l deber de rendir cuentas y el derecho de recibirlas es un elemento esencial en toda organización que va en búsqueda de su institucionalización. Todo aquel que ha sido designado para encabezar un equipo de liderazgo para poner en marcha un plan tiene el deber de dar cuentas de su trabajo. Es su deber informar, en tiempo y forma, de los logros obtenidos y del uso que se le han dado a los recursos que se pusieron bajo su responsabilidad. De igual manera todo aquel que forma parte de una organización tiene el derecho a recibir la información referente a la ejecución de los planes y al uso de los recursos para hacerlo. En nuestras Organizaciones Scouts Nacionales son las Asambleas Nacionales o Asambleas Generales los espacios en los que este deber y este derecho se materializan. Son los órganos nacionales, elegidos democráticamente por la misma Asamblea, los que tienen el deber de rendir cuentas de su gestión. Este deber, en la mayoría de los países, es exigido por la ley para mantener el registro de la Asociación Scout vigente. Pero más allá de la exigencia que la ley pueda hacer, debe ser entendido como un deber que mantiene viva la democracia, que garantiza que los procesos de elección de representantes, otorgándoles un voto de confianza, mantengan a las organizaciones en un proceso de institucionalización. Es en la rendición de cuentas que se fortalece la confianza, como un valor esencial, proporcionando (o retirando) credibilidad . El sentido del cumplimiento de este deber debe surgir de la gran responsabilidad que se asume al saber que quienes conformar la Asamblea han emitido su voto pensando que como sus representantes se hará todo lo necesario para cuidar el patrimonio de la Asociación, para lograr los objetivos propuestos y para hacer el

a Asamblea Nacional es el espacio máximo de toma de decisiones en la vida institucional de una OSN. En ella se rinden cuentas por el ejercicio del período inmediato anterior a través de la presentación de informes, se renuevan las autoridades de sus órganos de gobierno mediante votaciones, se adoptan acuerdos para el futuro, y en algunas ocasiones menos frecuentes se revisan los estatutos de la organización; sin embargo “La Estrategia”, su ejecución, evaluación, seguimiento y alineación, pocas veces son tema de discusión en estos espacios. Abordar y cumplir los temas ordinarios de una asamblea nacional es algo que está fuera de toda discusión, es una “conditio sine qua non” de este tipo eventos, pero revisar el rumbo estratégico de la OSN y el estado de su ejecución, también debe ser hecho con particular atención, ya que de ello depende el éxito de la OSN. En este sentido, los informes de la gestión operativa y financiera que se presentan para revisión y aprobación de la asamblea nacional, deberían estar estrechamente vinculados al plan estratégico vigente, informar a cual de sus objetivos están vinculados, como han logrado mover su indicador de desempeño y que impactos han generado. Debemos tener presente que la planificación estratégica abarca períodos de mediano o largo plazo, los cuales por lo general en nuestras OSN son de 3 años. Este tipo de planificación requiere un ciclo que comprende: formulación, ejecución, evaluaciones periódicas, correcciones y ajustes

y una evaluación final, la cual debe servir para de punto de partida del siguiente plan estratégico y así mantenerse en mejora continua. Un plan estratégico debe contar con otros dos documentos clave que lo complementan y hacen viable: los planes de acción y sus correspondientes presupuestos, ambos formulados por lo general para periodos de un año.

A strategic plan must have two other key documents that complement it and make it viable: the action plans and their corresponding budgets, both for periods of one year. For this reason, the following operating plan and budget support should follow the same logical order. Each action should be connected their respective objective of the strategic plan and to be duly included in the budget under the caption of investment spending. We must keep in mind that the national assemblies are the space where all the levels of the structure of an NSO converge, from grasroot leaders who work directly with the units of young people, to members of the governing bodies, passing through members of the Scout Groups, the intermediate levels (Districts, Regions, Provinces, Areas, etc), following with the national executive bodies. The strategic plan is an instrument guiding the same for all, therefore all form part of a single value chain, where the individual contributions and collective add up. The national assemblies to be that point of convergence, it should also provide a place for collective reflection on their strategic plans. They Should review the results, seen from the causes of their mistakes and successes, of the circumstances which confined and of those that promoted, in order to capitalize on that information and make corrections, at the same time to synthesize the lessons learned. The component hard is composed by the documents that make it up: the strategic plan, in itself, diagnostic studies and data used for its formulation, its annual action plans, periodic evaluations, and their respective budgets for implementation. Desde otro punto de vista podríamos decir que un plan estratégico tiene dos componentes, uno Duro y uno Blando. El componente duro esta compuesto por los documentos que lo integran: el plan estratégico en si mismo, los estudios diagnósticos y datos usados para su formulación, sus planes de acción anuales, las evaluaciones periódicas y sus respectivos presupuestos de ejecución. El componente blando es la gente que los diseña y los ejecuta, los llamados stakeholders o partes interesadas. Anteriormente comentamos el componente duro, hablemos ahora del componente blando. Cuando hablamos de la parte subjetiva, es decir, de las personas que son actores en el proceso para que el plan tenga éxito, se requiere que esos actores cumplan con dos requisitos: Compromiso y Ejecución. Compromiso de todos ellos con los objetivos definidos, con las estrategias diseñadas y con las acciones decididas; y una ejecución integral, de calidad y bien coordinada. Un plan siempre generará algunos resultados, sin importar los que sean, pero esos resultados nunca tendrán todo el alcance y el impacto que pudieran haber tenido de haber contado con el debido compromiso y una ejecución de calidad, por parte de todos sus actores.

