Eleven people died today morning in a road accident on the Kisumu-Kendu Bay Road. According to Nyanza Traffic Commandant Andrew Naibei, the illfated vehicle was travelling from Sirare in Migori County to Kisumu. Medics consults over offer on pay increase THURSDAY, JANUARY 5, 2017

Doctors have started consulting their members over a proposal made by the Government to increase their pay by 40 percent to end their one month strike. Sources disclosed to XNews that the medics were this morning holed up in a meeting to discuss the offer with a similar meeting expected tomorrow before making a formal communication to the public. “The Secretary General cannot talk to you know, maybe later. He is in a meeting,” said an official without divulging more details. Last evening, Oluga said they have reached any agreement with government but thanked President Uhuru Kenyatta for his concern and convening the meeting. “We have not reached any agreement but we thank the President for convening the meeting. “He was concerned about our issues and we talked at length. We had a fruitful engagement and we appreciated there are challenges,” Dr Oluga said. He added: “We will have to discuss with our members...what they offered is outside the CBA,” he added. A statement from State House Spokesman Manoah Esipisu yesterday evening indicated that, Doctors in Job Group M to P will get Sh72,000 from Sh30,000 while those in Job Group

challenges in the health sector.” The high level meeting which was held at State House Mombasa was attended by Treasury Cabinet Secretary Henry Rotich, his Health Ministry counterpart Cleopa Mailu, the Salaries and Remuneration Commission Chairperson Sarah Serem and the Chairperson of the Public Service Commission Margaret Kobia. The doctors’ union officials however did not immediately take up the offer but instead asked for more time before giving a conclusive answer on tomorrow. @sam_x254

Unfortunately three others passed on while being rushed to the hospital,” he stated. Kisumu County Commissioner Mohammed Maalim stated that investigations are on course to establish the cause of the accident after it also emerged that the vehicle was overloaded. “This is a confirmation that the Matatu was overloaded and we expect a thorough investigation is conducted as to how such an overloaded Matatu could travel all the way from Sirare,” he said. Maalim warned motorists to adhere to traffic rules to avoid causing deaths on the road.

The fight against corruption can only ne won through a multi-sectoral approach, Ethics and Anti- corruption commission (EACC) Chairperson Nominee former Anglican Arch- bishop Eliud Wabukala has said. Appearing before the Justice and Legal affairs this morning for vetting, Wabukala said should be confirmed as the next chairperson of the Anti-graft body he will work towards bring moral consciousness of Kenyans to be able to win the graft. “We have to talk to Kenyans to search their hearts and mind to change their morals and practice professional moral ethics in their daily lives,” Wabukala said. Wabukala said he will involve the government, opposition, the civil societies and religious leaders to bring to an end corruption that has plagued the nation. Deputy President William Ruto has told off critics of IEBC selection Panel who are questioning the appointment of Wafula Chebukati as the nominee for the position of IEBC Chairperson. Ruto said leaders should stop looking at the new commissioners with tribal lenses but as professionals qualified to run the commission. He said it was unfortunate that some leaders were now questioning the choice of Chebukati as the IEBC chairman simply because he comes from the same county as commission’s chief executive officer Ezra Chiloba. “Why should someone oppose another Kenyan because they come from this county or that village? Chebukati and Chiloba are professionals who have the ability to run the IEBC,” said Ruto said. He said despite the process of appointment involving the Opposition, some leaders had made an about-turn and started questioning the choice. Egypt extends detention of Al Jazeera journalist Egypt extended on Wednesday the detention of an Al Jazeera journalist by 15 days pending investigation. Mahmoud Hussein (pictured) has complained of bad treatment in detention, not being allowed to contact his lawyer, denied visits from family members, and being held in solitary detention, Al Jazeera has learnt. Hussein, an Egyptian national, was arrested at his Cairo home on December 23 without charge. Egypt’s interior ministry had earlier accused Hussein of “incitement against state institutions and broadcasting false news with the aim of spreading chaos Al Jazeera strongly rejects the charges and says Hussein was in Egypt on holiday and not for work. He visits his family several times a year. “Al Jazeera deems all accusations against Hussein, including those which might be added later to the current allegations, to be a result of practices which violate international norms and conventions, and which, unfortunately, prevail in Egypt as exposed by human rights organizations,” the network said in a statement. Hussein, who lives in the Qatari capital Doha, has worked with Al Jazeera in Qatar since 2013. Shortly after he was detained, state security stormed the homes of Hussein’s two brothers and arrested them. They have since both been released. Egyptian authorities have over the past few years arrested several Al Jazeera employees, raising concerns over media freedom in the country. In May, a Cairo court recommended the death penalty against Ibrahim Helal and Alaa Omar Mohamed Sablan, charging them in absentia with endangering national security. Al Jazeera’s Baher Mohamed, Mohamed Fahmy and Peter Greste - along with seven colleagues outside the country were accused of spreading “false news” during their coverage of demonstrations against a military overthrow of thenpresident Mohamed Morsi in 2013, the year they were taken into custody. Baher Mohamed and Mohamed Fahmy spent 437 days in jail before being released. Greste spent more than a year in prison.

