Councillor David Henderson, Leader of Wyre Council “Welcome to this year’s edition of Wyre Voice. I’m sure you’ll agree that the last year has been a great success for our borough. So much so, that our latest Life in Wyre Survey results show that 80% of our residents are satisfied or very satisfied with where they live. It’s been another award winning year as four of our parks received Green Flag awards and four of our beaches received Seaside Awards once again. Poulton New Cemetery was also awarded Gold in its category at the Cemetery of the Year Awards.

Fleetwood Market won ‘Lancashire Retail Experience of the Year’ at the Lancashire Tourism Awards and North of England ‘Best of Britain’ Business Award 2018. Recent developments at the market include an online shop and the launch of the Digital Help Centre with Citizen’s Advice which continues to help hundreds of local people to get online. We have also enjoyed a successful launch of a new market in Cleveleys which will now take place every year from April to September. We have been extremely successful in securing funding from external sources which allows us to keep investing in the borough. Examples include £0.8m from the Coastal Communities Fund for Fleetwood Market and to join up our coastline economy, as well as a £2m
grant by the Heritage Lottery Fund and the Big Lottery Fund to continue our work to revive the Mount Pavilion and gardens in Fleetwood. Our commercial focus remains strong as we make best use of our venues whilst ensuring all our fees and charges remain low for community use. The Civic Centre in Poulton is now shared with both Lockwood GP Surgery and two of Lancashire’s policing teams. Many of our venues are licensed to host weddings and we launched our new wedding packages earlier this year for Marine Hall, The Mount, Thornton Little Theatre and the Civic Centre. We continue to work with our partners to develop the Hillhouse Technology Enterprise Zone in Thornton. The site will benefit from investment
This year, council tax for Wyre has increased by £5.80 on a Band D property, which means that the overall cost for all Wyre’s services is 55p per day. For this,
we manage a range of services including street cleansing, waste and recycling, parks and open spaces, licensing, housing support, planning and building control, environmental health and leisure and tourism. Our priorities for the next four years focus around people, place and the economy. Our

Lancashire Business rates pilot scheme Lancashire has been selected to take part in a business rates pilot scheme that looks set to bring a predicted £10.8 million boost to the county. The scheme involves 11 borough councils including Wyre, two unitary authorities, the county council and the fire authority and means that participating authorities benefit from the increased retention of growth in business rates. The pilot scheme will help to increase the financial resilience of the 15 participants and provide more funding to invest in services at a time when local authority budgets are under intense pressure. It will also increase resources to target strategic economic growth across the county. The Government’s aim
is for all local authorities to retain 75% of business rates by 202021. Business rates are charged on most nondomestic properties, such as shops, offices, pubs, factories, holiday rental homes and guest houses, with levels set by the Valuation Office Agency. Councillor Alan Vincent, deputy leader and portfolio holder for resources at Wyre Council said: “This is a great example of the benefits that can be achieved by councils and the Government working together. We are hopeful that based on the financial modelling done by the authorities involved this will bring real cash into Wyre to help maintain the excellent services we provide.” The pilot scheme started on April 1 2019 and will help to test whether 75% retention of business rates can be rolled out nationally and how that scheme will be designed.
When did you last visit your local market? Market day still holds a special place in the hearts of many people from all walks of life, as a place to shop but also socialise and there are plenty to choose from in Wyre. The award winning Fleetwood Market has over 200 stalls to explore. It’s open Tuesday, Thursday, Friday, Saturday and Tram Sunday. Back for the summer! After a successful trial run last year, Cleveleys outdoor market is now
open every Wednesday from 9am to 4pm on the Plaza until the end of September (weather permitting). Poulton Market remains ever popular. This lively outdoor street market in the main town centre square is held every Monday except bank holidays. There’s also Great Eccleston Market every Wednesday on the Village Square and a traditional weekly outdoor market on Garstang High Street every Thursday. Find out more at www. wyre.gov.uk/markets
FUNDING SECURED FOR OUR COASTAL TOWNS A grant of £772,085 has been secured from the Coastal Community Fund, which will go towards a £1.22m project called ‘Joining Up the Wyre Coastline Economy’. The vision is to link the coastal economies of Cleveleys and Fleetwood by strengthening ties between key visitor attractions. Fleetwood Market will also benefit from a number of improvements. Hillhouse Technology Enterprise Zone Wyre is home to Hillhouse Technology Enterprise Zone in Thornton and we continue to work with our partners to develop the Implementation Plan to boost the economy of the region. The 138 hectare site is a former chemical production facility which provides a fantastic opportunity for businesses to be located on an existing, internationallyrecognised business park, alongside world class multi-national businesses including Victrex PLC, AGC Chemicals Europe Ltd and Vinnolit.

DIGITAL WYRE New website and selfservice portal We are currently developing a new website for Wyre’s residents and businesses. The site will have much more to offer, enabling users to set up their own personal dashboard where they
can request services online, make payments and track their enquiries. Additional calendar functionality will allow users to book appointments for services online. We are in the early stages of development, and are working hard to ensure the new website will be highly secure and available on any device. You will still find us at www.wyre.gov.uk

PEOPLE Our next generation There’s lots going on in Wyre for children and young people to get involved in! Councillor Lynne Bowen, Portfolio Holder for Leisure, Health and Community Engagement explains, “Regular events include parkour sessions at Memorial Park on Tuesday evenings. We also sponsor the TrySport programme in partnership with Fleetwood Community Trust which provides opportunities for young people to try out activities such as football, tennis, dodgeball, street dance, climbing, trampolining, fitness classes and skateboarding. There’s also our Multistars sessions every Thursday at Fleetwood High

School, which give young people with disabilities the chance to take part in a variety of sports and activities. If you want to get your kids out of the house and learn about being healthy, then the YMCA’s Your Move Kids programme might be what you are looking for. The programme gives children aged four to 13 the chance to take part in fun games and activities and learn about healthy food choices. There’s also a Your Move Teens programme. These free 12 week programmes are available through a self-referral system which you can access online at www. yourmoveprogramme. co.uk Plus there’s Marine Splash in Fleetwood and YMCA Bowl and Air Skate in Thornton to keep the whole family entertained.”

