ommissioners of the Independent Electoral and Boundaries Commission (IEBC) have today vowed to stay put telling those calling for their resignation to forget it. The commissioners led by chairman Isaack Hassan has also asked the opposition to stop character assassination on them saying they are constitutionally in office and as such demand respect.
The opposition had led protests against the electoral body calling for the resignation of its commissioners. Those calls have been supported by among other the central organization of trade unions, bishops, lawyers and lobby groups. However, the Isaack Hassan led team today said they will not heed the calls as that would set a ‘bad precedent’. CONTINUED ON PAGE 2

Woman discovered alive from Huruma rubble as death toll reaches 33 people Another miracle emerged from the Huruma building tragedy today after a woman was found alive in the rubble, six days after the seven-storey structure crumbled down. The National Disaster Management Unit said the woman had been given oxygen as she was so week to move. She had told the rescuers that the debris was hitting her as frantic efforts were being made to rescue her. “She says she does not have physical injuries but she is unable to move to any location but she is talking and we have established communication,” National Disaster Management Unit Deputy Director Pius Masai told journalists. The developments came even as the death toll from the tragedy hit 33 after nine more bodies were found from the rubble. Five bodies were pulled out last night and another two early today as rescue operations entered day six. Some 80 people are still listed as missing. According to the Kenya Red Cross Society, the teams on the ground were complaining that they didn’t have enough materials to facilitate a speedy search. “The search and rescue operation is ongoing still but at a slow pace since we do not have enough machines to hasten the process. We are also hampered by the lack of accessibility to the area,” stated Anthony Mwangi, the Communications Officer at the Kenya Red Cross.

Eyes on MPs as Gender Bill is considered afresh THURSDAY, MAY 5, 2016
MPs will this afternoon consider afresh a Bill that seeks to realise the two-thirds gender principle amid pressure from stakeholders to have it passed. Speaker Justin Muturi ordered the fresh vote last week after only 195 MPs voted in favour of the Bill, falling short of the 233 votes it requires to be passed. The lawmakers are increasingly under pressure from NGOs, human rights activists, Women organizations and the constitutional commissions to pass the law as is required by the constitution. Yesterday, the Kenya National Commission on Human Rights (KNCHR) added to the pressure and asked the legislators to seriously consider the Bill. “The gender Bill is not only a win for the women of Kenya but also a win for the constitution for which we overwhelmingly voted for,” KNCHR chairperson Kagwiria Mbogori said. She was speaking during a consultative meeting between the human rights body and the Kenya Parliamentary Human Rights Association (KEPHRA) yesterday. An SMS from Fida which the lawmakers claimed was offensive has been blamed for the flopping of the Bill last week. But KEPHRA co-convener Ken Okoth (Kibra) assured KNCHR that they would labour to ensure the Bill is passed today. “The Orange Democratic Movement has urged all its MPs to turn up tomorrow to pass the Gender Bill,” Okoth said adding that the party has warned its lawmakers that they risk being left out in the nominations if they fail to vote for the Bill. KEPHRA member and nominated MP Sarah Korere also urged her male counterparts to shove aside their

chauvinistic views and vote for the Bill. In his ruling last week, Muturi cautioned MPs against failure to cast their votes after it emerged that some did not register their abstentions as required. MPs Cecily Mbarire (Runyenjes) and Johnson Sakaja (Nominated) called for disciplinary action to be taken against the errant MPs. At the time of voting, 247 MPs were
present in the House. The Bill tabled by Majority Leader Aden Duale seeks to ‘top up’ the number of women in the National Assembly should the general election fail to meet the constitutional threshold. It also provides for the achievement of the gender principle in Parliament within 20 years from the 2017 polls. MORE ON THIS STORY www.capitalfm.co.ke
MPs want former youth fund chair, and CEO charged MPs have recommended the prosecution of former Youth Development Enterprise Fund chairman Bruce Odhiambo and the kitty’s chief executive Catherine Namuye. The lawmakers say the two were directly responsible for the loss of Sh180 million at the fund. They also said the due lacked of defined academic qualifications and experience required for their jobs, something they said contributed to the ineptitude and ineffectiveness of the disbanded Youth Enterprise Development Fund (YEDF) board in running the affairs of the fund. A report tabled in parliament yesterday by Public Investments Committee (PIC) pointed out that lack of clear academic qualifications led to the board employing people without essential managerial skills. In its recommendation, the Committee wants former Bruce Odhiambo, former CEO Catherine Namuye and Quorandum Ltd director Mukuria Ngamau to face criminal and civil charges for conspiracy to defraud the Fund. The committee which has been probing the loss of Sh180 billion from the fund found the three directly responsible for the fraud. The report indicated that Odhiambo and Namuye collaborated in a scheme to defraud the kitty. The committee also wants the
Ethics and Anti-Corruption Commission to charge the former youth fund chairman for his direct act that led to the loss of Sh180 million through a ficticous consultancy ICT services. During its hearings, the committee found that no ICT service was offered yet the youth fund paid a whooping Sh180 million to Quorandum limited. The report also indicated that the Youth Enterprise Development Fund lost approximately 44.7miilion on its 8th anniversary event which was to be held at Kenyatta International Convention Centre. The venue of the event was later changed to the University of Nairobi but did not materialize as it was verbally cancelled by a phone call purportedly by former CS Anne Waiguru to Bruce Odhiambo. The fund however went ahead and paid Hillary Kiprono Yegon Director of M/SK-susu Ltd and Gigtych Ltd sh 44.7 million for the aborted anniversary event. Yegon failed to honour summons by the parliamentary committee. The report also indicates that real estate sector in Kenya uses for money laundering especially the proceeds of criminal activities including corruption in contravention of the constitution. hillary_x254
We won’t resign, vow IEBC chiefs From Page 1 “For the avoidance of doubt, no commissioner is resigning as doing so will set a bad precedent. We will continue to discharge our mandate as per the constitution,” Mr Hassan told a press conference at IEBC headquarters in Nairobi today. The Cord coalition earlier this week accused the commission of being in a plot to rig next year’s election but Mr Hassan challenged the coalition’s chief Raila Odinga to provide evidence to back his claims. He said his team has no pact with the ruling Jubilee alliance and that should any evidence be provided, then they are ready to quit. “We are ready to leave office if Raila Odinga provide evidence that we have an agreement to rig the next elections,” he said.
Mr Hassan said his commission has suffered from the sustained attacks by Cord resulting in the waning confidence in it by Kenyans. “Through sustained attacks from Cord, the confidence in us has gone down but we realized most people don’t have the correct information and we are currently working on that,” he said. It said it is ready to engage with the opposition and asked them to follow the procedure instead of storming their offices. According to Hassan, the commission is ready to conduct the next elections and will not accept being used as punching bags by those who feel dissatisfied with the decisions they make. “We should not be punching bags or objects of hatred because of the decisions we make in exercising our duties,” he said. sam_x254

