he Director of Public Prosecutions Keriako Tobiko has been asked to officially take over investigations of corruption allegations against former Devolution Cabinet Secretary Anne Waiguru. Ms Waiguru who has since been cleared by the Ethics and AntiCorruption Commission was yesterday plunged into the heart of Sh791 million scandal at the National Youth Service through court papers in which businesswoman Josephine Kabura claimed the former CS was aware of everything happening at NYS. Following the damning revelations, Nandi Hills MP Alfred Keter has asked the DPP to take over the probe into the scandal and

investigate Ms Waiguru afresh. According to the lawmaker, the DPP should now take over as EACC can longer be trusted. Keter said the anti-corruption commission cleared the former Cabinet Secretary despite massive evidence provided linking her to corruption. “With these fresh allegations of corruption against Waiguru, it’s only clear that EACC cannot fight corruption because they cleared her of any wrong doing,” Keter said today morning. Keter wants Waiguru probed afresh From Page 1 This came even as Ms Waiguru distanced herself from Ms Kabura, saying she has never met her. According to the businesswoman, Waiguru received a share of the Sh791 million lost in the NYS scandal. Kabura is one of the several people who have been charged with corruption scandal at NYS. She claimed that Ms Waiguru planned, facilitated and protected the people involved in the NYS scandal. She says that Ms Waiguru helped her to register the companies she used to do business with NYS. Ms Waiguru also gave her specific instructions to open bank accounts for them at Family Bank, she says. All the accounts were to be opened at the Kenya Tea Development Authority Plaza branch. “Ms Waiguru called an employee of Family Bank whose role was to ensure that the accounts were opened and operated without any hiccups,” she said in the affidavit in which she is seeking to be enjoined as an interested party in a case filed by the Asset Recovery Agency against eight individuals alleged to have benefited from the Sh791 million NYS scandal. According to her, Waiguru, then CS instructed her to work closely with the former CS’s sister, Ms Loise Mbarire, who would be given money regularly. “Most of the time the CS Waiguru would request that I give part profits to a lady named Loise Mbarire, Waiguru’s sister, who was
supposed to give back the money to me or the CS Waiguru after servicing her deliveries. “Loise informed me that she worked in a law firm at Finance House on Loita Street. She would come (to the bank) in different vehicles, park in the basement and wait for me to withdraw and take it (the money) down to her, one bag at a time,” Ms Kabura says in her affidavit. But Ms Waiguru has denied the claims. Waiguru told Capital FM News that the allegations contained in the affidavit sworn by Kabura are malicious and only meant to soil her reputation. “This is clearly intended to malign my name,” she said when asked to comment about the damning revelations which placed her at the centre of the multi-million shilling scandal. “I have never met Josephine Kabura in my life,” she insisted. The new claims have given fresh impetus to Mr Keter who has at one time initiated a censor motion against Waiguru during her time as CS for devolution. Keter said he was branded as enemy of the government when he pointed out the allegations at the Devolution ministry and he has now been vindicated with the new allegations. “When I talked about corruption at the ministry of Devolution, majority of Jubilee leaders called me a traitor, I was even not allowed to attend certain meetings, I am happy that I have been vindicated with these new claims,” Keter said sam_x254

