Kidero put to task over Sh350m annual tender

airobi Governor Evans Kidero was yesterday put on the spot by the Senate Public Accounts committee to explain why City Hall is paying Sh350 million a year to a private company to collect revenue.
Dr Kidero was hard-pressed by the senators to explain why the county preferred to pay the millions of shillings to Webtribe for JamboPay revenue collection services instead of picking one of two other companies that can do the job for less. Webtribe Company which was awarded the tender quoted a higher price compared to both Virtual Mobile and Craftsilicon who were overlooked. According to the report by the Auditor General, the county would have paid just 2.5 percent of its annual revenue had it contracted either Virtual Mobile or Craftsillicon companies. “This is an expensive system but we would have accepted it if it was efficient. The auditor has found that it is ineffective. There is no justification for using the system,” concluded Kakamega Senator Boni Khalwale. CONTINUED ON PAGE 2

Four directors of the Presidential Strategic Communications Unit (PSCU) were on Wednesday suspended from office, over what sources said was “conflicting messaging.” Those affected are head of public communications Munyori Buku, chief of messaging at the Presidency Eric Ng’eno, branding and events head James Kinyua, and digital and diaspora communications manager Dennis Itumbi. “Manoah Esipisu remains in office,” a source in State House said without providing much detail. The suspensions were contained in a memo from the Office of the Chief of Staff, and followed a series of conflicting communication stretching back several months from the Presidency, according to the source. At the heart of the latest spat is a story emanating from the New York Times on the International Criminal Court. The NY Times gave details of lengthy correspondence with State House on the matter, but a statement ostensibly released by some of the PSCU Directors appeared to question the integrity of the NY Times. This is illegal and public money is not used efficiently,” Dr Khalwale said. “Nairobi residents did not get value for their money, the county government would have saved up to sh191 million had it awarded the same tender to Virtual mobile or Craftsillicon,” he added. The committee also asked the Governor to disclose the Directors of the company. “This committee would like to know the faces behind this company that won this multi-million tender,” Khalwale said. But Kidero could not immediately disclose the Directors of Webtribe saying he does not sit in the procurement committee hence does not know the directors. “For now I don’t know the names of the Directors, I will consult with the procurement officer then table the names to the committee,” Dr Kidero said. Nominated senator Martha Wangari said despite the increase in the revenue collection by the county government, the details of the award of the contract to Webtribe must be presented to the committee for scrutiny. “This committee cannot assume that
everything is okay just because the revenue collection of the county has increased, we must know the details of the contract,” insisted Wangari. “Despite the high price quoted by the company, it had technical capacity that the other two firms did not have and that is why it was given the tender,” Kidero explained. He told the committee that the county
followed the Public Procurement Act and there was nothing done outside of the laid down procedure. He added that cumulatively, Webtribe Company scored 83.37 percent in the interview compared to Virtual mobile and craftsillicon which both scored 81 percent.

Senator Muthama faces yet another hate speech charge Director of Public Persecution (DPP) has directed the National Cohesion and Integration Commission (NCIC) to interrogate and speedily investigate utterances made by Machakos Senator Johnstone Muthama during the homecoming of Busia Women Representative Florence Mutua. According to a press statement today, the Director of Criminal investigation (DCI) Ndegwa Muhoro recommended to Keriako Tobiko’s office that Muthama be charged with the offense of ethnic contempt. “I wish to that the Director of Public Persecution (DPP), has received from the Director of Criminal investigation (DCI) inquiry file from the above subject matter,” the statement reads. “In the file, the DCI has recommended that the suspect be charged with the offence of ethnic contempt Contrary to Section 62 (1) of the National Cohesion and Integration Commission Act No.12 of 2008.”
The DPP said that he forwarded the inquiry file to the commission because the matter falls under the mandate of the NCIC, and further directed the commission to forward the inquiry file after the investigation for appropriate action. Keriako Tobiko did not specify the “hate remarks” in his statement to newsrooms on Thursday. But Muthama said during woman representative Florence Mutua’s homecoming that DP William Ruto should be investigated for remarks he termed offensive. “We want an explanation of what ‘ kukaranga mtu ’ (to fry someone) means, if it is not hate speech. We might be forced to ‘fry’ him first before he does it to us,” the DPP said. This development comes a day after Siaya Senator James Orengo accused the police of targeting Muthama for possible prosecution over alleged hate speech remarks he made during

