he work of the Joint Select Committee on electoral reforms could face another hurdle when it is presented to Parliament today after Speaker Justin Muturi threatened to disregard it for failing to meet its deadline. The select committee finalized its work yesterday, the day when its deadline to present their report to MPs lapsed. And Mr Muturi has already said that any work presented to the house by the committee upon expiry of its date will be null and void. “The committee was given 30 days to do its work, for them to purport to be doing something else, the House will deem that they are just entertaining themselves,” Muturi said yesterday
during the afternoon session. He said any extension of days for the work of a committee must first be approved by the National Assembly and valid reasons given for such request of more time. “If we find out that the committee extended its mandate without the approval of this house then we will have nothing to discuss as far as the report is concerned,” he said. The report of the select committee was supposed to be tabled in parliament for debate yesterday. Chairman Legal Affairs Committee Samuel Chepkonga urged the speaker not allow the debate of the report as the committee has breached the resolution reached with Parliament that led to its formation. “Mr Speaker, the report of the select committee should not be discussed in this house may be elsewhere as it has operated beyond the timeline it was given,” Chepkonga said. “I expected the leader of majority to table the report today but I haven’t seen it so far. It therefore means that the committee has breached the rules of this house that appointed them,” added the Ainabkoi MP. The select committee that was chaired by Senators James Orengo and Kiraitu Murungi finalized its work yesterday when it consensus on all the contentious issues. State backs Senate Bill on gender rule
Attorney General Githu Muigai and Gender and Public Service Cabinet Secretary Sicilly Kariuki during a joint briefing of the government’s efforts to ensure two-thirds gender rule is in place before next year’s election. Prof Muigai told journalists that they are still committed to the course and that the government fully supports a new Bill by the senate seeking the implementation of the two-thirds gender principle. “We view this Bill on the urgency needed and have put mechanisms to lobby the legislators to the end,” he said.

Mandera County to petition State over teachers crisis Mandera County has threatened to petition the national government next week over the mass movement of teachers out of the county since 2014 after terror attacks that killed 28 people in the region. Most of the victims of the December attack were teachers returning to Nairobi for their holidays. The incident sparked a mass exodus of the tutors causing a crisis in schools. And now, Mandera Governor Ali Roba wants to petition the state over the matter. He said since 2014, the national government has not solved the situation and the county government continues to hire Untrained Teachers(UTs) mostly form four leavers to teach the pupils. Appearing before the senate public accounts committee yesterday, Roba revealed that the county government spend Sh9.8million every month to pay untrained teachers hired by the county government. “It’s an issue that we have been dealing with as a county and the Teachers Service Commission (TSC) has not been ready to help, we ask this committee to help us so that the national government can deploy teachers to Mandera,” Roba said. The governor said it can no longer be business as usual and they will formally petition the senate to help them. “It cannot be verbal engagement anymore, next week we will formally write to the senate to help us reach to the national government over this issue of teachers,” he added. Committee chairman and Kisumu senator Anyang’ Nyong’o told the governor to make the request formal to the senate and they will deal with it. Trans Nzoia Senator Henry ole Ndiema said the national government should compensate Mandera County for carrying out a function not meant for them. “The national government should refund all the money that has been used by the county government to pay teachers during that period as education is a function of the national government,” Ndiema said. @sam_x254
Publishers now want VAT on books scrapped Publishers have asked the government to scrap the taxation on primary and secondary textbooks, saying parents can no longer afford to purchase the learning materials because they have become expensive. Through the Kenya Publishers Association (KPA), they want the 16 per cent taxation on the text books scrapped and a new tax policy that is ‘sector oriented’ developed. KPA Chairperson David Waweru said the 16 percent VAT imposed on the text books has contributed to a declined in performance of schools and students due shortage of books. “While books are not the only factor that influence student learning outcomes, their unavailability deprives students of learning resources and an opportunity to develop good reading habits,” he told a press conference in Nairobi. “Lack of enough books also deprives teachers the much needed teaching support,” he added. He asked Treasury Cabinet Secretary Henry Rotich to re-consider his position of the textbook taxation alleging that the resultant effect of fiscal policy may led to decline in the literacy of @hillary_x254 school going children.