MPs preparing Bill to cut constituencies from 290 to 210 MPs allied to the ruling Jubilee Alliance want the number of constituencies reduced from the current 290 to 210. Through the Boresha Katiba Initiative, the MPs also want the number of the counties slashed from 47 to 18. This they say will bring down the burden on Kenyan taxpayers which they argued are over represented. Architect of the initiative Asman Kamama said they are already drafting the Boresha Katiba Initiative Bill and expect it to be submitted to Parliament next month. Before then, he expects to meet with stakeholders to finalise the draft bill. “We will maintain what we used to have in the old Constitution because the current one has proved to be expensive and no longer tenable,” he said. The MP who also chairs the Administration and National Security Committee of the National Assembly said: “If you go to the UK they have only four counties – Wales, Scotland, Northern Ireland and Britain as it is; and that is a huge economy with only four counties. For our own economy with an expenditure of Sh2.3 trillion, then we spend it all on 47 counties, we must agree that this is not acceptable.” The initiative also proposes that the retirement age for judges go back to 74 and not 70 and that all Supreme Court Judge to serve a maximum of seven years. Jubilee Alliance MPs Humphrey Njuguna and Kabando wa Kabando also want the Cabinet Secretaries
to be appointed from among parliamentarians and not the private sector. If you look at what has been happening with the recent appointments in the Cabinet as such Interior CS Joseph Nkaissery, Energy CS Charles Keter, Devolution CS Mwangi Kiunjuri and Mining CS Dan Kazungu; you can see there is a political consciousness, sensitivity, synergy and harmony between the CS and the department and the political class; so instead of that difficult situation of always seeking to remedy, because things are unyielding, let us blend and have a salad of the Executive and Parliament, it will be the best political menu,” Kabando stated. The Constitution Amendment Bill also calls for the scrapping of the two-thirds gender rule to allow for competitive politics and also the reduction of the number of constitutional commissions. “The proposed clause concurs with what we have stated before about reducing the affirmative action down from 20 years to 10 years, you can see we have created a remedy inside; where we are saying, 2017 ready yourselves and then we have another five years, which is a very long time in a political generation. It is achievable and realistic we want to put pressure of competition in politics as is in business and academia,” he said. The constitutional amendment drive also proposes the death penalty for convicted perpetrators of economic crimes and drug smugglers.
The Jubilee initiative is seen as a move to counter the Okoa Kenya referendum drive sponsored by the Opposition Coalition for Reforms and Democracy (Cord) and civil society groups. The Kamama team wants an allinclusive and bipartisan select committee established to go around the country to collect Kenyans’ views on the measures to be instituted to correct 20 per cent of the Constitution that is deemed “unsuitable.”
Among their proposals is to have CDF allocations increased from the current 2.5 per cent to 5 per cent of total national revenue and money to the counties increased from a minimum of 15 percent to a minimum of 46 per cent. The MPs, in their raft of proposals which they argue will not necessitate a referendum to effect, want a Ward Development Fund created and a provision made to have at least 17 per cent of the total county revenue
set aside for the fund to be run by MCAs, as opposed to Cord’s five per cent. In their proposal, the number of commissioners in all constitutional commissions should be reduced to five, as opposed to Cord’s three. Anti-Kabila strike called in DR Congo
The streets of the capital of the Democratic Republic of Congo, Kinshasa, were quieter than usual this morning, because of a general strike called on by opposition and civil society groups. They are protesting against any delay in the presidential election that would allow current President Joseph Kabila (pictured) to extend his stay in power. There are suspicions that Mr Kabila’s government is trying to slow down the electoral process. The constitution says he should stand down at the end of his second term in office, which is in December this year. A civil society group in the east of the country, Lucha, says six of its activists were arrested early this morning by policemen as they were praying and preparing banners for the strike. The police spokesperson in Kinshasa was not immediately able to confirm the arrests, he said no incidents had been reported so far. French, US and Belgian schools have closed as a precautionary measure.
