The new requirement has been implemented as part of the Government’s efforts to prove its seriousness in creating jobs for the youth. Devolution and Planning Cabinet Secretary Ann Waiguru on Monday said those eying Government contracts, including foreign investors, must demonstrate the number of
jobs they will create for the youth before being allowed to begin operations in the country. She said the measures are expected to deal with the rising cases of youth unemployment. The new requirements are outlined in the National Employment Policy which is awaiting approval by Parliament for implementation. “Once approved, all major investments and projects will be subjected to a systematic analysis to determine their employment creation potential
before they are accepted,” Waiguru said while opening the International Conference on the Great Lakes Region (ICGLR) at KICC in Nairobi. Creation of job opportunities was one of the major promises the Jubilee administration made to the youth during its campaigns. She said the youth population in Kenya has risen to 16 million, up from 3.3 million in 1969. The unemployment rate stands at 12.7 per cent. Youth aged between 15 and 35 years
of age account for more than 30 per cent of Kenya’s 44 million people. “The statistics show that Kenya is experiencing a youth bulge. That is a labour force that is predominantly youthful,” she said. Idleness among most the youth has been blamed for the rise in criminal activities, including radicalization. Waiguru urged MPs to quickly approve the policy and ensure creation of jobs for young people. She also directed State departments to conduct a similar analysis to
determine the number of jobs that can be created for the youth. The Government has set aside up to 30 per cent worth of State tenders for the youth, women and the disabled to ensure the group is not left out in development programmes. “Youth employment is key for development,” the minister said. The ICGLR Executive Secretary, Prof Ntumba Luamba, urged the youth to work harder. The three-day conference is attended by participants from 12 member states.
Angry man batters son’s sexual molester senseless A father at Daytona Beach in Florida, US, was horrified when he walked in on a man who was molesting his 11-year-old son. The 18-year-old was allegedly caught in the act by the boy’s father, whose name has not been released in order to protect the victim’s identity. After walking on it, the dad beat the teen to a pulp. Sources said Raymond Frolander was arrested and charged with sexual battery on a person less than 12 years old, but not before his face was completely battered by the victim’s father.

I dragged him into the living room.” When asked if he was still unconscious, he responded: “Yes… I hit hard, sir.”

Police hunt for Mukuru AK 47 shooter Police are looking for a suspected thug who shot and wounded a reveler during an argument at a drinking den in Mukuru slums, Nairobi. The suspect escaped leaving his AK47 rifle with eight bullets after other revelers overpowered him in the incident which happened last night. Nairobi police boss Benson Kibue said the two had an argument before the gunman rushed to his nearby house, returned with firearm and shot the victim once in the stomach. The victim is admitted in hospital in a stable condition.
Kenyan shot dead in California A Kenyan has reportedly died in the US after sustaining gun-shot wounds in California. Randy Kamau Kimani, 22, had been rushed to Riverside County Regional Medical Center in critical condition where he died of his wounds. He was shot last Tuesday and police did not disclose details of the shooting. It is said the victim had been arrested and charged with three counts of driving under the influence of alcohol, driving with a suspended license and petty theft just a month ago.
Elephants can figure out if humans are a threat Elephants can tell if a human poses a threat by listening to his voice and detecting subtle clues about person’s age, gender and ethnicity, a study released on Monday says. Researchers from the University of Sussex and the Amboseli Trust for Elephants have discovered that aside from an elephant’s legendary memory, the animals also have the ability to distinguish the different speech patterns of human beings. Karen McComb and Graeme Shannon from the University of Sussex, and Katito Sayialel and Cynthia Moss from the
Amboseli Trust, played recordings of human voices to wild elephants in Kenya and watched how they reacted. “Our results demonstrate that elephants can reliably discriminate between different groups of people that differ in the level of threat they represent,” the authors said in an article published in the Proceedings of the National Academy of Sciences. The study said an elephant herd was more likely to bunch up in a defensive position following playbacks of voices of native Maasai people, who, had hunted elephants for centuries.