According to Orengo, police have asked almost all journalists who covered the rallies held in honour Mutua, one of the eight MPs recently arrested for hate speech, to surrender their footage to aid in investigations. Police ordered to arrest government vehicles flouting traffic rules as accident cases surge Traffic police officers have been instructed to arrest and charge drivers of government vehicles flouting traffic rules. The vehicles include those of Cabinet Secretaries, Principal Secretaries, parastatal bosses and even county bosses that have been notorious on the roads. Nairobi traffic deputy commandant Leonard Katana has said they have been receiving complaints about some of the vehicles that overlap and cause accidents with no justification hence the need for action. “No one is above the law. The drivers carrying VIPs who are in a hurry know what to do and how. I have reminded the traffic officers of their duties that those flouting the rules should be charged without fear or favour,” he said. Katana said the only vehicles allowed to overlap in case of traffic jams are ambulances, fire engines and police cars responding to emergencies. He added Kenya is a country governed by laws that must be followed irrespective of one’s status. Katana said they had received reports that some of the drivers cause accidents and escape from the scenes because they are on the wrong. Traffic officers were summoned by their respective commanders and ordered to stop and arrest drivers of the vehicles flouting the rules on the road without fear or favour. Kitili also warned motorists not to block police vehicles, ambulances or fire engines responding to emergency calls. Professionals appeal for inclusion into IEBC talks As the Independent Electoral and Boundaries Commission (IEBC) reforms debate rages on, professional in various disciplines wants to be enjoined in the talks to break the impasse. The Association of Professional Societies in East Africa (Apsea) is now demanding to be involved in the electoral reforms negotiations saying that they are critical players in building the nation. Apsea Chairman Steven Oundo said they have in the past played a critical role, particularly in the constitutional review process, and as such they have a vital role to play in the IEBC reform process. “Due to the role that professionals play in all aspects of nation-building, it is our request that Apsea, as the joint forum and umbrella body of professional societies from various disciplines, be involved in the reconstitution of the IEBC in order to ensure professionalism,” Oundo said while addressing the
media at their Professional Centre offices in Nairobi. Apsea brings together 30 professional associations from different disciplines including nurses, engineers, teachers, institute of public secretaries, accountants among others. Oundo argued that the constitution, the supreme law that binds all citizens and state agencies, must be followed when removing the embattled commissioners. “For the greater good of the country, we appeal for continued peace and speedy dialogue from a cross-section of institutions — state organs, professionals, churches and civil society,” he said. On whether there is enough time to reform the commission before the next elections, the professionals said there is need to speed up reforms to avoid pushing back the polls, which is only possible through a constitutional amendment saying conducting referendum to change the constitution is far-fetched.

