About the Council TThe Western Pacific Regional Fishery Management Council was established by Congress in 1976 through the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to manage fisheries in offshore waters of the U.S. Pacific Islands. The Council protects marine resources while maintaining opportunities for domestic fishing at sustainable levels of effort and yield. It promotes environmentally responsible fishing in the CNMI, Guam, Hawaii, American Samoa and the U.S. Pacific remote island areas. The 2006 reauthorized MSA requires that federally managed fisheries are regulated through annual catch limits (ACLs).

About This Calendar This 2013 Eskaleran Pulan Chamorro (Chamorro Lunar Calendar) features the contributions and advice of the Commonwealth of the Northern Mariana Islands (CNMI) Chamorro Lunar Calendar Committee: Stan Taisacan, Adolfo S. Calvo, Efrain S. Taimanao, Victorina T. Barcinas and Antonio Ch. Barcinas. The calendar highlights traditional fishing and conservation practices of the Chamorro, the indigenous people of the Mariana Archipelago (Guam and the CNMI). Chamorro is an official language of the CNMI along with English and Refaluwasch. The tide charts with the moon phases and moon rise and set times are in Chamorro time for Saipan. They were provided by Barry Smith, retired, University of Guam’s Marine Laboratory. The illustrations in the calendar are the winning entries of the student art contest held in the CNMI on the theme of “Climate Change Impacts on the Traditional Places that Sustain Our Cultural and Food Security.” This theme encouraged class lessons and discussion on how climate change has or may impact the traditional places and practices that promote sustainable use of natural resources to ensure the island’s food security and the well-being of the indigenous culture. It was chosen in preparation of the 2013 First Stewards Symposium “United Indigenous Voices Address Sustainability: Climate Change and Traditional Places” to be held at the National Museum of the American Indian in Washington, DC (www.firststewards.org). The first-place Grades 6–8 poster will be displayed at the event.
A special thanks to those who judged the art contest: Todd Miller, supervisor, CNMI Division of Fish and Wildlife, Fishery Section; Kodep Ogumoro-Uludong, campaign manager, Mariana Islands Nature Alliance; Lino Olopai, CNMI cultural practitioner; Richard Seman, vice chair from CNMI, Western Pacific Regional Fishery Management Council; and Jack Songsong, director, CNMI Department of Lands and Natural Resources, Survey Division. The calendar was produced by the Western Pacific Regional Fishery Management Council. The project coordinator was Sylvia Spalding, under the leadership of Kitty Simonds, executive director. The Council has produced traditional lunar calendars for CNMI since 2007. The intent is to raise public awareness about traditional ecological knowledge and to enhance community involvement in fishery management. These integral parts of the ecosystem-based approach to fishery management are components of the Mariana Archipelago and Pacific Pelagic Fishery Ecosystem Plans (FEPs) for the Western Pacific Region. Developed by the Council and implemented by the National Marine Fisheries Service, these FEPs are designed to conserve and manage fisheries in federal waters surrounding the CNMI.
