ROA BOARD OF DIRECTORS MEETING BY STACEY FRYREAR
The following information is a glimpse of the business the ROA Board of Directors addressed at the Sept. 26 meeting. A complete copy of the official minutes can be obtained on the Community Network, BaldwinParkNetwork.com. n The board approved staff to contact Mr. O’Neil between meetings if an emergency expenditure needs to be approved. The remaining board will be informed of the cost and the approval will be ratified during the following Regular Board of Directors Meeting. n Mrs. Becca Schmidt would help the Activities Committee with future events. n Discussion on covenants process for homeowners who have trees including right-of-way trees that require replacement due to Hurricane Irma. No violations will be sent out at this time because it is anticipated trees which would meet the size requirements in Baldwin Park may be limited for some time or that owners may have to go out of state for the trees. This will be reassessed each month, and an update will be brought to the board. n The covenants process was on hold since the hurricane to allow owners time to clean up. The process resumed Monday, Oct. 2, for all violations excluding the above trees.
UPDATES HURRICANE IRMA BrightView Landscape Services and DRS were on-site as soon as possible after the curfew was lifted to assess damage to the common areas/parks and the townhome service areas which the Associations and CDD are responsible for maintaining. There were more than 400 issues reported through the Baldwin Park Services app, with the majority being shutters, shingles, soffit and landscape items. There are still requests to be entered in the app by staff. Parks/Common Areas. The three facility centers did not suffer any damage to the buildings, pools or playgrounds. The pools were back up and running all by Thursday afternoon, which was good as schools remained closed during that week. The grounds took a beating by the wind, primarily the trees. The week of Sept. 11, BrightView’s only focus was cleaning up debris left behind by Hurricane Irma. Many items already have been taken care of, but BrightView will continue to perform storm cleanup, although it will take some time. The irrigation crew was helping out with storm cleanup the week of Sept. 11. All of the clocks have been turned back on and checked the system for breaks. Some damage is anticipated. BALDWIN PARK SERVICES APP UPDATE As of Sept. 26, there were 2,941 people who have signed up. The number has increased by 1,818 in the last 60 days. On Sept. 12, the day after Hurricane Irma, 124 new people signed up for the app. CORRINE DRIVE STUDY PUBLIC WORKSHOP Mr. O’Neil reached out to Metro Plan Orlando regarding doing a public workshop at Baldwin

Park. Metro Plan representatives responded that they are not doing any events until they have new information to share. Metro Plan Orlando stated the technical data and the public input are now being evaluated as the study moves into Phase 2. Per Metro Plan Orlando, Phase 2 will focus on developing various possible design concepts. There will be several opportunities for public comment and reaction as the study progresses, and those opportunities will be publicized. Look for information on CorrineDriveStudy.org and in the monthly email newsletters on the project, as well as at events and meetings along Corrine. After gathering public comments on a range of design possibilities, a draft plan is expected to be developed and presented in the spring of 2018 for additional input. PAINTING/REPAIRS OF FACILITY CENTERS Staining and re-caulking of expansion joints to Enders pool deck and painting of light poles around the pool began Monday, Oct. 2. It was scheduled to be completed by Oct. 5. During that time, the pool was closed. LANDSCAPE REPLACEMENTS The replacements approved in June started the first week of October. They are as follows: Ardsdale Mews Bermuda repairs, Oak Mews Bermuda repair, Parkland Quadrangle Bermuda repairs and Grace Hopper Zoysia/Bermuda repairs.
TOWNHOME SERVICE AREA COMMITTEE MEETING BY BRAD WASIL
The following information is a glimpse of the business that the Townhome Service Area Committee addressed in the Sept. 21 meeting. A complete copy of the official minutes can be obtained on the Community Network, BaldwinParkNetwork.com. n The TSAC approved proposals from Massey Services for termite bonds using a baiting system beginning in July 2018 (when the current bonds expire). Jill Langan’s resignation from the TSAC was accepted. The association would like to thank Jill for her service and contributions to the TSAC.
UPDATES n The preventative maintenance contract work for 2017 is underway and the City Home No. 1, City Home No. 2, Mattamy, City Home No. 4 and Issa 28 service areas already have been completed. The contractor is scheduled to finish the Live/Work service area by the end of October, weather permitting.
HELPFUL INFORMATION n Many homeowners ask about doors, windows, screens and weatherstripping, especially after Hurricane Irma. These are all homeowner responsibilities to maintain. However, the association will touch up the doors during the preventative maintenance each year and the total re-paint of doors is included when the buildings are painted. n With the hot Florida sun, window screens fade and dry
n There was quite a bit of damage in Baldwin Park because of Hurricane Irma, but fortunately, most of it wasn’t severe. Damages were to shutters, soffit, gutters, downspouts, shingles, roof tiles and trees. Both DRS Inc. and BrightView were on-site the morning after the curfew lifted and started clean-up and repairs right away. All the townhome building roofs were inspected, and the information was sent to S&S Roofing for repairs. There were 464 service requests (just for the townhome service areas) entered into the Baldwin Park Services app, and 208 have been completed. The shutters are custom sizes, so they have been ordered. The shutters generally take three to four weeks to receive, but considering the extent of the hurricane damages and the amount of orders, it could take longer. Roofs are still being repaired and prioritized in order of severity of damage. Thank you for your patience.