Mutua now links student unrests to drugs
The Kenya Film Classification Board has linked fresh wave of students’ unrest in schools to use of hard drugs and alcohol. The board said their preliminary investigations have revealed that the strikes had a direct connection to students’ increased exposure to alcohol advertisements in the electronic media. Speaking during a presentation on alcohol advertising regulation in Kenya at a media breakfast at Laico Regency Hotel, organized by Kenya Alcohol Control and Policy Alliance in Nairobi, the board Chief Executive Officer Ezekiel Mutua said the board will not allow the young generation to be influenced to use harmful substances through advertisements. “Students burning schools must be operating under the control of drugs; and as such, we are not going to sit back as leaders and witness our school structures going up in flames,” he said. Mr Mutua lamented that alcohol advertisements have not only influenced the youths negatively, but have also contributed to high
consumption of alcohol drinks. “I know the media is in business but we should all look at the country in the larger picture, with our children in the back of our minds,” he advised. The agency boss wants the media to control the airing of alcohol ads and children restrained from accessing the same content. He noted that media is a powerful tool in the advertisement sector which if not used in a controlled manner, can “twist” the minds of consumers of products advertised. “Let us mould a sober society from our youth by saying no to certain products that we feel can be harmful to the children,” Mutua added. A recent report by World Health Organisation (WHO) revealed that 23.1 per cent of Kenya’s population drinks alcohol, while 14 .7 per cent smoke and are addicted to hard drugs. The report showed pure alcohol consumption among adults in litres per person per year stands at 56.1 for beer consumption, 1.8 for wine and 21.6 for spirits while the rest

Two Kenyan think-tanks receive global accolades for transparency

Two Kenyan think tanks have emerged tops in Africa in a global survey of 200 think tanks investigating on financial transparency. The Institute of Economic Affairs (IEA) Kenya and the African Economic Research Consortium (AERC) achieved the accolade alongside 4 other thinktanks from the continent in the survey conducted by Transparify, an international body aimed at rating the financial transparency of major think tanks. The two attained a 5 star rating and were labeled as ‘highly transparent’ on information regarding who funds them and how much they receive from each source. This is not the institutes’ first stellar award from Transparify having attained the recognition in a previous 2014 survey. For several years, Transparify had only been able to find two highly transparent think tanks in Africa, the two being the African Economic Research Consortium and IEA Kenya, both based in Nairobi. IEA Kenya is a think tank that provides a platform for informed discussions in order to influence public policy in the country while AERC is devoted to the advancement of economic policy research and training. However this year’s survey added think tanks from other African countries to the roll of honour including the Ethiopian
Economic Policy Research Institute (Ethiopia), Institute of Statistical, Social and Economic Research (Ghana), Corruption Watch and South African Institute of International Affairs (both South African). Transparify conducts its survey by visiting the websites of over 200 think tanks in the 47 countries worldwide which form the basis of the survey. The survey then rates from a 5 star high transparency to a zero star which means that a think tank had no relevant or up to date information on its financial backers. Transparify has welcomed the three additional African countries into the global club of top transparency performers saying that having a recognized role model of transparency is extremely important. “These highly transparent institutions set a positive example for the sector as a whole, both nationally and internationally,” Transparency’s Executive Director Dr. Hans Gutbrod said. “Once one think tank discloses exactly how much money it receives from each donor, and for what purposes it raises the bar for all other players in the country,” Gutbrod added. The rating process for the survey was conducted between November and December 2015 and increased its scope as compared to past surveys. @harrison_x254

