Juma murder: Ruto says he is ready to be grilled D
eputy President William Ruto has denied any involvement in the murder of businessman Jacob Juma which occurred last month. Juma was killed early last month as he drove to his home in Karen after work in the evening. Prior to his death, the deceased had claimed in a series of tweets that the deputy President was planning his assassination. And when asked about the claims last night during an interview on Citizen TV, Mr Ruto said he is innocent and insisted that only Juma himself was best placed to respond to the question. “Well, we lost Jacob Juma. He
would be best placed to respond to your question,” Ruto said adding: “I am sure, as sure as the sun is going to rise tomorrow, that the killers of Jacob Juma will be brought to book.” “I want to tell Kenyans that I have nothing to do with anything to do with the life or death of Jacob Juma,” he said. Opposition leaders including former Lugari MP Cyrus Jirongo had sensationally linked Ruto to the murder and demanded that he be investigated. “Maybe you should look for some time and get Jirongo here so that he can tell the country what he means,” Ruto responded.

‘Professionals’ move in to avert anti-IEBC deaths in Luo-Nyanza A group of professionals and businessmen have vowed to spearhead a peace initiative in four counties in Nyanza region which have been worst affected by the antiIEBC demonstrations. Five people have been killed in both Kisumu and Nyanza while several others are nursing bullet wounds following clashes with police during
the protests. And now, the professionals say the deaths are unnecessary and that they will engage the youth in pursuing a different approach in getting their rights. Led by Kenya School of Law director Patrick Lumumba, former Cabinet Minister Raphael Tuju and Rongo MP Dalmas Otieno and a host of other professionals, the group
resolved to preach peace and give youths alternatives on how to express their displeasure with IEBC or other constitutional body which they are dissatisfied with. “Any death of anybody in any part of the country cannot be tolerated. Director of Criminal Investigations Ndegwa Muhoro last month said they had interrogated 28 people in connection with the murder and that police were making crucial headways in their probe. But the opposition leaders demanded that all those Juma mentioned on his tweets, including the deputy President be investigated. In his expose on the events that transpired hours before Juma met his cruel death, KTN’s Mohamed Ali had put to task Mr Muhoro to reveal whether he had recorded any statements from the DP. Ruto however said he is yet to be asked to record any statements with the police in regards to the death. “When the police want a statement from me I will give it freely; any day, anytime, anywhere. They have not asked me for a statement. I will gladly give my statement because I am a law abiding citizen,” he said. Post-mortem report shows Juma was shot several times on his right hand at close range. Imenti South Member of Parliament Gideon Mwiti has lost an appeal seeking to stop his prosecution in a rape case. Three Appeal Judges dismissed his application, saying that the High Court which heard the constitutional case had found no merit in the application for stay of prosecution. Justices Alnashir Visram, Festus Azangalala and Fatuma Sichale disallowed the appeal saying it did not raise any legal violation. The appellate judges consequently upheld the judgment of Justice Weldon Korir dated December 3, 2015 in which the judge disallowed the MP’s application seeking to quash the criminal case. Mwiti was accused of raping, intimidating and assaulting a woman in Westland area within Nairobi Country. “If the order sought is granted it will have the indirect effect of reviving the dismissed application. This court cannot undo at this stage what the superior court has done, they said,” the Appeals Court judges ruled. Before the trial commenced, Mwiti filed a judicial review application in the High Court, claiming that three

Initiate dialogue with opposition, CoG tells President Kenyatta Council of Governors chairman Peter Munya during yesterday’s stakeholder’s consultative meeting on elections at Safari Park Hotel.
The Council of Governors has called upon President Uhuru Kenyatta and Opposition leader Raila Odinga to initiate dialogue on electoral reforms before elections to be held in August next year. Speaking during a consultative meeting on elections on Tuesday, the Council of Governors (CoG) chairman Peter Munya said the reforms are important to ensure a credible process as well as avert any constitutional crisis. “We require dialogue that will lead to certain reforms in the law to restore confidence and integrity in the coming election that will be extremely important in ensuring peace and stability in the country,” said Munya. He also requested Odinga to end the demonstrations by the opposition while calling on President Kenyatta to move from formal institutions to engage on matters IEBC. “The formal structures may not provide that avenue if you insist on dialogue through Parliament because all stakeholders are not represented in the formal structure,” stated Munya.

