Mayor Shandu delivers State of the District Address By Xpress Reporter
T
he recently inaugurated Council of ILembe District Municipality, under the leadership of Mayor Thobani Shandu, is ready to face the task that lies ahead as the new term of office gets underway. This is according to Mayor Shandu, who delivered his maiden State of the District Address (SODA) at the Jonny Makhathini Hall in Ndwedwe last week Friday. Shandu said the Council's Integrated Development Plan (IDP), seeks to chart a new approach towards the developmental agenda of local government. “There is no doubt that we are creating an enabling environment
for the growth and sustainability of our District. Good governance remains top priority of our local government manifesto, and this comes not only through setting up internal controls but it also requires strict abidance with rules and regulations that result in good governance,” Shandu stated. The Mayor added that Council was seized with exercising effective oversight function over finances of the municipality, through instruments like the Internal Audit Unit, the Risk Management Unit, the Audit and Performance Committee, the Municipal Public Accounts Committee etc. Shandu told the meeting that the municipality had designed

KDM budget passed as opposition parties split vote councillor Sikhumbuzo Dladla surprised many by presenting a strong argument in favour of passing the budget, in spite of the objections raised by opposition parties. The electricity increases, to come into effect from the 1st of July 2022, will range between 3% for domestic consumers, and 7.47% for large commercial consumers. Our benchmarking exercise clearly indicates that our proposed electricity increase is competitive, less and within the NERSA range. It is worth noting that some of the opposition-led municipalities have additional tariffs of charges for electricity known as “electrical capital investment tariff,” which is a tariff ringfenced for the rehabilitation
and maintenance of infrastructure. This further exposes the lies that our tariffs are high compared with the municipalities they lead,” Nhaca indicated. The municipality will be maintaining its indigent support policy, with 75kWh of free electricity being allocated monthly to qualifying consumers. Nhaca has reiterated her stance on energy losses, warning that the municipality would be embarking on an aggressive campaign to deal with illegal connections and meter tampering.

He stressed that residents needed to see their lives changing for the better, in real practice. “Working together with KwaDukuza Municipality, we have allocated funding, and the municipality is now in the process of implementing the project. It remains of critical importance to restore the dignity of the previously marginalized people of South Africa. “We also want to make a commitment that no house will be allocated to beneficiaries on the basis of nepotism. Everyone who deserves and qualifies for a house must get it. All of our people must benefit. Corruption is not part of what we are doing. We reject any form of corruption, and we will fight corruption to the end,” Sibiya vowed. KwaDukuza Deputy Mayor Thulani Ntuli urged the people of KwaNyathikazi to take responsibility for the project, and ensure that no disruptive elements are allowed to interfere with the project. A collaborative effort between KwaDukuza SAPS, KwaDukuza CPF and Avon Peaking Power Plant has seen hundreds of volunteers who are attacked to the KwaDukuza CPF receiving food parcels. In an event held at Thembeni Community Hall at the weekend, much appreciation was shown to the volunteers, who put their lives at risk and make great personal sacrifices to keep the people of KwaDukuza safe from criminals. The Chairperson of KwaDukuza CPF Dr Mfuneni Zungu said the 100 food packs
which were distributed at the weekend were just the beginning of the programme to reward the more than 1800 CPF members scattered across the KwaDukuza SAPS policing precinct. “This is to say thank you to CPF members from different wards who defend our communities from criminals without any compensation. ILembe seeks R99m to rebuild damaged infrastructure By Xpress Reporter
Ilembe District Mayor Cllr Thobani Shandu says the municipality is still working hard to repair the damage to infrastructure caused by the April floods. Delivering the State of the District Address in Ndwedwe last week Friday, Shandu conceded that the District had suffered severe damages, and had subsequently approached national government for assistance. “Due to the severity and the magnitude of the floods, they have since been declared as National Disaster, to allow national interventions from national government. The District also made a submission to apply for Disaster Grant Funding amounting to R99 550 000, since municipal buildings as well as water and sanitation infrastructure were severely damaged,” Shandu stated. The Mayor added that, moving forward, the municipality had put in place contingency plans for winter season, and was ready to respond accordingly, through its Disaster Management Centre. “It is unfortunate to report that iLembe District Municipality was one of the worst hit municipalities during the April floods. While recovering from the after-effects of the April floods, iLembe also
experienced disruptive rainfall last weekend. This time around, 46 people were left homeless and evacuated to temporary shelters. “The District will strive to ensure that there is adequate firefighting capacity especially in municipalities such as Ndwedwe and Maphumulo,” Shandu stated. The good working relationship that the municipality maintains with Umgeni Water, KwaZuluNatal COGTA and the National Department of Water and Sanitation, Shandu explained, had greatly improved the municipality's ability to address all the infrastructural backlogs. “The municipality relies on grants for the eradication of backlogs through development of infrastructure and basic service projects such as bulk water infrastructure, sanitation, refurbishment of ageing infrastructure as well as job creation through the Expanded Public Works Programme (EPWP). our people even during these “We will continue to support testing times,” the Mayor stated.