Police, KWS officers on the spot over executions Police and Kenya Wildlife Service officers killed 126 people last year with 97 of these summarily executed, according to a new report by the Independent Medico Legal Unit released on Monday. The report on deaths from police bullets indicates that 20 people were shot dead to protect life while nine died in unclear circumstances. The killings however reduced compared to 2014 which had 199 victims, with IMLU pursuing 34 cases. “These statistics put into question the commitment of the National Police Service to respect of the right to life as prescribed in the Constitution and the assumption of innocence until proven guilty by an impartial judicial process,” IMLU executive director Peter Kiama said. Lobby wants PEV victims compensated A lobby has urged the government to expedite its effort to compensate the victims of the the 2007/08 post-election violence who were sexually abused, saying they had been neglected and maligned when other victims who were internally displaced were compensated. The Human Rights Watch Commission (HRWC) said the government has shunned its responsibilities towards the victims who suffered sexual violence despite President Uhuru Kenyatta promising 10 billion Restorative Fund three years ago. The commission expressed its discontent on how the government addressed the matter, saying several attempts have been made in settling other victims of the violence while they only rode on hope and promises. “The government ought to carefully plan and deliver reparations of these victims to alleviate their suffering as they have done to other victims who lived in IDP camps,” said Esther Adhiambo, the HRC chief executive. Though the president promised the fund, she argued, there was no policy pegged on it to facilitate the directive that has made it near impossible for the victim to access the Fund. “Parliament did not comply with the presidents directive to create the necessarily policies to establish the multibillion Fund for the victims. Kidero forms team to probe infant deaths at city hospitals Nairobi Governor Evans Kidero has today appointed a taskforce to investigate the circumstances that led to the death of threemonth-old baby Dominic Otieno, who died last Wednesday at the Mama Lucy Hospital. Kidero has further mandated the taskforce to investigate other mortalities at emergency and outpatient department at Mama Lucy hospital, Pumwani, Mutuini hospitals and Mbagathi level 4 hospital. “The
audit and investigations team will review processes, systems and resources related to running of our major public health institutions and focus on prompt Accident and Emergency response,” said Kidero in a press statement to newsrooms. The taskforce to be chaired by county Public Service Board Chairman Arch. Philip Kungu, will have 14 days to make recommendations, interventions and long term solutions to be undertaken by the
County government to avert similar occurrences. Oil producing nations agree to freeze output Oil ministers from three Opec countries, Saudi Arabia, Qatar and Venezuela, as well as Russia, agreed to freeze oil output at January levels, as long as others follow suit. The announcement came after the four ministers met in Doha on Tuesday. The move is designed to support the oil price, which has fallen sharply in recent months. Hopes for such a move underpinned the oil price in recent days but oil fell back from earlier gains. Saudi Arabian oil minister Ali al-Naimi said: “Freezing now at the January level is adequate for the market. We don’t want significant gyrations in prices, we want to meet demand. We
want a stable oil price.” Brent crude, which had been up more than 5% earlier, fell back to be just 1.9% higher at $34.02 a barrel, while US crude was up 1% at $30.03. The closed-door meeting indicates the mood may be shifting among producers, especially Saudi Arabia, which has been determined to defend market share rather than prices. However, City Index analyst Fawad Razaqzada said the move had disappointed the market slightly because many had hoped for a cut rather than a production freeze. “In the short term, oil prices may come under some pressure. Nevertheless, it is a step in the right direction
and if other major producers follow suit then at the very least it should help to prevent oil prices from suffering further big falls,” he said. Olivier Jakob, a Petromatrix strategist, said: “It’s really the first supply management decision taken since November 2014, so even though there will be some that will try to discount it and say it’s not a cut, it’s a change. It is a big change in policy.” Opec’s plan to drive out highercost producers has been largely ineffective. Oil-producing nations have had to cut spending, increase deficit forecasts and push through politically unpopular reforms. Venezuela’s oil minister, Eulogio Del Pino (pictured) has visited major oil producers in recent weeks to rally support for the idea of freezing production at current levels in an effort to stabilise prices. Shortly after Tuesday’s announcement, Mr Del Pino said he would travel to Tehran to meet with ministers from Iraq and Iran on Wednesday. Over the weekend Iran started its first exports to Europe since the lifting of western sanctions last month.