Previously we discussed the hard component, now let’s talk of the soft component. When we talk about the subjective part, of the people that are actors in the process in order for the plan to be successful, it requires that these actors comply with two requirements: Commitment and Execution. Commitment within the defined objectives, with designed strategies and determined actions; and a comprehensive implementation with quality and well-coordinated. A plan always generates some results, no matter what they are, but those results will never have the full scope and the impact, without the commitment and execution of quality, from all of the stakeholders.
Durante todo este proceso la OSN, sus miembros y sus autoridades deben tener presente que pertenecen a algo mas grande que todos ellos, a la Organización Mundial del Movimiento Scout, la cual también tiene instrumentos programáticos de mediano y largo plazo, en este momento concretamente el Plan Trienal 2017-2020 y la Visión 2023, con los cuales también están comprometidos y a cuya ejecución contribuyen, ya no individualmente o como miembros de equipos a nivel nacional, sino como toda una sola Organización Miembro en los términos establecidos en la Constitución Mundial. Estos instrumentos programáticos de la OMMS, incluidos los del nivel regional, deben estar presentes en sus mesas de trabajo y ser un insumo a la hora de formular y ejecutar sus planes estratégicos nacionales para apalancarse y generar sinergia entre todos ellos.

a Asociación de Guías y Scouts de Costa Rica celebró la XXVIII Asamblea Nacional Extraordinaria el 17 de marzo, y un día después la XLV Asamblea Nacional Ordinaria. Ambas le permitieron a la organización conocer tres informes de investigaciones realizadas sobre deserción, posicionamiento del Movimiento en la sociedad costarricense e intereses de la juventud actual para con el Guidismo y el Escultismo, desde las cuales se conformó el Plan Estratégico 21-21, según informó su presidente, Ana Cristina Calderón. La Asamblea Nacional Extraordinaria dedicó su trabajo a la trayectoria de la dirigente María del Pilar Arroyo, quien además recibió la Condecoración “Carrera de Oro”, Máximo reconocimiento que otorga la asociación a sus miembros. En ella se presentaron los resultados de los estudios y el

Plan Estratégico 2121, que lanza la meta de llegar a ser 21.000 miembros, entre niños y jóvenes en el 2021, fecha de bicentenario de la República de Costa Rica. La cita fue oportuna para reconocer con la Condecoración Al “Mérito Oro” el trabajo del joven Edgardo Fuertes, por el impacto mundial de su iniciativa contra el “bullying” generada desde “Scouts Mensajeros de la Paz” y además, con la “Carreta de Oro” al Señor Robert Thomas Harvey, gran colaborador del movimiento local y latinoamericano. El Plan Estratégico concentrará esfuerzos en “Crecimiento”, “Penetración”, “Programa y vivencia Guía y Scout”, “Infraestructura, Gestión y Estructura Organizacional”, “Sostenibilidad” y “Recurso Adulto”. En membresía, el reto es pasar de los 15.767 actuales, a 21.000 en cuatro años. El domingo 18 de marzo se realizó la XLV Asamblea Nacional Ordinaria, dedicada a la memoria de “Allan García Pereira”, con una agenda de trabajo establecida por la ley constitutiva de la Asociación que implica rendición de cuentas, análisis y acciones futuras. Éste fue el escenario oportuno para reconocer la trayectoria y los aportes de dos líderes nacionales con la Condecoración “Carreta de Oro”, que la Corte Nacional de Honor otorgó al Señor José Manuel Ramírez, actual Prosecretario, y al Dr. Raúl Alpízar, expresidente de la organización y actual miembro del Comité Scout Interamericano. En esta misma instancia la Red Nacional de Jóvenes reafirmó su compromiso de trabajo con la juventud del movimiento por medio de la realización de distintos proyectos, acciones, alianzas e iniciativas que impacten la sociedad costarricense en temas como: ambiente, salud, imagen educación y cultura, juventud y Guía y Scout. Además efecturaron el lanzamiento de su sitio web para los asistentes de Asamblea, www.rnjcr.com, plataforma que facilitará el proceso y trabajo de los y las chicas dentro de la Red. La asamblea conformó a parte de su Junta Directiva que asume el liderazgo nacional para los años 20182020.

