avoko MP Patrick Makau was arrested on Monday after surrendering at the Directorate of Criminal Investigations

(DCI). The legislator was wanted for questioning over the burning of the Syokimau Administration Police camp, where three

people – including lawyer Willie Kimani -are said to have been detained before they were tortured and later killed. “He is in custody for questioning,” a senior police officer at the DCI Headquarters said. He is accused of inciting youths, mainly motorcyclists, to torch the AP camp last week.

ODM issues threats to shoot down Bill over high taxation

The Orange Democratic Movement (ODM) has threatened to mobilise its members in Parliament to defeat Public Finance Bill, citing high levels of taxation and unbearable cost of living. The party said if the bill will be passed in its current form, then the cost of living, which is already too high, will get higher and the prices of all consumer products will immediately escalate. In a statement to new rooms, signed by ODM Chairman John Mbadi (pictured below) , the orange party wants the government to explain to Kenyans how they plan to cushion them against effects of high taxation and increased prices of petroleum products. “As a party, we wish to tell President Uhuru Kenyatta and the Jubilee administration that Kenyans have had enough. We have been taxed enough. Kenyans cannot take any more taxation. The belt cannot be adjusted and tightened anymore,” Mr. Mbadi said. The Suba MP said increase in prices of petroleum products will not only increase the cost of transportation but also manufacturing of most products. In addition to, raising the cost of farming which will have a direct consequence on prices of unga and other cereals. He said the current increase expected from Thursday this week is not all. Worse is yet to come. From October, prices of petroleum products will certainly rise again. “Because of enhanced Road Maintenance Levy, prices of petrol,

diesel and paraffin are going up because the Government has increased levy by up to 50 per cent. The reason for the adjustment is purportedly to raise fuel levy funds from about Sh40 billion per annum to Sh60 billion for road maintenance” he noted. The new taxation regime involves the implementation of new fuel levy system read out by Treasury CS Henry Rotich in his 2016/17 budget statement. The chairman lamented that if the government will have its way, then prices of paraffin will certainly rise causing a major blow to the rural and urban poor who rely on paraffin for domestic use. “We are calling on the government to tell us the plan for cushioning Kenyans against the effects of these taxes. The tax and steal policy which Jubilee is employing has failed,” he said.

The MP told the government to address corruption both at the revenue collection point and at the expenditure side which he blamed for the increasing appetite for more money by the state. “Jubilee needs to realize that its problem is not that it has less money. It is that it is stealing too much of what it collects. The solution is not to tax Kenyans more but to stop theft of public resources,” he concluded. Kenya has seen unprecedented introduction of new taxes and even increase in existing ones under the three year regime of Jubilee. MP Makau arrested over burning of police camp From Page 1

The Administration Police camp that was burnt was vital to investigators because it was marked as a scene of crime with evidence that was yet to be collected. “He knows what he did and it was wrong,” Inspector General of Police Joseph Boinnet said on July 8, after the legislator went into hiding. According to the MP, the July 6 protest in solidarity with the families of the three victims and right groups was peaceful, while questioning police for failing to act, when the arson happened. “I want to let Kenyans know that boda boda riders are disciplined and none of them torched that container,” the MP told Capital FM News while at Milimani Law Courts. “In fact, I am the one who donated that container, but not to be used as a killing tool.” The lawmaker was later due to be transferred to Machakos County to face charges there since the AP camp falls under that jurisdiction. LSK President Isaac Okero, has also questioned why police allowed demonstrators to destroy the camp where the three were held prior to their