Ugandan main opposition presidential candidate Kizza Besigye has today appealed to the international community to add their voice to what he termed as deteriorating environment ahead of the elections in the land-locked country. Dr Besigye who was arrested and detained for hours yesterday said the situation in the capital Kampala is worsening and called for the international players to move in. Speaking to journalists at his Kasangati home in Kampala ahead of a campaign rally at Nakawa division of the city, Besigye condemned his arrest and ask the Ugandal Electoral Commission and the armed forces to rise to their constitutional responsibilities. “The actions or inactions of the officers and men in uniform may lead to disastrous consequences,” he said. One man was fatally injured yesterday following a scuffle with police officers who blocked his rally in Kampala. “We shall mourn him and declare him a hero of the liberation struggle,” Dr Besigye said of the deceased. Many people were injured and several others detained during the fracas. He said Uganda, which had in recent years been known for promoting regional and continental peace, has “now become a
major threat to peace and stability in the region and Africa”. “We have a local saying here that you should not let the baby who you are going to carry on your back to first get covered in mud,” he said inreference to Uganda and the international community whom he asked to intervene before things get worse. He criticized the Electoral Commision, saying the body had ignored all calls to carry out “even the most basic reforms”. He called on the Commission’s chairman, Badru Kiggundu to “desist from overt partisanship”. “As late as last night Prof Kiggundu said in an on-record television interview that if he had his own way I would not have been nominated.” He called on them to ‘act judiciously and remember the country is bigger than the Commander in Chief. The Commander in Chief must abide by the law.” Besigye who is a former bush war fighter and commander in the military until his retirement in 1999 urged those in charge of the military to “recognise the suffering all the other militaries have suffered,” saying that the Uganda Peoples Defence Forces should not be “scrapped” even after President Museveni leaves power.

Invest in science, technology to spur growth, Kenya advised The United States Agency for International Development (USAID) has urged Kenya and Tanzania to invest in science, technology, innovation and partnerships in order address development challenges in the region. USAID Chief Innovation Officer and US Global Development Lab Executive Director Ann Mei Chang will be in Kenya for the next few days as she discusses these challenges with representatives from both nations. Chang’s visit, which began on February 15, will run until February 19. As the Agency’s ambassador, she will focus on how science, technology, innovation and partnerships can help address development challenges. She will meet with the USAID Mission, civil society leaders, the innovation and technology community, and local entrepreneurs. Her arrival follows USAID’s Global Development Lab announcement of $14.1 million (Sh1.4 billion) in new grants that were provided to 32 organizations from around the world late last year. Out of these organisations, five were from Kenya. The awards are funded through the Development Innovation Ventures (DIV) program, a yearround open competition that seeks breakthrough development solutions with the potential to change millions of lives at a fraction of the usual cost.

The sponsorship - through the Palmhouse Foundation - will see 10 students from disadvantaged backgrounds, complete their secondary education in top schools across the country. DTB in pact with Jubilee Insurance to offer life cover
Diamond Trust Bank (DTB) has partnered with Jubilee Insurance to sell life insurance products. The deal involves the launch of a specialist model in Bancassurance, the first of its kind in Kenya which will see DTB provide specially-trained financial advisors to ensure insurance savings plans adequately meet the financial profiles and needs of their customers. DTB Chief Executive Nasim Devji said individual life insurance plans which provide an effective means to save for the individual customer, have not been a focus for banks. “The referral model will greatly enhance the capability to reach more customers. Banks offering individual insurance plans through their insurance agencies have had low to medium success with high customer dropout rates. The referral model has therefore emerged as the more sustainable and viable choice, as has been the witnessed in many countries across Asia, Europe and Latin America,” Devji said. She said banks are now becoming a one-stop-financial-shop with customers trusting and buying insurance policies from a bank branch rather than from agents selling door-to-door. In Africa, Bancassurance has also been on the rise. Global Forest Watch Sh4 million for conservation projects in country