“Therefore there is need to see how this dialogue can be ignited outside the formal structure before what has been agreed upon can be implemented,” Munya opined. The Council of Governors said it is important that the country be well prepared for the upcoming 2017 General Election. Munya was quick to note that all the 47 County Governments are keen to have a smooth 2017 poll in order to consolidate the major gains devolution has delivered for the country. “For us as the CoG, elections are more than a democratic exercise for giving our governance its legitimacy,” said Munya. “Elections are a risk to the economy which must be mitigated. Devolution is a conflict mitigation mechanisms established by our constitution,” highlighted Munya. City Hall courts to be decentralised City Hall courts that handle petty offences like hawking, loitering and prostitution will be decentralised to other parts of Nairobi. The Legal Affairs Department of the Nairobi County Government has been allocated Sh65 million for the 2016/2017 financial year of which Sh40 million will be used in building the decentralised courts at Dagoretti, Kasarani and Embakasi. Cases of traffic offences and those to do with business licencing will also be heard at the courts whose establishment seeks to move services closer to the people.

Speaking earlier today at the Fun City Hotel during the launch of a sensitization campaign on NSSF, Nairobi regional boss Hillary Mwaita urged employers to ensure their workers are on the scheme so that they can benefit from the kitty. “As you are aware, the constitution has made it a requirement for employers to have their employees registered under the social protection scheme and we at NSSF are at the forefront of this,” Mwaita said. He said the sensitization campaign is geared towards having all labourers registered to enjoy the benefits of the Fund. “Our campaign is geared to update and sen-

Hillary Clinton hails ‘milestone for women’ as Bernie Sanders seeks out Obama’s ear
Hillary Clinton has thanked her supporters for helping her reach a historic moment for women - the Democratic nomination for president. “Thanks to you, we’ve reached a milestone,” she told cheering crowds at a rally in New York. She hailed “the first time in our nation’s history that a woman will be a major party’s nominee”. Earlier Mrs Clinton won the Democratic primary in New Jersey, cementing her hold on her party’s nomination. She went on to win South Dakota and New Mexico, while her rival Bernie Sanders found victory in the North Dakota caucuses. Six states have been voting in primaries on Tuesday but the race in California will count the most. Mr Sanders is hoping for a win in that state, where polls show the race is close. He aims to sway super delegates

The billionaire turned his attention to the election in November in his remarks at Trump National Golf Club in Briarcliff Manor, New York. “We’re only getting started and it’s gonna be beautiful,” he said.
People smuggling ‘kingpin’ extradited

An Eritrean man believed to be at the heart of the operation to smuggle migrants from Africa to Europe has been extradited to Italy, prosecutors say. Mered Medhanie, known as The General, was held in Sudan in May and was flown to Rome on Tuesday. Britain’s National Crime Agency said he is thought to have arranged the transit of a boat that sank near the Italian island of Lampedusa in October 2013. At least 359 migrants died when the boat, travelling from Libya, capsized. Most were from Eritrea and Somalia. Italian news agency Ansa said Mr Medhanie was accused of being “the leader and organiser of one of the largest criminal groups operating between central Africa and Libya”. The investigation is being led by investigators in Palermo, Sicily. Mr Medhanie (pictured below) is expected to appear in court on Wednesday. The National Crime Agency said they tracked him down to an address in Khartoum, where he was then arrested. British investigators had been supporting Italian officials looking into the Lampedusa tragedy. The NCA said Mr Medhanie, 35, was known as The General, as he styled himself on the late Libyan leader Col Muammar Gaddafi. The organisation said telephone intercepts acquired by Italian investigators showed Mr Medhanie co-ordinated journeys across the Mediterranean and across Africa to Libya. In one recording, he is reportedly heard laughing at the deadly overloading of migrant boats. “Medhanie is a prolific people-smuggler and has absolute disregard for human life,” said Tom Dowdall, the deputy director of the NCA.
“Although he was operating thousands of miles away, his criminal activity was impacting the UK. Medhanie no doubt thought he was beyond the reach of European justice but we were able to support the Italians by tracking him down to Sudan.” Italy’s Corriere Della Serra newspaper reported that Mr Medhanie boasted of being in league with local officials in Tripoli, Libya, while also having a network of workers in Italy. He charged migrants up to €5,000 (£3,900; $5,680) to travel from African countries to northern Europe, the newspaper said. Up to 500 people were on the boat when it broke down then sank in early October 2013. Those who survived said that some of those on board set fire to a piece of material to try to attract the attention of passing ships, only to have the fire spread to the rest of the boat. In 2014, the year after the Lampedusa tragedy, the number of migrant arrivals to Italy jumped to 170,000, before dropping to 153,800 last year. Close to 40,000 people have arrived in Italy so far this year.

