n al-Shabaab militant believed to have participated in the organisation of the Westgate attack in 2013 is among three people killed by US forces in Somalia,

officials say. Adan Garaar, who is a top official of al-Shabaab’s spy

service, the Amniyat, was killed alongside two other militants in a US drone attack at Bardhere, near Baidoa in Southern Somalia. The attack was staged yesterday evening at the village of Abaq Xaluul. The three were driving in a car when the drone struck.

Security officials in Nairobi, who have been briefed of the developments, said the attack specifically targeted the car belonging to Adan Garaar. He is believed to have links with gunmen who raided Westgate Mall in 2013, killing more than 70 people.

US kills Westgate raid mastermind From Page 1 “We have been informed that among those who died in the strike was Garaar. He organised the Westgate attack in Nairobi,” said a senior security official who asked not to be named. The official said Garaar had planned other attacks in Kampala and Mombasa in 2014 before they were foiled. He said the militant had dispatched a vehicle loaded with explosives to Mombasa but security officers

intercepted it before it reached the destination. Other victims of the attack were not immediately identified but the vehicle is said to have been extensively damaged. Only last week, Somalian authorities captured Liban Haji, a SomaliAmerican who has been on FBI’s most wanted terrorists’ list. He too was arrested in the same area as he travelled in a car. Yesterday’s drone attack is a major boost for African Union troops who have put

pressure on the terror group as they seek to flush them out of the region. The attack was staged barely hours after suspected Al Shabaab militants attacked a fortified government compound in the town of Baidoa killing at least eight people. The attackers, who are said to have been wearing military uniforms, shot their way into the compound after setting off explosives at the gates. All five of the gunmen are believed to have been killed.

The militants, who are allied to AlQaeda, controlled Baidoa for three years before they were flushed out by Ethiopian troops in 2012. The compound in Baidoa houses UN offices, an airport and the headquarters of the regional administration for the newly created South West state. The offices of the head of the administration, Sharif Hassan Sheikh Adan, were targets of the attack, a security official said. The attackers failed to reach his office,

the official told AFP news agency. Sharif Hassan is a close ally of Somalia’s government, headquartered in Mogadishu, which is backed by more than 22,000 troops in an African Union contingent drawn from Kenya and other countries. Neighbouring Ethiopia, which sees the Islamists as a major threat to her security, has also deployed troops to the country. Some of the soldiers are part of the AU force, while others operate independently.

Seven suspects were today charged with the murder of Kabete MP George Muchai. Simon Wambugu Gichamba, Raphael Kimani, Stephen Asitiva Lipapo, Jane Wanjiru Kimani, Margaret Njeri, Erick Muyera Isabwa and Mustafa Kimani were charged with the offence at the High Court, in Nairobi. They did not, however, take plea as they were not represented by a lawyer. Justice Jessie Lessit directed the Deputy Registrar to appoint a lawyer for the accused before they can plead to the charges on Thursday next week. The suspects were later taken to a magistrate’s court where they were charged with robbery with violence. The seven denied the charges before Senior Principal Magistrate Enock Cherono who will rule on their bail application on March 23. The seven were arrested days after the MP’s murder on February 7.

They were charged with killing the MP, his two bodyguards Samuel Kimathi Kairikia, Samuel Lekakey Matanta and driver Stephen Ituu Wambugu on the night of February 7 on Kenyatta Avenue, in Nairobi. The charges come barely a day after the Director of Public Prosecutions Keriako Tobiko ordered that the suspects be charged with murder. Police had initially recommended the suspects be charged with robbery with violence. They had appeared in court when Cherono ordered they appear again in court today. It has emerged that three of the suspects are ex-convicts. Police and prison records show Steven Astiva Lipopo, alias Chokore, Raphael Kimani Gachie, alias Kim Butcher, and Eric Isabwa Munyeria, alias Chairman, were in October 2010 sentenced to four years in jail over a robbery incident in Kabete area.

