Hace 75 años la Región Scout Interamericana comenzó a escribir su historia. No fueron momentos fáciles aquellos en los que un conjunto de adultos comprometidos con el Movimiento Scout, provenientes de diversas Organizaciones Scouts Nacionales de nuestro continente, vieran cristalizado su sueño de contar con una sede regional, con un órgano de gobierno (Consejo Interamericano de Escultismo) y con una asamblea en la que los grandes temas regionales pudieran ser analizados y discutidos (Conferencia Scout Interamericana). Fueron muchos los esfuerzos que se requirieron para poder dar forma al sueño y verlo hecho realidad. Importantes personajes escribieron sus nombres en las páginas de la historia de nuestra Región Scout Interamericana en aquel entonces. A ellos debemos hoy el estar aquí, tras 75 años, celebrando el continuar juntos como una gran familia Interamericana.
DEAR BROTHERS AND SISTERS IN SCOUTING, 75 years ago the Interamerican Scout Region began to write its story. Those were not easy moments when a group of adults committed to Scouting, from various National Scout Organizations of our continent, saw their dream of having a regional Centre, with a governing body (Interamerican Scout Council) come to live. and with an assembly in which the great regional ideas could be analyzed and discussed (Interamerican Scout Conference).
A lo largo de estos años muchos son los cambios e innovaciones que se han dado. Nuestra sede ha estado en varios países, brillantes personas han sido parte del equipo profesional de la Oficina Regional, el órgano de gobierno cambió su nombre por el de Comité Scout Interamericano, se han integrado a los Asesores Juveniles a este órgano, se creó Macpro, que ha servido de base para el actual GPS, se crearon simultáneamente las políticas regionales de Programa de Jóvenes, Participación Juvenil, Adultos en el Movimiento Scout y Desarrollo Institucional, etc.
Many efforts were required to shape the dream and see it come true. Important characters wrote their names in the pages of the history of our Interamerican Scout Region back then. It is to them that we owe being here today, after 75 years, celebrating continuing together as a great Interamerican family. Throughout these years there have been many changes and innovations. Our headquarters have been in several countries, brilliant people have been part of the professional team of the Regional Office, the governing body changed its name to the Interamerican Scout Committee, Youth Advisors have been integrated into this body, Macpro was created, which has served as the basis for the current GPS, the regional policies for the Youth Programme, Youth Involvement, Adults in Scouting and Institutional Development, were simultaneously created and many other things happened during this years..
Hoy, a través de este número de nuestro boletín regional Novus Mundus, rendimos homenaje a todas y todos los que han dado lo mejor de sí mismos para que en nuestra Región el Espíritu Scout se mantenga vivo.

La ceremonia de apertura contó con las palabras de:

io inicio a la X Cumbre Scout Interamericana en formato virtual, contando con 160 participantes provenientes de 28 Organizaciones Scout Nacionales de la Región Interamericana, además de miembros del Comité Scout Mundial, el Comité Scout Interamericano y la Oficina Scout Mundial. Durante este fin de semana se estuvieron elaborando las propuestas iniciales de los indicadores clave de desempeño (KPI) y los compromisos de las Organizaciones Scouts Nacionales con los objetivos recientemente elaborados durante la Reunión Extraordinaria de las Redes Regionales.
Daniel Corsen, Presidente del Comité Scout Interamericano. Daniel comenzó su intervención recordando los primeros 75 años que la Región Scout Interamericana está celebrando en el 2021. Mencionó que esta celebración la continuaremos, siendo vigentes para la sociedad y los jóvenes, logrando superar los desafíos de esta pandemia de mera conjunta. También mencionó que la Cumbre es una oportunidad para fortalecer nuestra manera como Región con las OSN. Concluyó diciendo que juntos definiremos los indicadores clave de desempeño y renovaremos nuestros compromisos para hacer realidad la visión 2023. Andy Chapman, Presidente del Comité Scout Mundial, por su parte, recalcó las maravillosas historias y proyectos de desarrollo comunitario que llevaron a cabo ciertas OSN de la Región Interamericana, atendiendo las necesidades de las comunidades durante la pandemia. Además, nos recordó las prioridades estratégicas del Plan Trienal Mundial, en las cuales se deberá trabajar en mayor profundidad para que así contribuyan al crecimiento, influencia, impacto y unidad de la Región en los próximos años. Ahmad Alhendawi, Secretario General de la Organización Mundial del Movimiento Scout, nos recordó que estos últimos años representarán el final de la Estrategia Visión 2023 y recalcó la importancia de que como Organización estemos enfocados todos para así dirigirnos juntos hacia

