Premature births leading cause of death for minors An estimated 193,000 children in Kenya are born prematurely every year, Health Principal Secretary Dr Nicholas Muraguri has revealed. The PS said that preterm birth complications were the leading cause of death among children under-five years of age and contributed close to one million deaths in the world in 2015. Speaking during the official opening of a three-day Pre-term Birth Initiative (PTBi) Symposium in Nairobi, Muraguri explained that although child mortality rates had declined from 100,000 to 70,000, it was important to scale up interventions for addressing premature births. He explained that research would help identify factors that lead to premature births in order to address them and save lives.

The nomination of Court of Appeal Judge Justice David Maraga to succeed retired Chief Justice Willy Mutunga continues to receive widespread support with MPs from across the political divide backing the appointment. The Judicial Service Commission (JSC) yesterday named Justice Maraga as their preferred candidate to head the Judiciary after interviewing 11 other applicants. Today, MPs from both sides of the House expressed their satisfaction with the nomination saying Justice Maraga is fit for the job. A staunch Seventh Day Adventist, Maraga is said to be agreeable to both members of the bench and the bar as well as leaders in government, opposition, civil society and the Judicial Service Commission. He beat what was seen as a close contest from Supreme Court Judge Smokin Wanjala, constitutional law expert Nzamba Gitonga who were favourites for the job. Chairman of the Orange Democratic Movement (ODM) John Mbadi said they will support

Maraga as the next Chief Justice arguing that he is a fair nominee for the position. “Yes we will support him. I think he is a fair nominee,” Mbadi told X News. His sentiments were backed by Nairobi Women Representative Rachael Shebesh who said she has no problem with Maraga and will vote in favor of him once the name is submitted to parliament for approval “I congratulate him for being nominated. I think he deserves it and will support him on the floor of the house,” Shebesh said. Nominated MP Issac Mwaura also threw his weight behind the nomination of Maraga. He said the judge has a great legal background and extensive experience in the Judiciary which will help him to continue with the transformative agenda Mutunga started. “I will support him because of his experience and qualification I believe he is best suited for the job and should be given an opportunity to serve this country,”

Mwaura said. Ugunja’s Opiyo Wandayi while backing the nomination said Justice Maraga would easily be accepted because he is not seen to be leaned on either side of the political divide. “He is a sober individual with integrity and experience, his lack of political leaning to either of the coalitions makes him best suited for the job and therefore he is assured of my support,” Wandayi said. The Coalition for Reforms and Democracy (CORD) leader Raila Odinga has also thrown his weight behind the Chief Justice designate. “I take this opportunity to wish the new Chief Justice nominee Justice David Maraga well,” he said. Wiper also joined Kenyans to congratulate Justice David Maraga on his nomination as the Chief Justice and the President of the Supreme Court of Kenya. On the eve of retired Chief Justice Willy Mutunga’s departure from office he told Capital FM News that big part of the reason he chose ‘early retirement’ was the 2017 General Election. “If I retire in June next year which is when I attain the retirement age of 70, we’ll only have about five weeks to select my replacement given the General Election is in August. “A year is sufficient time to deal with any legal challenges that may arise. Besides, there are over 40 judges who want to be the next Chief Justice.” And what better replacement then, the Judicial Service Commission must have thought, than the man who chairs the Judiciary Committee on Elections. One of the committee’s recommendations was for amendments to the law governing the hearing of Presidential Petitions which Maraga, if appointed, would preside over in case it arises. His perceived neutrality weighed heavily in his favour when the JSC prioritised the ability to work well with others – in this case Parliament – in their search for the next Chief Justice. Relations between Parliament and the Judiciary have been strained with the

