. APR Director Prassanna Shrivastava facilitated the workshop.

VISION 2020 APR Plan 2012-2015 launched

A

sia-Pacific Regional office circulated to all National Scout Organizations, regional committee and subcommittee members the APR Plan 2012-2015 that was unanimously adopted at the 24th APR Scout Conference in Dhaka.

The new version is the first triennial plan that supports the region’s Vision 2020 that envisage Scouting in the Asia-Pacific Region as the “preferred and leading educational movement by the year 2020”.

Two and a half years was the time it took to develop the APR Plan for 2012–2015 using a systematic process involving a large number of key NSO leaders, regional volunteers and professional staff.

To achieve the Vision, the plan has five strategic priorities: Young People, Adults, Management, Finance, and Scouting Profile.

The conference adopted the plan with the inclusion of changes proposed by a conference breakout group. The underlying goal is for NSOs to give their full cooperation and ownership of the plan and its implementation at national or local level.

Asia-Pacific Region Specialists appointed

Such transition from a regional approach to a direct customized approach is no longer the exclusive turf of the Regional Committee but would engage experts in various disciplines.

In early 2011, the Asia Pacific Region introduced a new approach to provide direct services to NSOs through consultancy. This form of service is tailormade to address the actual, vital and critical needs of NSOs.

Nine areas of specialization have been identified and the 38 panelists are appointed to one or two of the following areas: Youth Programme (14 panelists), Adults in Scouting (13), Communications & Marketing (5), Consulting & Needs Analysis (2), Events Management (6), Fundraising (3), Governance & Strategy (3), IT (5) and Management (12). The panelists will be tapped to support any NSO whenever the needs arise.

n mid January, a total of 38 individuals from seven National Scout Organizations within the region were appointed to comprise the APR Specialists Panel. This panel will support the Regional Scout Committee in providing consultancy to different NSOs.

Thai Scouts light up refugees detention centers

B

eing a good friend to all regardless of origin and belief, Scouts in Thailand are taking care of their Muslim brothers and sisters from Arakan, Myanmar who fled their country due to the unrest that started since last year.

As a joint project between Messengers of Peace project and the Thai Scouts Promotion Foundation, in close cooperation with other concerned communities and agencies, Scouts are mobilized to collect food and supplies for this distribution to the Rohingya Muslims numbering around 3,000. They illegally entered Thailand and are now detained in different centers across the country. To facilitate easy communication with them, Thai Scouts consult the Thai-Rohingya dictionary since most of them cannot understand English or Thai.

partnering with Scouts in visiting the detainees are non-Scout Buddhists and Christians. Without religious discrimination, and realizing the great risk of becoming an illegal immigrant, this collaboration is to make a peaceful solution.

Being illegal immigrants, Rohinga Muslims can only stay at the detention centers not over six months. Illegal immigrants from Myanmar usually board small wooden boats from Arakan state, sailing across the Indian Ocean for 16 to 25 days in their attempts to enter Thailand, Malaysia, and Indonesia.

Aside from distributing food and supplies, Thai Rover Scouts from technical colleges helped in repairing toilets and rebuilding facilities to provide a more comfortable living condition for the detainees. Others who are

Scouts help Jakarta flood victims

Scouts and leaders of Gerakan Pramuka (GP) partnered with the Indonesian government in launching rescue and relief operations for the people living in Jakarta affected by the flooding caused by days of heavy rain since 18 January 2013.

During the initial days of flooding, GP set up Scout Care Crisis Centres, in Kalibata, south Jakarta, in Kampung Melayu, east Jakarta and other heavily affected-flood areas. Scouts distributed mineral water, noodles, diapers, milk, biscuits, clothes and

blankets. With the establishment of Scout centres, affected communities had easy access to relief goods and emergency aids.

Aside from food, clothing and medicine, GP also sent rubber boats, life jackets and water pumps to assist in the evacuation efforts in South Bekasi, with Mr Adi Pamungkas, volunteer of National Scout Movement of Devotion Society and Disaster Preparedness, heading the Scout team.

APR Foundation ties up with World Scout Foundation In November 2012, the APR Scout Foundation Management Committee (FMC) endorsed the proposal for the APR Scout Foundation capital fund to be invested along with the World Scout Foundation (WSF) investment on the basis of a loan.

