Nairobi lion’s share of Sh1b fund for poor and elderly From Page 1 Nairobi has up to 4,690 old and poor people who are in the programme which was launched in 2007 by former President Mwai Kibaki. A total of 99,996 people who are more than 65 years old are benefiting from the programme. The beneficiaries will collect payments from their nearest post office. Each will be paid monthly earning of Sh2, 000 or more depending on when they joined the beneficiaries list after the government announced the payments have been backdated to February. Kakamega, which received Sh44.43 million, is also among the top beneficiaries along with Nakuru (Sh40.91 million) and Meru (Sh35.88 million) in that order.
Other counties in the top 10 list include Kisii (Sh35.57 million), Bungoma (Sh34.13 million), Machakos (Sh28.53 million), Kericho (Sh26.06 million) and Uasin Gishu which has received Sh25.71 million. Isiolo received the lowest allocation at only Sh3.08 million. Lamu and Tana River were other beneficiaries with the least allocation at Sh3.3million and 6.6 million respectively. He said the government plans to reach more people so that at least 210, 000 can benefit by June next year. Households with orphans and other vulnerable children, persons with disabilities, the poor who are more than 65 years and urban residents with no income are on target. Kambi said available cash may not be adequate to roll out the initiative but asked governors to set aside county allocations to help cushion the poor and other vulnerable groups.

Two suspects were last evening shot dead by police two pistols recovered from them in the ongoing war on crime in Nairobi. One of the suspects was killed in a botched robbery in Githurai 44. British PM David Cameron wants FGM eradicated A global summit has called for an end to female genital mutilation (FGM) and forced underage marriages “within this generation”. British Prime Minister David Cameron, who spoke ahead of the Girl Summit on FGM in London yesterday, appealed to the world to tackle the menace. He said there is no special magic and that only a global action was needed. He told the summit that the existence of the practices were “standing rebukes to our world”.
The summit, hosted by the UK government and children’s charity Unicef, will be attended by international politicians, campaigners and women who have undergone FGM. “All girls have the right to live free from violence and coercion, without being forced into marriage or the lifelong physical and psychological effects of female genital mutilation,” Cameron said. “Abhorrent practices like these, no matter how deeply rooted in societies, violate the rights of girls and women
across the world, including here in the UK.” Phumzile Mlambo-Ngcuka, the executive director of UN Women, said the situation is improving with more people willing to take a stand although many girls remain at risk. “The fact that 30 million girls are at risk of being cut in the coming years clearly means that we have a big challenge on our hands.” Proponents of FGM are fighting back. NPSC to probe graft claims in police hiring The National Police Service Commission (NPSC) has launched investigations into claims of corruption and other malpractices in last week’s recruitment of police officers. The Ethics and Anti-Corruption Commission, the Independent Police Oversight Authority, the Consumer Federation of Kenya, governors, MPs and civil
society organizations have called for a repeat of the exercise they say was riddled with favouritism, bribery, extortion, discrimination and outright violation of procedure. After a meeting with officials from the anti-corruption body, NPSC formed a multi-agency team to investigate the claims. The team drawn from the

EACC chairman Mr Mumo Matemu said the probe will be credible. He assured Kenyans that all is being done to address the complaints they have raised and that the recruitment could be nullified where necessary. “We have undertaken a collaborative approach to probe the complaints we received and we will nullify the results in centres it shall be ascertained that the exercise was not above board,” he said. “We will not hesitate to take stern action against anybody found culpable.” Mr Kavuludi said his commission had delegated the recruitment exercise to local police commanders and that they are analyzing the reports from those officers against the complaints. The commission has so far received 352 complaints .