The war against cancer has received a big boost after scientists identified a gene that can stop the disease’s movement from lungs to other parts of the body. In what will provide a new way to fight the world’s deadliest cancers, scientists at the Salk Institute in the US announced that they have detected the gene that can also help in treating cervical cancer. The spread often happens quickly in lung cancer and results in a bleak survival rate. But the scientists say they are able to explain the metastasis after identifying why some tumours are more prone to spreading than others. The newly discovered pathway was detailed yesterday in the journal Molecular Cell. “Lung cancer, even when it’s discovered early, is often able to metastasize almost immediately and take hold throughout the body,” says Reuben J. Shaw, Salk professor of molecular and cell biology “The reason why some tumors do that and others don’t has not been very well understood. Now, through this work, we are beginning to understand why some subsets of lung cancer are so invasive.” Lung cancer, which also affects nonsmokers, remains the leading cause of cancer-related deaths throughout the world and its survival rate is also dismal. Up to 80 per cent of patients are said to die within five years of diagnosis. This is largely due to the disease’s aggressive tendency to spread throughout the body. To become mobile, cancer cells override cellular machinery that typically keeps cells rooted within their respective locations.

Don’t cross highways, pedestrians warned Pedestrians should use footbridges and avoid crossing busy highways to reduce the rising road carnage. Director General of the National Transport and Safety Authority (NTSA) Francis Meja, who spoke at the weekend, said 692 of the 1, 484 road deaths recorded since January this year involve passengers. Majority of the victims have been hit while crossing busy highways in Nairobi. Pedestrians and users of intermediate modes of transport, he said, contributed to 1,030 deaths. This represents 69.4 per cent of all road deaths. “This number could significantly drop if people start using footbridges (flyovers as they are popularly known) as a habit and a matter of course. It is quite disheartening that Kenyans will only use footbridges when coerced by police officers,” he said. He said many other have lost limbs in accidents after shunning footbridges. Muslims in Ramadhan limbo after Lamu curfew The dusk-to-dawn curfew imposed on Lamu County has left local Muslims in a dilemma as the directive is likely to affect their Ramadhan routines. Inspector General of Police David Kimaiyo on Saturday announced that area residents will be required to be in their houses between 6pm and 6am until August 20, 2014 as security officers prepare to mount a heavy operation to flush out militants. “Every person residing within Lamu County is directed to remain indoors during the period the curfew order is in force except under and in accordance with the terms and condition of a written permit granted by the police county commander,” the order stated. The police boss also
declared nearby forests, including Boni where attackers are thought to be hiding, as no-go zones. But the order will adversely affect the Ramadhan schedule of Muslims who are the majority in the area. Many took to the streets to protest the order, saying it will affect their evening prayers. Crooks hack into KDF website, post hoax mails The Kenya Defence Forces has urging the public to ignore postings on its official Twitter, saying the account has been hacked. Also hacked is the official Twitter account of KDF Spokesman Major Emmanuel Chirchir. The hacker is said to have used the account to send abusive information on Sunday night and early this morning. Major Chirchir has urged the public to ignore any postings on the timelines of the two accounts because they are being made by imposters. He said the hackers also defaced a website of an agency of the Ministry of Environment. It is believed KDF’s involvement in the war against Al-Shabaab militants in Somalia may influence the imposters to send misleading information, Maj Chirchir said. KDF forces made incursions into Somalia in 2011 following a spate of attacks and kidnappings attributed to Al-Shabaab militants. The soldiers have since been in Somalia as they seek to pacify the war-torn nation that has not had a stable government since 1991. KDF which operates under the African Union (Amisom) forces used their Twitter account to update the public on the goings-on in Somalia.

Gaza death toll hits 500 as refugees flock city The death toll in Gaza has climbed more than 500 following Sunday’s Israeli assault on the town of Shaja’ia near Gaza City even as the UN called for a halt to the spate of killings. Hundreds of panic-stricken people are fleeing into Gaza City with scores of Palestinians reportedly killed during heavy shelling of Shaja’ia. The assault brought the total number killed since the start of Israel’s military operations against Hamas to 501, according to the
Gaza Health Ministry. More than 3,000 have been wounded. Extensive fighting continued in Shaja’ia into Monday morning, the Israeli military said. The military also denied Hamas’ claim of capturing Israeli soldier during the deadliest day yet of fighting in Gaza. Hamas’ military wing said Sunday it had taken the soldier during an early morning operation. Abu Obeida, a spokesman for Hamas’
military wing, provided the captured soldier’s name and ID, saying, “He is a prisoner, and if Zionists lie about the dead and wounded, then the fate of this soldier is their responsibility.” Gunfire and cheers erupted in Gaza on Sunday in apparent celebration of the alleged capture of the soldier as it stirred memories of militants’ abduction of the Israeli soldier Gilad Shalit in 2006 whom they released some five years later in exchange for
more than 1,000 Palestinian prisoners. Hamas spokesman Sami Abu Zuhri, speaking to Al-Jazeera, said that Israel committed “a crime against humanity,” and that most of those killed in Shaja’ia were women and children. The Israeli military said it had warned residents days in advance to leave Shaja’ia, which it described as a key area that Hamas uses to launch rockets into Israel. It accused Hamas of ordering people to stay in the area.

