No go for Bottle-O By Glenise Dreaver
There is widespread relief in Khandallah this week following the District Licensing Committee’s decision to decline the application for a Bottle-O liquor store at 5 Ganges Road in the suburb’s CBD. The committee said there had been “overwhelming” concern among the objectors about the adverse impact the bottle store would have on the amenity and good order of their village, adding that the objectors captured for the committee their view of the village as “a treasure” which is unique and needs to be protected. They added: “We have also been unable to satisfy ourselves that the applicant is suitable to be granted a new off-licence.” Continued on page 2. Khandallah village seen as a ‘treasure’ says licensing report Continued from page 1. Before the hearing, held over four days from August 1316, Wellington city councillor Diane Calvert had said she believed the application had received more objections than any other in Wellington, possibly even the country. Five hundred and thirty eight
written submissions were put forward, the vast majority against. Only 178 were ruled in good standing however, the committee using “settled law” to restrict eligible objectors to people living within a one kilometre radius of the proposed store. There had been anger about this geographical requirement, based on the committee’s own precedents rather than a formal and specific requirement of the
relevant Act. Fifteen objectors gave oral evidence, one from Alistair Hutchens, president and trustee of the Khandallah Cornerstone Resource Centre Trust Board. The board had engaged counsel and represented some 88 objectors, many of whom contributed to the costs. The committee also said that they had to take into consideration neighbouring land use. In this case, that included a PostShop, Medical Centre,
psychiatrists’ offices, Plunket rooms, Child Care services, Town Hall, food and grocery outlets, library, pharmacy, a children’s play area and parks. “In our view, a general bottle store is not a compatible activity with those types of ‘land uses”, the report says. Greg O’Connor, MP for Ohariu, says the decision is “a victory for a motivated community who mobilised to ensure their voices were heard and acknowledged”.

Once again, the Onslow College team has convincingly won the international Junior Young Physicists Tournament (JYPT) held at the school from Thursday October 3 to Sunday October 6. In the final, held on Sunday afternoon against the team from Brisbane Girls’ Grammar School, Onslow confirmed the dominance
they had shown throughout the tournament. Their elated physics teacher Kent Hogan says they have extended their record to six titles over the 10 years the competition has been running. It was Onslow’s turn to host the tournament and, as well as Brisbane, competing teams came from Tasmania, from Woodford House in Hawkes Bay and from Wellington
High School. The competition is based on an enquiry-based approach to learning, with “physics fights” between teams. It’s different to debating in that each team’s work needs to mirror real-life science. They are judged not only on the quality of their research, but on timing, presentations and their ability to prioritise, as well as “fight their corner” when challenged.
On the day, judges kept reminding the young contestants of the importance of being convincing and of showing an in-depth understanding of the theory underpinning their research. Kent, who is also the current president of the association running the tournament, says no decision has yet been made on where next year’s one will be held, but it is likely to be in Australia.
Trustee sought for charitable body The Karori Brooklyn Commun it y Cha r it able Tr ust (KBCCT) is looking for an additional trustee with good knowledge of the trust area’s communities and the ability to make good decisions. “Trustees are unpaid and meet four or five times a year, as well as making email decisions,” says trust chair Andy Foster, adding that trustees often visit prospective applicants to help them with their proposals. They like projects
that will produce lasting benefit for the communities in their trust deed area. The trust works with the Lion Foundation and provides funding support to a wide range of community projects in or benefiting its Trust Deed area — Makara, Karori, Northland, Wilton, Kelburn, Brooklyn and part of Aro Valley. Since they were established, the group has given just over $2.3m in grants. They held their twelfth an-
nual general meeting recently, along with an information evening for community organisations. In the last twelve months the largest grants made were: $34,050 to Karori Sanctuary Trust for fitting out the Zealandia Visitor Centre downstairs area which is used for education visits and overnight accommodation for groups like Scouts and schools. The new Karori Community Events Centre received
$30,589 towards interior fitout. Other substantial grants were $20,000 to Northland School for its new junior playground, $13,000 to Karori Community Centre to replace tables and chairs, $10,000 to Wellington Free Ambulance towards a replacement ambulance, and $9000 to Wilton Bowling Club to replace old vinyl flooring. So far the percentage of Wellington voters who’ve cast a vote can only be described as abysmal. At 2pm on Wednesday, only 15.15 percent of Takapu Northern Ward voters had cast a vote, as against 22.76 per cent in Wharangi Onslow/Western Ward and 22.76 per cent for all of Wellington. Voting in the local body elections closes at noon on Saturday October 12, with the results later that day. And you’re too late to post your papers. Go to your nearest library to hand in your vote. (Check the opening hours though.) Or you can go to Newlands Community Centre, 9am–5pm. (not at Johnsonville though). Friday is the last day to use the ballot box at the Wellington Railway Station between 6.30am–9.30am and 4pm–6.30pm.
Unimpressed A survey by Wellington Regional Chambers of Commerce and Business Central records that businesses were less than impressed with the performance of WCC and GWRC over the past term. Eighteen per cent of businesses rated Wellington City Council as performing better than average over the threeyear term, while 44 percent said their performance was below average. The performance was rated as outstanding by 2.1 percent, while 15 percent said it was poor. GWRC also received a blunt assessment, with 57 percent rating it below average over the term and 28 per cent saying it was poor. Two percent recorded its performance as better than average, and 1.6 percent as outstanding.
Tawa Brigade jubilee At Labour weekend the Tawa Volunteer Fire Brigade will holding its 75th Jubilee for past and present members. There will also be an Open Day on Saturday October 26 from 10am to 2pm . The Tawa Brigade boasts 29 volunteers including four new recruits under training. Their work now includes traffic management, salvage, fire safety advice, and provision of smoke alarms.