US President Barack Obama has said the UK vote to leave the EU raises “longer-term concerns about global growth”. He said Brexit would freeze “the possibilities of investment in Great Britain or in Europe as a whole”. He appealed to the UK prime minister and other EU leaders to ensure an orderly process for the British exit. Earlier EU leaders warned that the UK must honour the principle of free movement of people if it wants to retain access to the single market. The leaders of the other 27 EU countries were meeting in Brussels without the UK for the first time in more than 40 years. Mr Obama was speaking at a summit in Ottawa with the leaders of Canada and Mexico, aimed at strengthening economic ties between North American countries. He said the preparations by central banks and finance ministers indicated that “global economy in the short run will hold steady”. But he added: “I think there are some genuine longer-term concerns about global growth if in fact Brexit goes through and that freezes the possibilities of investment in Great Britain or in Europe as a whole. “At a time when global growth rates were weak already, this doesn’t help,” the president said. Mr Obama also strongly defended free trade and promised to press on with plans for a Trans-Pacific Partnership. Without mentioning Republican presidential candidate Donald Trump who opposes the plan - he said: “We’ve had times throughout our history where anti-immigration sentiment is exploited by demagogues. But guess what? They kept coming.” Mr Obama said his main message to Britain and Germany was: “Everybody
should catch their breath. I think that will be a difficult, challenging process, but it does not need to be a panicky process,’’ The president said he had spoken to German Chancellor Angela Merkel and that her interest was making sure Britain’s exit worked, not retribution. Mrs Merkel was one of many EU leaders to stress again on Wednesday that freedom of movement for EU citizens was an essential part of the
single market - and that there would be no negotiations with the UK until the bloc was formally notified of its intention to leave. After their meeting, the 27 EU leaders said in a statement: “Access to the single market requires acceptance of all four freedoms.” The “four freedoms” that underlie the EU’s internal market are the freedom of movement of goods, workers, services and capital. Alcohol advertisements now blamed for underage drinking The Kenya Alcohol Control Policy Alliance (KAPA), in conjunction with the Kenya Film Classification Board, has named alcohol marketing as one of the key factors contributing to the desire by teenagers and the youth to consume alcohol. KAPA says the marketing of alcohol and alcoholic drinks sponsorships are fuelling the use of alcohol and harming the youth. According to a World Health Organisation (WHO) report, harmful alcohol consumption is responsible for 5.9 per cent of all deaths worldwide, accounts for 5.1 per cent of the global burden of injury and disease, and brings substantial social and economic costs to individuals and societies. KAPA is a coalition of civil society organizations with a mission to reduce the harm brought about by alcohol. This is done through offering technical support, capacity building and expertise to the National and County Governments for the coordination, development and implementation of evidence based alcohol control legislation and policies. The organization argues that young people are exposed to alcohol marketing and advertising in many ways through TV, Magazines, social media, sponsorships and billboards. KAPA is now part of a global campaign in conjunction with other partners, and Sean & Sean (a UKbased organisation) who are aiming at

CA to connect over 1,000 schools with broadband at Sh 1.5 billion More than 1,000 secondary schools are set to be connected to broadband during this financial year, a milestone project that would cost close to Sh1.5 billion, the Communication Authority of Kenya (CA) has said. According to CA Director General Francis Wangusi, the move is part of the Authority’s agenda to improve broadband connectivity across the country. He said the initiative is a pilot test that will hopefully see all public schools connected to broadband. ‘’We have already entered into an arrangement with the Ministry of Education to help us identify the 1,000 schools that will start the pilot,” explained Wangusi. He did not, however, disclose the criteria they will apply to select the schools but ascertained that he will sign a Memorandum of Understanding with the Ministry within the next one week. The Authority is also automating the libraries of all the 47 Counties that are under the management of the Kenya Library Services. The move is in line with the Authority’s efforts aimed at enhancing access to

