Auditor turns the heat on CS over ‘leaked’ report

An auditor at the ministry of health has refuted claims that he leaked the audit report which showed billions of money could have been squandered at Afya House. Instead, Mr Bernard Muchere who heads the ministry’s internal audit unit told senators that there are strong indications that Health Cabinet Secretary Cleopa Mailu might have leaked the internal report at the ministry which exposed massive embezzlement of public money. Mr Muchere said that he only shared the report with the CS on August 29, 2016. He said he has checked all avenues in his office and found no evidence that the report was leaked out from his office. He said no one has the password to his computer where the report was and as such it could not have been leaked.

lose allies of Deputy President William Ruto have today been ordered to make written submissions to the Public Accounts Committee that is investigating the theft of Sh791 million from the National Youth Service (NYS). One of Mr Ruto’s personal assistants Farouk Kibet and Elgeyo Marakwet senator have been given seven days to make the submissions before the committee decides whether to call them to appear in person or not. “We will see from the submissions made by the two whether to make them physically appear or not,” Committee chairman Nicholas Gumbo said today. Ruto allies ordered to make submissions in NYS theft probe From Page 1 A firm in which the senator is a partner - Sing’oei, Murkomen and Sigei Advocates – is said to have received Sh5 million from Out Of The Box Solutions Ltd, the company owned by former radio presenter Angela Angwenyi that was paid Sh90 million in a Sh302 million contract. Mr Kibet was shown to have been in constant communication with Ben Gethi, the man accused of masterminding the theft, and later received Sh1 million from his as donation for a harambee. “There are many companies and banks mentioned in this NYS saga including Farouk Kibet and senator Murkomen. That is why we have written to them to make written submissions. If we need more information then we will call them,” Gumbo added. He said he had spoken to the senator who expressed willingness to even physically appear before the committee and explain himself. “The senator called me and said he had no problem appearing before the team,” said the Rarieda lawmaker. Murkomen had earlier said that the firm was approached by Mr Gethi for legal representation when their case started. “He has said the law firm was offering legal services so we have asked him to give us the explanation on what he was being paid for,” Gumbo said. Mr Murkomen was initially adversely mentioned by Ms Waiguru in her replying affidavit to the explosive one filed by Ms Josephine Kabura. The former CS said the Senator visited her office and that of then Principal Secretary Peter Mangiti to lobby for the release of money held in the frozen accounts of his clients who were doing

business with the NYS. On Sunday, the Nation reported that the committee was facing strong resistance on whether to summon the due. Mr Kibet is alleged to have spoken on phone to Mr Gethi 262 times at a time the brazen theft at the NYS was happening. Ms Waiguru while appearing before the committee asked the members to probe Mr Kibet saying he could be knowing where the money went to. Deputy President William Ruto has already reacted angrily to Ms Waiguru’s request to have Mr Kibet probed.

Auditor turns the heat on CS Mailu over ‘leaked’ report

“I can authoritatively say that the report never leaked from my office. I’m not aware who leaked it since it was only me and the CS that had the report,” Muchere told the senate health committee. While conducting the audit, Muchere told senators that he alerted the CS on the diversion of Sh350 million to purposes it was not meant for, Sh515 million meant for National Aids Control Council and how Sh265m was paid to Cooperative Bank of Kenya. The auditor said the interim report was purely meant for internal consumption and for planning purposes for the management. “The CS requested me to carry out the audit and hand over the report to him. I did not share the report with anyone not even the Permanent Secretary,” Muchere said. Mucherw said in course of conducting the audit, his office had difficult time in getting information from the accounting and procurement departments. “We have not received any payment vouchers to date from the procurement and accounting department,” he said. He said most of the contents of the report leaked out to the media were correct and tallied with

his original report. The auditor noted that some information was added in leaked report that is not on his report. He pointed out that in his report he did not do any analysis of the owners of the companies of those adversely mentioned to have benefited from the Sh5 billion irregular payments. “In my report, there was no analysis on the owners of the companies and therefore the media did not report correctly on that note,” he said. He said the audit was not an investigation but was only meant to make the CS aware of what is happening at the ministry. “This was a normal continuous exercise and the information was purely meant for the management and in this case the CS,” he said. He told senators that before he completed his report, another team from the Treasury was brought in without his knowledge to start the audit again. The Treasury team were given an office at the ministry headquarters at Afya House and they never reported to him. He told the committee that had it not been for the interference from other auditors he would have completed his final report yesterday. @sam_x254

As his personal assistant, the call could end up placing the scandal at the doorstep of the Mr Ruto. Waiguru had told the committee that suspect Kabura is a ‘puppeteer’ being used by other individuals and asked the members to dig deeper. That response triggered a caustic attack on her from Mr Ruto. “When a hairdresser registers 20 companies in a day and goes on to be paid close to a billion, which she said she carried in sacks and then someone is cat-walking and talking a lot of English … Give me a break” the Deputy President said in @peter_x254 reaction.

Nyali MP Awiti fears for his life

Nyali Member of Parliament Hezron Awiti has today expressed fears for his life, claiming that a group of unknown persons have been trailing him. Awiti claims that his pursuers have been following him for the past few days from his daily engagements to his home. He said his pursuers have been using two cars each with three occupants prompting him to make the declaration that his life was in danger. “What do you want me to do when I’m being trailed by a gang of six unidentified individuals?” Awiti quipped as he addressed a press briefing on the matter. He has already reported the matter to police and informed Mombasa County Commissioner, Coast Regional Commissioner and the Directorate of Criminal Investigations. He said that although he has filed a statement with the police, he feels unsafe as they have requested him to remain silent as investigations continue. This is the second time in the last two years that the legislator has made the sensational claim over his death. In March 2015, he filed a statement claiming his life was being threatened because of his stand against corruption and mismanagement of resources by the Mombasa County government.