Historic Halfway House Tours The Heritage Gardeners are hosting tours to the Historic Halfway House in Glenside Reserve throughout October. The tours run from 11am-midday on Saturday October 12 and Friday October 25. The hosts, the Heritage Gardeners, are a group of community volunteers who maintain and nurture the grounds of the halfway house.
Diwali Celebration A Diwali celebration will be held at Johnsonville Library from 10.30am12.30pm on Saturday October 19. The celebration will include a story time, creative festivities, henna and dress up. Diwali is the religious ‘festival of lights’ which originated in India. It is largely celebrated globally by Hindus, Sikhs and Jains, but people outside those religions may also celebrate it. Diwali is also known as deepavali which means “row of lights”.

Supriti Singh, now Year 13 at Onslow College, was 18 months when her parents Ajay Singh and Kashmir Kaur brought her from Fiji. “For more opportunities,” she explains. It was a two-stage migration, most of her great grandparents taken from India to Fiji as indentured labour in the grim life on the sugar plantations. History records “slavelike” conditions for the five years of working their fare off. Her maternal great grandfather was the only one who willingly chose Fiji after serving in British Indian Army in World War I. After indentured labour, the family stayed on however, and though her grandparents now live with her in their Broadmeadows home, other close family remains in Fiji. Supriti loves visiting them

and has a special bond with her birth-country She was fifteen for their one family visit to India, and while embracing its history and cultural richness she had, she says, no particular sense of belonging. New Zealand is her home. “It’s a welcoming place. For sure. “And I have a diverse group of friends. Just one Indian,” Supriti adds, saying they are totally accepting of, and really interested in, in her background. And exchanging Easter eggs, and Christmas presents with friends is just a given. Supriti is also interested in Maori culture and relishes the Kiwi lifestyle of skiing, hiking and swimming, as well as her football and netball. “And I play and coach basketball.” She will study health science at Otago University in 2020, hopefully towards a medical degree. For an hour and a half each Saturday she is a senior student at the Wellington Hindi School which meets at Newlands school.
That supports an appreciation of Indian culture, language and music, allowing her to bridge the rich cultures to which she belongs.
Issues of being “One”
At the Churton Park Community Centre on Saturday October 12 between 10am-noon, a function billed as a leadership event for the diaspora community is being held by the Asia New Zealand Foundation and the Wellington Hindi School. It is aimed at the young “diaspora” (literally dispersed people, immigrants) but also policy makers, youth workers and other leaders. Discussion will be held that includes youth participation in civic activities, how can gender equality empower the younger members of that community, mental health issues and the importance of language as “the essence of one’s being”. EYE ON CRIME “I want to ride my bicycle” (With apologies to Freddie Mercury) In Johnsonville CCTV has recorded an intruder arriving by bike at the Johnsonville Mall outside trading hours. He entered a shop by climbing over the counter, then later, outside, climbed back and rode off on his bike. It is not known at this stage if anything was stolen. Again in Johnsonville, in events also recorded on CCTV, an intruder entered the Community Centre and went into the kitchen where he took and ate ice cream from the fridge. He then smashed the bowl he had eaten from. He also smashed a hole in the wall of the meeting room. A commercial office in Broderick Road had its plate glass window smashed. The hole was large enough for the offender to put a hand through and steal a laptop computer from a nearby
desk. No CCTV was needed to record damage to a silver Suzuki Baleno hatchback parked outside a club in Norman Lane during the evening. It had its driver’s window smashed by a rock, but a witness has given a good description of the culprit to Police. A red SuzukiGX125 motorcycle parked overnight in Ohariu Road was stolen. Crescent was entered when the intruder removed the rubber seal from a window and took out the glass pane. Tools taken from the house were found in a pile near the door suggesting that the burglar may have been disturbed and left the scene. Another house in Promontory Crescent was entered in exactly the same way but this time they stole a spray paint machine. In Khandallah the locked shed on a property in Kim Street was broken into by removing a panel from the rear wall. A large and heavy water blaster and a chain saw were stolen. A house in Onslow Road was entered via a previously smashed window which had been boarded up. The window is at the rear of the house and the boarding up material was removed. A TV and
a play station 4 are among the items known to have been stolen. In Ngaio a guest at a house in Heke Street left her Tablet in a rucksack in her unlocked bedroom. When she returned the Tablet had been stolen. An intruder entered the garden of a house in Khandallah Road during the night by climbing the fence, shifting a rat trap, knocking over a pot of seedlings and stepping on young plants. No attempt was made to enter the house. In Churton Park a blue Suzuki Swift hatchback parked locked overnight on the road in Halswater Drive was stolen. The site of a house under construction in Melksham Drive was entered overnight and a quantity of steel roofing tiles stolen.

