As 2023 closes and we enter into the new year, I find myself reflecting on another busy year. The world continues to change, and this year like the ones before feels tumultuous if you keep up with the news, but it reminds me how grateful I am to be working in an industry that is literally and figuratively grounded. A part of something that is fundamental to the Human Experience. No matter who you are or where you go there is a need for plants, and a need for those with experience to grow and sell them. It may look different from one place to the next, but the mutual necessity of the garden connects us all.

I followed the path of horticulture because I loved plants. My deepest love was, and still is, for the delicate and vivid flowers filling pots, flowerbeds, and borders. I also found delight in starting a garden in the spring, and reward when harvesting the season’s bounty in the fall, in learning to name the trees and shrubs that form the bones of the landscapes that surround us, discovering wildflowers in their natural environment and recognizing them because of their cultivar cousins. For each moment of learning comes more growth, understanding and evolution.

Getting to know plants better led me to a role in sales, and while my exploration and discovery of plants started as an independent journey, it has become filled with fellow travelers. Some are passing by, while some have become my teachers, others my friends and recently I am finding myself in the role of mentor, helping those that are just finding themselves on the same path to discover things I have already learned. Having the opportunity to share my passion with others who are hungry for that same knowledge is rewarding and exciting.

This year as President of WSNLA, I have met more incredible individuals that are making a difference in the world of horticulture. I have also had the privilege of working with my fellow board members on several projects, including our Promoting Careers in Horticulture Initiative and Power Up Your Pollinators industry campaign. Both of these projects encompass so many great opportunities for WSNLA to share our knowledge with those that have discovered a place in the garden, be it for fun or as a professional. We are nearing release of the material for the benefit of membership and the wider industry in Washington State. I am so proud of the work that has been done by the professionals who volunteered their

time to work on these projects on behalf of WSNLA.

If you are excited like I am about sharing your passion, there are more opportunities coming up in the new year to get involved. Below are just a few that are right around the bend.

Our 2024 Annual Membership Meeting will be happening January 31st. We are continuing to expand on our Careers in Horticulture Initiative. We have plans to attend career fairs around the state in 2024, both in person and virtually. If you are interested in participating, please reach out and let us know! Power Up Your Polliantors marketing will be hitting the press; this is a great tool for retailers working to educate their customers on plants for pollinators and some darn cute artwork too!

The 2024 legislative session is right around the corner. More education opportunities are coming in the new year. Last, but not least, maybe you have friends in the industry that haven’t taken the leap to join, there is no time like the present to become a member of WSNLA! See you in 2024!

Leaders in Advocacy: Why Grassroots Advocacy Matters & Easy Ways You Can Get Involved

WSNLA Is Your Industry Advocate. For over 85 years, WSNLA has been advocating for member businesses and the horticulture industry in Olympia, across Washington State and nationally in DC. Relationships, locally and nationally, built over the longterm support these efforts. At the heart of these efforts is the collective voice of member businesses that shape the face of the industry, and work together to voice concerns or support on issues with impacts to your business.

Help Your Elected Officials Help You

The best way to get involved is to get to know your legislators and other local and state officials. You can do this by arranging a meeting to introduce yourself. Call your legislator’s office to introduce yourself, tell the legislator or the legislative assistant what you would like to discuss, and make an appointment for a visit. As you plan your visit, be prepared for your discussion. Know what you want to say, be factual, and make your comments as brief and specific as possible.

Also, keep in mind that legislators relay heavily on the professional staff for information gathering and analysis. Making sure staff are aware of the perspective your personal knowledge and experience can provide is equally valued, as legislative staff work on a wide range of issues. They always appreciate new sources of clear and accurate information, and they can provide you with the most current information they have. Keep in mind that advocacy happens on all levels, it is valuable to build relationships with your local leaders such as your Mayor and Council members, or key contacts at state agencies your business works with regularly.

Extend an Invite to Tour Your Business:

Extending an invite to tour your business is an effective way to educate local and state representatives about your business, it’s unique elements, challenges and positive impacts on community.

Here are some more ideas for you:

Send an email or write a letter: Be sure your communications are brief, to the point, clear and formal. Include your name and mailing address, as well as your e-mail address, and let the legislator know how you’d prefer to be contacted.

Testify Before Committee: Make sure your views and positions are heard by testifying in front of a committee or council that is having a public hearing on an issue or bill. Testifying is available in person and virtually via zoom.

Attend a Town Hall or City Council Meeting: These events are a great way to learn more about current issues, voice your opinion and get to know your local and state leaders.

With strength in numbers, WSNLA is dedicated to advocating for your business. WSNLA Legislative Updates are emailed weekly to WSNLA member businesses. Watch your email inbox and be sure to share your thoughts, concerns and support on proposed legislation with WSNLA and your legislators.

WSNLA’s business membership includes a diverse community of large and small growers, garden centers, landscape professionals and suppliers. It is the intent of WSNLA Board of Directors to ensure legislative activities focus in on overarching WSNLA member needs, while effectively balancing the diversity in business scale and location. To that extent, the following priorities have been identified, with member input, to guide and strengthen WSNLA legislative and regulatory activities throughout the State.

WASHINGTON STATE NURSERY & LANDSCAPE ASSOCIATION LEGISLATIVE PRIORITIES

Washington Nursery and Landscape Association supports stewardship of the land and the plants and trees that grow upon it.

Our priorities include:

• Promoting a positive business climate for growing and marketing plants and landscape services.

• Protecting our industry from burdensome regulation, taxes and fees.

• Working in a bipartisan manner and focusing on results.

• Ensuring policies are reasonable and based on sound science.