KwaDukuza Municipality in conjunction with the KwaZuluNatal Department of Human Settlements has brought joy to the heart of 72-year-old pensioner from KwaNyathikazi. Nombuliso Eslima Mthini, who lives with her grandson Zola Gobo, has been occupying a ramshackle mud structure, which was further damaged by the recent floods. KwaDukuza Mayor Lindile Nhaca, accompanied by the HOD for Human Settlements in KZN Mduduzi Zungu and other
dignitaries, visited Eslima on Sunday, to assess the situation and offer relief. Ward 03 Councillor Sifiso Nxele said Gogo Mthini was among those worst affected by floods in the area. He said rehousing the granny was of paramount importance as her mud structure had been further worsened by floods. Gogo Mthini was more than elated when the leaders assured her that a decent, temporary housing structure would be built for her. However she quickly alerted the officials to a very
important proviso: “I want to be moved from this location, as it is on the flood line. Storm water flows right into my property. It is not safe for me and my family to c9ntiue living here,” she said. The municipality assured her that an alternative site would be allocated to her, where the temporary structure, known as the TRU, is going to be erected. “I want to sincerely thank all those who have been involved in this effort to assist my grandmother. Our lives will not change for the better,” stated grandson Zola Gobo.

Much needed relief for flood victims By Xpress Reporter

A long standing partnership between non-profit organization Gugu Dlamini Foundation and the Mandeni Parliamentary Constituency Office, being headed by KwaZulu-Natal MPL Makhosi Zungu, has seen people affected by the recent floods in Mandeni receiving much needed assistance. The programme saw 50 beneficiaries receiving food packs, blankets and sponges, to offset the adverse consequences of the floods. There were also some clothing items for those in need. Zungu explained that the partnership with the Foundation had enabled the Office to extend assistance to those in need within the community. Nelly Madikizela from the Gugu Dlamini Foundation said in responding to a number of challenges that society faces, especially following the recent floods which caused untold damages in parts of KZN, the Foundation wished to also lend a helping hand to the people of Mandeni, utilising the limited resources at its disposal. “We strongly believe (this) will make a difference,” Madikizela said. The intervention did not end there, as the two organizations
moved on to the Mandeni Campus of Umfolozi TVET College, to distribute dignity packs amongst 50 needy female students. This initiative was in response to an appeal from the College's Student Support Services Department for sanitary packs to alleviate the plight of female students who struggle with such basic necessities in instances where funding from the National Students Financial Aid Scheme (NSFAS) has been delayed.

This gesture was appreciated by the Manager, Miss Londiwe Gumede and the entire Student Support team, who said the assistance would come in handy in assisting the students. “We will continue to strengthen our relations in order to better serve the people within our communities and make a difference in their lives. ActionSA introduces new PR councillor ActionSA has announced the deployment of Stephne Ashworth as its new proportional representative (PR) councillor in the KwaDukuza municipal council. Ashworth has been sworn in as the replacement for Gerard de Billot, who has since resigned as the ActionSA PR councillor. Ashworth contested for ActionSA in Ward 22, but lost out to the Democratic Alliance (DA) candidate Privi Makhan. However she managed to obtain 1068 PR votes in the ward. This was the highest number of votes received by a candidate in KwaDukuza where ActionSA contested the elections. A search operation involving various emergency rescue services and Ndwedwe community members resulted in the recovery of two bodies in Umdloti River last week. The bodies belonged to two
employees of Ethekwini Metro Municipality, whose vehicle had apparently been swept away by the flooded river in the area of Osindisweni, in Ndwedwe. The deceased men were trying to cross a low-lying
bridge when their vehicle was swept away. The vehicle, a Toyota Etios, was later recovered minus the occupants. Ndwedwe Mayor Cllr Samuel Mfeka has thanked all who participated in the search operation.