600 to be trained to deal with hawkers menace in Nairobi

The Nairobi County Government has enrolled 500 Inspectorate Officers and 100 recruits to its fire brigade team to meet the demand for city Askari’s to deal with the spiraling number of hawkers within the central business district. County Secretary Robert Ayisi (pictured) said today that City Hall has reached an agreement with the National Police Service to train the new officers and ensure that traders are protected from extortionist gangs. Mr Ayisi further noted that the training will commence in early December and run up to March next year before the officers are deployed in various parts of the city. However, the county secretary acknowledged that the growing number of hawkers in the city streets remain a big challenge given that there is no alternative location to place them. “Due to the growing concern of hawkers, the governor asked us to enroll at least 500 officers who will be trained under the new police curriculum. Everything is set and by early December we are ready for the training exercise,” Dr Ayisi said. He spoke during the signing of a private partnership program between the NPS, Chinese Embassy and Private Sector Alliance that fronts the redevelopment Kilimani Police Station at the Serena Hotel Nairobi. He however denied allegations that city askaris have been harassing and killing hawkers in the streets and instead blamed criminal gangs of impersonating the county officers to commit the felonies. Over the last decade county askaris have been accused of killing hawkers who have been found to be doing illegal businesses in the CBD. Dr Ayisi has, however, said that criminal gangs have been impersonating County askaris and demanding money from hawkers. “The CBD is full of criminal gangs who are masquerading as county personnel leading to tension between traders and county askaris,” he said. He even said enforcement officers from City Hall have themselves been victims of brutality from the criminal elements. “Nairobians are hereby advised that Nairobi City County staff and in particular enforcement officers are required to be in uniform and carry along with them some form of identification,” he said. Mr Ayisi said that Dr Kidero administration has made attempts at dialogue rather than confrontation in handling matters concerning licences for hawkers to operate in the city. He sought to assure all investors and business personalities of a free and fair trading environment in the city. City Hall pledged to support the Kilimani initiative citing the need of security and a proper living for all security apparatus. “Am sure the governor will support this initiative as he has always done especially to those touching the lives of Nairobians,” said the county secretary. @wilson_x254

Kenneth’s entry jolts Jubilee Nairobi line-up

T

he entry of former Gatanga MP Peter Kenneth into the Nairobi gubernatorial race has jolted jubilee aspirants who are also eying the seat. Mr Kenneth who unsuccessfully vied for the presidency in 2013 has announced that he will not contest the position again in 2017 and will instead throw his weight behind President Uhuru Kenyatta’s re-election bid. That announcement was interpreted to mean the former assistant minister is looking for Mr Kenyatta’s backing for the gubernatorial seat. But those thoughts seem not to have gone down well with jubilee politicians in Nairobi. Nairobi senator Mike Sonko, Dagoretti South MP Dennis Waweru, Johnson Sakaja (nominated) and former Starehe MP Margaret Wanjiru are all eying the city governor’s seat and have vowed not to allow themselves be armtwisted with the jubilee support. They yesterday vowed to lock out ‘any late entrant’ into the race within the jubilee ranks. After a meeting in Westlands Nairobi, the four declared that their team to lead Nairobi is already complete and that what remains for them now is to negotiate who gets what. Those sentiments were no doubt aimed at Mr Kenneth is seen to be seeking Jubilee support in his bid to unseat Governor Evans Kidero. “Among the four of us, the governor of Nairobi in 2017 will be one of us and

nobody else,” Mr Waweru said. He disclosed that they have already initiated a formal negotiation process on how they will share the top elective seats and insisted that the Jubilee candidate for governor and running mate among other top positions should come from among the four of them. “We will all of us agree to support one person for each elective

seat, we will have a candidate among us the four of us for Governor, his deputy, the senator and even the Women representative,” he elaborated. Rachel Shebesh who is the current Nairobi Women Representative was with them. The meeting was also attended by Starehe MP Maina Kamanda, and nominated senator Beatrice Elachi

who is eying the Dagoretti North Parliamentary seat and a host of Nairobi MCAs allied to Jubilee. The entry of Mr Kenneth could reshape the Jubilee line-up but the leaders have branded him a late entrant and are keen to lock him out. “I think we are clear in our minds, come 2017 as we move the way we are, that the governor of Nairobi County is

amongst us,” Mr Sakaja declared. “We are all fighting against one Governor Dr Evans Kidero, whom we intend to send home on August 8,” he reiterated. On her part, former Starehe MP Margaret Wanjiru reckoned that JP will be “fair to all” in the nomination process to be overseen by the Independent Electoral and Boundaries Commission (IEBC). She said the President Uhuru Kenyatta led party wants to unite Kenyans and that it will start with Nairobi, as it is a multi-ethnic city. “Nairobi is greater than us all, thus we won’t be led by selfishness. All we want is to deliver the governor seat to the Jubilee Party regardless of the candidate,” she stated. Kenneth, has already indicated that he is moving to Jubilee Party but has been criticised for not dissolving his party The Kenya National Congress (KNC) Party. His critics say if he is sincere on joining Jubilee bandwagon, he should fold up his party but not destabilising the Jubilee Party that came under one umbrella in September. But Kenneth has chided his critics saying he will only resign as a member of his political party. “I will only resign as a member of a political party that I belong to and a matter of fact, I have given that resignation to the registrar of political parties,” he said last week. @hillary_x254

