Baldwin Park notebook ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR The following information is a glimpse of the ROA’s general updates for the month. A copy of the official March 22, 2022, Meeting Minutes can be obtained on the Community Network, BaldwinParkNetwork.com. The board approved the following items/work: n SmartWatch to install an exit button on the south side of the High Park pool on one of the columns adjacent to the pool gate. n Fast Signs proposal for pavilion reservations at High Park including a QR code to the Baldwin Park Network. n Tropitone revised proposal for tables for Grace Hopper, Enders and High Park pools. n Dreux Isaac & Associates proposal for the 2023 Reserve Study Updates. n Rose Fence proposal to add fencing around Ender’s kiddie and main pool pump enclosures. n BrightView proposals for City Homes No. 4 Mews plants and Parkland Quadrangle sod replacement on North end of park.

HELPFUL INFORMATION FOR OWNERS CANOPY TREE PRUNING There are many reasons to prune a tree. Below are some of the most common. 1. Clearance. Elevating the lower limbs on a tree provides safe clearance to pedestrians over walkways. Trees located by driveways and right of ways also should be elevated appropriately for traffic and signage visibility. 2. Plant health. Pruning can be used to remove or control pests and disease on parts of the trees. This may increase the opportunity to avoid unnecessary use of pesticides and prevent the problem from spreading to healthy parts of the tree. This is a good alternative when the pest/disease infestation is minor and limited to a few branches. 3. Protect structures. Pruning branches away from buildings helps to reduce pest access, reduces moisture and avoids friction of limbs against walls and windows.
4. Storm-damage mitigation. Pruning selected interior branches of a tree will allow better wind flow throughout the canopy and produce less resistance, which will reduce the possibility of breakage in the structure of the canopy. 5. Crown reduction. Pruning can be used to give a tree the desired size and control growth in limited space. Please keep safety in mind at all times and make sure you have the appropriate equipment, experience and knowledge for the task you want to accomplish. Accidents while doing tree work are common, mainly due to lack of experience and safety awareness. If in doubt, consult a tree care company with the expertise and equipment necessary for a successful and safe tree pruning.
TOWNHOME SERVICE AREA COMMITTEE MEETING BY MELISSA PARKER The March 2022 Townhome Service Area Committee meeting was canceled. A copy of previous official minutes can be obtained on the Community Network, BaldwinParkNetwork.com.

n Please remember to report any landscape, building, or irrigation issues on the Baldwin Park Services App. Reporting items on the Baldwin Park Services App will allow residents to share photos of the reported area(s) and receive real time updates from management staff on corrective measures being taken. n Roof replacements are coming to multiple townhome service areas. Please remember to check your attics/soffit areas for any bats and/or rodents. Some of these animals may have decided to make a home in these areas. Animals will be required to be removed prior to any roof replacement projects beginning, and may delay construction if they are found. This is considered a homeowner expense. Issa 22 is the first service area to receive roof replacements this year, followed by Cambridge, Issa 28, and City Homes No. 1. (Not all addresses will have roof replacements this year; some addresses are listed to be replaced in 2023 per the Reserve Study. Please refer to the previous mailing sent out for the address list.) More information will be released as it becomes available.
n Townhome residents, please be mindful of your downspouts located near your garages. Many residents run over their downspouts with vehicles, which will crush the downspouts. Please do not throw away or remove your downspout when one is damaged. DRS Inc. will attempt to repair the current downspouts initially. However, if a downspout is beyond repair or missing, the homeowner will be responsible for the replacement and will be billed for the item. Gutters and downspouts are a reserve item, so they have a life expectancy prior to replacement. n New sod that was installed in March/April has been treated with a fungicide. n BrightView has completed the annual tree trimming project within the townhome service areas. n BrightView has treated all azaleas, magnolia trees, ixora and gardenias with fungicide, micronutrients, Merit and insect control in March. n Any pots located within plant bed areas or on porches are the responsibility of the resident to maintain. If a plant species begins to take over the plant bed, then the resident can be issued a covenant violation to preserve the integrity of the plant bed. Unkept vines, growing from pots, also can creep up downspouts and townhome buildings causing damage. If damage occurs, the resident will be financially responsible for the repairs — not the entire service area.
HELPFUL INFORMATION FOR TOWNHOUSE OWNERS n Tile floors on exterior porches or balconies require grout sealing to prevent water damage. The grout may need touched up from time to time as well. Likewise, re-caulk areas around windows and doors where caulking has shrunk due to sun or weather. n Water Emergency! See how to shut off the water at youtu. be/a_P44FBxgMY. You’ll find a black lid in the front or rear yard. It helps to have the right tool — Water Valve ShutOff Tool — available at any hardware store for about $5 to $20.
n Per DRS Inc. the following is the Townhome painting schedule for April 2022: Cambridge-Lake Baldwin Lane. n Per DRS Inc. the following is the Townhome maintenance schedule for April/May 2022: City Homes No. 1 and City Homes No. 2 n Because of to supply shortages, schedules will be projected one to two months out to anticipate any possible future changes or delays. Notices are still being left on townhome front doors one to two weeks in advance to inform residents of any upcoming projects beginning in their address range.

