The ignorance of the political class on matters sport were once again exposed following Kenya Sevens triumph at the HSBC World Sevens Series in Singapore yesterday. Kenyan boys defeated ‘rugby sevens magicians’ Fiji 30-7 to emphatically win their first trophy after 17 years of attempts. And the victory immediately spurred congratulatory reactions from Kenyans led by President Uhuru Kenyatta. But it was the bunch of the political class who were left with egg on the face as they seemed to be sending out their congratulatory messages without any clear grasp of what the Kenyan boys had achieved. Sevens win in Singapore leave politicians’ ignorance exposed

The other was vocal Kakamega Senator Bony Khalwale who tweeted a message almost similar to Kabogo’s. “Congratulations Kenya sevens for beating Fiji in Singapore to lift the rugby world cup,” the outspoken lawmaker wrote leaving many guessing who copied the other between him and Mr Kabogo. What the two failed to understand though was that this was a sevens series and not a word cup. While the world thought the initial post had demonstrated enough ignorance of rugby knowledge from our leaders, Bungoma Senator and Cord CoPrincipal Moses Wetang’ula broke the inter webs with his tweet. “Hongera Safari sevens for the deserved victory,” he wrote much to the amusement of all who saw it. Well, maybe Kenya Rugby Union needs to reserve one ticket to Man Weta for this year’s Safari Sevens. That way he might not confuse the Singapore event and the one that is yet to be held at the Kasarani stadium later in the year. Safari Sevens is Kenya’s biggest annual rugby tournament. President Uhuru Kenyatta who also sent his congratulatory message to the team has promised to host the Shujaa for a luncheon at State House. Other leaders who sent congratulatory messages to the team are Deputy President William Ruto and former Sevens head coach, British Mike Friday and former Prime Minister Raila Odinga. Kenyan politicians have a knack for jumping at opportunities to look nationalistic whenever our sportsmen fly the flag of the country high on the international stage. But yesterday’s victory in Singapore exposed their soft underbelly. Benjamin Ayimba’s boys won the hearts of many rugby followers when they beat Fiji 30-7 to collect 22 points for the first time on the road. The win also saw them break into top seven ranking this year for the first time in this campaign.

CID officer in NYS saga moved

From Page 1 The changes were announced today in a mini-reshuffle by Director of Criminal Investigations Ndegwa Muhoro (pictured). More than 20 CID officers have been affected by the changes. Mugwanja was adversely mentioned in an affidavit authored by NYS scandal’s main suspect Josephine Kabura. He led the police probe into the scandal. But Ms Kabura claimed that

former Devolution and Planning Cabinet Secretary Anne Waiguru introduced her to Mr Mugwanja who would shield her from prosecution by interfering with investigations. Inspector General of Police Joseph Boinnet had in February ordered that the officers be investigated. Speaking after the IG gave the order, Interior Ministry spokesman Mwenda Njoka said: “The Police does not condone corruption. The moment an officer is mentioned adversely