Bar now raised for new police recruits Recruits to the National Police Service will from next year be required to have a mean grade of C plain in KCSE, up from the current grade of D plain. Also, 10 percent of the recruits must will have to be university graduates according to a new curriculum. Inspector General of Police while making the revelations today also said that all police officers will from January next year undergo retraining as the service embraces reforms in the security sector. But the retraining for serving officers will be gradual to ensure normal security services run uninterrupted. New recruits will however be subjected to a 15 month with a three month internship. “All officers will undergo a retraining process which will be put on a gradual basis as we strive to reform the police service. This begins from January 2017,” Mr Boinnet said. He spoke earlier today at the signing of a private partnership program between the National Police Service, Chinese Embassy and the Private Sector Alliance. “The mean grade will be C except for places where there will be none. That, however, has to be exceptional for the recruits to be taken and the issue of gender has to be observed,” Boinnet said on new recruits. Boinnet stated that his officers will be trained in management, research methodology, judicial procedure,

information security management, psychology, cyber-crime, customer care, human rights, security and safety in general. And on the refurbishment of Kilimani Police Division, Boinnet said the makeover is a multi-million-shilling project, which will take a maximum of three years to complete. “I thank the Embassy of the Republic of China for choosing to transform Kilimani Station,” he said, adding that the works will start soonest. The makeover targets the office, residential quarters and the parking yard. “Our resources are limited and overstretched. I am actually appealing to other similar entities to come on board and partner with the police service in the construction of better police houses, because alone we cannot move at the speed that we are expected,” he said. He added: “This undertaking is one of its kind which is consistent with cooperate social responsibility and the spirit of neighbourliness by the Kilimani Community, Kilimani project foundation and the NPS.” Chinese ambassador to Kenya Liu Xianfa said once the project is complete, the station will have better housing for the officers and put the officers in a position to better discharge their duties. He said the Embassy will not hesitate to undertake other similar projects. @wilson_x254

Obama urges Americans to give Trump a chance President Barack Obama encouraged Americans Monday to give President-elect Donald Trump some time to get adjusted to the responsibilities of the presidency. But in his first news conference since last week’s stunning election results, Obama warned that some of Trump’s expectations will soon be shaken up by the gravity of the job. Obama said he was certain after meeting Trump last week that his successor and longtime political foe was “sincere” about being president for all Americans but also called on the President-elect to reach out to people who felt anxious after the explosive rhetoric of the campaign, including women and minorities. “I don’t think he is ideological, I think ultimately he is pragmatic in that way and that can serve him well as long as he has got good people around him and he has a good sense of direction,” Obama said. Obama appeared before reporters before leaving the United States on the last scheduled foreign trip of his presidency, to Greece, Germany and Peru. It takes place with many of Obama’s subordinates and liberals across the nation still barely able to believe he will be succeeded by Trump, whose volatile character and taboo-busting rhetoric could hardly strike a more overt contrast to the current president. Obama said he told Trump that his election achievement in tapping into the enthusiasm of his voters was impressive. “I think he is coming to this office with fewer set hard and fast policy prescriptions than a lot of other presidents might be arriving with. Do I have concerns? Absolutely, of course I’ve got concerns. He and I differ on a whole bunch of issues,” Obama added. Obama dodged an opportunity to comment on the appointment of firebrand polemicist Stephen Bannon as Trump’s senior White House policy adviser, who has been vigorously criticized as a leading member of the alt-right nationalist movement. Obama said it would not be appropriate for him to weigh in on all of Trump’s appointments because it would be incompatible to his desire to provide

a smooth transition of power to his successor. “I think it is important for us to let him make his decisions. The American people will judge over the course of the next couple of years whether they like what they see,” Obama said. He added: “This office has a way of waking you up. Those aspects of his positions or his predispositions that don’t match up with reality, he will find shaken up pretty quick because reality has a way of asserting itself.” Obama was repeatedly pressed about Trump’s temperament, which he had criticized extensively during the campaign. “There are going to be certain elements of his temperament that will not serve him well unless he recognizes them and corrects them,” Obama said, pointing out the impact that a comment from a US president that is not accurate can have around the world. “I think he recognizes that this is different,” he said. Obama also said Monday that the United States would remain the world’s “indispensable” power and that Trump had told him he was committed to NATO. “In my conversations with the President-elect, he expressed a great interest in maintaining our core strategic relationships,” Obama said, adding that he had a message from Trump to pass on to world leaders he will meet this week. “One of the messages I will be able to deliver is his commitment to NATO and the transatlantic alliance.” The President said that there were many diplomatic, military and humanitarian levers of US power that made America the indispensable nation in the world and that status would continue. “There is no weakening of resolve when it comes to maintaining a strong and robust NATO relationship,” Obama said. Obama, who met Trump in the White House for 90 minutes Thursday, stressed to reporters the importance of a smooth transition process, similar to the one he was offered by former President George W. Bush. He said the most important point he made

to Trump was the importance of setting up a proficient staffing structure, including the chief of staff, national security adviser and White House counsel. “I hope it was useful,” Obama said. “I hope that he appreciated that advice.” He said he told Trump that “gestures matter” and how he reaches out to groups that did not support him were important. “I think it is important to give him the room and the space to do that, it takes time,” Obama said. Trump may be in more need of assistance than other recent presidential election winners, considering he has no experience whatsoever of governing yet is about to take on what may be the world’s toughest job. Some White House staffers

were surprised by the businessman’s rudimentary grasp of White House operations but say they will work to get the new administration up to speed before January 20. Officials described Trump’s visit as a wake-up call of sorts, revealing the work to be done with the new White House staff before Trump is sworn in. Obama argued Monday that despite there being some “deeply disaffected” people, the country he will turn over to Trump is in better shape than it was in when he took office in 2009, amid the worst financial crisis since the Great Depression. He said that economic indicators including unemployment were as healthy as they had been in years, and despite challenges in the Middle East, the US was in a strong position against ISIS.