Insurer pays up claims for Thika Road bomb bus
Owners of the bus that was involved in a twin explosion along Thika Road have received partial compensation following the tragedy. Direct Line Assurance Company says they have given partial compensation to owners of the Mwisacco bus which was destroyed in the May 4 explosion. The company becomes the first insurer to compensate vehicle owners over damages related to terror activities. Direct Line General Manager Eric Chege said although there was no policy to cover damages caused by terrorism, they will pay half the cost of damages incurred after the bus owner approached them and asked for some compensation.
He said the insurer gave the claim special consideration because the bus had a comprehensive cover. The company will unveil a special cover for PSV owners tailored to protect them against risks posed by terror attacks. At least three people were killed and 62 wounded when two improvised bombs exploded on the bus which was heading for Mwiki and another to Githurai from the City Centre. Another 62 passengers were wounded in the blast. Dandora dumpsite to go in new city plan A new master plan for Nairobi has been approved to replace the current one that was developed 40 years ago. The Nairobi Integrated Urban Development Master Plan (Niuplan) has proposed the expansion of road network and expansion of a railway metropolis. PM demands end of Gaza siege before ceasefire Palestinian Prime Minister Rami Hamdallah is demanding that Israel ends its economic blockade of the Gaza Strip as part of any ceasefire in the latest war between the two perennial foes. Mr Hamdallah made the demands to UN Secretary General Ban Ki-Moon who visited Gaza early today. He told Mr Ki-Moon that the lifting of the economic blockade of the Gaza Strip must

A public review into the three person IVF technique has been broadly supportive, says the Department of Health. But a number of technical and scientific details need to be finalised before the plans are taken to Parliament for approval, experts say. The treatment would be restricted to people with mitochondrial disease which is said to be affecting one in 6,500 UK babies born each year. The disease can lead to muscle weakness, blindness, and heart failure. Using the parents’ sperm and eggs and an additional egg from a donor woman should prevent such conditions, scientists at Newcastle University say. An expert scientific panel has hinted there is no evidence the procedure is unsafe but has asked for a number of further investigations to be carried out. The government expects other details to be finalised in the next few months before the procedure is legalised. A public consultation received nearly 2,000 responses. Ministers agreed that the Human Fertilisation Embryology Authority, UK fertility treatment regulatory body, would consider each application from parents on a case-by-case basis. Children born this way would know the identity of the mitochondrial donor. Mitochondria are tiny, biological “power stations” that give energy to nearly every cell of the body. As mitochondria are passed down from mother to child, using an extra egg from a donor woman could give the child healthy mitochondria.

Following the initiative, Phyllis Kandie, East Africa Affairs, Commerce and Tourism Cabinet Secretary, has announced a positive uptake of the tax rebate offered to employers
who pay for workers’ vacations. Kandie said while her ministry will release the exact figures in due course, “initial reports are that it has been taken up well.” Kandie was speaking at the official launch of the Taskforce on Tourism Recovery, an organisation aimed at saving the sector. The 17-member team, Kandie said, will report to President Kenyatta on a monthly basis on the progress as the Taskforce Chairperson, Lucy Karume, would give a, “public report” every two weeks. Kandie said the Taskforce is due to meet every Tuesday morning.
Another tax measure announced by the President in May is exemption of all air ticketing services by travel agents to “enhance competitiveness in the region.” Kandie had in April blamed insecurity for a drop in international tourist arrivals. McDonalds China chain hit by stale meat scandal Popular fast food chains have stopped using meat from a supplier in Shanghai, China, after claims that they are selling stale meat. Chinese branches of McDonald’s and KFC, said they had stopped using meat from Husi, a Chinese unit of US-based food supplier OSI Group Authorities in Shangai have also ordered the suspension of operations at the supplier. The Shanghai Municipal Food and Drug Administration in its website said: “McDonald’s and KFC said they had stopped using meat from Husi. We have decided to investigate claims of the alleged use of expired raw food material production and the processing of it in food.” McDonald’s spokeswoman Heidi Barker said if the alle-