he X Interamerican Scout Summit began in virtual mode, with 160 participants from 28 National Scout Organizations of the Interamerican Region, as well as members of the World Scout Committee, Interamerican Scout Committee and World Scout Bureau. During this weekend we will drafted the key that performance indicators (KPI) and the commitments of the National Scout Organizations with the objectives recently drafted during the Extraordinary Meeting of the Regional Networks.
Daniel Corsen, Chairperson of the Interamerican Scout Committee. Daniel began his speech by recalling the first 75 years that the Interamerican Scout Region is celebrating this 2021. He mentioned that we will continue this celebration, by remaining valid for society and young people, managing to overcome the challenges of this pandemic together. He also mentioned that the Summit is an opportunity to strengthen our alliance as a Region with the NSOs. He concluded by saying that together we will define the key performance indicators and renew our commitments to make the 2023 vision a reality. Andy Chapman, President of the World Scout Committee, for his part, highlighted the wonderful stories and community development projects carried out by some NSOs in the Interamerican Region, serving the needs of the communities during the pandemic. In addition, he reminded us of the strategic priorities of the World Triennial Plan, in which we must work in greater depth so that they contribute to the growth, influence, impact and unity of the Region in the coming years. Ahmad Alhendawi, Secretary General of the World Organization of the Scout Movement, reminded us that these last years will represent the end of the Vision 2023 Strategy and stressed 4 5

A continación tuvimos una presentación hecha por Karin Nolke, Directora de Desarrollo Organizacional de la OMMS, quien explicó el proceso de construcción e importancia del nuevo Plan Trienal Mundial 2021-2024 como parte de la Estrategia del Movimiento Scout Mundial.

He concluded by mentioning that NSOs should be supported to overcome the different challenges generated by the COVID-19 pandemic. We then had a presentation by Karin Nolke, Director of Organizational Development of WOSM, who explained the process of construction and importance of the new World Triennial Plan 2021-2024 as part of the Strategy of the World Scout Movement.
Esta Cumbre buscó ser una experiencia muy enriquecedora para todos y cada uno de los participantes. Ellas y ellos, como miembros de una Organización Scout Nacional, hicieron sus aportes en los diferentes grupos de trabajo, de esta manera colaboraron en el proceso de construcción del nuevo Plan Estratégico Regional 2022-2025. Los participantes trabajaron en equipo, escucharán las propuestas de los demás y podrán compartir su punto de vista y sus conocimientos.
This Summit aimed to be a very enriching experience for each and every one of the participants. They, as members of a National Scout Organization, will made their contributions in the different work groups, in this way they will collaborate in the process of construction of the new Regional Strategic Plan 2022-2025. Participants will work as a team, will listened to each other’s proposals and were able to share their point of view and knowledge.

Tras la sesión de apertura se llevó a cabo una interesante sesión facilitada por Jo Deman, Vicepresidente del Comité Scout Mundial. En ella, un panel integrado por jóvenes de diversas Organizaciones Scouts Nacionales, compartieron interesantes proyectos de desarrollo comunitario que están llevando a cabo en sus propios países. También ellos manifestaron sus valiosos puntos de vista con respecto a la Participación Juvenil. Las sesiones de la tarde del sábado fueron para trabajar en la línea de base y en las propuestas de Indicadores Clave de Desempeño (KPI) que en conjunto con los objetivos estratégicos permitirán avanzar en el proceso de construcción del Plan Regional 2022-2025. Los representantes de las Organizaciones Scouts Nacionales, presentes en la X Cumbre Scout Interamericana elaboraron sus compromisos con los objetivos estratégicos, y a éstos se sumarán los compromisos del Comité Scout Interamericano y de la Oficina Regional.

The opening session was followed by an interesting session facilitated by Jo Deman, Vice Chairperson of the World Scout Committee. In it, a panel made up of young people from various National Scout Organizations shared interesting community development projects that they are carrying out in their own countries. They too expressed their valuable views regarding Youth Participation. The sessions on Saturday afternoon were to work on the baseline and on the proposals for Key Performance Indicators (KPI) that together with the strategic objectives will allow to progress in the process of construction of the Regional Plan 2022-2025. The representatives of the National Scout Organizations, present at the X Interamerican Scout Summit made elaborate their commitments with the strategic objectives, and the commitments of the Interamerican Scout Committee and the Regional Office will be added to these.

