Baldwin Park notebook ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR The following information is a glimpse of the ROA’s general updates for the month. A copy of the official May 25, 2021, meeting minutes can be obtained on the Community Network, BaldwinParkNetwork.com. n The board approved the following COVID-related items effective June 1: 1. Take down COVID-related signs down at the playgrounds. 2. Open pools and fitness centers to pre-COVID rules. No masks, no extra cleaning and take down all COVID- related signage. 3. Open gathering rooms and pavilions to pre-COVID rules, except that Grace Hopper gathering room time slots will change to 6 to 11 p.m. Monday through Friday. 4. The waivers required for key fob activation will be replaced with a key fob usage form. 5. Office will re-open to preCOVID hours with no requirement for social distancing. Take down all COVID-related signage. n The board approved a cyber insurance policy. n The board approved to continue virtual board meetings. n The board approved a key fob usage form for key fob activation.

UPDATES

n Enders Pool resurfacing: The pool is leaking, and a crack has been found in the surface of the pool. This has been reported to the pool specialist. American Leak Detection found leaks at six underwater lights and resealed the lights to prevent further leaks. The Association has contacted the pool specialist to inform them of the leaks and is in discussions with them on the issue. n Bermuda aeration: The aeration of all Bermuda has been completed. n Tree analysis: The approved hazard/maintenance pruning based on Mary Edwards the consulting arborist’s tree analysis has been completed. The crepe myrtle pruning is being scheduled. n Roof color matrices: Management contacted the city’s planning department concerning the approval of the roof color matrices. The matrices will have to go through the city’s TDRC application process. The application and matrices were approved at the city’s TDRC meeting on May 28.

n New trash can location at High Park: Management is working with DRS on possible locations for the trash can at High Park. Once a proposal is obtained, it will be brought back to the Board. n Landscape replacements: The replacements at Union Park were reviewed at the ARC meeting, and the committee approved the shade-tolerant design at Union Park. This installation has been completed. ARC members denied the replacement of burford hollies with podocarpus, stating they wanted flowering or variegated plants. Management resubmitted the application as-is for reconsideration, because the board approved a non-flowering plant to replace and existing non-flowering plant. Flowering plants — which attract bees, etc. — are not ideal that close to a playground, and there is already a variegated plant on one side of the park which would look odd aesthetically against another variegated plant. The ARC approved replacing the hollies with podocarpus during its May 13 meeting. n Mulch application: The pine bark nuggets were installed in May.

n Please remember to report any landscape, building or irrigation issues on the Baldwin Park Services app. Reporting items on the Baldwin Park Services app will allow residents to share photos of the reported area(s) and receive real-time updates from management staff on corrective measures being taken. n New sod that was installed in May/June has been treated with a fungicide. n BrightView has treated hollies for scale in the City Homes No. 1 service area. n Plumbagoes located in the Issa 22 service area have been treated for thrips. n Flax lilies located in the Issa 28 service area have been treated for rust.


n BrightView has completed the annual canopy tree trimming in the townhome service areas. If any trees were skipped due to vehicles being in the way of trimming, BrightView will attempt to come back by to trim those areas at a later date. n During May, there was only .17 inches of rain. The normal amount of rain for this time of the year is about 4.02 inches. BrightView has been doing the best it can to help manage water demands and adjust irrigation clock times. There were multiple hotspots seen and/or reported throughout some of the service areas; however, many hotspots were able to be kept under control without rain and by adjusting watering schedules. n Per DRS Inc., here is the townhome painting schedule for July/August 2021: Live/ work service area. n Per DRS Inc., below, here is the townhome maintenance schedule for July/August 2021: Mattamy and City Homes No. 4. Because of the pandemic, there has been an adjustment to originally stated dates for painting projects and maintenance in the townhome service areas. Supplies were delayed in being shipped from vendors to DRS Inc. at the beginning of the year. Schedules now will be projected one to two months out to anticipate any possible future changes. Notices still are being left on townhome front doors one to two weeks in advance to inform residents of any upcoming projects beginning in their address range.

HELPFUL INFORMATION FOR TOWNHOUSE OWNERS

n Irrigation systems in private zones are controlled by the association. Contact Melissa Parker, Townhome Service Area manager, by email at mparker@baldwinparkpoa.com if you need your system turned on or off. Remember, the homeowner is responsible for maintaining/repairing his or her private zone irrigation system and area. Any irrigation repair company should also have a universal key which can access the irrigation control box to complete necessary repairs in the private zone/ backyard areas. n All association buildings that have been repainted have been painted in Dow Corning’s AllGuard — a specialized coating with a 10-year warranty for use on stucco surfaces. Do not pick, poke, rip, tear or penetrate the protective seal. Using brushes or scraping tools will harm the surface. If you pressure wash, do not use pressure higher than 1,500 psi. Simple Green is the only approved cleaning product.