and the police administration is informed formally, the Service Standing Orders take effect immediately. “The officer is required to leave as investigations establish the truth. That is the routine,” he said then. While all the officers have since been questioned by the Ethics and Anti-Corruption Commission (EACC), the findings of the probe into their conduct following the adverse mentioning by Ms Kabura remains unknown. Kindiki now wants governors powers clipped Senate Majority Leader Kithure Kindiki has called for the clipping of powers of governors, saying it will help tame corruption in counties. Speaking yesterday, Kindiki called for the amendment of the Constitution to separate power and control of county resources from the governor’s office to stop massive use of public funds. “Governors have too much direct control of county resources. There is need for a constitutional amendment to separate powers and control of resources,” he said. He said nearly all County governments have been accused of funds pilferage at the expense of channeling it to offer services to the locals as they had near full control of the resources. “Every county government has been accused of misappropriating funds that were meant for development,” added the Tharaka Nithi Senator. He cited several counties including Kirinyaga County where Governor Joseph Ndathi was accused of paying a ‘contractor’ a whooping Sh2,000,000 to open a Facebook page while his his Bungoma counterpart Kenneth Lusaka was in the limelight after his government purchased 10 wheelbarrows at a cost of Sh109,000 each. In his last years ‘State of the Nation Address’ President Uhuru Kenyatta tabled a list of 12 governors implicated in graft. Nairobi Governor Evans Kidero has been accused of abetting irregular county procurement and irregularly signing a MoU with vehicle manufacturer Foton East Africa. He is further accused of authorising a Sh4.6 billion project for the launch the Nairobi Metro Transportation system. Machakos Governor Alfred Mutua is facing accusations of single-sourcing and failing to adhere to the Public Procurement Act. He has been accused of irregular purchasing 14 Subaru vehicles for county executives. Turkana’s Josephat Nanok allegedly made an irregular payment of Sh14 million to a bridge contractor despite no work done. Mombasa’s Hassan Joho has been accused of facilitating the grabbing of Mwembe Tayari Market by Bawazir & Zubedi. Kilifi Governor Amason Kingi has been accused of irregularly procuring the governor’s house at Sh140 million. Last week, Devolution Cabinet Secretary Mwangi Kiunjuri said that talk on the fight against corruption at the county governments’ level will largely feature during this year’s devolution conference set to be held in Meru County starting tomorrow. Kiunjuri said key stakeholders in charge of fighting the menace like the Ethics and AntiCorruption Commission (EACC) will be present during the deliberations to help seal loopholes and deal with the threat head on, without fear or favour. The Council of governors has (CoG) however dismissed the assetion by the CS saying they will not be lectured by the National government over corruption matters. NPSC defends sacking of officers

The National Police Service Commission (NPSC) has defended the sacking of two policemen who were allegedly seen by President Uhuru Kenyatta taking bribes during his coastal tour early this year. NPSC Chairman Johnstone Kavuludi, however, admitted that the process of sacking them was wrong, saying that Coast Regional Police Commander Francis Wanjohi erred by writing them sack letters because he has no powers to dismiss officers employed by the commission. “There was nothing wrong in sacking the two officers only that the right channels were not used as required by the law,” said Kavuludi in a statement. Kavuludi, however said that Wanjohi’s mistake had been rectified and the officers sacked lawfully in accordance with the National Police Service Act. He also challenged the suit filed by the two officers, corporal Kimeli Rutto and constable Joel Aturi, formerly stationed at Makupa Police Station, at the Industrial Court in Mombasa seeking to overturn their dismissal from the police service. Kavuludi observed that the court had no jurisdiction to deal with the matter as the applicants have not exhausted the internal

appeal mechanism. “The Industrial Court has no jurisdiction to rule in favour of the applicants as they have not exhausted all appeal mechanisms as demanded by the commission,” explained Kavuludi. The officers’ sacking by Wanjohi after their detention of five days earlier ignited controversy after the President said that he saw the two receiving bribes. Their dismissal letters, however, did not mention bribes and only said that they obstructed the President’s motorcade. Kavuludi wants Justice James Rika to dismiss the application arguing that proper and legal disciplinary procedures were followed in the former officers’ sacking. Mr Wanjohi said the officers, did not even recognise one of the President’s escort vehicles when it stopped and its occupants asked them for directions. The President was on a working tour in the coastal region. Mr Kenyatta said the brazen conduct of the two officers summed up the frustrations that Kenyan motorists go through on the roads every day. NEWS BRIEFS Ecuador quake deaths rise to 246 At least 246 people have been confirmed dead and more than 1,500 people injured after Ecuador was hit by its most powerful earthquake in decades. Some 10,000 troops and 3,500 police are being deployed in the affected areas, as rescue operations continue. The magnitude-7.8 quake struck on Saturday evening. Coastal areas in the north-west were closest to the epicentre and officials say the death toll is likely to rise as information begins to come in. Ecuador’s President Rafael Correa has cut short a visit to Italy to deal with the crisis. He has declared a state of emergency and said the priority is finding survivors. “Everything can be rebuilt, but lives cannot be recovered, and that’s what hurts the most,” he said. Ecuador’s Vice-President Jorge Glas, visiting one of the worst-hit cities, Manta, met a resident who pleaded for people trapped under rubble. “We cannot go in with heavy machinery because it can be tragic for the wounded,” Mr Glas told him. Helicopters and buses are ferrying troops north but have been hampered by landslides. In some areas people are using their bare hands to try to dig out survivors. Food and other essentials has been handed out and international aid is also beginning to arrive, with the first coming from Venezuela and Mexico.