With the Regional Scout Committee’s approval,

Regional Chairman Chao Shou-Po and John Geoghegan, Director of the World Scout Foundation, cosigned the agreement. The amount of US $1.7 million will be transferred to WSF that will enable the WSF to get the loan agreement operational. This agreement is foreseen to bring better interest earnings for the APR Scout Foundation.

The APR Scout Foundation journey has already reached its 20 years last year. The year 2013 opens another chapter for the Foundation to take part in initiatives, involving young people of the Scout Movement, that bring hope to different communities.

Bharat Scouts & Guides Gadpuri Project.

This learning and earning project was a breakthrough for women in a village in northern India, about 58 km away from Delhi. Initially, 100 young girls and unemployed women attended the vocational training for stitching and tailoring of various Scout materials like scarf, flags and others. The six-month training was fully subsidized by the APR Foundation, and after completion, the women started to earn their own income through contract based employment. The Bharat Scouts & Guides (BS&G) provided a counterpart to the Foundation grant of US$ 15,000 for this project to continue. BS&G put up a training centre with 30 sewing machines and 2 interlock machines for more efficient production and various items were added to the Scout supplies. Finished products were handed over to the Supply Service Department of National Headquarters for distribution.

Scouts turning Ulaanbaatar green Around 500 Scouts in Mongolia reinforced the greenery of Ulaanbaatar city, planting 1,500 trees at the National Garden Park. Mongolian President Mr Eldegdorj Tsahia and Ulaanbaatar City Governor Mr Bat-Uul Erdene joined the Scouts and their parents in the tree planting activity.

WOSM and UNEP collaborated to organize this activity to achieve the United Nation’s Millennium Development Goals (MDG-7) of promoting national awareness on environmental protection.

During the activity, the workers at the National Garden Park explained about the tree planting methods and its various benefits: decreasing wind speed and soil erosion, cleansing air and reducing dust and dryness.

One important lesson they have imparted to the Scouts and their parents that “tree planting is just the beginning of the work but the most important part is watering and nourishing the trees.”

After planting the seedlings, each Scout was tasked to take care of three trees and each family is responsible to plant one tree every year.

How are you involved/recruited in Scouting?

When I was a young boy, I have seen Scouts participating in national ceremonies. When I joined Scouting I found it to be completely different.

I realized that Scouting is not just attending ceremonies but a young generation coming together to serve the community.

What have you learned from Scouting?

Scouting is a good experience for every individual, especially for young people.

Scouting guides my well-being and motivates me to do my best always.

Scouting taught me how to overcome the challenges, to be self-reliant, supportive, responsible and committed person.

You left Scouting in 2008, what made you return to Scouting and joined as a full-time staff for PARSA’s Scouting program?

There were some reasons why I left Scouting in 2008. I was disappointed with the Scout organization for having no activity and no plan for development.

After I obtained my diploma in IT I joined a private company as Training Officer.

After a few months I was promoted to liaison officer. While I was still with that

company, Physiotherapy And Rehabilitation Support to Afghanistan (PARSA) asked if I wanted to join as a full-time staff in their Scout Department, although my salary will be lower as compared to what I was receiving from the private company. Since I really love Scouting I accepted the offer as Scouting is really in my soul and spirit.

How can you encourage young people to join Scouting? How can you promote Scouting here?

Defining the purpose of Scouting and the Scout Method can be achieved if it is seen in our lives. As Scouts, we must live as a good Scout, being a good self-example of what Scouting really is.

Promotion of Scouting depends on activities and personal development. We promote Scouting by doing not only by telling fables but we have to design activities for Scouts according to their interests and needs that will improve their skills, and provide them with opportunities.

What benefits you got from Scouting?

Scouting taught me the way of life and how to live as a good and responsible citizen in the community. It guides me how to accept responsibilities and how to deal with the challenges of life.

Hong Kong prepares for World Scout Education Congress The 1st World Scout Education Congress will bring people together to share, discuss and debate the experiences and expertise in Youth Programme, Adult Leader Training and Scouting’s impact, from over 200 countries and territories where the Movement exists. The event will also invite inputs, from experts in the theory of education and from representatives of other youth organisations offering educational programmes, to give their perspectives.

DATE: 22-24 November 2013 AIM: To reinforce that education is the core business of World Scouting, and to inspire and strengthen NSOs in the field of education by bringing expertise from inside and outside Scouting. Under the theme “Education for Life”, there will be three main topics Education, Life, and Impact of Scouting on Education and Life.