Frantic efforts to rescue woman from rubble CONTINUED FROM PAGE 1
Police are still looking for other officials who approved the construction of the seven storey building after three others were charged alongside two owners. The five were released on bail on Wednesday. The suspects are required to pay Sh500,000 in cash or deposit a Sh1 million bond with a surety of similar amount. The magistrate said the prosecution failed to convince the court of compelling reasons why they shouldn’t be released on bail pending conclusion of investigations. The prosecution had wanted the suspects detained for 21 days to allow police complete investigations and decide whether to charge them with murder or manslaughter. Meanwhile the Kenya Accreditation Services (KENAS) has blamed the rampant collapse of buildings on lack of inspection during and after the constructions, casting aspersion on the authorities tasked with the job. KENAS, a statutory organisation of the Government says that reports of
building collapsing in Nairobi, Kisii, Mombasa and Kiambu on various dates since 2006 is attributed to, among other things, poor design and supervision, poor materials and workmanship, non-approval of works and lack of maintenance. “Looking closer at the reported causes of failure, we can see that the collapse of buildings would have been prevented had building inspection been conducted during and after the construction as part of routine maintenance,” KENAS said in a statement. “The list is endless but points a finger at inadequate or lack of documented policies, system, processes and procedures that can help the county government and other construction sector regulator to manage the way they operate, make a compliance assessment, make decision and manage risk,” the organisation stated attributing some of the these activities as part and parcel of the process of building inspections from plan approval, inspection of materials, testing and construction activities. Some of the factors enumerated by

Housing ministry blames Nema, City Hall over Huruma building tragedy
The National Environmental Management Authority (Nema) and officials of the defunct Nairobi City Council are on the spot over the condemned Huruma Building which collapsed last week killing over 30 people. Urban Housing PS Paul Mwangi absolved the National Construction Authority (NCA) from the blame, adding that Nema in collusion with City Hall officials had approved the construction of more than 70 building in Huruma that have now been earmarked for demolition. He argued that while the approvals were ongoing back in 2007, NCA had not been established thus Nema, City Council officials and the contractors should take the blame. “All these death traps are a result of past failures by Nema and the City Council who were in charge before NCA was formed,” he said. He, however declined to enlist the dubious officials, saying the matter was under investigation. This comes in the wake of investigations to the ill-fated 7 storey Huruma building that has so far claimed 33 lives and leaving scores injured. According to Mwangi, the architects, engineers and the contractor of the building were dubious and not registered with the relevant bodies. “All those that were involved in the construction of the house and many others in Huruma
were not registered with the relevant authorities,” said Mwangi adding that most houses in the estate lacked occupational certificates. An audit on the precise reasons behind the collapse is underway, with several experts giving insights into why the building in Huruma is a worrying illustration of the situation in hundreds of other buildings in the city. Experts have said the building was fated to be a disaster site long before the first mattock landed on the soil upon which it would stand. “There are several reasons why the law forbids people to build on riparian land, and for a construction engineer, conserving the environment or water catchment areas is the least of my concerns,” Ambrose Waita, a civil engineer, told XNews. “It is never a good call to set up any building on soil that is constantly soaked with water. This is the reason why construction on black cotton soil is strongly discouraged.” Waita said it does not matter how strong the building was or how well it was designed as it was already standing on a geotechnical minefield since it was inches from a river bank. Nema laws provides that any construction on wet land should have riparian way-leave (the distance from the centre of a river to the edge of a building) of 30m. The building in Huruma was barely 4m away. Ongoing rescue work at the ill-fated Huruma building that collapsed last week. The search for missing people entered the sixth day today.
ty Steven Oundo said that preliminary investigations point to a building that was built on riparian land which is against the building regulations. “Accreditation of building inspections firms (both governmental, none-governmental, national or county) will
ensure that proper procedure and standards are maintained in line with international standards such as ISO/ IEC 17020: 2012 and national and county regulations are adhered to,” Kenas said.