deaths. “Somebody needs to explain how that can happen,” he said. “They just sat down and watched and yet they have been strict on protestors. That needs to be explained.” An autopsy report released in court on July 6 showed that the three victims of extra-judicial killings were tortured, strangled and their skulls crushed in murders described by pathologist Andrew Gachie as “most painful.” Their bodies were discovered in Ol Donyo Sabuk River in Kilimambogo after disappearing for more than a week. Four police officers are still detained in connection with the killings. Detectives are still pursuing more suspects, two police officers and a civilian, who are believed to have played a role in the incident that has attracted condemnation from right groups and Law Society of Kenya. We’ll be independent in search for new CJ: JSC The Judicial Service Commission has said that it will not succumb to any kind pressure from government, cartel lawyers and civil societies as the search for next Chief Justice kicks off today. The commission is expected to convene today to open all applications for the positions of Chief Justice, Deputy Chief Justice and Judge of Supreme Court. Speaking to Citizen TV during Sunday Live Programme, JSC commissioner Prof. Tom Ojienda confirmed the commission will be meeting to review the applications for purpose of completeness and conformity as stipulated by law. Ojienda allayed fears that JSC commissioners were under pressure from either government, groups or individuals keen to decide who succeeds retired Chief Justice Dr. willy Mutunga. He dismissed the claims, saying the perceived ‘lobbying’ of members of the commission was just a perception and creation of a section of Kenyans. “The lobbying is a perception, personally I have not been lobbied, but I believe there is a perception of who belongs to what camp, or who stands for what,” Prof. Ojienda told Citizen TV. He revealed Constituency Innovation Hubs will facilitate and motivate youth to get involved in developing and learning about their communities and forge increased commitment and empowerment. “The Constituency Innovation Hubs (CIH) project will transform Kenya and bridge the connectivity gap as well as enhance skills and information access, particularly among the youth,” he said, noting that ICT-literate population will strengthen

Gambia and Tanzania ban child marriage The Gambia and Tanzania have banned child marriage, with tough penalties for those who breach the rulings. Gambia’s President Yayha Jammeh announced that anyone marrying a girl below 18 would be jailed for up to 20 years. In Tanzania, the high court imposed a landmark ruling outlawing marriage under the age of 18 for boys and girls. Some 30% of underage girls are married in The Gambia, while in Tanzania the rate is 37%. Before the Tanzania ruling, girls as young as 14 could marry with parental consent, while it was 18 for boys. Correspondents in Dar es Salaam says this is a big win for child rights groups and activists, who will now have an easier time rescuing girls from child marriage. The case was brought by lobby group Msichana Initiative. Gambia’s President speaking at the Eid-ul-Fitr celebrations at the end of Ramadan, said parents and imams who perform the ceremonies would also face prison. “If you want to know whether what I am saying is true or not, try it tomorrow and see,” he warned. Women’s rights campaigners have welcomed the ban, however some say that it would be better to engage with local communities to try to change attitudes towards child marriage instead of threatening families with prison sentences, “I don’t think locking parents up is the answer... it could lead to a major backlash and sabotage the ban,” Isatou Jeng of the women’s rights organisation Girls Agenda told the Thomson Reuters Foundation by phone from the Gambian capital, Banjul. In December last year, Mr Jammeh also outlawed female genital mutilation (FGM), with a prison sentence of up to three years for those that ignored the ban. He said the practice had no place in Islam or in modern society. Three-quarters of women in the mostly Muslim country have had the procedure, according to Unicef.

IGAD in emergency meeting over worsening South Sudan situation In response to the escalation of violence in South Sudan, Foreign Ministers from the Intergovernmental Authority on Development (IGAD) countries were to hold a meeting in Nairobi today. They will be joined by members of the TROIKA that manages the Southern Africa Development Community organ on Politics Defense and Security as well as other members of the international community. In a statement, the IGAD secretariat which, “continues to demand for a total cessation of hostilities and a return to normalcy in South Sudan,” said the meeting had been called to take stock of the deteriorating situation and to decide on the way forward including holding those responsible accountable. It comes as global leaders expressed alarm at the escalation of violence in the young nation. On Sunday, President Uhuru Kenyatta weighed in on the fighting urging that troops and heavy weaponry be removed from civilian spaces. His spokesman Manoah Esipisu said the President had spoken to President Salva Kiir and urged both him and former rebel leader Riek Machar to act swiftly and restore peace to the capital of Juba. Kenya played a key role in getting a peace deal between Kiir and Machar’s camps signed and has expressed disappointment at the recent turn of events. Over 150 deaths have so far been reported in the fighting that began Friday with local media reporting that the death toll could be as high as 270. The United States has also called for an immediate end to the violence. The battles are the first between the army and exrebels in Juba since rebel leader Machar returned in April to take up the post of first vice president under wartime enemy President Kiir, following the threeyear conflict that has killed thousands and sparked a humanitarian crisis. Bernie sanders set to endorse Hillary Clinton Bernie Sanders is positioned to officially throw his support behind Democratic rival Hillary Clinton in New Hampshire tomorrow. The move comes after the Democratic Platform Committee, meeting in Orlando, adopted some of the Vermont senator’s key positions. Climate change, health care and a minimum wage hike are among the issues that the Sanders campaign are calling victories. However, some of Sanders’ supporters are still critical of this upcoming endorsement, particularly over the party platform’s language on trade. Sanders has faced criticism from Democrats after continuing to delay his endorsement of the presumptive Democratic nominee. Even after the primary season ended, Sanders stayed