NEIGHBORHOOD BUSINESS DISTRICT n During COVID-19, Orlando Mayor Buddy Dyer passed an executive order allowing temporary signs. This has since expired. The COA will start enforcing the sign guidelines again. Please note that in the Neighborhood Business District, A-frame, banners and bandit signs are
not allowed. Any temporary sign hung must be hung in the proper fashion, according to the guidelines. They much be hung on the inside of the window/door and for no more than 30 days. Any signs longer than 30 days are considered permanent signs and must be approved by the ARC Committee. Please get in touch with Bill Patterson for any questions. GENERAL UPDATES n The conversion of the parking light to LED continues throughout the year. LED lights are much more efficient and brighter than the old bulbs. n The parking lot dumpsters are not meant for large items. This can break or clog the city’s dumpsters and cause further issues. If you have any bulk items, the city of Orlando offers bulk pick-up — in most cases,

Learn about Baldwin Park’s covenant process Dear Homeowners, Don’t worry, Will and his enthusiastic, kind and uplifting words will return in June! The Baldwin Park Residential Owners Association Inc. Board of Directors is sending this communication out to help educate homeowners on the covenant process and why it is in place within Baldwin Park. Many times, when homeowners receive a Violation Letter, they are not aware they are in violation of the Amended and Restated Declaration of Covenants, Conditions & Restrictions (Declaration). Why? Because they are not aware they agreed to follow the rules within the declaration when they purchased their home and signed the legal documents. Therefore, many have never read the declaration to even know what they agreed to. You can see where a problem may arise when a Violation Letter is received, and the ROA Board of Directors wants to help. What are the Amended and Restated Declaration of Covenants, Conditions & Restrictions? A legal document that defines the guidelines homeowners must adhere to in the neighborhood. They outline the rights and obligations of homeowners to the association, and vice versa. In essence, these are the rules of your community. Homeowner associations serve a specific function — to govern and regulate the community with the ultimate goal of protecting or improving property values. Property use and appearance covenants, for instance, primarily focuses on maintaining curb appeal. When curb appeal drops, so do property values. Where can the Amended and Restated Declaration of Covenants, Conditions & Restrictions be found? They are conveniently housed on the Baldwin Park Community Network, baldwinparknetwork.com, under Association Information / Residential Owners Association. What specific sections of the Amended and Restated Declaration of Covenants, Condi-