Cakes for a cause On October 8, Churtonleigh Rest Home in Churton Park held a cake competition to raise funds to help the Breast Cancer Foundation prevent cancer-related deaths. The cakes, baked by families and staff, were judged by taste, presentation and originality, before being sampled by everyone present, to confirm the judges’ decision. The guests made their contribution to the cause by paying for their tastings. The winning entry, by Michael, was a cancer crab cake, of chocolate and nuts. His children Amelie and Julian were on hand to congratulate their dad and to share in his success.

The benefits of new government policies can take time to come to fruition. This week, the impact of getting more people off benefits and into work showed up in the large budget surplus, as not only do we save the cost of their benefit, but also those people pay tax instead of using it. Also wages have gone up for the rest of the working population. As well, we have been paying off the government debt, which is lower than it has been for many years. The healthy financial situation now means we have the flexibility to do things like announcing funding for two new cancer drugs, and grant more tax breaks for businesses who want to do research and development. Business confidence drops when Labour-led governments come into power, especially as one commentator recently pointed out, when they are led by women. The fact we are outperforming most other developed countries shows that such lack of confidence is based on perception, not reality. All this good news has been topped off this week for those Khandallah residents who exercised their rights to oppose a bottle store in the village, and had the Wellington District Licensing Committee agree with their arguments against the store. I sat through much of the case and have to congratulate the team who organised the challenge. Coincidentally, I have started running sessions to show people how to effectively make written and oral submissions so keep an eye out for one in your area. Congratulations too to the Onslow College junior physics team who took out the top prize against stiff competition from Australia and other NZ teams last weekend. St John of God Trust celebrates progress On October 7, the St John of God Hauora Trust celebrated the completion of a $2.5m extension of its residential care facility in Karori including refurbishment of the living areas of its residential care facility in Karori. George Anderson, the trust’s national manager, fundraising and marketing, explained that the facility supports people with physical and neurological disabilities to live an enriched and fulfilling life in the community. Christmas not cancelled after all Dear Editor I write in response to the letter (October 3) from Lorenzo van Der Lingen in which he asserts that the city council has taken up a mean spirited policy approach to tenants of council housing at Christmas among other things. This is not correct. There has been no change in policy. These events were,
and still are, all tenant-initiated activities. Tenants can apply for funding to annual $20,000 Community in Action fund. This fund still exists and is overseen by a panel of City Housing staff and tenants. We rarely decline an application that meets all the criteria. There are many recent examples of funding support for
Christmas, New Year and Easter barbecues. Following the tragic Christchurch shootings, tenants at Central Park and Pukehinau requested that instead of a Matariki celebration they hold an “international food of the nations” event. This was organised by our tenants and supported by City Housing both financially and operationally.

Gangs are a growing problem and despite its rhetoric, the Government is doing little to address the problem. Almost 1400 more people have joined gangs since this Government took office. There are now over 6700 patched and prospect gang members and numbers are growing in almost every region across the country. Instead of looking to itself and its policies constraining job growth, increasing jobseekers numbers and its soft on crime approach, the Government is trying to blame the Aussies for sending convicted Kiwis home.

