POLICE OFFICERS KILLED AT PROTEST AGAINST SHOOTING OF BLACKMAN IN US
MP wanted over burning of camp linked to murders
P
olice are looking for Mavoko Member of Parliament Patrick Makau over the burning of Syokimau AP camp burning where slain lawyer Willie Kiamni and two others were held before being brutally murdered two weeks ago. The camp was early this week torched by rioters who claim to have been angered by the killing of the trio. Police say the MP is the one who organized the demonstrations to the AP camp. The act has since been conemned with many believing it could compromise ongoing investigations. Detectives are interested in questioning the MP as part of the probe that is also targeting the people who torched it.
Inspector General of Police Joseph Boinnet has said anyone found culpable will be prosecuted. “It is not right at all to burn the AP camp,” the IG said, “those responsible must face the law.” CONTINUED ON PAGE 3

Kenyans in fear of police ‘death squads’ WEEKEND EDITION, JULY 8-10, 2016
T
he recent killing of human rights lawyer Willie Kimani and two others has once again put the Kenyan police in the spotlight. They have been accused of running death squads, a claim they deny. The BBC’s Tomi Oladipo investigated the growing public mistrust of the police, especially among young men.
“My friend had gone to bathe in the river when he discovered there was a body in the river so he called me”. Jackson (not his real name) looks out across the Ol Donyo Sabuk River in Machakos County, about an hourand-a-half drive outside the centre of Nairobi. He and his friends quickly called the police. It was not the first time they had come across corpses in the river. This time, however it was a more high-profile case. “Shortly after, we saw a sack floating in the water,” he continues. “We went to look at it and I noticed the outline of a head so we opened the sack.” Days later they found a third body - the three turned to be a missing lawyer, Willie Kimani, his client, Josephat Mwendwa and their taxi driver, Joseph Muiruri. Post-mortem reports have revealed signs that the men suffered severe torture. The case sparked nationwide demonstrations, with protestors accusing the police of being behind the killings because Mr Mwendwa had brought a case against an officer. Campaigners say this highlights a wider trend of unlawful executions by the police. The force has distanced itself from the case of the dead lawyer, describing it as an isolated incident relating to a rogue policeman. Four officers have been arrested and are in police custody as detectives wrap up investigations. In Nairobi’s Mathare valley, brown tin roofs are interspersed with electricity

and light poles - the lights were set up to help improve security in this notorious slum. Crime is rife there, fuelled by high unemployment but residents say the police are too heavy-handed in their attempts to maintain order. “It’s like it’s a crime to be a young man here,” says Juliet Wanjira. “Stop Police Executions” says the slogan on her T-shirt. “We are losing our young men,” she continues. “We’re left with so many wives and mothers looking for their men.” Ms Wanjira is a campaigner with the Mathare Social Justice Centre (MSJC) which has been documenting the cases of young men shot by the police, they
say unlawfully. Anthony Mburu, another campaigner with MSCJ says he once witnessed four teenagers being shot by police officers. “They were chased by about six policemen. The youths split and ran in different directions but they were each followed by the police,” he says. “One ran to a kiosk and he was shot before he could enter. Another one pleaded for mercy but the police shot him in the stomach. He did not die immediately. As he was struggling for life, the policeman shot him twice.” One mother lost her son also in Mathare last August. She sent her son to check on his brother who was in police custody but she never heard from him again. After searching for three days, she found his body in a mortuary. Witnesses told her that the police had shot him. “He was shot in both eyes, in his cheek and the left side of his chest,” she told me. “We reported it to the police and to the different agencies but I’ve not got any help. They tell me they’ll get back to me but they don’t.” While she has sought justice, others think they will never find it. Another mother who has lost her son in similar circumstances says she did not bother to report her case. “Here in Kenya, who am I to take the case forward?” she asked. “Look at me. I live in Mathare slum. If big people are killed and their cases just disappear, then what about me? If I speak I’ll be killed like a chicken. I’ve left it all to God.” There have been similar cases reported
across the country. The non-governmental watchdog Independent Medico-Legal Unit (IMLU) says the police killed 97 people in 2015 alone. More recently the group says eight suspected robbers, aged between 15 and 26, were shot at close range in April, either while kneeling or lying on the ground. Police crackdowns in the fight against Islamist militants have targeted predominantly Muslim communities around the country in the aftermath of major attacks. Last year, a report by the Kenya National Human Rights Commission described it as “fighting terror with terror” and reported 25 killings. Between 2012 and 2014, three prominent clerics believed to have had links to al-Shabab were killed in the coastal city of Mombasa. Their supporters say police “death squads” killed them. Interior Ministry Spokesman Mwenda Njoka told the BBC that the government is against extrajudicial killings. “It is against the law and that’s a point we don’t need to belabour,” he said. “We have a legal mechanism through the Independent Policing Oversight Authority (IPOA) and other legal forums to address legal measures employed by security agents.” The Mathare campaigners say that of the 40 cases reported to IPOA this year, only one has been dealt with. That adds to the dozens more they say have been unresolved. Kenya’s police spokesman Charles Owino dismisses
the activists’ claims, saying they ignore important facts. “The police are there to protect the common man. So we cannot allow a situation where a group of criminals move around with arms. “These are the people you want to move around with arms and shoot innocent citizens? And then we say there’s no law and order?” He says there might be rogue elements within the police, who are then charged and punished, but insists that the force generally abides by the rule of law. Police reforms have been ongoing but even President Uhuru Kenyatta has expressed concerns that the process has been slow. The perceived culture of police impunity has many worried ahead of next year’s elections, often a time of increased violence. Below are some of the high profile murders that shook the nation. In May 2016 Businessman Jacob Juma was shot dead while driving home. He had been involved in several highprofile legal cases. In October 2013 Muslim cleric Ibrahim “Rogo” Omar was shot dead while driving home. Mr Rogo was alleged to have links with Islamist militants al-Shabab In August 2012 Muslim cleric Aboud Rogo Mohammed was killed in a drive-by shooting. He was from the same mosque as Mr Omar and was also accused of backing al-Shabab In March 2009 human rights activist Oscar Kamau Kingara, who investigated extrajudicial killings, was shot dead in his car as he drove home.

