T

he National Civil Society Congress has called on President Uhuru Kenyatta and his deputy William Ruto to personally take action on the saga surrounding the loss of millions at the National Youth Service (NYS). Congress President Morris Odhiambo said the Ethics

and Anti-Corruption Commission (EACC) has failed to deal with the scandal following new revelations by a suspect in the case, Josephine Kabura. “The latest revelations regarding the NYS scandal cast doubt on the ability of EACC as presently constituted to undertake its mandate,” Odhiambo said adding “It

is time for the government to deal decisively with this saga or it will find it hard come in 2017.” Their demands came just hours before former Devolution Cabinet Secretary Anne Waiguru who is adversely mentioned in the affidavit by Kabura walked to EACC offices for fresh interrogation over the scandal. Waiguru had already been cleared of any wrongdoing in the matter before Kabura’s damning revelations forced the anti-graft body to beat a retreat on its earlier statement and order fresh investigations on Waiguru. The new developments have put EACC on the crosshairs with the civil society groups now backing the calls by EACC chairman Philip Kinisu to have their officers audited. “Kabura NYS scandal affidavit demonstrates EACC, the Banking Fraud Investigation Department, the Director of Criminal investigation (DCI) and some officers of the National Police Service are all helplessly compromised,” Odhiambo said. He said all people named in the affidavit must be treated as suspects while all officers of the EACC, DCI who were involved in the probe must also face charges. “The Image of a hairdresser walking around with stolen cash in a country where 46 percent of citizens live below the poverty line casts Kenya and her institutions in the most negative light in the community of nations,” he added. Kabura’s affidavit contrary to the Ethics and Anti-Corruption Commission’s assertions claims that Waiguru was not blameless in the whole affair, but was in fact the brains behind the

President Uhuru declines to form Tunoi tribunal State House has today announced that President Uhuru Kenyatta will not form a tribunal to investigate corruption allegations against Justice Philip Tunoi. The Supreme Court Judge is accused of taking a Sh200 million bribe from Nairobi Governor Evans Kidero to influence an election petition in the latter’s favour. Preliminary investigations by the Judicial Service Commission (JSC) found Justice Tunoi (pictured below) culpable and recommended that President Kenyatta for a tribunal to investigate the claims. But the President’s Chief of Staff Joseph Kinyua says it would make no sense to form a tribunal to determine if Tunoi should be removed from office if it is found that he was meant to have left office anyway, on account of his age. Kinyua says pending the decision of the Court of Appeal on whether Tunoi should have left office at 70, the High Court decision stands and it would therefore make no sense for President Uhuru Kenyatta to suspend a Judge who should ideally no longer be in office. “Justice Tunoi has already been declared by a court of competent jurisdiction to have ‘retired from office on attaining the age of 70 years’.” President Kenyatta had until tomorrow to form a tribunal on Tunoi as per the Judicial Service Commission’s recommendation. The JSC last week made clear that it had provided President Kenyatta with everything he needs to form the tribunal.

80 per cent of police officers lack housing, says IPOA From Page 1

Londiani, Thika, Matunda, Endebes, Cheranganyi, Turbo, Mbita, Kendu Bay, Kerungoya, Garsen, Vihiga and Mbale are the worst affected with toilet and bathroom facilities in deplorable conditions. “Housing is considered one of the basic needs and access to decent, affordable and its access is an essential component of the right to adequate housing and standard of living. The undignified picture of police officers is often times reflected in the curtain partitioned houses with men and women sharing dilapidated houses,” Njeru said. The study conducted between June and December 2015, also revealed that the Kenya Police Service also faces a shortfall of 7,111 administration blocks for its various formations. Njeru noted that there is a problem with the mode of disbursement of funds for police housing in the country. He said in the 2013/14 financial

year, the government allocated Sh1.2 billion for rapid development of 2,000 housing units through the National Housing Corporation but in the 2014/15 financial year, the funds were directed to the Ministry of Lands, Housing and Urban development. Njeru said that the unclear mode of disbursement of funds has seriously affected housing projects within the police service. “There seems to a shifting of targets in government proposals towards development of police housing. In 2014 Budget Policy Statement, it was proposed that the National Government would construct 18,000 housing units for the National Police Service. However, in 2015 Budget policy statement it is stated that the National Youth Service will construct 15,000 units for the NPS in the 2015/16 financial year,” Njeru said. He said that the government can achieve to provide police officers with decent houses a move he observed will have a direct impact

on the security status of the country. “It is possible to provide decent houses to our officers, I know it is expensive but we should consider its impact,” he said. POA has now recommended that the housing allowance of police officers should be enhanced taking into consideration the current market forces and the rates applicable

should be based on the location of police offices. The authority also recommends that in far-flung and remote area where housing for rental may not be readily available, the government should consider construction of houses for the officers with use of cheap, costeffective and appropriate technology. Njeru said they have already

shared the report with the National Treasury, Ministry of Interior and National Coordination and Parliament for action. “We expect that action will be taken by the relevant offices concerned and solve the problem of police housing in this country,” Njeru said.

Group wants youth fund re-constituted

Ethiopia’s Foreign Ministry official Wahib Muluneh and Kenya’s director of surveys Cesare Mbaria during the Kenya Ethiopia Joint Boundary Technical Committee (JBTC) meeting in Naivasha. The week-long meeting that ended yesterday was a follow-up of a similar one held in Hawassa, Ethiopia in 2014 and discussed the inspection and maintenance work of the common boundary between the two countries.