A man currently awaiting trial in prison is allegedly instilling fear in the community of Ntshawini and Chris Hani, in Ward 15. And this has angered the community, who now demand to know how this man is able to get access to a cellphone with which he allegedly continues to send threatening messages. The man, Jabulani Adam Bwanamali, was arrested on the 2nd of May 202, after he was handed over to the police, following the death of his friend, Sibusiso Dube, who was stabbed to death on the same day, at a house in Gledhow. Members of the community who went to the KwaDukuza Magistrate's Court on Thursday last week for the man's appearance, were left disappointed after the case was once again postponed. Members of the
community who spoke to Xpress Times claimed that the man was not showing any remorse for his alleged action, and was instead continuing to threaten those who testimony could lead to his conviction. Among those allegedly threatened by the man, according to the communi8ty, is his girlfriend, who has reportedly fled the area. “When this barbaric act was committed, this man was out of jail after he had stabbed another person multiple times. We just don't understand how the justice system works, when people accused of serious crimes are released only to go and commit more serious crimes. Many people are now living in fear because this man sends them threatening text messages, right from inside jail. “We wan to know how this man is able to have a cellphone inside jail. Also, if
the justice system cannot keep such a dangerous person inside jail, then our people have a good reason to have no faith in our justice system,” stated an angry resident. KwaDukuza SAPS communications officer Priya Nunkumar confirmed that the man had been placed under arrest on the 2nd of May 2022, after his brother handed him over to the police. Nunkumar said a body had been found in the suspect's house covered in a bed sheet, with multiple stab wounds. “The suspect was handed over to members of KwaDukuza SAPS by his brother, who also led KwaDukuza SAPS to the crime scene. The suspect was charged for murder; the matter is being investigated by KwaDukuza SAPS Detectives of the Serious and Violent Crimes Unit,” Nunkumar said.

immunity in South Africa likely means that in the absence of a new, more severe variant, future spikes in infections are unlikely to result in large increases in hospitalisations and deaths. Current short term trends in case numbers and the proportion of tests that are positive suggest that there is a high level of virus transmission. But changes in testing patterns through time mean these numbers are no longer directly comparable to previous waves. Moving forward, the country can expect that case numbers will rise and fall. However the peaks and troughs of transmission will be less dramatic than previously seen. And it's possible that periods of high transmission may become seasonal in nature, as seen with other respiratory viruses. The exact SARS-CoV-2 transmission patterns will be driven by a complex interplay between seasonal influences, viral evolution, waning of immunity against infection (and perhaps disease), and demographic processes that drive long-term changes in population susceptibility. The availability of vaccinations and booster doses, and high rates of infection in the population to date, will mean that reported case numbers will become less reliable as an indicator of infection risk or a predictor of hospital admissions and deaths. No perfect metrics exist for monitoring the force of infection. But there are several indicators that may be useful. First, the proportion of tests that are positive is a
valuable indicator of short-term trends, with changes generally correlated to increasing or decreasing transmission. Similarly, sustained increases in case numbers, or resurgences, remain good indicators of shortterm increases in transmission because they focus on increases relative to very recent observations. Finally, data on the concentration of SARSCoV-2 genomic material in wastewater can be used to assess trends in community-level transmission. The South African Medical Research Council provides a dashboard showing trends in SARS-CoV-2 RNA concentration for many of the country's most populous districts. The NICD also releases weekly reports showing longer-term trends and the genomic breakdown of samples detected and an interactive dashboard. All of these indicators provide useful information about the trajectory of community level transmission. But none of them translates into individual infection risk, risk of severe disease, or risk of overwhelming the health system. Use of masks and avoiding crowded or poorlyventilated indoor spaces and large gatherings can still be important tools to reduce risk of infection during times of relatively high transmission. Confirmed cases of SARS-CoV-2 have been increasing in South Africa in recent weeks. This has been largely driven by two offspring known as the BA.4 and BA.5 sub-lineages of the Omicron variant first identified in South Africa late last year. What's notable about the most recent spike is that there are a number of differences between what the country is currently experiencing and the first four waves of COVID-19 in South Africa. Firstly, nearly all South Africans now have some form of immunity. This is due to either having been exposed to the virus, or being vaccinated, or a combination of both. Secondly, the current resurgence has only seen a small increase in hospitalisations. And, so far, a very minor increase in excess mortality. Thirdly, the current resurgence is the result of a sub-lineages of the variant (Omicron) that caused the fourth wave. The shift to resurgences driven by sub-lineages rather than new variants potentially heralds a change in the evolutionary pattern of the virus and a move to it becoming endemic. Lastly, the country currently has the lowest level of restrictions in place compared to any period since the start of the pandemic. These differences matter because they have important implications for interpretation of COVID-19 trends and the associated response. They show that South Africa appears to have entered a new phase of the epidemic. In this new phase, the high population-level