Kenya establishes diplomatic relations with St Kitts and Nevis Kenya and St. Kitts and Nevis have signed a joint communiqué to establish diplomatic relations at the ambassadorial level. The communiqué establishing the diplomatic relations was signed yesterday by Foreign Affairs Cabinet Secretary Amina Mohamed and her St. Kitts and Nevis counterpart, Mr. Mark Brantley. During the signing ceremony on the sidelines of the 71st Session of the UN General Assembly in New York, Ms Mohamed said Kenya looks forward to the negotiation and conclusion of a framework of cooperation with St. Kitts and Nevis. “This is an important first step and we look forward to further engagements that will lay down a structured framework of cooperation between our two countries,” said Mohamed. The signed communiqué seeks to deepen and strengthen the bonds of friendship and cooperation between Kenya and St. Kitts and Nevis in the political, economic, cultural, humanitarian and other fields in accordance with the provisions of the Vienna Convention on Diplomatic Relations of April, 18, 1961. Prior to the engagement with St. Kitts and Nevis, Ms Mohamed held bilateral talks with Tunisian Foreign Minister, Mr. Khemaies Jhinaoui at the UN headquarters, New York. During the talks, the two ministers agreed to fast track necessary steps needed to revitalize bilateral relations between Kenya and Tunisia. Jhinaoui said Tunisia is keen on establishing diplomatic presence in Nairobi. “The Government of Tunisia will be sending a fact finding mission to Kenya in a fortnight with a view to exploring modalities of opening an Embassy in Nairobi,” he said. Saying that Kenya was increasingly emerging as a diplomatic hub, Ms Mohamed assured him of Kenya’s readiness to support Tunisia in establishing an Embassy in Nairobi and in

deepening relations between the two countries. “We have a vibrant diplomatic and expatriate community in Nairobi. We look forward to receiving the Tunisian fact finding mission to Nairobi. We will provide the necessary facilitation and support required,” she said.

The PTBi Symposium is expected to come up with recommendations that can guide the current and future policies on improving the survival of preterm babies and contribute to better health and development. Some of the leading causes of neonatal deaths are birth before 37 weeks of gestation, respiratory distress and infections. “Three quarters of these deaths could be averted through current, cost effective and evidence based interventions,” he said. “In Kenya, one in eight babies is born prematurely. This translates to about 22 babies every hour giving Kenya an estimated preterm birth rate of 12 percent,” revealed the PS. He further listed malnourishment, HIV, malaria, high blood pressure, liver infections, Sexually Transmitted Infections and multiple pregnancies as some of the factors that contribute to premature births. He however explained that it was important to detect these risk factors in good time so as to prevent premature births. Nevertheless, Kenya has adopted various initiatives to prevent deaths in premature babies. These include Kangaroo Mother Care for preterm babies; use of chlorhexidine for cord care to prevent infections, early initiation of breastfeeding and exclusive breastfeeding for six months. The health ministry is also in the process of expanding access to free maternity services for women by incorporating pre and postnatal free care. “We shall continue working with all stakeholders to strengthen the government’s interventions in reducing maternal and child deaths. Asked in parliament on Wednesday if there was a special forces unit already assembled that could eliminate North Korean leader, Kim Jong Un, Han Min-koo said: “Yes, we do have such a plan.” “South Korea has a general idea and plan to use precision missile capabilities to target the enemy’s facilities in major areas as well as eliminating the enemy’s leadership,” he added. It has long been suspected that such a plan was in place but the minister’s candid answer surprised some. “A president would want to have the option,” says Daniel Pinkston of Troy University. “... Not presenting that to the president, not training for it and having that capability would be a mistake.” South Korea has intensified its rhetoric against the leadership of North Korea since Pyongyang claimed a successful test of a nuclear warhead on September 9. This week it tested a new type of high powered rocket engine of the type that could be used for an intercontinental ballistic missile. And today President Park Geun-hye met with Lim Ki-tack, head of the International Maritime Organization at the presidential office Cheong Wa Dae in Seoul to discuss North Korea’s ‘provocations that destabilize maritime security’. The defense ministry has said it is planning for the worst case scenario and assumed North Korea was ready to conduct a sixth nuclear test. Earlier this month, Leem Ho Young, Chief Director of Strategic Planning at the Joint Chiefs of Staff, described a new system called the Korea Massive Punishment & Retaliation (KMPR) just hours after North Korea claimed it had tested a nuclear warhead. It would involve surgical missile attacks, exclusive special warfare units and an ability to strike North Korea’s leadership if South Korea feels threatened by nuclear attack. A US military source told CNN this is the closest this type of bomber has ever flown to North Korea. Pyongyang said it was a “vicious scenario to make a preemptive nuclear strike at the DPRK,” according to state-run news agency KCNA.