Sweden’s U-turn on Wikileaks boss suit Swedish prosecutors have offered to travel to London to question Wikileaks founder Julian Assange over sex assault allegations. Sweden filed for Assange’s arrest in 2010. Prosecutors have previously insisted on questioning him in Sweden. Assange denies the assault claims and has been living at the Ecuadorean embassy in London since 2012. He fears that if he is deported to Sweden, he may be extradited to US to face charges over leaking material. Assange’s lawyer Per Samuelson welcomed the move. “This is something we’ve demanded for over four years,” he told the Associated Press news agency. King’ori Muturi Ranking creates unhealthy competition among students who are always under pressure to perform well academically. The learners neglect other areas of life such as arts and sports which are key for holistic growth.

Ranking should resume but not necessarily ranking of students. If we resume ranking of schools, we will know existing gaps in the quality of education provided. This will help us know which institutions are performing poorly checked against wellestablished ones.

At least 62 perish in Angolan floods At least 35 children are among more than 62 people killed by flooding and torrential rains in the Angolan city of Lobito, the authorities say. The Angop state news agency says the flood water has reached 3m (9.8ft) in some areas of the city since Wednesday. Scores of homes have been destroyed and rescue teams are still searching for missing people. President Jose Eduardo Santos has ordered local authorities to provide assistance to the victims. Large parts of Angola have been hit by heavy rains since January. In the capital Luanda, at least one person died this week and hundreds of people were left homeless after 137 houses were destroyed by the rains.

One expert claims that they are “significantly quicker to judge and more dangerously reactive in their anger.” The survey, led by Dr Richard Sherry, the Clinical Director of Psychological Systems in central London, questioned hundreds of users who frequent social media sites including Facebook, Twitter, WhatsApp, Instagram and Pinterest. They were asked about whether their personality changes while reading and posting messages. Some 84 per cent admitted they become more easily frustrated and enraged at others online than they ever would in person. Young people are particularly prone to internet rage, with one out of three 18 to 24 year olds surveyed saying they are “always” furious when using social media. This is compared with one out of five 35 to 44 year olds and just one out of ten of those over the age of 55.

eradicate those masquerading in what they do calling on the institutions to align their programmes to the needs of the society. “The people we train in our institutions must speak to the needs of the country. Universities must come forward in addressing expectations of the country which require skills, competencies and knowledge to achieve its development targets,” he added. “Universities must persistently work to improve the quality of education saying for the economy to stay competitive, there was no choice but to work hard in enhancing the competitiveness of the country’s higher education,” he said. The Commission for Higher Education recently released new guidelines that require one to be a holder of a doctorate degree before becoming a lecturer of any institution of higher education. The guidelines have further required a professor to supervise five postgraduate students with two of them at doctoral level. In the current system one can become a professor without having supervised PhD students.

Court case to stop new NHIF rates to be heard on Monday The case challenging the implementation of the new National Hospital Insurance Fund (NHIF) rates will commence on Monday at the High Court. The case has been filed at the court by the Trade Union Congress of Kenya. The new rates were supposed to be implemented effective April 1, this year according to a gazette notice published last month. In the notice, the government instructed employers to deduct the new rates without fail. However, the union through Rachier and Amolo Company Advocates is seeking to have the court declare the unilateral act by the NHIF to increase rates a violation of the constitution and quash the gazette notice dated February 6, 2015. Union Chairman Tom Odege has maintained that they will remain opposed to the new rates until the court case is heard. The Union also wants the February gazette notice withdrawn and the NHIF blocked from violating fundamental rights and freedoms as guaranteed in the constitution. “The duty to provide the highest attainable levels of health is not on the citizens

themselves but the government’s as well. The existing public infrastructure including hospitals, clinics and health centers are not properly equipped and have no capacity to absorb the immediate implementation of these rates,” Odege said. The union is accusing the NHIF of disregarding the current rates and despite the ongoing talks on the matter, in which the union has claimed that the body has walked out of the talks. “The new regulations were gazed just days after our talks with the NHIF and the Federation of Kenya employers and they had agreed to continue with talks in order to negotiate a consensus on the dispute,” he added. Under the new rates, the lowest income earner with Sh5, 999 monthly salary will pay Sh150 while those earning over Sh100,000 will pay Sh1,700. Central Organization of Trade Unions (COTU) withdrew a lawsuit challenging the review. Salaried workers’ contributions to the NHIF currently range between Sh30 to Sh320 based on the gross monthly salary, and Sh160 for pensioners and those in self-employment.