Fight for my healthcare Bill-Obama urges Democrats as he exits President Barack Obama has urged fellow Democrats to fight for his healthcare bill, as the incoming Trump team vowed to make a repeal of the law a priority. In a two-hour private meeting Obama rallied members of his party, as Republicans took their first steps to dismantle his signature bill. Vice President-elect Mike Pence was also at Congress, where he told his party they would replace Obamacare. The law has extended health coverage to an estimated 20 million Americans. But the 2010 Affordable Care Act law has been hit by soaring premium costs and major insurers withdrawing from the scheme, leaving Americans with fewer choices for coverage. After the outgoing president’s rare visit to Capitol Hill on Wednesday, Democratic Representative Elijah Cummings said Obama had “encouraged us to fight” to protect his flagship domestic policy accomplishment. Some of those present said Obama had also urged them to “stay strong” as Republicans prepare to take control of the White House and both chambers of Congress for the first time in a decade. He spoke as Republicans in the Senate took the first step to begin demolishing Obamacare. They voted by 51 to 48 to debate a budget resolution designed to starve the programme of funding. President Obama is not prepared to give up on his healthcare reforms without a fight. His final visit to Congress is a reminder that in just 16 days’ time, his fellow Democrats will hold very little political sway in this battle. Congressman Gregory Meeks said that he knows Obamacare has its faults but it brings healthcare to millions who wouldn’t otherwise have it. That’s a key message Democrats are trying to publicise. They also know Republicans have a weak spot. Repealing Obamacare will be the easy part - they have the votes they need and the backing of a president-elect who made it a key campaign pledge. Former Kosovo PM Haradinaj arrested on war crimes warrant Former Prime Minister of Kosovo Ramush Haradinaj (pictured) has been arrested by French police over alleged war crimes based on a Serbian arrest warrant. Haradinaj served as a rebel commander in the 1998-1999 Kosovo conflict, which eventually led to the Kosovo declaring independence. He twice faced war crimes charges at the UN, but was acquitted both times. Kosovo’s foreign ministry said his arrest was unacceptable, and that it was working to secure his release. Haradinaj, now an opposition leader in Kosovo, was arrested by police at Basel Mulhouse Freiburg airport in eastern France. Authorities said they were acting on

an arrest warrant from Serbia. Mr Haradinaj was briefly detained by Slovenian police in 2015 but soon released. He was a commander in the Kosovo Liberation Army during the 1990s conflict, and Serbia alleges he oversaw a campaign of torture and murder against ethnic Serbs. He has consistently denied the allegations, and stepped down as prime minister after just 100 days to face the charges. The judge at his most recent trial in 2012 said there was no evidence to support the claims. Kosovo declared independence from Serbia in 2008, but its status is not recognised by Serbia.

President Uhuru pledges to support KQ board with turnaround strategy

President Uhuru Kenyatta has pledged to support Kenya Airways (KQ) board initiatives aimed at bringing the national carrier back to profitability. Speaking after meeting with KQ Board Chairman, Michael Joseph, the Head of State confirmed that he will fully support the flyer’s efforts, a move he says will make Nairobi an African aviation hub. “President Kenyatta pledged to support the board’s initiatives noting that Kenya Airways is key to Government’s efforts of making Nairobi an African aviation hub,” read a statement sent to media houses. Part of the new initiatives that will revive the airline include the restructuring of the carrier’s governance where the board chair noted that the KQ is in process of recruiting a new Chief Executive to replace Mbuvi Ngunze. “The current process of recruiting a new Chief Executive of the airline as well as other initiatives aimed at strengthening the national carrier,” said Joseph. However, he says that the existing CEO will be in office until the flyer gets a new replacement. The reign of Ngunze has been seen as the worst period for the airline where it recorded its biggest loss in history. KQ reported a net loss of Sh26.2 billion for 2015-16, up from Sh25.7 billion the previous financial year. President Kenyatta’s affirmation comes

Hong Kong but the new agreement with its Asian partner increases this to a daily flight. The codeshare deal between the two airlines will also see Hong Kong Airlines book its customers flying to Nairobi from Thailand on KQ.