Rights groups urge UN to reject AU’s ICC mass walk-out plan

group of African non-governmental organizations and international groups with presence in Africa have called on the United Nations Security Council to reject a proposal by African Union demanding for mass withdrawal of its members from the International Criminal Court (ICC). The African Union is set to meet the Security Council today and the mass walk-out plan top on the agenda. The organizations in a statement said mass withdrawal of African countries from ICC undermines the only permanent criminal court for victims of atrocities in most African countries. “The African Union’s commitment to justice cannot be reconciled with protecting African and other leaders from accountability for mass atrocities before the ICC,” said Stella Ndirangu of the Kenya chapter of International Commission for Jurists (ICJ). “The AU effort to undermine the only permanent criminal court for victims of atrocities are fundamentally at odds with rejecting impunity,” she added. In January, the African Union decided to mandate its Open-ended committee on the ICC to develop a comprehensive strategy that includes withdrawal from the Hague based court. The committee met in April and set conditions to be met to avoid calling for withdrawal. Some of the conditions included a demand for immunity for sitting heads of state and other senior officials from prosecution before ICC. Other conditions set by the African Union include, intervention of ICC cases involving African countries only after those cases have been submitted to the AU or AU judicial institutions. The African countries also demanded for the reductions of the powers of ICC prosecutor. The work of the open-ended committee on the ICC is the latest development in a backlash against the ICC by some African Countries focused on the charges that ICC is unfairly targeting Africa. The backlash on ICC gained momentum in the wake of the

Sudanese President Omar al-Bashir who is wanted by the International Criminal Court. NGOs have urged the UN Security Council to reject AU’s push to withdraw from the court.

2009 ICC arrest warrant for President Omar Al-Bashir of Sudan and intensified in 2013 when ICC suspects President Uhuru Kenyatta and William Ruto were elected. At the AU summit in Kigali in April, several African countries including Nigeria, Tunisia, Senegal, Ivory Coast, Botswana and Algeria pushed back against a potential call by the African Union for mass exit at the ICC. The Nongovernmental organizations drawn from 11 countries in Africa said withdrawal from the ICC is a decision to be made by individual countries and cannot therefore be carried

out by the African Union. “The ICC is not perfect but it remains the crucial court of last resort. The AU should work to strengthen and support the ICC and not to urge its members to quit the institution,” said Timothy Mtambo of Malawi’s Center for Human Rights and Rehabilitation. Chibok girls: Nigeria calls for UN mediation with Boko Haram Nigeria’s president has called for the UN to mediate with militant Islamist group Boko Haram to secure the release of schoolgirls it is holding captive. Muhammadu Buhari said he was prepared to swap militants who are in custody for the girls. The more than 200 girls were seized during a raid on a school in the north-eastern town of Chibok in 2014. Previous efforts by neighbouring Chad to broker a deal with Boko Haram to secure the girls’ release failed. Speaking on the sidelines

of the annual UN General Assembly meeting in New York, Mr Buhari said that splits within the ranks of Boko Haram, which is affiliated to the Islamic State (IS) group, made it difficult to hold talks with them. “Government had reached out, ready to negotiate, but it became difficult to identify credible leaders. We will welcome intermediaries such as UN outfits, to step in,” Mr Buhari said. The UN has not yet commented on his request. The abduction of the schoolgirls led to the

US gives state Sh700M grant to connect Kenyans to national grid Low income earners in marginalized areas are set to be connected to the national grid following the disbursement of a Sh700 million grant that Kenya secured from the United States government. Speaking at a signing ceremony witnessed by US President Barack Obama, Deputy President William Ruto said the kitty will help the country achieve its Vision 2030 initiative of ensuring that every Kenyan citizen has access to electricity. “We have been working on increasing power generation in the country so these grants will allow us to continue exploiting the vast geothermal resources in the country,” said Ruto. The move is in line with President Obama’s legacy, the Power Africa initiative which, at full implementation, is expected to contribute immensely to the increase and diversification of power generation not only in Kenya, but across the entire continent. The Deputy President noted that the government is committed to providing affordable electricity within the next few months. “Indeed the government has achieved significant progress towards our stated target of increasing power generation capacity in Kenya by 5000 MW between the year 2013 and 2018,” he said. To ensure each and every Kenyan is connected to the grid, the government, in partnership with electricity generating and distributing companies, lowered the price of electricity connections to Sh15,000 down from the previous Sh35,000. Since the waiver in connection prices, the number of Kenyans connected to the grid almost doubled to 25 million from 13 million whereas more than 14,000 schools were also connected to the grid. Data reveals that over 1,000 MW have been added to the national grid over the last four years. Electricity distributor, Kenya Power earlier this year projected that by 2022, each and every household will be connected to the national grid. Experts say that once the whole country is connected to power, the economy would grow tremendously, creating job opportunities while improving the livelihoods of millions. @enock _x254

