he Independent Electoral and Boundaries Commission (IEBC) reform agenda was dampened after political parties refused to endorse it saying they were not adequately consulted. The parties had called for the postponement of the IEBC Strategic Plan 2015 - 2020 launch, which was expected to initiate reforms for better management of elections but the electoral body ignored their demands.
All political parties had been invited for the launch and were all expected to attend. However, only few and small parties were represented, with the opposition coalition Cord making clear their intentions to boycott the function. The National Alliance (TNA) party chairman Johnson Sakaja who was present during the launch walked out of the meeting before its conclusion. When asked by the press on the level of consultation before the
launch of the plan, TNA Secretary General Onyango Oloo only said “I will not talk about that” before he walking away. The electoral commission had expected to ride on the support of political parties to restore people’s confidence in its ability to deliver free and fair elections, a fact IEBC vice chair Lilian Mahiri-Zaja acknowledged.

That number has since dropped because the country has been divided along political lines. Politics affect the work of the commission although we are independent,” she said. She blamed the waning of public confidence in the commission on the influence by political parties. But Political Parties Liason Committee (PPLC) chairperson Wavinya Ndeti dismissed those claims, saying that parties were angry because the time given to
review the report and present their views was insufficient. She also added that they had even demanded for more time, but their demands were seemingly ignored. “The political parties were not happy with the way IEBC handled them. It is very sad if the Vice Chairperson of IEBC can just talk where we have other stakeholders and say that political parties are the problem, what did she mean?” She posed. “We have raised all the issues, including what went wrong in the last election,” Cord leader Raila Odinga told a joint press conference with the IEBC top brass after their meeting on Wednesday.
The country is just two years to the General elections and a strained relationship between IEBC and political parties may pour cold water on the level of confidence in IEBC to deliver credible elections. The electoral body however maintains that the launch could not be postponed any further saying all political parties had been consulted and were fully aware of the contents of the strategic plan. Ms Mahiri-Zaja said that all parties were consulted and their views incorporated in the final document. She added that there has been a misinterpretation of facts on consultations of IEBC with the political parties over the launch of
the strategic plan. “The strategic plan is not about individuals nor IEBC commissioners, it’s about all Kenyans and we consulted all parties and incorporate their views before the launch,” Zaji said. Commissioner Thomas Letangule said the strategic plan was the not the final product and its launch does not mean that all doors on consultations and input from parties are closed. “This document is a work in progress and parties who feel that they were not consulted can still bring their views and we will accommodate them,” Letangule said.
He said it is due to consultations with the parties that the launch of the plan was postponed from June 29 to July 9. According to Letangule, the strategic plan is usually an internal document that they decided to share with the political parties out of goodwill. “Despite the plan being an internal document, we shared it with the political parties and it is through the consultations that we postponed the date of the initial launch,”Letangula said. The launch now paves way for regular meetings with stakeholders to deliberate on how best 2017 general elections can be handled.
UGANDA’S EX-PM AMAMA DEFIANT AFTER ARREST, FAULTS MUSEVENI Uganda’s former Prime Minister Amama Mbabazi has said he “will not back down” in his preparations for a presidential bid, despite his arrest on Thursday. Mr Mbabazi, a former close ally of President Yoweri Museveni, was arrested while travelling to canvass support. The government says that he violated public order laws by attempting to hold meetings without permission. Museveni is widely expected to seek reelection next year. Mr Museveni sacked Mr Mbabazi as prime minister last year, ending a close working relationship of more than 20 years. And last month, Mbabazi said he would challenge Mr Museveni, 70, by seeking the nomination of the ruling National Resistance Movement (NRM).
Mr Mbabazi was arrested in Jinja as he headed out to canvass support in the eastern town of Mbale. He said he held President Museveni directly responsible for his arrest. Renegade army General David Sejusa was at the police station in Kampala where Mr Mbabazi was being held to show solidarity with him. His daughter has also been arrested, his spokesperson Josephine MayanjaNkangi said. She also says no charges have been brought against him. On Wednesday, police said Mr Mbabazi had not been cleared to hold meetings. Dr Besigye, the former physician of Mr Museveni, was also arrested and detained at his home in the capital. He is seeking the presidential nomination of the opposition Forum for Democratic Change (FDC) party.