MP wanted over burning of camp linked to murders From Page 1 Four police officers are in custody over the murder of lawyer Willie Kimani, Willie Kimani, his client Josephat Mwenda and their taxi driver Joseph Murimi who were abducted on their way from Mavoko law courts, detained at the police camp before they were taken out and murdered after being tortured. An autopsy report released in court on Wednesday showed that they were tortured, strangled and their skulls crushed in murders described by pathologist Andrew Gachie as “most painful.” Their bodies were discovered in Ol Donyo Sabuk River in Kilimambogo after disappearing for more than a week. “My Lordship, having worked in the area of torture, sometimes we do say that some death can be extremely painful,” the pathologist told the court. Meanwhile a joint memorial service in remembrance of the three was held today ending a week of anger and shock for families, friends, colleagues and relatives over their killings. The ceremony was held at the Consolata Shrine, in Westlands ahead of Kimani’s burial tomorrow in Kikuyu, Kiambu County. MORE ON THIS STORY www.capitalfm.co.ke
New school curriculum to be piloted first before roll out WEEKEND EDITION, JULY 8-10, 2016
The government will pilot the new school curriculum it is preparing before it implements it across the country, Cabinet Secretary for Education Dr. Fred Matiang’i has said. Speaking during a breakfast meeting with the members of National Assembly’s Departmental Committee on Education, Research and Technology at a Nairobi hotel on Wednesday, the CS said the government would also determine the cost of the curriculum before it embarks on its implementation. He said the state was ready to introduce the revised curriculum but the cost to implement it will be determined first. “We will be careful, focused and measured. This government is keen on ensuring that nothing goes wrong during the implementation,” he said. Matiang’i noted that as part of the curriculum development progress, the government will establish a Kenya School of Education, modelled on the Kenya School of
Government to provide continuous professional development for teachers in management, educational foundation knowledge and skills. He said the school would provide continuous professional development for teachers in the management of educational matters. In addition, teachers will be retrained on needs and requirements of the new curriculum. “These will go along with the dynamics of the knowledge based market that a modern and industrialising world needs,” Matiang’i held. Dr. Matiang’i told the Parliamentary Committee that the curriculum reform seeks to identify and nurture talents and abilities of children to address and match the skills and knowledge they require. “Curriculum reform seeks to identify and nurture the talents and abilities of every child to address and match the skills with the dynamics of the knowledge based market in a modern and industrializing world,”
Education Cabinet Secretary Fred Matiang’i. He has said the new curriculum will first be tested before being rolled out.
he revealed. On her part, Chairperson Departmental Committee on education, Research and Technology, Ms Sabina Chege applauded the ministry for initiating the process of curriculum review, saying it would address educational challenges have

High cost of living is Kenyans’ biggest headache The high cost of living in the country is the most serious problem facing Kenya today, according to a recent finding by IPSOS. At a total of 28 percent, inflation is followed closely by corruption at 20 percent with lack of employment coming in third at 15 percent based on respondent interviews during the research that targeted 2076 people. “The proportion of ‘most serious problem facing the country’ has dropped somewhat significantly from November’s survey of 36 percent to 28 percent. The same applies to corruption which dropped from 25 percent to 20 percent,” says the survey. It reveals that corruption as a vice has steadily grown becoming an issue of concern, despite the 5 percent drop. Figuratively, only 3 percent of respondents spoke of it in a 2011 survey during the Grand Coalition government compared to last November’s 25 percent – and this month’s 20 percent – during the Jubilee Government.
The survey, which was also, outlined poor leadership, political instability, hunger and drought and tribalism/ethnic tensions as some of the most serious problems facing the country. Interestingly, the number of people identifying terrorism and insecurity as a serious problem facing Kenya was noted to have decreased – from 12 percent to 3 percent – which is attributed to the lack of a major attack inside the country. “In terms of the country’s main political divide, the only significant contrast is with regard to cost of living/inflation, with somewhat more CORD supporters mentioning it than do those of Jubilee – 32 percent versus 25 percent -, while contrasts on nearly all other issues are minimal.” The two blocks of supporters however tie at 20 percent as far as corruption is concerned. There is fish shortage in Kenya, State admits
June. August.
The government has acknowledged that the country is facing a shortage of up to 800, 000 tonnes of fish, which has informed the massive imports from China. While acknowledging the deficit, Fisheries Permanent Secretary Japhet Ntiba noted that fishing of underage stock was largely to blame, adding that the sector has not been keen in its management. “There has been too much demand for fish yet the stocks have been dwindling. Ninetyfive per cent of Nile perch are being harvested prematurely in Lake Victoria,” Prof Ntiba said. He warned that the fish population will soon be wiped out if people continue to harvest premature fish for quick gains. The revelation that East African Sea Food Limited (EASF) has been importing Tilapia from China for the past three months to address a deficit in Kisumu has been met by outrage from legislators from the fishing regions of the country. On Tuesday, Members of Parliament from Nyanza and Coast threatened to call for a boycott of fish from China, citing health and economic concerns. The MPs said the importation has severely affected fish-
producing regions economically, as hundreds of local fishmongers have been pushed out of business. Ntiba argued that despite agriculture being a devolved function, fishing should be left to the National Government in order to have proper control measures and policies to avert similar crises in future. “Fishing should be a national government function for proper control. We need patrolling to stop illegal practices,” noted Ntiba. The PS said the demand for fish increased significantly after the government rolled out the Economic Stimulus Programme. In 2010, the government set aside Sh2 billion to revitalize fish farming through the Economic Stimulus Programme. He said the national government is considering mainstreaming the sector to allow the counties to provide lists of bona fide fishers. Ntiba said some of the industries that used to process large amounts of fish have closed due to shortage of stock. He said imported fish meet global standards. In 2014, Kenya imported 5,853 tonnes of fish worth Sh640 million. It exported 6,290 tonnes worth Sh2 billion. The PS said between 2,000 and 3,000 tonnes are being imported from countries China, Uganda and India. @wilson_x254 Cord leaders Raila Odinga and Gatundu South MP Moses Kuria enjoy a meal of fish at Ranalo Foods at the city center. The government has now admitted shortage of the delicacy in the country.