Hunt on for gang which burnt down Uber taxi in Nairobi Police have intensified search for a fourman gang that attacked an Uber driver and burnt his taxi on Kirichwa Road in Nairobi. Nairobi police commander Japheth Koome told journalists today that the driver was dropping off a passenger “when another car blocked his way and four occupants stormed out armed with a jerry-can of petrol which they poured on the Uber taxi before setting it on fire.” The arsonists then escaped as the car went up in flames. The attack is the latest on Uber taxis which faces a strong rebellion by rival taxi groups that have claimed the American company is undercutting them. And to deal with the rising cases, Koome said they are going to deploy more police officers to protect Uber drivers. “We are going to deploy more security personnel as a measure to fight this rogue operators who do not want others to conduct business peacefully,” he said. Yesterday’s attack took place at a bout 9pm in Kileleshwa. “The four attacked the Uber driver, injured him and burnt his car. They threatened to conduct similar raids on his colleagues,” Koome added. He warn the perpetrators who are still on the lose that no one will be spared the wrath of the law. “We are going to deal firmly with the per-

petrators of this attacks. No one is allowed by the law to destroy other people’s property or injure their lives,” he said. The county police boss said several meeting have been held to resolve the stalemate but none of the regular operators have turned up to raise their concerns. “We have called several meeting to address the matter but the traditional operators have never turned up to raise their concerns,” he said. Interior Principal Secretary Karanja Kibicho recently met with stakeholders in the taxi industry to end the tussle pitting Uber Kenya and traditional taxi operators in the wake of intimidation and harassment of the online firm’s partner drivers. Tension has, however, remained high since the onset of Uber services in the country where cases of harassment have continually been reported. Regular taxi drivers claim that Uber’s cheap pricing model is denying them business and in retaliation have resorted to attacking taxi drivers using the app in a bid to drive them out of business. Some members of the taxi organisation present during the press conference claimed to have gone for days without business. @wilson_x254

A section of the youth have appealed to President Uhuru Kenyatta to re-constitute the Youth Enterprise Development Fund (YEDF). The youth alleged that the current officials of the board do not inspire confidence among young people since some of them have been engaged in cover up of bribery allegations. Addressing the media yesterday in Nairobi, The Vision 2030 Youth Entrepreneurs Associates Chief Executive Officer Edward Githonga claimed that the some officials of the fund cannot be trusted with the management of the youth fund since they have been implicated in irregular awarding of tenders. “We are seeking direction from the President to re-organise the youth fund since it was under the control of corrupt individuals. These individuals are selfish, self-centred, greedy and degrading the spirit and potential of the youths in the country,” he said. Githonga claimed that a senior leader in the fund had been trying to cover up the loss of huge sums of money. “We have credible information that tenders have been irregularly awarded to some of their family members,” he claimed. At one point, Githonga surprisingly revealed that a member demanded a fee of Sh60, 000 for tenders to be approved. He said some of the tenders included supply and installation of greenhouses with drip irrigation kits and acquisition of information, communication and technology services. @hillary_x254

FDC Besigye rejects Museveni’s victory

Ugandan opposition leader Kizza Besigye has rejected the result of Thursday’s elections, in which President Yoweri Museveni won a fifth term of office. Dr Besigye who has been put under house arrest since Friday, described the poll as a sham and the “the most fraudulent electoral process in a creeping military coup”. President Museveni, in power since 1986, received nearly 61 per cent of the votes, with Besigye garnering 35 per cent. Foreign observers say the poll was conducted in an atmosphere of fear and intimidation. While praising the “remarkable determination” of Ugandans to vote, EU chief observer Eduard Kukan said the governing National Resistance Movement’s “domination of the political landscape distorted the fairness of the campaign”. The election has been marred by sporadic violence and opposition allegations of electoral fraud, with social media sites and messaging apps blocked. “Today I am under house arrest,” Mr Besigye said in a statement. “My home is sealed off and I am not allowed to leave. Nobody is allowed to access my home. I am also under some kind of electronic blockade. I am unable to access any form of internet service in my house. “Generally, the regime has exposed its

However, critics say he has become increasingly authoritarian. The next closest challenger to Museveni, former Prime Minister Amama Mbabazi, is also reportedly under house arrest. The National Resistance Movement put out a statement celebrating the win, saying Museveni’s opponents had “failed to offer any alternative”. Former PM elected CAR president as Niger counts votes

Former Prime Minister Faustin Touadera has been elected president of the Central African Republic in a run-off contest seen as an important step towards restoring peace. Results showed Mr Touadera received almost 63 percent of the votes, defeating his opponent Anicet Dologuele who won just over 37 percent. CAR has seen prolonged bloodshed caused by violent sectarian unrest which began after

the seizure of power by mainly Muslim Seleka rebels in 2013. It is estimated that about a fifth of the population became either internally displaced or forced to flee abroad, leaving the country poverty stricken and divided along ethnic and religious lines. Mr Touadera, throughout the campaign, was portrayed by supporters as a peacemaker who can bridge the Christian-Muslim

divide and boost the economy. At a press conference on Saturday night Mr Dologuele said he would honour the results and recognise Mr Touadera as president despite reservations about voting irregularities. Mr Touadera has vowed to encourage reconciliation and disarmament. “These elections are important but they are not the only step out of this

crisis,” he said. Mr Touadera is a former maths professor who served as prime minister for Francois Bozize, the president of 10 years who was deposed in 2013. Meanwhile vote counting is under way in Niger following Sunday’s presidential and parliamentary elections. President Mahamadou Issoufou is hoping to secure a second term in the impoverished

West African nation. His main rival, Hama Amadou, is currently behind bars accused of trafficking babies, a charge he strongly denies. The run-up to the vote was marred by accusations of repression and a row over identification documents.

