ROA BOARD OF DIRECTORS MEETING

The following information is a glimpse of the ROA’s general updates for the month. A copy of the o cial Oct. 25 2023 Budget Adoption/Regular Meeting Minutes can be obtained on the Community Network, BaldwinParkNetwork.com.
The board approved wood repairs at Enders patios.
The board approved Cole & Associates Engagement Letter for the 2022 Financial Audit.
The board approved the 2023 Townhome Service Area Budgets, with amendments to Division 7/ Live-Work removing the sidewalk cleaning, gate/fence painting/repairs, landscape replacements and tree pruning.
The board approved the 2023 ROA budgets as presented.
The board approved the assessment increase letter to be sent to all owners.
COMPLETED ACTIONS
1. Proposal for roof repairs at Enders NEV garage received and work is being scheduled. Waiting until the TSAC roof repairs are made as the NEV garage is not leaking.
2. Light inside Enders pool was replaced.
3. The lights out in the Enders tness center were replaced.
4. Sprinkler back ow repairs at Grace Hopper were made.
5. One pool light (pole) at Grace Hopper has been replaced.
6. Preventative maintenance (reconditioning) of the pool heater at Grace Hopper was completed.
7. The breezeway lights that were out at the Grace Hopper pool house have been replaced.
8. Three bollard lights in City Homes No. 2 Mews were repaired by maintenance.
9. Amendment to Assessment Management Policy (collections policy) allowing for 20 days between the reminder notice and notice of late assessment letter. This has been adopted as a Best Practices by Sentry Management.
10. Drinking fountain at Union Park was repaired.
11. Some of the annuals at Union Park were replaced under warranty.
12. Parkland Quadrangle South end Bermuda replacement has been completed. An 8-footwide section on the North end was completed as well under warranty.
13. Replacement of the High Park surveillance cameras.
PENDING ACTIONS
1. Replacement of server.
2. A proposal for an igniter and air lter for the pool heater was provided and approved. This was found during the preventative maintenance (reconditioning) of the pool heater.
3. Enders’ patio wood repairs are being scheduled.
4. Enders’ patio screen repairs are being scheduled during the same time as the wood repairs. Vandals cut the screens.
5. Hiring of additional Maintenance was approved for the 2023 budget.
6. Mailing of notice to members related to the adoption of the basketball equipment policy and change to Exhibit C will have to be a separate mailing as the coupon mailing can be no more than four pages.
7. AC systems replacement at Grace Hopper Hall downstairs is being scheduled.
8. Items found during the preventative maintenance of the tness equipment that need to be replaced before they wear out were approved but the work won’t happen until the January 2023 preventative maintenance. This is in an e ort to save money on a service call. The items that are wearing still work.
9. Additional proposal for “modernization” work required by code for the Grace Hopper elevator. Must be completed by Dec. 31, 2023.
10. Replacement of surveillance cameras. The initial estimated ship date for all cameras was sometime in January 2023, but the cameras for High Park came in. The remaining cameras for Grace Hopper and Enders will be installed once they come in.
11. Proposals for picnic tables at Enders playground and High Park facility. Deferred to 2023 by the board. Adopted as part of the 2023 budget.
12. Pressure washing, caulking and touch-up painting at Grace Hopper Hall and Enders facility centers. Deferred to 2023 by the board. Adopted as part of the 2023 budget.
13. Pressure washing, caulking and painting of the pergolas at Parkland Quadrangle and Longview. Deferred to 2023 by the board. Adopted as part of the 2023 budget.
14. Pressure washing and painting of the bollard lighting in City Homes No. 2 Mews. Deferred to 2023 by the board. Adopted as part of the 2023 budget.

The TSAC moved to approve a cypress tree removal located at 2911 Upper Park Road.

Reporting items on Baldwin Park Solutions allows residents to share photos of the reported area(s) and receive real-time updates from management sta on corrective measures being taken. Baldwin Park Solutions can be accessed on the Baldwin Park Network.
Roof replacements are coming to the Issa 22 service area. (Not all addresses will have roof replacements this year; some addresses are listed to be replaced in 2023 per the Reserve Study. Please refer to the previous mailing sent out for the address list.) A notice will be left on the townhome’s front door a week prior to the projected start date con rming the roof replacement is beginning. Make sure to remove all items located in the backyard/private zone area — the roo ng contractor nor the association will be held responsible for these items.
HELPFUL INFORMATION FOR TOWNHOUSE OWNERS
Who is responsible for the irrigation in the back yard or private zone of my townhome (concerning service areas — Cambridge, Issa 22 and Issa 28 townhomes)?
The irrigation water is paid through the monthly assessments. The irrigation system originally was installed by the builder(s), and it is all connected. There are many zones for each time clock, and each zone can control more than just one backyard/ private zone. The irrigation runs overnight, and the association tries to follow the St. John’s Water Management District guidelines. However, the association uses