Safaricom to refund credit to customers for dropped calls Safaricom subscribers are set to get an airtime refund for dropped Safaricomto-Safaricom calls, the firm’s Chief Executive Bob Collymore has said. Collymore said customers who suffer dropped calls will get a short message (SMS) notification and thereafter receive airtime compensation worth one minute. According to Collymore, the airtime refund will be equivalent to one minute of talk time and would be automatically be loaded to subscriber’s line once the incongruity is detected. “We have invested much in enhancing the experience of our network and we want to assure our customers to expect and enjoy high quality uninterrupted services on our network,” Collymore said yesterday during the launch of a set of call guarantee and data management tools in Nairobi. He further ascertained that the telecommunications firm will soon introduce a data management tool to help users monitor the usage of their data bundles. The move follows recent reports from the Communication Authority of Kenya (CA) which revealed that none of the three mobile operators met preestablished industry requirements. Nation Media Group sacks employees, shuts down radio stations amid rationalisation Nation Media Group (NMG) has announced plans to sack employees and shut down a number of its radio stations as part of its drive to restructure the company. The conglomerate, which operates in East and Central Africa, said in a statement released today that it will be scaling down its traditional radio business in Kenya and Rwanda. The move will result in a reduction of Nation’s workforce through job redundancies. The media house has over the past few months, been working towards taking the firm in a ‘new direction’. “In the past few months, we have embarked on implementing a new strategic direction that ensures we secure our current business and position the organisation to win in the future,” NMG said in its statement. “To achieve this we are cognisant of the changing trends in which individuals are consuming our products. In line with this new reality, we are reorganizing ourselves with the
objective of transforming the Group into a modern Twenty First Century digital content company embracing a digital/mobile first business model,” the statement reads. The media company stated that their move will entail consolidating itstwo television stations into one multilingual television station under its flagship brand, NTV. “We are also scaling down our traditional radio business in Kenya
(Nation FM and QFM) and Rwanda (KFM). We will keep a live signal and maintain an online presence in line with our digital strategy. The rationalisation steps are effective as of 30th June, 2016,” the firm said. “Regrettably this will result in a reduction of our workforce through job redundancies. We do recognize that today’s announcement will be difficult for the affected employees and their families. This exercise will be carried out with due respect to our employees and within the Kenyan laws,” the Group added. “We would like to assure our consumers that we are committed towards delivering value to our audiences in line with their expectations,” concluded the statement. The announcement comes barely a week after Nation Media Group became a media partner for the Masaku Sevens -- one of the most popular rugby events in Kenya -- committing Sh15 million worth of sponsorship to the annual affair.

Kenya Investment Authority (KenInvest) has signed a memorandum of understanding (MOU) with Oxford Business Group (OBG) to monitor state initiatives aimed at boosting private sector participation in Kenya’s infrastructure. Under the MOU, the two organisations will collaborate to compile and produce ‘Kenya 2017’, a report that will give wideranging analysis on various sectors to further enhance the country’s business climate which the government hopes will generate a new wave of publicprivate partnerships. The Reportwill chart Kenya’s efforts to attract foreign investment for the country’s energy projects as its 2017 target deadline for adding 5000 MW of generation capacity approaches. There will also be in-depth analysis of the broader range of regulatory reforms earmarked for implementation over the coming months. Moses Ikiara, Managing Director of KenInvest, said that the country’s efforts to create a more business-friendly environment as a means of attracting new investment, particularly for largescale projects, would be a key focus of the organisation’s research with OBG. “The numerous international investor delegations that have visited Kenya this year and the previous two years and the level of enquiries for investors from different parts of the world point to an expanding base of investor interest in Kenya,” said Ikiara. “We expect Oxford Business Group’s forthcoming report to analyse the many regulatory changes in the pipeline that will add to Kenya’s appeal by making major projects investor ready,” he said.
CA now unveils e-service to boost customer experience The Communications Authority of Kenya (CA) has officially launched an automated service delivery chapter aimed at boosting customer experience. The reviewed service chapter encompasses a new monitoring tool that would assist in evaluating its responsiveness to the needs of its customers. Speaking yesterday during the launch, CA Director General Francis Wangusi said the authority was committed towards ensuring high standards of service delivery to ensure customers get value for services rendered by the agency. The external service charter dubbed ‘Our Promise’ places customer interests at the core of the state agency’s operations.

Public servants to fly KQ in bid to support carrier All government officials will use Kenya Airways when travelling starting tomorrow, Tourism Cabinet Secretary Najib Balala has said. Speaking when unveiling the branding for tour promotional group, Magical Kenya on one of KQ’s Dreamliners, Balala said government officials must serve as an example to help other stakeholders in uplifting the carrier. “Starting 1st July, government officials must travel with Kenya Airways. Look at countries such as Britain; its government officials always use British Airways, which communicates loyalty. If we are therefore asking people to buy Kenya, us as government must lead by example and buy Kenya,” said the CS. The branding of the aircraft is part of Ministry’s efforts of enhancing the partnership of the airline signed with Kenya Tourism Board last year to jointly market the destination in a bid to grow visitors and passenger numbers. According to Ngunze, the new destination is part of a strategy to stimulate traffic growth that has in turn given the carrier positive results. Despite an increase in the number of destinations in Africa, the company has enhanced its connectivity by increasing 35 flights per week to its destinations across the continent. “Kenya Airways and Jambojet have stimulated domestic traffic growth by more than 25 percent year on year in the last two years. This is really what has been sustaining traffic growth especially in Mombasa,” Ngunze said.