Trump: It’s either me or Clinton MONDAY, FEBRUARY 22, 2016

Republican front-runner Donald Trump is predicting he will face-off with Democrat’s Hillary Clinton in the final leg of the race to succeed President Barack Obama. In an interview with CNN last night, Trump said it doesn’t look like both him and Mrs Clinton could be stopped in the primaries and that a faceoff between them will bring out “the greatest turnout in history.” “Frankly, if she gets indicted, that’s the only way she’s going to be stopped. I think it’s going to be Hillary and myself,” the Republican real estate mogul said Sunday in an interview with CNN’s Jake Tapper on “State of the Union.” Trump’s comments came the morning after he cruised to victory in South Carolina’s primary, giving him two wins and one second-place finish in the first three GOP contests. Trump said he expects to win enough delegates to clinch the Republican nomination before the party’s convention in July. “I don’t think we’re going to have a convention, a brokered convention. I think it’s unlikely. I think I’m doing better than that,” he said. He laid out his own road map to general election victory, pinpointing two states; Michigan and New York, that he said he’d sweep into the Republican column. “I’ll win states that aren’t in play. I’ll win states that Republicans don’t even think of,” Trump said. And he predicted he’d earn a “tremendous amount” of support from AfricanAmericans. “I’m going to do great with the African-Americans. African-American youth is 58 percent unemployed. AfricanAmericans in their prime are substantially worse off than the whites in their prime, and it’s a very sad situation,” he said. For Trump, Saturday’s South Carolina victory was an important one in stunting challenges from top-tier rivals like Texas Sen. Ted Cruz, but also because it knocked his foil, former Florida Gov. Jeb Bush, out of the race. Trump didn’t mention Bush in his victory speech Saturday night, and he noted the attacks that Bush and his allies had launched against him on Sunday. “He’s a good person, he’s a good man, but he really hit me with a lot of commercials,” Trump said. Still, Trump offered some praise to Bush, saying he “fought very hard” and could have defeated Mitt Romney for

the GOP nomination in 2012. “It was really just not his time. You know, four years ago, I think he would have won,” Trump said, adding: “But this was not really his time.” Trump acknowledged he could still lose the GOP nominating contest saying “certainly nobody’s unstoppable,” while launching another broadside at establishment politics, saying that “the day I decided to run, which was June 16, I became an outsider.” He even broached the subject of the military-industrial complex in lamenting the way Washington operates. “The drug companies control the drug industry, I mean it’s ridiculous, and the military companies -- I mean it’s ridiculous,” Trump said. And he explained away a moment in Thursday night’s CNN town hall in South Carolina in which he seemed to suggest he supports the individual health insurance mandate included in President Barack Obama’s health care law. “We were talking over each other, and it wasn’t Anderson’s fault,” Trump said of CNN’s Anderson Cooper, who was the moderator. “There’s no mandate, no mandatory anything. We’re gonna end Obamacare, we’re gonna terminate it. It’s going to be repealed and it’s going to be replaced by something much better.” Still, he expressed his support for at least some forms of government-provided health care. “People are not going to die on the streets of any city or of any place if I’m president,” Trump said. “And every time I say it, I get standing ovations from Republicans. ... We have to take care of people.” In an interview on CBS’ “Face the Nation,” Trump also defended his foreign policy credentials, saying other Republicans could “start World War III over Syria.” He said he has “great knowledge for the military and I have better vision for Syria than a lot of the so-called ‘great military geniuses’ that are saying how to fight the War with Syria.” “And in my opinion, they’re doing just the opposite. I mean, are we going to start World War III over Syria?” he said. “Are we going to be there for the next 40 years? We’ve been there for 15 years in the Middle East and much more than that, probably.” Trump also defended his attacks on Ted Cruz’s Christianity, particularly after Trump criticized Pope Francis

for questioning his own faith over his proposal to build a wall along the U.S.-Mexico border. “I’m not questioning his Christianity, I just think it’s inappropriate to hold up the Bible and lie,” Trump said of Cruz. Trump has promised to release his tax returns, but he won’t put a timetable on when those will come. On ABC’s “This Week,” he said he won’t release them by the March 1 “Super Tuesday” set of contests.

Over 40 per cent of Kenyans selling property to deal with financial woes More than 40 per cent of Kenyans are using their savings to deal with shocks brought about by financial constraints, a new survey by financial services group, FinAccess has confirmed. According to the recently-released report dubbed: 2016 FinAccess Household Survey, Kenyans are increasingly relying on their savings rather than their income as financial instability continues to bite down hard on consumers. The report comes just as the government is moving to tame runaway inflation, which has hit lower income consumers hard over the last quarter of 2015. “A third of Kenyan adults report agriculture as their main source of livelihood whereas only 12 per cent are salary employed,” indicates the report. It found that on average, adults have about two sources of income, of which the median is Sh6, 700. It has since emerged that over 40 per cent of Kenyan households used their savings to cope with major shocks. The survey states that a considerably higher number of households in urban areas sold their assets or sought help from social networks. Despite the shocks experienced over the period under review, it was found that in 2016, the proportion of Kenyans reporting that they sometimes or often

go without food was substantially lower compared to 2013. While drought was a major shock for rural households during the review period, urban households were more likely to be affected by the death of a relative or the loss or destruction of property. The survey is the fourth in a series of surveys that measure the financial inclusion landscape (access, usage, quality and impact) in Kenya. The 2006, baseline survey and the subsequent surveys of 2009 and 2013 have shown that Kenya has made significant progress in fostering financial inclusion, with the latest survey providing a ten year perspective on Kenya’s financial landscape. “The surveys constitute an important tool for providing a better understanding of the financial inclusion landscape in line with the financial sector development agenda, as laid out in Kenya’s Vision 2030, and a monitoring tool for progress under the government’s Medium Term Plan (MTP) for the financial services sector,” said the report, which was conducted by the Kenya National Bureau of Statistics, the CBK and non-profit organisation, Financial Sector Deepening Kenya (FSD Kenya).