‘Knife fight’ over Trump’s Cabinet posts Donald Trump’s transition is being marked by sharp internal disagreements over key cabinet appointments and direction, both for internal West Wing positions and key national security posts, sources involved in the transition team tell CNN. One source with knowledge of the transition described it as a “knife fight.” The split has put traditional Republican operatives such as Reince Priebus -named Trump’s chief of staff Sunday -- against more non-traditional influences such as Steve Bannon -the alt-right leader of Breitbart News -- who will be Trump’s chief strategist. A particular challenge is lack of clarity about the division of power among Priebus, Bannon and Trump’s son-in-

law Jared Kushner, who also has a key role in transition decisions. Another source tied to the transition described the resulting confusion as “buffoonery.” Vice President-elect Mike Pence, the new leader of the transition operation, will be at Trump Tower in New York today to meet with Trump (pictured left) and discuss possible nominees. The divisions are being played out as Trump considers key appointments in the national security and diplomatic sectors, including secretary of state, with mainstream conservatives supporting John Bolton against Rudy Giuliani, who is seen as a loyalist to Trump. On other key national security appointments, there is more agreement.

Sen. Jeff Sessions is now the leading contender for attorney general, and is in the mix for secretary of defense as well, say multiple sources with knowledge of the transition. Retired Lt. General Ron Burgess, former director of the DIA, is a leading contender for director of national intelligence. Retired General Michael Flynn is leading candidate for national security adviser. No matter who gets what job, one description seems to fit the makeup of the short list: unconventional. And it highlights the dilemma faced by Trump, who is now torn between a campaign promise to shake up Washington and a need to build a national security team with policy experience.

CS Bett calls on smallholder farmers to help revive floundering cotton sector Cabinet Secretary for Agriculture, Livestock and Fisheries, Willy Bett has called on smallholder farmers to bank on the country’s cotton sector in a bid to revive the floundering industry. The CS said the government is currently working on enhancing strong relationships with key stakeholders such as farmers, input suppliers, market agents, ginners, spinners and textile millers, in order to boost self-regulation and also promote not only production but also value and consumption of cotton. Bett was speaking in Kwale during a visit to mining company Base Titanium. “We can only get integrated into the global cotton value chain by reducing our costs of production and increasing efficiencies, and in the case of farm yield,” he said. Cotton production in Kenya currently stands at 4,000 metric tons of lint while the spinning capacity demand is about 10,000 metric tons of lint. The country imports more than 50 per

cent of the lint requirements from the neighboring countries, putting pressure on the demand for foreign exchange. “The government is aware of the opportunities and challenges that face the cotton sector and are keen to mobilize various resources to ensure those opportunities in the cotton-textile value chains are enhanced through; access to credit, mentorship increased capacity, expanded value addition, by encouraging the formation of cooperatives and implementation of appropriate policies to support the sector,” the CS explained. Base Titanium General Manager for Environment and Community Affairs, Colin Forbes stated that the company made a commitment to the government of Kenya to improve the living standards of the communities in the area in which they operate in, through funding with substantial amounts and community projects that would outlast the lifespan of the mining project.

Over 70,000 to benefit from planned Tatu City real estate project At least 70,000 consumers are set to benefit from a planned 2,500 acre conceptual Tatu City real estate project aimed at providing affordable residential and commercial houses. Work on the Sh400 million project, which is aimed at decongesting the capital city, has commenced. The development will provide basic tourists amenities upon its completion in a move to scale up the country’s tourism sector. Tatu City’s developers have noted that poor planning and erratic traffic are to blame for congestion, not only in Nairobi, but across other urban areas in Africa. Lands Cabinet Secretary Prof. Jacob Kaimenyi says Kenya’s housing industry faces an annual shortfall of more than 200,000 homes with only 50,000 new units being constructed each whole year. A majority of the beneficiaries of the project will be middle class residents given that recently published research reveals that a most middle class renters have been unable to afford decent housing. “When thinking of investing in real estate, especially for residential property, Kijani Ridge, which is the residential arm of Tatu City, should certainly be top on your list. A well thought out, well planned, and well executed residential area ensures that property will only appreciate with time,” said the project’s stakeholders. A 2012/13 Kenya National Housing Survey also confirmed that the demand for housing is much higher than the supply,. @enock_x254

Kenya partners with Sub-Saharan states to restore 100 million hectares of degraded land

Kenya, along with its Sub-Saharan African counterparts, has committed to help stem land degradation across the region. The country is on an ambitious path to help restore and sustainably manage 100 million hectares of land in the region by 2030. Kenya has made recent strides in restoring the country’s forest cover with its latest push showing promise. Other countries have fallen in line. Yesterday, at the COP22 Climate Change Conference in Marrakech, the Bank, African leaders, and other development partners participated in a multi-sectoral session to promote African countries’ commitment and targets, and stimulate resource mobilization in the upcoming months, to scale up the restoration and sustainable management of Africa’s landscapes. So far, 21 African countries have committed to restore over 63 million

hectares by 2030. Ethiopia has made the largest commitment with 15 million ha, an area greater than the size of England. Rwanda, the first to commit, challenged itself to restore two million ha including 80 per cent of agriculture land. Major new restoration commitments and formal expressions of interest have been announced by Benin, Burundi, Cote d’Ivoire, Guinea, Ghana, Kenya, Malawi, Senegal and Tanzania. In Niger, 1.2 million farmers have restored five million hectares of farmlands with 200 million trees using their own resources. In Ethiopia, people volunteered 45 days per year to move 90 million tons of rocks and soil to restore the land. In Kenya, the Green Belt Movement, founded in 1977 by Wangari Mathai, mobilized communities to plant 51 million trees. “In Africa, 65 per cent of the land is affected by degradation, nearly three million hectares of forests are lost

every year, and 3 per cent of gross domestic product growth (GDP) is lost annually from soil and nutrient depletion,” said Magda Lovei, Practice Manager, Environment and Natural Resources, Africa Region, World Bank. “Restoration allows these landscapes to regain their ecological integrity, mitigate climate change and enhance the livelihoods of people who live in these graded landscapes.” A new World Bank report shows that African states are showing a heightened interest in the restoration of degraded land which contributes critically to resilient landscapes. They are using advanced tools to solidify decisions on how many hectares can be restored, budget how much is needed, select the best-fit practices from a menu of land management approaches, identify policy, financial and social incentives and predict both trade-offs and benefits for farmers.