EL MOVIMIENTO SCOUT Y EL DESARROLLO COMUNITARIO SCOUTING AND COMMUNITY DEVELOPMENT

l Movimiento Scout desde sus mismos orígenes estuvo muy relacionado con el Desarrollo Comunitario, entendiendo éste como el proceso por el cual los miembros de una comunidad se unen para realizar una acción colectiva y generar soluciones a problemas comunes. Esto lo señalo porque fue el mismo fundador del Movimiento Scout, Robert Baden-Powell, quien identificó en aquel Londres de inicios de siglo XX que los adolescentes estaban reuniéndose, como lo suelen hacerlo ellos, para formar pandillas pero no para los mejores fines. Además muchos de esos muchachos trabajaban largas jornadas en las fábricas como mano de obra barata y en condiciones que ponían en riesgo su vida. Había la necesidad de ofrecer algo para ellos. Fue así que pensó en adaptar el programa que ofrecía a los soldados a su cargo y que llamaba “scouting” para estos muchachos londinenses. Entonces puso a prueba su idea en un campamento experimental en la Isla de Brownsea, al sur de la Gran Bretaña.

Llevó consigo a 20 muchachos de distintas clases sociales para vivir un campamento al aire libre, formando equipos a los que llamó patrullas. Cada una de ellas era liderada por uno de los muchachos que la integraban, el guía de patrulla. A lo largo de la semana de campamento los muchachos aprendieron diversas técnicas de campamento y también actividades destinadas al desarrollo del carácter.

couting from its very origins has been closely related to Community Development, understood as the process by which the members of a community come together to carry out collective action and generate solutions to common problems.
Fue así como nació el Movimiento Scout. Tras el éxito del campamento experimental el fundador puso sus ideas en fascículos que los muchachos adquirían quincenalmente en los puestos de periódicos, en sus portadas aparecía el nombre de “Scouting for Boys” (Escultismo para muchachos). Los jóvenes comenzaron a jugar el juego propuesto por Baden-Powell. Ellos mismos se convertían en actores y beneficiarios de la solución de la problemática social detectada por el fundador. Pronto las pandillas se transformaron en patrullas de boy scouts que practicaban lo que el fascículo decía pero ahora con un enfoque positivo y atractivo para ellos.
I point this out because it was the founder of Scouting himself, Robert Baden-Powell, who identified in early 20th century London that teenagers were getting together, as they usually do, to form gangs but not for the best purposes. In addition, many of these boys worked long hours in factories as cheap labor under life-threatening conditions. There was a need to offer something for them. So he thought of adapting the program he offered to the soldiers in his charge and called “scouting” for these London boys. He then tested his idea at an experimental camp on Brownsea Island in southern Britain.

He took 20 boys from different social classes with him to experience an outdoor camp, forming teams that he called patrols. Each of them was led by one of the boys who made up the patrol, the patrol leader. Throughout the week of camp the boys learned various camping techniques as well as character development activities. This is how Scouting was born. After the success of the experimental camp, the founder put his ideas in booklets that the boys bought fortnightly at the newsstands, on their covers appeared the name “Scouting for Boys”. The young people began to play the game proposed by Baden-Powell. They themselves became actors and beneficiaries of the solution to the social problems detected by the founder. Soon the gangs were transformed into boy scout patrols that practiced what the booklet said but now with a positive and attractive approach for them. Shortly after Scouting began, it became clear that it was making a great contribution to building the social fabric thanks to the program followed by these young scouts. Activities in contact with nature not only attracted young people to join the troops that were springing up everywhere. M U N D U S

La Primera Guerra Mundial mostró a los scouts en Europa asistiendo a sus comunidades en diversas labores. Los ejércitos de las naciones en conflicto habían reclutado a gran cantidad de hombres lo que dejó a muchos hogares sin mano de obra, fueron los scouts quienes de manera organizada asistieron a las mujeres en tareas como el levantamiento de cosechas. La Segunda Guerra Mundial nuevamente trajo consigo terribles consecuencias sociales. Millones de niñas y niños quedaron huérfanos y fueron entonces los scouts quienes colaboraron para organizarlos y trasladarlos a sus nuevas familias. Fueron también cientos de scouts los que se hicieron a la mar para sumarse a las miles de embarcaciones particulares que ayudaron para rescatar soldados acorralados por el ejército alemán en las playas de Dunkerque. Estos son solo dos ejemplos, en momentos históricos clave, de tareas desarrolladas