Dallas police officers face protesters on the corner of Ross Avenue and Griffin street after eleven police officers were shot during a peaceful protest in Dallas, Texas, USA, early today. Authorities say that five officers have died as a result of their injuries as it appeared that two snipers shot the police from elevated positions during a protest rally in Dallas yesterday. Five police officers fatally shot at US protest Five Dallas police officers have been killed and six wounded by sniper fire during protests against the shooting of black men by police, authorities say. Police are in a stand-off with one armed man in an indoor car park. Three other people have been detained. Gunfire broke out at around 20:45 local time on Thursday (01:45 GMT Friday) as demonstrators marched through the city. The protests were sparked by the deaths of Philando Castile in Minnesota and Alton Sterling in Louisiana. Dallas Police Chief David Brown said officers remained in a stand-off with one armed man at the car park who was firing off rounds with a rifle. He said: “The suspect that we are negotiating with has told our negotiators that the end is coming and he is going to hurt and kill more of us, meaning law enforcement, and that there are bombs all over the place in this garage and in downtown.” Local reports say there has been a loud blast at the site, but this has not been confirmed. Chief Brown said that a woman who was in the vicinity of the man was now being questioned. Police also said officers had intercepted a car after a person threw
a camouflaged bag into the back and sped off. Two occupants were being questioned. Chief Brown said the suspects were all believed to have been working together, using rifles to carry out attacks while the rally was taking place. He added: “We do not have a comfort level that we have all the suspects.” He had earlier said 11 officers were shot “ambush style” by the sniper fire, killing three. Dallas police later tweeted that a fourth officer had died. The Dallas Police Association later confirmed a fifth had died. One of those killed was a transport police officer who was named locally as Brent Thompson, 43. O n e
civilian, named by her family as Shetamia Taylor, was shot in the leg while protecting her children and is recovering in hospital. The police said it appeared that two snipers had fired from “e l e v a t e d p o s it i on s” during the protest rally. “We believe that these suspects were positioning themselves in a way to triangulate on these officers from two different
perches... and planned to injure and kill as many law enforcement officers as they could,” Chief Brown said. The mayor of Dallas, Mike Rawlings, said it was a “heartbreaking moment for the city”. One of the march’s organisers, Rev Jeff Hood, saw people scramble for cover as gunfire rang out. “I ran away from the shots trying to get people off the streets and I was grabbing myself to see if I was shot,” he told the Dallas Morning News. Police had earlier issued a photo of one man with a rifle slung over his shoulder, saying he was a suspect. Police later tweeted that he had handed himself in. A man identifying himself as his brother told local TV that his brother was not involved and US media later reported that the man had been released from custody. Flights over Dallas have been restricted. The Dallas protests were among several held across the US over the police use of lethal force against African Americans. Philando Castile
was shot dead at a traffic stop in St Paul, Minnesota , on Wednesday, while Alton Sterling was killed by police a day earlier in Baton Rouge, Louisiana. Both incidents were captured on video, reigniting what has become a national debate. US President Barack Obama said “all fair-minded people should be concerned” about the frequent police killings of black Americans. Pointing to statistics showing AfricanAmerican citizens are far more likely to be shot by police than whites, Mr Obama called on law enforcement to root out internal bias. “When incidents like this occur, there’s a big chunk of our fellow citizenry that feels as if it’s because of the colour of their skin, they are not being treated the same,’’ he said. “And that hurts.” But Mr Obama also said there was “extraordinary appreciation and respect for the vast majority of police officers who put their lives on the line to protect us every single day. They’ve got a dangerous job. It’s a tough job.” The Officer Down Memorial website says 53 US officers have died in the line of duty in 2016, 21 of them as a result of gunfire. The toll does not include those killed in Dallas.

