• -Es la primera Conferencia Mundial tras la aprobación de la Estrategia para el Movimiento Scout. En la 40ª Conferencia Scout Mundial fue aprobada la Visión 2030 y las 6 prioridades estratégicas. Ambos elementos en conjunto con la Misión del Movimiento Scout son la Estrategia del Movimiento Scout hacia el 2023. Transcurrido un trienio, serán revisados los logros obtenidos y se presentarán los objetivos hacia el 2020, también basados en la seis prioridades estratégicas y en búsqueda de lograr la visión 2023. • -Varias enmiendas a la Constitución Mundial serán puestas a consideración de la Conferencia. The idea of collaborating with the CRIC is born at the end of December of 2016, when through a friend of the family, I realize of some needs that they have. Also I have a personal connection with the institution since it was the place, at a certain point of my life, where my grandfather was treated after he had a troke. The first days of January, I started collecting all kinds of notebooks, whether they were new or slightly used, magazines, recycled pages, books, and some stuffed animals. All of these materials are used for the rehabilitation therapies of the people who attend the CRIC. At first we gathered the materials in all the units of my scout group, number one, Ashanti Scout Group from comayagua.Then I began to receive donations from people in the community, this allowed me to gather more than 200 books, notebooks, magazines and stuffed animals . Lógicamente para que se pueda llevar a cabo un desarrollo constante y activo en cualquier comunidad, este debe resultar de la inquietud y acción de la comunidad misma y por una o más de sus propias fuerzas vivas la componen, llámese instituciones públicas, clubes de servicio, iglesias, Padres de familia, etc., o el Movimiento Scout. En la primera instancia entonces los Scouts debe asegurarse de

que merece ser considerado como una de las fuerzas vivas a través de lo que ofrece a la comunidad en que se desenvuelve. Se ha dicho muchas veces que el mejor desarrollo comunitario que pueden hacer los Scouts es, dotar a la comunidad de hombres útiles, comprometidos con su país y con ellos mismos, y deseosos de poner a la disposición de todos sus particulares habilidades y conocimientos en el beneficio del bien común. En esto no creo que haya oposición, es una necesidad permanente y creciente. Nuestro desafío, entonces, se ubica en cómo formar a estos hombres es decir como vamos a desarrollar a estos hombres a través del programa scout, para lograr el objetivo arriba mencionado. Baden Powell tenía muy claramente definido su objetivo cuando introdujo la buena acción en el programa Scout: el desarrollo de una actitud en el joven, la de poner sus habilidades al SERVICIO de los demás, para que cuando sea adulto esta actitud formará parte integral de su personalidad. Hoy día, sin embargo, la buena acción por si sola no es suficiente, las necesidades de desarrollo en nuestras comunidades son tan claras y apremiantes, que el Movimiento aún no ha reconocido que no puede dedicarse únicamente a sus miembros. De allí el concepto de que el Movimiento Scout debe ser también un elemento de educación en el desarrollo de la comunidad y demostrar a través de su ejemplo que el desarrollo si es factible. Este concepto no debe alarmar a nadie; hoy en día no cortamos árboles, sino que los conservamos; no practicamos semáforos, sino que organizamos los Jamboree en el aire; no viajamos al campamento en carretas, sino en camiones, buses y aviones. El mundo progresa así también el Movimiento Scout debe avanzar o ceder su lugar a otras organizaciones.

The Development of the Community in the Scout Programme

considerable amount of years ago, relatives came to live in to an isolated community, which was somehow under development in comparison to our time. Where they finally felt serenity and peace for the first time in their lives. Their relationships with the other people in the city were pretty much a cordial behavior, they seek to catch on into the communal life, going to church as the others do, participating in civic acts, coopering in financial campaign, etc. with the best attitude they could. I was twelve-year-old we went to visit them for the first time. When we arrived to the city, we were not able to find their home and we decided to ask, where were they to a bunch of old people taking the sun in the park. After a little time talking between them, one of them told us: “You are referring to the new people in the town, they live behind that mountain.” This innocent but very significant response of the elder, also serves as an example in Scouting when we strive to carry out activities that benefit our communities, commonly called service or community development. Scouting was not born out of necessity in a community, the possibility to join become a useful part, but always feel like a “foreign.” In the communities, development is perceived as something being done from the outside, if they do not have the identification of the need until the successful completion of the selected activity. It would be seen like as an extension of the paternalism, which has characterized to the majority of the actions carried out by the state, other institutions and organization in many countries. Logically to make an active and constant development in any community, this has to be done by the community itself, with its inner forces that compose it, called them public institutions, service clubs, churches, families, parents, etc. or Scouting. Scouts should be seen like one of the inner forces that the community has in itself. The Interamerican Scout Committee and the Interamerican Support Centre must communicate this message effectively through their words, but above all through their actions. We in the Interamerican Region can play a leadership role in achieving Vision 2023, so that we can attract more people to the Scout Movement. Each of us should commit to do his or her part, either by increasing membership in our respective National Scout Organizations or by simply inviting one more person to join our scout group. We will be able to reach the 10 million Interamerican Scouts needed to reach the primary goal of 100 million worldwide with your help.