Kenya Power appoints Dr. Ken Tarus as MD and CEO as Dr. Chumo steps down The Kenya Power Board of Directors has appointed Dr. Ken Tarus as the Acting Managing Director and Chief Executive Officer of the Company with immediate effect. This follows the exit of the current MD & CEO, Dr. Ben Chumo, at the end of his contract period. Dr. Chumo has been the head of the Company since January 2014 in a period characterized by exponential growth in customer connections and implementation of network improvement projects among other major corporate milestones. Dr. Tarus, 46, brings with him over 20 years’ corporate leadership and management experience, five of which are in the energy sector. USAID offers local organisations up to Sh31bn in funding The United States Agency for International Development (USAID) has called on organisations in Kenya and across the globe to help tackle healthcare concerns such as child mortality and family planning. The Agency is seeking applications from eligible U.S. and non-U.S. organisations for a program entitled “BreakthroughAction”. Subject to funding availability, USAID intends to provide $300 million (Sh31 billion) in total funding over a 5-year period to support one Cooperative Agreement. USAID is welcoming applications from organizations which have not previously received financial assistance from the development agency. The programme aims to support countries in achieving desired improvements in health and development outcomes, including increasing the demand for family planning (FP) that is satisfied with modern contraception; ending preventable child and maternal deaths; achieving and maintaining an AIDSfree generation; and achieving a malaria-free world. The purpose of the BreakthroughAction project is to increase the practice of priority health behaviors and enabling social norms, including gender norms, for improved health and development outcomes, with an emphasis on improving FP/RH, HIV/ AIDS, MNCH, and malaria health outcomes.

Mobile money services aiding in fight against extreme poverty in Kenya Access to mobile money services has lifted close to 2 per cent of Kenyan households out of extreme poverty, a recently published study has revealed. The analysis indicates that rapid expansion of mobile money in Kenya has lifted over 194,000 Kenyan households out of paucity and enabled 185,000 women to shift from subsistence farming to lucrative businesses. “The impact on poverty reduction appears to be the result of improved financial behaviour by facilitating easier and safer savings and changes in the occupational choice of users,” says the study. Mobile money services such as M-pesa and Airtel Pesa Mkononi have not only cultivated a culture of saving, but have also brought unbanked users to the banking

brackets. The report attributes the widely used mobile money services to an increasing number of mobile phones among members of the public as well as internet penetration within the country, which currently stands at 88 per cent. A Communications Authority of Kenya’s (CA’s) quarterly report has found that Kenya now has 37.8 million active mobile phone numbers. Mobile phone penetration is rising across sub-Saharan Africa, with almost 76 per cent of the population having a mobile phone subscription According to the study, active mobile money users have access to unsecured loans including M-Shwari loans, a move that

further helped thousands out of extreme poverty as they took up credit and invested in businesses. Furthermore, users in remote areas have access to remittances from their relatives abroad, a move that has helped alleviate extreme poverty. Mobile money has a positive impact on economic outcomes including job creation where people are employed as mobile money agents, supplementing the government’s efforts of creating direct and indirect job opportunities. the study states that as other products built on mobile money platforms are developed, financial inclusion is deepened and users are empowered to improve the management of their financial resources. @enock_x254

High land and infrastructure development costs have been ranked major impediments to real estate development growth in the country, Kenya’s Hospitality Sector Report reveals. According to the analysis, the skyrocketing cost of land prices and the recent hike in development costs might discourage sector stakeholders from investing in the industry thus reducing affordability and availability of real estate products.

The real estate sector accounted for 7.6 per cent of Kenya’s GDP in the second quarter of 2016, an increase from its 7.1 per cent contribution in quarter one of the same year, according to the Kenya National Burial of Statistics (KNBS) Economic Survey 2016. Real estate has consistently outperformed other asset classes in the last 5 years, generating returns of over 25 per cent per annum compared to an average of 10 per cent per annum in the traditional asset classes.

Upcountry branches prop up Nakumatt’s back to school sales THURSDAY, JANUARY 5, 2017

Regional retailer, Nakumatt Holdings has confirmed that its upcountry branches have continued to lift its top line sales as the Back-to-School season gets underway. The retailer’s outlets in Nanyuki, Meru Kakamega, Bungoma, Busia, Eldoret, Kitale, Nakuru, and the entire Coast region have continued to post good customer footfall in the New Year. With an early Form One reporting phase this year, Nakumatt expects the Back to School shopping traffic to persist through this weekend and the coming week. Speaking when he confirmed the prevailing trend, Nakumatt Holdings Managing Director, Mr. Atul Shah said the firm’s upcountry stores are registering significantly higher customer traffic. Such traffic, he noted, primarily features essential back to school supplies and related commodities. The firm, he said has stocked up well on essential back to school products including a wide range of value filled Nakumatt Blue Label school stationery products. The US based retail trade association, says the sale projections will be significantly higher than the 10-year average of 2.5 per cent and above the seven-year average of 3.4 per cent since recovery began in 2009.