tions & Restrictions define the rules? Included, but not limited to, Section 5.2 of the Amended and Restated Declaration of Covenants, Conditions & Restrictions, Exhibits C, G & H, as well as the Design Guidelines and its amendments including the Landscape Guidelines. What are the Design Guidelines and where can they be found? They are conveniently housed on the Baldwin Park Community network, baldwinparknetwork.com, under Association Information / Residential Owners Association / Residential Architectural Review Committee. What is the Covenant Process approved by the Board of Directors? n Weekly inspections by the management team. The Covenants Coordinator inspects homeowner properties to ensure compliance of the use/restrictions as stated in the Declaration of Covenants, Conditions and Restrictions and the Design Guidelines. n Friendly Reminder Letter is sent out for any noted violations which gives the owner an opportunity to correct the violation within at least a 45-day period. n First Notice of Violation Letter is mailed if the violation on the Friendly Reminder Letter has not been corrected upon the next inspection of that area. This letter provides the owner with another opportunity to correct the violation within a 14-day time period. n ROA Board Review: If the violation has not been corrected in the 14-day time period, the violation is taken to the next scheduled ROA Board Meeting. At that monthly meeting, the board will instruct management to invite the owner to the next scheduled monthly Covenants Hearing. n The intent of the board is not to fine owners but rather to gain compliance. Based on a recent review of the properties within Baldwin Park, the board is aware of a number of minor violations. A
few of the most common violations include — but are not limited to: 1. Fences (damaged, dirty) 2. Satellite dishes visible from the street side of the property 3. Any change to the property that did not gain ARC approval or was not shown in the developer photos. Including, but not limited to, plant/tree removals or replacements, fencing installations, pergola/trellis installations, gutter installation, rock installation, artificial turf installation, etc. 4. Yards not being maintained 5. Trash cans left out past trash day 6. Work not being completed per the ARC’s approval 7. General cleaning of the home’s exterior such as stairs, porch, drip edges, etc. 8. Maintenance of street trees Each of these issues is a potential violation per the Covenants. The ROA Board wants to make all property owners aware that everyone is jointly and equally responsible for the quality of the community. The choices that are made have an impact on every property owner’s potential value. To continue to maintain a high standard, the board wants to be certain everyone is aware of the requirements surrounding the necessary steps that need to be taken when a change (fence, paint, structure, etc.) is being made to your property. All change requests must go through the Architectural Review Committee. Change requests will be reviewed by the ARC, and upon approval, the requested change may be made. These are not new rules; they have been in place since the inception of Baldwin Park. As the property gets older, regular cleaning and maintenance of your property should continue to be a priority for the value of your home and the community as a whole. The ARC applications can be found on the baldwinparknetwork.com under Association Information / Residential Owners Association / Residential Architectural Review Committee. The applications are very detailed and walk you through the steps needed to complete the application. Please review the documents on the website to familiarize yourself. Should you have questions or concerns, please do not hesitate to contact your Sentry Management team or the Board of Directors. Remember, when in doubt, ask first!

It’s been a long road, but Paper Goat Post and its owners — twins Cedar and Megan Watson — have found a new home in Baldwin Park. ANNABELLE SIKES STAFF WRITER
M
egan and Cedar Watson’s mom taught them how to give to others in a thought-
ful way. Now, they are passing on the same way of gifting to the community through their family business — Paper Goat Post. Paper Goat Post fulfills all of one’s needs for planning any type of special event — all in one location, which now happens to be situated in Baldwin Park. The twins combine their love for paper and party needs through the use of their multitude of services, including customizable invitations, personalized stationery, the Balloon and Gift Wrap Bar and The Party Room. The possibilities at the shop are endless, which is why Megan and Cedar believe they have something for everyone. “We just love our friends, our family and our community, as well, so we try to showcase that love as best as we can throughout our store and in all of our products,” Cedar says.
TWO PEAS IN A POD
The twins always have been close. “It’s definitely an asset having two of us,” Megan says. “I think we complement each other, and we definitely have similarities of styles and

likes, but the shop is kind of a perfect combination of both of us.” The pair shared if one of them is too far on one side or the other when it comes to a topic, they pull themselves back in, following a rule they’ve had since the establishment of their business. “If one of us is a strong ‘no’ on something, in any aspect of business, then we just drop the subject,” Megan says. “Everything else we can talk about. But if it’s a hard ‘no,’ then we drop it.” Growing up, the twins say their families hosted birthday parties every year. No matter how big or small, the festivities were some of their best childhood memories. As inspiration from their mom,
Megan and Cedar follow three main philosophies: the lost art of snail mail, gathering in celebration and the thoughtful art of giving. “I love just helping our customers make entertaining and gathering simple, easy and attainable,” Cedar says. “It doesn’t have to be over-thetop and lavish. Although we love that and can help do that, it doesn’t have to be. So I think really (it is) bringing things that we love from our past and products that we love into our customers’ lives, as well.” As far as the name, the catchy phrase was created after a family vacation during which the twins held baby goats. The photo is now framed in the center of the store. The name happened to be per-