Dreaming of a bright Christmas M

any moons ago (as Tonto of the Lone Ranger and Tonto used to say) in 2010, I became interested in putting up a Christmas “tree” of sorts on the concrete pad north of the water fountain at the north end of New Broad Street. Board of Directors Member Jim Schirtzinger and I discussed it with Susan Comisky and Stacy Fryrear of our management company, a representative of a holiday decoration company and several city of Orlando parks folks (the concrete pad belongs to the city of Orlando). We envisioned a three-dimensional faux tree (a flagpole centered “tree” with lines of lights hanging from the top of the pole and attached to a metal ring on the concrete giving the illusion of a tree). I wanted it to be 40 feet tall, so it could be seen from the south on New Broad Street and from all around Lake Baldwin. It probably would cause some pass-through drivers who have never been to the Village Center to note the tree and ask themselves, “What is that over there?” Maybe they would check out the Village Center for the first time because of the tree. As is almost always the case, there were a couple of problems. First, there was no electrical service to the concrete pad. Because the city owns the property, the city would have to have the service installed. Next, the diameter of the bottom of the “tree” was too large to allow the sidewalk space between the metal railing and the curb to accommodate wheelchairs. Additionally, pedestrians might trip on the guidewires for the light lines. Also, the city did not know what was beneath the concrete pad, so drilling a hole in the pad into which we were going to place a sleeve for the base on the flagpole was problematic. (We thought that for most of the

year, the flagpole would be stored somewhere and would be in the sleeve only for a couple of months during the Christmas holiday season.) So the project idea was filed under “not now, maybe never.” Then, out of the clear blue sky, this year, the city of Orlando installed electrical service on the wall right below the railing. Seeing this, Jim and Stacey presented to the city folks a new idea for a Christmas tree. This time, they suggested a one-dimensional tree. The flagpole would be permanently installed and would be used to fly flags (the U.S. flag, the state of Florida flag, the city of Orlando flag, etc.) at times other than the Christmas season. The Christmas tree effect would use the light lines, except the lines would be attached to a straight cable or metal rod along the concrete and parallel to the railing. This would avoid the sidewalk-access problem caused by the three-dimensional “tree.” I don’t know if we can pull this off for Christmas this year, but if not we would definitely shoot for next year.
Now, there are probably people who like to be admitted into and stay in a hospital. (After all, you get regular meals, lots of time to sleep, uninterrupted TV time; or do you?) I am not one of those people. Soon, I have to go back into the hospital to have another pacemaker emplaced. Hopefully, I will have a short hospital stay, and then I’ll be back in Baldwin Park. Anyhow, while in the hospital, I had a lot of time to reflect on life. Upon my return to home, I found an email a friend had sent to me containing the perks of reaching 60 or being over 70 and heading toward 80. I thought you might be interested in them, so here are perks(not listed in priority). This is not intended to be an all-inclusive list.

Midway through September, I had a less than comfortable experience that made me realize how great it is to live here. (Well — to live period.) For somebody (me) having lived north of 60 years, I have been generally healthy. Although I’ve always had a slow heart rate, it never bothered me. Until mid-September. To keep this article short, suffice it to say that I was intimately introduced to a pacemaker, which subsequently was taken out. For only the second and third times in my life, I spent time in a hospital.

