Boy Scouts of the Philippines Secretary General Mr. Jose Rizal Pangilinan, 50, has been appointed as the new Regional Director of the World Scout Bureau Asia-Pacific Regional Office.

Jose Rizal Pangilinan – known to many as “JR” – will take over from Abdullah Rasheed in July 2013.

JR previously held the position of Director, Programme & Community Development at the Asia-Pacific Regional Office of the WSB before returning to the Boy Scouts of the Philippines where he served as Director of Field Operations, Assistant Secretary General and, since 2003, Secretary General.

JR holds a Master of Arts degree major in Administration and Supervision. He also holds the rank of Commander in the Philippines Coast Guard Auxiliary.

Throughout his career, JR has developed and maintained a strong network both

regionally and internationally.

Having spent more than 20 years serving Scouting, JR received the Loyalty Award from the Boy Scouts of the Philippines in 2009 and the Gold USA Award in 2012. He also holds numerous awards from other National Scout Organizations in the Asia-Pacific Region.

We extend warm welcome to JR as he prepares to take up his new responsibilities for World Scouting.

We would also like to take this opportunity to extend our thanks and best wishes to Abdullah Rasheed for his involvement in World Scouting notably in the Asia-Pacific Region during the last 11 years.

2nd Nepal Scouts National Jamboree

I

t was a proud moment for Nepal Scouts when Chief Guest Rt’ Honorable Chairman of the Council of Ministers Mr. Khil Raj Regmi inaugurated the 2nd National Jamboree on 11th April 2013 at the Tikaluli, Chitwan, Nepal after three decades of waiting.

of Scouts as being disciplined, good-natured, optimistic and responsible citizens, which must be evident everywhere. He reflected on the challenges Nepal Scouts had faced with, and how it is now moving on the goal of being a self-reliant Scout association. He congratulated the Scouts and leaders who worked in making the second national jamboree possible.

This remarkable event, which was held until 15th April, gathered over 5,000 Scouts from 59 districts of Nepal, excluding 300 adult leaders serving at the jamboree. Along with the local Scouts, Scouts and Guides from Bangladesh, Finland, Japan, India, Luxembourg, Pakistan and United States of America joined the jamboree.

The Honorable Minister of Youth and Sports Mr Ram Kumar Shrestha and the Chitwan Chief District Officer were present. Regional Scout Committee Chairman Dr Chao Shou-Po was represented by Second Vice-Chairman Ms Reiko Suzuki.

Adding to the excitement of the Jamboree opening was a showcase of cultural performances of Scouts from Kathmandu and Chitwan, which were very entertaining, including a colorful parade of flags by Scouts representing their countries and districts.

The course had 35 participants from 25 Scout districts, and six overseas participants from Hong Kong (3), Macau (1) and two Malaysia (2). Sri Lanka’s 100 year-old Scout troop honored

R

ajans International Scout Gathering of Centennial or RISGO Centennial 2013 was an international Scout Jamboree held on 18th to 22nd February 2013, marking the 100 years of the 1st Kandy Dharmaraja Scout Group, at the Lake View Park International Scout Centre in Kandy, Sri Lanka.

Scouting in Sri Lanka began in Christ Church College in 1912 followed by Dharmaraja College which formed the first Kandy Dharmaraja Scout Group in 1913 with the enthusiasm and drive of the then Principal Mr. K. F. Billimoria with the scout master Mr. J. H. de Saram, who became the first native Chief Commissioner of Scouting in Ceylon.

The 1st Kandy Dhrmaraja Scout Group has been consecutively awarded as the “Best Scout group in Sri Lanka” from 1993 up to now.

RISGO Centennial 2013, in cooperation with the Old Rajans Scout Association, the first old Scout union in the island, was the largest gathering of young people with participation of 29 countries around the world from all six regions.