VILLAGE CENTER UPDATES n The Village Center Parking lots will have some temporary closures to reseal and re-stripe. The start date for this project was June 7 and will run through July 20, weather permitting. Please keep an eye out for notifications of which lot is closed and when. This will be done in phases as to minimize parking lot closures. As a reminder, both Baldwin Harbor Apartment buildings have parking in their garages that can be used for shoppers. n The Village Center painting project is ongoing. The buildings along New Broad Street from Meeting Place down to Jake Street will get a fresh coat of paint over the next few months. Please be mindful of coned-off areas in front of the buildings where the painting is taking place. GENERAL UPDATES n Parking lot light checks and replacements occur monthly in both the Village Center and the Neighborhood Business District. If you notice a light out, please report it using the Baldwin Park Services app. You also can report the city-owned light outages using this app. n We are excited to start a project to replace parking-lot lights as they go out with energy-saving LED lights. These lights will save energy and light up the parking lots brighter than the old ones.

TIPS FROM ORLANDO POLICE DEPARTMENT The vast majority of vehicle burglaries that occur in Baldwin Park and throughout the nation are to unlocked/unsecured vehicles. Many times, it is simply forgetfulness, but some people may also feel they live in a safe neighborhood and think nothing will happen! It is always a good idea and safe practice to secure your vehicle wherever you are and be mindful that crime can happen anywhere. Crime is all about opportunity, and by practicing these simple tips, you are drastically reducing your chances of becoming a victim. If you notice any suspicious activity, please call the Orlando Police Department non-emergency phone number at (321) 235-5300.

H

ey neighbors! Not sure how we got here, but it’s already July. We’re officially in the second half of 2021 and that hot Florida summer. The past six months have flown by, and quite a bit has happened in our little neighborhood. We’ve seen some businesses leave the bubble and new ones take their place. We’ve seen some of our neighbors do the same and take advantage of the crazy market to move on to their next adventures, while new ones came to be part of our Baldwin family. We’ve honored and remembered the 49 angels we lost five years ago at the senseless massacre at Pulse. Baldwin Park itself celebrated a milestone with its 20th birthday, and the city of Orlando officially declared June 5 as Baldwin Park Day! And just as we turn the page on the calendar — or flip to the next month on our phones — we’re seeing even more changes, many for the positive. With events on hold since March 2020, things are starting to fill the calendar again. While the Baldwin Park Joint Committee made the difficult decision to cancel our Independence Day Bash in downtown Baldwin Park, we’re excited the city of Orlando will be hosting its annual Fourth of July celebration at Lake Eola again this year. As the months progress, more events will come back to our neighborhood, and we can’t wait to share details with you soon. Admittedly, sports are not

normally my strong point, but it’s great to see our local teams’ games come alive again. Through COVID, our very own Orlando City has only had limited in-person audiences, but the team is ready to get back into the full swing of things. It was announced recently that Exploria Stadium will open up to full capacity, which is great news — not only for the team but also the businesses around the stadium that thrive on the guest attendance. The summer also means travel for many of us, especially with school out. As someone who was used to traveling for both work and pleasure heavily throughout the year, these past 15 months have been eye-opening … as in, I opened my eyes and walked from the bedroom to my home office. Things aren’t back to where they were, but it’s been great to get back on a plane over the last month or two and fly across the country to see friends and clients. We’ve even got a weekend planned in Mexico for a friend’s birthday this month. As much as I love Baldwin Park and The City Beautiful, it’s great to get back out there and see other places. Hopefully, you’ll be able to do the same. Our little city within a city is starting to come alive again — not quite as it was before COVID became a five-letter word in our everyday vocabulary — but there is progress. The businesses along New Broad Street are buzzing with activity almost every day and night, which is great, but it also makes it harder

to get a table at our amazing restaurants! As vaccinations become more accessible, we will see things returning to pre-pandemic norms even more, but don’t let that stop you from being courteous, kind and respectful. If someone is wearing a mask, don’t judge them for it: You may not know their story. It’s easy to keep a mask on your person in case a store or restaurant requires it — lord knows we all have plenty of them to go around. If it is required, let’s just put it on while we shop or until we get to our table. The few minutes is nothing compared to how long we’ve been wearing them already. All this talk about Fourth of July and summer has made me crave a good old-fashioned summer barbecue at the pool, so I guess I better go figure out how to make that happen! Until we see each other again, be safe, be well and be kind. #WeAreBaldwinPark

Years Strong

Two decades into its inception, Baldwin Park has transformed into the vibrant and tight-knit community residents know and love today.