of Ivermectin for patients with COVID-19. Two national health organisations updated their guidelines and do not recommend the use of Ivermectin in patients with COVID-19, except in the context of clinical trials. The effect of these developments is that where there was equipoise at the point in time when the Programme was adopted, there is no longer equipoise. A further important development is that vaccines for COVID-19 are now widely available. SAHPRA has made available other vaccines and therapeutics for COVID-19 through section 21 of the Act. No new applications for importation of unregistered Ivermectin products have been received since August 2021. A marked decline in the number of health facilities applying for permission to hold bulk stock was noted after August 2021. No individual named patient applications have been approved since December 2021, and a lack of reporting by the treating healthcare providers of the outcomes achieved was also noted. The scientific evidence, as set out above as well as the other developments summarised above has caused SAHPRA to revise its approach to the Programme in accordance with Regulation 29(4). Given that there is currently no credible evidence to support a therapeutic role for Ivermectin in COVID-19, SAHPRA has decided to terminate the Programme with immediate effect. SAHPRA will continue to monitor the peerreviewed, scientific literature regarding the safety and efficacy of Ivermectin.

Vinicius Junior scored the only goal of the game as Real Madrid beat Liverpool 1-0 in Saturday's Champions League final in Paris to become kings of Europe for a record-extending 14th time after a night marred by problems outside the ground that led to the kick-off being delayed by over half an hour. Brazilian winger Vinicius turned in Fede Valverde's low cross in the 59th minute at the Stade de France and Liverpool could not find an equaliser as Jurgen Klopp's
side lost to the Spanish giants in a Champions League final for the second time in five seasons. Liverpool will wonder what might have been had the outstanding Thibaut Courtois not pushed Sadio Mane's shot onto the inside of a post when they were on top in the first half, as they fell short of a trophy treble. Winners of the English League Cup and FA Cup this season, they just missed out to Manchester City for the Premier League title and were denied a victory
here which would have put them level with AC Milan on seven European Cups. Instead Real have a fifth Champions League in nine seasons to go with their Spanish title, as Carlo Ancelotti becomes the first coach to win European club football's greatest prize for a fourth time. Ancelotti was also in charge of Real when they won the 2014 final having triumphed with AC Milan in 2003 and in 2007, the latter victory coming against Liverpool.
The match kicked off 35 minutes later than the planned 9:00 pm (1900 GMT) start in the French capital after chaos at entrances to the stadium led to thousands of Liverpool fans being unable to get to their seats. UEFA blamed the build-ups of supporters at the gates of the stadium on "thousands of fans who had purchased fake tickets which did not work in the turnstiles". Police also fired tear gas as a handful of younger fans could be seen trying to scale fences around the perimeter of the
stadium. The final was only moved to the French capital after Saint-Petersburg was stripped of the game following Russia's invasion of Ukraine. The delayed kick-off may have been responsible for the slow start to the game, as it was 16 minutes before there was an incident of note, Mohamed Salah turning a low Trent Alexander-Arnold cross towards goal only for Courtois to save. Liverpool were seen as favourites to avenge their loss to the
Spanish giants in the 2018 final in Kyiv and they began to take control of the game. Mane came agonisingly close in the 21st minute as he skipped his way into a shooting position inside the box only for Courtois to tip his net-bound shot onto his right-hand post. Klopp's side, with Fabinho and Thiago Alcantara starting in midfield after overcoming fitness worries, were in control but could not turn their superiority into a lead.
'Killer' Miller finally at ease with own game after fine IPL season
David Miller's fine IPL season was down to him embracing that it takes time for a batter to really understand his game. The Proteas left-hander, part of the victorious Gujarat franchise, admitted that he's failed many times before and even felt he didn't need to work on playing spin. But his maturity and work ethic are now bearing fruit, just in time for the Proteas' T20 World Cup push later this year. David Miller's "most memorable" Indian Premier League (IPL) has been a triumph for patience. "Killer", the new nickname given to the Proteas' lefthanded hitter by his victorious Gujarat Titans team-mates, admitted in the aftermath of the rookie franchise's seven-wicket victory in the final against Rajasthan on Sunday that, at 32, he's only now starting to