Chief Guest at the opening ceremony was World Scout Bureau, Asia-Pacific Regional Director Abdullah Rasheed joined by other notable government personalities and regional leaders including Governor and Chief Minister of Sri Lanka’s central province; Regional Scout Committee member Janaprith Fernando, Sri Lanka Scouts Association Chief Commissioner Prof Nimal De Silva.

In his remarks, Regional Director Abdullah Rasheed said that he was honored to be part of the huge celebration by one of the most successful troops not only in Sri Lanka but in the entire Scouting world. He congratulated the 1st Kandy Dhamaraja Scout Group for keeping the spirit of Scouting alive for several generations, and challenged the young participants to continue the tradition for more generations to come.

“More importantly, as Scouts we have a much bigger responsibility, which is to ensure that the values of Scouting such as Duty to God, Duty to Others, and Duty to Self, are well kept in whatever we do and for the rest of our lives,” he said.

Touching on the theme “Towards Global Leadership,” he encouraged the participants to remain grateful for the God-given nature of Kandy accompanied with the global responsibility. “Scouting is a good training ground for you to become leaders anywhere – starting in your home, extending to your school, your community or village, and later in life, to your country.”

A long range of activities such as special ceremonies, international night, camp fires, cultural shows, friendship games, adventure and exploration activities, team building events and open air display were prepared giving the participants exciting experiences.

World Scout Committee and Asia-Pacific Regional Scout Committee meet in Jakarta

I

ndonesian Minister of Youth and Sports Affair, Hon. Roy Suryo welcomed the members of the World Scout Committee (WSC) and the Asia-Pacific Regional Scout Committee (APRSC) in their first joint meeting at the Cibubur Scout Centre, Jakarta from 23rd to 24th March 2013. WSC Chairman Simon Hang Bock Rhee and APRSC Chairman Dr Chao Shou-Po, including members of both Committees were all present.

The minister said the Indonesian government always considers the existence of Scouting very important especially in shaping the character of children and young people of Indonesia. He added that he was grateful to have the presence of Scout leaders from other countries to support and help Gerakan Pramuka in the development of Scouting activities in Indonesia, which the WOSM Secretary General Scott Teare and Regional Director Abdullah Rasheed both agreed. He recalled that Scouting came to Indonesia through the Dutch East Indies in 1912, and then the unification of various Scouting organizations into one Scout association, the Gerakan Pramuka today, in 1961.

Meanwhile, WSC Chairman Simon Rhee said that being the largest national Scout organization in the world, Indonesia can play a greater role in global Scouting activities. Simon also mentioned that the joint meeting of WSC and RSC meeting in Jakarka is very historical and hoped that the meeting will produce important decisions that will create progress on Scouting worldwide in line with the vision “creating a better world”. Regional Chairman Dr Chao Shou-Po echoed the same thing.

The joint meeting reviewed the key focus areas and presentations were made, highlighting the present work being undertaken at both levels. On the Asia-Pacific side, three papers were presented.

RSC member Janaprith Fernando presented the regional strategy, Wendel Avisado on future plans and Shree Ram Lamichhane on the regional challenges. From the WSC side, presentations on four priority areas, work of other task teams and the current status of relocation of the central office were made.

Scout Executives join Basic Management Course

A

round 33 participants from 10 countries participated in the 49th APR Basic Management Course (BMC) for Scout Executives held at the Universiti Sains in Penang, Malaysia, from 4 - 14 April 2013. The course was officially opened by Hon. Dato’ Dr. Junaidi bin Abd Wahad, Political Secretary of the Ministry of Youth and Sports Malaysia.

In his speech, Hon. Dato’ Dr. Junaidi stated that the Scout Movement is really important for the youth as he himself has experienced. He further said that considering the gap between young people and adults, it is foremost that the needs of young people be met.

Chairman of the APR Management Subcommittee, Mr Malcolm Tan, member of APR Scout Committee Mr Janaprith Fernando, and Regional Director Abdullah Rasheed, all emphasized that good management is key to the success of the Scout Movement.