Dishonest children more intelligent and have better memory skills Dishonest children have better memories than their honest counterparts, new research has revealed. A team of child development experts has concluded that young liars have stronger cognitive skills than candid children. Their studies have found that the best liars are able to make and maintain a story that will convince someone that they are not cheating. To prove the theory, researchers quizzed over 100 children between the ages of 6 and 8. They asked them questions, which had answers printed on the back of a cardboard paper. When left alone in a room with another cardboard paper that contained the answer to a seemingly difficult question, the children looked at it to get the answer. When

they were later questioned about how they knew the answer to the difficult question those with poor working memory would struggle with the answer. However, those with a good working memory would offer explanations for how they knew the correct answer. They would concoct stories to justify their knowledge of the topic. Parents of lying toddlers can at least be pleased to discover that their children are becoming better at thinking and have good memory skills, explains Psychologist Dr Elena Hoicka, a member of the team from the University of Sheffield. Dr Hoicka’s colleagues are currently looking to move the research forward to discover more about how children learn to lie in the first place.

He also claimed that he has not been given all the evidence required to prepare for his defence. The court directed that all parties, including the Director of Public Prosecutions and the MP, file written submissions covering all the details of the evidence they want to be presented. The case is now due for direction on August 10.

MPs faulted as Bill now leaves graft cases in limbo MPs have been faulted for their decision to pass a Bill that seeks to send EACC chief executive Halakhe Waqo and his deputy Michael Mubea packing. The legislators Thursday passed the EACC Amendment Bill where they recommended to President Uhuru Kenyatta to sack the two. But the move is now being seen as the last nail on the coffin for the fight against graft after the legislators also send home EACC commissioners in similar fashion two months ago. Samuel Kimeu, Executive Director Transparency said the war in corruption was lost when the Anti-graft body commissioners were forced to resign. Kimeu said that the commission is nothing without commissioners and that the Secretariat as currently constituted are not legally qualified to lead the war on corruption. Kimeu further accused parliament of usurping its pow-
ers as the duty of sending the CEO and his deputy home is a prerogative of the commissioners. “Parliament can only recommend to the President to form a tribunal to investigate the secretariat but not sending them home as that is the duty of the Commissioners who are currently not in office,” Kimeu said. He however said that the ongoing will not be affected but it will be an exercise in futility and a waste of taxpayers’ money due to lack of commissioners. “We need a legally constituted Secretariat that is focused in the fight against corruption, as things stand now we will just go in circles and end up wasting resources” Kimeu said. Ex-EABL director in Sh240 million theft case loses bid to regain passport
A former East Africa Breweries Limited director whose passport has been detained as part of his bond terms now wants to move to the High Court to secure the document t enable him travel to South Africa. Aristide Brilliant Nkoumondo said he will be proceeding to the higher court for a review of a Magistrate Court’s ruling that directed the passport be detained “as part of the condition for his release on bail.” And on Thursday, trial Magistrate Danile Ogemalo declined to reverse the orders. The Cameroonian wants his passport which was confiscated in a case in which he is charged with stealing Sh240 million from EABL released to facilitate his travel to South Africa. His lawyer has already applied for typed copies of the proceedings to canvass for the reversal. The suspect is said to have stolen the money in 2011 while working in Nairobi. He has denied multiple charges and has been released on a bond of Sh3 million. He was

He is said to have stolen Sh58.7 million in April 2011, Sh62.7 million in July 2011 and Sh121.7 million in October 2011. Mr Nkoumondo faces four counts of theft by servant, which carries a prison term of up to seven years if found guilty. He is believed to have embezzled the funds on four different occasions during his tenure at the company. Investigators handling the matter claim that Mr Nkoumondo committed
the offences jointly with others not before court. The prosecution had opposed the release of the passports on grounds that the suspect may not turn up for trial. Mr Nkoumondo joined EABL in July 2008 from Nestle Ghana where he had been the supply chain director for one-and-half years. Police intercepted him at JKIA three weeks ago while en route to France. The case will be heard on August 4 and 5 at the chief magistrate’s court in Milimani. Charges that the suspect denied, stated that on April 6, 2011 at the EABL premises while employed as
director of procurement he stole Sh58,752,000 jointly with others not in court. Another charge state that on July 6 the same year he stole Sh29, 750, 000 and that on July 18 he stole Sh33, 005, 500. A separate charge stated that on October 16 2011 he stole Sh121, 720, 000. The prosecution had asked the court to impose stringent bond including a deposit of a Kenyan surety and owing to the fact that the amount involved was colossal. The court was told that the director lives in South Africa. No witnesses have been listed yet in the criminal case against the Cameroonian.