Don yellow ribbons to mourn Mama Lucy Kibaki, PS urges Kenyans have been urged to wear yellow ribbons in honour of former First Lady Lucy Kibaki who will be buried on Saturday in Othaya, Nyeri County. Interior Principal Secretary Karanja Kibicho has asked Kenyans to don yellow ribbons in her honour until she is buried. “Fellow Kenyans, we are reminded that Mama Lucy loved bright colours. Therefore, the Kibaki family has identified the yellow ribbon as a symbol of celebrating her,” said Dr Kibicho. He also told members of the public who wish to stand by the roadside when her body is transported to Othaya for the burial that they are free to do so. “Members of the public who wish to stand by the roadside as the convoy meanders through the road to pay their last respects are welcome to do so.” At least 20,000 mourners including over 1000 dignitaries are expected at another requiem mass to be held at the Othaya Approved School, Nyeri County after which she will be laid to rest at her home. At a requiem mass held yesterday at the Consolata Shrine Nairobi, President Uhuru Kenyatta and his Deputy William Ruto led the Kibaki’s family and Kenyans in paying tribute to the former First Lady. Turkey’s PM to quit in rift with president Turkey’s Prime Minister Ahmet Davutoglu will stand down at an extraordinary congress of his ruling AK party later this month, local media report. Reports that the congress would be held on 22 May came after Mr Davutoglu held talks with senior party leaders. Speculation of his resignation has been rife since Mr Davutoglu met President Recep Tayyip Erdogan on Wednesday. He is long thought to have disapproved of Mr Erdogan’s plans to move Turkey to a presidential system of government. On Thursday Presidential aide Cemil Ertem appeared to confirm the reports when he said there would be no snap elections following the appointment of a new leader. He also told Turkish TV that the country and its economy would stabilise further “when a prime minister more closely aligned with President Erdogan takes office”. Mr Erdogan hand-picked Mr Davutoglu to succeed him as head of the AK Party (Justice and Development Party) after the former was elected president in 2014. In a sign of the prime minister’s weakening influence, he was stripped last week of the authority to appoint provincial AK Party officials. The development comes at a time of increasing instability for Turkey, which is tackling an escalating conflict with the rebels of the Kurdistan Workers’ Party (PKK), attacks by the so-called Islamic State, and an influx of migrants and refugees.
Sonu’s Babu Owino charged with assault on opponent as UoN management moves to reform the students’ body Students Organisation of Nairobi University (SONU) chairman Babu Owino (pictured) was today arraigned in court and charged with assault. Owino (pictured) who appeared at the Kibera Law Courts denied the charge and was released on a Sh100,000 cash bail or bond of Sh200,000 with similar surety. He denied causing grievous harm to Mike Jacobs Odhiambo who was contesting against him for the SONU chairman’s position. The complaint recorded with the police a statement showing he was assaulted on March 20 at the Shell fuel station in Kileleshwa in Nairobi, at the height of SONU election campaigns. Owino was re-elected in the contested SONU elections that left more than 30 students expelled, after violent chaos over the poll outcome which also led to a three-week closure of the institution.
Students violently protested his reelection forcing the administration to close the college. His arraignment in court came even as the university’s management moved to initiate reforms at the students’ electoral system. A student leader who will be involved in any malpractice in the run up and during the elections will be immediately expelled from the university under new reform proposals. University of Nairobi Senate has also recommended sweeping measures, key among them regulation of students campaign finances. In a statement sent to newsrooms and signed by the Senate secretary Vice Chancellor Professor Peter Mbithi disclosed that proposed measures are aimed at enhancing responsibility and accountability in the student’s governing body. “Among
the proposed reviews we are putting in place is the need to review the sources of finances to SONU and regulate the level of campaign process” he said. Mbithi said the senate had arrived at the decision in order to reduce stakes involved or benefits to office bearers
so as to reduce tension between the winning and losing candidates. The senate also considered to limit the term for executive positions to four years so that many students get opportunity to lead the coveted student’s body. It recommended there
was urgent need to reduce the role of incumbent office bearers in the management of electoral process. SONU which is currently chaired by career student Babu Owino, will now get a new lease of life after the drastic proposals sort to condense the role of incumbent office bearers in the management of electoral process. In addition, the senate has also recommend the introduction of minimum qualifications for candidates in bid to promote servant leadership with good academic and moral standing. To curb the violence that has characterized the SONU elections, the top decision making body has proposed review of the voting and tallying process, in addition to reviewing membership and membership fees.

G.O.P wakes up to Trump victory
A once unthinkable idea is now the Republican Party’s new political reality: Donald Trump is its presumptive presidential nominee. Ted Cruz’s sudden exit from the 2016 race Tuesday night following a devastating loss in Indiana all but brought to a halt the hard-fought battle for the GOP nomination, virtually ensuring Trump will garner the 1,237 delegates needed before the Republican convention this summer. Now, a party fractured by more than a year of campaigning, personal insults and threats of third-party runs has to figure out how to move forward. From congressional leaders to top donors to veteran strategists, the GOP establishment has been deeply skeptical of Trump’s candidacy and motives. As Trump began to amass delegates and gain momentum, his feud with his GOP rivals grew increasingly acrimonious and the “Never Trump” campaign -- a rare inter-party movement aimed at stopping its own front-runner -- failed. However, moments after Trump was projected the winner in Indiana, the chairman of the Republican National Committee Reince Priebus sent out a telling message calling for party unity and focus. “@realDonaldTrump will be presumptive @GOP nominee, we all need to unite and focus on defeating @HillaryClinton,” Reince Priebus tweeted, using the hashtage “#NeverClinton.” But bringing the party together will be easier said than done. Even after Trump had solidified his position as the party’s clear frontrunner, prominent Republicans openly revolted against the billionaire, vowing
to never endorse his candidacy. Top Republicans have said they will sit out of the Republican convention if Trump is the party’s nominee, and some major GOP donors are expected to keep their wallets shut if Trump is at the top of the party’s ticket. Our Principles PAC, an anti-Trump super PAC, said Tuesday that its efforts will continue until a candidate has won the support of a majority of delegates in Cleveland. Tim Miller, a former spokesman for Jeb Bush’s campaign who has been working on the “Never Trump” campaign, tweeted Tuesday night: “Never ever ever Trump. Simple as that.” One looming question is whether Cruz will ultimately endorse Trump. Just hours before bowing out of the race, the senator lashed out at Trump, calling him a “pathological liar” and “narcissist.” Trump on Tuesday had rare complimentary words about his rival Tuesday night, as he repeated in his victory speech that he was surprised to see Cruz drop out of the race. He also called on the party to come together. “What Ted did is really a brave thing to do. And a great thing to do because we want to bring unity to the Republican Party,” Trump said. “We have to bring unity. It’s so much easier if we have it.” From Day 1, Trump stirred up controversy with the Hispanic community. As he launched his White House bid last summer in the lobby of Manhattan’s Trump Tower, the first-time political candidate vented about the importance of securing U.S. borders. To prove his point, he lamented the kinds of Mexican people who were

entering the country. “They’re bringing drugs. They’re bringing crime. They’re rapists,” Trump said -- explosive comments that he stood by in the weeks and months to come. Those remarks were troubling for Republican leaders, whose party has urgently worked to broaden its base and court minority voters, including Hispanics, in recent years. The concerns only intensified as Trump showed surprising endurance in the 2016 race and started to train his fire on other ethnic groups, such as MuslimAmericans. In a victory speech Tuesday night at the same midtown skyscraper, Trump said that he would work to win over minorities. “We’re going to have unbelievable great
relationships with the Hispanics. The Hispanics have been so incredible to me. They want jobs,” Trump said. “The African-Americans want jobs.” But he will have to show how he can do this before GOP insiders believe it. Another huge constituency that Republicans worry about with Trump at the top of the ticket: Women. Throughout the 2016 campaign, Trump has been repeatedly criticized for his controversial statements about women, including public figures like Fox News anchor Megyn Kelly and former presidential candidate Carly Fiorina. There’s no escaping the role gender will play in a general election between Trump and Hillary Clinton, who is vying to become the country’s first female president. Trump has ratcheted up his attacks against Clinton by
accusing her of playing the “woman card” for political expediency, saying last week that the former secretary of state would be polling terribly if she were not a woman. “Frankly, if Hillary Clinton were a man, I don’t think she would get 5% of the vote. And the beautiful thing is, women don’t like her,” Trump said. Trump could try to use members of his family to boost his credentials with female voters as he gears up for the general election. On the campaign trail, his wife, Melania, and daughter, Ivanka, have defended Trump’s record with women. Trump exuded nothing but confidence on Tuesday night as he spoke about winning women voters. “I won with women,” he said. “I love winning with women.”