J

ust over a couple of decades ago, there was no such thing as Baldwin Park. Before the 1,100 acres of land became home base for thousands of residents and businesses, it served as both an Army base and a Navy base. But on June 5, 2001, what once was the prestigious Naval Training Center became Baldwin Park. Adn on June 5, 2021, the community — Orlando’s first development built on the principles of new urbanism — celebrated its 20th anniversary.

BEGINNING OF BALDWIN

From World War II until the 1990s, Baldwin Park was shut off from the city of Orlando — literally. The area was fenced for six decades. In 1942, the Orlando Army Air Station was established. It spanned more land area beyond Baldwin Park, including today’s Audubon Park neighborhood, Orlando Fashion Square Mall and Orlando Executive Airport. After World War II, the airport

was returned to the city, and the other properties were sold off as the air station reduced operations. In the early 1960s, the U.S. Navy acquired the base and made it the country’s third Naval Training Center for the next three decades. When the NTC closed in 1993, the city realized it had prime real estate right near downtown, and it capitalized on the opportunity. Orlando initiated a base reuse plan — an 11-month feat to accomplish — and from then, it was all about transitioning the base into a community. Design began in early 1997, and citizen input was a large part of the process. Through three meetings, citizens viewed more than 240 slides depicting all possibilities. Many common themes were open and green spaces, connections to surrounding neighborhoods, and creating a main thoroughfare and public access to the lakes. In October 1999, the City Council voted to purchase the property from the Navy. Moments later, it was sold to Orlando NTC Partners. Selling it to one developer would create large taxable value, and redevelopment would create hundreds of acres of parks and lakes. But Orlando NTC Partners had to demolish 256 buildings, as well as dig up miles of roads and underground utilities. The developer also had to remove contaminated

BALDWIN’S BANNER WINNERS As part of the celebrations for Baldwin Park’s 20th anniversary, staff hosted a banner-design contest to add to the seasonal banner rotation throughout the community. The two winners are 10-yearold Anastasia Vokh (design on left) and Grace Zhang. Anastasia, who is new to Baldwin Park, designed a banner featuring lily pads. Her design was inspired by finding a little bridge over the lake, where lily pads and flowers decorated the water. To Anastasia, lily pads became her symbol of Baldwin Park. Grace said her design was inspired by Baldwin Park’s urban yet family-friendly nature. It features a palm tree — a nod to the date palms in the Village Center — and features a color palette inspired by a tangram puzzle.

soil on the greens of the base’s golf course. The first buildings in Baldwin Park wouldn’t break ground until 2003, but the neighborhood officially received its identity in 2001. “Baldwin” comes from Robert H.B. Baldwin, who was undersecretary of the Navy when the Orlando NTC was commissioned in 1968. “Park” is a nod to other Orlando communities like Winter Park and Audubon Park. Today, Baldwin Park remains one of Orlando’s most successful urban projects, a hallmark walkable area active — in non-COVID times — with neighborhood events. Throw in the hundreds of acres of parks, lakefront space and miles of biking and walking trails, and you’ve got a vibrant community many are proud to be a part of.

URBAN SUCCESS

Baldwin Park has been such a success story, in fact, that it even got its own day. On June 5, Orlando City Commissioner Robert Stuart joined community staff and residents at the flagpole in Harbor

Park to proclaim the day Baldwin Park Day. “First of all, it’s really the completion of our dream we had 20 years ago,” Stuart says. “The idea of having almost 5,000 homesteads here … and having people be down here walking around, this is what cities used to be, and we had a chance to help design that. Baldwin Park is … the investment, really, into I would say our children’s future. We want our children to grow up like this because we want them to have a sense of community when they grow up and a sense of ownership.” Longtime resident Denny O’Neil — past president of both the Residential Owners Association and the Joint Committee — said Baldwin Park is a wonderful neighborhood in great part because of the city’s support for it. “They were in on the design process and everything, they set up the documents … they take really good care to ensure that what comes here meets those standards,” O’Neil says. “That’s why this neighborhood is still so nice, and it’s 20