Swedish development group Spider Centre offers Kenyan learning institutions Sh11 million in funding The Swedish Program for ICT in Developing Regions, otherwise known as the Spider Center, has announced an open call in the thematic programme of education and learning. The objective of the present call is to receive project proposals that are ready to be implemented and can deliver concrete results. Proposals that can demonstrate how they will achieve learning outcomes and organizations that form strategic partnerships with different stakeholders from the public and private sector and civil society will be prioritized. The Spider Centre will accept applications from institutions of learning, vocational schools and organisations from Kenya, Ethiopia, Burkina Faso, Democratic Republic of Congo, Liberia, Mali, Mozambique, Rwanda, Somalia, Sudan, South Sudan, Tanzania, Uganda and Zambia.

“The project should not exceed 1 million SEK (Sh11.42 million) per year. Spider will fund projects in education starting from mid-2017. Projects need to end by mid-2019,” the

group said in a recent statement. “ The proposed ICT component(s) should be used as a tool for furthering education within the particular context, specifically integrating

pedagogically proven methods. The project should make use of ICTs/ method in ICT4D that has yielded the desirable results in the same or similar socio-economic settings and tailored to the context in which it is implemented” the Centre added. The focus is on vocational skills, and consideration will be given to proposals that are competency based, learner centered, and using formal and/or non-formal education. The areas will be in different trades and subjects where the trainees are taught technical and life skills that will lead to productivity and improve chances of employability and/or selfsufficiency. “This call will focus on the heads of children-headed households or, heads of women-headed households, widows or youth in rural-, urban settings and refugee camps,” the group said in its statement.

Now in its third year, the Blog4Dev Contest is an ideas-sharing platform initiated by World Bank for youth in Kenya, Rwanda, and Uganda. The 2016 competition which began on December 2, 2016 is challenging youth to write on Agriculture, and the opportunities that youth in Africa can seize to grow the sector. World Bank Country Director for Kenya, Rwanda, Uganda and Eritrea, Africa Diarietou Gaye noted that the voice of the youth remains integral to economic development in any country, and the blogs are an opportunity for policy makers to interact with the youth. Sheadded that the Agriculture sector remains an untapped sector, but with boundless opportunities for innovation. “Agriculture is the backbone of the East African regional economy, as it accounts for about 32 per cent of the region’s Gross Domestic Product (GDP). Growth in the agriculture sector helps raise incomes, create employment opportunities, reduces poverty, and accounts for about 70 per cent of employment opportunities in Kenya, Rwanda, and Uganda. Despite being a field vibrant with innovations driven by young people, why are they shying away from agriculture?” noted Diarietou. Two winners will be selected from Kenya while Uganda and Rwanda will front a winner each. The best blogger will win an all-expense paid tour to the World Bank Headquarters in Washington DC. In addition, they will go through intense training which will equip them with knowledge and skills that will contribute to economic growth of their countries. On her part, Arimus Media Chief Executive Officer, Julie Gichuru noted that online media has created an opportunity for youth to widen their perspectives on development issues. In turn this breaks the glass ceiling between policy makers and the public. “The youth have a measure of influence in policy development, and the internet has made people more knowledgeable of the issues that surround them. We are happy that global policy makers like the World Bank are listening to youth from developing countries to influence the process,” noted Gichuru. eteran goalkeeper Essam El Hadary has been included in Egypt’s final 23-man squad for the Africa Cup of

Nations. El Hadary turns 43 this month and could become the oldest player in Nations Cup history, beating the 2006 record of 39-year-old compatriot Hossam Hassan. Coach Hector Cuper trimmed four players from his provisional list. Al Masry defender Hamada Tolba and midfielder Ahmed Gomaa, Zamalek midfielder Mohamed Ibrahim and Ismaili goalkeeper Mohamed Awad were dropped. Last month, Cuper sprang a surprise by omitting Zamalek striker Bassem Morsi, who had been in the starting line-up for Egypt in their last two World Cup qualifiers in October and November. Only four of the squad remain from Egypt’s last participation in the finals, when they won the title for the third time in a row in 2010. They are El Hadary, Ahmed Elmohamady, Mohamed Abdelshafi and Ahmed Fathi. Egypt, who have missed out on the last three Nations Cup tournaments, play in Group D in Port Gentil and open their campaign on 17 January against Mali. The tournament in Gabon runs from 14 January to 5 February.