Donald Trump vowed to unite the Republican party after his landslide victory in Indiana set the property mogul up to be its nominee and cleared the way for an intense fight against Hillary Clinton for the White House. Kenya water insecurity could worsen, new report now warns Kenya has been named among countries suffering from water insecurity with the problem projected to worsen if no immediate interventions are undertaken, a new World Bank report as said. Water scarcity, exacerbated by climate change, could cost Kenya, among other regions, up to 6 per cent of its gross domestic product (GDP), the report released this week indicates. GDP is one of the primary indicators used to gauge the health of a country’s economy. It represents the total dollar value of all goods and services produced over a specific time period. The analysis, dubbed ‘High and Dry: Climate Change, Water and the Economy’, says the combined effects of growing populations, rising incomes, and expanding cities will see demand for water rising exponentially, while supply becomes more erratic and uncertain. Unless action is taken soon, the report says, water will become scarce in regions where it is currently abundant - such as Central Africa and East Asia - and scarcity will greatly worsen in regions where water is already in short supply - such as the Middle East and the Sahel in Africa. These regions could see their growth rates decline by as much as 6 per cent of GDP by 2050 due to waterrelated impacts on agriculture, health, and incomes. During the recent COP21 in Paris, the World Bank announced a significant boost in funding for water programs in
World Bank Group President Jim Yong Kim (left) and the First Lady Margaret Kenyatta (right) during a past meeting at the Kenyatta Hospital in Nairobi. Kenya, India, the Niger River Basin and Morocco to help tackle water challenges. The report also warns that reduced freshwater availability and competition from other uses - such as energy and agriculture – could reduce water availability in cities by as much as two thirds by 2050, compared to 2015 levels. Kenya, which relies heavily on mostly rain-fed agriculture, has been cited at an at-risk nation that is in dire need of policy reforms. Water insecurity could multiply the risk of conflict, the report adds. It can also lead to food price spikes caused by
Tourism sector earnings fall by Sh2.5 billion: KNBS Survey The tourism industry’s earnings have fallen by Sh2.5 billion despite recent efforts by stakeholders and government to reignite the sector. Tourism earnings dipped to Sh84.6 billion in 2015 from Sh87.1 billion in 2014, according to a Kenya National Bureau of Statistics (KNBS) report dubbed the Economic Survey. KNBS attributes security concerns, particularly at the coastal region, and the negative travel advisories from some European source markets to have been the crux of the matter. “Both visitor arrivals and tourism earnings have been on a downward trend since 2011. This was mainly attributed to security concerns associated with terrorism activities,” states the 2016 Economic Survey. The aftermath of the Ebola outbreak in West Africa in 2014 was also cited as one of the factors that contributed to low international visitor arrivals in the country last year. The government sought to reinvigorate the sector with
an increased budgetary allocation from Sh5.6 billion in 2014/15 to Sh10.7 billion in 2015/16. According to the Bureau, the funds were used to market Kenya as a preferred tourism destination. However, the cash injection did not stop bed occupancy and the number of visitors to national parks and game reserves from going down. During the period under review, bed occupancy by European visitors went down by 23.6 per cent. “The highest decline was registered for residents of Italy from 156,200 in 2014 to 74,100 in 2015.” The coastal beach also noted to have dropped occupancy from 2.52 million to 2.11 million in 2015. Bed-nights occupied in Nairobi high class hotels were also noted to have dropped. Kenya Tourism Board’s Acting CEO Jacinta NziokaMbithi said insecurity challenges have indeed branded the Kenya as a tour destination negatively. She spoke about the government’s proactive role on security measures saying that the country is now enjoying peace.
droughts. Where economic growth is impacted by rainfall, episodes of droughts and floods have generated waves of migration and spikes in violence within countries, it says. “Water scarcity is a major threat to economic growth and stability around the world, and climate change is making the problem worse,” said World Bank President Jim Yong Kim. “If countries do not take action to better manage water resources, our analysis shows that some regions with large populations could be living with long
periods of negative economic growth. But countries can enact policies now that will help them manage water sustainably for the years ahead,” he added. The negative impacts of climate change on water could be neutralised with better policy decisions, the report says, with some regions standing to improve their growth rates by up to 6 per cent with better water resource management. “There is a silver lining,” said the report’s author and a World Bank Lead Economist Richard Damania. For the quarter ended March, NIC Bank reported a net interest income of Sh2.95 billion versus Sh2.19 billion a year ago. The group’s profit after tax and exceptional items fell to Sh990.8 million compared to Sh993.9 million the previous year. The lender recently announced plans to nearly double its branch network to tap into faster growing markets such as retail banking. In a statement, NIC said it is planning to increase the number of outlets in Kenya to 50 by 2018 from 27 at the end of last year. NIC Bank recently opened a new branch in Kitengela, Kajiado County as part of its ongoing expansion plan to reach more retail customers and grow its SME business. The new branch targets growing business community in Kitengela and surrounding areas, as well as reach potential customers in the wider Kajiado area. “NIC bank will continue rolling out its strategic shift of the business towards the retail and SME (small and medium enterprise) space, a move that is aimed at ensuring future sustainable growth and returns,” said the mid-tier lender, which is renowned for asset financing. Over 250 pupils to benefit from Tatu City free school feeding programme Tatu City has launched a meals programme for Tatu Primary School, a public primary school in Ruiru, Kiambu County to enhance nutrition and encourage pupils to attend school. Tatu City is a 2,500-acre, mixed-use and mixed-income development with residential, commercial, industrial, tourism, social and recreation amenities for more than 100,000 residents and 30,000 day visitors. Speaking during the official announcement of the programme, Tatu City’s Acting CEO, Anthony Njoroge said nutrition is critical to a child’s education, as it enables them to focus on the day’s lessons. During the academic year, the programme will provide mid-day meals to 250 children and staff of Tatu Primary School, a governmentfunded institution adjacent to Tatu
City. “In addition to the school feeding programme, Tatu City also plans to rehabilitate the facility by providing new furniture and education materials, such as books and other learning tools, which will go a long way towards helping the pupils learn in a secure and conducive environment,” said Njoroge. The school meals programme will give both parents and pupils added incentive to focus on their children’s education, knowing that a nutritious meal awaits them every day. “We welcome Tatu City’s generous support for Tatu Primary School,” said school’s head teacher Agnes Kigotho. “The meals programme will improve the health, concentration, enrolment and retention of children in school in the long term.”
Tatu City is aligned with the vision of the Nairobi Metro 2030 Strategy, and part of Kenya Vision 2030 poised to make a significant contribution to Kenya’s renewed growth in economic and social development. Once complete, it will be a large-scale urban development consisting of residential, commercial, industrial, tourism, social and recreation amenities. Underlying Tatu City’s design is a visionary concept aiming to shift urban development in Kenya from the familiar single node model to a decentralised urban environment. By doing so, Tatu will significantly de-congest the City of Nairobi by offering a unique live, work and play environment for an estimated 70,000 residents and 30,000 day visitors. kevin_x254