A call from home Raymond Rivera, of the

I
n the wake of a natural disaster, keeping in touch with family is critical. But what if there’s no power or cell phone service? That’s the problem the Baldwin Park law firm of Michael T. Gibson set out to address in Puerto Rico in late September. It all started with stories rippling through the office — accounts of employees and clients with family in Puerto Rico in the wake of Hurricane Maria. They were cut off from communication with their loved ones. Among those employees was attorney liaison and marketing representative Raymond Rivera, whose parents were still on the island. He was born and raised in Puerto Rico and feared for the safety of his mother and father. “The news wasn’t promising for the island,” Rivera says. “We were very worried, because we started looking at pictures on the news. We’re seeing everything that was happening over there, but we didn’t have any communication with my family.” Rivera stepped forward and asked what could be done — that’s when the law firm started to brainstorm. Ideas for relief efforts started with providing supplies such as food and water to the people of Puerto Rico. They could send Rivera over with supplies, but to stay in communication, he would need a satellite phone. And that’s where another idea emerged: He could use the satellite

phone to help families check in with one another. Rivera began to compile a list of 50 to 60 families he would attempt to make contact with on behalf of co-workers, clients and friends. The plan: Find the family, let them make a quick phone call to loved ones in the Unites States for about five minutes and then move on to the next person on the list.
THE REAL WORK BEGINS
The firm started coordinating with the Pentecostal Church of God, a civic organization called Casa and several individuals to gather donated resources for the trip, along with 10 generators that would be distributed to several churches. On Tuesday, Sept. 26, Rivera took a private plane to Puerto Rico, bringing with him a satellite phone and several suitcases full of food, water and other supplies to deliver. After making it to the island, Rivera managed to get to his parent’s house. They were both safe. “Thank God,” Rivera says. “I went over there and stayed with them.”
But that’s when the real work began. Rivera opened his list of families and began making the journey throughout Puerto Rico over several days. He traveled from Cayey all the way north to San Juan, with several stops in between. He later went to Ponce, Salinas and Cidra, among others areas. Many buildings Rivera saw were completely destroyed. Roads were lined with the debris of dead trees and down power lines. It was painful to see the place where he grew up in ruins, he says. “Puerto Rico changed in one day,” Rivera says. “All of the beau-

tiful parts of the island were destroyed. You’d see a tree outside and it was completely clean. No leaves, no nothing. It’s like it was burned.” What made his journey more difficult was that he had no GPS — only a name and location. Rivera was forced to ask for directions to track down the families. Between Tuesday, Sept. 26, and Sunday, Oct. 1, when he returned home, Rivera managed to cross off every name on his list. “It was a blessing,” Rivera says. “I was happy to do it. It was not a burden for me, even though I had to overcome a lot of stuff to get to those places. Seeing them connect to their relatives — seeing them happy and smiling even though they’re in rough times over there — it was a blessing for me.” If someone wasn’t home, he found someone nearby who could confirm that they were safe and out of harm’s way. He assured the same for his parents, sending them both home on a flight back to Central Florida. “The best day of my life was when
I put my mom on a plane to bring her here,” Rivera says. “It was a miracle.”
ONGOING EFFORT
Gibson says he is proud of his employee’s efforts to reach out and help Puerto Rico, adding that it ties in to what the law firm is all about. “Obviously, we’re in a business that tries to help people through tough times,” Gibson says. “I’ve always thought that part of that mission isn’t just a direct legal case or a legal matter, it’s when our community is hurting we’ve always tried to step in and do what we can.” During his time in Puerto Rico, Rivera saw the spirit of people rising above the rubble. He vividly recalls a church — the Pentecostal Church of God — that had been ripped apart by fierce winds. All that was left behind was a tiled floor on a foundation — but that’s all the congregation needed. Rivera attended the church the Sunday he was in Puerto Rico — the congregation had set up a makeshift tent and rows of seats to hold a service under the warm sun.