in the race and vowed to carry his fight to the convention. But Sanders has noted that he planned to work alongside Clinton to defeat Donald Trump in the general election. A pending Sanders endorsement was among two outstanding issues

for the Clinton campaign, along with questions over Clinton’s email server use. That was side-stepped this week when the Department of Justice announced it would not press charges against Clinton, per the FBI’s recommendation after the formal

investigation concluded. A Tuesday Sanders endorsement of Clinton would still cut timing close, though, with the Democratic convention in Philadelphia set to open in just over two weeks.

Australian firm forecasts higher output from Kenya’s titanium

Australian mining company, Base Resources, has projected ilmenite output at its Kenyan titanium mine to rise by up to 5 per cent and rutile by up to 11 per cent in the financial year ending June 30, 2017. The Sh31 billion ($305 million) Base Resources project is seen as integral to Kenya’s plan to expand its relatively modest and undeveloped mining sector. Base Titanium, Kenya’s first large-scale international mining project, shipped the first consignment of minerals in February 2014 after years of delays. The mine is also expected to increase production of zircon by up to 27 per cent to between 35,000 and 40,000 tones. Ilmenite is mined for titanium dioxide production and used as a base pigment in paint, paper and plastics, while rutile is used in refractory ceramics and as a pigment. Base Resources said that ilmenite output will be between 450,000 and 480,000 tones, compared with 455,870 tones this financial year. Rutile production is expected to rise to between 88,000 and 95,000 tones, up from 85,654 tones, Reuter’s reports. Ilmenite is a titanium-iron oxide mineral. It is a weakly magnetic black or steel-gray solid. From the commercial perspective, ilmenite is the most important ore of titanium. Rutile is a mineral composed primarily of titanium dioxide. The increase in output comes barely two

weeks after the Kenyan Government said it is borrowing lessons from Botswana as the country’s mining sector readies for takeoff. President Uhuru Kenyatta and a delegation of representatives from Kenya last month visited Botswana to learn from the best practices that the latter country has used to develop its mining sector. Ban fish imports from China, Ranguma urges government

Kisumu County Governor Jack Ranguma wants the national government to ban fish imports from China, saying the delicacy is not only unsafe for human consumption but is bad for the economy. According to the Governor, continued importation of fish from China would increase inequality in the economies of counties such as Kisumu that have traditionally relied on fish for their livelihood. “There is no, logical rationale (sic) for allowing importation of fish,’’ said Governor Ranguma. The move was echoed by Rarieda Member of Parliament Nicholas Gumbo who said the importation has severely affected fish-producing regions economically, as hundreds of local fish mongers have been pushed out of business. Ranguma says he will initiate consultations with relevant local and national players in the fisheries subsector to discuss the matter and to put in place a framework for the protection of the local fisher folk. The Governor further expressed his fears that the imported fish from China may not be fit for human consumption, saying he has instructed the health sector to confirm whether the imported delicacy is safe. “I have instructed the county government’s Department of Health to test the fish to determine its suitability for human consumption,” said Ranguma. @enock_x254

Uhuru signs trade deal with Modi to eradicate double taxation Kenya and India have entered into a revised agreement aimed at eradicating double taxation as the countries seek to strengthen bilateral ties. President Uhuru Kenyatta signed the agreement with India’s premier PM Narendra Modi earlier today. The two Heads of State will, during a two-day visit by Modi, explore how to strengthen existing links between the two countries, particularly with respect to trade. Kenya is looking to tap into India’s dominance in the health sector and in e-commerce, according to state house spokesman Manoah Esipisu. “Every Kenyan knows that both countries have long worked together in healthcare. We expect to make progress in formalising and deepening that cooperation, for the mutual benefit of both our peoples,” Esipisu said at a press briefing on Sunday.