he Association of Guides and Scouts of Costa Rica held the XXVIII Extraordinary National Assembly on the 17th of march, and a day after the XLV National Ordinary Assembly. Both allowed the organisation released three reports of research carried out on drop-out, positioning of the Movement in the costarican society and the interests of the youth today to Girl Guiding and Scouting, from which is the Strategic Plan 21-21 was formed, according to its president, Ana Cristina Calderon. On Sunday 18th March the XLV National Ordinary Assembly, dedicated to the memory of “Allan Garcia Pereira”, with an agenda established by the constitutive act of the Partnership that involves accountability, analysis and actions for the future. In this same instance the National Youth Network reaffirmed their commitment to work with the youth of the movement through the realization of various projects, actions, partnerships and initiatives that impact the Costa Rican and its society, on issues such as: environment, health, image, education and culture, youth and Scout and Guide. In addition the launch of a new website to all the asistants, www. rnjcr.com, a platform that will facilitate the process and work of the boys and girls within the Network. The assembly formed part of his Board of Directors to assume the national leadership for the years 2018-2020.

l pasado mes de enero se llevó a cabo la Asamblea Nacional Scout Ordinaria en la ciudad de Cajamarca, Perú. La Asamblea, siendo la instancia más alta de gobernabilidad en la Asociación de Scouts del Perú, es un evento muy esperado por los adultos voluntarios y los jóvenes de las ramas mayores, ya que en ella se eligen los cargos principales de la institución y se trazan las directrices para la gestión elegida. Es a partir de este evento que se refuerzan las iniciativas de cambio y se busca una continuidad en los procesos que se dan para que una organización tan grande como la nuestra funcione.

he past January, the National Assembly of Scout of Peru was held, in the city of Cajamarca. The Assembly, being the highest governance body in the Association of Scouts of Peru, is a highly anticipated event for adult volunteers and the youth of the elder sections, since its purpose is to chose the leaders of the institution and prepare the guidelines for the management. From this event that will reinforce the initiatives of change and is looking for a continuity in the working processes that an organization as large as ours.

a Asamblea, es la instancia más alta de gobernabilidad en la Asociación de Scouts del Perú, es un evento muy esperado por los adultos voluntarios y los jóvenes de las ramas mayores.

Este máximo evento anual, realizado en este 2018 en la Casa Santa Ana del Núcleo Universitario Rafael Rangel (NURR) en el sector Carmona, se contó con la presencia de los miembros del Consejo Nacional Scout, así como Jefes de Grupos y Comisionados Distritales quienes en su rol de Delegados, tuvieron la importante misión de aprobar la acciones que se ejecutarán dentro de la Institución, entre las que destaca el Plan Nacional de Desarrollo 2018-2020 y sus Metas, para continuar el logro de los objetivos, todo esto en consonancia con la Visión 2023. Igualmente fue aprobada la gestión de cada una de las áreas de la Asociación de Scouts de Venezuela, Resoluciones, Recomendaciones y Sugerencias.

Una Asamblea de Paz La actividad inició el viernes 16 de marzo con la entonación de Himno Nacional de Venezuela, por la Orquesta Típica del Estado Trujillo, quienes además brindaron a los asistentes un recital cargado de emotividad y calidad en cada una de sus interpretaciones. Asimismo, se entregó un merecido reconocimiento al Dr. Juan Rojas Pacheco, destacado Insignia de Madera en Clan y quien estuvo 15 años activo en la Región trujillana. Entre las acciones que realizó en esta localidad, fue la realización de la Flor de Lis de cemento que reposa en la Sede Scout Fernando Márquez Saavedra en Trujillo.

A peace Assembly. The activity started on Friday, march 16th with the National Anthem of Venezuela singing, by the Tipical Orchestra of the State Trujillo, who also gave the audience a concert full of emotion and quality in each one of their interpretations. It also gave a well-deserved recognition to Dr. Juan Rojas Pacheco, a prominent Wood Badge in the Rovering section, and who was 15 years active in the Region of trujillo. Among the actions performed in this locality, was the realization of the fleur-de-Lis of cement which rests in the Seat Scout Fernando Márquez Saavedra in Trujillo.

De la misma manera, la autoridad universitaria aseguró que pone a disposición las instalaciones del Núcleo Rafael Rangel (NURR) para las actividades que requiera hacer la Asociación de Scouts de Venezuela en este estado andino venezolano. El día sábado estuvo cargado de muchas actividades, comenzando con las plenarias desde tempranas horas de la mañana. Iniciando con la presentación del Informe de Gestión por parte de César David González Pérez, Director Ejecutivo Nacional, quien destacó la labor de todas las áreas de gestión y el trabajo voluntario de los adultos que comparten su día a día y experiencias con nuestros jóvenes, agradeciéndoles por tan formidable tarea voluntaria en beneficio de quienes se preparan para tener un futuro productivo. Posteriormente se llevaron a cabo las mesas de trabajo de cada área de gestión, donde se presentaron los informes de gestión por parte de los titulares de cada área de gestión, el Plan Nacional de Desarrollo del próximo trienio 2018-2020 que regirá las acciones a seguir en la Institución y las metas 2018, que posteriormente fueron llevados a plenaria para su aprobación.

Asimismo, ofreció unas palabras al nuevo Jefe Scout Nacional, Jorge Luis Hernández Jurado, a quien le auguró una gestión exitosa.