years old now, and at least half of it was built in those first 10 years. It’s a pretty amazing sight when you drive around here. Everything looks so good, and it looks like it was just put here. That’s because of the help we get from the city, to a certain extent.” Stuart added that when people take a look around Baldwin Park, what they see is a testament to the work of city staff and the developer bringing a vision to life. “When you look around here, it is not by accident; it’s really by design,” Stuart says. “It’s so neat to be here, and every time I get here, I get charged by the activity that’s going on — coming down seeing people shopping, stopping by with their families and going around the lake. ou might know Dr. Taylor Wheaton as one of the chiropractors at Verte Chiropractic in the Village Center. What you probably don’t know is that on weekends, Wheaton trades her white coat for active gear and a football. That’s because Wheaton is also a professional football player for the Atlanta Empire, part of the Extreme Football League — a women’s tackle football league. “I ‘break’ people on weekends and fix them during the week,” Wheaton says jokingly.

ROAD TO FOOTBALL

Wheaton considers herself very much a “girly girl,” but growing up, she was one of the boys. “I love fashion, I’m a super girly girl, but I grew up in a neighbor-

hood with the guys and was always the girl out there playing basketball and football with them,” she says. “I always played basketball growing up … and pretty much focused on that sport from a kid to high school to walking on the team at college. I was on the practice squad, but it was still like my sorority. I really liked it.” Wheaton always has had a large streak of athleticism. She played powder puff football in high school and even gave up her varsity year of playing basketball so she could coach the Special Olympics basketball team. She credits her father with being the one to help spark her love for football. A former player for the Denver Broncos, he was the one who first taught her how to throw a football when she was in third grade. But Wheaton didn’t want to just

dies playing this badass sport,’” she says. “I was like, ‘That’s everything I’ve always admired and wanted to be.’” Wheaton tried out for quarterback in the LFL 10 years ago but unfortunately broke her arm on the first day. Between then and 2020, she redirected her focus toward chiropractic school, opening her practice and focusing on her career. Last year, though, the LFL rebranded to the X League, and she saw an ad for the Atlanta Empire looking to recruit more women to play. It seemed like the stars aligned — until she realized she had missed tryouts. Wheaton reached out to the head coach, who asked her to send some film of her playing. “I got my husband to run 100 routes, I did some ladder drills and everything, and sent him that just form my camera phone, and he invited me up,” she says. “(The coach) said, ‘I do think you have some potential. Let’s invite you to some camps and see how you do with the team.’ That’s what led me into getting rostered.”

THE EMPIRE

It was tough to see the X League rebrand and then immediately get pummeled by COVID. However, everyone is hopeful games will resume in 2022. Some things have changed with the X League’s rebrand, too. In the past, the LFL was known as the Lingerie Football League. In 2012, it rebranded to the Legends Football League, and athletes got to wear performance apparel. There is still an expectation for women involved to be fit, Wheaton says, but the X League is also about them being able to play a full-contact sport. “It’s not flag football, it’s not touch football, it’s full-on contact,” she says. “I’ve suffered 10 stitches in my eye, I have some surgeries I have to go through for ligament damage and stuff. It’s rough. It’s a full-on sport. … You do have to maintain a good figure for it and be able to walk out onto the field and have that beautiful appeal but also be able to play like a boy, and that’s what I’ve always loved about it, too.” There’s a lot more to the women’s football league than meets the eye, though. Wheaton and her teammates are advocates for women’s sports and getting them the attention they deserve. “If there’s women’s sports in the area, get out and support them — go buy a ticket and watch them play so they can see that money and get that fame, as well,” she says. “We really want to give women’s sports the fair chance.” Her favorite part of playing football, though, is the camaraderie between her and her teammates. Having a coach who believes in her and supportive teammates makes the experience even better. “I looked up to this league so much,” she says. “I’ve made dear friends on the team; they’re all wonderful. There’s been some bumps and bruises and disappointments along the way but we’ve all made it through as a team together. We’re still working hard. Our coach’s big point is, ‘Yeah, be the first to knock a girl down, but also be the first to pick them right back up.’ We’re all super encouraging of each other. … It’s still nice to be able to play the sport we love with a good team and at a high level.”

