A knifeman who stabbed nine people at a Minnesota shopping centre at the weekend has been identified by his father as a 22-yearold student. Mutahi Ngunyi: I paid back NYS money TUESDAY, SEPTEMBER 20 , 2016

Some Sh12.5 million belonging to the National Youth Service that was paid to consultant Mutahi Ngunyi has since been wired back. Mr Ngunyi today told MPs that he has paid back the money which he claimed was erroneously paid to his consulting firm by the ministry of devolution. While appearing before the Public Accounts Committee of the National Assembly today morning, Ngunyi said the amount was paid back yesterday through a Central Bank of Kenya account belonging to the Ministry of Youth Affairs. He told the MPs that his firm, Consulting House, was not aware of the source of the money when it hit their accounts before later realizing that it came from the Ministry of Devolution. He quickly wrote back to the ministry asking why the firm had been paid. “We read malice from the ministry when they paid us yet they had paid us and we were not expecting any more money from them,” Ngunyi said. However, MPs put him to task to explain why it took him so long to return the money after realizing it had been erroneously paid. According to Mr Ngunyi, Consulting House, only realized that they had been paid after the Auditor General released a report querying the payment. “How we got paid remains a mystery even to us because we did not ask for it. Striking Nairobi doctors ordered back to work The Employment and Labour Relations Court has directed striking Nairobi County doctors to go back to work pending the inter-parties hearing of their case Thursday next week. This follows the filing of a petition by City Hall under a certificate of urgency seeking the suspension of the industrial action until the case is heard and determined. The strike by Medics entered its ninth day on Tuesday and Nairobi County Secretary Robert Ayisi pointed out its adverse effects saying Kenyans are not receiving the required medical attention. “There is no work going on during this period and as a result, this congests the Kenyatta National Hospital so we find that they cannot bear with the numbers. All the Kenyans cannot also go to Kenyatta so many are not getting the services required,” he stated, pointing out that the strike has also led to congestion at the Kenyatta National Hospital (KNH) leading to poor Service delivery. Next steps for ICC after Kenya non-compliance ruling The International Criminal Court (ICC) yesterday made its threat real after it referred the Kenya to the Assembly of State Parties (ASP) over non-compliance in the terminated case against President Uhuru Kenyatta. The move could see the matter referred to the ASP General Assembly and Kenya having itself consequently discussed. “Today, 19 September 2016, Trial Chamber V(B) of the International Criminal Court (ICC) issued a decision finding that the Republic of Kenya had failed to comply with its obligations to cooperate with the ICC and referred the matter to the ASP to the Rome Statute which, according to the Trial Chamber,” Trial Chamber V (b) stated. The judges said the ASP was, “best placed to address the lack of cooperation, in order to provide an incentive for the Kenyan Government to cooperate with the Court.” According to the judges, Kenya’s failure to cooperate with the court during the President’s case affected the functions and powers of the court. “Trial Chamber V(B) concluded today that the Republic of Kenya has failed to comply with its statutory obligations to consult with the Court and to take all reasonable steps to execute a request for cooperation from the Court, including by not providing clear, relevant and timely responses or taking any meaningful steps to compel production of requested information.” It was the view of the judges that ASP’s action against Kenya would enhance cooperation during any active or future cases in the Kenyan situation. Ministry wants suicide named mental illness

The Ministry of Health wants Article 226 of the Penal Code repealed to recognize suicide as a mental health disorder. Principal Secretary Nicholas Muraguri says the Article classifies suicide attempts as a misdemeanor punishable by law rather than approaching it as a mental health problem. According to Dr Muraguri, the law has contributed to the stigma that is often associated with mental health illnesses and discourages people from seeking help on time thus curtailing timely access to treatment. “Suicide is a global problem and we have to look at it as a mental health issue rather than criminalizing it because by the time someone decides to take his life, there are a number of challenges he is facing and is unable to cope,” Dr Muraguri said. He spoke during the 10th Mental Health Care & Treatment conference at the Intercontinental Hotel Nairobi. According to the ministry statistics, Kenya ranks 29th globally with 7,126 deaths related to suicide recorded every year. “For us in Kenya, suicide is a problem with young people who are not supported very well or who suffer from depression that is never recognized as such and therefore goes untreated. We need to ensure that parents are able to see the first signs of problems,” he added. @wilson_x254

are wanted by the court over alleged witness interference in the case against Deputy President William Ruto whose proceedings were terminated on April 5, 2016. When ICC Prosecutor Fatou Bensouda withdrew charges against the President on December 6,