I
t is a rather gloomy and rainy day in Baldwin Park, but inside the new Lafayette & Rushford Home, there is a much different vibe. As calming music plays in the background, visitors make their way around the store — checking out all the gifts as they hold a cup

of champagne in one hand and a snack in the other. Floating skeletons and a variety of Halloween decorations sit in the front on tables and in the large window frame facing out to New Broad Street — welcoming customers with a holiday spirit. As for the rest of the store, home décor items such as candles, handmade jewelry, and baby gifts sit in their own specific sections as they
fill the walls from top to bottom. Everything in the store is perfect, and that’s exactly how co-owners Kristen Palmer, her mother, Linda, and family friend Rick Davies wanted it to be for the grand opening of their new shop on Sept. 23. “We felt like this was a puzzle piece that was missing, and Baldwin Park is such a beautiful community that we felt like this was a natural fit for us,” Kristen Painter says about the opening of the store. “So here we are — the whole family.” “And thoroughly enjoying it, I might add,” Linda says. “The re-
ception has been amazing — from the management group here all the way through.” The home décor shop is actually the second location for Lafayette & Rushford Home, which was originally located in Winter Park for five years before moving to Baldwin Park. Linda and Davies originally founded Lafayette & Rushford Home in 1989 as Mistletoe House in Dunedin, where they specialized solely in holiday decorating. The concept of holiday décor still is being utilized today at the new store. Kristen says the window and center display would change about every six weeks to match the time of the season. Both Linda and Davies have backgrounds in design and were looking to get out of the corporate world, and that’s when the idea came to start up what would become Lafayette & Rushford Home — a name taken from Linda’s hometown of Lafayette, Indiana, and Davies’ hometown of Rushford, New York. Since those humble beginnings, the business still is driven by the same passion and love for the craft that inspired Linda and Davies in the first place. “It was just the love of the products and the work and the design, and you make people happy,” Linda says. “It’s a great privilege to be able to provide people with something that makes them happy,” Kristen adds. The Painters and Davies go by their own little slogan, “Living your style,” when buying the décor they want to sell. For them, it’s not about keeping up with trends — it’s about helping a customer get exactly what he or she wants. It’s part of the strategy that has helped Lafayette & Rushford Home develop into a trusted community brand. They strive to make customers feel comfortable knowing the Painters and Davies will take care of them and help make those design dreams a reality. “What we want is for people to come in and for us to help them realize the best version of their personal taste — it’s living their style,” Kristen says. “It’s not living

my style, or what Architectural Digest tells you is your style.” And there are plenty of options for their customers to consider. Lafayette & Rushford Home offers a variety of specialty items for the home and also showcases artwork and jewelry created by local artists. There is also a room with floral wallpaper dedicated solely to custom flower arrangements. Everything in the store feels organic and handmade, and for many visitors, that concept of such a customized experience has them coming back — and the reason, Davies believes, is the highest of compliments. “We stand in our store now and the ultimate compliment is, which we didn’t set out to hear, but they
say, ‘Oh, I’m coming to my feel-good place,’” Davies says. An atmosphere conducive to a high comfort level is a goal for the trio, as well as making sure they offer affordable products that people can actually buy — it’s how they want to run the family business. “We want everyone to feel like this is a place that everyone is always welcome — we’re very inclusive and we are very conscious, so we carry things of all price points,” Kristen says. “So someone should be able to walk in with however much money they have in their pocket, and walk out and feel great about whatever they just purchased.”

Service above self Baldwin Park Rotary Club supports local and global organizations through fun events and charitable giving. TIM FREED ASSOCIATE EDITOR
L
ooking to make friends while making a difference? Join the club. The Baldwin Park Rotary Club continues to blend socializing with philanthropy — raising money for various causes and supporting local businesses — all while making new friends. Rotarians in the Baldwin Park area come together for meetings and socializing at various local eateries, bringing their group of 17 members to support the local economy while discussing future
plans for charitable giving. But the club does far more than just restaurant-hopping. It raises between $8,000 and $10,000 each year annually for local organizations such as United Against Poverty and global organizations such as ShelterBox, which provides temporary shelter tents and supplies for displaced families after disasters. Baldwin Park Rotary is also one of only 10 clubs in the district (32 clubs) that runs the Rotary Youth Exchange, an annual exchange student program that sends one American student to another country while sponsoring a foreign
student to come to America. The club’s members have brought students from Peru, Chile and Bolivia to the United States in the past three years, while American students have packed their bags for Peru and Finland, as well. “They learn about these other cultures and how to deal with each other,” Club Secretary Kevin Jacobs says. “They have to learn the language and they’re integrated into local high schools.” “We’re bringing people together that will be lasting friends,” Rotary Club Foundation Chair Dan Bohman says. Money for these organizations is raised through a combination of dues and fundraising events. The biggest fundraiser is the March 9, 2018, Stroll for Smiles, which supports Florida Hospital’s Shar-