Kenyans living abroad sent Country seeks sanitation home Sh157 billion in 2015 solutions ahead of 18th Africa water congress Kenyans in Diaspora sent Underscoring observed home$1.54 billion (Sh157 billion) in 2015, representing an 8.4 per cent increase in remittances from abroad. The number is up from$1.43 billion (Sh145 billion) in 2014, according to a report from the Central Bank of Kenya (CBK). Remittances are a major source of foreign exchange for the country, which happens to be an importdependent economy. The increase in inflows bodes well for the economy as market analysts speculate that 2016 will be a volatile financial year for the country. Numbers from the CBK indicate that last year’s remittances offered muchneeded support to the Kenyan shilling, which fell close to its record low of 107 per dollar last September before stabilising. “Remittance inflows to Kenya increased by 2.5 percent in December 2015 compared with 4.7 per cent decline in November 2015.

North America was the dominant source of inflows by source regions, accounting for 49.6 per cent of total inflows in December 2015 and recording growth of 10.1 per cent. Meanwhile, inflows from Europe increased by 15.6 per cent, while the rest of the world decreased by 26.2 per cent. According to statistics from the Central Bank, remittances from North America amounted to $66.4 million (Sh6.7 billion) in December 2015 while remittances from Europe reached $43.2 million (Sh4.4 billion) over the same period. Kenya is determined to solve water and sanitation solutions ahead of the 18th African Water Association (AfWA) Congress The government, in partnership with the African Water Association (AfWA) through the Nairobi City Water and Sewerage Company (NCWSC) will from today host the cyclic affair, which comes at a time when millions still lack access to clean and reliable sources of water. President Uhuru Kenyatta will officiate the opening ceremony. The Congress on water and sanitation brings together experts, leaders and stakeholders in the field of water and sanitation for a comprehensive overview and solution- seeking mission of this crucial commodity in Africa. The congress takes place at the Kenyatta International Convention Center in Nairobi, Kenya and will run for the next four days.

The congress is unique and important because it brings together public and private stakeholders from the global water and sanitation sectors and enables them to share international best practices in order to find solutions towards the water problem in Africa and improve regional water, sanitation and environmental practices and strengthen private-public practices. Building on the success of past events, this year’s congress will revolve around the theme of “sustainable access to water and sanitation in Africa” and will focus on capacity development, service delivery, urban sanitation and urban water management as topics of deliberation. AfWA 2016 will feature a series of smaller seminars, exhibitions and workshops, focused on particular areas of water and sanitation. The congress has representation worldwide. kevin_x254

Backstrom and Private Equity Analyst Oinonem visited Cytonn to complete documentation as they supervised the ongoing development projects at Cytonn. “TTA has previously financed over Sh 2 billion of our real estate developments and we are glad that they have increased their funding commitment, a testament to our capabilities in fund-raising, as well as being able to demonstrate exits

for our institutional investors,’’ said Cytonn’s Chief Investment Officer Elizabeth Nkukuu. Cytonn Real Estate has been undertaking a number of real estate projects in Kenya with an 85 per cent focus towards the low and mid-income segment of the housing market. Last year, Cytonn Investment broke grounds for Amara Ridge in Karen, the 400-unit lifestyle community in Ruaka, The Alma, which will cost

Sh 2.5 billion as well as the gated community in Karen, Situ Village, which will cost Sh 4 billion and shall be breaking grounds during the first half of the year “We are glad that in Taaleri, we do not only have a financier but also a partner who is walking the journey with us as we continue to create wealth for our clients, build safe neighbourhoods for families and create employment for Kenyans,’’

Nkukuu said. Looking at the returns from various asset classes over the last 5 years, research has consistently shown that real estate has delivered the highest returns and is poised to continue doing so over the next 5 to 10 years given the strong economic growth, demand for affordable housing, and the strategic location of Kenya as a regional hub. enock_x254

Samsung, LG unveil new devices in bid for smartphone recovery Smartphone rivals Samsung Electronics and LG Electronics have unveiled their latest flagship devices seeking to revive sales momentum and buck slowing industry growth, Reuter’s reports. The move comes as phone makers face another tough year in 2016 as subdued global growth and persisting currency weakness in key emerging markets sap consumers’ spending power. In a bid to recapture market share, Samsung launched two new versions of its Galaxy S smartphones and brought in Facebook Inc Chief Executive Mark Zuckerberg for a surprise appearance to tout the potential of virtual reality, prompting hundreds of people to rush to the stage to record the moment. LG, which lost money from its mobile business last year as its flagship products struggled, introduced a modular design to its new G5 smartphones that allows users to upgrade functions such as camera and audio independently. It also launched a virtual reality headset and accessories including a drone controller to pair with the G5.

People wear Samsung Gear VR devices as they attend the launch ceremony of the new Samsung S7 and S7 edge smartphones during the Mobile World Congress in Barcelona. Analysts and investors cheered LG’s features, which they said were different enough to possibly revive sales, but were lukewarm about Samsung’s offerings, saying they only

featured incremental upgrades. “I think it’s possible for LG’s mobile business to recover on its new product launch, since they delivered significant changes with