DOUBLE LIFE

Despite flying to Atlanta on weekends for practices, Wheaton always is back in the office on Mondays with her scrubs and white coat — right back into her role as a chiropractor. Wheaton’s goal always was to be a physical therapist, but after shadowing one years ago, she realized it wasn’t for her. It was her father who encouraged her to look into chiropractics. Wheaton was hooked. “It was everything I wanted to do,” she says. “Then I had my first adjustment, and I was like, ‘Wow, that felt really good.’ It helped my sports performance.” Wheaton attended the Florida Palmer College of Chiropractic from 2014 to 2017. There, she met her husband, Dr. James Baily, who co-owns Verte Chiropractic with her. In 2018, the two were looking for space to open their own practice. That’s when they found their current space on Jake Street in the Village Center. Even when Wheaton is not on the field, her athletic streak shines through in the form of helping youth athletes and all patients feel better through chiropractics. “It’s really the fact that we help a lot of people,” Wheaton says. “That’s really the best thing.”

THE X LEAGUE The Extreme Football League (X League) is a women’s tackle football league that plays games during the spring and summer months in arenas and stadiums. It was founded in 2009 as the Lingerie Football League before rebranding in 2013 as the Legends Football League. ith more than four decades of experience under his chef’s hat, Patrick Noonan is bringing some new ideas to the table. Noonan has been the restaurant’s executive chef for just a few months, but in that short span, he also has introduced three new menu items and hopes to create new dishes he thinks customers will love.

Noonan got his start in the industry years ago when his older brother went into restaurant, hotel and motel management. When his brother opened a restaurant in Ocala, he took Noonan under his wing.

Eventually, Noonan decided it was time to go off on his own. “I started to learn different cuisines — Mediterranean, Asian, the barbecue restaurants, food service, really fine dining, hotels, upscale sports bars and things like that,” he says. “I kind of put together my own kind of schooling and learned different management techniques through different kitchen managers and chefs over the years. Really up to this day, I’ve put together a nice résumé, I would say. I’m pretty well-rounded in the kitchen.” Noonan’s passion has served him well over the years. He worked his way up to the top at many workplaces — from line cook to sous chef — and has officially been a chef for the last 25 years. And although he’s an executive chef now, he still has no problem rolling up his sleeves and jumping in to complete dishes or tackle any task necessary. Along with being a chef, Noonan also has been successful with going into places, revamping them and helping to bring them back to life. “I used to do a little consulting on the side, so I’ve been able to go in and kind of troubleshoot places — whether they have high food costs or whatever the issues are,” he says. “I’ve been able to kind of pinpoint those issues, work around them and get their costs down through several different systems and things that I utilize. It’s been a lot of long, hard hours — the

WELCOME TO BALDWIN PARK When the COVID-19 pandemic began in 2020, Noonan was working at a hotel in Melbourne. He soon found himself unemployed after the hospitality industry was hit especially hard. There’s a silver lining, though: It gave him the opportunity to come to Galeria. Noonan is so excited about being at Galeria, in fact, that he commutes every day from his home in Merritt Island. “I was really intrigued when I walked into the building, because it’s really unique,” he says of Galeria. “It’s beautiful. They told me where they’re at, what they’re trying to do, the future … and I thought it was really intriguing. I had many other opportunities over in the Cocoa Beach/Melbourne area, but for some reason, this just kind of stuck out, and I decided to take it on. … We’ve got a great staff of people, young kids that are really learning and very coachable. It’s really fun. I enjoy it quite a bit.” Throughout the last few months,

Noonan has had his work cut out for him in the form of his goal of revamping the menus and raising the bar there. That in and of itself was a major overhaul: He and Galeria staff changed all three menus — brunch, lunch and dinner — in one day. “Changing menus is very difficult to do, because you have to have the recipes, and everything’s got to be costed out, weighed and measured,” Noonan says. “People don’t realize what goes into putting a menu together. We decided to do it all in one day. … That was very, very challenging.” Noonan says it’s also the accomplishment of which he’s most proud so far during his time at Galeria. “That’s what I’m most proud of — how well and smooth that went,” he says. “Being able to stand back now to watch the dishes just kind of come alive and all the hard work I put in and all the training — it’s amazing how it’s all come together so well. That’s been probably the best thing for me to see come to life. Hard work pays off. … We’ve gotten some great feedback — especially our Sunday brunch has really taken off.” Noonan’s main focus in his role as Galeria’s executive chef is simple. He wants to provide each guest with the best food and experience possible. “In my position, I like to be hands-on, back in the kitchen all the time training, teaching, coaching and just really making sure that every plate of food that goes out is the best plate of food that we can put out,” he says. “It’s been very well-received.”