The Global Forest Watch, an international organisation with operations in Kenya, is currently accepting proposals for its Small Grants Fund (SGF) 2016 to promote the broad uptake and innovative use of GFW by civil societies around the world. GFW has called on local groups to apply for funding worth between $10,000 (Sh1 million) and $40,000 (Sh4 million). “Applicants must submit a proposal explaining how they would like to apply GFW data and technology to enhance their organization’s work, including, but not limited to, advocacy, campaigning, journalism, research, community forest management, and conservation projects,” said Rashmi Kanti, a spokesperson o behalf of the group. I a recently-released statement, Kanti said successful applicants will receive
financial and technical support from GFW to implement their proposal. Global Forest Watch (GFW) is a free, online forest monitoring and alert system that provides timely and actionable information to support sustainable management and conservation of forest landscapes. As such, GFW data and tools have been used by journalists and civil society organizations around the world to conduct advocacy, launch campaigns, and strengthen local forest management and law enforcement activities on the ground. The total annual funding available is $375,000 (Sh38 million). Trainings and technical assistance are provided throughout the grant cycle, which lasts from April to December. Successful projects seek to translate information into action, applying GFW to overcome challenges in
protecting the world’s forests. Projects may include, but are not limited to: Forest management, monitoring and law enforcement; Advocacy or campaigning; Journalism and storytelling; Data collection or generation and Scientific or policy. Projects may also include Education and training or capacity building, which involves creating materials to further the understanding of how GFW can be used. In order to be eligible, organisations must be certified non-profit and nongovernmental implement projects at a regional, national or sub-national level and possess a computerized financial system for tracking and recording expenses, Kanti explained. Kenya has not been included among a list of countries set to receive Sh3 billion to combat HIV/Aids, Tuberculosis (TB) and Malaria. These developments come as TB has become the world’s leading infectious disease, outpacing HIV. However, according to the World Health Organisation’s (WHO’s) Global Tuberculosis Report for 2015, the fight against tuberculosis (TB) is paying off, with this year’s death rate nearly half of what it was in 1990. A report from the Bill and Melinda Gates Foundation has confirmed
that from 2000 to 2014, about 43 million lives were saved because of better diagnosis and treatment. However, 1.5 million people died from TB in 2014. Most of these deaths could have been prevented, according to WHO’s Global TB Report. This is the 20th global report on tuberculosis (TB) published by WHO in a series that started in 1997. It provides a comprehensive and up-to-date assessment of the TB epidemic using data reported by over 200 countries that account for more than 99 per cent of the world’s TB

Malaysian firm to open Sh2 billion hotel in Nairobi Malaysia’s Tune Group, a major player in the hospitality industry, is setting up a Sh2.85 billion hotel in Nairobi as it seeks to enter the African market. Grocery chain Aldi to recruit 5,000 staff in Sh88 billion investment drive Aldi, a leading German groceries chain, has announced that it will hire 5,000 more staff in the UK this year as it plans to open 80 new stores. The expansion drive is part of a £600m (Sh88 billion) investment programme announced in 2014 taking the number of UK branches to 700 as it provides employment opportunities to more than 32,000. ‘’We’re looking for individuals with a real passion for retail who are seeking a long term careers with a growing ambitious business,’’ said Ruth Doyle, regional managing director at Aldi. The discount retailer pays workers at least Sh 1,200 (£8.40) an hour the highest wage offered by any major supermarket and considerably more than the Sh 1060 (£7.20) minimum wage due to be introduced in April for workers over 25. The move comes at a time when traditional grocers are scaling back expansion plans as the firm intends to operate 1,000 supermarkets in Britain by 2022. The jobs provided will include managers, stock assistants and store staff, Aldi said. The German-owned company was the UK’s sixth-biggest supermarket
with a 5.6 per cent market share in the 12 months to January 31, according to analysts at Kantar Worldpanel. Along with fellow German retailer Lidl, the company

Severe water scarcity plagues four billion people, new research reveals