BUSINESS BACKGROUND
The closeness the twins share has even been reciprocated in their school and business backgrounds. Megan and Cedar came to Orlando in 2002 when they enrolled at the University of Central Florida. And they’ve never left. The pair studied hospitality and then kicked off their careers at Universal Orlando Resort, where they helped with event planning, production, grand openings and more. They enjoyed their work, but they say they really loved “the small details” they didn’t get to do in the corporate world. That’s how Paper Goat Post was born. Although the Baldwin Park location is set to be the best one yet, it was not the first brick-and-mortar location. Paper Goat Post called Ivanhoe Village in north downtown Orlando home for six-and-one-half years. The business grew over time,
and the sisters refined their services and products as they learned more about people’s wants and needs. However, not everything evolved. Megan and Cedar say it was always essential to them to keep strong roots in the community. “We’re excited to call Baldwin our little hometown and still serve the Greater Orlando area,” Megan says. “Being a central place, a safe place for everyone to come, kind of like an open-door policy like you would have in your house, you want to invite everyone in, so we wanted to be that place for our customers.”
PAPER PARTY PRODUCTS
Perhaps one of the shop’s greatest attributes, aside from its strong connection with the community and emphasis on customer service, is its wide array of products and services. A customer favorite, The Party Room, is a creative space flexible for any gathering or celebration. The owners host monthly Craftly Parties and weekly Play Parties, and invite others to host showers,
birthdays, dinner parties or even a private workshop. A popular but lesser-known service is the store’s invitation services, through which customers can create perfectly printed invitations for any occasion. Personalized stationery with a variety of customizable styles of note cards, gift tags, writing sheets, notepads and more, is yet another option. Party planners can even start or end an occasion on the perfect note with the store’s Balloon and Gift Wrap Bar. The business held its soft opening mid-March and its grand opening mid-April. The twins say they are now shifting their focus to building a “Team William” group of employees — named after the goat logo. “We really want to grow a team in this location and extend our offerings through our team that’s here so we can have a lot more resources within the company to grow,” Megan says. “We want to feel really established with a solid team of people who get to know the community and who are here for longevity.”

here is never a dull day in Baldwin Park. Everywhere you turn, there is something going on around town — you just have to know where to look. Whether it’s clubs, classes or comedy nights, there is something constantly going on to occupy almost every day of the week. Here are some ways you can get involved.
CLUBS
From relaxing to active, weekly meetings to monthly, there is a club for everyone in your family! Baldwin Park is fortunate enough to be located near a beautiful lake, which gives residents the opportunity to picnic on the shore line or even take a sailing course. Learn basic sailing skills and terminology from the instructors of the Central Florida Community Sailing Program. The next class begins Monday, May 2. Minimum age to participate is 16, and parents must be present for the sessions. There will be an additional class starting Saturday, June 4. Baldwin Park Gardeners Growing Together is a fun, outdoor club for those who love gardening and visiting local gardens. T
he Baldwin Park Kids Club is doing its part to help refugees in the Ukraine. Although the Russo-Ukrainian War has been escalating for years, the conflict erupted in February with a Russian invasion of the Ukraine, causing hundreds of civilian deaths and infrastructure destruction. Millions of refugees have fled their homes seeking safety, protection and assistance. The Baldwin Park Kids Club combined a celebration of the Eas-

ter holiday with a donation effort for Ukrainian families and children through an afternoon egg hunt Friday, April 15. Bree Holbrook, community service and outreach coordinator for the club, remembers when she learned of the turmoil. “I was heartbroken and couldn’t imagine having to go through something like that,” she says. The club asked participants to bring 12 stuffed non-candy eggs and items to donate for the refugees, including canned meat, oil, salt, powdered milk, baby supplies, wipes, diapers, tampons and old baby carriers.

The donations were dropped off at the Lake Baldwin Church office in downtown Baldwin Park. “It’s really important to give back to our community so that our kids learn that life is not only about them,” Holbrook says. “Doing for

others and wanting to make this world a better place is what this world needs. If we can teach our kids this at an early age, it will help them as adults have a heart for those in need.” The club worked in collaboration with Dan and Rebecca Gregoire, who have lived and worked in Slova-
kia for the last 15 years. The couple currently lives in Spisska Nova Ves, about two hours from the Ukrainian border, where they have opened their home to Ukrainian refugees and made almost daily trips to the border to deliver supplies and provide safe transportation for women and children fleeing the country. Holbrook says she hopes the event raised awareness about the crisis in Ukraine and gave local kids an opportunity to have a fun Easter egg hunt. Alena Baker, lead organizer and founding member of the club, says it holds a special place in her heart. “I love that the Baldwin Park Kids Club brings together the children of our community for both friendship as well as a way to instill the value of service to others,” Baker says.

Sellers, buyers and browsers set up and wandered among booths at Enders Park, High Park and Corrine Commons in front of Grace Hooper Hall. Friends and families sold a plethora of items, including lamps, clothing, blankets, pillows, toys and books. Brightview Landscape was even in attendance handing out free plants. Participants also had the opportunity to dispose of the rest of their items through a donation truck from One Heart at Corrine Commons.