WSNLA will coordinate with other affiliated professional organizations to support our members on agricultural and environmental issues such as:

• Water availability, management & quality

• Urban planning and the inclusion of green spaces

• Pesticide regulation

• Open space taxation

On general business issues, WSNLA will focus on impact to members. Such issues include but are not limited to:

• Labor: availability, training, minimum wage, workers comp, health care, benefits

• Simplifying business regulation including streamlining local jurisdiction business licensing

• Taxes

In 2024, WSNLA - through advocacy, promotiong & education - continues to support the success of your business. With that mission in mind, the WSNLA Board of Directors, committees and task forces continue to provide strategic leadership, innovative ideas, guidance on programs and initiatives, help in shaping advocacy and bringing you together with your peers in 2024. Please consider getting involved!

Advocacy

The 2024 legislative session is under way and WSNLA advocacy is focused on protecting your business, and positioning our industry as partners in solutions. Lobbyist, Jesse Taylor, is our eyes and ears in Olympia. This year, industry segment ‘advisory teams’ have been created to provide rapid insight and inform WSNLA advocacy on relevant topics, as needed. With that being said, all members are encouraged to provide input on bills impacting their business.

HB 1868 looks to ban new gas-fueled lawn mowers, chainsaws, rototillers, log spitters, leaf blowers, pressure washers, stump grinders, wood chippers and snow blowers, and all other equipment with 25HP or less. The bill allows for federal, state and local emergency response; Exempts electric power equipment from sales tax; Gives $5M a year to local governments to replace gas equipment; and, if passed, goes into effect in 2026, allowing an option for Department of Ecology to delay and/or temporarily exempt specific use cases of commercial or residential outdoor power equipment with engine exhaust or evaporative emissions from the restrictions upon determining that a suitable zero emissions outdoor power equipment technology does not exist to satisfy the needs of the specific use case, if needed. Violation enforcements includes up to a 10k fine and/or up to a year.

City of Kirkland is taking a different approach to this conversation. Earlier this year, City of Kirkland reached out to WSNLA to engage industry in their initiative to ban gas-fueled leaf blowers. The City Council and staff have put together a thoughtful plan looking to phase out gas-fueled leaf blowers. Understanding equipment needs are not where they need to be, especially for commercial and public works use, the City hosted a roundtable and demo event focused on gathering solutions and ideas. Thank you to Andrew Barker, CPH (Cloud Landscape Design) and Will Bailey, EPC (Avid Landscape Management) for joining me at this event, and sharing their practical experience and perspectives.

WSNLA is working to position our industry in the conversation regarding climate and the environment as a partner in solutions. Working collaboratively to seek practical and impactful solutions, education and incentives is a key element of this conversation.

use application, unless by a licensed certified pesticide applicator. Kelly McLain, WSDA Legislative Liasion and Policymaker joined the virtual WSNLA Legislative Update last month to share further details and answer questions.

Promotion

Your Power Up Your Pollinators marketing kit is now available! It includes easy tools to integrate into your social media outreach, in store signage to ease customer decision making and more! To bolster industry marketing, WSNLA will be launching a digital campaign that bolsters this message, encourages consumers to Power Up Their Pollinators and to connect them with your nursery and landscape company on GardenWashington.com.

The GardenWashington brand, which includes the printed Guide and GardenWashington.com, continues to grow as a consumer resource. Be sure you leverage member benefits of both marketing tools!

WSNLA ‘Plant a Career in Horticulture’ task force continues its work to increase exposure of the various careers in the horticulture field. With video production complete for our grower, retail and landscape vidoes - 2024 will focus on promotion and outreach.

This year, efforts will expand to even more colleges with the goal to bring exposure to the vast variety of careers in horticulture and to connect students with career building resources. The task force is setting-up regional ‘hubs of ambassadors’ passionate about sharing their story and inspiring the next generation of horticulturists. This involvement includes connecting, in person or virtually, with local college or high school students and/or career events.

Resources are available to help increase exposure for your hiring needs. The WSNLA Career Fair will run the entire month of February and will coincide with WSNLA’s participation at WSU and UW college fair events. A digital advertising campaign will put your Career Fair job listings front and center. Your listings in the virtual WSNLA Career Fair help us connect future leaders with your business. Plus, remember career listings are free for member businesses throughout February!

Data collected from student outreach last year, showed strong Interest in internship opportunities. Because of this, WSNLA is hosting a webinar about ‘How to set-up a successful internship program and prepare for mentorship’ during February’s Career Fair. Hear directly from WSU-CAHNRS staff about required elements, what works and how to prepare. Be sure to tune in to learn how to leverage your business as a gateway for future professionals!

Education

This year, the online PROseries line-up will continue to expand and will include a Power Up Your Pollinators series that will provide information and techniques on protecting and creating pollinator habitat.

Steering committees for the Certified Professional Horticulturist and ecoPRO Certified Sustainable Landscape Professional certification programs are focused on cultivating the certified communities, improving communication, and promoting the value of the CPH and EPC designations to consumers.

Member Notice of Proposed Amendments to WSNLA Bylaws

In 2022 the WSNLA Board of Directors created a Governance Task Force to review and make recommedations to modernize the WSNLA board structure. Throughout 2023 the task force met, individually investing over 18 hours of meeting time, to thoughtfully research, review and make strategic recommendations that will carry WSNLA leadership into the future.

The governance structure changes will require significant bylaw revisions that focus on the proposed amendments:

* Restructure the WSNLA Board. Currently, the 22-seat board is composed of regional chapter presidents and caucus representatives. The new proposed model would reduce the board size to 11 and focus on industry segment representatives, plus 2-member at large positions to ensure regional diversity and experience.

* Updated and where missing, added roles and responsibilities for officers and directors.

* Formation of a nominating committee that is charged with recruiting board leadership.

* Updated deadline and dates to reflect current administrative and publishing purposes.
