About the Council The Western Pacific Regional Fishery Management Council was established by Congress in 1976 through the Magnuson-Stevens Fishery Conservation and Management Act (MSA) to manage fisheries in offshore waters of the US Pacific Islands. The Council protects marine resources while maintaining opportunities for domestic fishing at sustainable levels of effort and yield. It promotes environmentally responsible fishing in the Commonwealth of the Northern Mariana Islands (CNMI), Guam, Hawaii, American Samoa and the U.S. Pacific remote island areas. The 2006 reauthorized MSA requires that federally managed fisheries are regulated through annual catch limits (ACLs).

Note: ACLs are not specified for most pelagic species because they are subject to international fishing agreements or have life cycles of less than a year and are thus exempted from the ACL requirement.


About This Calendar The Western Pacific Regional Fishery Management Council (WPRFMC) has produced traditional lunar calendars for the Commonwealth of the Northern Mariana Islands (CNMI) since 2007. The intent is to raise public awareness about traditional ecological knowledge and enhance community involvement in fishery management. These integral parts of the ecosystem-based approach to fishery management are components of the Mariana Archipelago and Pacific Pelagic Fishery Ecosystem Plans (FEPs) for the Western Pacific Region developed, monitored and amended by the WPRFMC to conserve and manage fisheries in federal waters surrounding the CNMI. This 2016 Refaluwasch Pápáál Maram (Refaluwasch Lunar Calendar) features the contributions and advice of the Refaluwasch Lunar Calendar Committee: Joe Limes, Valerio Mality, Jack Ogumoro, Lino Olopai, Cecilio Raiukiulipiy and Andrew Roapou. The calendar highlights traditional fishing and conservation practices of the Refaluwasch, who along with the Chamorro, are the indigenous people of the Mariana Archipelago (Guam and the CNMI). The first Refaluwasch to settle in the Mariana Islands came from Satawal and Elato around 1815 or 1816. There have been subsequent migrations from all of the islands of the Central Caroline Islands. Refaluwasch is an official language of the CNMI along with English and Chamorro.

The tide charts with the moon phases and moon rise and set times are in Chamorro time for Saipan. They were provided by OceanFun Publishing, NZ. The moon phases were calculated using the HM Nautical Almanac Office (astro.ukho.gov.uk/websurf) as guidance. The seasonal fishing predictions were provided by Jesse Rosario. The illustrations in the calendar are the winning entries of the student art contest held in the CNMI on the theme “Traditional Navigation, Seafaring and Fishing.” Teachers were encouraged to have their students prepare for the contest by reflecting on a set of questions that were provided and then watching interviews of four traditional navigators and seafarers available at https://vimeo.com/143950507. Teachers were encouraged to have the students explain their art to their classmates. A special thanks to those who judged the art contest: Lino Olopai and Cecilio Raiukiulipiy, CNMI cultural practitioners; Britta Beachler and Mike Tenorio, CNMI Division of Fish and Wildlife; and Marianne Concepcion-Teregeyo, CNMI Department of Lands and Natural Resources. The project coordinators were Jack Ogumoro, WPRFMC on-site coordinator in the CNMI, and Sylvia Spalding, WPRFMC communications officer.