The biggest mistake people made in a submission was, they said, trying to make ten points. “Just make one. Keep your focus.” Greg had even more basic advice for success. “Read the Bill yourself. Twigland is big on hydrangeas Hydrangeas Isn’t it funny how fashions often go around in a full circle? For a time Hydrangeas were considered a bit fuddy duddy, then a busy generation of gardeners realised these summer flowering shrubs could make their lives simpler with their easy care nature and full on flowering performances. So Hydrangeas, after being rather overlooked for a generation, have made a reappearance in our gardens, their new found popularity has been helped along by some exciting, new, compact growing varieties.
Growing Tips Drifts of Hydrangea are a great way of haing an easy-care garden producing
colourful displays for months. They have many uses in the garden and are great under plantings for trees or in a semi shady spot, they also work well in containers - particularly the dwarf growing varieties. Check out our 4.5 litre range of Hydrangea macrophylla varieties, which are now all in stock at Twigland. Whether planting in the garden or in pots the growing conditions are similar. Choose a position where the variety planted can reach its full size. They’ll handle sun, but flowers last longest and develop better colour in light or dappled shade. They won’t do well in heavy shade, they just won’t flower to their best. Be sure to plant them in good soil, with fertiliser, compost and organic matter to get them off to a good start. Later on in autumn,
feed them with a general garden fertiliser. Did you know Hydrangea flower colour is influenced by soil conditions? Blue varieties are intensified by providing acidic conditions, while alkaline soils favour the pink and red shades. You can enhance pink shades by applying lime, encourage blue shades by applying aluminium sulphate. Prune plants by half in late winter, cutting to just above a pair of nodes or buds. This will promote flower development for the next season and maintains shape and vigour. Be sure to cut out any old and damaged wood. For larger flower clusters, thin plants down to half the number of stems. Remember to keep the roots moist - the big leaves can dry out quickly during hot spells.
The House & Garden Walk The House & Garden Walk is the major fundraiser for the school, held every 3 years. It has been run for almost 20 years. Over the years we have raised funds for a new library, IT equipment & supplies, and the past few Walks have raised money for the development of our beautiful outdoor play and education spaces. We have a growing native garden with fabulous views , a pool carved into the hillside, a secret lawn tennis court with an amazing Arts & Crafts house, and a super solar powered home. We also have the ARThouse - a unique opportunity to view and purchase artworks in a home setting. The ARThouse is open to all, with 25% of each sale to the school. Pavers – for paths, courtyards and driveways Pavers come in a great range of colours, shapes, textures and sizes, making them suitable for most situations. They’re ideal for your summer entertaining areas. Choosing the right paver is important – the size and style will depend upon the type of traffic (foot/vehicle), adjacent structures and colours, and your budget. There are textured non-skid pavers for wet or shady areas. Pavers can be laid in a linear pattern to signify movement and help direct people along a path, or they can be laid in a more restful static pattern that works well for patios. Preparation is the key to a good job. This includes getting the levels right, allowing a gradient of at least 1 in 100 for water runoff away from buildings, and keeping the paving at least 100mm below floor level. Pavers need a foundation of thoroughly compacted basecourse metal. Under a driveway, about 120-150mm of basecourse; under a walkway, 50-100mm will do. Smaller pavers (up to 400mm) on a sand bed are easiest to lay for DIYers; with paving sand swept into the close-fitted joints. Larger pavers (500-600mm) are best laid

Spark Sport flop offers Sky a chance Like a phoenix from the ashes, it seems Sky Television has a chance to soar again thanks to Spark Sport. The Rugby World Cup coverage simply has not been good enough and not worth the $59.95 to $89.95 price tag. Personally, I’ve had only minor issues and nothing that has seriously impacted my viewing experience but it is clear I am one of the lucky few. Many sport fans, who have be-
moaned Sky Television’s absurdly high prices and overall monopoly on sport coverage in New Zealand have likely realised the grass is not always greener on the other side of the fence. I have just signed up for all Sky Sport channels through their app Sky Sport Now for $39.95 a month on a 12 month contract. I get all sport channels and on demand sport content but no other Sky products, no movies, no ba-
sic package, just sport that I can chromecast to my television. As a fan of rugby, league, cricket, American sport, golf and tennis majors as well as all the one-off events to me it is a no-brainer at that price point. Four years ago I was paying Sky over $100 a month for many channels I did not want or need. This option cuts the fat and gives me a price I can live with. Spark Sport have a lot of work to
do and while their initial response to technical issues was admirable, it is clear streaming issues are still occurring and now the company is trying to minimise the issue publicly while trumpeting the games where there are no issues. Well, I’m sorry, Spark Sport, patting yourselves on the back for delivering the service at the standard you should have is a silly way to get a sore arm. Public perception is starting to
come back to Sky Sport, who have lost a lot of subscribers over the past year but may have a chance to claw most of them back if they are smart with the packages they offer. Spark Sport must go back to the drawing board if they want to be a serious competitor for sport rights in this country. This experience has been a failure. Perhaps that’s harsh but it is the reality and now Sky has a chance to capitalise.
Local karate experts show their style The Marist Johnsonville Karate Club exceeded all expectations when 20 students recently travelled to the Hawkes Bay to represent the club, and Wellington province, at the National IKO Matsushima Karate Tournament. The event also attracted a record number of competitors from around the country and Australia. T he Joh nsonvi l le -base d team members all entered the “full-contact” division, with six also participating in kata (forms). Amazingly, of the 20 fighters, 18 finished within the top three placing in their grade/age cate-
gory, five winning gold. An added bonus was gaining first place in the Team Kata competition.