IMF vows to back Africa countries growth despite external shocks
The International Monetary Fund (IMF), an international organisation working to secure financial stability among its member states, has vowed to support economic growth in Kenya and its Sub-Saharan counterparts. The declaration comes at a time when the region has suffered from financial instability, the ever-present threat of terrorism and inefficient policies that have been detrimental to its growth and development. According to the IMF, emerging markets and developing countries such as Kenya continue to account for a higher proportion of global growth. However, the organisation states that prospects are weaker and uneven across these countries. “Trade growth has slowed, investment levels are declining, continuing currency depreciation is increasing inflationary pressures, and financial conditions have tightened,” Pravin Jamnadas Gordhan, South African Minister of Finance, said in regard to the crises. “To restore strong growth, a potent policy mix that reduces macroeconomic and financial vulnerabilities, and rebuilds resilience is therefore essential,” he added. Speaking during the recently-concluded 33rd International Monetary and Financial Committee meeting in South Africa, he stated that growth in the subSaharan African region has weakened due to unfavourable external conditions, including the declining commodity prices, and tightening global financing. “In particular, commodity exporters are experiencing significant macroeconomic challenges with lower than projected revenue, and significant currency depreciation, which have
Kenyans travelling via SA, won’t pay visa fees: Nkaissery
Kenyans travelling through South Africa will no longer be required to pay visa fees, following talks held between South Africa’s Minister for Home Affairs Malusi Gigaba and Kenya’s interior Cabinet Secretary (CS) Joseph Nkaissery. An earlier agreement signed said this condition will be pegged on the number of hours Kenyans spent in South Africa while on transit. Gigaba also highlighted that the number of days spent on processing a visa would be reduced from the current seven days, an issue that has been contentious for Kenyans. Gigaba said the move by the South African will relax movement rules while taking cognisant of security issues.

He urged countries adopt new finance policy to cushion economy. eroded fiscal and foreign exchange buffers. For the oil importers, the effect of declining oil prices was smaller than expected. To promote diversification of economic activity while maintaining macroeconomic stability and improving economic resilience it is important to prioritise growth-enhancing policies,” he said. Gordhan said IMF is committed to strengthening the policy framework to “promote macroeconomic stability that
is essential for strong inclusive growth.” The engagement with the Fund seeks to establish a growth-friendly policy environment and rebuild policy buffers in countries that include Kenya, Angola, Botswana, Burundi, Eritrea, Ethiopia, The Gambia, Lesotho, Liberia, Malawi, Mozambique, Namibia, Nigeria, Sierra Leone, Somalia, South Africa, Republic of South Sudan, Sudan, Swaziland, Tanzania, Uganda, Zambia and Zimbabwe.
In addition to deepening structural reforms, the IMF has affirmed that infrastructure spending remains a key priority in creating an enabling environment for private sector growth. “We look forward to implementation of the Fund’s new infrastructure policy support initiative to help in improving efficiency in public investment in the efforts to close existing infrastructure gaps,” said Gordhan. enock_x254

Barclays Group to sell 12pc of stake in African subsidiaries THURSDAY, MAY 5, 2016
Barclays Group has announced the sale of shares representing 12 per cent of Barclays Africa Group (BAG), its South African subsidiary, in countries such as Kenya, Botswana, Ghana, Mauritius, Mozambique and Seychelles, among others. The move indicates that the British bank is following through on plans announced in March to sell down its stake in its African business. Barclays said in a statement released on Wednesday that it would sell 103.6 million shares in BAG, with up to 10.3 million shares going to South African state pension fund Public Investment Corporation (PIC). “This is an important first step as we seek to reduce our shareholding in Barclays Africa to a level that achieves accounting and regulatory deconsolidation,” said Barclays’ Chief Executive Jes Staley. Barclays previously said it intends to cut its 62 per cent stake in Barclays Africa over the next two or three years. If this share sale goes ahead as planned then its stake will be reduced to just above 50 per cent. Just weeks ago, Barclays Africa Group said any announcement by its Londonlisted parent company Barclays Plc would not impact the shareholding and ownership of operations in individual African countries. Barclays Africa said it was well capitalised, that it had an independent board and that it would continue to operate as normal.
“BAGL (Barclays Africa) confirms that any announcement relating to PLC’s shareholding in BAGL does not impact the shareholding and ownership of these operations,” the group confirmed in an earlier announcement. “Barclays Africa is the majority and sometimes sole owner of operations in 10 African countries including South Africa and Kenya. Any change in the shareholding of Barclays Africa will not impact the shareholding structure of those individual operations,” it said.
Under a deal concluded three years ago, Barclays handed over ownership of eight African businesses to its South African subsidiary in exchange for a 62.3 per cent stake in the new Barclays Africa entity. Last week, Barclays’s former CEO Bob Diamond said he was putting together a bid for Barclays’s entire stake in Barclays Africa, with funding lined up from US buyout firm Carlyle Group and other investors including several sovereign-wealth funds.
They plan to buy the stake, and then potentially combine Barclays Africa with Atlas Mara Ltd., the small African banking group Diamond co-founded in 2013. The consortium of investors has finished raising funds and will bid for the remaining 50.1 per cent share of Barclays Africa, a person familiar with the situation said. They haven’t yet made an offer to Barclays.