ing Smiles program. Throughout this event, participants go from restaurant to restaurant and give them business while sporting event T-shirts. Money is raised through sponsorships on the T-shirts, the sale of the T-shirts, a raffle, and 10% of each restaurant’s proceeds go toward the fundraising effort. It’s wining and dining for a good cause, Club President Kelly Kamper says. “This year we’re going to ask for 15% and maybe adding one more business — we had four last year,” Kamper says. The Baldwin Park Rotary Club has strived to think creatively for the betterment of the community. Ever watched the fireworks at the Baldwin Park Independence Day Bash? That event was first started by Baldwin Park Rotary in July 2010, just a few months after the club was chartered. The event has since changed hands but still runs to this day — and it was all an effort to put Baldwin Park on the map, Kamper says. “What was truly at the heart of starting the Rotary Club in Baldwin Park was they were people from the merchant’s association,” Kamper says. “They were trying to do things to draw people in to our community to help with the patronship of our businesses. The Baldwin Park Rotary Club was trying to bring people in and make Baldwin Park more of a destination for people.” Rotary has led to lifelong friendships and professional partnerships. It’s a club made up of working professionals from all kinds of backgrounds and cultures, with ages ranging from 29 to 69. Bohman says there’s something that all 17 of them have in common: service above self. “It’s a way of giving back,” he says. “You can do more as a group than you can ever do by yourself.” The Baldwin Park Rotary Club hopes to raise about $15,000 this upcoming year, doubling their fundraising for Stroll for Smiles last year from $3,000 to $6,000.

udubon Park Elementary School is on the verge of getting a new name. But what will the Baldwin Park school be called? In the wake of a new K-8 school coming to Audubon Park and taking the “Audubon Park” name, the elementary school at 1750 Common Way in Orlando will take up a new moniker, says Audubon Park Elementary PTA President Stephanie Harley. She says the name change is being led by Principal Anna Ferratusco but eventually will be voted on by the Orange County School Board after much input from the school community. As of now, that School Board’s final vote is set to take place in January, Harley says. There’s mixed emotions throughout the school about the name change, but Harley says she’s excited. “As a PTA we’re definitely excited,” says Harley, who has a first-grader at the school. “If you’ve noticed on our school, at our entrance there’s no name. At other schools, there’s actually a name. We’re ready for it; it’s time.” The school not only will be picking a new name but also a new mascot and new colors. Surveys were distributed to parents and students at the school. Harley wouldn’t disclose her choices but says she’s heard a wide range of mascot ideas from Peacocks and Grasshoppers to Panthers and Bobcats. Other ideas have tied into Baldwin Park’s history as a U.S. Navy base. “I think the kids came up with

some more creative names than the adults, so it’ll be interesting to see where it lies,” she says. After the survey period, the school sent a list of the top three choices for name, mascot and colors for parents to vote on. The top choices for names are Baldwin Park Elementary, Blue Jacket Park Elementary and Lake Baldwin Elementary. As for mascots, those top choices were Bobcats, Eagles and Panthers. The top picks for school colors were royal blue/gold, navy blue/silver and red/gray. Audubon Park Elementary parent Natalie Velasquez says it makes sense to have the mascot be something from local wildlife. “I saw an eagle the other day, something that’s local,” she says. “It ties in to the whole community. If they’re going to change the name, it probably should be Baldwin Park Elementary.” That’s the general consensus for what the parents prefer the school’s name to be, Harley says,

Audubon Park Elementary has stood at its current location along Common Way since the 2007-08 school year, when it moved from the old 1500 Falcon Drive location. According to the Orange County Public Schools website, the school has a current enrollment of 1,247 students.