This management course is now reduced from 15 to 11 days. Besides the professional or full time executives, volunteers can now formally participate in the course and allowed to start mid way, while the full time executives are required to join from the first day.

Before the course, the APR Management Subcommittee held their first meeting for the triennium, from the 2nd to 3rd April. Members discussed key points in the Asia-Pacific Regional Plan related to management including potential member countries.

International Scout Peace Camp

Scouting builds peace

T

he International Scout Peace Camp (ISPC) opened in fanfare, reinforced with the dancing of hundreds of participants and guests attending the opening ceremony at the Cibubur Scout Camping Ground, east of Jakarta.

The peace camp was one of the Messengers of Peace initiatives and the first of its kind held in Indonesia.

Chairman Azwar and WSC Chairman Simon congratulated the participants and both urged them to live up the Scouting spirit and spread the message of peace and love, whether at home, in the community, in colleges or anywhere else. Simon congratulated GP for being the largest national Scout organization and for hosting this international peace camp.

The peace camp for Rovers and Senior Rovers (18 to 25 years old) was attended by over 500 participants, out of which 150 came from different countries and regions in the world, including Armenia, Australia, Azerbaijan, Bangladesh, Brunei Darussalam, Belarus, Cambodia, Scouts of China (Taiwan), Hong Kong, Kazakhstan, Kenya, Kuwait, Madagascar, Malaysia, Maldives, Moldova, Macau, Mexico, Oman, Philippines, Saudi Arabia, Singapore, South Africa, Thailand, Vietnam, Zimbabwe, and 31 out of 33 provinces in Indonesia were represented.

GP Chairman Azwar opened the camp and said that it was a great honour for GP to host another international Scouting activity. He hoped that through the camp, participants will get to know each other more that fosters better understanding among the participants and the local communities. All guests of honour signed in Commemorative Cover, a limited edition issued by the Indonesian Postal Service.

straight to their respective subcamps: Kampung Domba (Banten Province), Kampung Sukaratu (West Java Province), and Setu Babakan (Jakarta Province) and lived with the locals for three days and conducted community service that marked their stay.

Members of the WSC and RSC were invited for a luncheon hosted in Jakarta by the Governor of DKI Jakarta Province Joko Widodo and Vice-Governor Basuki Tjahja Purnama -- a rare occasion to see in Indonesia when in one event, both the Governor and the Vice Governor welcomed the guests.

Sri Lankan Scouts celebrate “World Water Day”

S

ri Lankan Scouts joined the “World Water Day” celebration on 22 March 2013 in its efforts to help promote the importance of freshwater.

Celebrated since 1993, this worldwide event was considered an international day as a means of focusing attention on freshwater and advocating for the sustainable management of freshwater resources.

In designating 2013 as the UN International Year of Water Cooperation, UN Secretary General Ban Ki-moon said “water holds the key to sustainable development, we must work together to protect and carefully manage this fragile, finite resource”.

In Sri Lanka, Scouts from the Wattala-Jaela Scout district, and key leaders from the Sri Lanka Scouts Association gathered in Biyagama Pradeshiya Sabha area, and joined several youth organizations in an environment protection campaign to ensure safer and cleaner water resources in Sri Lanka, like the Kelani River, a 145-kilometre-long river, ranking as the fourth longest river in the country, which supplies approximately 80% of the water used in Sri Lanka’s capital city of Colombo.

Participating organization like the Youth for Greener Sri Lanka is a group of over 30 youth-led and youth focused organizations involved in environment conservation, management, sustainable development and advocacy.

About 150 volunteers including Scouts were divided into several groups distributing leaflets and collecting garbage. All the plastic bottles, discarded rubber/leather slippers, shoes, bulbs, batteries, medicine, and other electronic wastes collected were brought to the Pattiwila and handed to the participating recycling companies.