High importation costs push up local pump p TUESDAY, NOVEMBER 15, 2016

Motorists will be forced to dig deeper into their pockets following a surge in fuel prices, the Energy Regulatory Commission (ERC) has confirmed. In its latest review, the regulator stated that Kerosine, a staple among many consumers, jumped by the highest margin as compared to other sources of fuel. The price of kerosene rose by 3.45 per litre whereas petrol rose by 3.30 per litre. In Nairobi, super petrol will retail at Sh94.94 per litre, diesel at Sh82.17 per litre while kerosene increases to Sh62.16 per litre. The price of petrol jumped from Sh91.56 per litres since the last review while kerosene jumped from Sh58.71. The ERC has attributed the rise to a surge in the global prices of crude petroleum as well as the high cost of importation even after the shilling remained stable. “The changes in this month’s prices are a consequence of the average landed cost of imported super petrol increasing by 8.12 per cent in May 2016, diesel increased by 0.05 per cent and kerosene increased by 10.68 per cent,” ERC Director General, Joseph Ng’ang’a said in a statement. Ng’ang’a explained that pricing regulations are done to cap pump prices to enable importation of other crude products and ensure the end consumers interests are adhered to. “The purpose of the fuel pricing regulations is to cap the pump prices of the products, which are already in the country so that importation and other prudently incurred costs are recovered, while ensuring reasonable prices to consumers,” said Ng’ang’a. The Commission’s data shows that Kenyans consume an average of 130 million litres of petrol a month while diesel consumption stands at an average of 200 million litres per month. The country has mostly been dependent on imports for its monthly petroleum needs after the Kenya Petroleum Refineries Ltd was shut down in September 2013. @enock_x254

Betway awards two Kenyan footballers with trip to Westham Gaming Company, Betway has announced that English Premier League team, Westham United, will early next year, host two Kenyan footballers at the club in the U.K in a bid to broaden the players’ experience and present them with an opportunity to interact with worldclass EPL players and coaches. The two beneficiaries of the initiative are Mark Kioko, a 20 year old from Githurai, Nairobi, and Moses Kinyanjui, a 21 year old from Shanzu, Mombasa. The announcement was made at a ceremony at the Moi Sports Center Kasarani, Nairobi at the culmination of the Betway Talent Search, an initiative aimed at improving football talent in Kenya. Kioko and Kinyanjui were selected from a team of 16 footballers from across the country who had qualified for a four-day elite training camp courtesy of Betway. Those involved in the selection process included Francis Kimanzi, Mathare United Coach, Josh Ewans, Westham’s technical football coach and Adam Crossley who is the sports scientist and training analyst for the West Ham United first team. The selection was overseen by a representative from the Betting Control and Licensing Board. Kioko, a goal keeper, was lauded for his exceptional skill at the goal

post while Kinyanjui, an attacking midfielder, was noted for his precision and playmaking skills. Both upcoming stars expressed optimism that the trip to the U.K would be a game changer for their careers. “I had initially lacked the fare to come to Nairobi for the camp, but fortunately, I got it at the last minute through the generous sacrifice of my parents. I dedicate this to them,” said Kinyanjui, adding that he hopes to advance his career onto the world stage. Kioko also said that discipline and hard work were essential, adding that these will continue to be his guiding principles as he discerns on how best to kick start a professional career in football. The Betway Talent Search is the first of its kind in Kenya. “We have pioneered this industry trend in all earnest because we believe in Kenya’s football talent and want to give players more exposure,” said Wanja Gikonyo, Country Manager for Betway. Also present at the ceremony was renowned Kenyan footballer and Betway Brand Ambassador, Dennis Oliech, who gave the players a oneon-one session on how to make the step from amateur football to career football. kevin_x254

Tullow, Maersk to begin drilling wells in December as Kenya eyes fuel exports for 2017 Mining and exploration company, Africa Oil and its partners in Kenya will drill as many as eight wells in December to boost proven resources and improve financing prospects for field development and an export pipeline, an executive said. The group, which includes Tullow Oil and Maersk, initially planned to build a single pipeline to connect Ugandan oil fields and the Kenyan project to Kenya’s coast, but Uganda opted to build its own pipeline via Tanzania. The announcement comes at a time when global oil prices have been plaguing the industry. The International Monetary Fund (IMF) last month urged Kenya to minimize its reliance on oil whether for fiscal purposes or for export as the country gears towards an Early Oil Pilot Scheme (EOPS) project. In October, Director for the African Department, at the IMF, Abebe Aemro Selassie urged Kenya to maintain the diverse economic structures that the country has. He said Kenya should learn lessons from oil exporting countries in the continent and maintain diverse economic structures. “I think the number one thing that you keep hearing from countries in West Africa [and] other oil exporters right now, is the importance of maintaining a diversified economy, Those countries