More than 75 per cent of business owners have seen a deterioration in general security in Kenya over the past two years. This is according to regional risk management experts, Warrior Insight. Speaking during the recent launch of their latest product RS24, a security system created specifically for the Kenyan market, Warrior Insight Kenya CEO Adam Miller, explained that RS24 was developed following a Research Solutions Africa survey in 2015, conducted in collaboration with Warrior Insight, which showed that more than three-quarters of the local business owners surveyed had. China vows to support Kenya’s economic development at expo
China has vowed to support Kenya’s economic development after the latter country this week became the official host for the China Trade Week Expo for the second time in recorded history. The Expo, which kicked off on June 29, will run until July 1, 2016 at the Kenyatta International Convention Centre (KICC) in Nairobi. Speaking during the official opening of the event, China Ambassador to Kenya Liu Xianfa said the mutual trade between Kenya and china is deepening every day. He said that China will continue partnering with Kenya, helping it in building more industries and fulfilling modernised products. The Ambassador added that the 3-day event is designed to provide Chinese companies with a unique opportunity to meet, discuss and develop trading and business partnerships with both Kenyan entrepreneurs and the region’s business community across various commercial sectors.

chool fires like Heroes Day and Christmas are now happening with a dependable frequency. When news broke that several dormitories at Itierio Boys High School in Kisii County had burnt down, the initial reaction was that of shock and dismay. Once again it seemed that boarding schools had neglected the safety of our children and allowed this misfortune to happen. That is, until we heard the reasons behind the arson. The culprit was not some faulty wires or an overlooked fuse box, this time it was the students’ own doing. The cause of the fire was said to have been due to the administration’s refusal to allow the students to watch a Euro 2016 match. Yes, that’s right, the students destroyed their school because they wanted to watch football! Eye witnesses told the press that 2 hours before kickoff time the rioting began and after they were sent into their hostels, the fire broke out. The students even attempted to break into the neighbouring Itierio Girls High School. It is disturbing that a football match could make a group of boys react so violently. What’s even harder to understand is that help arrived on the scene a whole five hours after it was reported. Literary Icon Elechi Amadi Is Dead
Popular Nigerian author, Elechi Amadi, has died aged 82. Amadi, who wrote famous books like The Concubine, Isiburu, Sunset in Biafra, and Peppersoup and The Road to Ibadan, died at about 3:15pm yesterday, about a week after he was taken ill. Born on May 12, 1934 in Aluu in the Ikwerre Local Government Area of Rivers State, Elechi Amadi attended Government College, Umuahia (1948–52), Survey School, Oyo (1953–54), and the University of Ibadan (1955–59), where he obtained a degree in Physics and Mathematics.

He also mentioned that the repairs to the damage would fall on their parents, “The cost of repairs and restoration of damaged school property will be met by parents of the affected schools,” he said. The biggest cause for concern is that there seems to be a spate of school fires going around in the country. A short while after the CS visited Itierio Boys High School, another fire was reported at Nyamache Boys High School also in Kisii County and a couple of days later Naikuru PAG Secondary School (Kisii County) had to be closed due to a fire breaking out in one of the school’s dormitories. Is there something in the water in Kisii County that’s making students set their living spaces ablaze? Probably! But this still isn’t the only school fire to happen this week. A night fire broke out at Givole Secondary School in, Vihiga County and this time there were actual injuries reported. Although Education CS Mataingi’ stated that the delinquents responsible for all these fires would be prosecuted it does not seem to make any difference to the students. It is reported so far that 20 dormitories in 16 schools have been burnt down in Kisii County in the last two months, which has to be a record. Moi University in trouble over Sh5billion graft claims
The universities academic staff union (UASU) has now written to the EACC asking for investigations into claims of Sh5billion graft at Moi University. Jack Abok the secretary general of UASU said that they had presented a seven page document that has details on areas they would like to be investigated. “We have a seven-page document which elucidates the problems we have been facing due to financial
mismanagement and we have sent the copies to the relevant bodies. We hope action is taken fast because there is the habit of spending money to cover up on the wrongs already done,” he said. The loss of funds and misuse happened during Prof Mibey’s reign thus the decision to engage the University Council in a bid to redeem the institution.