The schoolboy says he did it to make the marriage ‘official’ but other villagers in Ximhungwe in Mpumalanga, South Africa describe it as “sickening”. The ceremony where guests shared a piece of cake - took place in front of Helen’s long-term husband Alfred Shabangu, 66, who was there last year as well. He said: “My kids and I are happy because we don’t have a problem with her marrying the boy - and I don’t care what other people say.” Both families claim the wedding is simply another ‘ritual’ after Saneie was told by his dead ancestors to wed last year and his parents forked out Sh 75,00 for the bride and another Shs 150,000 for the ceremony. The young groom said he still hoped he would have a proper wedding to a woman his own age when he was older. He added: “I told my mother that I wanted to get married because I really did want to. “I’m happy that I married Helen – but I will go to school and study hard. “When I’m older I will marry a lady my own age. I chose Helen because I love her and, although we don’t live together all the time, we meet at the dumping site where my mother works regularly.”
Hope as scientists close in on safer IVF treatment There is hope of safer invitrofertilization (IVF) after UK doctors successfully used a new method to stimulate ovulation in women. Twelve babies were born using the potentially safer way of getting eggs for use in IVF after their mothers were given an injection of the natural hormone kisspeptin to make their eggs mature. The results show that the naturally occurring hormone can be used successfully. Fertility researchers are now hoping that kisspeptin, which does not remain in the blood for a long time after an injection because it is broken down more quickly, will prevent ovarian hypertension by reducing the risk of overstimulation. Doctors normally administer another hormone, hCG, for this purpose, but in some women, there is a risk that this can overstimulate the ovaries, with potentially lifethreatening consequences. Scientists at Imperial College London where one in every six couples experiences infertility with IVF their preferred option out, tested the new method in 53 healthy volunteers at Hammersmith Hospital in London. The study, funded by the Medical Research Council and the UK’s National Institute for Health Researchers was published yesterday in the Journal of Clinical Investigations. It found that ovarian hyperstimulation syndrome (OHSS) affects around a third of IVF patients in a mild form, causing symptoms such as nausea and vomiting.

DStv starts 48-hour rental movie service MultiChoice has launched a service that allows DStv subscribers to rent latest blockbuster movies to watch on decoders. Using what is known as the BoxOffice service, subscribers can rent and keep movies for up to 48 hours for a fee of Sh230 per film. The first movie is provided free courtesy of DStv Kenya. Box Office gives subscribers access to a variety of films, including comedies, drama, horror or fantasy. “With this innovative service, subscribers can watch the latest blockbusters before they become available on TV,” said MultiChoice Kenya’s Finance Manager Janet Oyugi.
The pay TV company has said that it is targeting customers who want to watch new releases from Hollywood and Nollywood before they become available on regular TV channels. To access the service, one must be a DStv Premium service subscriber with the Explora digital HD decoder. This is the first time a local pay TV service provider is offering on-demand rental for movies. Under the BoxOffice service, subscribers will be able to select a movie of their choice and download it to their decoder. They will be allowed to retain it for a maximum of 48 hours before it is automatically deleted.

Apple under pressure to reveal true cost of games The European Commission has condemned technology giant, Apple, for failing to offer immediate plans to protect users from being misled by free apps. Apps are usually free to download from mobile stores but users are often “tempted” to pay for ingame enhancements that will see them progress to the next level. Apple and also Google are being forced by the commission to ensure the cost of the games, including what is needed for in-game enhancements be revealed. “Apple has proposed to address those concerns. Laikipia District is notorious for illegal logging and felling of trees to burn charcoal. However, a company working to promote products made from local plants has cut down logging by half and more than doubled the income of tree farmers in Laikipia by buying leaves,
twigs and roots which were traditionally sold as charcoal. The Desert Edge Bio-trading Company, concerned with the rate at which deforestation has been happening in the semi-arid district, has stepped up its conservation methods by approaching farmers to tend to the trees. “It was hard to get out of the charcoal business,” says Joseph Muthati, a member of Tigithi Aloe Group, a small