2014, she blamed the government for failing to furnish her office with documents she required to establish his criminal liability over the 2007/8 Post Election Violence. She asked the judges to refer Kenya to the ASP over what it termed as failed cooperation.

The judges however tasked her to explain why she had not raised the concerns over failed cooperation at earlier stages of the case other than the time she had decided to withdraw charges against him. At the time the judges were also skeptical that information that would be received from the government would in any way strengthen the prosecution’s case against President Kenyatta. Following Bensouda’s withdrawal of charges against President Kenyatta, Trial Chamber V (b) dropped his case on March 13, 2015 but Bensouda blamed it on failed cooperation and asked the judges to refer Kenya to the ASP. With yesterday’s developments, an emergency meeting of ASP’s executive committee composed of the President, the two vice Presidents and the other 18 members is likely to be convened to discuss the kenya matter according to ASP Rules of Procedure on non-compliance. After the emergency bureau meeting, the President will write to Kenya reminding it of the need to cooperate with the ICC in compliance with its Rome Statute obligations. That could be followed by a meeting of the bureau at the ambassadorial level where Kenya will be asked to explain how it will cooperate with the court in future upon the expiry of a given timeline. The matter will then be referred to the annual ASP General Assembly where it will be openly discussed by state parties, civil societies before a report is compiled by the bureau on whether action must be taken. Rasd, a news agency linked to the group, claimed on Sunday the Minnesota attacker was a “soldier of the Islamic State”. The attacker, who was dressed in a security uniform and carrying what appeared to be a kitchen knife, reportedly made at least one reference to Allah and asked a victim if he or she was Muslim before attacking, said police. Adan had been working as a security guard for the mall’s Electrolux Home Products store, according a company spokeswoman. He was employed by security firm Securitas, she added. The victims included seven men, one woman and a teenage girl at the shopping centre in St Cloud, 70 miles (110km) out of Minneapolis. The knifeman was shot and killed by an off-duty police officer. Authorities have not identified the attacker. But Ahmed Adan said police had told him at around 9pm on Saturday that his son died at the mall.

Investigators searched the family’s apartment, seizing photos and other materials, said Mr Adan. Police had three previous encounters with the attacker, mostly for minor traffic violations, Police Chief Blair Anderson said. Adan was a student at St Cloud State University, but had not been enrolled since spring. Minnesota has the nation’s largest Somali community, according to US census figures. Jaylani Hussein, of the Council on American-Islamic Relations, expressed concern for the state’s community of 40,000 or more Somali-Americans. “We are definitely concerned about the potential for backlash in the community, both in the immediate run and the longer term,” he said on Sunday. The community has been a target in recent years for terrorism recruiters. More than 20 young men have left the state in recent years to join al-Shabab in Somalia. About a dozen others have left in recent years to join militants in Syria. Nine Minnesota men currently await sentencing on terror charges for plotting to join the Islamic State group.

UN suspends all aid to Syria after convoy is hit in attack

The UN has suspended all aid convoys in Syria after its lorries were attacked by warplanes near Aleppo on Monday. The convoy had received proper permits, and all warring parties including Russia and the US - had been notified, a UN spokesman said. Eighteen of the 31 lorries, containing wheat, winter clothes and medical supplies, were destroyed. A senior official of the Syrian Arab Red Crescent was among a number of civilians killed. The President of the International Committee of the Red Cross, Peter Maurer, has described the attack as a “flagrant violation of international humanitarian law”. The US has expressed “outrage” over the attack, which took place in the town of Urum al-Kubra hours after the Syrian army declared a US-Russian brokered truce over. Washington has said it will “reassess the future prospects for co-operation” with Russia - an ally of Syria’s government. Aid deliveries to besieged areas had been a key part of the cessation of hostilities deal brokered last week. The Syrian Observatory for Human Rights, a UK-based monitoring group, said the attacks were carried out by either Syrian or Russian aircraft. It said the dead included Red Crescent volunteers and drivers. The convoy was being unloaded at a