Zuku buys broadcast rights for T20 Quadrangular series Wananchi Group’s home entertainment brand Zuku television will broadcast live the matches of the international Cricket T20 Zuku quadrangular series to be held in Nairobi. Zuku is coming on board as the official broadcast partner of Cricket Kenya tournament following the purchase of broadcast rights and signing off a media partnership. Under the agreement, Cricket Kenya grants Broadcast Rights to Wananchi Group in order to broadcast the event live. Subject to any third party rights to broadcast the event, Cricket Kenya shall not authorise or otherwise permit (except with the express authority or consent of Wananchi) the distribution, transmission, retransmission, or broadcast of the event. The Association of Kenya Insurers (AKI) has announced plans to instate a platform dubbed the Integrated Motor Insurance Data System (IMIDS) before the year ends to streamline the claims process, reducing the potential for fraud and eventually reducing the cost of premiums. The system will be linked with the Kenya Revenue Authority (KRA), Ministry of Transport and the police. The move follows a recent report by AKI that found the motor private insurance sector is the worst hit by graft after the medical cover insurance sector, having lost close to Sh13.18 billion to claims by the end of 2015. “Motor private and medical made losses in 2015, and both had loss ratios in excess of 70 per cent. Underwriters are finding it hard to make profit from these products,” AKI Chief Executive Tom Gichuhi said during the launch of the report in Nairobi. The analysis established that medical insurance cover companies are the worst hit by graft, pushing the industry’s total loss for the segment to Sh310.78 million a year. The study further projects that the country’s

outlook for the insurance sector with non-life insurance might skyrocket by unprecedented rates by the year 2020. “We have a bullish outlook for the Kenyan insurance sector, with non-life insurance in particular expected to record robust annual growth throughout our five-year forecast period through to 2020,” read the report in part. The survey indicates that both medical and motor private insurance concerns have been a thorn in the flesh for local insurance firms, a problem attributed to price undercutting among firms and massive fraud. Motor insurance accounted for 38.7 per cent of the total non-life premium collected, while medical insurance accounted for 26.5 per cent of non-life premiums collected. In 2015, the industry recorded a growth of 10.5 per cent, helping the whole sector increase its total assets 11.5 per cent to Sh465.98 billion from Sh417.76 billion in 2014. During the same period under review, liabilities increased by 11.9 per cent to Sh369.79 billion from Sh330.34 billion recorded the previous year. @enock_x254

Kenya and St. Kitts and Nevis (a dualisland nation situated between the Atlantic Ocean and Caribbean Sea) have signed a joint communiqué to establish diplomatic relations. The agreement was signed yesterday by Foreign Affairs Cabinet Secretary Amb. Amina Mohamed and her St. Kitts and Nevis counterpart, Mr. Mark Brantley. The two Ministers discussed the impact of travel advisories on sensitive sectors of the economies of both countries, especially tourism. They said advisories have the un-intended effect of serving the agenda of terrorists, while working against the countries’ efforts to grow their economies. “Travel advisories result in massive loss of jobs, rendering youth who lose jobs vulnerable to radicalization and recruitment into terrorist networks,” said Amb. Mohamed. The two Ministers agreed to work towards forging a common front to counter the issuance of travel advisories. During the signing ceremony, which took place on the sidelines of the 71st Session of the UN General Assembly in New York, Amb. Israel has confirmed plans to deepen its ties with Kenya, a move that will see the Middle Eastern nation provide support and expertise in the fields of finance and security. The plans were confirmed during yesterday’s United Nations General Assembly (UNGA) meeting in New York, which was attended by Kenya’s Foreign Affairs Cabinet Secretary Ambassador Amina Mohammed. The CS attended the high level meeting, hosted by H.E Benjamin Netanyahu, Prime Minister of Israel. The meeting, which took place during the 71st sessions of the UN General Assembly in New York, explored strategic areas of cooperation between Israel and Africa. Israel has been actively seeking to strengthen its relationship with Kenya, having sent envoys to East Africa’s leading economy on several occasions. In June this year, the Middle Eastern country, through its Ambassador, announced plans to deepen its bilateral ties with Kenya through the use of its second-largest carrier. The report further indicates that mobile travel bookings will become a way of life rather than a trend to watch, leaving players with no option but to comply and adapt to the growing disruption. In a growing trend that is mostly seen to favour online travel agencies, the report notes that the rise of mobilebased services has also largely changed customer behaviour, with travellers keen on on-trip and post-trip details as well as pre-travel planning. A general observation is that after the booking, mobile phone users will go ahead to book and reserve other services such as recreation activities, car hires and tour guides. IDA gets AAA rating as group improves Kenyans’ living standards The International Development Association (IDA), the arm of the World Bank Group that works in the world’s poorest countries, has announced its first-ever public credit ratings of AAA issued by financial services group, Moody’s and S&P. The credit ratings will enable IDA to raise money in the capital markets to support its financing of a wide range of life-changing investments, from the provision of clean water and energy to the creation of opportunities for refugees and response to natural disasters and health crises, in the world’s 77 poorest countries. IDA delivers strong results in other priority areas as well. From 2011 to

