1. Except for the Circle K International Representative, the District Administrator, the Parliamentarian, those seeking endorsement for candidacy for the international office, and candidates called upon for speeches or debate, only delegates wearing the name badge issued or marked by the Credentials Committee may be seated in the area designated for delegates. 2. Sergeant at Arms act as pages and runners to the house and may not address the house, vote in any manner, and shall conduct themselves in a manner respectful of the house. 3. No person, other than Sergeant at Arms and committee chairs called on for reports may enter the house without permission once the house is “ closed” without first “ opening ” the house to permit such entry. 4. Only delegates may present, speak, or vote on any motions without the permission of the house. 5. All delegates are expected to behave in a respectful, nonbelligerent fashion at all times in the house. 6. The Credentials Committee Chair, directly after the opening ceremonies of the first and subsequent meetings, shall report the number of delegates, delegates-at-large registered with proper credentials and clubs represented. 7. All reports given to the house shall be written and presented to the Secretary. 8. All announcements to be presented to the house will be printed on the form provided for that purpose and given to the Secretary, shall be signed and dated by the person wanting the announcement. 9. All motions to be presented to the house shall be printed on the form provided and the maker of the motion shall sign and date the form, presenting the completed form to the presiding officer after reading it to the house. 10. All resolutions to be considered by the house must have been presented to the District Board in sufficient time to have such resolution in printed form to present to the house and been approved by the District Administrator.