The application fee for the certificate is Sh1,000 and Sh7,000 for renewal. “There will be sanctions for people who are practicing human resource management but are not qualified for the position,” said Sitimah. Paul Kasimu, the outgoing Chairman, said they have been able to partner with other bodies to ensure more professionalism within the sector. He noted that the move has raised the profile of human resource services in the country, adding that it has also helped them in getting the Human Resource Act in place.

United Nations office offers Kenyan NGOs up to Sh2 million to curtail drug abuse
The United Nations Office on Drugs and Crime has offered local NGOs up to Sh2 million in grant money to curtail drug abuse in the country. The UN Office is seeking proposals for its Drug Abuse Prevention Centre (DAPC) Grants in order to support drug prevention activities by nongovernmental organisations in low and middle income countries. The project aims to strengthen the
capacity of civil society to prevent drug abuse globally. “This Call for Proposals takes into consideration the importance of harnessing all available resources towards the implementation of activities aimed at meeting the objectives of this grants programme,” said Divya Sharma, a spokesperson on behalf of the group. The Office has stated that any grant
awarded under this grants programme will be for a minimum of $10,000 (Sh1 million) and a maximum of $20,000 (Sh2 million). The call for proposals seeks to provide funding support to NGOs in low- and middle-income countries that focus on prevention of substance use, target youth, support the active participation of youth in their communities and are initiated, planned, managed, implemented, monitored and/or evaluated by youth. Sharma added that in order to be eligible for a grant, applicants must be non-profit making organisations or NGOs registered under the relevant Laws of their country where it is registered for at least two years. The United Nations Office on Drugs has given applicants until the end of June to submit their proposals and concept notes.

Kenyans urge state to borrow cash from donors to cover budget deficit More than a third of Kenyans have urged the state to borrow cash from donors to cover the country’s budget deficit. These revelations come ahead of today’s budget reading as National Treasury Cabinet Secretary Henry Rotich prepares to brief the country on how the government is going to get revenue to finance the 2016/2017 Sh2.3 trillion budget. A new survey by pollster IPSOS, has found that 35 per cent of Kenyans says any deficit should be financed through borrowing from donors, 17 per cent say the money should be borrowed from investors while 12 per cent say money should be borrowed from willing Kenyans. A meagre 12 per cent of Kenyans believe government should come up with additional taxes. According to the survey, “35 per cent of Kenyans give “borrow from donors” as a suggestion to the government to fund its budget deficit rather than additional taxation. Borrowing from investors is a second alternative and this includes Public Private Partnerships (PPP).” Twenty-five per cent of Kenyans feel that attention of the 2016/17 National Budget should be redirected to agriculture, rural and urban development, while 18 per cent want more attention given to the educations sector. Kenya receives Sh34 billion grant as leaders meet to stem HIV infection rate WEDNESDAY, JUNE 8, 2016
Kenya has received Sh34.7 billion in grants to stem the spread of HIV/ AIDS, TB and Malaria. The funding is running for two years starting this fiscal year 2015/16. HIV/AIDS grants amount to Sh21.9 billion, Tuberculosis Sh6.6billion and Malaria Sh6.2 billion (a total of Sh34.7 billion). The grants came ahead of a forum dunned the Global Fund Grants Consultative meeting that was today opened by Principal Secretary for Health, Dr. Nicholas Muraguri. Speaking at a Nairobi hotel, he noted that Kenya successfully applied for Global Fund funding to support HIV, TB and Malaria under the New Funding Model (NFM). The Ministry of Health has stated that the world wants to have less than 500,000 new HIV infections annually and less than 500,000 people dying from AIDS-related causes by 2020. Representatives from more than 150 countries among them Kenya, have convened in New York to protect what the Ministry terms as fragile gains made in the fight against HIV/AIDS. “The world’s attention will over the next two days be focused on ending AIDS as a public health threat by 2030,” the Ministry said in a statement. The grants will strengthen the health and community systems through a series of initiatives, including the improvement of the vital registration