More than 4 billion people globally live with severe water scarcity for at least one month every year, according to a new analysis. The new research reveals that 500 million people live in places where water consumption is double the amount replenished by rain for the entire year, leaving them extremely vulnerable as underground aquifers run down, The Guardian reports. Many of those living with fragile water resources are in India and China, but other regions highlighted are the central and western US, Australia and even the city of London. Furthermore, water scarcity in Kenya has been an issue for decades, as only a small percentage of the country’s land is optimal for agriculture, and the year-round climate is predominantly arid. Currently, over 17 million Kenyans still lack access to safe water. Kenya’s natural water resources also do not provide an equitable delivery of water to the various regions of the country and the country’s water basins do not reach an equitable area of the country leaving most population without clean and fresh water. Rapid urbanization has also pushed poor urban dwellers to the slums, where there is no water or sanitation,

Rural power use hits record high as State electrifies villages The use of electricity in rural areas hit a high of 45 million kilowatts per hour (KWh) a month last year, from 39 million KWh in 2014. Kenyans in rural areas last year consumed 520 million KWh of electricity, up from 474 million KWh in 2014, a rise of 46 million KWh, according to a recent report from leading regional energy provider, Kenya Power. The surge is attributed to deliberate efforts by the Kenyan government to electrify rural areas across the country with the Last Mile Connectivity Project, which targets to connect households and schools particularly in rural areas to expand electricity access to all Kenyans. The initiative spearheaded by the Rural Electrification Authority targets 5,000 transformers out of the 40,000 across the country in a threeyear programme. The first phase was funded by the World Bank and the government to the tune of 34.3 million U.S. dollars
and was to connect 1.5 million Kenyans or 318,000 households located within 600 meters of the identified transformers. Schools are the biggest beneficiaries of the initiative, with the government expected to connect all the over 36,000 schools with electricity this year. The number of schools with electricity connection currently stands at 22,175 from 8,203 in 2013, pushing up consumption. The intensified power connection has led to the increase in the number of electricity consumers in the with Kenya Power connecting more than 1.04 million new customers, raising the number of households with access to electricity to over 3.3 million, representing a growth of 46 per cent in slightly over a year. According to the data from Kenya Power, May and July 2015 registered the highest number of consumption in rural areas, with use standing at 52 and 50 million KWh respectively.

The report that close to a half of senators have shown interest in the gubernatorial seats leaves much to be desired. First it shows that the very people charged with the responsibility of defending devolution are doing so half-heartedly. No wonder devolution has faced many challenges. It would not be wrong for on to cast aspersion in many senators and question their whether their being in the Senate is for the good of the country or parochial interest. Fighting and eying the very offices one is in office to defend is overt conflict of interest and has brought
Youths should come out and register as voters as the Independent, Electoral and Boundaries Commission (IEBC) kicks off one month exercise today. The youth whom according to statistics form the majority of the population in the country should take the exercise seriously so that they can get the opportunity to express their will come the General Election next year. This lot should not again allow themselves to be used by politicians in the next poll, but should take charge and elect responsible leaders who can help them get out of the poverty cycle by
all the woes witnessed. The sitting governors are no longer concentrating in development agenda, but preparing for a bruising battle. Senators cannot therefore be trusted in their oversight role since their operations are suspect. If the senators feel they are not doing enough at their level, probably it is an indication that the Senate should be scrapped. This tug-of-war won’t benefit Wanjiku who should be the centre of attention from both governors and senators. Senators should know that their role is political, but governors have and need managerial skills, just like the
President. Research from countries such as Slovakia shows that it takes at least eight years and leaders with devolution at heart for it to be fully established. Senators should hold their horses. They, like deputy governors, should learn from the Deputy President who often says that those who are not patient and ready to be led are not ready to be leaders. IEBC biased, should be disbanded elections Going by the statistics from the Independent Electoral and Boundaries Commission (IEBC), it is evident that the electoral body is favouring some parts of the country by allocating those areas more BVR kits to be used for the mass voter registration that kicked off yesterday. How do you distribute BVR kits based on “geographical size” Is IEBC registering people or acres of land? In my opinion, the BVR kits should be distributed based on potential voter population. As it is right now, the kits have been distributed to favour some areas which is a breach of the law. The commission needs to come clean and ensure the distribution of these voter registration kits is free and fair and that