there was a clear winner in the battle to become the next leader of the Conservative Party, and thus Britain’s next prime minister. In the second ballot on July 7th Theresa May, the home secretary, secured the support of no fewer than 199 of the 330 Tory MPs. Her challenger, Andrea Leadsom, the energy minister, got 84. In third place was Michael Gove, the justice secretary, with 46 votes; he now drops out. May and Leadsom will now go forward to a postal ballot of all 150,000 or so Conservative Party members, the result of which will be made known on September 9th. On the face of it, Mrs May should win easily. She has backing of the overwhelming majority of Tory MPs and well known. www.economist.cm
Harsh realities of a weakened pound: Since
Britain voted to leave the EU in June’s referendum, sterling has taken a battering. Against the US dollar, the pound has fallen to a 30-year low, trading on Thursday at $1.29. This was 13 per cent lower than the $1.48 rate that prevailed before it became clear the Leave campaign would win. Because Brexit has also hit the value of the euro, the composite value of sterling, weighted by Britain’s trading relationships, is down 11.4 per cent to lows not seen since 2011. But while the moves in sterling’s value are clear, what it means for Britain’s economy is far less certain. In recent months economists have made many predictions about the effects of Britain’s exit from the EU.

France favourites to win Euro 2016 final against Portugal After beating World Champions Germany to book their place in the Euro 2016 final, hosts France are now being seen as the favourites in the contest against Portugal for the continent’s most coveted international trophy. France emerged 2-0 victors over the Germans at the Stade Velodrome in Marseille, courtesy of an Antoine Griezmann brace. The diminutive Atletico Madrid forward has emerged as the host’s greatest threat and biggest weapon at the tournament scoring six goals in as many matches. He superbly converted a first half penalty by sending Germany goalkeeper Manuel Nueur the wrong way before reacting coolly again to seal the win in the second half after Neuer failed to deal with a Paul Pogba cross. He was also the star-man for the hosts in the last 16, helping France from a goal down to see off the Republic of Ireland. But despite that performance, he remains measured about the contest with Portugal in Paris on Sunday. “Against Portugal, it’s 50-50, anything can happen in a final, it’s a one-off game,” Griezmann who is on course to win the golden boot said. Against Germany, France were dominated but luck or individual brilliance made the difference. The hosts seized their chances and put themselves on course to win their fourth major tournament and their third on home soil after Euro 1984 and the 1998 World
Cup. “It was a very tough game. Germany really made us suffer,” France manager Didier Deschamps said. “But we never gave up. And we suffered together -- the players on the pitch, the fans in the stands and watching at home. And that saw us through. And the manager now wants to make the home fans even happier. “We made history tonight. We don’t have
the power to solve all the problems of the French people, but we can generate happiness and confidence. And that’s important,” he said. Both sides head to Paris without any red cards or suspension meaning Fernando Santos will have a full squad to choose from as they seek to win their first European crown. William Carvalho, suspended against Wales for Wednesday’s semifinal will be back to the starting line-up while defender Pepe could recover in time for the ultimate final. Star player Cristiano Ronaldo is regaining his confidence and scored the first goals before providing the assist that Nani guided home for their second against Wales. Pundits say the Portuguese will have to remain highly disciplined in their clash with the hosts, sitting back to absorb pressure and wait to hit on the counter given the pace of both Nani and Ronaldo upfront. But the French now have the confidence they needed to face any opponent having seen off World Champions Germany 2-0 and the support of the twelfth man will also come in handy for Didier @peterx254 Deschamps side.

Ronaldo equals Platini’s Euro scoring record Cristiano Ronaldo equaled Michel Platini’s record of nine goals at the European Championship finals with a powerful header against Wales in the Euro 2016 semi-final on Wednesday night. Platini’s hold the record as the all-time European Championship top scorer after he scored nine goals in the space of five games at the 1984 finals in France. But Ronaldo has reached that tally while establishing another new mark on the way. In the 3-3 Group F draw
with Hungary he set a record of 17 finals appearances in the competition and, with his first strike that day, also became the only player to score in four different UEFA EURO tournaments, following goals in 2004, 2008 and 2012. If that was his seventh finals goal, the 31-year-old’s second against Hungary took him to the brink of catching Platini. After setting up the winner in the round of 16 against Croatia and also netting in the quarter-final shoot-out versus Poland, the
forw ard’s latest feat was then confirmed in Lyon with his third strike of this tournament – on what was his 20th UEFA EURO outing – putting him on a par with the great French No10. “It’s nice to break records but the most important thing was to reach the final, for the coaching staff and all my teammates,” Ronaldo said af-
ter the match. “I have broken many records and I will continue to do so, but the important thing was we made it through to the final.”
Bale: Wales have no Euro 2016 regrets Gareth Bale says Wales “can have no regrets” after a 2-0 loss to Portugal in the Euro 2016 semi-final ended their hopes of a first major tournament win. Two goals in three second-half minutes sealed their fate in Lyon. “We have to be proud of ourselves,” the forward said. “We have given everything on the pitch and off the pitch and tried to enjoy the experience.” Prime Minister David Cameron said Wales had “inspired a nation and made Britain proud” with their exploits in France. First Minister of Wales Carwyn Jones said he was “sad it’s over” but “very proud again”. Chris Coleman’s side upset the odds to reach the last four as the likes of England, Italy, Spain and Croatia were knocked out in earlier rounds. But he admitted: “It hurts that we lost. The players are gutted, but they need to look back and see they have done their country proud.” Reaching the semi-finals was a historic moment for Wales. Their previous best tournament result came in 1958, when they reached the quarter-finals of the World Cup in their last appearance at a major finals. After a goalless first half, Cristiano Ronaldo broke the deadlock on 50 minutes with a magnificent header. Three minutes later, his shot was diverted past Wayne Hennessey in the Wales goal by Nani. Wales began the tournament as one of the outsiders but caused a shock by topping Group B, finishing above England despite losing to their neighbours. They then edged past Northern Ireland in the last 16 before upsetting a highly regarded Belgium side 3-1 in the last eight. Their exploits earned rave reviews back home, securing a good luck message from the Prince of Wales before Wednesday’s game against Portugal. Footballers past and present, politicians, celebrities and other sportsmen and women were also full of praise for the Wales team. Welsh rock band The Manic Street Preachers, who performed the country’s Euro anthem Together Stronger, tweeted that the campaign had been “a beautiful dream” and thanked the team from “the bottom of our hearts”. Wales players had started referring to their fans as ‘The Red Wall’. Coleman admitted a real sense of hurt but was proud of the performance. “I have a dressing room full of disappointment unfortunately,” he said.