APR Messengers of Peace Coordinators gather in Mt. Makiling

M

oP Coordinators from 22 National Scout Organizations gathered from 23-26 February 2013 at the National Training Center in Mt. Makiling in Laguna, Philippines and shared their experiences on their actions taken under the global initiative Messengers of Peace (MoP).

The gathering was inaugurated on 23rd February by BSP Board member Del De Guzman, with the presence of Cedrik Train, BSP National Commissioner for Community Based Scouting, Regional Director of World Scout Bureau Abdullah Rasheed; Mr Peter Illig, Director of Global Support, WSB, and BSP Director of Operations Roger Villa.

Coordinators were from Australia, Bangladesh, Bhutan, Brunei Darussalam, Cambodia, Scouts of China, Fiji, Hong Kong, Indonesia, Korea, Kiribati, Macau, Malaysia, Maldives, Mongolia, Nepal, New Zealand, Pakistan, Papua New Guinea, Philippines, Sri Lanka and Thailand.

During the gathering, Coordinators went through an extensive exercise of sharing best practices, hands on project planning

and management, expanding the MoP network and maximizing the use of MoP on-line platform. The objective was to update their skills and build up their capacity to effectively and efficiently implementat the projects, with multiplying effects, at national and local levels.

The MoP initiative targets to enroll at least 20 million Scouts as part of the Global Network in the next eight years including proactive involvement in their communities.

Participants met some young people who participated in the National Peace Jam, and enjoyed the half-day educational tour exploring the province of Laguna.

Another Scout movie opens in Jakarta

A

fter the success of “Lima Elang” (Five Eagles), a Scout movie released in 2011 to commemorate the 50th anniversary of Gerakan Pramuka (Indonesia Scout Association), another Scout movie was shown in theaters across Indonesia.

The film “Hasduk Berpola” (Patterned Neckerchief) talks about love within the family and how that love can make one sacrifice to support another’s dream.

The 100-minute film started by unfolding the life of Masnun, a veteran ex-fighter during Indonesia’s fight for independence in 1945, and living with his widow daughter and grandchildren Budi and Bening.

Although he has made a significant contribution to his country, he is living in poverty. Unfazed by poverty, his grandson Budi was determined to continue being an active Scout despite not having the money to buy Scout supplies he needed for activities.

Bening, seeing her brother’s passion for Scouting along with his struggles, decided to give up her favorite bed linen to make a Scout neckerchief for her brother. The love and friendship the siblings have for each other allowed that Scouting dream of Budi to continue.

During the visit of World Scout Foundation Executive Director John Geoghegan in Indonesia last year, he saw the official trailer of the movie and gave the trailer a “thumbs up.”

John said the film speaks about Scouting spirit to never give up and the willingness

to help at all times. “The movie is very inspiring to young people. The values and spirit of peace that exist in the film fits with our current program Messengers of Peace,” John said.

John asked the film director Harris Nizam to be a Messenger of Peace and even gave his MoP neckerchief.Harries said that he was pleased to be a Messenger of Peace, and felt that it was a challenge to improve more on his work in the future.

The movie premiere opened in Planet Hollywood XXI Theater in Jakarta on 19th March 2013, attended by Gerakan Pramuka key scout leaders.

Three Scouts star in Bear Grylls’ latest in-flight safety preparedness video

T

hree Scouts from New Zealand got to play good roles in Bear Grylls’ latest in-flight safety preparedness video with Air New Zealand.

Edward Michael “Bear” Grylls is a famous outdoor adventurer, known for his television series Man vs. Wild. In 2009, Grylls was appointed the youngest ever Chief Scout at the age of 35 of The Scout Association (UK).

SCOUTS New Zealand Chief Executive Niamh Lawless explained the opportunity to be part of the filming of the Air New Zealand safety video, which has a great focus on adventure, safety and conservation, is a perfect parallel to much of what we do every day in the Scouting movement.”