Red Crescent warehouse when it came under attack. It had been due to deliver aid for 78,000 people in rebel-held areas near Aleppo. A health clinic near the warehouse was also badly damaged. “The destination of this convoy was known to the Syrian regime and the Russian Federation,” state department spokesman John Kirby said. “And yet these aid workers were killed in their attempt to provide relief to the Syrian people,” he added. The attack appeared to signal the collapse of the latest effort by the US, which backs the rebels, and Russia to halt the violence in Syria, with the army there saying the deal was over. “We don’t know if it can be salvaged,” a senior US official told journalists on condition of anonymity. “At this point the Russians have to demonstrate very quickly their seriousness of purpose because otherwise there will be nothing to extend and nothing to salvage.” After the army announcement, activists said Aleppo and the surrounding area had been targeted. A member of the White Helmets group that helps civilians caught in the violence said there had been “heavy bombing on many neighbourhoods” of Aleppo, causing multiple casualties. “Our rescue teams are now trying to get people from under the rubble,”

Many killed in DR Congo anti-Kabila protests At least 17 people have died in the Democratic Republic of Congo during protests calling for President Joseph Kabila to step down. Three of them were police officers, one of whom was burnt alive, according to the Interior Minister, Evariste Boshab. But opposition groups said 50 people died, with one witness saying police fired live ammunition into the crowd. Protesters set up barricades and torched cars on one of the main roads in Kinshasa, the country’s capital. The bodies of people who had died were seen lying in the streets after protests

ended. The electoral commission was meant to announce a date for presidential elections, due in November, on Monday, but has said it will not be possible to hold them then. The opposition says Mr Kabila is trying to delay the elections in order to remain in power beyond his two-term limit, which finishes in December. Police have made at least 10 arrests, with hundreds of protesters out on the streets, correspondents say. Most schools and shops are closed in Kinshasa, with those not involved in

the protests staying inside to avoid any trouble, they add. A government-backed effort to work out a solution to the political crisis, called a “national dialogue”, has been boycotted by most opposition parties. Mr Kabila’s second term, the maximum allowed under the country’s constitution, is due to expire on 20 December. Last year at least 12 people died in similar protests. DR Congo has never had a smooth transfer of power since independence more than 55 years ago.

Failing to pass EPAs will cost Kenya Sh125Bn, say regulators The Parliamentary Committee on Trade, Planning and Finance has urged Parliament to urgently debate and pass the Economic partnership Agreement (EPA) today to save the country from an estimated loss of Sh125 billion worth of Kenya’s exports to European Union (EU) markets. Addressing a press conference yesterday at Parliament building, Committee Chairperson Benjamin Langat (Ainamoi) said Kenya has been put on notice by the European Union to ratify the EPA by 30th of this month, or risk losing its duty free quota free EU market access preference and thus revert to the General Systems of preference , which is less favourable. “This is the only option that Kenya has in order to save our 125bn EU export market, which is potential to be lost overnight if the ratification is not notified to the EU by the deadline,” Langat said. He told legislators to rise to the occasion and pass the European Union Economic partnership agreement since it is the second-largest destination for Kenya’s exports about which is estimated about 22 per cent of Kenya’s total exports. We will achieve Sustainable Development Goals, insists CS Kariuki The Cabinet Secretary for Public Service, Youth and Gender Affairs Sicily Kariuki has assured Kenyans that the government will achieve the Sustainable Development Goals (SGDs), a set of seventeen aspirational global goals with 169 targets between them. Speaking when she arrived in New York for the 71st session of the United Nations General Assembly, which got underway yesterday, the CS said the country is on its track despite some challenges facing the implementation of said goals. Low income earners, investors to get tax as President Uhuru approves Finance Bi Low-income earners are set for a reprieve on their taxes following President Uhuru Kenyatta’s signing of the 2016 Finance Bill. Once in effect, the new law will provide low income earners with tax relief among other fringe benefits. The Act will also regulate taxation measures in respect of gaming, betting and competition. Other major amendments in the Finance Act, 2016 include the removal of excise duty on locally-assembled motor vehicles and motorcycles to promote assembly. The new law also provides tax amnesty for taxpayers who have investments outside Kenya, allowing them to reinvest back home. It also includes VAT exemption for park entry fees and tour operator services, a move that seeks to promote tourism. More changes in the new law include VAT exemption for inputs for manufacture of animal feeds and reduction of the income tax corporate tax rate from 30 per cent to 15 per cent for investors who put up more than 400 residential housing units. This seeks to promote housing development. The Act comprises the legal framework for the establishment of the Commodity Exchange Market, expansion of the income tax brackets by 10 per cent and zero rating of LPG (gas) to reduce the cost of living.