Chief Justice Willy Mutunga will launch a programme that will lead to the clearance of old civil cases at the High Court Civil Division in Nairobi. Civil cases are complaints brought to the court to seek compensation for private mistakes such as a breach of contract such as in divorces, marriages, encroachment or negligence. The initiative, dubbed ‘Civil Cases Service Week’, is led by the 11 newly-appointed judges and aims to have the court hear, determine, give direction or dismiss pending cases. The 11 judges who were sworn in at the beginning of the month are expected to hear 1,500 pending civil and civil appeal cases.
The oldest appeals that date back 14 years ago will be be given priority. Kenyans seeking justice and facing possible punishment for crimes within the listed cases have been asked to check the Milimani Law Courts notice boards, all High Court stations across the country or visit the Judiciary website, judiciary.go.ke, kenyalaw.org or lsk.or.ke (Law Society of Kenya). Mutunga says the initiative comes in the wake of reports revealed that there were 82,136 cases pending at the Milimani High Court Divisions. The cases account for nearly 50 per cent of all 177,898 pending cases countrywide. Mutunga said the Judiciary is committed to developing long-term measures to deal with the backlog.

Stima Loan to help 300,000 get electricity connection
An estimated 300,000 Kenyans will soon have money to pay connection fee to the national power grid as Kenya Power officially launches ‘Stima Loan facility. The electricity distributor has said that it will receive Sh3.6 billion from the French Development Agency (AFD) and the European Union (EU) to connect approximately 300,000 electricity homes through Stima Loan in the next four years. The euthanasia debate is back in the public domain and Bishop Desmond Tutu was recently in the news, weighing in with his support for this so called mercy killing. The South African anti-apartheid icon argued that Nelson Mandela would have been spared a lot of pain and suffering in his final days if euthanasia was legal. There are many cases for and against euthanasia. It is a very controversial topic that is only mentioned when the issue is staring people in the face. It’s is because it is about intentionally ending the life of a gravely ill person. Death is still a taboo topic and rarely discussed unless it happens. Euthanasia happens when the patient has been in a coma for a while, is brain dead or has organ failure, or is in extreme pain. At this point doctors would advise taking the patient off life support. The case of Tina Macharia’s grandfather does not make the euthanasia debate any easier. Seven years ago, Tina had a close call with mercy killing. Her grandfather, who was suffering from throat cancer and kidney problems, was in a coma for close to two years. The doctor advised euthanasia but family were divided onthe matter. Some were for it but others were enraged. “Since cutting off his life was not agreed

During the 2004 tragic incident, Luis severed his penis leaving only a tiny part of his testicles. Because of their remote residence and poverty in Peru, he was not able to receive the required treatment. So when the chance came in 2012 to restore the teenagers manhood, his family was more than grateful. “I want to recover my body, be young again,” the Peruvian teen told the Miami Herald. This procedure called phalloplasty, was successfully carried out in August 2012 at Holtz Children’s Hospital in Miami. Louis genitals were fully rebuilt giving him a chance to live a normal teenage life. Speaking to ABC News Dr Christopher Salgado, associate professor of surgery and section chief of plastic surgery at the University of Miami, clarified their mission for this boy. “The goal of the operation is not just for him to have something that he can show off in a locker room,” said Salgado. “It’s so, hopefully, he can father a family.”

Volleyball skipper wanted in Europe Well-travelled national volleyball captain Philip Maiyo is a wanted man by a number of clubs in Europe and Asia. Maiyo who has been playing in the Turkish league for the past two seasons has attracted the attention of scouts from some of the clubs. “I’m still waiting for offers from France, Turkey, Italy and Qatar,” said the player.
Maiyo, who finished second on the scorers’ list in the Turkish league, was contracted by Al-Arabi (Qatar) and guided the club to lifting the Emir Prince and Qatar cups. Maiyo has previously played in Japan and Romania. The left attacker was to contest for the vice chairman’s post in April’s Kenya Volleyball Federation (KVF) elections but later backed down.