Governors oppose plans to revert free maternity to NHIF Governor have vowed to oppose attempts by the national government to move Sh4.2 billion free maternity cash to the National Hospital Insurance Fund (NHIF). The county chiefs allege that reversing the free maternity to the national insurer, is scheme to mutilate devolution. While addressing a press conference at the Council of Governors (CoG) headquarters in Nairobi, CoG chairman Peter Munya, his vice John Mruttu (Taita Taveta) and Marsabit’s Ukur Yattani demanded that the status quo be retained to facilitate continuity of the current financial arrangement in which counties are reimbursed monies used on maternity services, which is a national government function. “The council insists that in the current financial arrangement of conditional grants through the County Allocation of Revenue Act 2016, these funds are sent to Counties on reimbursement basis,” Mr Munya said. “Transferring the cash to an insurance scheme comes with legal challenges and we require a discussion between ourselves and the national government. We insist that that the programme continues to run the way it is and that the national government to pay for all the dues that has accrued,” he added. According to the Meru governor, counties continue to face many health challenges with the national government owing them about Sh2 billion in reimbursements for monies already spent in the programme.

Early this month, Health Principal Secretary Nicholas Muraguri revealed that NHIF would pay for deliveries in public, faithbased and private hospitals to increase transparency of the programme. Muraguri said that the state plans to use Sh4 billion this year to pay for one year NHIF insurance for pregnant women and those from poor backgrounds.

South Sudan VP ready to relinquish position to Dr Machar South Sudan’s First Vice President Taban Deng has agreed to relinquish his position to rebel leader Riek Machar for the sake of peace in the conflict riddled country. Deng said in Nairobi today that he is willing to give up his position to Dr Machar if the opposition chief returns. He however dismissed reports that his appointment to replace Machar was illegal. “Chapter 6.4 of the peace agreement stipulates how a vacancy is to be filled if it occurs. I was nominated by the opposition and consequently appointed that is not illegal,” Deng said. He reiterated that peace agreement is not about President Salva Kiir nor Machar but the people of South Sudan. “We cannot delay the implementation of peace agreement due to the absence of Machar. I’m capable to hold the position and if Machar comes ready for peace then we shall discuss that,” Deng said. He also announced that the perennial war witnessed in South Sudan may come to an end finally following the announcement that the country might have a united army by May next year. While addressing journalists at a Nairobi hotel, Deng said the existence of parallel army allied to the opposition leader and President respectively has been the major cause of war in the country. Deng who was in the country to brief President Uhuru Kenyatta on the progress of the implementation of peace agreement in South Sudan said President Salva Kiir have ordered all commanders to work on uniting of the army. “The existence of parallel army in the country have always brought crisis to us but we have agreed that by May next year we will have one united army. This is big achievement for us as far as the implementation of peace agreement is concerned,” he said. “The troops are not well trained but are heavily armed, this has brought a lot of problems for us,” he added. He warned Riek Machar against rekindling any kind of war in South Sudan saying such attempts will have serious consequences. “I want to tell Machar wherever he is that he should come back and end cease fire because all we want is peace but I want to tell him that he cannot take over Juba because there is army manning Juba and they will always protect Juba,” he said. The VP also refuted claims that the Government of South Sudan wants to kill Machar saying they are unfounded. “Nobody is willing to kill Machar but if he resort to violence, he should know that there are consequences for that,” Deng said. @sam_x254
Lawmakers in plans to use CDF cash to pay board teachers The government might begin spending cash from the National Government Constituencies Development Fund to pay teachers under school boards in schools with shortage of tutors. National Assembly CDF Committee chairman Moses Lesonnet announced that plans are under way to have the fund pay hospital bills for those vulnerable through a collaborative process with the National Hospital Insurance Fund (NHIF). “Members are in an advanced stage of crafting regulations of how CDF will be used to pay teachers employed by school boards and engage with NHIF to settle bills for the less fortunate in remote villages,” Mr Lesonnet revealed during the launch of the NG-CDF board strategic plan and ISO certification at KICC Nairobi. He warned that attempts to do away with the fund will be severely opposed and appealed to the governors to support the fund as it did not interfere with their development agenda. The Eldama Ravine MP observed that CDF has helped transformed lives and wondered why some Kenyans took the fund to court where it was declared unconstitutional.