Armed men ‘kill 140’ in Ethiopia

Ethiopia says armed men have killed 140 people near its border with South Sudan and abducted at least 39 children. Ethiopia’s Communications Minister Getachew Reda said the attackers were members of South Sudan’s Murle tribe. He said security forces were chasing the attackers and had killed 60 so far. Ethiopia is hosting thousands of South Sudanese refugees who fled the 2013 clashes that began when President Salva Kiir sacked his deputy Riek Machar, accusing him of plotting a coup. Mr Reda told the BBC the attackers were not thought to have any links to the South Sudanese government or rebels. Ethiopia’s Gambella province, where the raid took place, has a history of conflict between communities and a sizable Nuer population.

Brazil MPs impeach president Rousseff by landslide majority Brazilian lawmakers shouted, scuffled and even sang as they debated whether to impeach the country’s President on Sunday. And after more than six hours of voting and fiery speeches, the results didn’t fall in President Dilma Rousseff ’s favor. When the final tally was announced, 367 lawmakers had voted to impeach, comfortably more than the two-thirds -- 342 -- needed to pass the motion. Only 137 voted against the proposal, while a handful abstained. The impeachment motion will next go to the country’s Senate. If a majority approves it there, Rousseff will have to step down for 180 days to defend herself in an impeachment trial. Rep. Bruno Araujo was triumphant as he cast the symbolic 342nd vote against Rousseff Sunday night, passing the two-thirds mark and securing the majority needed to move forward. “It’s an honor, what an honor that destiny has reserved for me. ... From my voice will come the scream of hope for millions of Brazilians,” he said. If the motion is approved, Rousseff could be suspended as early as May. That would be about three months before the Summer Olympics kick off in Rio de Janeiro, an event that was supposed to showcase Brazil as a rising power on the global stage. Sunday’s vote came after weeks of raucous debates inside Brazil’s Congress and rival protests outside. As lawmakers spoke their minds on the floor of Congress, throngs of demonstrators waited for word of the results. In Copacabana, Brazil, three big-screen TVs were set up for people to watch the proceedings. In Brasilia, police erected a 1-kilometer-long barricade on the lawn in front of Congress to separate anti-government protesters from Rousseff supporters. Advocates for impeachment dressed

a budgetary deficit to win re-election in 2014. Opponents blame Rousseff for the worst recession in decades, now in its second year. They also hold her accountable for a massive bribery and corruption scandal that has engulfed dozens of politicians in the Workers’ Party and coalition government. Bernie Sanders calls Clinton ‘the wrong horse’ US Democratic candidate aspirant Bernie Sanders says actor George Clooney, who said the amount of money he’d raised for Hillary Clinton is “obscene,” is backing the wrong candidate in the 2016 presidential race. Sanders praised Clooney’s acknowledgment in an interview aired Sunday on NBC’s “Meet the Press” that “it’s ridiculous that we should have this kind of money in politics.” “They’re right to protest,” Clooney said of Sanders backers who protested his fundraiser for Clinton. “They’re absolutely right. It’s an obscene

amount of money.” Asked in an interview with CNN’s Dana Bash on “State of the Union” Sunday if Clooney is backing the wrong horse, Sanders said, “Well, I think he is.” “He is honest enough to say that there is something wrong when few people -- in this case, wealthy individuals, but in other instances for the secretary, it is Wall Street and powerful special interests -- who are able to contribute unbelievably large sums of money,” Sanders said. “That is not what democracy is about. That’s a movement toward oligarchy.”

He added: “This is the issue of American politics today. Do we have a government that represents all of us, or only the 1%? And you’re not going to have a government that represents all of us so long as you have candidates like Secretary Clinton being dependent on big-money interests.” A group of around 100 Sanders supporters showered Clinton’s motorcade in 1,000 single-dollar bills as the 2016 Democratic presidential candidate drove to Clooney’s fundraiser on Saturday. To co-host the event, a couple was asked to donate $353,400 to the fund. Single tickets

cost $33,400. Sanders’ criticism of special-interest money in politics is at the core of his campaign, even though he has outraised Clinton in recent months on the strength of a powerful online, small-dollar fundraising operation. On Friday, he released his tax returns from last year. On Sunday, Sanders said more years are coming, “probably” this week. Sanders, who just returned from a brief trip to the Vatican where he briefly met Pope Francis, denied any suggestion that the Pope was embracing his politics.