Low income countries join Eurobond issuers group Low-income developing countries have joined the group of Eurobond issuers across the globe, raising over US$21 billion cumulatively over the past decade. According to the International Monetary Fund (IMF), tapping these markets provides a new source of funds, but also exposes borrowers to shifts in investor sentiment and rising global interest rates. “We examined the experience of lowincome developing countries with capital inflows in the last decade and a half in a recent report. We found that capital inflows have increased sharply since 2004, in two distinct waves: a first surge from 2.1 per cent of GDP in 2004 to 6.9 per cent in 2007, and, after a temporary dip during the global financial crisis, a strong rebound, reaching 6.3 percent of GDP in 2012,” said IMF Economist Andrea Presbitero and IMF Deputy Managing Director Min Zhu in a recent announcement A recent study from IMF has indicated that sub-Saharan African countries like Senegal, Zambia, and Ghana, among others, stand to benefit from these funds. The steady increase in private capital inflows in the 2000s—together with improved growth prospects and domestic economic conditions—

highlight a key shift in the financing from official sources to international capital markets for this group of countries. Private capital flows in 2012 were larger than either aid or remittance inflows, which amounted to 3.5 and 5.2 percent of GDP respectively. Capital inflows are an important source of external funding for developing countries that can stimulate investment and promote financial deepening in many countries. As IMF reports document, the recent increase in capital inflows (other than foreign direct investment) to many low-income countries has been associated with a rise in public investment. However, higher capital inflows have also funded higher public consumption. Specifically, in several other countries that recently issued sovereign bonds, including Ghana, Mongolia, Vietnam, and Zambia—on average— portfolio debt issuances have coincided not only with increases in public investment but also public consumption. In this context, one cautionary note is that if countries do not use inflows productively to increase economic potential, they will face a significant future debt service burden that will weigh on income levels. Moreover, increased

financial integration makes countries more exposed to shocks from outside their borders. Capital inflows can be volatile and susceptible to changes in global conditions—such as swings in commodity prices and exchange rates. There are currently three main external risks to the scale of capital inflows: the gradual increase in global interest rates, the retreat in commodity prices, and the rebalancing of the Chinese economy. Analysis of recent economic developments and prospects in low-income and developing countries highlights that first, domestic economic policies do matter. The level and terms at which countries receive external financing responds to both external and domestic economic conditions. This includes solid fiscal and external balances, sustainable debt levels and strong foreign reserves. As a corollary however, this also means that countries where domestic economic policy management has been weak or is slipping are likely to experience a sharp retrenchment in terms of access and/or pricing of external financing. This may require significant changes to fiscal policies and investment plans.

the G5,” said Seoul-based HDC Asset Management fund manager Park Jung-hoon. “The Galaxy S7, however, doesn’t seem to be creating as much buzz,”

Park said. Revamps could prove key to smartphone makers as 2016 shapes up to be another tough year: researcher TrendForce expects the smartphone market growth to slow to 8.1 percent from 10.3 percent a year earlier. Margin pressures are also expected to intensify for the industry as Chinese manufacturers seek to expand overseas to counter slowing domestic demand. Samsung on Saturday said its mobile payments service, Samsung Pay, will launch in China in March, a month after Apple launched its Apple Pay service in the world’s biggest smartphone market. The company fell out of the top five in the world’s top smartphone market last year but hopes that its easy-to-use payments service will help it regain sales momentum. “The challenge you have got in the smartphone market is breaking through all that sameness. From a design and functionality perspective, everything looks and feels the same,” said Bob O’Donnell, president of Technalysis Research.

DAILYHOROSCOPES CAPRICORN Dec 22 - Jan19 You may have a project you really want to work on. You have the mental focus, but the creative element just might not be there. This could prove so frustrating that you want to throw something. Still, the only answer might be to shelve your work until tomorrow. AQUARIUS Jan 20 - Feb 18 If you do, some sad and rather irrational thoughts may plague you throughout the day. No matter what the weather’s like, it would be far better to get out and do anything that keeps your mind focused on something positive. PISCES Feb 19 - Mar 20 Someone close to you might suddenly have to leave town for several weeks and you’ll be lonely without them. There isn’t much point in dwelling on this, however. You’ll just have to stay in touch via phone or email and look forward to the time when your friend comes back.

ARIES Mar 21 - Apr 19 Checks may not come in the mail, important people don’t return your phone calls, or someone doesn’t show up to do the job at hand. This situation is frustrating, but it probably won’t last beyond today. By tomorrow you should all be your busy selves again. Hang in there! TAURUS Apr 20 - May 20 Don’t even think that way! It’s just one of those days when nothing seems to go right, even though basically everything should still be going very well for you. Don’t expect much progress today, and certainly don’t expect anything but gloom from colleagues. GEMINI May 21 - Jun 21 Your concentration is likely to be off, and what you’re reading will probably look like Greek to you. Unless it’s really necessary, it would be best to put the books aside until tomorrow, since you probably won’t absorb much today. Be on the safe side and put it off! CANCER Jun 22 - Jul 21 You could wake in the morning totally confused by these images, and your tendency might be to dismiss them. Don’t do this. Your dreams are trying to tell you something about yourself. Have you had your emotional ups and downs lately? Have you alternately laughed and cried over something? LEO Jul 23- Aug 22 All signs suggest that you could forget a lot of important things right now and one might be a social event, perhaps business related. This might not be one of your best days. Usually you tend to have a memory like an elephant. Just for the time being, keep your calendar handy! VIRGO Aug 23-Sep 21 You could be considerably slower on the uptake than usual, and those around you could be surprised that you, normally very energetic, seem to be moving like a snail. Spend as much time resting as you can, because you’ll need to recoup your stamina. LIBRA Sep 23 - Oct 22 You’ve had a stressful few days and can barely move, so your response to sexual overtures is apt to be lukewarm at best. Your affection certainly hasn’t diminished, but your partner could interpret your behavior that way. SCORPIO Oct 23 - Nov 21 The only thing you can do under the circumstances is make sure everyone keeps busy until the absent one returns. One way to distract the family is to get them to clean up the house in anticipation of a warm welcome! SAGITTARIUS Nov 23 - Dec 21 This is apt to be a very inconvenient time for someone to ask for help, because you have plenty of chores of your own. Nonetheless, you’ll go to the rescue because that’s your nature. Take care to plan your time carefully, pace yourself, and try not to do too much at once.