Withdrawing €500 note will curb illegal activities: European Central Bank says The European Central Bank (ECB) has said it will no longer produce the €500 note, (an equivalent of Sh57, 600) towards the end of 2018, saying the move seeks to eradicate illegal activities. The bank said in a statement that the outstanding bill will remain in use for the payments of the bills and the €500 will remain the legal tender to be used as a store of value. The decision was arrived at in the wake of a European Commission inquiry in February into the way the notes are used. Senior ECB officials said at the time that they needed more evidence that the notes facilitated criminal activity. The UK asked banks to stop handling €500 notes in 2010 after a report found they were mainly used by criminals. However, ECB will bring in new €100 (Sh11, 500) and €200 (Sh23, 000) banknotes at the end of Feb 2018 when it would have completely eradicated the €500. A report earlier this year for the Harvard Kennedy School, urged the world’s 20 largest economies to stop issuing the largest notes in circulation to tackle crime. Peter Sands, former chief executive of Standard Chartered bank, said the highdenomination notes were favoured by terrorists, drug lords and tax evaders. According to Sands, illegal money flows exceed $ 2 trillion (£1.4 trillion) annually.
WEF searches for Africa’s Panasonic TZ100 camera, latest hit in market top female innovators ahead of annual summit in Kigali The World Economic Forum (WEF) has launched a search for Africa’s top female innovators for its annual World Economic Forum on Africa meeting scheduled to takes place this year beginning May 11 in Kigali, Rwanda. The challenge to find Africa’s top female innovators is open not only to technology entrepreneurs, but also budding fashion designers, retailers, farmers or anyone else who has demonstrated a track record in deploying innovative technology and business models, as well as having given something back to society along the way. WEF had called upon interested contesters to register for the challenge before April 25 2016 which was the deadline for registration. “Africa’s best resource is its people and the best way to empower a new generation of wealth and job creators is to create an environment where these people can flourish,’’ said Elsie Kanza, Head of Africa, World Economic Forum.
“We have launched a challenge to identify Africa’s top women innovators because we know that the female half of the population in particular needs champions and role models,” she added. The Forum will invite the five best entrepreneurs, selected by a panel of experts, to the World Economic Forum on Africa, where they will be able to meet top leaders from across business, government and civil society as well as potential investors. The Co-Chairs of the World Economic on Africa are: Akinwumi Ayodeji Adesina, President, African Development Bank (AfDB); Dominic Barton, Global Managing Director, McKinsey & Company; Tony O. Elumelu, Founder, The Tony Elumelu Foundation; Philippe Le Houérou, Executive Vice-President and Chief Executive Officer, International Finance Corporation (IFC); Graça Machel, Founder, Foundation for Community Development (FCD); and Tarek Sultan Al Essa, Chief Executive Officer and Vice-Chairman of the Board, Agility.
The Panasonic Lumix TZ100 might just be one of the best cameras in the market. With a 1-inch sensor, 10x optical zoom, RAW shooting, 4K video capabilities and an electronic viewfinder all squeezed into a pointand-shoot body, this super-zoom snapper is designed with portability and performance in mind. Its body is made of smooth metal, but the lens barrel and small grip on the right side give you plenty of purchase. The lens has a twisty adjustment ring that can be set to control a setting of choice; in fact there’s a nice degree of customisability with the controls, with nine Function buttons some of which are on the touchscreen, the ring and a top plate dial all being user-assignable. The other controls are all situated within easy reach of your fingers, and while the physical buttons are small, all are well-labelled. Size-wise, you’ll almost certainly find the TZ100 too big and bulky for your jean pockets, but it’ll happily slip into a coat or small handbag, and you’d barely notice it hanging around your neck. Given the 1in sensor inside, there’s a limit to how thin and light
Panasonic could make this camera, and I think they’ve done a decent job in balancing portability with sturdiness and performance. There’s also an electronic viewfinder, although Panasonic insists on calling it a “Live Viewfinder”. Activated automatically when you hold the camera up to your eye, it offers a great alternative to the screen, not only for composing shots but for reviewing them later. It’s fairly small by EVF standards, and not the crystal clear solution you’ll find on some pricier models, but it’s still a godsend on blazing sunny days, or other times when you’d rather not use the screen. The TZ100 also features a handy 4K Photo mode, which records 4K video clips then allow you to extract individual frames as still photos. These are only 8MP as opposed to the regular 20.1MP, but still look fantastic – and the ability to pick the perfect split second from a video and save it as a very usable photograph is really valuable. Another trick up the camera’s
sleeve is post-focus, which also works in 8MP 4K resolution. This allows to snap a still, then set the focus point afterwards. So you can get a subject looking nice and sharp while the background is blurry, or instead focus on a background object you missed, or just put everything in sharp focus. If you’ve ever looked back at what you were expecting to be knockout photos only to see you’ve got your intended subject just out-of-focus, you’ll know how annoying it can be. Of course, you need to shoot in this particular mode all the time if you want that safety net. kevin_x254