The International Monetary Fund (IMF) has urged Kenya to minimize its reliance on oil for export. are emphasising that they wish they had much less reliance on oil exports,” he explains. Oil dependent countries have registered slowed growth following a recent drop in oil prices. Africa Oil Chief Executive Keith Hill said in an earlier statement that building a standalone pipeline for Kenya makes the firm much more

dependent on its own resources for justifying and financing that pipeline, encouraging further drilling to firm up oil discoveries. The South Lokichar Basin in north Kenya is now estimated to have 766 million barrels of recoverable contingent oil resources. The latest drilling programme will begin with two exploration

wells. The first well will be in early December, followed by others, whose imolementation will be based on the success of the preceding wells. The exploration firms seek to secure a final investment decision for the Kenyan project by late 2018, with full production expected to start about three years later. The country plans to start small-scale oil production in 2017.

onald Trump, on November 9th 2016 made the entire world take several seats when we he was voted in as the

campaign period and one of the most hardwon victories seen in an American election, the billionaire businessman made it. In his victory speech, where he stood with daughter Ivanka by his side --a campaign staple-- the President-elect seemed to attempt extending an olive branch to all the people that he had ostracized during the electioneering period. “I pledge to all the citizens of our land that I will be President to all Americans and this is very important to me, “he said. “I’m reaching out to you so that we can work together and unify our great country.” Although the tone of his entire campaign has been reactionary and pandering, Trump seemed to be entirely lucid in his words. on the brutal battle she had so valiantly fought will be for a long time,” she admitted. Adding, “We must accept this result and then look to the future. Donald Trump is going to be our president. We owe him an open mind and the chance to lead.” Election results show just how much America is divided in the exact ways the world perceives it to be. AP reports, ‘Clinton won more counties where less than 50 per cent of the population is white and where at 45 per cent of the population is African American.’ But more importantly than the racial divide was the gender divide in this election. Women have skewed more to the Democratic candidate during elections and to put it succinctly men favoured Trump while women favoured Clinton. Education also plays a big role in politics and Trump took a clean sweep of the South and Mid-West while Clinton maintained a lead in the West and North East.

According to Pew Research Center, ‘College graduates backed Clinton by a 9-point margin (52%-43%), while those without a college

far the widest gap in support among college graduates and non-college graduates in exit polls dating back to 1980.’ Although it’s been a running joke that the South should secede, the 2016 election brought up enough inspiration that voters online suggested that California as a state should break away and stand as its own country. Caliexit, as it has been called, seems to be gaining enough traction that the group’s proponents had this to say in a 33-page ‘CalExit Blue Book,’ “In our view, the United States of America represents so many things our continued statehood means California will continue subsidizing the other states to our own detriment, and to the detriment of support from Silicon Valley and tech big wigs whole world though as animated comedy presidency 16 years ago. Rapper Rick Ross is drowning fast. The ‘Hustlin’ hit maker is now selling his Florida property at 1.3 million dollars after failing to get a buyer for the initial price of 1.5 million dollars. It is estimated that the property could be worth 2 million dollars but Ross is desperate to sell. It was recently reported that Rick Ross owed IRS approximately 5.7 million dollars. Amounts which were accrued between 2012 and 2014 and which he is finding difficult to clear. The house that is now on sale was bought by the rapper in the year 2008 after the success of his album ‘Port of Miami’. At the time, it was bought at 1.25 million dollars. This will be the second house Ross sells after selling another property he owned for 6 million dollars earlier this year.

AFTER THAT STRANGE NEWS SHE ALSO INFORMED ME THAT SHE AND HER NEW HUSBAND SHARE ALL THEIR SOCIAL MEDIA ACCOUNTS. Dear Dee Dear Dr X,

The history of custom cars cars are as pretty as they are expensive to soup–up. Although many people might not understand the allure of custom cars, they have a lively and buzzing community with many diehard fans spreading the culture. ‘Hot rods’ which was a term used to describe classic American cars from the 1930s and 1940s were a type of modified vehicle used in informal races. Hot rods were customized for speed and lightness and even eventually became a status symbol for non-conformism. According to Street Rodder ‘Typical modifications were removal of convertible tops, hoods, bumpers, windshields, and/or fenders; channeling the body; and modifying the engine by tuning and/or replacing with a more powerful type. Speedster was a common name for the modified car.’ How Stuff Works reports that, ‘the hot rod and custom car fad continued to trickle down to car enthusiasts throughout the Los Angeles area. Now it involved older used cars that were transformed into “mystery cars” through sometimes minor, sometimes major body modifications. But it remained a relatively small and localized fad before many of the participants in this trend were called into service in WWII.’ The real obsession with cars in the country started in the 1950s, which then lent some more weight to the idyllic American life; house, car, kids and wife. Classic car shows and hot rod associations became popular and so did drag races. They also happened to be wildly illegal due to the dangerous nature of the activity. As time went by and hot rod popularity waivered and resurged, the trend that seems to be standard is an older car shell with modern engines and a vibrant paint job.

My mother married another man a few months ago. At first I didn’t like the new man but he seemed to be treating my mom well so I warmed up to him eventually. Since I don’t live in the same area as my mother I don’t get to see her very much but I recently went to visit her and she seemed like a completely different person. She wasn’t as bubbly and lively as she usually is and when I asked her about it she brushed it off and said she was tired. She told me that her new husband keeps her phone when she gets home and she doesn’t really have access to it at night. After that strange news she also informed me that she and her new husband share all their social media accounts. I get the feeling that something is off, her husband is being controlling but I feel powerless in the situation.

Naturally sex has enough mystique surrounding it that the myths that surround it seem unnecessary. But some of these tall tales need to be snuffed out because they’ve been around for way too long with absolutely no scientific basis.