YOURSAY Kenya should ape Asian nations in corruption war Most if not all Asian countries have been successful in the war against corruption after coming up with anti-graft agencies that operate separately from the government. These independent agencies were established after the earlier anti-corruption bodies that operated under the government failed to achieve anything. For instance in Mongolia, the anticorruption law that of 1996 was jointly implemented by the police, the General Prosecutor’s Office, and the courts, but never achieved much. Later Singapore came up with another pattern of corruption control whereby an independent body; Corrupt Practices Investigation Bureau (CPIB) was established to implement the Prevention of Corruption

Ordinance (POCO), which was a government-related anti-corruption body. After all the attempts failed, countries such as Malaysia, Hong Kong, Thailand, South Korea and Indonesia improved on the Singapore’s example by forming independent anti-corruption agencies diametrically distinct from governments’ anti-graft bodies. However, some countries still experience the challenges, many Asian countries have partly made positive steps in the fight against graft. The reasons why most anticorruption commissions have never been successful in Africa, especially in Kenya, is because, first, they are funded and owned by the government, therefore the officials become State puppets and act within the dictates

of those in power. Second, they are a conglomeration of several government agencies right from the police, Director of Public Prosecution to Judiciary, making it easy to coordinate and cover-up vices that the government wants unmasked. The recent revelation by businesswoman Josephine Kabura of a wellcoordinated corruption web from the police, investigators, DPP, EACC to courts as in the National Youth Service (NYS) scam is a clear indication of how little the country can achieve in the fight. Until an independent investigations agencies and corruption agency which does not rely on the government for funding is established, nothing good will come out of our anticorruption agencies. — Phabian Jr

Nyongores Ward min-poll outcome boost for Ruto The defeat of the Jubilee candidate by Governor Isaac Ruto ally in the recent by-election in Nyongores ward, Bomet County, was a protest vote against the ruling Alliance. It is a clear indication that voters from the Rift Valley, an otherwise Jubilee stronghold, are getting uneasy with the regime they overwhelmingly voted for in the last polls. The mini-poll provided a chance for voters to put into reality what they have been voicing through platforms such as social media and vernacular radio stations. The concerns of the locals have been that the region is getting a raw deal since development projects they have been promised year after year are yet to

materialise. When Governor Ruto conceived the “Mashinani” initiative as a political philosophy, he may not have known that he was endearing himself to the common man. For the very first time in living memory, someone high in the political apex was thinking about the poor villagers. By popularising the outfit in the grassroots, Ruto was in essence speaking the language of the rural poor and identifying with the disenfranchised ordinary Kenyans who felt that development was over-concentrated in urban areas. As Ruto championed devolution which Kenyans believed will transfer critical public services would to them. — David Sonye

Youth and Women Fund yet to achieve main goal The Youth Enterprise Development Fund was established with an aim of addressing challenges facing the youth in our country. The crafters of the Fund saw it as a useful vehicle to organise, tap and harness talent of youth for their economic growth. Though not in the public limelight like scandal-hit National Youth Service (NYS) and other government ministries, the Fund has in recent times been embroiled in boardroom wars that have made it almost impossible for the organisation to deliver on its real mandate. Close to Sh180 million is alleged to have been wired to a mysterious account under the watch of the chief executive. Youth and women have, for many years been crying out for affirmative action after being marginalised in the allocation of resources and the Fund was a pragmatic response to the perennial problem of youth unemployment. It was meant to enable lending to youth for individual and group projects as part of the wider effort to alleviate poverty. With the young people engaged in relentless

fights for the leadership of the fund, it is highly unlikely that they will fully take advantage of the special programmes that have been set aside for them. The Fund was meant to that mobilised the youth so that they can participate in projects for their economic empowerment by taking up the sizeable quota of government contracts and other business openings set aside for them. Public Service, Youth and Gender Affairs Cabinet Secretary Sicily Kariuki’s intervention to help streamline the management of the fund is timely, but is yet to achieve much. Kariuki should address corruption issues without fear or favour and with the vigour it deserves to ensure the bread basket of the young men and women is not crumbled by selfish interests of a few corrupt individuals. The plan to appoint a substantive chief executive should be expedited so that the new leadership can effectively guide the organisation. — Nderitu, Donholm

Ruto still Rift Valley kingpin despite political jitters Reports that Deputy President William Ruto’s popularity in Rift Valley is weakening following the defeat of the Jubilee candidate in the justconcluded Nyongores Ward by-election in Bomet County are misleading. Ruto did not personally take part in the campaigns for anybody to claim that the loss is a blow to him.It should be clear that many leaders in the region, from MPs to MCA, were elected to their current positions through various political parties, but they all supported President Uhuru Kenyatta and his deputy

during the last elections. What has happened is that Ruto does not engage in chest thumbing kind of politics where people are dictated on who is to be elected MP or MCA. This, in essence, means Ruto has given people the space to choose leaders of their choice and this is what happened in Nyongores. But what is clear is that residents of the region are firmly behind the leadership of Ruto and Uhuru come 2017 General Election. As campaigns for the Kericho Senate seat intensify ahead of

the March 7 by-election, there were claims of malpractice in the nomination process with reports that former Senator Charles Keter, now Cabinet secretary for Energy, was rooting for Sammy Chepkwony. However, Aaron Cheruiyot won the Jubilee ticket. Cheruiyot was not fronted by powerful leaders in Rift Valley. Candidates who were trounced during the primaries, including Franklin Bett and Magerer Langat, should accept the results and support Cheruiyot. — By Kibet Benard

SPORTS BRIEFS Australian women win Brazil rugby sevens Australia’s rugby sevens women boosted their hopes for the Olympic gold medal by winning a second consecutive World Series event in Sao Paulo, Brazil. The Aussies thumped Canada 29-0 in the final in and are undefeated after the first two legs of the World Series, having also won in Dubai last December. The win gave them 12-point lead over closest rivals Canada and New Zealand with three World Series legs remaining. If the Aussies hold on and win the championship, they will become the first team to take the World Series title away from New Zealand in the competition’s four-year history. However coach Tim Walsh now has his eyes on the inaugural Olympic sevens gold medal back in Brazil in August. Five different players scored tries in the final flogging, however it was the Australians’ defence that left Walsh most impressed. Their quarter-final win over Fiji and semi-final win over the United States also came without conceding points, meaning the team has achieved that feat in five of their 12 games this season.