More than 200 witchdoctors and traditional healers have been arrested in Tanzania in a crackdown on the murder of albino people. The killings have been driven by the belief - advanced by some witchdoctors - that the body parts have properties that confer wealth and good luck. President Jakaya Kikwete has described the murder of albino people as an “evil” that has shamed Tanzania. Nearly 80 albino Tanzanians have been killed since 2000, the UN says. The latest victims include a oneyear-old albino boy, killed in north-western Tanzania a few weeks ago. The government banned witch-

doctors in January as part of its efforts to prevent further attacks and kidnappings targeting people with albinism. Last week, 32 witchdoctors were detained. According to the Red Cross, witchdoctors are prepared to pay $75,000 (about Sh6.8 million) for a complete set of albino body parts. Tanzanian police arrested 225 unlicensed traditional healers and soothsayers across the country, the AFP news agency reports. “Some of those arrested were found in possession of items like lizard skin, warthog teeth, ostrich eggs, monkey tails, bird claws, mule tails and lion skin,” police spokesperson Advera Bulimba told the agency.

THREE DANISH WoMEN CHARgED WITH SMugglINg MIRAA VAluED AT SH20M Police on Thursday arrested three Danish women at the Moi International Airport, Mombasa while trafficking 61 kilos of miraa to the United Kingdom via Denmark. The miraa is estimated at Sh20 million in the UK market. The khat was seized concealed in four suitcases destined for the European market through Denmark. Airport police boss Richard Okweya said the three were boarding a commercial flight to Jomo Kenyatta interna-

ALIBABA INVESTMENT PUSHES Snapchat value to Sh1.4 Tr The value of photo-messaging application, Snapchat, has been propelled to $15billion (Sh1.4 trillion) due to the investment by Alibaba in the firm. The Chinese online giant, which handles more online commerce than Amazon and eBay combined, has invested approximately $200million (Sh18.3 billion). This has prompted the value of the application to rise by $5bn (458.6 billion) in a matter of months. This puts the fouryear-old company into the top ranks of privately held start-ups in the world. Snapchat says users send more than 700 million snaps daily. It allows users to send messages and picture messages which disappear in 10 seconds. It has recently started generating revenue from advertising. Alibaba has unsuccessfully been trying to create a messaging app over the years coming up against arch-rival Tencent’s, which owns the WeChat service, China’s biggest social networking and entertainment company. This puts it in a league with taxi service Uber, which is valued to $40bn (Sh3.7trillion) and Xiaomi, the largest Chinese smartphone maker. There were concerns over the impact it would bring to Alibaba China given that it is blocked in the country. But analysts assume Alibaba will use Snapchat as a payment service as it seeks to hook consumers and merchants in China and US.

In the face of the blackouts, it has emerged that 14 per cent of the population (about 1 in 10 Kenyans) uses solar power as the primary source of electricity. Kenya Power, the country’s energy provider, estimates that about one in every 3 Kenyans is connected to the national power grid. A recent study by M-KOPA Solar and InterMedia says the figure leaves more than half of the population relying on kerosene, batteries and candles for power. This forces them to spend about Sh25,000 a year on the products. Since these alternatives tend to become more expensive with time, solar service providers like M-Kopa have developed loans to allow borrowers purchase panels and solar-powered devices. Because a majority of the population cannot afford large panels that cost up to Sh200,000, M-Kopa offers panels for less than Sh3,500. Engineering student makes fortunes from bamboo umbrellas An innovative mechanical engineering student has designed a unique bamboo umbrella, whose demand by corporates and individuals is rising and earning him more than triple what he would earn selling the raw bamboo. In a classic case of extra gains from value addition, Samson Koros is making a small fortune. His idea was first conceptualised when his school, the Rift Valley Institute for Science and Technology (RVIST), decided to give him seed capital of Sh300,000 for his project upon learning about his exceptional skills. He invested the money in machinery, which splits bamboo into manageable pieces. This helped in the whole manufacturing process. But it is the price difference in a raw bamboo plants and a value added one that has sparked his