“India’s government has also entered a joint venture with the African Union under the Indian-Africa Forum Summit initiative, to support teleeducation, telemedicine, e-commerce, e-governance, resource mapping and meteorological services. Kenya will be looking to extend the relevant agreements tied to that project, and we will also be looking to deepen our cooperation in ICT,” added the spokesman. India is a strategic partner of Kenya with a strong India diaspora in Kenya contributing actively to the country’s economy and socio–political environment. The Indian Prime Minister is on a fournation tour of Africa. He will visit South Africa before heading to Mozambique, Kenya and Tanzania. Diplomatic relations between the two countries were established in

early 1960s with the establishment of resident diplomatic missions in both Nairobi and New Delhi. Kenya Airways suspends flights to Juba MONDAY, JULY 11, 2016

National carrier, Kenya Airways (KQ), has suspended flights to Juba, South Sudan’s capital after a flare-up of fighting between rival factions in the unity government. “We wish to advise our guests that we have suspended flights to Juba, South Sudan due to uncertain security situation,” the airline stated in an announcement on Sunday. Clashes in Juba that first erupted on Thursday have resulted in numerous deaths. KQ had issued a notice to right size through staff redundancies and redeployment on March 31, 2016. The carrier said is it set to commence with the first phase of redundancies which will impact about 80 staff members. The South Sudanese government has since said it is in full control of the security situation in Juba after it was engaged in deadly clashes with opposition forces in and around the capital. Fighting erupted on Sunday morning between security forces loyal to President Salva Kiir and those loyal to First Vice President, Riek Machar. The country’s Minister of information and broadcasting, Michael Makuei Lueth, told reporters in Juba that the fighting was started by Machar’s forces of the Sudan People’s Liberation Army in Opposition (SPLA-IO). He said the opposition forces attacked a check point where government forces have been stationed to regulate traffic, south of the capital, near the camp of the SPLA-IO. According to international market analysts, the world economy is set to do it again in the coming year, slowed by the U.K. vote to leave the European Union (Brexit). “We might end up losing perhaps a quarter percentage point off ” world growth as a result of Brexit, said David Hensley, Director of Global Economics for financial services group JPMorgan Chase & Co. in New York. “That’s not enough to knock us out of the 2 to 3 percent channel we’ve been operating in recent years.” Coming after the deepest recession since the Great Depression, the slow-motion expansion has failed to extinguish the lingering anxiety of consumers and companies scarred by the crisis. Egypt’s Foreign Minister Sameh Shoukry visited Israel on Sunday to discuss efforts to renew stalled IsraeliPalestinian peacemaking, the first public visit by an Egyptian foreign minister in nine years. “My visit to Israel today is a continuation of Egypt’s longstanding sense of responsibility towards peace for itself and all the peoples of the region, particularly the PalestinianIsraeli peoples,” Shoukry said, standing beside Netanyahu at a press conference. Israeli Prime Minister Benjamin Netanyahu said the move “illustrates the change that has taken place in IsraeliEgyptian ties, including President (Abdel-Fattah) El-Sisi’s important call to advance peacemaking, with the Palestinians as well as Arab states.” In his speech at a new power plant in Assiut, 400 kilometers south of Cairo, Egypt’s head of State El-Sisi said he saw “a great chance for a better future,” between Israel and the Palestinians, Bloomberg reports. Akothee fails to impress at the Luo festival Self-endorsed Madam Boss Akothee disappointed hundreds of fans at the 2016 edition of the Luo Festival. Akothee, who landed at Carnivore grounds from a chopper was unable to deliver on all matters vocals. With just a few songs to her name and the crowd looking uninterested in her stint on stage was cut short saving revelers the agony. Portugal saw off the talented Croatia in extra time in the last 16, beat Poland on penalties in the quarter-finals and then ended the great Wales adventure with a 2-0 win in the semi-finals. Every quality that kept them in contention - but never earned the plaudits - was on show in Paris as they inflicted on France what Greece had inflicted on them at Euro 2004. With goalkeeper Rui Patricio heroic and defenders Pepe and Jose Fonte outstanding, they frustrated France, growing in threat and strength as a largely tedious final ran on. “First of all I’d like to thank God for being with us, my wife, my mother, my grandson. My father wherever he is, he’s probably having a few beers. Cristiano Ronaldo is an amazing example. Today he tried to remain on the pitch. He was very strong in the locker room, he helped all of the boys, that’s the definition of teamwork. Tusker stretch lead as Homeboyz halt Gor Rwanda international Meddie Kagere scored on his first start since making a sensational return to Gor Mahia but his goal was not enough to give the reigning league champions victory against Kakamega Homeboyz who fought back to force a 1-1 draw at Moi Stadium, Kisumu. Kagere was thrown straight into the mix after signing for Kogalo in midseason and he didn’t take long to show his undoubted worth, scoring the opener for Kogalo in the 12th minute after a surging George Odhiambo placed the ball at the near post and Kagere slotted home. It was the first clean attack in the opening half and the only shot on target for Jose Ze Maria’s side who bossed the visitors but were unable to add to their advantage. Homeboyz had a goal disallowed in the 19th minute when fullback Athman Buki headed home from a free kick but he was adjudged offside. Homeboyz would also muster only one shot on target in the entire half, the dangerous Andrew Murunga shooting straight at Oluoch just before the interval. Despite controlling huge possession, the hosts were unable to add on to their lead with Jacques Tuyisenge heading just wide a cross from Innocent Wafula at the stroke of half time.

