CFSP has been perceived as highly intergovernmentalist policy domain, due to weak institutionalization, national interests and power. However, i argue that the lack of centralization of CFSP is more because of lack of a common European identity. What do Europeans mean by common? Moreover, what constitutes a common foreign interest? The emergence of a European public space is essential input for engaging the common citizen into the process of policy making within CFSP. One of the mechanism to develop a European public sphere would be through the Europeanization of national public discourses, which on the other hand would upload its Europeanized interest to the CFSP. I pursue a constructivist approach to analyze the social domain of European public space and also post-modernist approach sucj as teh discursive ones in order to analyze the impact of communication on legitimating the CFSP. The literature of Europeanization is reviewed as well.