Kenyans are transacting an estimated Sh6billion on mobile phones daily, a Central Bank of Kenya report says. The CBK report says the current daily transaction figures of Sh6.2 billion is an almost 10 per cent increase from last year, an indication that customers are growing tired of long queues and manual transactions. “The growth has been phenomenal. It has become an important platform for financial services,” CBK Governor, Njuguna Ndung’u said during a recent presentation in Switzerland. The report says this has

The Higher Education Loans Board (HELB) has said loan disbursement to students will be delayed for two months. Helb CEO Charles Ringera said the organisation is short of money and had applied for an additional Sh2 billion from the Treasury with which it can lend new and continuing students. Ringera, however, cautioned the earliest that can happen is November. “We will start receiving loan applications next month, process them in October and disburse the funds in November.”

New union rules ahead of Barclays Golf Circuit
Kenya Golf Union chairman Francis Okwara has spelled tough rules ahead of the 20142015 Barclays Golf Circuit series. The event is set to tee off on August 16 at the Nakuru Country Club. Only golfers with a valid Council of National Golf Unions (CONGU) handicaps and junior golfers who are in the 13 to 18-year range will be allowed to take part in the series. Okwara said more than 2800 amateur golfers are expected to participate in the seven-month nationwide circuit in which 20 winners will secure spots in the Barclays Kenya Open (BKO) PRO AM 2015 championship next year. But the tough-talking union pledged to host top local professional golfers for two legs of four days of golf in readiness for the 2015 BKO set to be hosted by the Karen Golf Club. “We have made deliberate investments by facilitating golf clinics at club level. We believe the robust training programme implemented for our local and regional players will result in a pool of strong players who will represent Kenya at local and international events,” Okwara said. The official said he is optimistic this year’s event will have a more competitive cadre of players after the union carried out intense golf clinics. Since the circuit was introduced in 2012, Barclays has splashed Sh62 million into the competition, and Sh83 million for the PGA-led Barclays Kenya Open. This year’s series will be hosted in 14 clubs.

Kiplagat outsprints record chaser Kiprop ShOCKER: Silas Kiplagat stunned Asbel Kiprop to win the 1,500m race in Monaco on Friday.
Commonwealth 1, 500 champion Silas Kiplagat produced the shock of the IAAF Diamond League meeting in Monaco as he outsprinted Asbel Kiprop to win in 3:27.64 on Friday. Kiprop had gone into the race with Hicham El Guerrouj’s 16-yearold world record of 3:26.00 in his sights. The mark was missed by 1.64, but not by the two-time world cham-
pion but by Kiplagat. Kiplagat judged his finish perfectly to surge ahead in a 54.41 last lap and cruise over the line in a world-leading and Diamond League record. The mark puts him fourth on the world all-time list behind just El Guerrouj, Bernard Lagat and Noureddine Morceli, leapfrogging Kiprop, who on Friday clocked 3:28.45.
As for Kiplagat, he is now thinking in terms of mounting a world record attempt himself. “I have the fastest time now, but why not be faster and attack the world record?” he said. “I’m still young and ready to train for it. I always run well here, so I’m thinking my win and result is no surprise. I was aware I can do it.”
A disappointed Kiprop said he will have to wait longer if his dream of breaking the world record will come to pass. “We went through in 2.47 and I had asked for 2.45. In the home straight, I could see the others behind me on the big screen and I knew they would get back on me. I could see Silas coming closer and closer. It was a tough race.”
Kitale Young Stars and Starlets win Rift Valley Copa Title Kitale Young Stars and Kitale Young Starlets are the new Rift Valley provincial Copa Coca Cola Under-15 champions. They were crowned during the finals played at Uasin Gishu Primary in Kitale over the weekend and will play in the national finals to be held in Nairobi next month. The former champions Gunners FC and Kapsowar Girls never made it beyond the group stages. Kitale Youth scored 12 goals and conceded only two as they cruised to the region’s title. Ed Woodward promises more Man U new signings Manchester United fans can expect further new signings in the coming weeks, executive vicechairman Ed Woodward has assured. New boss Louis van Gaal has so far spent Sh6.7b on defender Luke Shaw and midfielder Ander Herrera.