KenGen blames nationwide power outage on monkey Power generating company KenGen has blamed the nationwide power outage on a monkey. The nationwide blackout that hit Kenya yesterday, according to KenGen officials, was caused by a monkey tripping a transformer at a hydropower plant. This action by the monkey led to the loss of more than 180 megawatts from the grid resulting in the power blackout. In a joint statement, the power producer and power distributor Kenya Power said electricity supply was cut off at 11.30 a.m. local time after a technical fault at the Gitaru Hydro power station. The Gitaru Hydropower station is run by KenGen, Kenya’s biggest power producer. “A monkey climbed on the roof of Gitaru Power Station and dropped onto a transformer tripping it. This caused other machines at the power station to trip on overload resulting in a loss of more than 180 MW from this plant which triggered a national power blackout,” KenGen said in a statement. “KenGen power installations are secured by electric fencing which keeps away marauding wild animals. We regret this isolated incident and the company is looking at ways of further enhancing security at all our power plants,” the statement continued. Kenyan businesses have regularly complained of power cuts and unreliable supplies claiming that the power generating company is uncompetitive and is hurting growth in the industrial and production fronts.

Sameer Africa to shut down Nairobi production plant Tyre manufacturer Sameer Africa is set to move its tyre making business to China and India as it plans to shut down its Mombasa Road based Production Plant. Chinese government subsidizes on tyre exports, under-invoicing by tyre importers and the lack of policies to protect local manufacturers has compounded Sameer’s efforts to reap substantial profitability. Under-invoicing by importers has reached endemic proportions across the region, making the playing field uneven for the local tyre manufacturer. The firm’s Managing Director Allan Walmsley says it has been difficult to compete in the market with the influx of cheaper tyre imports. “It’s not a matter of if, it’s a matter of when. It takes time, we need to make sure we cover the entire basis in the interest of the firm’s shareholders,” Walmsley said. The firm which is the only tyre maker in the East African region made a pre-tax profit of Sh6 million in 2015 from a pretax loss of Sh69 million. Walmsley reiterated that subsidized products were eroding Sameer’s bottom line,
an issue that the regional economic bloc needs to address to protect local players. The firm is exploring the establishment of additional retail outlets, as well as entry into Rwanda in the next two years. Walmsley is optimistic that the introduction of LAPPSET, the standard gauge railway and other infrastructure projects in the northern corridor will significantly reduce logistics and transportation costs. This he said will not only reduce the cost of inbound materials but also the distribution costs of manufactured goods. “Kenya and other African markets are yet to implement initiatives such as countervailing and anti-dumping duties to counter the influx of subsidized tyres and other products from the East,” said Walmsley. “The margin expectations of most of these importers are also low given their low operating costs. Obama to skip Ali’s memorial US President Barack Obama is to miss the memorial to boxer Muhammad Ali on Friday because it clashes with his daughter’s high school graduation. World leaders will be among thousands attending Friday’s procession and memorial service in Louisville, Kentucky, where Ali was born in 1942. The White House said Mr Obama and his wife Michelle will be at daughter Malia’s graduation in Washington, DC. Ali died last Friday at the age of 74 in hospital in Phoenix, Arizona. The Obamas will send a letter to the Ali family with White House senior adviser Valerie Jarrett, who knew Ali. Bob Gunnell, a spokesman for the Ali family, said Mr Obama and Ali’s widow Lonnie had spoken by telephone. Among those attending will be the President of Turkey, Recep Tayyip Erdogan, and King Abdullah of Jordan. British former heavyweight champion Lennox Lewis and actor Will Smith, who once portrayed Ali on screen, will be among the pallbearers. Former US President Bill Clinton and actor Billy Crystal are also set to speak. After Ali’s death, Mr Obama said he kept a pair of his gloves in his private study below the photograph of Ali beating Sonny Liston in 1964. Ali would be remembered, he said, “not just as skilled a poet on the mic as he was a fighter in the ring, but a man who fought for what was right. A man who fought for us.” On Thursday, a traditional Muslim funeral service will be held at the 18,000-seat Freedom Hall, where Ali fought and won his first professional fight in 1960. People queued from the middle of the
night on Tuesday to get the first tickets. “I am here to get tickets for my grandson. He is eight,” Angela Smith Ward, a former Army employee, told Agence France-Presse. “I want him to know that you can be great no matter where you come from.” On Friday, from 09:00 local time (13:00 GMT), the coffin will be taken on a procession through the streets
of Louisville, passing by locations historically important to Ali. Ali’s funeral will then take place at a large concert and sports arena, the KFC Yum! Center, from 14:00. The service will be open to the public. The boxer will be buried in a private service at the city’s Cave Hill Cemetery. The funeral will be broadcast live on the internet.