The other day I told some police officers who were passing by and the only thing he told me is, ’mama’ you cannot call me for something important, you are calling me for a dumped child, and he went off,” she claimed. Speaking to X-News on phone area chief Andrew Otieno confirmed receiving the information about the cases but said he is still investigating them. “I have sent my people on the ground, and we are following up the matter,” he said.

The Kenya Commercial Bank (KCB) announced plans for regional expansion on its partnership with Safaricom in a move that will offer loans through mobile phones. The lender has described the move a game-changer in the financial services sector, with intent to stamp its footprint in other African markets. “KCB’s strong market position within the regional banking space makes it well positioned to take advantage of positive growth and development within the local economy, and within the East African bloc” said Global Credit Ratings (GCR), an African-focused rating agency in a statement. KCB states that it has been “on the forefront in offering innovative products and solutions that meet the dynamic demands of
customers in the changing world of technology.” KCB Group CEO Joshua Oigara said the lender was readying itself for a continental race, as it can now take up bigger projects in East Africa and beyond. “KCB is now running a different kind of race; the race for trillions. Statistics: Insurance sector witnesses rise in claims Statistics from the Insurance Regulatory Authority (IRA) have shown that claims incurred in general business grew by 27.3 percent to Sh12.39 billion from Sh9.73 billion. During the same period last year, the claims ratio rose to 64 percent from 57.5 percent recorded in 2013. Business volume expansion in the insurance industry has led
to an increase in insurance claims incurred in the first quarter of 2015, eroding premium growth. Total policyholder benefits under life business amounted to Sh13.06 billion during the same period. The industry recorded a 16.4 percent rise in overall gross premiums during the period to Sh50.41 billion; growing from Sh43.29 billion recorded over the
same period last year. e may not like it when people know we are rocking pre-used clothes. Nevertheless, second hand clothes (also known as mitumba) are a dressing guilty pleasure for most of us given the long service one gets from such clothes, if the right choice is made. Second hand clothes are also highly revered for being unique as opposed to high end fashion boutique collections with multiple individuals owning exact replicas of a single design. Shopping for second hand clothes is however very tricky. You can spend a lot of money in the market and end up going home with a bundle of disappointment, or you can shop wise (and cheap) and become the next best dressed in your hood by following the following clever tips. Inspect every inch The biggest tears and holes are found in the hidden away parts of dresses, shirts and pants. It is therefore important to carefully assess the piece of clothing you are about to purchase inch for inch, paying close attention to the seams
and hemlines, under-collars, pockets and cuffs. Also ensure that the zippers, rivets or buttons on the clothes are all in place and properly functioning. Don’t be fooled by removable stains Before the second hand clothes are imported, they are put through several washing processes. If you therefore find a stain on a clothing item in the market, chances are that it is permanent. Of course, the vendors will try to convince you that it is just some accumulated dust or mud which will quickly wash off when soaked in detergent or bleach just to get you to buy the piece of clothing, but you should be wiser. Never shop for second hands in the dark Second hand vendors have discovered that neon lights make items look more colorful especially in the dark. You might have heard someone complaining that they had purchased a red dress or shirt, only to realize it was actually a totally different color! Neon lights in the dark also conceal
stains, holes and tears so if you must shop at night, ensure you visit well lit stalls. Don’t settle for a smaller size Vendors are extremely good at marketing their products, and they can get even a size 10 to purchase a size 6 clothing item! The argument here is usually that the material is a ‘stretcher’ and can fit anyone. However, even the most flexible material can only stretch so far. Vendors also argue that most materials such as cotton expand when washed in water. Keep in mind that these clothes had been washed before importation, therefore if there is any truth to this myth, then the clothes have already undergone expansion. Pay attention Some vendors are very unscrupulous and if they notice you are distracted, they could pack a completely different item from the one you have paid for such as tattered rags to fill up an unsuspecting customer’s bag, only to resell the actual item for double profit. Stay awake!