truly understand is own game. Hailed over the past decade as one of the most gifted stroke-makers in the limited overs format, Miller has underperformed at times, with some critics even believing he's a spent force. But a relatively profitable last 12 months for South Africa preceded a spectacular return to form in this year's IPL, 481 runs being blazed off his bat at an average of 68.71 and a strike rate of 142.72. Miller capped off his campaign with an unbeaten 32 off 19 in the final. "I'm starting to work out my game, what works and what doesn't," he told teammate and Afghanistan talisman Rashid Khan in a player-driven interview. "I've failed so many times. Batting in the middle order can be difficult, especially given the fact that there's
pressure in terms of the run rate and that every situation is very different. "So it's just been about staying calm and giving myself the best chance possible." Goals from Thapelo Morena and Peter Shalulile were enough to secure Mamelodi Sundowns' sixth Nedbank Cup final title. Shalulile's goal was cancelled out by Junior Dion, but Morena slammed the winner in the 119th-minute to clinch the title. The win ensured Sundowns snared their second domestic treble in three seasons. That Mamelodi Sundowns won their sixth Nedbank Cup title in beating Marumo Gallants 2-1 at a festive Royal Bafokeng Sports Palace in Phokeng on Saturday indeed made them worthy champions. However, it was a cup title they had to sweat for as their season-long fatigue nearly got the better of them as an energetic Gallants side probed and prodded until the very end. It was a hard-fought win that in the end, Sundowns deserved, but had to fight hard for their success, but an unnecessary pitch invasion that showed up the inadequacy of the security soured the end event. In the cool of the Rustenburg night, the tempo of the final never slowed down and both goalkeepers were kept busy throughout. Washington Arubi, whose heroics allowed Tshakuma Tsha Madzhivandila to win the tournament last season, was called into action in the fifth minute to foil Neo Maema. Then six minutes later, Khuliso Mudau also had a chance, but that was narrowly wide of Arubi's net. A minute later, the first bit of controversy unfurled when the nippy Katlego Otladisa was fouled in the box, but referee Masixole Bambiso chose not to award the spotkick. The moment happened in front of the small, but noisy Marumo Gallants traveling contingent, and they made their displeasure known. The game then settled into a fast-paced midfield battle where the sides battled to retain possession for sustained periods. While it was scrappy, it also allowed the game to open up as they tried to outflank each other to the final third. One such movement led to Sundowns' opening goal in the 33rd-minute as Sirino's sweeping run and cross were
punched by Arubi. However, he sent it straight to Shalulile, who then bundled his 29th goal of the season via Lehlohonolo Nonyane's head. Five minutes later, Sirino tried to double the lead, but his chance went narrowly wide of Arubi's net. Gallants were true to their name and chose to fight and when Otladisa nodded a cross over Kennedy Mweene's net in the 39th-minute, they were still keen on a scrap. And a scrap it was for large parts of the second half as opportunities came, but went as power and glory were sacrificed for accuracy. It spoke of the frayed nerves of the sides as Sundowns, who already have won the two available trophies this season, had an increasing sense of desperation. Gallants have had a middling season, but with a coach like Dan 'Dance' Malesela, who has experience in winning this trophy as a player and coach in his storied career, they always seem to have something to give. That did in the 76th-minute through substitute Dion, who was in an offside position when he nodded in Celimpilo Ngema's deflected cross. However, that goal was justice for the clear penalty they were denied, but having consistently probed and prodded, they were rewarded for their persistence. Otladisa had a golden chance to increase the lead in the 79thminute, but his chance went wide. The last 10 minutes were helterskelter but lacked the endeavour that would lead to a decisive goal.
Gamesmanship crept into the first half of extra-time that didn't hold too many goal-scoring opportunities. Two of them were for Sundowns and both were set pieces that Lyle Lakay blazed over the bar. The first one, in the 100thminute, saw Joseph Molongoane antagonise Lakay and that successfully put him. They opened up Gallants' defence and when Zwane threaded the pass that Morena banged in, the stadium erupted.