Nigeria football great Keshi dies
Nigeria football legend Stephen Keshi has died suddenly at the age of 54. One of African football’s best-known figures, the ex-Super Eagles captain is one of only two men to win the Africa Cup of Nations as a player and a coach. NFF president Amaju Pinnick: “This is devastating. We have lost a superhero.” Keshi, who is reported to have suffered a heart attack by local media. also managed Togo and Mali, while his playing career included a spell with Belgian club side Anderlecht. Sunday Oliseh, a former team-mate and Keshi’s successor as Nigeria coach, tweeted his shock at the “horrible news” and called Keshi “an iconic hero” Keshi (pictured) skippered the Nigeria team that won the Nations Cup in 1994 before narrowly missing out on a World Cup quarter-final place the same year. He coached the Super Eagles on three occasions, leading them to the 2013 Nations Cup title in South Africa and the last 16 at the 2014 World Cup. His contract was not renewed after the Brazil tournament but he returned on a match-bymatch deal following the team’s failure to reach the 2015 Nations Cup finals. He was then sacked as caretaker coach but reinstated after intervention from then Nigeria president Goodluck Jonathan. Keshi, who lost his wife to cancer late last year, was then sacked for a final time last July.

Clint Dempsey starred as US bounced back from their first match defeat to romp over Costa Rica 4-0 as the second round of Copa America 2016 group matches got underway at the Soldier Field in Chicago. Real Madrid attacking midfielder James Rodriguez continued his fine showing at the tournament by inspiring Colombia to a 2-1 win over Paraguay in the other Group A match played in California. The US were still smarting from their 2-0 defeat in the hands of Colombia but grabbed the opportunity early on a game they had to win to remain in contention for progression in the tournament. They broke through in the seventh minute when right back Yedlin sent a cross to the left post and Cost Rica’s Cristian Gamboa shoved Wood in the back. The referee pointed to the spot and Dempsey stepped forward and converted the penalty to join retired skipper Landon Donovan as the only players to have hit the 50-goal mark. The Seattle Sounders attacker then provided the assists for the next two goals; first assisting Jermaine Jones’ gorgeous 37th-minute goal with a strong dribbling run and a layoff. Five minutes later, Dempsey was at it again, this time squaring for strike partner Bobby Wood who turned on a he pass and froze Costa Rica defender Oscar Duarte and buried a shot inside the left post. Dempsey was later withdrawn to make way for Wondolowski with 12 minutes to go. Substitute Graham Zusi then put the icing on the cake when he scored his team’s fourth goal. The win eased a considerable amount of tension that was already building following the loss to Colombia. And Jurgen Klinsmann’s side can now look ahead to Philadelphia for Saturday’s final group game against Paraguay with a chance to secure a slot in the quarterfinals. Costa Rica, World Cup quarterfinalist in 2014 in Brazil are missing their star in goalkeeper Keylor Navas. The Real Madrid shot stopper is not participating in the Copa América. Man United set to sign £30m Villarreal defender Bailly Villarreal central defender Eric Bailly is set to be Jose Mourinho’s first signing as Manchester United manager. Bailly is due to have a medical this week and terms are thought to have been agreed with the 22-year-old, who will cost the Red Devils about £30m. He has played 40 times in La Liga, the first five of which were for Espanyol. Bailly joined Villarreal for £4.4m in January 2015 and played in every game as Ivory Coast won the Africa Cup of Nations just weeks later. It had been thought Zlatan Ibrahimovic would be Mourinho’s first signing since the Portuguese succeeded Louis van Gaal as United manager. The Sweden striker, 34, is a free agent after leaving Paris St-Germain and hinted at the weekend he would make an announcement about his future on Tuesday. Ventura to succeed Conte as Italy boss Italy will replace Chelsea-bound national coach Antonio Conte with Giampiero Ventura after Euro 2016. Conte’s move to Stamford Bridge was announced in April and he will take over when his Italy contract expires at the end of this summer’s tournament. Ventura, 68, most recently coached Serie A side Torino and led them to 12th in the league last season. His five-year tenure at the club - including promotion from Serie B in his first year - came to an end in May. Ventura’s only managerial trophy is a third division title with Lecce in 1996, but Italian football federation president Carlo Tavecchio described him as a “master of football”. Tavecchio also called Ventura an “innovative” coach with “limitless experience” who has helped many players reach the national side. He will have a two-year deal until the end of the Russia 2018 World Cup and is expected to take several of his key staff from Torino to the Italy setup. Conte announced in March that he would step down as Italy coach after Euro 2016. Italy face Belgium, Sweden and Ireland in Group E.