A compelling new study shows that top global companies worldwide have advanced little beyond mere tokenism when it comes to placing women in leadership roles. Last year a UK-based global gender consulting firm, published its fifth annual gender balance scorecard and the findings were not female friendly. In the US: 60% of top corporations have at least two women on their executive committees, and eight corporations – including IBM, Pepsi Corporation and General Motors – have women CEOs. Overall, however, the results were less encouraging. Men hold 83% of the executive committee positions within top US companies, leaving 11% of women in staff roles and 6% in line roles. In Europe’s top 100 companies, the situation for women was even less promising. Men hold 89% of executive committee jobs; women hold 6% of staff roles and 5% are in line roles. The gender balance was even worse in Asia, where men hold 96% of senior roles, leaving 3% of women in staff roles and 1% in line roles. In these three regions combined, women hold only 11% of the 3,000 executive committee spots in the 300 companies surveyed. Community leadership and politics also paints a grim picture; what’s going on? Would it be that corporates are deliberately focusing on the wrong methods? Mentoring, coaching and women’s leadership conferences are spreading, despite the research showing their ineffectiveness at shifting the balance. Some reactions have been inaccurate while others from leaders usually expected to steer debate send the wrong message to the public. Back to the gender debate and Kenyans needs to recognize that the overwhelming

support they gave to the Constitutional enactment entailed the gender requirement to ensure there is not more than two thirds of one gender in elective and appointive office. While appointive is more easily attainable, elective is not since it is pegged on many other factors. In recent days, this issue has sparked debate primarily because the deadline for attaining, as directed by the Supreme Court in 2012. Two main issues drive the Two Third’s Gender principle debate. One, the chair of the legal affairs committee Hon. Samuel Chepkonga published a Constitutional amendment Bill which states that the realization of the two thirds principle be progressive. Hon. Chepkonga’s choice of words in effect dents any near future realization of the issue. By saying progressive, the proposed bill opens a door for an endless discussion of the issue. Secondly, the Speaker of the National Assembly stated that Women Representative positions and nominated seats should be removed and in their place, 100 women be nominated. Major opponents of this principle often cite the costs of implementing it. The President must also stand up to be counted as he Jubilee manifesto was unequivocal on their support of the gender principle. Research has also shown that Kenyans are as likely to elect women as much as men. This means that if supported, there would be no need to nominate any woman. Perhaps the debate should be on counter proposals and how to enrich them and not defeat them @mercy_x254

Anyone who regularly uses social media will have had the experience of feeling envious of the fun their friends all seem to be having. This might especially be the case if you’re sitting at home on a cold wet evening, feeling bored while everyone else is partying or having a glamorous holiday in the sun. A recent U.S.-based study found that levels of depression increased with total amount of time spent using social media and number of visits to social media sites per week. We all have a basic need to be liked and accepted by others and social media can play into this vulnerability. “Likes” are the currency of social media, and people who have low self esteem

may place great value on seeking validation from their social media use by trying to attract likes to their comments as a way of increasing their self esteem. In this way, social media can be a bit of a popularity contest. Of course, “winning” the popularity contest by garnering the most likes is only a short-term boost to morale. It’s a precarious way to boost self-esteem. At its best, social media allows us to connect and keep up with friends and people we don’t see very often. It allows us to have short interactions with them that keep the relationships going when we don’t have much free time. At its worst, social media can, it seems, feed into feelings of inadequacy. Still, how many likes have you today?

After an 11 day wait, betting firm SportPesa might lift the suspension of their sponsorship to Kenyan Premier League giants champions Gor Mahia and AFC Leopards. On Monday last week, SportPesa closed their financial taps on the two clubs due to cases of hooliganism, but following a series of meetings a reinstatement of the partnership might be announced as soon as Friday. “We’ve had two meetings with them and by tomorrow (Friday) we will have concluded and made a decision whether to continue or not. But it’s looking promising. We have made significant steps and I think they have done a lot. There is a whole document of what they have promised to do and we are convinced they have committed to stemming hooliganism out,” SportPesa CEO Ronald Karauri said. “We will have a final meeting and then announce the way forward. Most likely there’ll be good news,” he added. A section of Leopards fans caused abandonment of their match against Ulinzi Stars April 23 in Mumias while a week before, Gor fans caused chaos during their match against Tusker FC in Nairobi where some fans attacked match officials. The cases have already been forwarded to the Kenya Premier League Independent Disciplinary and Complaints Committee (IDCC) and a decision on action to be taken will be reached on May 12. KPL CEO Jack Oguda speaking to Capital Sport said the two clubs had
already been summoned in two separate sittings and made their submissions. “The committee felt there was some substantial information needed and hence required more witnesses. They will have their next sitting on Thursday next week and make a ruling as they will have gathered enough evidence,” Oguda said. Among the sanctions likely to be meted on the two clubs include playing in an empty stadium as well as hefty financial sanctions if property is proved to have been damaged. It is not the first time the two clubs have found themselves on the wrong side of the law but previously, they have been let off the hook after appealing to the Football Kenya Federation (FKF). However, Oguda says this time decisions made will have huge implications especially with FKF and KPL committing to work together to punish perpetrators of crowd trouble in stadia. “Previously, we didn’t have such a good working relationship with the Federation and they were making decisions from a National Executive Committee level. This time things are different. There are rules to be followed together with a well laid out judicial process,” Oguda added. This comes as KPL and league sponsors SportPesa held a one-day workshop at a Nairobi hotel in a bid to discuss ways to fight the growing tide of hooliganism. Principal Secretary in the ministry of interior Micah Pkopus Powon officially opened the workshop outlining the

government’s commitment to help fight the vice and promote a peaceful environment where sports can flourish. In the past, Police have been accused of poor crowd control methods as well as failing to arrest and prosecute perpetrators of stadium violence. “Anyone caught in acts of hooliganism will definitely face the full course of the law without a doubt. Our police officers
are also in constant training to equip them with better crowd control tactics. It is our commitment and that is why we are here today, to affirm that we are part of this,” Powon assured. “We have started with Nairobi and soon we will go to other cities. We want to make the sport as open to everyone as possible and these are some of the small steps we are taking to ensure we achieve
that. The growth of our game greatly depends on how we deal with issues of hooliganism,” Oguda asserted. Last week, FKF announced new stringent measures aimed at curbing hooliganism, including year-long bans and hefty fines which will be rolled out with immediate effect. Coward Man City bundled out by Real THURSDAY, MAY 5, 2016
From Page 16 The away defence, still regrouping, stood off a Madrid attack down the right, allowing Bale to run behind them on to right-back Carvajal’s pass and thump the ball in off Fernando’s outstretched foot. Hart rightly described the winner as “lucky”, but in truth City could have conceded more over the two legs. At the Bernabeu, the home players particularly Bale and the returning Ronaldo - often ghosted between centre-halves Eliaquim Mangala and Nicolas Otamendi too easily. England keeper Hart, who saved City from losing the first leg, again came to the rescue to give City hope until the final whistle. Raheem Sterling has struggled to live up to his £49m price tag since arriving from Liverpool last summer, but the England international’s introduction as a second-half substitute provided a little more spark for the visitors. The attacking midfielder was scythed down by home substitute Lucas Vazquez, who lunged in with an awful challenge close to the corner flag. Vazquez was booked by Slovenian referee Damir Skomina - but was lucky to escape a red card for the 83rd-minute tackle. Had he been dismissed, the numerical advantage might just have given City a better chance in the final 10 minutes. While all the pre-match talk centred around the threat to City from Ronaldo, Wales forward Bale again demonstrated his emergence as one of Real’s most important players - little over a year after he was jeered by fans. “I feel like I am maturing,” said the 26-year-old, who cost a world-record £85m fee when he joined Real in September 2013. “My Spanish is getting better and I’m integrating more with the team. I feel like I have turned a corner in that sense and I’m enjoying my football here.” City must put this disappointing defeat behind them and focus on making sure they play in the Champions League under Guardiola next season. The Blues currently occupy the Premier League’s fourth and final qualification spot, four points ahead of fifth-placed Manchester United who have played a game fewer. Pellegrini’s side host third-placed Arsenal on Sunday - a key game in deciding the top four. Meanwhile, Real Madrid have a Spanish title race to concentrate on. Zinedine Zidane’s third-placed side trail both Barcelona and Atletico by one point with two rounds of matches left.