interest to remain in the trade. The cost of one 20-foot bamboo stalk is Sh200, but the same bamboo can produce over 20 umbrellas and each umbrella retails at between Sh700 and Sh1000. This implies that one 20 feet bamboo can register returns of over Sh20,000, he said during a previous exchange. Initially, he used to source his bamboo from the Mau Forest through an existing agreement between his institution and the forest authorities. He now prefers getting it from local farmers as he encourages them to grow the plant. After harvesting, Koros cuts bamboo trees into 60-centimetre pieces using a panga. I initially wanted to take a break of six months to finish my album and reconnect with myself but I ended up taking a break for a year. So I did not release any new material for three years. Then I released Kiboko Changu with Radio amd Weasel in 2013 and Unanitosha a gospel track in 2014. Now I am back with Kizunguzungu which is my latest release. Speaking of Kizunguzungu, what inspired it? The song was actually written by an amazing songwriter called Shamir while recording it in the studio I was inspired by those early moments when you meet an amazing guy and he just confuses you,totally. You are among some of the pioneer female musicians in Kenyan industry, how does it feel when you see so many female musicians coming up right now? It feels fantastic. There should be more coming out so we can outnumber the men. The cake is big enough to share. Where do you get inspiration for your music? Then there were a lot of artistes sprouting from all corners and very few established artistes.

We basically just had to figure out our way through the jungle.There were fewer radio stations that played Kenyan music then so we mostly relied on airplay and exposure on other avenues. One of the things that has contributed to the growth is there are more avenues of exposure and the industry is more structured now than it was then. What is next for Amani? The next phase of my musical journey is exciting. After the hit songs, touring the world, awards and endorsements, my focus now is on remaining relevant. I hope to contribute to the growth of the industry in as many aspects as possible and go beyond what is expected of me. the moment Baringo acts as the beta test for the idea. In 2011, most of the youth in Baringo became internet conscious hence forming a lot of social and political groups where information was shared. But many are the times the information was not authentic. Because of the lack of a proper source of information and the fact that people were hungry for knowledge, Samson thought of starting a news blog that will keep people informed.

Two years later they bought a domain, opened a Facebook page (Baringo County-News) and a twitter handle (@Baringo411) to keep Baringo residents aware. The journey has been good so far as they have really grown and earned followers and supporters all over the country because of their good work. Since the traffic on their online platform has been terrific, they have also been able to attract advertisers, researchers, and event organizers.

South Africa moved into the World Cup quarter-finals with a routine 146-run victory over United Arab Emirates. Proteas captain AB de Villiers top scored and was dismissed on 99 after useful contributions from Rilee Rossouw (43) and David Miller (49). Lagat to make 10km debut in Great Manchester Run Bernard Lagat, five times a world champion on the track indoors and outdoors, will be aiming for another mark in the record books when he makes his 10km road race debut on 10th May, 2015 at the Morrisons Great Manchester Run, an IAAF Gold Label Road Race. The 40-year-old US distance runner has been rewriting the over-40s masters world record book during the 2015 indoor season and has pledged to have a crack at Haile Gebrselassie’s tough 10km age-group time of 28:00 when he lines up in Europe’s biggest 10km road race. “That is a really quick time but it is good to shoot at something,” said Lagat. “I am going to train hard with my coach in Flagstaff, Arizona and I think I will shoot for that record. “It

is not going to be easy. It is like running two 14-minute 5km races back to back. That is something fast, but I will give it my best shot.” Lagat, the world 1500m and 5000m champion in 2007 and three times winner of the world indoor 3000m title, has competed in two 5km races on the road and in one h a l f

Fifa said: “We would like to be clear that our offices are not in contact with Kenyan Premier League Limited.’ “Nor have our offices had any exchange

of correspondence with KPL that Football Kenya Federation is unaware of,” Deputy Secretary General Markus Kattner said in a letter to FKF president Sam Nyamweya. “There has been no correspondence from our offices to FKF requesting the withdrawal of pending case in High Court of Kenya,” the statement said.