“We wonder why governors wake up and say the fund is unconstitutional. Is building schools, providing security unconstitutional?” he posed even as he vowed to protect the fund at all cost. He said that the constituency kitty has been credited with a high number of mixed day secondary
schools since the inauguration of the fund back in 2003 through bursaries to students and the much needed infrastructural support. “More than 50 per cent of the fund has been allocated to the education sector which has contributed to improved enrolment, retention and transition rates in schools while at
the same time reducing the burden of education for low income earners,” he said. Fund’s chair Elias Mbau said their operations have been grounded due the standoff between the board and the county bosses after the high court declared CDF Act anti-devolution barring Treasury Cabinet Secretary Henry Rotich from releasing more than Sh25 billion meant for the kitty. In his 2016/17 budget, Rotich had allocated Sh35 billion to the fund. “We are appealing to CS Rotich to release the Sh10 billion that he has held from the kitty. Am sure he understands that there is nothing unconstitutional with CDF,” said Mbau. In a speech read on his behalf by planning PS Saitoti Torome, Devolution CS Mwangi Kiunjuri said the average allocation per constituency has increased from Sh6 million in financial year 2003/2014 to Sh119 million in 2015/2016. “A total of 206,231 projects have been done in 13 years especially in education, security, sports and environment,” Kiunjuri noted. Since 2003, Treasury has allocated a total of Sh242.9 billion to the fund with the last three financial years significantly realizing high allocation. @wilson_x254
Amisom soldiers jailed for Somalia fuel racket Nine Ugandan soldiers serving as peacekeepers in Somalia have been jailed for running a fuel racket. The African Union (AU) said they had been sentenced to between one year and three years by a Ugandan military court, which sat in Somalia. The officers, including two majors, were arrested in a sting operation in June. The AU mission is fighting alongside Somali government forces against al-Shabab militants. It was the first time a military court connected to the AU mission (Amisom) had sat in Somalia since the troops were deployed nine years ago. Correspondents say it was decided to do so as an attempt to show Somalia’s citizens that the Amisom force was being held to account. The nine were among 18 soldiers arraigned before the court for selling fuel belonging to Amisom to civilians in the capital, Mogadishu, an Amisom statement said. “The prosecution has proved all the accusations of pursuing personal
interest and endangering operational efficiency beyond reasonable doubt,” it quoted Uganda’s Brig Gen Dick Olum as saying. Three of the soldiers had also been “dismissed with disgrace
from the army”, and would lose their benefits, it added. Uganda is the highest troop contributor to the 22,000-strong Amisom force that includes soldiers from Kenya, Burundi Ethiopia and Sierra Leone.

Recent data by Spatial Dimension of Wellbeing in Kenya Report of 2015 estimated that over 46 per cent of Kenyans are living below the poverty line ranging from as low as 10.34 per cent in Embakasi West in Nairobi County to as high as 93.12 per cent in Turkana East, in Turkana County, a situation that is leading to inequality and slow economic growth among Kenyans.

Corporate Council on Africa seeks investment opportunities for US businesses IN Kenya President Uhuru Kenyatta has met a leading US private sector lobby group and discussed agribusiness investment in Kenya. The Corporate Council on Africa (CCA) delegation led by the Council’s Agribusiness Director, Patricia Sheikh, met with the Head of State on Tuesday at State House in Nairobi. The delegation is in the country to look for investment opportunities for US businesses. President Kenyatta appreciated the level of partnership between his administration and US businesses fronted by the influential US business group, saying it has increased the level of US investments in Kenya. “We have seen an increase in US businesses in Kenya in the recent times and we welcome more,” the Head of State said, saying that is one way of creating jobs for the youth.

High interest rates hit motor industry hard, General Motors East Africa says WEDNESDAY, AUGUST 17, 2016
General Motors East Africa (GMEA) has experienced a dramatic shift that has led to a decline in the industry’s volumes by 30 per cent due to high interest rates. Since the end of last year, Rita Kavashe the Managing Director GMEA says that the closure of three banks early this year and high interest rates led the vehicle manufacturing industry to slow down. “The high interest rates and the closure of three banks was a big challenge to our economy. It slowed down our business completely, if the government
and the banks are not working, the entire motor industry is affected,” said Kavashe yesterday during the plant tour at the GMEA offices. Kavashe said the industry manufactures 32,000 units per annum on a single shift but due to the decline experienced so far, the company is likely to close at 14,000 units at the end of the year. “We believe that through the removal of excise duty on imported motor vehicle and the reopening of Chase Bank, we should be recovering mid next year as our business mostly relies on Banks,” said Kavashe.