Klopp: Liverpool ready for Villarreal Liverpool head coach Jurgen Klopp has said his side is ready for the return leg of their Europa League semi-final tie against Villarreal tonight. The Reds were beaten 1-0 away in Spain last week but Klopp says the Kop are ready to overturn that defeat and reach the finals. “We know about their strength but we saw our strength too, even in the first game. Our skills, our passion, our readiness together with the atmosphere of Anfield is all I’m looking for,” he said. Liverpool had all but contained the Yellow Submarines at home when an out of position Alberto Moreno who had surged forward in the closing stages allow Marcelino’s men to hit them by exploiting the space with a counter attack which was squared for substitute Adrian Lopez’s injury-time winner. But Klopp is confident his team will live up to the challenge. “If we play our best then we can go to the final,” said Klopp. “These players gave me a lot of positive signs about their qualities. We are ready. All we did since October was to be perfectly prepared for a game like this. We are not expecting a guarantee to go to the final. We are expecting everything and see what we get for it,” he added.
Croatian defender Dejan Lovren echoed his boss sentiments. “I believe in our team and we can play even when we are 1-0 down or 2-0 down provided we believe in ourselves,” said the center-half who is expected to be partnered by Kolo Toure in the Liverpool backline. Midfielder Emre Can will return to the Reds squad for the match having missed the past five games after injuring an ankle in the quarter-final win over Dortmund. England striker Daniel Sturridge is also pushing for a start. Liverpool must overturn a 1-0 deficit to reach their first European final in almost a decade. The Reds, who lost to AC Milan in the 2007 Champions League final, are attempting to win silverware in Jurgen Klopp’s first season as manager. Since replacing Brendan Rodgers in early October, the 48-year-old German has named strong line-ups during their Europa League run. And Liverpool were already installed as favourites to win Europe’s secondary club competition - which would earn qualification for next season’s Champions League - after their thrilling win against Dortmund at Anfield in the quarterfinals. Villarreal have a fully fit squad to

choose from, with defender Eric Bailly and forward Leo Baptistao recovered from injuries. The winners will face either Spanish holders Sevilla or Ukrainian side Shakhtar Donetsk, who drew 2-2 in
their first leg, in the Swiss city of Basel. “We come here full of hope,” said Villarreal manager Marcelino. “We are going to give everything we have got and enjoy ourselves. We feel we have the capabilities to make it through to
the final.” Three years after being promoted back to La Liga, Villarreal have reached a European semi-final for the fourth time, but have never made it to a final.

Real Madrid’s Gareth Bale celebrates after scoring the lone goal during their UEFA Champions League semi-final against Manchester City at the Santiago Bernabeu last night. PHOTO: JUAN CARLOS/EPA
Real advance at City’s own cost Manchester City failed to reach their first Champions League final after an uninspiring semi-final second-leg display at 10-time winners Real Madrid. After a goalless draw in the first leg, Real took the lead when Gareth Bale’s cross deflected off City’s Fernando. Fernandinho clipped the post in a rare City chance, but Real dominated as Bale hit the bar and Joe Hart saved from Luka Modric and Cristiano Ronaldo. Real saw out the win to meet Atletico Madrid in the final later this month. The English side knew they potentially only needed one away goal to progress, but appeared reluctant to go for broke in the final stages - despite being encouraged to attack by the vocal 4,500 away supporters. The home side’s only other moment of concern came in the closing minutes when Sergio Aguero’s speculative effort flew on to the roof of the goal. Now they will meet Atletico at Milan’s San Siro on 28 May, in a repeat of the 2014 final which Real won 4-1 after extra-time. City started the second leg knowing there would be no potentially awkward meeting with incoming manager Pep Guardiola in the final, his Bayern Munich side having fallen in their last-four tie against Atletico on Tuesday. Now Pellegrini, like his Spanish successor at Bayern, will end his three-year reign without a dream goodbye in the San Siro. Nevertheless, the Chilean
will always be remembered for taking the Blues into the Champions League knockout stage for the first time. Pellegrini finally succeeded where predecessor Roberto Mancini failed, but City’s demanding owners will be expecting Guardiola to take their club into the latter stages as a minimum requirement. Judging by their performance over the two legs against Real, the former Barcelona coach may decide his inherited squad needs an injection of world-class talent to regularly compete with Europe’s elite. For large periods, City lacked pace and energy against the Spanish title hopefuls - and, crucially, offered little attacking threat. Key centre-back Vincent Kompany’s early departure through injury left them lacking defensive organisation, while Yaya Toure’s return failed to add any intensity to a midfield lacking bite in the Bernabeu. And mustering only one shot on target in each leg was a telling statistic. City suffered a cruel blow inside the opening 10 minutes when skipper Kompany trudged off, a familiar sight this season. The Belgium centre-half ’s miserable luck with injuries continues, and the English visitors looked far less assured at the back without their leader. His departure disrupted an encouraging start by the visitors - and they were punished shortly afterwards. CONTINUED ON PAGE 14