n los tiempos difíciles tenemos que estar unidos, y una vez más lo estamos demostrando con la Operación Siempre Listos de Scouts del Perú. Muchos son los damnificados por los huaicos y las inundaciones en nuestro país, hermanos que han quedado sin hogar y que han perdido a sus seres queridos y los bienes materiales que consiguieron con mucho esfuerzo. Los Scouts no somos ajenos a este problema y sabemos que no es suficiente con mirar y lamentarse. Como en muchas otras ocasiones estamos dispuestos a apoyar en lo que se necesite. Desde la Jefatura Nacional, las Regiones, Localidades, Grupos y unidades nos hemos organizado para ayudar. Muchos grupos están recolectando víveres y ropa en sus distritos, sumando no sólo Scouts sino también personas externas al movimiento que quieren colaborar en esta causa. Tenemos muchos años hablando del liderazgo y es en estos momentos cuando sale a la luz. Nuestros líderes saben que el liderazgo significa, entre muchas cosas, hacer que las cosas sucedan. Esto quiere decir que hacemos lo posible, cada uno de nosotros, para que se cumplan los objetivos. Una muestra de esto es la Sede Scout Nacional repleta de donaciones de distintos puntos de la ciudad, que continúan creciendo. Muchos son los jóvenes que están ayudando a seleccionar y clasificar la ropa y los víveres, utilizando un sistema rápido y ordenado que nos permite trabajar en equipo y resolver todos los inconvenientes que se presenten. Esta labor no es de un día, ni de una semana. Debemos estar preparados para sostener todo este apoyo, difundir información e invitar a todo el que conozcamos a apoyar. Lamentablemente estos desastres van a continuar, afortunadamente somos cada vez más las personas que se están sumando en esta buena causa, tanto dentro de la Asociación como fuera. Es importante recalcar algo que puede parecer pesimista, pero es fundamental, no todos estamos preparados para acudir a las zonas afectadas. Las buenas intenciones ayudan, pero hay que respetar el orden y entender que no todas las personas tienen el entrenamiento para

estar en un lugar de riesgo. Los huaicos continúan y en muchos casos un voluntario inexperto puede llegar a ser un damnificado más. Salen grupos de personas a distintos puntos del país para ayudar, si los conocemos hay que advertirles. Por experiencia sabemos que lo primero que se debe hacer es coordinar con las fuerzas armadas, el gobierno y defensa civil. Son ellos los que saben cómo están distribuidos los recursos, la ayuda y los equipos. Si las personas se adelantan pueden poner en riesgo su integridad física e incluso su vida. Esperamos que se sumen a la Asociación de Scouts del Perú más instituciones y personas y logremos mitigar el dolor de tantos peruanos que están pasando un mal momento y estemos Siempre Listos para Servir, haciendo todo lo que de nosotros dependa.

This is not work for one day or week. We must be prepared to be in constant support, spread information and invite more people to help. Natural disasters will always be present, but fortunately we are more and more people who are joining in this good cause, inside and outside from Scouts of Peru. It is important to emphasize something that may seem pessimistic but it is fundamental, not all are prepared to go to the affected areas. Good intentions help, but we must respect the order and understand that not all people have the training to be in a place of risk. The avalanches continue and in many cases an inexperienced volunteer can become one more victim. Groups of people leave to different parts of the country to help, if we know them we must warn them. From experience we know that the first thing to do is to coordinate with the armed forces, government and civil defense. They are the ones responsible that resources, aid and equipment are being distributed correctly. If someone pursues this road, they can endanger their physical integrity and even their life. We hope more institutions and people to join the efforts of the Association of Scouts of Peru and we manage to mitigate the pain of so many Peruvians who are struggling and we will always Be Prepared to Serve doing our best!

n difficult times we must be united and one more time we are demonstrating it with Operation Be Prepared, from Scouts of Peru. There are many, affected by avalanches and floods in Peru, people had lost their homes, family and all properties, gathered with great effort. Scouts are not stranger to this problem. We can´t just watch and cry. As on many other times we are the ones that needed to support on all needed. From National Scout Team, regions, districts, scout groups and units we came to help. Scout groups are collecting food and clothing in their districts, not only scouts but also outsiders from the Movement who want to collaborate in this cause have joined. We have many years talking about leadership and it is in this is moment when it comes to light. Our leaders know that leadership means: make things happen. This means that we do everything we can do to achieve our goals. An example of this is the National Scout Office has a growing stock of donations that come from different parts of the country. Many young people are helping to select and classify clothes and food, using a fast and orderly system that allows us to work as a team and solve all the inconveniences that arise.