N

ot tonight dear, I have a headache

Reportedly this is clichéd excuse that women use to get out of having sex is a lesson in self sabotage. Sex has actually been shown to lower the pain caused by headaches. Live Science reports that, ‘a study published in the March issue of the journal Cephalalgia, found that sexual activity relieved the pain of migraines or cluster headaches, severe, one-sided recurring head pains, for up to a third of patients. Some of the patients even reported using sex as a kind of headache therapy.’ That settles it, you can’t keep using that excuse forever now.

Women do not watch porn

Pornography is a touchy subject. Some people like it, some can’t stand it and some just think it is plain old wrong. Although it is true that most porn that is produced caters to men’s preferences and men do continue to be the primary consumers of the entertainment form, that does not mean that women do not watch it. According to Alternet, ‘One in three adults browsing Internet porn sites are women, according to Nielsen ratings.

Columbia University advice column Go Ask Alice gave these words of wisdom, ‘Using two male condoms at the same time isn’t recommended for pregnancy prevention or as a safer sex method. In fact, “double-bagging” as it is sometimes called, can increase the friction between the condoms during intercourse, making them more likely to rip or tear.’ One is enough.

Men cheat more than women

The myth that’s as old as time, men cheat more than women. But do they really? The truth is men tend to be sloppier about their cheating than women and that is why it seems that way. Women’s Day has some interesting facts, ‘An Indiana University study

Mom’s new union makes me ‘powerless’

This sounds like a very unpleasant situation. You have to tell your mother that what she is going through is not normal by any accounts. Her husband should not be in charge of her communications and even sharing social media accounts is highly suspect because they are still separate people even though they are married. If she does not get a hold of an already controlling husband who knows how it might escalate. Nothing good ever comes out of a situation like that so please tell her soon that she is in a precarious position. It might be jumping the gun to say that she should leave her husband but she should definitely assert her place in the marriage before an odd situation turns into an abusive one.

Former Chelsea star Lampard leaving MLS side

Nzoia United players line up for a past National League side match at the Camp Toyoyo grounds in Nairobi. The team has secured promotion to the Kenya Premier League next season. PHOTO:CAPITAL FM

Nzoia puts big boys on notice after Premier League return After 12 years in the lower tier leagues of Kenyan Football, Nzoia United, winners of the Kenyan premier League in 2002 have made a resounding return to top tier football. With four games remaining before the National Super League (NSL) ends, Nzoia have opened up an unassailable lead of 14 points at the top meaning they have already been assured of a place in the Premier League next season. “It is such a huge thing for us as a team because this is a project we started two years ago. We knew we had the ability to achieve it because I saw the hunger in the team. Not only the players but the management as well was pulling in one direction and believed in the project,” their youthful coach Bernard Mwalala, a former Kenyan

international said. The Bungoma based club has been in imperious form, reaching the quarter finals of the GOtv Shield and from 34 games league games, losing only once, to Nakuru All Stars. Mwalala who played for Nzoia between 2001 and 2003 has heaped praise on his youthful squad for their never-say-die attitude and their desire to achieve results. “These boys have amazed me because the amount of self-belief they have is immense. They don’t fear taking on any opponent and they work hard throughout the matches. They also want to play with the ball, move very well and these are some of the attributes that have seen us achieve this feat,” the tactician disclosed. He is already looking on to the

Premier League experience and has warned the top boys not to expect it easy. Nzoia already showed what they can do in the GOtv Shield after eliminating Tusker last season, Gor Mahia this season before narrowly losing to finalists Ulinzi Stars on penalties. “They should not think we are an easy side. My target as at now is to ensure the team comes in and finishes in the top five. Probably in the next three years, we should be thinking of winning the league. The league is a journey and if we can ensure after the first leg we are still in the top five, then we are okay,” he added. As opposed to how most promoted clubs clean up their teams to bring in experienced faces, Mwalala says he will maintain the same youthful squad and at most will add two

players to the team. “I am a young coach and definitely I would want to work with young players who I can help develop. Adding a huge number of experienced players to the team will be a problem. I would rather fail with young players who have a dream and ambition. I trust these players and I know they will get the job done,” Mwalala offered. Meanwhile, Kariobangi Sharks, Zoo Kericho, Nakumatt FC, Vihiga United and KCB are chasing promotion slots though it is not clear yet how many teams will play in the Kenyan Premier League next season. Sharks are second on the log with 71 points, two ahead of Zoo Kericho and Nakumatt who are third and fourth respectively. Vihiga and KCB are tied on 63 points at fifth and sixth.

Griezman a doubt for Saturday’s Madrid derby Atletico Madrid forward Antoine Griezmann is a doubt for Saturday’s derby against Real Madrid but did not suffer a broken foot in France’s 2-1 win over Sweden on Friday. Griezmann has a haematoma on his left foot but Atletico said “an injury to the bone was ruled out” after an X-ray.

The 25-year-old is his team’s top scorer in La Liga with six goals. Atletico host league leaders Real at the Vicente Calderon trailing them by six points after 11 games. Griezmann has returned to Madrid, meaning he will miss France’s friendly against Ivory Coast on Tuesday.

Former England and Chelsea midfielder Frank Lampard has said he is leaving MLS side New York City. The 38-year-old, whose contract expires at the end of the year, wrote on Instagram that his time at the club had “come to an end”. He said he will reveal “the next stage” of his career “very soon”. Lampard scored 15 goals in 31 appearances for New York, in a two-year spell that was interrupted by a loan spell at Manchester City. New York City were beaten 7-0 on aggregate by Toronto FC in the MLS play-offs this month. In an interview with Match of the Day presenter Gary Lineker in October, Lampard said he was keen to move into coaching. Lampard said: “I have very much enjoyed my time, and I am very grateful to have had the opportunity to play for such a great club and in such an incredible city. “I leave with many great memories.” Lampard left Chelsea in 2014 as the club’s record scorer with 211 goals. He signed a deal with New York City in July 2014, before joining their sister club Manchester City on loan in August, a move which “outraged” New York City fans. He scored eight goals during a loan spell that was extended to cover the 2014-15 season. In May 2016, he was described as “the worst signing in MLS history” as injuries and his spell back in the Premier League restricted his appearances. But he rediscovered his form for New York City, scoring 12 goals in 14 games, and the city celebrated “Frank Lampard Day” in September. Former England team-mate and Liverpool midfielder Steven Gerrard could also be set to end his spell in the United States. Gerrard, 36, is out of contract at MLS side LA Galaxy and has suggested he could go into coaching at former club Liverpool.