Kenya to dethrone Nigeria, Egypt as Africa top ICT hub Kenya is eyeing a top position in terms of internet connectivity and usage in Africa with the country gearing to beat Nigeria and Egypt, which are considered giants in the industry, according to a report by research group, Statista. The government has said it is addressing internet infrastructural challenges that have hindered the ICT sector thereby making it less convenient and productive. Information, Communications and Technology Cabinet Secretary Joe Mucheru said the government has created an enabling environment to make the country a continental leader in the industry. “The ICT ministry is fully committed to the illustrious journey of tackling infrastructure challenges of connectivity as a strategy to position the country as the industry leader in the continent, by establishing vibrant sector management structures and giving policy guidelines,” said Mucheru. He said the policies included the launch of four submarine cables (TEAMS, SEACOM, EASY, and LIONS) and the roll out of ICT innovation hubs with free Wi-Fi in the 290 constituencies by June next year. Early this year, Kenya was ranked third after Nigeria and Egypt in terms of internet usage by Statista, one of the world’s largest statistics portals. According to Statista’s report, as of January this year, Nigeria had 91.21 million internet users followed with Egypt with 48.3 million while Kenya had

Business owners registered high sales as Muslims marked the end of Ramadhan characterised by celebrations and shopping spree. Since the beginning of the Holy Month on June 6, businesses had slowed since millions of Muslims around the world marked Ramadan, a time when faithful go into intense prayer, dawn-to-dusk fasting and good deeds. However, businesses across the country bounced to profitability on Tuesday when the Holy Month came to an end as business owners registered an uptick in sales. Among the businesses that benefited most from the jump in sales were supermarkets, shops, as well as flower businesses. Boutiques also registered a jump in sales as Muslims bought clothes for the less fortunate. President Uhuru Kenyatta had announced that July 7, 2016 would be a national Holiday to allow the nation to join its Muslim brothers in marking and celebrating Eid-al-Fitr and wished all Muslims not only in Kenya but across the continent an Eid Mubarak. Muslims believe Ramadan to be the month in which the first verses of the Quran, Islam’s holy book, were revealed to the Prophet Muhammad more than 1,400 years ago. During the month, Muslims abstain from eating, drinking, smoking and sex from sunrise to sunset to focus on spirituality, good deeds and charity. @enock _x254
ICT Practitioner’s Bill did not come from my Ministry, says Mucheru The Information, Communications and Technology (ICT) Ministry has distanced itself from a Bill seeking to have all ICT practitioners licensed before being allowed to operate in Kenya. According to ICT Cabinet Secretary Joe Mucheru, the Bill is a Private Member’s Bill and does not originate from his Ministry. “It has come to the Ministry of Information, Communications and Technology’s (MoICT) attention that an Information Communication Technology (ICT) Practitioners Bill, 2015 was debated in Parliament on July 06, 2016,” reads a statement from the ICT Ministry.
“The Ministry would like to clarify that this ICT Practitioners Bill is a Private Member’s Bill, which, whilst dealing with the ICT sector, does not originate from the ICT Ministry and does not represent the Policy Position of the Government of Kenya,” Mucheru said in a statement. The Bill -- which was brought to parliament by Majority Leader National Assembly Aden Duale and has already passed the first reading -- stipulates that for one to be eligible for registration, one should be a holder of a Bachelor’s Degree and have at least three years’ relevant experience. According to the CS, the Bill does not match that of the ICT draft policy which the Ministry intends to introduce after undergoing public participation. “Separately, the ICT Ministry is undertaking a review of ICT policy guidelines and a draft policy document is on the Ministry website for purposes of public consultations,” said the CS. “The ICT Ministry welcomes the public’s views and notes that, as is, the ICT Practitioner’s Bill is not congruent with the draft policy,” he said. @enock _x254