THINGS TO KNOW
Trash Talk. The dumpsters in the parking lots are operated by the city of Orlando. Sometimes when they break down, it takes a few days to x. If they are not working, please let us know, so we can contact the city. A temporary dumpster may be needed until the repair is completed. Until that dumpster arrives, and if it gets full, please take your trash to one of the other parking lot dumpsters. Leaving trash outside the dumpster is unsightly and attracts animals and bugs.
More trash talk. Tenants of the apartments are permitted to use the side trash shoot for their garbage. Please make sure the bags do not sit in the shoot and actually make it into the compactor. Once the door is closed, it will compact. Restaurants are to throw the trash directly into the compactor and not use the trash shoot. This prevents spillage and trash build-up. Please make sure all boxes are broken down prior to throwing them in. The city will not pickup items that do not t in the compactor. Please use OUC bulk pickup for these items. Most wonderful time of the year!
Hello there friends and neighbors, I’m back!
I want to give a shout out to our amazing community director, Susan Comisky, for stepping in for me last month while I was busy with some work and personal stu . I couldn’t ask for a better person to sub in for me!
Because it’s been a minute (a month) since I’ve seen y’all, let’s just catch up a little, shall we?
As some of you know, I’ve lived in Baldwin Park since 2011, minus a brief stint in downtown. We’ve lived in the apartments at Enders and in a City Home over by Grace Hopper, but this is our rst year in a single-family home and let me just say, Halloween was wild! I mean, it had always been “busy” in the townhomes, but this was no joke. We went through about 1,000 pieces of candy in just about two hours, which equates to about 400-ish kids, give or take. While my best friend was the candy guard — only allowing two pieces per kid — I’m sure there were some who sneaked. But still, that’s a lot of candy!

A couple of our friends who live in condos downtown came over, we had some drinks and a nice charcuterie board, and just had a blast. It was great to see my little street come alive with everyone out on their porches enjoying the night. One of my neighbors even had a legit DUNK TANK! As we were packing everything up, we were already planning ahead for next year, because we obviously have to go bigger. … Did I mention the dunk tank?!
Then obviously, we roll right into the holidays, which I am super excited for, as always. There’s just something so special about Baldwin Park this time of year. Downtown Baldwin Park is all lit up, the houses and businesses go all out with their décor, and even though people are running around like crazy getting ready for parties, gift exchanges and guests, everyone just seems a little happier. There’s also just so much to do this time of year, not just in Baldwin but throughout Central Florida.
And because I wanted to
Transitioning from Halloween to Thanksgiving is where I’m at as I write this article. Andrew and I have been hosting Thanksgiving at our house since we bought our old townhouse back in 2015 — deep fried turkey and all. Even though we did it for the rst time in this house last year, after moving in about 10 days prior, this year feels di erent. I’m feeling a little more stressed
Obviously, the event I am most excited about is the Winter Wonderland Extravaganza, taking place Dec. 3 in Downtown Baldwin Park (which might have already happened if you aren’t reading this the rst day you get it). I know, I know — there he goes with the shameless plug again — but it really is such an awesome event. It feels like the entire neighborhood comes out to just enjoy the performances, parade and, of course, the tree lighting. It’s also a great opportunity to share our neighborhood with your family in friends and to make new friends with fellow Baldwin Parkers you may not know.
The rest of December is all-hands-on-deck with parties, shopping, guests, travel and planning. But despite the craziness, it’s important to remember that this time of year is all about: Family, friends and the joy that those bring us. I always like to take a day for myself in December, just to re ect on the year that’s own by and the one that’s in front of us. A nice walk around Lake Baldwin is a great way to spend some “me time” when you need it, and don’t be ashamed of needing it. The holidays are a lot. Not everyone is in the same boat, either — some have much rockier waters than others, so it’s important to remember that as we’re out and about this time of year.
In the words of the incomparable Oprah Winfrey, “May this season nd you among those you love, sharing in the twin glories of generosity and gratitude.”
I hope that the holiday season brings each of you happiness, laughter, fun and joy with those that you love most in this world. I am beyond grateful to be a part of this community and to be able to be here with you each month. I can’t wait to see what the new year has in store for us.

Well, hopefully, the cooler weather stays more than a few weeks, but living in Florida, we know the importance of utilizing this time while we have it. Luckily, there are tons of ways to enjoy the great outdoors in Baldwin Park. From events to taking your fur friend to the park to just walking around the parks, there is something to do every single day of the week. That is one of the many reasons why Baldwin Park is such a great neighborhood!
Make a night out with Movie Night in the Park! The Residential Owners Association has begun hosting monthly movie nights again in the parks, and they are free to attend and fun for the entire family. Beginning at 6:30 p.m. Dec. 12, at Corrine Commons, “The Polar Express” will be showing, and guests will enjoy free popcorn and hot cocoa! Bring a blanket or low sitting chairs and the whole gang! All ages are welcome.
Baldwin Park is so much larger than people think. Did you know there is an entire Live/Work section on Lake Baldwin Lane, where there are dozens of businesses just waiting for your exploring? Every nice day, choose a new park you haven’t seen yet, a new street you haven’t checked out yet and get to know your neighborhood better! It just might lead you to nding your new favorite reading spot or the perfect place to burn some calories.
You can also attend an event at any of the neighboring schools, regardless if your child is enrolled there.