Ex-Bournemouth masseur joins Stars’ technical bench Former AFC Bournemouth Sports masseur Mikael Mayoyo has joined Harambee Stars technical bench as team’s performance specialist. Mayoyo, who has also worked with Gor Mahia as strength and conditioning coach joins the youthful technical bench headed by former Mathare United and Kariobangi Sharks coach Stanley Okumbi, who was appointed fist coach last week. Okumbi replaced Bobby Williamson, who was shown the door despite the federation owing the Scot about Sh30million in salary arrears. Football Kenya Federation (FKF) which made the changes over the last one week, about two weeks after taking over the office also owes entire technical bench, staff, utility bills, and a host of other services providers a total sum Sh172 million in debt. Mayoyo worked with the English Premier side between 2013 – 2014 season as part of his work experience for as masseur studies before moving to Finnish Football Federation as video analyst. Mayoyo, who also worked as a sport masseur in Finland with footballers, motor sports men, athletes and weight lifters, is expected to bring

his vast experience over the years especially in Finland where he was tasked with analysing goals scored and conceded by all the different national teams in the previous year. His role is a ground-breaking move and signals the federation’s desire to embrace new sports science methods that enhance players’ performances. Mayoyo is a Finnish of Kenyan origin. He holds a

Master’s degree in sports sciences with a major in sports coaching and fitness testing from Jyaskyla University in Finland. The federation also appointed Mike Kamure as a logistics manager in addition to the team nutritionist, psychologist among others. New FKF boss Nick Mwendwa said the appointments are part of a long term plan to develop local capacity in coaching. “Our plan is to work with friendly federations to develop a technical master-plan that builds local capacity to the grassroots level and give a unique philosophy to the Kenyan game. Stanley is one of the highly rated local coaches and it is our intention to deepen our reservoir of technical talent,” said Mwendwa who replaced former president Sam Nyamweya. @elvince_x254

Monaco teenager breaks Henry record Little known Monaco striker Kylian Mbappe broke Thierry Henry’s record for the youngest gal scorer in history. Mbappe, who was born in December 1998 secured a place in the record books over the weekend by becoming the youngest goal scorer in Monaco’s history displacing legendary and former Arsenal forward Henry. At the age of 17 years and 62 days, the forward scored a stoppage-time goal as his team beat bottom club Troyes 3-1. He will be all right if he goes on to have a career anywhere near as good as that of Henry. Henry scored his first career goal at the age of 17 and 254 days. That goal that has stood for 21 years was scored in April 1995 against Lens. Henry went on to win the World Cup with France in 1998. Not that Mbappe is old enough to remember.

Taekwondo coach blames Rio slot miss on training Kenya finished 11th out of 30 in the justconcluded Africa Taekwondo Olympic qualifiers in Morocco despite many challenges ahead of the qualifiers. Team manager Nesmus Wesonga said there is need to go back to the villages and identify future Taekwondo players ahead of the 2020 Olympics. He said Kenya Taekwondo Association will start recruiting young talents, below the age of 14 ahead of the next summer games after Kenya missed the Africa slot for Rio de Janeiro Olympics set for August in Brazil. “We have to change tact by going back to the

drawing board and the remote villages like Pokot and Turkana where we can pick good players whom we can train and nurture,” he said. While Egypt, Cote D’ivoire and Morocco denied Kenyan the six available slots, Voiya Lumwach who led the country in the one week qualifiers described Kenya performance as exemplary. The coach who was not impressed with how the team was treated ahead of the qualifiers advised the government to borrow a leaf from other government when it comes to preparing national teams for major championships.

Kenya managed to send only four players to the qualifiers, something which, according to the coach restricted the country’s chances of booking a slot. Kenya was represented by Gladys Mwaniki, Emmanuel Nderitu, Milka Akinyi and Martin Odour. Mwaniki lost 11-2 to Ggabbi Ruth of Cote D’Ivoire who is ranked second in Africa and 11thglobally. Nderitu finished 7th in the feather bantam category that attracted 20 participants. Egypt and Senegal trained in Australia and Iran respectively while Kenya had a two-week local training in Nairobi. @elvince_x254

SPORT 15 MONDAY, FEBRUARY 22, 2016 Kenya’s Kiplimo Lagat crosses the tape to win the Zurich IAAF marathon. He improved his 2014 course record when he won the same race in his debut.

Lagat regains Zurich IAFF marathon title

Kenya’s Kiplimo Lagat regained the Zurich Marathon de Sevilla title he won on his marathon debut in 2014 with an improved course record at the IAAF Bronze Label Road Race on Sunday. Lagat, who donned number one bib signed up for the race as a s pacemaker, but went for a surprise win which saw him improving his own course record set two years ago in the Spanish city yesterday by 19 seconds. The surprising win comes after a run of mixed result due to injuries since his last visit to Andalucía, his second victory was almost an upset as his first win in 2014. With the thermometer reading 12-13 degrees Celsius and a slight breeze, ideal weather for fast times, the 2:08:33 record was under threat right from the gun in a fast race that show Uganda’s Thomas Ayeko and Kenya’s Emmanuel Bett exchange pace-setter roles in the opening 10km covered in 29:57.