It is official we are addicted to our Cell Phones The mobile phone, like the sword once was, has become an extension of our arms, we have become too dependent on them. An Australian survey recently revealed the weird things people do while still on their phones. The more shocking responses wound up being having sex while on the phone. Not phone sex, having actual sex while handling a mobile phone. It’s hard to picture the logistics involved in that but have our phones become that much of a crutch that we cannot let the screen go black? Another hard to believe reaction was using the phone in the toilet while answering
to the call of nature. It is repulsive to imagine the kinds of germs that would be transferred onto a mobile device from the washroom. The most incredible response though was giving birth while using the phone. Can you imagine what level of concentration somebody needs to pull off this feat? In normal times, the location of a phone should be the last thing on the mind of a women who’s about to give birth. The national sevens men’s team has been drawn in a tough Pool of the Rio Olympic Games where the shorter version of the game will be making its debut. Kenya Sevens, who are seeded ninth, will face power house New Zealand, Great Britain and Japan in Group C when the men’s competition will be held from August 9-11 in Rio de Janeiro, Brazil. Their women counterparts, Kenya Lionesses were also pooled in a difficult group B alongside New Zealand, France and Spain in the competition scheduled for August 6-8. Speaking to Capital Sport, Kenya Sevens head coach Benjamin Ayimba said they will be out to give their best with their aim being to get out of the group stages. “It’s a tough pool but we are also a good side. We will be facing teams that we have played before in the World Series so we will give it our best and continue raising our country’s flag high as we have always done,” Ayimba said. “Oscar Ouma is recovering well and we hope he will be fully fit for the Olympics which a dream for every player,” the coach added. Kenya will be motivated by the fact that they have beaten New Zealand once in the 2015/16 Rugby Sevens World Series as they train to get one over Great Britain that will be composed of England, Scotland and Wales. Japan will not be pushovers either as they beat Kenya 19-14 at the Las Vegas tournament where Shujaa, the Singapore 7s champions bowed out at the Plate semi-final. The Lionesses, who finished second at the Roma 7s, will be hoping the experience picked in the tournament alongside the Paris 7s where they debuted in the Women’s Rugby Sevens
World Series, will inspire them past the preliminary round. Assistant coach Kevin Wambua told Capital Sport they anticipate a tough challenge in the group where they will be seeking to upset the bigwigs. “There is no easy team in the Olympics so it’s up to us to bring our A game. It’s only New Zealand that we have not played against but the rest we have met before. We have faced Spain before where we did well in the first half. We also met a development France side in Paris so we will work on our weakness and I believe we will be ready for the Olympics,” Wambua said. Both the Kenya Sevens and Lionesses are set for a month-long high altitude training camp in Nandi Hills facilitated by the National Olympic Committee of Kenya. The announcement of the Pools was made on Tuesday night in the host city following last Sunday’s women’s global repechage tournament which delivered the final qualifier for what will be the first time in 92 years that rugby has featured on sport’s biggest stage. In both competitions, the top two teams from each pool, plus the two best third-placed sides, progress to the quarter-finals. Speaking at the draw, World Rugby Chairman Bernard Lapasset said: “Today’s announcement represents another exciting milestone on rugby sevens’ road to Rio 2016. Ibrahimovic to complete United switch this week Zlatan Ibrahimovic should complete his longanticipated move to Manchester United by the end of the week. The Swedish striker, 34, is a free agent after leaving Paris St-Germain and is expected to sign a oneyear deal with the Old Trafford club. He will become the second signing for United boss Jose Mourinho, who replaced Louis van Gaal as manager in May. Ivory Coast defender Eric Bailly, 22, has already completed a £30m move to United from Spanish side Villarreal. United have also made an improved offer for Henrikh Mkhitaryan, 27, and are now waiting for his German club, Borussia Dortmund, to make a decision on the Armenian playmaker’s future. Ibrahimovic removed the final barrier to his switch to the Premier League when he said he did not wish to be considered for Olympic duty at the 2016 Games in Rio following Sweden’s exit from Euro 2016. It will be his first spell in England after winning titles in four countries. Although the Swede repeatedly refused to confirm his plans during the Euros, Old Trafford was widely assumed to be the next destination in a career that has seen him win league championships in 13 of the last 15 seasons. Belgium in anxious wait over star player Eden Hazard’s fitness
Belgium are still waiting to find out if Eden Hazard will be fit for Friday’s Euro 2016 quarter-final against Wales. Hazard (pictured below) scored a superb individual goal in the 4-0 win over Hungary, but picked up a thigh injury and has missed training since. “We are working on getting him 100% fit,” said Belgium manager Marc Wilmots. “I cannot give you a specific time when that will happen, nor can I tell you that he will be OK.” He added: “I really hope he will be able to train on Wednesday - but he still has some pain in his thigh.” Wilmots’ side, ranked second in the world, played Wales during their Euro 2016 and World Cup 2014 qualifying campaigns and have not won any of their past three meetings. The last encounter saw Wales triumph 1-0 in Cardiff in Cardiff in June 2015. Belgium winger Dries Mertens described Chris Coleman’s team as “very good defensively”, adding: “They give you the feeling you can score a goal but in the end they score a goal and have stopped you. “If you don’t play really well against them, you have a lot of problems. They also have a lot of quality up front.”