Weird world: Story of man who changed to a goat’s lifestyle

A man has been describing how he was so stressed with his daily life that he decided to live as a goat. Known as “goat man”, Thomas Thwaites, has written about his unusual lifestyle choice in a book, GoatMan: How I Took A Holiday From Being a Human . Speaking to BBC, the 34-year-old said he made the decision after dog-sitting his niece’s “happy, joyous” dog, when he thought “wouldn’t it be nice to just have a break from all of this stress”. He said he remembered thinking as a child that if he were a cat, he wouldn’t have to go to school. “But rather than just letting my childish wishes go, I wrote to the Wellcome Trust, and they gave me a small arts award, which called by bluff, I suppose,” he said. “It became an investigation into how close we can come to fulfilling this ancient human dream. I did a bit of research and you can easily find all the cave paintings [depicting] half-human and half-beast.” After receiving the funding, Mr Thwaites went through a number of prototypes, including a wooden structure, but ended up using prosthetic limbs and walking in a field with goats. “I went to a goat farm in the Alps and had some prosthetics made by a doctor at the University of Salford prosthetics clinic, including prosthetic hooves and prosthetic back legs,” he said. He said he even attempted give his stomach similar digestive qualities to those of a goat by eating grass. Mr Thwaites added that he would recommend being a goat, describing it as a “special kind of time”.

on to a primitive planet and is unable to build a toaster, replicating his modern world, he set out to do just that. Mr Thwaites said the project took nine months and £1,200 (about Sh171 834) to complete.

New bid to overturn gay sex ban

A gay rights campaign group has filed a case in the High Court calling for the decriminalisation of gay sex. Homosexual acts are illegal in Kenya, punishable by up to 14 years in prison. The National Gay and Lesbian Human Rights Commission says the law violates constitutional rights to equality, dignity and privacy. Last year, Deputy President William Ruto said there was no room for gay people in Kenya. His remarks were backed by most religious groups which are strongly opposed to homosexuality. They say it is un-African. “Those laws degrade the inherent dignity of affected individuals by outlawing their most private and intimate means of self-expression,” the group said in its petition. Debate on gay rights hit fever pitch last year just days before US President Barack Obama visited Kenya. Leaders including Mr Ruto had strongly warned Obama to steer clear of the matter. But White House announced Mr Obama would not shy away from the topic. “I’m confident the President will not hesitate to make it clear that protection of fundamental human rights is also a priority for Kenya, something we hold dear here in the United States of America,” White House spokesman Earnest Kirby said. “The government believes in freedom of expression as enshrined in the Constitution and respects the position taken by the US Government on gays following a ruling by the country’s Supreme Court that same-sex unions will be recognised,” State House spokesman Manoah Esipisu said as Kenya moved to let Obama freely discuss the matter.

Sea Brent Crude is down 1.7%, after oil producing nations failed to reach an agreement to limit production over the weekend. The world’s top oil producers walked away from a marathon negotiating session on Sunday without an agreement to freeze crude production, a failure that could spook investors and send tremors through the oil market. The oil ministers of most OPEC member countries, along with a handful of outsiders including Russia, spent more than 12 hours in consultation on a potential freeze. Longhorn to inject Sh50m in digital learning to curb piracy

Longhorn Publishers Limited has announced plans to inject Sh 50 million in e-learning, an initiative seeking to eliminate piracy, a major challenge that has been facing the firm since its establishment. The move will also allow Kenyans in diaspora to read books by local authors as well as help teachers and students save time through quick and easier research. Speaking today at a Nairobi forum during the official unveiling of the Sh 530 million campaign to support regional company management, Longhorn Group Managing Director Simon Ngigi said the group loses 30 per cent of its total profits to piracy annually. ‘’We are working to enhance our product portfolio, especially bearing in mind the roll out of the government digital agenda for schools,’’ said Ngigi. Adding: ‘’We already have digital content that has been approved for use in schools, and we want to build this even further using some of the funds raised.’’ He said they intend to use up to Sh 80 million in regional expansion while another Sh 100 million will go towards product diversification whereas Sh 100 million has been earmarked to retire current debt obligation. Among other key areas the fund will also be used include, Sh 70 million for local mergers and acquisition whereas