A group of nine went through the halfway point in 1:03:36, suggesting not only a course record was on the cards, but also the Spanish all-comers best of 2:06:13 set by Kenya’s John Mwangangi in Valencia last November. After 30km, which was passed in 1:30:34, only the trio of Lagat along with his compatriots Shedreck Kimaiyo and Geoffrey Koech – who were later to finish 11th and drop out just after 35km respectively – remained together at the front. Lagat decided to shake off his rivals with seven kilometres and established a big lead. He passed 40km in 2:01:30, 2:23 clear of his nearest rival and compatriot Hassan Omanga, and a time well under 2:08 was still possible, but without any challengers and clearly flagging over the final two kilometres, the Kenyan had to settle for just a course record and a Personal Best. Behind him, experienced Spaniard Carles Castillejo came through strongly

over the final seven kilometres, having been 10th at 35km and fourth at 40km, to finish second in 2:11:29 to claim the Spanish national title and book a place on Spain’s Rio 2016 Olympic Games team. In the women’s race, Eunice Jeptoo finished third after she was outsprinted by Spaniard Paula Gonzalez and Morocco’s Koutar Boulaid with five kilometres to the finish despite the Kenyan enjoying a 19 second lead at the 37km. Jeptoo broke away from her three rivals at the front shortly before the 30km mark, reached in 1:45:45, and with 12km to go she had a 19-second advantage on Mengistu and a massive 1:37 over Jepyator, with Gonzalez and Boulaid another 13 seconds further back. However, Gonzalez – with Boulaid in close attendance – ran down Jeptoo between 31 and 37 kilometres, taking the lead with five kilometres to go while still closely followed by the

Player sent off for showing referee red card in Turkish league match Galatasaray needed a fourth player to be sent off in a dramatic fashion to record a hard fought 2-1 win over seven-man Trabzonspor in a Turkish League match on Sunday. Trabzonspor defender Salih Dursan was given his matching orders in an uncharacteristic style for showing the referee a red card. Dursan had just been on the pitch for 25 minutes, his side two men down and hanging by a thread to their 1-1 draw when he pulled the drama by red

carding referee Deniz Bitnel, but he ended up leaving the pitch all together for his tasteless joke. With Trabzonspor already down to nine men, the referee awarded an 86th-minute penalty to Galatasaray which infuriated Dursan’s teammate defender Luis Cavanda so much that he charged into the official. But the no nonsense Bitnel cue another red card to take his total reds of game to three, with four minutes to the end of the match. As if that was not enough

drama and cards, the much used card then slip off the referee’s hand, fell to the ground amid protests from Trabzonspor players, but an infuriated Dursan held it up to the referee’s face. Unmoved Bitnel, who did not see any humour in the player’s action picked up his strongest weapon and without a second thought shown it to the melodramatic layers, earning his side a fourth red card in the game which ended with seven players for Trabzonspor. @elvince_x254

KIPLIMO LAGAT BREAKS HIS COURSE RECORD SET IN 2014 TO WIN ZURICH MARATHON

Chelsea face Everton next

Guus Hiddink will meet Everton in the FA clash for the second time as Chelsea interim coach, this time round in the quarter-finals. Chelsea beat Everton in the FA Cup final in 2009 when Hiddinks was in his first spell in charge of the Blues. Struggling Premier League defending champions Chelsea swept aside Manchester City side in a convincing 5-1 in FA fifth round to book a quarter-final showdown with Everton. Everton kept their season alive after edging out Bournemouth 2-0 thanks to goals from Ross Barkley and Romelu Lukaku

to reach the FA Cup quarterfinals. Barkley struck early in the second half with a heavily-deflected strike and Lukaku wrapped up the victory with his 21st goal of the season. City manager Manuel Pellegrini warned he would select a shadow side after the game was scheduled for late Sunday ahead of their Wednesday’s Champions League match against Dynamo Kiev in Ukraine, but his youthful side was humiliated by Chelsea despite the two sides tying one-all at the breather. Tosin Adarabioyo and young midfielders Manu Garcia and Aleix Garcia, Bersant Celina

and David Faupala absorbed the beating from a resurgent Chelsea who scored four goals in the second half, including Bertrand Traore’s third strike for the Blues. Faupala actually gave City hope when he scrambled in an equaliser, after Diego Costa headed Chelsea in front 10 minutes before halftime. The hosts, however, overran City after the break with Willian scoring from close range and Gary Cahill putting the result beyond doubt with a powerful finish from Fernando’s poor clearance. The excellent Eden Hazard curled in a free-kick and Traore’s header

looped over dreadful City keeper Willy Caballero to complete an emphatic win for Chelsea, who were even allowed the luxury of seeing Oscar’s penalty saved. Pellegrini, in his defence, has always played strong sides in domestic cup competitions and his anger (and consequently his selection) here came from this game being scheduled for 16:00 GMT on a Sunday before Wednesday’s Champions League trip to the Ukraine. Eden Hazard’s form has come under intense scrutiny this season, with many Chelsea fans blaming his lack of impact

for the sacking of manager Jose Mourinho. He was also criticised for his display in the Champions League loss to Paris St-Germain, a club who - along with Real Madrid, have been strongly linked with the Belgian. The winner between Manchester United and League One Shrewsbury who plays today will host West Ham. Championship side Reading face Crystal Palace at home, while Watford will travel to the winner of Arsenal and Hull’s replay in the quarter final. Ties will take place across the weekend of 11-14 March.