The second half was as bereft of chances as the first one, George Blackberry having the first go with a long range effort that went just wide in the 56th minute. Strength from the bench Both sides turned on to their bench as tired legs started to show, Amos Nondi coming on for Gor Mahia while David Odhiambo made his debut for the tireless visitors. It was Odhiambo who almost made immediate impact, coming close in the 65th minute with a shot from a tight angle that rolled nervously across the face of goal with Oluoch beaten. Kagere, who had been tightly marked after scoring his goal, was substituted with 20 minutes to the final whistle with Baron Oketch coming on. Portugal overcame the early loss of captain Cristiano Ronaldo to beat hosts France in the Euro 2016 final and win their first major tournament thanks to substitute Eder’s superb extra-time strike. Real Madrid forward Ronaldo was carried off in tears in the 25th minute at Paris’ Stade de France, eighteen minutes after injuring his knee in a clash with France’s Dimitri Payet. France, the firm favourites, were unable to capitalise on Ronaldo’s absence, although they almost won it at the end of normal time when substitute Andre-Pierre Gignac turned and hit the inside of the post. Raphael Guerreiro hit the bar with a free-kick for Portugal after 108 minutes, but seconds later they were ahead when Eder fired a low, 25-yard drive past keeper Hugo Lloris. Ronaldo, who had given his Portugal teammates animated encouragement in the break before extra time, was offering as much tactical advice as coach Fernando Santos in chaotic closing moments - and he was reduced to tears once more at the final whistle before lifting the

trophy that has eluded his country for so long. Ronaldo has claimed the game’s major prizes such as the Champions League with Manchester United and Real Madrid - but a landmark victory with his country has always eluded him. The greatest disappointment was when, as hosts of Euro 2004, Portugal were beaten 1-0 by rank outsiders Greece in the final at Lisbon’s famous Stadium of Light. Portugal also lost in the World Cup semi-finals in 2006, the quarter-finals at Euro 2008 and the semi-finals at Euro 2012 - and it looked like the curse would strike again when Ronaldo lay on the turf distraught after two attempts to play on through the pain. What a contrasting image it was in the closing seconds of extra time as he virtually took charge of team affairs and light-heartedly bumped into coach Santos, before breaking down in tears when British referee Mark Clattenburg signalled full-time.