Vision 2030 will succeed despite challenges, says delivery board
WEEKEND EDITION, JULY 8-10, 2016
BIZ BRIEFS Barclays pledges Sh18bn to boost shared growth Barclays Africa has reaffirmed its commitment to economic and socioeconomic growth on the continent through its Shared Growth Strategy, pledging more than Sh18 billion in development funds. The financial services group has pledged $93 million (Sh9.4 billion) to improve skills development and access to quality education. The group has also pledged to raise $89 million (Sh9 billion) to help small and mediumsized African businesses succeed and grow, and to ensure that more people have access to digital and non-digital financial services across the continent. Barclays Africa Group Chief Executive Maria Ramos said the lender is applying its substantial resources to provide innovative commercial products.
Vision 2030 Board Chairman James Mwangi has said the country is on the right track in attaining its development goals with most projects ahead of schedule despite a number of challenges that the board is currently facing. According to the board, cartels in various sectors of economy, wrangles between National and County governments as well as political unrest were ranked the key challenges hindering the country from attaining its Vision 2030 goals.
However, Mwangi is optimistic that the country is on the right track having experienced a growth in the number of Kenyans that have access to electricity which is over 52 per cent and the construction of the Standard Gauge Railway that is about 75 per cent complete. “Over the first two Medium Term Plans, the country has set the foundation for the proper take off of other projects across the three Vision 2030 pillars, having largely focused on projects that are enablers,” Mwangi
said during a consultative meeting between the Vision 2030 Delivery Board and the Editors Guild, a media sector regulator. He says the on-going Lamu Port and South Sudan Ethiopia Transport (LAPSSET) Corridor, signing of a Memorandum of Understanding (MoUs) for the railway and pipeline projects between the government of Kenya, Ethiopia and South Sudan are a clear indication that Vision 2030 will succeed. “The progress in these and other

Kenya to help implement interregional timber trade
African member states will establish a secretariat to oversee the effective implementation of the Zanzibar Declaration and Bilateral Timber Trade Agreements, with Zambia also becoming a signatory. Member states of the declaration are Kenya, Uganda, Mozambique, Madagascar, mainland Tanzania and Zanzibar, under the umbrella of Southern African Development Community and the East African Community. They agreed that a secretariat should effectively manage the day-to-day activities pertaining to implementation. The Head of Wildlife Trade Monitoring Network (TRAFFIC) Julie Thomson, said the action points were arrived at after analyzing common challenges faced by countries involved in timber trade.

projects show that we are firmly on track to achieving the Vision 2030 goals,” Mwangi said. On his part, Vision 2030 Delivery Secretariat Director General Gituro Wainaina expressed optimism in attainment of the socio-economic and political goals set to be accomplished in the next 14 years. “From the LAPPSET project, roll out of digital literacy programme, setting up of Huduma Centres and construction of new courts, you can clearly see Vision 2030 has been on the ground striving to ensure that Kenya transforms into a newlyindustrializing, globally competitive and middle-income country,” Gituro said. He noted that the Southern Bypass has significantly improved transport sector over the last five years with projects under infrastructure development recording high levels of success. “The Road 2000 program had very high success levels of up to 215 percent as 4,216km of roads were improved against a target of 1,960km. The programme coverage increased from 37 sub-counties in 2007/2008 to 150 by 2 014,” Wainaina said. He ascertained that the ongoing Outering Road construction is set to be completed in 2017 after the government secured Sh11billion mortgage from the African Development Bank (AfDB). @encok_x254
KRA exempts D-REIT investors from income tax Investors who will purchase the recentlylaunched Fusion Capital D-REIT will not pay tax on their earnings, the country’s revenue collecting institution has said. According to a letter from the Kenya Revenue Authority (KRA) to Fusion Capital, the DREIT, which is the first development REIT in Kenya, had been evaluated and given a tax exemption certificate. “Evidently, the exemption showcases the government’s willingness to champion the REIT model in this market, without a doubt the exemption will drive many investors to buy into the REIT,” said Luke Kinoti, Fusion Capital Group CEO as he acknowledged KRA for the tax exemption approval. The tax exemption order by the tax man is the second in the market after the Stanlib I-REIT and is in line with the government’s policy of deepening the capital markets and enabling financial inclusion for a wider segment of the population. “Furthermore, these attractive regulations will entice more investors to float REITS for different projects across the country thus enabling many Kenyans to own a slice of the lucrative real estate market,” the Fusion Capital CEO further explained. Mr.Kinoti also lauded key organs of Government including the National Treasury, Capital Markets Authority,
Retirement Benefits Authority, Kenya Revenue Authority and market operator Nairobi Securities Exchange for their commitment to deepening the Capital Markets and financial inclusiveness. The listing of the Sh2.3 billion Fusion Capital D-REIT offer which opened two weeks ago with some 100 million units going on sale at Sh23 each is set to close on July 28, 2016. Cash raised through the offer will be used to develop Greenwood City, an upscale, high potential development in Meru County that comprises a shopping mall, an upscale office block and apartments. A D-REIT is a tax-efficient, listed collective investment instrument that allows investors to pull capital to develop large scale real estate properties. Investors will benefit from capital appreciation during the construction period. The units in the REIT are traded on the NSE under the recently launched Restricted Main Investment Market segment. Investors can realize gains through sale of units on the secondary market or REIT distributions following the sale of an asset. In the case of Greenwood City, the REIT will look to exit to a yield investor around Q4 2017. The D-REIT is a closed-ended fund, which means investors can only exit through the secondary market at the NSE. @kevin_x254