Spain suffer shock loss ahead of Euro European champions Spain suffered a shock defeat in the hands less fancied Georgia who beat them 1-0 in their final warm-up game before Euro 2016. A poor Jordi Alba pass led to Georgia midfielder Tornike Okriashvili scoring the only goal on 40 minutes. Spain boss Vicente del Bosque had his Real Madrid and Atletico Madrid players available for the first time since last month’s Champions League final. But his side, who had not lost since March 2015, lacked the creativity to beat the world’s 137th-ranked team. Georgia had not won a game since defeating minnows Gibraltar in Euro qualifying in October. However, they defended resolutely and took full advantage of their one real attack when Tornike Okriashvili tapped home at the far post six minutes before half-time. Spain are aiming to win their third successive European title at Euro 2016, which begins in France on Friday. They face the Czech Republic in Toulouse on Monday before further group matches against Croatia and Turkey. “We have to accept it and lift ourselves for what is to come,” said Spain boss Vicente del Bosque said of last night’s shock loss in Madrid. “This result shouldn’t make us in any way face the Euros with a sense of fear,” he added. Del Bosque had named a stronger side than in Spain’s comfortable wins over Bosnia and Herzegovina and South Korea in the past week with the Real Madrid and Atletico Madrid contingent returning after their duties in the Champions League final. The hosts were camped in the Georgia half for almost the entire match, but paid for a lack of creativity in breaking down the visitors’ mass ranks of defence and were caught out on the counter-attack just before the break. “We wanted to build on our confidence and create a
good atmosphere, but it wasn’t to be and it has been a disappointment,” said Del Bosque. “We didn’t play terribly badly because they scored a goal on the counter-attack. “We were unable to break down a very well-organised defence and were lacking in the final third,” he added. However, Del Bosque rejected suggestions that the Czechs and Spain’s other Group D opponents Turkey and Croatia can learn from Georgia’s gameplan. “I would like us to always play in the opposition’s half,” he said. “Hopefully in our three (group) games it will be like this,” he said. Real Madrid’s Lucas Vazquez impressed early on as he made his international debut and from his cross Aritz Aduriz was inches away from opening the scoring with a bullet header that flew just wide. Bayern Munich midfielder Thiago Alcantara struck the post from outside the box as Spain continued to press. However, they were caught out when captain for the evening Sergio Ramos was slow to react to Jordi Alba’s pass to spring a Georgia break from which Valeri Kazaishvili’s low cross was turned home by Okriashvili. Del Bosque reacted by making four changes at the break with Barcelona’s Andres Iniesta among those introduced.
