The intent is to raise awareness about traditional ecological knowledge and enhance community involvement in fishery management.

This 2017 Eskaleran Pulan Chamorro (Chamorro Lunar Calendar) highlights traditional fishing and farming conservation practices of the Chamorro, who along with the Refaluwasch, are the indigenous people of the Mariana Archipelago (Guam and the CNMI). Chamorro is an official language of the CNMI along with Refaluwasch and English. The calendar features the contributions and advice of the CNMI Chamorro Lunar Calendar Committee: Adolfo S. Calvo, Anicet H. Mundo and Estanislao M. Taisacan. The seasonal fishing predictions were provided by Jesse Rosario. The illustrations in the calendar are the winning entries of the student art contest held in the CNMI on the theme “Fishing and Farming to the Cycles of the Moon and Seasons.” The art contest judges were Lino Olopai and Cecilio Raiukiulipiy, cultural practitioners; Wilgene Dela Cruz, Michael Tenorio and Frank Villagomez of the CNMI Division of Fish and Wildlife; and Augustine Aguon of the CNMI Division of Agriculture. A special thanks to the participating schools: Grace Christian Academy, Rota; Grace Christian Academy, Saipan; Hopwood Junior High School, Saipan; and Sinapalo Elementary School, Rota. The tide charts with the moon phases and moon rise and set times are in Chamorro time for Saipan. They were provided by OceanFun Publishing, NZ. The moon phases were calculated using the HM Nautical Almanac Office (astro.ukho.gov.uk/websurf) as guidance. The project coordinators were Jack Ogumoro, Council on-site coordinator in the CNMI, and Sylvia Spalding, Council communications officer.
About the Council The Western Pacific Regional Fishery Management Council was established by Congress in 1976 through the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to manage fisheries in offshore waters of the US Pacific Islands. The Council protects marine resources while maintaining opportunities for domestic fishing at sustainable levels of effort and yield. It promotes environmentally responsible fishing in the CNMI, Guam, Hawai‘i, American Samoa and the US Pacific remote island areas. The Mariana Archipelago and Pacific Pelagic Fishery Ecosystem Plans (FEPs) for the Western Pacific Region are developed, monitored and amended by the Council to conserve and manage fisheries and fishery ecosystems seaward of the state waters surrounding the CNMI.