This congress will be a worldwide collaborative effort as a contribution to the Educational Methods of Scouting and National Scout Organizations are encouraged to support this endeavor by sending participants. The congress is expecting 200-300 participants on site and another 1,000 are expected to join through an online feed. Youth Program Commissioners (including section commissioners), National Training Commissioners and other people that NSOs feel can contribute to the event, are invited to join.

30th Asia-Pacific Regional Scout Jamboree 2013 Theme As 30APRSJ/16NJ is the Pre-Jamboree for 23WSJ, the two Jamborees share the same theme—“Wa: a Spirit of Unity.” The kanji (wa) is richly expressive, associated with unity, harmony, cooperation, friendship and peace. Furthermore, Wa is a character that expresses the essence of Japan, a country where tradition and the latest technology coexist in harmony.

Inspired by this theme, it is our earnest desire that 30APRSJ/16NJ will contribute to peace and harmony among people and create a better world.

Concepts To achieve the theme, we focus on four concepts: Energy, Innovation, Harmony, and Communication. The first three are taken from the concepts of 23WSJ.

Asia-Pacific Regional Workshop on Environment Education in Scouting The World Organization of the Scout Movement/AsiaPacific Region in collaboration with Scouts of China is organizing the APR Workshop on Environment Education in Scouting. The workshop will be held in Taiwan that is well known for its environmental conservation efforts.

OTHER SCOUTING STORIES

Scouts New Zealand 12th National Venture world. A number of venturers participated in an Amazing Race style journey through the region whilst others were based at Queenstown and enjoyed the many extreme sports

Riverton Race Course, Southland New Zealand became the home for 691 Venturers and 170 Leaders and Adult Volunteers early in January 2013 for the Venture South 2013, the 12th Scouts New Zealand Venture.

Venturers and Leaders from New Zealand, Australia, Hong Kong, United Kingdom and United States of America came together to enjoy fun and adventure in the adventure capital of New Zealand – the Southland and Otago Region.

Many challenging and adventurous activities were on offer for the Venturers five day expedition during the phase one period. Units were spread throughout Otago and Southland experiencing a range of adventures including: Tramping, cycling, sailing, scuba diving, farming, caving, and kayaking.

Four units enjoyed five days on Stewart Island tramping on some of the best walks in the

activities on offer.

During phase two, Venturers and Leaders camped in tent city at the Riverton Race Course and were given the opportunity to participate in a wide range of onsite and offsite activities or simply relax at the Rover Cafe, movie theatre or catch up on some sleep in their tents.

Many chose to head offsite, and visited Invercargill hunting down for souvenirs, went swimming, and enjoyed go-karting or sample the wares of the many food outlets available.

Others enjoyed the pistol shooting, high ropes course, ice skating, abseiling and caving, surfing, a survival day, relaxing on the beach or combing a local beach for precious gems.

Bangladeshi Rovers active in community work Bangladesh Scouts organized 10th National Rover Moot and 5th National COMDECA from 29 January to 4 February 2013 at the Panchagar, northern district of Bangladesh. The camp was declared open by Honorable Prime Minister of Bangladesh Sheikh Hasina on 31st January who said that another training centre will be constructed for the Bangladesh Scouts.

Known for its active involvement in community service, Bangladesh Scouts allotted an opportunity for the participants to do community service for environment, local inhabitants, health and environment development activities.

Around 7,000 Scouts, Rovers and officials participated in the camp divided into five groups named after renowned forest of Bangladesh.

APR Specialist Panel

This concept paper is about forming a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to national Scout organizations at the national and regional levels.

Concept for NSOs services The APR Management SubCommittee developed a concept paper on Services from National Scout Organizations emphasizing the services provided by NSOs to its members in the context of today’s customer-oriented world. The paper is prepared as a ready reference for NSOs in understanding their customers and strengthening their services.

APR Triennial Report 2009-2012 The report is an overview of our udertakings as a region from November 2009 to November 2012.

Asia-Pacific Region The CNV Chronicle It is a collation of all Committee NSO Visits made to National Scout Organizations since it begun in March 2008.

APR Scout Foundation Triennial Report The report covers the projects, events and activities of the APR Scout Foundation for 20 years.

Membership Growth Guidelines Membership Growth Guidelines is a tool to develop membership growth plan, which includes strategies to guide National Scout Organizations.