The company has also announced plans to venture into the Common Market for East and South Africa (COMESA) market as they are still negotiating on the acceptance of their products locally. “The company has capacity to grow the economies across DR. Congo, Central Africa and the COMESA member states, our challenge has been acceptance of the products locally but now we can venture and export on tariff ” added Kavashe. On his part, General Manager Commercial Operations Geoffrey Mulandi urged the government to
support local manufactures to reduce the cost of buying vehicles in the country. “If the government supports local industries, more than 50,000 jobs can be created due to a big volume of customers,” said Mulandi. He added that although the industry experienced a decline in 2016, the company’s market share increased in a shrinking share from 30 per cent to 34 per cent in 2016. The industry that manufactures the ISUZU and CHEVROLET brands manufactures 22 units a day. “Our
volumes have reduced by 20 per cent but still we have been able to command a bigger market share than before,” he added. Total yield sales for July 2016 was at 8,046 units compared to 11,719 units sold in the same period in 2015 resulting to a 31.3 per cent sales volume decline. The industry has partnered with NIC bank so that it can have a bigger market share. “The NIC Bank is giving our customers an 8.4 per cent interest rate per annum assert financing which is a flat rate,” added Mulandi. @Lenah_x254

‘Soaring Eagle Project’ pushes Co-op Bank half year profit up to Sh7.41Bn WEDNESDAY AUGUST 17, 2016
The Co-operative Bank Group has recorded a 19 per cent surge in its net profit for the first half of 2016 hitting a net profit of Sh7.41 billion. This is a Sh1.71 billion increase in net profit as compared to what the lender posted during the same period last year when it recorded just Sh 6.24 billion net profit. The lender has attributed this commendable performance to the significant benefits arising from the bold ‘Soaring Eagle’ Transformation Project that the bank has been implementing since 2014 with a critical focus on cost optimization, improvement in operating efficiencies and innovative customer delivery platforms. The lender stated that the ‘Soaring Eagle Transformation Project’ during the six months to June 31 2016 effected lenders’ Sales Force increasing the Bank’s value chain market share by generating new opportunities from the strong 6 Million account-holder base. The project further enhanced credit management systems, processes and tooling as well as enhanced Data Analytics which played a key role in driving sales with lead generation, proactive credit management and optimum frontline accountability. During the period under review, total interest income grew by 29 per cent to Sh 21.5 billion down from Sh 16.7 billion recorded the same period in 2015 supported by an 11 per cent growth in earning assets. During the first half of the year, Shareholders’ funds grew to Sh57.9 billion from Sh47.1 billion in 2015 representing an impressive growth of 23 per cent, supported by a steady retention of earnings and improved earnings over the years. Majority of Kenya Power customers prefer mobile money payments
Kenya Power has contracted other service providers to take payments on behalf of the company in order to enhance the quality of service and adequately cater for its growing number of customers.
Mobile money is the most preferred mode of payment among electricity consumers, new data from energy provider Kenya Power has revealed. An internal analysis by Kenya Power done between July 2015 and June 2016 revealed that mobile money platforms accounted for 59.6 per cent of all transactions involving payment for electricity. “In the previous year, payments through the medium took up 54.8 per cent of the total transactions, up from 43.46 per cent in the year ending June 30, 2014,” stated the report. The analysis comes at a time when the firm is diversifying its means of collecting revenue to ease payment processes for customers. Supermarket vendors were second, taking up 20 per cent of the total transactions in the period under review from 19.7 per cent last year while banks accounted for 7 per cent. Preference for Kenya Power banking halls has been on a decline since the
company deliberately signed up other outlets and service providers to ease congestion at the banking halls. In the period under review, transactions carried out at Kenya Power banking halls accounted for only 13.4 per cent of the total transactions, down from 17.7 per cent and 24.58 per cent in the previous two years respectively. Kipyegon, 22, pulled off from Dibaba in the final 200m, putting up a heart throbbing pace to power into the finish line and with 50m to go, it was evident that the Ethiopian who has battled injury this season would play second fiddle. Kipyegon, the fastest athlete over 1500m this year rolled on the blue track of the Olympic Stadium in Rio burst into tears of joy at the finish line as Dibaba stood hands akimbo, looking at the big screen shaking her head and wondering what went wrong. It was sweet revenge for Kipyegon who had lost to Dibaba in the world championship last year in Beijing and from her reaction, the medal meant a lot. The Ethiopian settled for silver in 4:10.27 while 2011 World Champion Jeniffer Simpson won the
United States’ first ever Olympic medal over the distance finishing third in a time of 4:10.53. It was a pedestrian start to the race but once Kipyegon and Dibaba bolted off the rest of the pack with two laps to go, it was always destined to be an epic end and a mammoth fight for the gold medal. The duo had sat back for the first lap and a half with Dibaba leading the push once the duo decided to give the race a surge. At the bell, Dibaba pulled clear of Kipyegon but the Kenyan showed her superb form this season, engaging a higher gear to stretch past the Ethiopian on the back straight and head to the final 100m firmly in the lead. Dibaba’s attempt to fight back was futile as Kipyegon grew stronger every inch closer to the finish line.