Our current Youth Mayor Daniel Bittley told us about his year so far: “I have thoroughly enjoyed my time as Youth Mayor, from meeting new people, councillors, mayor’s and deputies to getting involved in the community and the events that surround it. It has been an experience that has given me the opportunity to attend numerous events including concerts, live shows and orchestrated music performances which I found to be absolutely beautiful and something I normally wouldn’t have got to experience. Being Youth Mayor has allowed me to help in any way I can and give something back to the community which I cannot be more thankful for.”

We are planning a focus on young people, mental health and social isolation, especially in the elderly.”

EXPLORING THE GREAT OUTDOORS We caught up with Alison Boden, our Coast and Countryside Manager. Here’s what she had to say about her role and the best ways to explore our great outdoors.
“
Tell us a little bit about your job... “Well, this is my 30th year! I manage a small team of rangers and officers who work across the whole borough. I also work with a huge team of volunteers, friends groups, schools, community groups and parish and town councils. We all have a shared vision which is really all about making Wyre a happy and healthy place to be. Together it is our job to manage the land and venues we control

such as the beach, lots of open spaces and places like Rossall Point Tower and Wyre Estuary Country Park. We want to make sure they are safe, welcoming and that we have a positive impact on the environment, our bathing waters, the biodiversity and our wildlife. a fabulous promenade so I’d say get out and enjoy it. We have the canal too in our rural areas so there is plenty to enjoy by cycle, tramper or with a pushchair too. Look at the walking pages on our website or pop in to our visitor information centres in Fleetwood and Garstang to find out where you can go. I’d recommend a guided walk too as your walk leader will tell you all about the area and the wildlife there, they are so knowledgeable and it’s a really nice way to learn something new.
If you are going to do anything, take part in our annual walking festival. It’s always at the start of May and there’s over 40 walks and activities to take part in.” Where are your favourite spots? “I love places with views, I don’t think you can beat Nicky Nook. Wyre Estuary Country Park also has great views all along the river’s edge. I also love Winmarleigh Moss a little stretch of peat bog. It’s full of bugs, beasties and wonderful wild flowers, you can literally hear it buzzing. I feel very lucky when I’m in these places. If I can see a beautiful view, hear a bird and smell the flowers that’s all I need. I’m very lucky to work in an environment where I get to experience all of this.”

PLACE Lottery funding boost for the Mount, Fleetwood Work will soon start on the next phase of the Mount restoration project thanks to a £2million grant by the Heritage Lottery Fund and the Big Lottery Fund. The seaward side was restored in 2017 thanks to a £1m personal donation from Mrs Doreen Lofthouse. Starting in September 2019, this new grant will fund the restoration of the garden areas that have yet to be touched including the pavilion and the lodge. The pavilion, originally
built in 1901 will now be restored and brought back into regular use and the lodge building will also be restored. Residents told us they often want to call in to a shop for a short time and don’t want to have to pay for two hours parking. So, a one hour rate has been introduced on all car parks at a charge of £1.

maKING RECYCLING EASIER We have listened to residents’ concerns about the recycling boxes for cans, glass and plastic bottles and are pleased to be introducing new wheeled bins in spring 2020. The new bins will make it easier and provide additional capacity for residents to recycle their waste. From spring 2020 recycling will be collected every fortnight alternating between the blue paper and card bin and the new glass, cans and plastic bottles bin. Residual waste in the grey bins will continue to be picked up every two weeks. The paid for green waste service will also continue to be picked up every two weeks. Households on a sack collection will not be affected.
Tackling litter on our streets Back in October 2018, we launched a brand new pilot project to clean up the streets of Wyre. We listened to feedback from residents who took part in our Life in Wyre survey and shared concerns about littering and dog fouling. We have partnered with District Enforcement
whose officers now patrol the streets issuing fixed penalty notices to those caught littering. Since the launch, we have engaged with the public and seen more dog owners equipped with the means to pick up their dog’s mess. Now that we’ve made an excellent start on cleaning up the streets and open spaces, we are investing Wyre’s share of the money

Award winning project in Pilling The Pilling 20-20 Project was set up with the aim of providing services and facilities for local residents and we are proud to have supported it from the outset. The team behind the project has made some fantastic achievements to date including the installation of a ‘trim trail’ and two new football pitches on
the fields on Taylor’s Lane. 3,000 new trees have been planted and there’s now a new play area suitable for tots to teens. All the hard work was recognised last year as the scheme won Wyre’s Community Project of the year at Wyre’s 2018 Sports Awards, going on to win at the Lancashire Sports Awards too. However it does not stop here! Construction of the new community hall is due to start this summer and the team
is hoping to secure funding to create a multi-use games area and tennis courts. The Pilling 20-20 team would like to thank everyone who has been involved and given time and money to achieve so much, especially the volunteers who help in all sorts of ways giving a real sense of community spirit to the project.