Master Card Foundation Sh250 million boost to farmers

Apollo Group’s APA Insurance has received Sh252 million ($2.5 million) in funding from the MasterCard Foundation Fund for Rural Prosperity. The funds are expected to be used to increase incomes and well-being of small-holder farmers in Kenya through targeted micro-insurance products. APA is the first insurance company to receive such funding in Kenya. The funding, will go towards enhancing resilience, improving productivity, enhancing innovation, profitability and growth of rural and poorhouseholds in Kenya through increased access to financial services by rural populations who are predominantly smallholder farmers. “On behalf of the Board and Management of the Apollo Group, I wish to convey our sincere gratitude,” said Ashok Shah, the Chief Executive Officer of the Apollo Group. “This grant is a huge boost to our effort to create sustainable risk solutions and bring financial inclusion to a very important section of our population, the smallholder farmers. 8 nations, EU pledge over Sh101bn loan to support refugees, host communities MONDAY, APRIL 18, 2016

Eight nations and the European Commission have pledged a package of more than $1 billion (Sh101 billion) to a World Bank-led financing initiative in support of Syrian refugees and host communities in Jordan and Lebanon, as well as recovery and reconstruction across the region. The package means that the new facility will be able to generate up to $800 million (Sh80.9 billion) in concessional loans in the next year. Japan, France, the United Kingdom, the United States, Germany, Canada, the Netherlands, Norway and the European Commission each pledged their initial financial contributions to the New Financing Initiative to Support the Middle East and North Africa (Mena) Region. The pledging occurred at a ministerial conference co-chaired by the President of the World Bank Group, the Secretary General of the United Nations and the President of the Islamic Development Bank Group. The conference brought together ministers from G7, Gulf Cooperation Council, European and MENA countries, as well as the heads of various multilateral development banks and international organizations. “Today’s strong show of support for the people of the Middle East and North Africa is an example of how the international community can come together to address major challenges,” said World Bank Group President Jim Yong Kim when he made the announcement just days ago. “These grants mean we can now begin

expanding programs to help Jordan and Lebanon cope with the impact of the Syrian refugee crisis, while guarantees will allow multi-lateral development banks to increase their financing in support of countries across the region confronting the multiple consequences of instability. I am confident of mobilizing additional support for recovery and reconstruction, and reaching our goal of raising US$1 billion in grants over the next five years,

The research company, in one of its latest reviews, stated that lower revenue from exports, increasing debt and rising political tensions are likely to weaken Kenya’s ability to repay debt in the short-term. This said the experts, may result in a credit-rating downgrade. Though S&P gave Kenya a foreign and local currency sovereign credit rating of ‘B+’ for the long-term and ‘B’ for the short-term, the American firm noted that there is a possibility of a flare-up in political tensions, a situation that is likely to erode effective economic policy making S&P, however states that Kenya has adequate capacity to meet its financial commitments. The company’s researchers noted

that Kenya’s growth expectations and potential remain strong, at around six per cent annually between 2016 and 2019. S&P said on Friday that there is at least a one-in-three possibility that it could lower the ratings on Kenya in the next six to 12 months if Kenya’s fiscal deficits were to increase further or debt increased more than expected. “We could also lower the ratings if political tensions flare up and undermine stability-oriented economic policy-making, or if Kenya’s external liquidity or financial conditions markedly deteriorate and lead to a significant loss of foreignexchange reserves and widening external financing gap,” the group said. Kenya’s public and publicly guaranteed debt increased by 8.8 per cent from Sh2.82 trillion in June from Sh3.07 trillion November, according

Youngsters eager as Pipeline seeks to regain continental glory after 11-years MONDAY, APRIL 18, 2016