Wilfried Zaha in Ivory Coast’s AFCON final squad Crystal Palace winger Wilfried Zaha has been included in Ivory Coast’s 23-man squad for the Africa Cup of Nations. His inclusion follows his decision to switch international allegiance from England, where he grew up. The 24-year-old was born in Ivory Coast but has two England caps, having played against Sweden in November 2012 and Scotland the following year. As both were friendly matches, he is permitted to commit his international future to his country of birth. Ivory Coast coach Michel Dussuyer initially named a provisional 24-man squad. He left out defender Ousmane Viera, who plays for Turkey’s Adanaspor, from his final selection. The defending champions have a training camp in Abu Dhabi starting on 2 January. “One of the challenges facing us in camp will be that some of the players will be rested and others - those playing in England - will be tired and in need of some rest,” Dussuyer said. Ivory Coast kick off the tournament against Togo on 16 January, before facing DR Congo and Morocco in the group stage.

Real Madrid extended their unbeaten run to 38 games with a 3-0 victory over Sevilla in the first leg of their last-16 Copa del Rey tie at the Bernabeu. Real - who have won 29 of those 38 matches - are one short of equalling a best-ever run by a La Liga team. James Rodriguez scored twice as he made a rare start in the absence of the rested Cristiano Ronaldo. Raphael Varne also headed home to put Real firmly in control with the second leg in Seville on 12 January. It is a second leg which now appears a formality amid a hectic schedule that could see Real play 21 times in 11 weeks. Madrid started a second consecutive home game without any of their first-choice front three with Karim Benzema on the substitutes’ bench, Ronaldo rested and Gareth Bale sidelined with a long-term ankle injury. Rodriguez had previously said he would consider his future in January after playing a minor role so far this season, but made the most of a rare start by scoring a spectacular long-range opener and adding his second from the penalty spot after Luca Modric was fouled by Mariano. Sunderland reject West Ham’s £6m bid for Defoe

underland have rejected West Ham’s £6m bid for striker Jermain Defoe. It is understood the Hammers will raise their offer for the player who began his career at the east London club. Defoe, 34, has scored 11 goals in 21 appearances for the Premier League strugglers this season. His latest goals came on Monday as Sunderland twice fought from a goal down to draw 2-2 with in-form Liverpool, which left manager David Moyes’s side in 18th position. Defoe’s senior career began at West Ham before he moved to rivals Tottenham in a £7m deal in 2004, with striker Bobby Zamora going the other way. A £7.5m move to Portsmouth followed in January 2008 before he returned to Spurs the following year for £15m. Defoe made a surprise move to Canadian team Toronto FC in 2014 before he was lured to Sunderland in 2015 by former Black Cats boss and ex-Spurs team-mate Gus Poyet.

ottenham ended Chelsea’s attempt to make Premier League history with a 14th successive victory as the title pacesetters were well beaten at White Hart Lane. Spurs moved up to third place as headers from Dele Alli either side of halftime made the difference to leave Chelsea five points ahead of Liverpool in second place. Alli rose to meet Christian Eriksen’s cross in first-half stoppage time and the same pair combined to put the game out of Chelsea’s reach in the 54th minute. Eden Hazard had Chelsea’s two best chances in each half but Spurs closed out the victory in comfort to put north London rivals Arsenal out of the top four and leave themselves seven points off the top after their fifth successive league win. Tottenham’s season was at a tipping point after a disappointing Champions League exit at the group stage and the poor performance in defeat at Manchester United in early December - but they

have responded magnificently. Mauricio Pochettino’s side are gathering impressive momentum, illustrated by the manner in which they overcame a Chelsea side that was starting to carry an air of impregnability. The 4-1 wins at Southampton and Watford served as a warning that Spurs were approaching the sort of form that carried them close to the title last season and this performance confirmed their growing confidence and stature. Spurs have recaptured their intensity and energy and when this is bolted on to the quality provided here by the likes of Alli and Eriksen, it makes them a formidable prospect. Manchester City had already found Spurs too hot to handle at White Hart Lane this season - and Chelsea suffered a similar fate. Alli endured a quiet start to the season, perhaps in the aftermath of England’s debacle at Euro 2016 - but the 20-year-old is firing on cylinders now. Alli’s headed

Pochettino said before the game that he regarded Alli as “the most important player to emerge in English football in recent years”. Alli received a standing ovation when he was replaced in the closing minutes after showing the quality that will make him an integral part of the future of both Spurs and England.
