MILLIONS OF LITRES: The Lower Tugela Bulk Water Supply Scheme said to supply Blythedale and augment KwaDukuza's own water supply

More than 350 000 residents of KwaDukuza and Mandeni on the north coast will benefit from the launch of the R1.32bn Lower Thukela Bulk Water Supply Scheme next week, courtesy of the Department of Water and Sanitation. Once completed in September, the scheme will supply an additional 55 million litres / day of treated water to the coastal and inland areas. In her address to Sundumbili residents in Mandeni, MEC DubeNcube cautioned residents that the implementation of this project did not take away from the fact that the province is facing a severe drought. “The Plant we launched today will supply 55 mega-litres of water a day. We must manage this resource carefully to ensure that our communities survive this drought,” said DubeNcube. Of the population including KwaDukuza and Mandeni to be served, 209 859 are indigent people. The population to be served to reduce backlog is 18 366 people with 20 091 people receiving water from augmentation of existing schemes. The total number of people estimated to benefit from this scheme is 585,900

Shockingly, it has come to light recently that KDM's electrical department employees have been making illegal electrical connections for locals. This is a serious indictment, making KDM employees accessories to crime, and must be treated as such. Forty percent (40%) of KDM's annual budget is used to buy electricity. In the previous financial year KDM lost approximately R62 million in energy losses. This was due primarily to illegal connections. For this reason the ACDP supports Council's recent decision to enforce stricter measures on perpetrators (residents or employees) going forward which includes laying criminal charges with the SAPS. It seems that the new King Shaka Mall is being held in abeyance, amid the community having divided opinions about it. In the meantime the developer, Vivian Reddy, is wasting no time wooing the Kwadukuza public with philanthropic gestures unheardof in Kwadukuza previously. But neither KDM nor the developer have answered the questions of the community: • Why was the local community not informed about this massive development in Kwadukuza? • Why was the tender not advertised in the local media? • What prescribed processes did KDM undertake to dispose of the Recreation Grounds? • Was it not improper for KDM to accept

Meanwhile local businessmen are in the process of taking the matter up legally. The Kwadukuza Ratepayers and Civic Association is an interim ratepayers association that wants to formalise itself amidst much antagonism from unsavoury quarters. I must stipulate that this association is a community-based “interest group”. So although buy-in from most ratepayers would improve their lobbying power, it is not compulsory for them to have broad representation. Kwadukuza needs a ratepayers association, and the sooner office bearers are elected and the association is formalised the better. The ACDP commends the efforts of Haroon Mohammedy and the interim team and supports the formation of a ratepayers association. On a positive note, Council has decided to sell (more like donate) an unused piece of property to the Dolphin Coast Hospice Association (DCHA) for the construction of a hospice centre. The ACDP supported this decision because the DCHA has been tirelessly giving care to the elderly and terminally ill in Kwadukuza. The donated property is 2050sqm in size is valued at

R260 000. It is situated on Mdoni Road in Mdonville which a residential area, ideally located for the activities of the hospice. Mayor is wrong! A recent media article on road rehabilitation in wards 16 and 17 is misleading and the mayor who is also the chairman of the ANC has used it for his political advantage for the upcoming local government elections. Playing ignorant of not knowing the poor state of roads leaves much to be desired. Council record will show in the Integrated Development Plan (IDP), Manor Drive and other roads were identified for upgrades which inform the budget and priority of council. The sad reality is that they get overlooked by the majority party. Now that it's election time to catch few dozen additional votes, money becomes available. There is ulterior motive when democratically elected ward councillors are sidelined and undermined. Protocol dictates that that when projects are launched the sector department first get in touch with ward councillors and their ward committee to introduce the contractors, budget, scope of work, completion date and timeframes.

Unfortunately the bright sparks (officials) of the KDM civil department chose not to invite and appraise the councillors of the projects. They must be fired or disciplined. It stinks when officials openly tow the political line thus compromising their duties. In fact most of KwaDukuza's roads need upgrade which have been neglected over the years due to poor planning and not allocating sufficient budget. While every effort is made to best represent the needs of the community in most cases they are blocked citing no funds. This is a fact the community needs to know. The community is wise and can see through the political game being played out. Communities are entitled to these basic services as it's not a favour after all. It is their money through taxes coming back in service delivery. It's also a known fact the two DA wards have been targeted by the ANC, with the inclusion of two informal settlement in both wards which we have no problems with the final ward determination by the Demarcation Board and we will work hard to keep both the wards DA. Randsons did the unexpected last Wednesday when they brought down the mighty Grove End to capture the Xpress Times sponsored K w a D u k u z a Vo l l e y b a l l Association Easter tournament coming from a set down to win 2-1. This is the first time in over two years that Grove End, who have dominated the local volleyball scene, tasted defeat. Randsons manager, Aslam Randeree was over the moon with the victory, thanking man-of-match and skipper Sandhir 'Tin Boy' Jugmohan for his sterling leadership to steer his troops to victory. Grove End regrouped after a time out and quickly chewed away the deficit and eventually led 12-8 forcing Randsons into a timeout. Randsons immediately change the game around to take a 21-19 lead. They never looked back winning the second set 25-23 to send the match into the third and final set. The final set was evenly poised and with the scores even at 13-13 it could have gone anyway. But two powerful attacks from Jugmohan and Premlal secured a 15-13 victory for Randsons and the Xpress Times Easter tournament cup. Randsons and Grove End pocketed prize money and trophies whilst Darnall and Sunbrook received prize money.
