USDA’s forecast projects production increases for livestock prices Arlington, Va. – “Our theme this year is ‘Roots of Prosperity,’” USDA Chief Economist Robert Johansson said during his 2018 Agricultural Economic and Foreign Trade Outlook presentation at the 2018 Agricultural Outlook
Forum. “We are heading back out to farmers and see what their roots are in the countryside.” The annual Ag Outlook Forum provides a venue for USDA to discuss their challenges but also look at opportunities for the
future. “For the U.S., we know producers have many producers looking forward to the 2018 crop year,” Johansson commented, listing the farm bill, budgets, trade and more as of concern for producers.

Washington, D.C. – More than 70 sheep producers from 17 states gathered in Washington, D.C. March 6-8 for the American Sheep Industry Association's Annual Legislative Fly-In to meet with Congressmen and agency officials about the most pressing issues in the sheep industry. “We had a busy week, and it was a very successful

WGFD Economics A new analysis from the University of Wyoming shows hunting, fishing and wildlife viewing activities made a significant impact on the state’s economy in 2016. Data show hunters, anglers and wildlife watchers spent an estimated $788 million in Wyoming, with the total economic importance up to $1 billion in business activity.

Coal Production Wyoming’s Powder River Basin coal production cracked the 300 million tons-mark for the 17 th time in the last 18 years in 2017, including the mining of the basin’s 7 billionth ton of coal. Production in 2017 slowed slightly in the second half of the year.

Platte River effort necessary to conserve species, protect water rights On Feb. 28, the Bureau of Reclamation (BuRec) released their draft Environmental Assessment (EA) and draft Finding of No Significant Impact (FONSI) for the proposed extension of the Platte River Recovery Implementation Program (PRRIP). The program, which includes Wyoming, Colorado and Nebraska water users, three states, the federal government and environmental and conservation organizations, proposes to extend the First Increment of PRRIP by 13 years, allowing for continued compliance for water related projects with a federal nexus under Endangered Species Act (ESA). Looking back The PRRIP has its roots in ESA consultations for waterrelated projects in the 1970s and 1980s, says Brock Merrill, BuRec Platte River Program coordinator. “There were a number of jeopardy opinions completed for water-related projects, which determined that those projects would detrimentally impact the endangered whooping crane and its habitat in central Nebraska,” Merrill explains. “One of those projPlease see PRRIP on page A14

Recognizing the importance of Wyoming agriculture and educating school children through reading, the week of March 5 was designated by Wyoming Gov. Matt Mead as “Wyoming Agricultural Literacy Week.” Educating Wyoming school children about agriculture is the goal of the Wyoming Farm Bureau (WyFB) Young Farmer and Rancher (YF&R) Committee “Ag Books for Kids” project. 2018 marks the 14th year of the project. The WyFB YF&R Committee organizes the project, and county Farm Bureaus across the state donate agriculture books each year to Wyoming elementary school libraries. The “Wyoming Agriculture Literacy Week” proclamation reads, “Educating through literature is a top priority for school children, where reading is a fundamental standard in the education system.” Three contests are offered for Wyoming students to encourage use of the book and provide application opportunities for what is learned – a coloring contest for kindergarteners and first graders, poster contest for second and third graders and creative writing contest for fourth and fifth graders. The contest deadline is April 6. More information on 2018’s Wyoming Agricultural Literacy Week is available at wyfb.org.

River pilot program sees success On March 5, the Upper Colorado River Commission (UCRC) released a report on their System Conservation Pilot Program (SCPP), noting that farmers and ranchers throughout the system were open to voluntary, temporary water leasing deals to ease water supply concerns. Cory Toye, Wyoming Trout Unlimited’s Water and Habitat Program director, says, “UCRC took an objective look and – especially in Wyoming – the demand for SCPP is beyond expectations.” Project origins Originally launched in 2015, SCPP was developed in response to concern over water levels in Lake Powell and Lake Mead. “Diminishing water supply brought Lower Basin states, including Arizona, California and Nevada, together to ask if
there was a tool or multiple tools to create more water in system,” Toye explains. “The idea of a voluntary, non-regulatory program with an incentive was created.” SCPP was developed to answer the question of whether landowners would be interested in entering into voluntary compensated agreements to reduce the amount of water they use throughout the irrigation season. SCPP was a three-year pilot project launched by municipal water utilities in Denver, Colo., California, Arizona and the Nevada Water Authority, as well as the Bureau of Reclamation.