Argentina, Chile seek to bounce back TUESDAY, NOVEMBER 15, 2016

South American football heavyweights Argentina and Chile will be seeking to bounce back from their poor outings in the World Cup 2018 qualification campaigns when they host Colombia and Uruguay respectively. While Chile held Colombia to a goalless draw in Barranquilla, Argentina were thrashed 3-0 by Brazil in Belo Horizonte. That loss means Lionel Messi and company enter their 12th of 18 rounds of qualifying matches tonight in sixth place. Only four teams are guaranteed a spot in the finals in Russia in 2018 with the fifth-place finisher competing in a four –team intercontinental playoff for two spots. In its last four games, Argentina tied unimpressive Venezuela and Peru, and it lost to Paraguay at home before being dominated by Brazil. The Barcelona star said everything needs to change in their clash with Colombia at the Estadio del Bicentenario San Juan. “We have to change our mindset … because this team has great players,” Messi said. “When one’s head is not fine, the legs do not respond.” With 16 points, one back of Ecuador and Chile, Argentina is not completely

out of the picture. Its biggest hurdle has been its performance, which players believe will be different against thirdplaced Colombia. Colombia will be without defenders Yerry Mina and Oscar Murillo, leaving coach Jose Pekerman with three players who have never played for the national team to partner in defence against the attacking talents posed by their opponents. Goalkeeper David Ospina has said there is no way to contain Messi, but that his team must to try to do so. “There is no way to stop Messi,” said the Arsenal shot stopper at a news conference ahead of the match. “We know who he is, how important he is for Argentina and the level of player that he is.” However, the 28-year-old warned that Argentina were about more than just the Barcelona star. “We will be trying to play our game,” he said. “We are playing against the entire Argentina squad, not just Messi. He is surrounded by players of great quality, so we must be careful of everyone.” Colombia last won in Argentina in 1993, when they triumphed 5-0. Since then, they have played a total of 11 games with just one victory compared

to seven for Argentina. In Santiago, Chile will be hoping the return of forward Alexis Sanchez can lift them against Uruguay. Midfielder Arturo Vidal is also likely to play despite a left leg injury. The Copa American champions are currently in fifth place with 16 points. A loss at home will leave their opponents on the

verge of reaching Russia in 2018. Uruguay are second with 23 points, just one behind leaders Brazil who could as well confirm their place in the finals with victory away in Peru. Edinson Cavani is likely to return to the starting lineup, replacing Cristhian Stuani, after missing out last time because of an injury.

Coach Oscar Tabarez will also replace Diego Rolan with Alvaro Gonzalez, embracing a more conservative 4-4-2 strategy he has used in away games. Elsewhere, fourth-place Ecuador hosts bottom side Venezuela and Bolivia will face Paraguay. @peter_x254

Liverpool’s Henderson to captain England vs Spain

L

iverpool midfielder Jordan Henderson will captain England against Spain on Tuesday, with Wayne Rooney injured. Forward Rooney, who led the side in Friday’s World Cup qualifying win over Scotland, missed training with a knee injury on Monday then later pulled out of the squad. Henderson, 26, captained England in their 0-0 draw in Slovenia last month when Rooney was dropped to the bench. “I don’t think we can have just one captain,” Southgate said. “We have several leaders. Too much responsibility has been on Wayne. We need to share that. Once you have a team of those leaders you can have a lot of success.” Tottenham striker Harry Kane will not feature against Spain, having been released from the squad over the weekend as he recovers from injury. The 23-year-old damaged an ankle against Sunderland on 18 September and only returned for 73 minutes of action against Arsenal on 6 November before joining up with the England squad. He was an unused substitute for the 3-0 win over Scotland at Wembley. Southampton left-back Ryan Bertrand also missed training on Monday and, with only 19 England outfield players available, 17-year-old Spurs midfielder Dylan Duncan made up the numbers. “There’s any different number of ways we can approach the game,” said Southgate. “For me, it’s an opportunity to build on the way we are playing. It’s a great challenge in terms of a different style of game. Spain are going into the friendly at Wembley on the back of a 4-0 thrashing of Macedonia in a World Cup qualifier in Granada on Saturday. But the Englishmen are expected to provide a sterner test to manager Julen Lopetegui who is having a depleted squad following injuries to several of his first team players.

Central defense partnership of captain Sergio Ramos and Barcelona’s Gerard Pique are absent as well as leftback Jordi Alba. That left the manager to turn to the bench for Dortmund’s Marc Bartra, Real’s Nacho and Arsenal’s Nacho Monreal to provide cover for the missing defenders. In Midfield, Spain are without the enforcer in Andreas Iniesta. The Barcelona playmaker still nursing injury suffered in a league match two weeks ago. Chelsea forward Diego Costa is also not available after he pulled out of the squad. But England boss Southgate still expect real threat from the Spaniards. “It’s a game we have to get tactically right, the way we press and use the ball. “We want to build on last few performances, which I think have improved the detail of how we want to play. “I don’t want to make loads of changes. If we don’t keep some consistency then we are not building and are starting again almost.”
