ANNEXE AUX ÉTATS FINANCIERS DU 30 SEPTEMBRE 2008 Note A – Activités du Bureau Mondial du Scoutisme

Note B – Principes comptables

Le Bureau Mondial du Scoutisme (BMS) est le Secrétariat de l’OMMS. Le Bureau est dirigé par le Secrétaire Général de l’OMMS qui est nommé par le Comité Mondial du Scoutisme et qui est le plus haut fonctionnaire de l’Organisation Mondiale. Le Bureau est en charge des principales tâches suivantes :

Le Bureau Mondial du Scoutisme présente ses comptes conformément aux principes de la comptabilité commerciale suisse (Art. 957 ss CO).

Soutenir les membres volontaires des instances mondiales du Mouvement à guider et inspirer l’effectif Scout global de 28 millions de jeunes gens ;

Les Etats Financiers du Bureau Mondial du Scoutisme présentent les actifs, passifs, fonds et fonds affectés des bureaux suivants :

Soutenir le développement des compétences des OSN afin qu’elles fournissent un Scoutisme efficace dans leur pays ; et

-

Promouvoir le développement du Scoutisme dans les pays où il n’existe pas.

Le Bureau soutient également la promotion du Scoutisme à tous les niveaux, apporte assistance dans l’organisation d’événements globaux et régionaux tels que les jamborees mondiaux et régionaux, et maintient des relations avec les organisations internationales dont les activités touchentaux questions liées à la jeunesse.

NOTES TO THE FINANCIAL STATEMENTS AS AT 30 SEPTEMBER 2008 Note A – Activities of the World Scout Bureau

Note B – Accounting principles

The World Scout Bureau (WSB) is the Secretariat of the WOSM. The Bureau is directed by the Secretary General of the WOSM, who is appointed by the World Scout Committee and is the chief administrative officer of the World Organization. The Bureau’s key tasks are to:

The accounting principles and presentation of the financial statements of the World Scout Bureau has been prepared in accordance with the requirements of the Swiss Code of Obligations.

-

Basis

Support the volunteer members of the World Movement’s governance bodies to lead and inspire the global Scout membership of 28 million young people;

-

Support the capacity building of the NSOs so that they provide effective Scouting in their countries; and

-

Promote the development of Scouting in countries where it does not exist.

The Bureau also supports the promotion of Scouting at all levels, assists the organization of global and regional Scout events such as world and regional jamborees; and maintains relations with international organizations whose activities are concerned with youth matters.

The financial statements of the World Scout Bureau include assets, liabilities, funds and own funds of the following offices: Region

Conversion des monnaies étrangères

Enregistrement des revenus de cotisations

Pour le bilan, les soldes en monnaies étrangères ont été convertis aux tauxdes 30 septembre 2008 et 2007. Les comptes de recettes et dépenses en monnaies étrangères ont été convertis aux taux moyens de la période (octobre 2007 à septembre 2008). Les transferts du Siège aux Bureaux Régionaux, ainsi que les recettes et dépenses en monnaies étrangères sont convertis en francs suisses aux taux applicables le jour de l’opération.

En application de la décision du Comité Mondial du Scoutisme, les cotisations impayées au 30 septembre de toute année fiscale du Bureau Mondial du Scoutisme deviennent des cotisations arriérées. La comptabilisation des recettes de cotisations se fait à réception des fonds ou est enregistrée en transitoire sur la base d’une confirmation du paiement.

Changements de principes comptables Certaines données de l’exercice précédent ont du être reclassifiées afin de respecter la présentation de l’exercice clôturé au 30 septembre 2008.

Toutes ces conversions ne doivent pas laisser supposer que ces mêmes taux, ou tout autre taux, peuvent être appliqués pour convertir en francs suisses l’actif et le passif. De plus, il existe, dans certains pays où sont localisés les Bureaux Régionaux, des restrictions de change qui rendent nécessaire l’obtention d’une autorisation pour toute transaction.

Inventaires Le stock est évalué au plus bas de son coût d’acquisition ou de sa valeur nette réalisable.

Immobilisations Les meubles et agencements sont enregistrés au coût d’acquisition moins l’amortissement cumulé. Différentes méthodes et taux d’amortissements ont été appliqués selon la pratique comptable locale.

Certains terrains et immeubles ne font pas l’objet d’un amortissement.

Foreign currency conversion

Income recognition for registration fee

Foreign currencies have been converted at rates prevailing as at balance sheet date for the balance sheet and at the average rates for the period (1st October 2007 to September 2008) for transactions during the year in foreign currencies. Transfers of funds from the Main Office to Regional Offices have been converted into Swiss Francs at the rates prevailing at the date of the operation.

In application of the decision taken by the World Scout Committee meeting, fees unpaid by 30th September of any fiscal year of the World Scout Bureau become arrears. The registration fees income is recorded when received or on an accrual basis when confirmation of the payment has been received.

Changes in accounting policies Certain figures of the preceding year have been reclassified for compliance with the current year presentation.

All these conversions should not be taken to infer that assets and liabilities can effectively be converted to Swiss Francs at these or any other rates. In addition, there exist restrictions on foreign currency conversion in certain countries’ offices which would necessitate approval for all remittances.

Inventories Inventories are stated at the lower of cost or net realisable value.

Fixed assets Furniture, fixtures and equipment are capitalized at cost less accumulated depreciation. Various methods and rates of depreciation have been applied in accordance with local accounting practice.

Lands and buildings included under Land and Buildings are not depreciated.

Note Q - Comité Mondial du Scoutisme

Le Comité Mondial du Scoutisme est l’organe exécutif de l’Organisation Mondiale du Mouvement Scout. Il est responsable de l’exécution des résolutions de la Conférence Mondiale du Scoutisme et d’agir en son nom entre ses réunions.

La présidence ou la vice-présidence de chaque Comité Régional du Scoutisme dûment élu.

•

Le Secrétaire Général de l’Organisation Mondiale du Mouvement Scout

Le Comité est composé des membres suivants :

Le Trésorier, nommé par le Comité Mondial du Scoutisme.

Membres avec droit de vote :

Un membre du Conseil de la Fondation du Scoutisme Mondial.

Douze membres élus, chacun d’un pays différent. Ils sont élus par la Conférence Mondiale du Scoutisme par vote secret pour un mandat de six ans. (Note : la Conférence Mondiale du Scoutisme en 2008 a décidé que, à partir de la Conférence Mondiale de 2011, les membres élus ne le seront que pour trois ans, mais seront immédiatement rééligibles pour un mandat supplémentaire).

Ex-officio non-voting members

The World Scout Committee is the executive body of the World Organization of the Scout Movement. It is responsible for the implementation of the resolutions of the World Scout Conference and for acting on its behalf between its meetings.

The Chairperson or Vice-Chairperson of each duly elected Regional Scout Committee

•

The Secretary General of the World Organization of the Scout Movement

The Committee is composed of the following members:

The Treasurer, who is appointed by the World Scout Committee

A member of the Board of the World Scout Foundation

Twelve elected members, each from a different country. They are elected by the World Scout Conference by secret ballot, for a six-year term. (Note: The World Scout Conference in 2008 decided that, starting at the next World Conference in 2011, elected members will serve for only three years, but be eligible immediately for re-election for one additional term.)