Alcoholism is a disease I sadly followed the news last night as it was being revealed that some mean are in the verge of losing their lives for lack of alcohol following the recent crackdown on illegal hooch. Addiction is a disease in which one in four of us has a loved one impacted. Struggling with addiction should be no more shamebased than suffering from any other disease. This connection to shame is tied to outdated beliefs that addiction is a moral failure rather than a disease. Deep-rooted stigma stems from misguided attitudes surrounding choice. These beliefs fly in the face of what we are learning about the science of the brain and genetics, not to mention the mixed messages our culture sends to youth about having fun and fitting in. It is this lingering shame, which we need to address, as it inhibits those who are impacted from reaching out for help, and hampers much-needed funding for addiction treatment in our country. — Noah Osewe, Nairobi

LeBron pens two-year Cavs deal LeBron James has ended speculation about his future after agreeing a twoyear deal, which will see him remain with the Cleveland Cavaliers next season, multiple reports said Thursday. The NBA superstar has reportedly agreed a contract worth nearly $50 million after opting out of a two-year deal on June 29 to reach free agency. The Cleveland Plain Dealer reported on its website that the deal comprised a $23 million contract for next season followed by a $24.7 million option for the 2016-2017 season. James’s opt out decision was widely interpreted as a gambit designed to
ensure the Cavaliers sign more top talent for next season after losing this year’s NBA finals. Earlier this week point guard Mo Williams said he had agreed a deal with the Cavs, which would see him, reunite with James. Williams played with James for two seasons between 2008-2010. The Cavaliers have also handed lucrative contracts to forward Kevin Love and point guard Kyrie Irving, further enticing James to stay. Cleveland is also close to agreeing a new deal with restricted free agent Tristan Thompson, who shares an
agent with James, according to reports. The Cleveland Plain Dealer said Cavaliers owner Dan Gilbert had splurged around $330 million on contracts to surround James with a team capable of challenging for the title. James averaged around 25.3 points and six rebounds per game during the regular season in 2014-15, but sharply increased his numbers during the Cavs playoff challenge. FIFA bans Chuck Blazer from football for life Chuck Blazer, the former FIFA executive committee member who turned whistleblower for the FBI, has been banned from football for life by the sport’s world governing body. Blazer, 70, has been barred from “taking part in any kind of football-related activity at national and international level” for his “many acts of misconduct” at FIFA and as general secretary of the CONCACAF confederation, FIFA’s ethics committee announced in a statement on Thursday. The American has pleaded guilty in the U.S. court to charges of football-related corruption including accepting bribes to vote for South Africa to host the 2010 World Cup. The ban is effective immediately and a statement from the adjudicatory chamber of FIFA’s ethics committee said: “Mr Blazer committed many and various acts of misconduct continuously and repeatedly during his time as an official in different high-ranking and influential positions at FIFA and CONCACAF. “In his positions as a football official, he was a key player in schemes involving the offer, acceptance, payment and receipt of undisclosed and illegal payments, bribes
and kickbacks as well as other money-making schemes.” The ethics committee investigation had provisionally suspended its investigations into Blazer primarily because he is seriously ill with cancer. The appointment of Cornel Borbely as the chief ethics
investigator to replace Michael Garcia in December saw the suspension of the investigation lifted and new proceedings against Blazer started. The ethics committee found Blazer guilty of violations of general rules of conduct, loyalty, confidentiality,
duty of disclosure, conflicts of interest, offering and accepting gifts and other benefits, and bribery and corruption. Blazer went undercover as an FBI informer after being arrested in 2011 and agreed a plea bargain to avoid a jail sentence of up to 75 years.

The Venezuela-born 20th seed led by a set and a break only for 13th seed Radwanska to respond with six straight games and force a decider.
“I don’t have words to explain it,” Muguruza told BBC Sport. “I worked all my life to achieve this moment. I think I was playing really well so I had to stay calm and keep a poker face.” Williams was thrilled to reach her 25th Grand Slam final, saying: “I’m so excited.