“This has to be the ultimate adventure experience. It’s all for a good cause too. Air New Zealand with a series of imaginative videos has made safety fun, getting across the message in an amusing manner.

Scouting is all about fun and adventure, but it is also about doing it as safely as possible,” Lawless added.

“We all have that sense of adventure in us and Grylls’s larger than life image is very engaging for young and old.

Asia-Pacific Regional Air/Internet Jamboree Asia-Pacific Regional Workshop on Branding and Image Management Cambodia Scouts will host the APR Workshop on Branding and Image Management, in collaboration with the APR Scouting Profile Sub-Committee and the World Scout Bureau/ APR office.

Being a new organization in a country with rich heritage, a workshop in Cambodia will provide a unique vantage point for participants who will work on the theme Branding and Image Management.

Just like the normal Jamboree, the Air-Internet Jamboree is an event which Scouting experiences are exchanged and ideas are shared. It’s a great and unique opportunity for Scouts of all age ranges to communicate with each other as if they are nearby when in fact they are all in their own countries.

Indeed, Radio Scouting eliminates the distances and fosters a closer relationship of the worldwide Scouting movement.

Furthermore, National Scout Organization are requested to appoint a Coordinator for this APR Air/ Internet Jamboree, preferably the person-in-charge of information communication technology, who will be the focal contact person of the Jamboree organizers and the WSB-APR office.

Scouts’ immediate response to cold wave victims Cold wave gripped Bangladesh’s northeastern regions since mid-December last year prompting Bangladesh Scouts to respond to the immediate needs.

Worst-hit areas were Islampur, Sariakandhi, Sonatola, Melandha,Kazipur, Kawnia, Gangachara, panchagar, Lalmonirhat, Joypurhat, Nilphamari, Gaibandha, Kurigram, Jessore, Sirajgong, Pabna, Natore and Takurgaon Sadar Upazila where Scouts, Rovers and adult leaders distributed 26,500 blankets to victims, closely working with the United Nations Development Programme Bangladesh.

Since January this year, a total of 28,000 victims have been assisted by Bangladesh Scouts in coordination with the local government and UNDP Bangladesh.

Before the distribution work, Bangladesh Scouts conducted preliminary work through house-to-house visit to prepare the list of beneficiaries, which included the so-called “floating people.”

Scouts and Rover Scouts of Dhaka Metro from Dhaka Rover district and Daffodil International University Scout Group collected clothes and blankets and distributed it to people living in Dinajpur, Joypurhat and Chapainawbabganj areas.

The project will commence activities approximately for 10 days of every February at designated villages in Bangladesh. Each CJK NSO will send 10 Rover Scouts with an adult leader for a maximum 30 Rover Scouts for every project. Corresponding number of Rover Scouts from Bangladesh will join the International Patrol and will take care of cultural, linguistic and logistical support.

This concept paper is about forming a team of experts who are prepared to provide services/ support in the areas of Youth Programme, Adults in Scouting, Communication and Marketing, IT, Fundraising experts, Governance and Strategy, Management, Event management, Consulting and need analysis etc. Members of this panel have the competencies, knowledge, skills and experience to provide formal consultancy service to national Scout organizations at the national and regional levels.

Concept for NSOs services The APR Management SubCommittee developed a concept paper on Services from National Scout Organizations emphasizing the services provided by NSOs to its members in the context of today’s customer-oriented world. The paper is prepared as a ready reference for NSOs in understanding their customers and strengthening their services.

APR Triennial Report 2009-2012 The report is an overview of our udertakings as a region from November 2009 to November 2012.

Asia-Pacific Region The CNV Chronicle It is a collation of all Committee NSO Visits made to National Scout Organizations since it begun in March 2008.

Vision 2020 The new version is the first triennial plan that supports the region’s Vision 2020 that envisage Scouting in the Asia-Pacific Region as the “preferred and leading educational movement by the year 2020”.