2013, IDA supported the expansion of health, nutrition and sanitation services in Kenya’s Dadaab and Ethiopia’s Dollo Ado refugee camps. The project benefited 1.5 million people, over 290,000 children received Vitamin A supplements, and over 85,000 children were treated for severe acute malnutrition. IDA is currently providing $200 million (Sh20 billion) in concessional financing to help the governments of Lebanon and Jordan respond to the Syrian refugee crisis. In Vietnam, climate-smart agriculture is reducing greenhouse gas emissions by 30 to 35 per cent. And the lives of more than half a million Mongolian

hat has the experience of being in Kenya felt like? I already see the beauty of the people. Back home in Jamaica everybody keeps saying that Kenya is the African mecca for reggae music so it’s been exciting so far. I would want to experience the culture of being here and not just for the music but even the people. I want see a lion for the first time! What is the inspiration behind your music? I could say about 80 per cent of music is built on true life experience, the other 20 per cent is from my interactions with people around me. People sharing their ideas, people sharing their stories with me, but also my producer has a lot of influence on my music. We get inspiration from many things, anything can be the idea behind a song. You have stated in the past that in your opinion your upcoming is album is better than your previous releases, why is that? As an artiste growth is important.

‘Romain Virgo’ my first album was a compilation. I was putting together songs I had recorded, it was basically my introduction into the world. ‘The System,’ was more conscious, we knew what the title was going to be and there are some memorable songs on that album. ‘Love Sick’, this upcoming album, I can say is totally different from my previous albums. We started from scratch and ‘Love Sick’ is a love story, I think people will really like it. Will you be doing a collaboration with any Kenyan artistes while you are here? First of all believe in yourself and what you can achieve, work hard, then find somebody who will take your career seriously and has the same vision as you have about your future. What can your fans look forward to from you this weekend? It’s my first time here and when you’re going anywhere for the first time you want to make a good impression; to make something great. We all want to create a memorable experience and make it last. So I’m hoping to give the fans something that will last and something we can build a legacy on.

teams better than us and I am happy we have managed to secure the two. We are planning to get into a fourweek training camp and this will help us address the issues and flaws we have picked out from the COTIF and CECAFA championships,” Ouma noted. Among the areas he intends to improve is the girls’ mental and physical strength. He has also hinted he will be scouting for more creative players pointing this out as an area the team has been struggling in. Meanwhile, Ouma says he will consider team manager Doreen Nabwire for an active playing role in Cameroon after she made return to the team for the first time since 2012 during the CECAFA Championship in Uganda. “She (Doreen) is a player like any other despite the fact she is a team manager. She is very creative and might come in handy for us but we are currently working on her fitness levels because she had stayed out for a while due to injury,” “CECAFA was a measure point for her to see if she has anything to offer the team and for me as a coach, I was convinced she has something to offer. eicester manager Claudio Ranieri has labelled Jose Mourinho “a fantastic person” and said any issues between the two are “prehistoric” ahead of the Old Trafford clash tomorrow.
