One of the men who has figured prominently in the state's penal reforms announced his resignation Friday. Assistant attorney general Donald Horowitz said his resignation becomes effective July 1. He will be replaced by Richard Mattsen, now assistant attorney general in charge of motor vehicles. "I have a personal investment in corrections in this state and wherever I am, whatever I do, I will maintain my interest in it," Horowitz said. Horowitz said he resigned because he understood when he
accepted the position in 1970 it would only be for two years. "When I took the job I said to Slade (Attorney General Slade Gorton) that 1 didn't consider myself a career AG," said the attorney. "It's just time for me to move on." He said his future plans haven't been decided, although there "are three or four things" he is considering. Horowitz has been in private practice before. "If the governor made me a good offer that I liked, I'd take it," Horowitz said. "He has given a lot of advice to the correctional system," said Penitentiary Supt. B. J.
GOP Names Chairman SALEM, Ore. (AP) - Dave Green, 38, a Madras businessman, was elected chairman of the Republican Slate Central Committee Saturday. With 90 per cent of the vote counted, his only opponent, James L. McCreight, 31, a Portland real estate man, had received only one roll call vote. Green was declared elected by acclamation. A farm operator and businessman, Green is vice chairman of the Central Oregon Community College Foundation board and serves on other local and state boards and commissions.

"If equal enforcement of the law is penal reform, then I endorse it," said Horowitz. The lawyer said he thought it was his office's duty to see the rules were equally enforced, "to the extent that I enforced them against people who didn't always have laws enforced against them."

COLLEGE PLACE - A regional solid waste plan will be reviewed by the College Place city council at a meeting tomorrow night. The council is also expected to discuss an environmental impact statement for the county's solid waste management plan. Other matters to come before the council include a request from Mae Jensen to install a trailer at 216 N.E. D street. According to the agenda this will be the 734th meeting of the College Place council.