The armies of the nations in conflict had conscripted large numbers of men which left many households without manpower, it was the scouts who in an organized way assisted women in tasks such as lifting crops. World War II again brought with it terrible social consequences. Millions of children were orphaned and it was the scouts who helped to organize and transfer them to their new families. Hundreds of scouts also put to sea to join the thousands of private boats that helped rescue soldiers cornered by the German army on the beaches of Dunkirk. These are just two examples, at key historical moments, of tasks developed by scouts to collaborate in the solution of common problems, doing so in a coordinated and organized manner. What to say about the great work done by the Scouts of Mexico in the 1985 Mexico City earthquake, in floods caused by hurricanes and storms, and in the 2017 earthquakes.

Qué decir de la gran labor hecha por los Scouts de México en el terremoto que sufrió la Ciudad de México en 1985, en inundaciones ocasionadas por huracanes y tormentas y en los terremotos de 2017. Son millones de historias que en más de 100 años han mostrado la contribución que el Movimiento Scout ha hecho y sigue haciendo día a día en pos del Desarrollo Comunitario. Gracias a la presencia del Movimiento en prácticamente todo el planeta, podemos observar scouts desarrollando importantes proyectos en los que asisten a sus comunidades, no solo en situaciones de emergencia. Muchos de estos proyectos se han enfocado al cuidado del Medio Ambiente, pero no es este el único tema. Alfabetización, provisión de alimento y abrigo a los más necesitados, campañas de donación de sangre, recuperación de espacios públicos, entretenimiento y formación en valores a niños de bajos recursos, construcción de hogares en zonas marginadas, atención a desplazados y refugiados, son solo M U N D U S

La emergencia sanitaria debida al COVID-19 no limitó las acciones para el Desarrollo Comunitario que los scouts se propusieron a realizar. Importantes proyectos para recolectar y distribuir alimentos, fabricación y distribución de cubrebocas, capacitación de maestros en el uso de plataformas digitales para poder proporcionar clases en línea y seminarios web para mantener la salud mental, entre otros, dan fe del fuerte compromiso del Movimiento Scout con sus comunidades.
Thanks to the Scouts presence in practically the entire planet, we can observe young people developing important projects in which they assist their communities, not only in emergency situations. Many of these projects have focused on environmental care, but this is not the only issue. Literacy, provision of food and shelter to the neediest, blood donation campaigns, recovery of public spaces, entertainment and training in values for low-income children, construction of homes in marginalized areas, attention to displaced persons and refugees, are just some of the themes of the projects that the scouts carry out today.
Estoy seguro de que en el mundo postpandemia el Movimiento Scouts continuará con esta gran vocación hacia el Desarrollo Comunitario. Esta generación de jóvenes scout que hoy, gracias a las redes sociales, está mejor informada y por lo tanto es más consciente de las grandes necesidades de la sociedad seguirá manteniendo vivos los valores del Movimiento Scout y continuará contribuyendo decididamente, a través de sus acciones, en la labor de Construir un Mundo Mejor.
These are just some of the projects that the scouts are currently carrying out. The health emergency due to COVID-19 did not limit the actions for Community Development that the scouts set out to carry out. Important projects to collect and distribute food, manufacture, and

distribute masks, train teachers in the use of digital platforms to provide online classes and webinars to maintain mental health, among others, attest to Scouting’s strong commitment to its communities. I am sure that in the post-pandemic world Scouting will continue with this great vocation towards Community Development. This generation of young Scouts that today, thanks to social networks, is better informed and therefore more aware of the great needs of society will continue to keep alive the values of Scouting and will continue to contribute decisively, through their actions, in the

Este año ha representado uno de los retos más importantes que como Región Interamericana hemos afrontado con la pandemia COVID-19. Es sin duda algunas un año muy peculiar y quedará en la historia.
This year has represented one of the most important challenges that we as the Interamerican Region have faced with the COVID-19 pandemic. It is undoubtedly a very peculiar year and will go down in history.

Así han quedado varios años a lo largo del tiempo en la Región Scout Interamericana. Comenzaremos con la Primera Conferencia Scout Interamericana en 1946, en Bogotá Colombia. Allí se marcó el rumbo que tomarían las OSN. En general la Región Interamericana se ha caracterizado por su alegría y manera peculiar de adoptar nuevas ideas. La Región ha sido testigo de 19 eventos preparados para desarrollar las habilidades de los jóvenes, así como Jamborees y Moot Mundiales.