ith Hurricane Irma in our rearview mirror, now is the perfect time for Central Floridians to reconsider their insurance policies and see if they have the coverage they need heading into the new year. It’s wise to review your home’s insurance coverage and discuss a few post-storm scenarios to avoid when repairing damaged items and potentially filing a claim. Unfortunately, not all offering help in the wake of a hurricane are well-meaning or able to help properly. Take some time to make sure you are not leaving your self open to loss or liability, you won’t regret it. Central Florida withstood the hurricane-force winds and torrential downpours our unwelcome friend Irma brought with her in September, and many homes were left with the scars to show it. Downed trees, damaged roofs and flooding were everywhere, and residents were resilient and proactive in getting their homes and yards fixed up. Many homeowners were outside the next morning bright and early raking, blowing leaves and bagging debris for pickup. As neighborhoods evaluated the toll the storm took on their homes, electric companies, tree-trimming services, landscapers and roofers were springing into action. You may have even seen some new faces going door to door. Although this may sound good, the risk is there that the helping hand extended to you by the person door knocking in your area may not be licensed or insured. Don’t let desperation or the desire for a quick fix cloud your judgment. Any professional worthy of your money will be licensed and insured and able

to produce evidence of such. Still unsure? Always worth a Google and a glance at DBPR for confirmation of their good standing, check the Better Business Bureau, too. Most reading this already will know to be vigilant and verify these things, so remember to look out for your elderly relatives and neighbors because they are often victims of such unscrupulous individuals. Even well-intentioned repair people and would be contractors not insured put you at significant risk. If an uninsured helper injures himself on your property you could be liable. Most homeowners don’t have policies comprehensive enough to cover themselves in such an event, especially if the injured party brings an attorney into the equation. Another pitfall to avoid, per Jackie Berkson, of LRA Insurance, is signing an “Assignment of Benefits” document provided to you by a roofer or other contractor. Essentially, you are presented with what appears to be an opportunity to have your service provider handle all communications with your insurance provider for you. Sounds great right? But it’s not. By signing this document, you remove yourself from the communications loop entirely, disallowing your insurance provider to speak with you directly on this matter. Better to call your insurance provider directly regarding any named storm-related damage. It’s your home, so maintain control and participation in its repair process wherever possible; no one loves your home like you do. Have damage not related to a named storm? Call your insurance agent or broker first to
discuss if filing a claim is in fact the best course of action for you. If you have filed a claim in relation to the storm or otherwise, it’s important to note that if your home is for sale, you cannot close with an open claim. Once the claim is resolved and closed, you are good to go. Just remember to keep copies of the repair receipts and confirmation from your insurance company that the claim was resolved. Even post-hurricane season Central Florida is known for rain, so it’s wise to review whether flood insurance is a valid addition to your homeowner’s policy. Your policy most likely covers damage from a burst pipe but may not protect you in the event of damage caused by rain. How are your trees and the trees of your neighbors looking? If you have low-hanging trees or otherwise sickly or dying trees, trim them back and be proactive. If your neighbors trees look liable to fall over, remember your policy will be responsible for paying out any repairs to your roof or screen. Best to have a chat with your neighbor and get any potential tree or limb dangers resolved before they become truly problematic. Additionally, your insurance will not cover the removal and care of any trees on your property. Fortunately, with a little vigilance and a good relationship with your insurance agent you can be prepared if disaster strikes. Here’s hoping you wont need to be.

ecause of the slowly recovering economy, the IRS has recently changed its rules for settling IRS debts for less than the amount owed. IRS settlements are called offers in compromise, and they are now much easier to get.
One of the reasons The Pappas Group has experienced a high percentage of accepted IRS settlement offers is that we only take those cases where the chances are strong that the IRS will accept the offer. This means we have to do some serious analysis before we recommend the filing of an offer and accept a taxpayer as a client. The great majority of IRS offers are based on what is known as “doubt as to collectability.” For the IRS to accept a doubt as to collectability offer, the taxpayer must prove to the IRS’s satisfaction that he cannot pay the debt, including any accrued interest and penalties, in full. Here are the things that without exception must be analyzed before deciding to file an offer in compromise: n The value of the taxpayer’s assets as compared to the amount of the IRS debt n The taxpayer’s monthly income as compared to