Kenya Pipeline will go into this year’s Africa Womens Club Volleyball Championships in Tunisia looking to win back the title they last claimed more than a decade ago. Coach Japheth Munala has blended experience and a rich mix of youth for the tournament by including youngster Yvonne Snida among the travelling party. Yvonne will be part of the players in this year’s games scheduled for April 20-30 when she board her plane and a first trip outside the country. “It’s not easy to board a plane. It will be my first time to fly and I feel excited about it. I think everyone will be happy about it back in my village,” said Yvonne who was only eight years old when Pipeline last won the trophy. Her journey to the court was as mysterious as her first trip on a plane. While waiting for her friend after a netball training, her towering physique caught the attention of her High School Volleyball teacher who introduced her to the game, about four years ago. While boarding a plane would be the greatest achievement for the 19-year old who completed her High School level last year, to Mildred Odwako, one of the two liberos in the squad released by head coach Japheth Munala, the biggest dream is to take part in the World club champions, later this year. The last time Pipeline won this title, back in 2005, Odwako was still playing for Kenya Commercial Bank. She would later cross over to the Premium Oil Company sponsored club the following year and despite several achievements with the club domestically, she has never laid her hands in the continental silverware. “Maybe I will not be playing volleyball three years from today but before I retire, I would want to take part at the World Club championship and I believe this is the year,” said Odwako, one of the two senior most players in the Pipeline squad in addition to setter Janet Wanja having made her debut at the continental club games in 2006. Pipeline, seven time joint record holder with Egyptian side Al-Ahly who beat them in the final last year, will step to the court in Tunisia with only one mission, to book their place at the World Club Cup Championship. Kepha Aswani scored from the spot in the 71st minute as visiting AFC Leopards came from a goal down to draw 1-1 with Ushuru in a SportPesa Premier League match played at Nyayo Stadium yesterday. With joint leaders Tusker FC and Mathare United having picked up wins in their preceding matches, pressure was on Ingwe to keep up the chase but they eventually dropped off the pace having dropped two points in the draw. Ushuru which held champions Gor Mahia last weekend, were oozing confidence coming into the fixture against the Leopards. Ken Kenyatta’s charges were psyched for the match, knowing a win over the on-form Leopards would take them to the top half of the table and they showed intent from the start with an attacking mindset. Liberian Rosevelt Blatty forced Leopards keeper Lucas Indeche into a wonderful full flight save in the sixth minute of the match after picking the ball on the right to run past his markers and pull up a wonderful shot on target. After a barren first half, Leopards came back with renewed vigour and threw most bodies forward in search of the opener. However, it was Ushuru who drew first blood when Philemon Otieno swung in a sweet volley that left Indeche dazed. The Ushuru midfielder picked up the ball from 20 yards out after the Ingwe defense blocked a freekick from James Onjala, hitting it first time into the bottom right. In another match also played yesterday, Francis Kimanzi’s Mathare United moved top of the league after a 2-0 win over Ulinzi Stars at the Afraha Stadium courtesy of two late goals from George Owino and Eric Johannah. Valencia extend Barcelona woes

La Liga Champions Barcelona’s woes continued Sunday when they suffered a third successive defeat in the league for the first time since 2003. Even Lionel Messi’s 500th career goal could not prevent the stumbling leaders from falling 2-1 at the hands of visiting Valencia at Camp Nou. Ivan Rakitic deflected Guilherme Siqueira’s cross-shot into his own net to give Valencia a shock lead. Santi Mina then finished a terrific move by slotting in a second goal in first-half stoppage time. Messi ended a club goal drought of 515 minutes, but Barcelona now only lead Atletico Madrid on goal difference. Luis Enrique’s side began April with a ninepoint lead over second-placed Atletico, but their season has crumbled since then, with defeat against Real Madrid in El Clasico marking the start of a dreadful run. It was Atletico who ended Barcelona’s chances of retaining the Champions League in midweek, and who drew level at the top of La Liga with a comfortable 3-0 victory over Granada earlier on Sunday. Barca, playing the 53rd match of a draining season that included a trip

to Japan in December to win the Club World Cup, looked weary and short of ideas as they attempted to fight back from a 2-0 half-time deficit. Valencia’s victory, and Barcelona’s troubles, could be boiled down to a tale of two players called Alves - one who started, and one who did not. Diego Alves, the visitors’ goalkeeper, rivalled team-mate Mustafi in terms of influence on the result, making a hat-trick of saves to keep out Messi, and showing sharp reflexes to deny Neymar and Rakitic too. In the Barcelona line-up, there was no place at right-back for Dani Alves, dropped to the bench after a bizarre post on Instagram that made light of his team’s midweek Champions League exit at the hands of Atletico Madrid. The defender put on a wig and impersonated his girlfriend, model Joana Sanz, to give a tongue-in-cheek reaction to Wednesday’s 3-2 aggregate defeat.