Now that the storms are nished for the year, Lake Baldwin dog park is open and ready for your four-legged friend to visit. This local dog park is massive, with beach access and a full hiking trail around the woods — giving zero excuse for your pup to go home with energy saved up. It is a place for them to run o leash with a full dog washing station right at the entrance. How lucky are we to be right next door?

This month, Baldwin Park residents will bid farewell to Provisions & Buzz and welcome the restaurant with a new name and branding as Blue Jackets Gastropub.
The 2,736-square-foot facility, with a 150-seat capacity, has been undergoing massive renovations in the past few weeks and planed to nish the work and open to the
public Monday, Dec. 5. The restaurant closed Monday, Nov. 28, prior to the reopening.
New owner Don Behrmann, who bought the location in September 2021, has a long history with the restaurant and its past owners. Now, he will be working to keep the family integrity of the restaurant as well as capitalize on its success with the new changes.
“I loved coming here for years,” Behrmann says. “It was a restaurant that I felt was like my home. I want the place to be successful, popular and be the place that everyone in Baldwin Park wants to go to. I want to walk in here and see it busy and see people happy. That will be what makes it feel successful for me.”

Behrmann said he did not want to change the name of the location initially, because he thought the place still needed a lot of work.
The new owner started with smaller and gradual renovations — cleaning up the restaurant, the restroom facilities and more.
“I’ve had to put a lot in just to do
that, but I never felt like I had a new brand so to speak,” he says. “I didn’t have anything that I really could say, ‘This is what I wanted it to be,’ I was still trying to gure that out.”

The new name, Blue Jackets Gastropub, comes not only from the current local Blue Jacket Park but also pays tribute to the area’s history as the previous site for the Orlando Naval Training Center. “Blue jacket” is a term for enlisted personnel in the U.S. Navy. Although there are all types of restaurants in the area, Behrmann felt Baldwin Park was missing an American restaurant.
“We want to provide high-quality comfort food in general Americana cuisine,” he says. “We want to o er basically something for everyone — not just in terms of food choices but in terms of atmosphere. I want it to be a place where anybody can bring anybody. You could come with your family. You could come to watch ball games with your friends. You could come for a date night. We want to offer a little something for everybody with a neighborhood feel.”
The new menu will include steaks, pasta, salads, a variety of appetizers, wings and burgers.
Behrmann is proud of the new menu, which he has been creating with head chef Gabriel “Smokey” Gonzalez, who worked with the previous owners.
In addition, the two are working with a special friend of Behrmann’s, an experienced chef for a major restaurant in town, who has provided important input, guidance and consultation on the new menu.
John Ziobrowski, who previously served as a manager at Gator’s Dockside and was the manager at the location when Behrmann bought the place, and Eric Wright, who previously worked for Galleria, will lead the sta team as managers.
“John’s been around; he knows people in the neighborhood, and he knows the restaurant business,” Behrmann says. “Eric is very knowledgeable when it comes to managing the bar, creating interesting cocktails, evaluating wines — all of that.”

“They’re proud of what they’re doing,” he says. “They’re not doing work and leaving. They’ll be here every week, because it’s also where they live and they’ve been doing amazing work.”
Although a variety of renovations — including new stone, drapes, ceiling, chairs and bar — already are in, the revamp also will include new outside patio furniture, planters, an area to sit at the entrance, the addition of chandelier, lights on the walls, artwork, signage and dishware.
“What this place has struggled with is lack of consistency as a restaurant,” Behrmann says. “That’s what I see as being what the neighborhood wants, and I feel like we’re de nitely going to be able to deliver that.”
LOCATION HISTORY
Behrmann has been in Orlando for almost 30 years and started his own practice in 1993 called Integri-
ty Medical Group, where he served as a neurosurgeon. He has lived in various homes in Baldwin Park since 1998.
“I’ve become familiar with the place and the people,” he says of Baldwin Park. “This particular place started out as the Baldwin Park Steakhouse when Baldwin Park rst started.”
The restaurant was then bought by the Lacey family and changed to Jack’s Steakhouse.
Bob Lacey is a close friend of Behrmann’s, and Bob Lacey’s son, Chris, was the head chef.
When Chris Lacey died unexpectedly in 2014, the Laceys decided they wanted to keep the restaurant in the family. Jack’s Steakhouse was sold to Bob’s brother-in-law, a businessman in Texas, and in 2015 became Provisions & Buzz.
“The Laceys kept the restaurant in the family but with an absentee owner not living in the area,” Behrmann said. “I think the place sort of trudged along and then COVID hit, and then everything struggled.”

Behrmann was inspired to buy the restaurant not only because he did not like watching it go downhill but also because of his knowledge of the neighborhood’s history.
“I want the place to be something I’m proud of (and) that the neighborhood is proud of,” he says.

The highly anticipated Taste of Baldwin Park event returned for another season Thursday, Nov. 3, in downtown Baldwin Park. The event, hosted by VIP Events by David Merritt, bene ts Caring By Sharing United, a non-pro t organization in Altamonte Springs that provides humanitarian needs for the homeless, hungry, sick and less fortunate. This fall, the event featured about 1,500 attendees. The next Taste of Baldwin Park event will take place in April 2023.