no part of the country deserves to be favoured. When asked to respond to complaints emanating from the Opposition Cord on skewed allocation of BVR kits, IEBC chairman Issack Hassan said they have addressed the Opposition complaints by increasing the number of kits in areas they had complained about. Is this acceptance from the chair that indeed the distribution was not fair? Will the commission run a free and fair election if they cannot a fair registration exercise? Mung’aro must know the boundary of party loyalty I listened to Kilifi North MP Gideon Mung’aro’s remarks over the weekend with a lot of commiseration for political parties when he said, “We voted for ODM because we believed we would win and be in government. But we did not. Since our aim is to be in government to achieve development, let’s join government (Jubilee) side.” To Mung’aro and his cohorts, their choice for political party lies not in the love for the party nor responsive party policies, but in enjoying electoral success that the party brings. Many of our leaders get caught up in the mix between democracy and loyalty if
not for their greed. Even though Democracy and loyalty may be two diametrically opposite concepts, both are compatible when they are in their rightful places and this has escaped politicians’ attention. Loyalty is commitment to a cause or a person, irrespective of the situation and change that time brings. It is a commitment beyond consequences-whether in shining moments of democracy or shameful dark moments. There can be no continuity nor stability if the loyalties are shifted frequently. Manchester United have named former midfielder Nicky Butt as their head of academy. Butt, 41, came through the junior ranks at Old Trafford and played 387 games between 1992 and 2004. He worked as a reserve team coach and coach of the under-19s since returning to the club in 2012. Executive vice-chairman Ed Woodward said: “Nicky has the club’s heritage and traditions in his blood. He is the natural choice.” Butt said: “As someone who learned his trade in the United youth setup, it’s a huge honour to be given the chance to lead the academy and instil its values and attitudes to create future generations of Manchester United players.” The move follows the “root and branch” review of United’s youth teams outlined by Woodward after the departure of director of youth academy Brian McClair in June 2015. Paul McGuinness left his role under-18s coach last week. United say Butt’s role cannot be compared to McClair’s former job because United’s academy has been restructured. Woodward said Butt will bring “passion, energy and experience” to the position. He added: “In the last four years, some 15 academy graduates have played for the first team, playing a total of 173 appearances - a record of which the club is very proud.” Butt won six Premier League titles and the Champions League during his time at Old Trafford, and won 39 caps for England. The 30-year-old from the Isle of Man, riding for Team Dimension Data, won by five seconds from Alexander Kristoff. Norway’s Kristoff edged out 2013 winner Cavendish in a sprint finish for the second time in Friday’s stage five. Boxer-turned politician Pacquiao sparks storm with gays remarks Philippine boxer-turned-politician Manny Pacquiao has sparked controversy for calling homosexuals “worse than animals” in a television interview. His comments drew ire from gay Filipino celebrities and a rights group, as well as heated discussion online. Mr Pacquiao, who positions himself as a conservative Christian politician, is currently running for a senate seat in the country’s May elections. The largely Catholic Philippines remains conservative on gay rights. Mr Pacquiao, who is a member of the Philippines house of representatives, was speaking to local station TV5 earlier this week for its election coverage. In a clip posted online (in Tagalog), the boxing champion tells the interviewer: “It’s common sense. Will you see any animals where male is to male and female is to female?” “The animals are better. They know how
to distinguish male from female. If we approve [of] male on male, female on female, then Man is worse than animals.” Filipino comedian Vice Ganda and singer Aiza Seguerra, who are openly gay, have criticised Mr Pacquiao for his comments, calling him a “hypocrite” and a “false prophet”. Local gay rights organisation and political group Ladlad condemned his remarks and issued a call to voters to boycott Mr Pacquiao. It said in a statement reported in local media that his view “betrays a shallow understanding of sexual orientation and gender identity” and that failure to understand gay rights issues would leave him in the dark ages “when the cavemen ruled and the numbskulls roamed the earth”. On Tuesday, Mr Pacquiao posted a picture of himself with his wife on Instagram in an apparent response to the