It’s Poland v Portugal as Euro quarters start Portugal take to the field against Poland in the first quarterfinal of the European Championship tonight in Marseille. While focus will be much on the two stars from both sides in Cristiano Ronaldo and Robert Lewandowski, teamwork will again be key. Poland has reaped huge dividends from a well-marshaled back four and a stubborn midfield led by Grzegorz Krychowiak while Portugal’s is more a case of the front three needing to finish, rather than produce. Both these teams can go to the next level although Portugal is seen as the favourite here. They are the only team to have reached the quarter-finals of the European Championships in every tournament since 1996 and have the chance to reach the semi-finals for the fifth time in seven European Championship finals. And while they are unbeaten in their 11 competitive fixtures under Fernando Santos with eight wins and three draws, all their wins have been a single-goal margin (including the win against Croatia on Saturday). For Poland, this match presents an opportunity to reach the
semi-finals of a major tournament since they achieved that feat at the 1982 World Cup. Their last win in the knockout stages of a major tournament (excluding the penalty shoot-out victory against Switzerland) was in 1982 against France (a 3-2 win in the third-place play-off ). They are also the lowest scoring side to have made it to the quarter-finals with only three goals in four games. The clash is the third encounter between these two sides at a major tournament. Poland won 1-0 at the 1986 World Cup and then Portugal enjoyed a 4-0 victory at the 2002 World Cup. But Poland are unbeaten in their past three matches with Portugal boasting of one win. Their last meeting was a 0-0 draw in Warsaw in February 2012. And the question so far to this clash is to what degree the Portuguese can break down the Polish defense and whether Lewandowski suddenly comes alive as an attacking threat. The striker has sacrificed himself doing grunt work and hasn’t looked like the scoring machine we see at Bayern.