Alexander Forbes Retirement Fund has reported a strong return for its contributions in 2015, despite a difficult market for investors. The Fund, which now has over Sh17.5 billion in assets under management, managed to outperform the market despite the poor performance at the stock and fixed income securities that resulted in low returns for most retail and institutional investors in 2015. The year 2015 was challenging for the equities market, resulting in a record 14 companies that are listed in the Nairobi Securities Exchange (NSE) issue profit warnings. At the same time, volatility in the interest rates towards the end of the year made investing in fixed income securities difficult for long term investors. As the fund continues to grow and provide retirement and related benefits for its members, it has made steps to meet the emerging and anticipated needs of its members. This year, the fund has launched several new initiatives in the fund including an Income Drawdown
Investment Plan which is a retirement withdrawal plan offering members flexibility in how they utilize their retirement benefit. Members signed to the product can draw down up to 15% of their accumulated Fund every year for their use. Further, by keeping their retirement fund invested, albeit conservatively, the member’s accumulated income has a chance of keeping pace with inflation over the long term. Members can even bequeath the balance of their retirement plan to chosen beneficiaries in the unfortunate event of their death and have them continue the drawdown investment plan. This product, the institution believes, will go a long way towards providing alternative and more suitable solutions to members once they reach retirement. Today, the fund has launched a Post-Retirement Medical Plan that is expected to cushion members from medical expenses that are characterized by a significant increase every year. It has over time
been noted that the cost of accessing good quality medical care becomes increasingly prohibitive as people age yet that is the period that the medical cover is most useful to them. This new plan will enable members to save money whilst they are working to create a pot that will fund their medical cover in retirement. The product is aimed at making a positive impact to the members of the fund. In addition, the Fund has also launched its second property development dubbed 1424. The new commercial development is a project worth sh. 2.5billion. On completion, the building will have a total build area of approximately 20,000 square meters with a total of 449 parking slots in the 4 basements. The commercial property is expected to generate superior rents as it targets high quality tenants. The Fund’s contributors will earn returns through capital appreciation of the property. The facility is poised to be a great landmark that will enhance the growth of the fund’s members. @kevin_x254

Francis Kaguri, a Kitale-based seedling planter, has bagged the Sh23, 829,131 SportPesa Jackpot. The 34 year-old, who distributes seedlings in various towns all over the country, joined Sportpesa last year after his younger brother introduced him to
the game. His greatest victory up until winning the Jackpot was Sh15, 500 from a ‘multibet’ he won last week. The winner has urged betters to be keen while placing their bets and should do it as a leisure activity, not a full time job.
Francis Kaguri is awarded Kshs 23,829,131 by Esther Kangethe. The single seedlings planter from Kitale won the jackpot this week.
He says he will use the money to venture into the real estate business, improve his seedling business as well as get married over the next two years. “I plan to buy plots and also expand my seedling business with the money,” said Kaguri. The middle-born in a family of eight still lives at his parents homestead and has set up his seedling farm on a piece of land in front of their home. So far, SportPesa has awarded a total of over Sh200 million to Jackpot winners. Since its inception two years ago, the betting company has helped create interest and generate awareness about local and global sports through participation by various audiences. SportPesa is currently ranked Africa’s number 1 sports betting platform and is the official sponsor of the SportPesa Premier League in Kenya. @enock_x254

IT TAKES GRACE FOR ARTISTES TO DO COLLABORATIONS Gospel musician Eko Dydda has had a whirlwind year. In between consistently releasing new material every month and doing shows every week XACCESS had the chance to catch up with him and take a peek at what else he has planned
W
hat have you been up to? So many things! I have a new single that was released 3 weeks ago and this year I’ve actually been releasing a song nearly every month. I did ‘Haina Budi’, then I did ‘Yesu Ndiye Kusema’, ‘Straight Outta’, and then ‘Lion of Judah’. Most of my songs are on YouTube and in the media but I’m working on other ways that fans can get access to my singles. Are there any new collaborations with other artistes we can look out for? No, no collaborations with other artistes any time soon. I’ve done one this year but in 2014, for the entirety of the year, all I did was collaborations. I only released one single that I worked on on my own but the rest were features with other musicians. So since last year it’s been tough for me to do another collaboration because a lot of chemistry
is required to do a successful song. It takes Grace for artistes to do collaborations especially gospel artistes because it’s not business as usual, at the end of the day you are really giving thanks to God. Are there any artistes you would love to work with in future even though you are not doing any collaborations right now? I’m a huge fan of so many artistes. There are so so many musicians out there I would love to work with and whose music I personally like. I actually like other people’s music more than I even love mine. So you never sit down and just listen to your music? I do, but I just love other artistes’ music. It’s like with cooking, you get used to your own cooking so much that if you tasted someone else’s food you’d probably think it was better than yours. Even when I win awards I tend to
think other artistes are better, I’m favoured. The only thing I like exclusively is driving. I’d rather drive myself everywhere I go, I’m even apprehensive about getting into matatus. What did you think of the Groove Award winners? I like what happened this year. The winners definitely deserved to win. Mercy Masika is just a dope artiste and her return has just been something amazing to see. I’m a big fan of hers. What are the major changes you’ve seen in the industry since you started out? There are a lot more artistes doing gospel music than there were when I was coming up. When we talk of airplay on the radio 60 per cent being local content and 40 percent being international music; most of the local content is gospel music. The other change I’ve seen in music is the quality, we have the
K-Krew to launch Kubamba Radio
The K- Krew, popularly known for its gospel music ministry through Presenter ‘Njugush’, Deejays such as DJ Moz, DJ Soxxy, DJ Johny Celeb on K24 TV and Citizen TV has announced the launch of a radio station dubbed ‘Kubamba FM’. The new radio station, will minister and play local and international music to represent Christ Jesus to the fullest. With the huge following that the various presenters and Deejays from the K-Krew enjoy, it is anticipated that the radio
best visual directors and best facilities. The industry has grown. Would you ever consider working with a secular artiste? In regard to music, I would have to say no. For me music is sacred. But I don’t place any judgment on those who do that. Which is the most memorable show you’ve ever performed? Every new show to me is always memorable. Every time I perform I think that it’s special, something special is happening. The fans, the chemistry with the crowd and God make every show off the hook. Where can your fans see you next? I have so many shows planned, I have one in Eldoret and the whole of this weekend. Gospel shows are everywhere even though many of them are not advertised.