Cancer survivor wins sailing gold Argentine sailor Santiago Lange, who lost part of a lung to cancer last year, teamed up with Cecilia Carranza Saroli to win gold at the Olympics. The 54-year-old, the oldest sailor competing in Rio, and his compatriot won the Nacra 17 mixed category. Lange was diagnosed with cancer in 2015 and believes he owes his early diagnosis to the sport. “Probably if I wasn’t travelling so much and wasn’t so tired it wouldn’t have been found,” he said. “I was very lucky to find it. “My philosophy and what I learned through the sport helped me a lot. With sailing you learn to suffer in a certain way, to go through hard times and stand up and keep pushing.” Lange teamed up with Carlos Espinola to win Olympic bronze in the Tornado in 2004 and 2008. His sons Yago and Klaus will compete in the 49er skiff class in Rio. Australia were second behind Lange and Saroli, with Austria third. British pair Ben Saxton and Nicola Groves finished 18th in the medal race, and ninth overall.

In what order will they finish? That is the question lingering in the minds of Kenyans as the nation await the 3000m steeplechase final in Rio Olympics this evening. Three decorated athletes are taking part in the final with two-time Olympics and four-time world champion, Ezekiel Kemboi leading compatriots, Beijing Olympics 3000m steeplechase winner Brimin Kipruto and two-time Worlds silver medalist Conseslus Kipruto in the medal hunt in an event dubbed ‘Kenya’s race.’ While Kenya is almost certain for gold, it is the order in which the three will finish that many are awaiting when the race kicks off at 5:50pm Kenyan time. The trio promised to deliver a clean sweep of medals in this race. Kemboi has even done a new hairstyle in readiness for celebration as he declared himself fully fit for the battle. However, with five wins out of five in the IAAF Diamond League and having posted the three fastest times in the world this year, Consesius Kipruto is the red-hot favourite for this event. These three athletes took all the podium places at last year’s world championships in Beijing and they could be set to repeat that feat in Rio. Kenyans are chasing a first Olympics medal sweep since Athens 2004 led by Ezekiel Kemboi who
is going for an unprecedented third title. “I’m happy to have made it to the finals, the track is okay and I’m in shape. My teammates are also okay and in good shape,” Kemboi said. “We are only waiting for the finals. The other Kenyans running for other countries are also in shape but the finals will determine who is better and we cannot underrate them. We are also at our best and we shall battle it out for a clean podium sweep,” Brimin who is the second fastest steeplechaser in history added. Former world junior champion, Conseslus believes they will prevail over the challenge of Kenyan bornAmerican Hilary Bor whom the USA fast tracked his citizenship and his compatriot Evan Jager after their strong showing at the heats. “I was testing to get a feel of how my fellow competitors are and from what I saw it will be Kemboi, Brimin and I at the podium then Bor maybe fourth. He is the only one who could challenge us. Jager will not be a challenge for us,” the Moscow 2013 and Beijing 2015 silver medal winner and the youngest of the world class Kenyan trio assured. ergio Aguero scored a hat-trick as Manchester City thrashed Steaua Bucharest in the first leg of their Champions League qualifying play-off. Aguero also missed two penalties - the first saved and second powered over - either side of David Silva’s opener. Striker Aguero stroked in his first goal to make it 2-0 and added two more after Nolito scored City’s third. The second leg is in Manchester on Wednesday, 24 August, with the winners reaching the group stage. In the end, it was a satisfying night for Argentine frontman Aguero after two missed spot-kicks in the first half. All three goals he scored were different. Aguero failed to convert this time, but Sterling’s pressing panicked Steaua defender Alin Tosca into making a mistake, before keeping his cool to lay the ball into the path of Silva for the opener and then cushioning the ball for Aguero’s first. City travel to Stoke on Saturday for an early kick off Premier League match before next week’s second leg against Steaua Bucharest. In other group qualifiers played across Europe, Germany Borrussia M’gladbach beat Switzerland’s Young Boys 3-1 away in Bern while FC Copenhagen of Denmark beat APOEL Nicosia of Cyprus 1-0. Netherlands Ajax FC drew 1-1 with Russia’s FC Rostov in Amsterdam as did Croatia’s Dinamo Zagreb who were held at home by Salzburg.