The signing of the Act follows similar measures where the Head of State instructed the National Treasury to abandon taxation on payments of bonuses, overtime for low income earners. The President confirmed that the move is in line with government efforts to improve standards of living of citizens, saying the amendments would be done in such a way that they do not place an additional burden on employers. “This will be done in a manner that does not place an additional burden on employers or increase the cost of employment,” President Kenyatta explained. Uhuru urged COTU and the Federation of Kenyan Employers (FKE) to actualise the creation of a centre to promote productivity. “I call upon engagement between my administration, the FKE and COTU, to consider and actualize the creation of a Center dedicated to promoting productivity much along the lines of one implemented by the Japanese Government,” he said. Experts have lauded the move saying it will supplement Kenya’s efforts to tackle the question of improving living standards within the broader context of growing the economy.

Kenya ranked top regional ‘foodie’ hub in Mc The latest report by research group, McKinsey dubbed ‘Realizing the Potential of Africa’s Economies’ has ranked Kenya the region’s number one foodie hub. The analysis states that East African markets alone are projected to spend Sh5.4 trillion a year on food alone. The study attributes the increase to a hike in household disposable incomes, high economic growth as well as an increasing young population responsible for a lot of the country’s consumption. Based on McKinsey’s numbers, food and beverages will be by far, the largest spending category in terms of consumption, although there will also be sizable opportunities in housing, consumer goods, hospitality and recreation. “Meeting the changing needs of Africa’s growing consumer class Africa’s household consumption has continued to grow at a robust pace. Sixty per cent of consumption growth has come from an expanding population, and the rest from incomes rising enough to fuel spending on discretionary goods and services as well as basic necessities all powered by rapid urbanization,” reads the report. The survey argues that consumption is highly concentrated in a small number of cities. Just 75 cities across Africa accounted for 44 per cent of total consumption in 2015, projected to increase to 49 per cent of total consumption by the year 2025. For instance, in Nairobi, income per capita consumption is more than double the national average, accounting for

more than 65 per cent of total national consumption. The study says that the move is likely to lure more investors in food industry where more food companies will be put up to help the nation provide enough

food for its population. “Over 17 consumer-facing companies will need to make sure they have a meaningful presence in each of Africa’s emerging centers of consumption with a primary focus on the largest cities in