Madonna’s daughter makes modeling debut, credits mom for inspiration
Madonna’s daughter, Lourdes “Lola” Leon, is all grown up and part of the new campaign for Stella McCartney’s latest fragrance, Pop. “My mom has helped me so much, she has great style and she’s an amazing dresser.” The mother-daughter duo admire each other’s fashion sense so much that they have a clothing line together called Material Girl, but Leon went solo to become the face of Pop. Leon’s decision to do the ad might have to do with her mother’s close relationship with the designer.

France end their Germany hoodoo
H
osts France advanced to the Euro 2016 final with their first victory over Germany Antoine Griezmann, the tournament’s top scorer, made the decisive contributions in each half to set up a final against Portugal at the Stade de France on Sunday. Griezmann scored from the penalty spot right on half-time when Germany’s Bastian Schweinsteiger was penalised for handball by Italian referee Nicola Rizzoli in an aerial challenge with Patrice Evra. France held out against German pressure before Griezmann settled the destination of a pulsating semi-final with 18 minutes left when he turned in from close range after keeper Manuel Neuer could only half-clear Paul Pogba’s cross. Joshua Kimmich then hit the woodwork for Germany and also saw a header brilliantly saved by France keeper Hugo Lloris - but there was no way back for the World Cup holders. “We haven’t only had easy games. Germany were and are still the best side. We did what we needed to do. We were clinical, and Lloris was great when we needed him to be,” noted coach Diedier Deschamps. France made a slow start to Euro 2016 but there was a real sense inside Marseille’s vast Stade Velodrome that Didier Deschamps’ team are now being carried towards the finishing line in Paris on Sunday by a national tide of emotion. It was, of course, during a friendly between France and Germany at the Stade de France, which will stage Sunday’s Euro 2016 final, that the first explosions were heard on the night of the Paris attacks in November in which 130 people died and hundreds of others were wounded. Fourteen players who started that night were in the line-ups that took to the field here in Marseille. The atmosphere inside the Stade Velodrome was electric after a day of searing temperatures and the togetherness now felt between France’s players and their supporters was summed up in one moment in the second half. Germany were applying pressure in an attempt to claw back a 1-0 deficit when the whole ground erupted into a rous-

ing chorus of national anthem La Marseillaise to urge their team on. One more task remains against Portugal on Sunday - the whole of France expects. “I’m delighted for the players. It was a tough game against a team that made us suffer but we suffered together. We are in a final. We have our chance and Portugal have their chance too. It’s not as if just because we’re hosts and have knocked out Germany that gives us extra power. Portugal believe in themselves, and we believe in ourselves. It’s still very open,” France coach Didier Deschamps said. Antoine Griezmann carried the hopes of a nation into Euro 2016, the diminutive Atletico Madrid forward seen as their greatest threat and biggest weapon. And how the 25-year-old has delivered, making light of the burden of
expectation to emerge as a talisman and match-winner, taking his tally for the tournament to six - the same number of European Championship goals as Thierry Henry, whose tally came across three tournaments. Griezmann may not yet be in the class of Lionel Messi, Cristiano Ronaldo and Luis Suarez but every performance here at this tournament pushes him closer to that bracket. He made the difference with two goals when France were trailing to the Republic of Ireland in the last 16 to wrestle the initiative away from Martin O’Neill’s side and here, on an even bigger stage, he was the game-changer once more. Griezmann had already tested Neuer with a low shot after a slick exchange with Blaise Matuidi and even during a period of complete German domina-
tion in the first half, he never let the World Cup holders relax. He put his pressure penalty away with assurance right on half-time then reacted coolly when Neuer could not deal with Pogba’s cross. Griezmann has a superb first touch, links play with quality, is an all-round team player and scores vital goals. He is the complete package. He is carrying France alone in attack at times as Olivier Giroud continues to struggle, with the France supporters now increasing the volume of criticism, but with Griezmann there is always hope and he will be their inspiration again in Paris on Sunday.
“I’m very pleased. We knew it would be very tough and we held firm defensively, our keeper played very well. We have to rest up well and already start thinking about the final. We will start training for it tomorrow,” said the former Real Sociedad man. Germany have failed to follow France and Spain in doing the double of holding the European Championship and World Cup at the same time. They have been the scourge of host countries in the past, defeating six at the semi-final stage in major tournaments, including England at Euro 96 and, most memorably, thrashing hosts Brazil 7-1 at the 2014 World Cup.