The report follows an earlier statement from Ministry of Tourism Cabinet Secretary Najib Balala, which stipulated that the number of tourists visiting Kenya is expected to increase by up to 30 per cent following renewed marketing campaigns by the government. At the time, the CS said aggressive campaigns had helped international markets warm up to Kenya. Now, the Kenya Tourism Board (KTB) is set to spend over Sh20 million in a six-month marketing and promotional campaigns in major cities of India. The campaign dubbed Kenya Kalling will be running in print, radio and on-line media platforms in cities of New Delhi, Mumbai and Bangalore with a bid to increase tourist arrival from the market by 21 per cent after the campaign period. Travel agents will be giving affordable travel packages and other incentives to Indian travelers visiting Kenya during the campaign period. The campaign launch is expected to position India as one of the fastest growing tourist source markets to Kenya. The country is now ranked the third best performing market after US and UK. KTB acting Chief Executive Officer Jacinta Nzioka in her statement observed that India has recorded a remarkable grown as a tourist source market and has a potential to grow further. “We have a line-up of activities targeting consumers as well as trade in this market whose accessibility to Kenya has been enhanced by seamless connectivity by KQ and other airlines,” she said. Air travel to East Africa sees double digit growth as Kenya Tourism Board kick-starts marketing campaign International air travel to East Africa has seen double digit growth this year through August compared to the same period last year. This is according to a report by Forward Keys, a service of Forward Data S.L., a privately owned company registered in Spain with a focus on Big Data and Business Intelligence for the travel Industry. The analysis has found that South Africa is the largest destination for international air traffic to Africa with a market share of 13 per cent. Egypt is next with 9 per cent, Morocco with 8 per cent, Mauritius with 5 per cent, Kenya, Algeria and Tunisia with 4 per cent,

Tanzania and Ethiopia with 3 per cent and Nigeria with 2 per cent. The data has found that overall international air travel to Africa has grown 5.6 per cent while bookings for destinations within the continent are up 11 per cent. North Africa, however, has seen slow growth due to security concerns, while East Africa has seen doubledigit growth. “North African countries still made it into the top 10 destinations in terms of volume of traffic but they have suffered from political instability and terror activities in the region,” said Olivier Jager, CEO of

ForwardKeys. These developments come just as the Kenya Tourism Board (KTB) has launched a 6 month marketing campaign in India in a bid to increase visitor arrivals from the market. As the Board embarks on its strategic drive, Europe remains the number one market of origin for air travelers to Africa. The region accounts for 46.1 per cent of Africa’s air traffic, up 2.5 per cent this year. Meanwhile, the Americas are up 12.7 per cent, Asia Pacific up 12.4 per cent, the Middle East up 9.6 per cent and travel within Africa is up 5.4 per cent.

osaics are generally made up of many smaller pieces of material that are assembled to create a completely new and completely original piece. African mosaics have been known to incorporate glass, pottery, stone and beadwork in the artwork to construct a picture of African life at a particular time. Just like cave paintings and stone tools mosaics, particularly because of the vivid images that come about from their formation, they can be used a means to preserve history and give a clearer impression of life at a given era more strinkingly than many other forms of art. Of course the use of glass, which is an advancement in African art, boosted the quality of mosaic art and gave new dimension to the techniques used in the process of creating the art. Another interesting aspect of African mosaics is its versatility. Apart from decorative artwork, mosaics can take a variety of modes. The use of fabrics and metalwork can also be considered mosaic depending on the purpose of the piece. Metal plates and vases can have a mosaic of patterns etched onto them and the melding of different metals into one piece can also result in a stunning creation. Fabrics have been used for a multitude of purposes in the African society. A single swatch of fabric can be fashioned with numerous other portions to produce a quilt-like length. This can be used for décor or even worn as an item of clothing.

Granted there is a marked difference between the things that men and women find unattractive but no one is the same. So although some things might not be universal indicators of the things that all men dislike they are definitely some annoying things that women do that warrant an assessment. TOO MUCH MAKEUP

This one thing seems to be almost unanimous. It’s one thing getting made up for the day ahead and it’s a whole other thing walking around with clown makeup. It’s probably a good idea to also make sure that before attempting to apply something on, that you actually know how to use it. Not every shade and tone is for every person and your neck should definitely not be a different colour from your face. Your makeup is yours to use freely but his white shirts could probably be spared from the foundation and lipstick that might end up smeared all over them.

RIDICULOUS HAIR

Sticking with the less is more approach, you probably don’t need your hair looking like a bird’s nest. A good weave is a treasure but an elaborate weave is the enemy. Extensions spontaneously escaping from your scalp and a style that looks like it was crafted from two exotic birds should probably be left out of the equation.

BODY HAIR

Shaving is a drag and most women and even

some men can attest to that but skipping it sometimes works against us. No man should use body hair as some determinant in order to date you but it’s no secret that most men prefer smooth skin. So if you do decide to shave it off do an even job. There’s no point in some parts of your legs being as smooth as butter while above the knee it’s a bumpy expanse.

GETTING SLOPPY DRUNK

Everyone likes a good night out but it might be a good idea not to overdo it, not just for the sake of looking attractive but for our general health and wellbeing. Regulate your intake but have fun. We don’t all have that Mr Perfect who will hold our hair back as throw up in the toilet but there’s no use in getting wasted while vultures are lying in wait.

POOR HYGIENE

This is self explanatory. Nobody wants to share a bed or better yet, a life with a stinky person. This rule also applies to men, who let’s face it are generally sloppier than women on this front.

Ulinzi shift focus to winning GOtv trophy

ith their Premier League title hopes now all but extinguished, Ulinzi Stars have shifted their focus to lifting the GOtv Shield Cup this season. The soldiers’ new objective came after eliminating stubborn National Super League (NSL) side Nzoia United in the knock out competition over the weekend to remain as the clear favourites for their first Shield Cup trophy. The 2010 Kenya Premier League champions overcame the Bernard Mwalala coached side 5-4 on post-match penalties after a 1-1 stalemate in regular time to book their spot in the semifinals. Captain James Saruni believes they stand the best chance of representing Kenya in next year’s CAF Confederations Cup with Tusker the only other KPL side remaining in the Shield competition ahead of the re-scheduled round of 16 clash between Posta Rangers and Agro Chemicals tomorrow. The winner of that match will face Tusker in the last quarterfinal. “We are glad we overcame a very tactically disciplined side which has shown capability of competing favourably against top league clubs. They almost got it right but our experience slowed down their speed. “Looking at the remaining teams, we have an upper hand to finally lift the trophy but we cannot underrate any team. Any opponent in the semis is a serious contender,” Saruni asserted. The Toffees progressed 4-3 on penalties after a 1-1 draw at the same venue tonight. Everton striker Romelu Lukaku will be rested for tie with Championship side while recent signing Enner Valencia is set to make his first Toffees start in place of the Belgian, who was substituted at the weekend with a toe problem. Portugal forward Nelson Oliveira, a summer signing from Benfica, could make his Norwich debut. Midfielder Alex Tettey (hip) is a doubt while winger Matt Jarvis (knee) is out. Bendtner will ‘not go crazy’ against Arsenal

Nottingham Forest forward Nicklas Bendtner will not “go crazy” if he scores against Arsenal despite his time at the club being a distant memory. The 28-year-old will play Arsenal in a competitive fixture for the first time when Forest face the Gunners in the EFL Cup third round tonight. “Most people don’t celebrate when they score and some go absolutely crazy and start chaos, which is fun,” he said. “For me out of respect I will celebrate a little bit, but it won’t be crazy.” Bendtner began his senior with Arsenal and spent nine years with the club, before moving to German side Wolfsburg in 2014. “Arsenal feels like a long time away. Manchester United and England defender Luke Shaw will have a scan on a long-standing groin injury. Shaw played 85 minutes of Sunday’s 3-1 defeat by Watford, after which he was criticised by manager Jose Mourinho. The Portuguese said the 21-year-old, who returned at the start of the season after breaking his leg last September, was too far away from Nordin Amrabat in the build-up to Watford’s second goal. Hosts Cameroon and debutants Kenya are both confident they can cope with being in tough groups at the Women’s Africa Cup of Nations. The Harambee Starlets have been drawn in Group B alongside defending champions Nigeria, Mali and Ghana for the 19 November to 3 December tournament in Yaounde. “We are not scared for facing Nigeria at all. Yes we are underdogs but they will be more on pressure facing a team they do not know much about,” Kenya captain Ann Oluoch Onyango told the BBC. Speaking about the body size and physical attributes of the Nigerian players, Onyango said what will matter is playing as a team and nothing will scare them. “We know the secret to tame the West African sides,” she added. “We want to go and impress on our first outing in this tournament.” Striker Esse Mbeyu Akida, who is one of the leading scorers at the on-going Cecafa Women’s Championship with five goals, said Kenya have been boosted by victory over Algeria in the qualifiers are motivated to do well in Cameroon.
