KDM to fast track housing projects By Xpress Reporter
The recently elected Council of KwaDukuza Municipality is determined to fast track the delivery of houses to the people, through unblocking of impediments causing delays in many human settlements projects across the municipality's area of jurisdiction. As part of preparations for the delivery of human settlements projects in the 2021-2026 Electoral Term members of Council were officially introduced to Implementing Agents (IA) appointed to deliver human settlements projects within KwaDukuza. The workshop, coordinated by the municipality's Infrastructure and Technical Portfolio Committee, and chaired by the Deputy Mayor Cllr. Thulani Ntuli, looked at housing implementation/backlogs, compliance issues, access to funding and the packaging of human settlements projects into the future. It was held on Friday at the New Covenant Fellowship church hall in KwaDukuza. Members of the Council in attendance expressed a need to accelerate the turn-around time for housing projects

The workshop delved into general challenges impacting on human settlements projects, including budgetary constraints, bulk infrastructure issues, funding for bus routes, land invasion and illegal sale of Council land. With regards to the infamous Rocky Park Housing Project, the gathering heard that the implementing agent is currently completing Scheme 8 of the project, with schemes 7, 6 and 5 set to
follow shortly. The total yield for the project stands at 776. 54 Units are scheduled to be completed in the ensuing fiscal year. One of the municipality's biggest human settlements projects, the Charlottedale Housing Project, which will benefit recipients from three wards viz ward 10, 11 and 29, has not even reached implantation stage yet. With a total of 1500 units, the project is set to be included in the planning budget. Councillors in attendance at the workshop called for expeditious resolutions of hindrances so that stalled projects could be revived and finalized as soon as possible.
New online car licence renewal system launched in S.A The South Africa Post Office has launched an online service for the renewal of motor vehicle licences from any online device. The full renewal process, including payment, will be done online, leaving only the last step of accessing the actual disc, the post office said. This will be done in one of two ways: • The Post Office can deliver the disc to the customer at an affordable delivery fee • The disk can be collected from a Post Office counter. “Payment is done safely and securely through Masterpass, which the user can download from the Google Play Store for Android devices and the Apple App Store for Apple devices. “No commission is charged on the renewal transaction. The cost of delivery to door is R75 and there is no charge to the customer when it is collected from a Post Office counter.” The customer will receive an SMS when the disk arrives at the destination Post Office for collection or when it goes out for delivery. The post office said
customers can expect a turnaround time of three working days, while it may be up to two days longer for outlying areas. The service is available for vehicle owners in all provinces of South Africa except, currently, the Western Cape. The South African Post Office is working to extend the service to this province as well. The online renewal facility for motor vehicle licences supplements the renewal service at selected Post Office branches, and customers will still be able to renew their vehicle licences at these branches. Customers who renew a vehicle licence at a Post Office branch receive the new disc immediately. “The South African Post Office also offers bulk motor vehicle licence renewal for fleet operators and businesses, both big and small,” it said. “This service entails the collection of all necessary documentation from company premises, taking them back to the Post Office for processing, printing of the discs and delivery back to the offices of the customer.”

SIU clears KDM of irregular Covid-19 procurement
The Mayor of KwaDukuza, Cllr. Lindile Nhaca has welcomed the outcomes of the Special Investigation Unit into the allegations of irregular procurement for Covid-19 Personal Protection Equipment (PPE) which clears all claims of irregularities against KwaDukuza Municipality. The Investigation accounted for the procurement of goods and services between 23 July 2020 to 30 September 2021 in respect of the National State of Disaster. “We welcome the positive outcomes of this investigation. Clearly, the report sends a strong message that KwaDukuza is not about fraud and corruption, but it is an institution that is committed to providing services to the community in the best interest of the people. KwaDukuza Municipality is sitting with a total of 14 consecutive unqualified audit reports and many of such audits have been without material corrections to the Annual Financial Statements which means that we are an institution that does things by the book. We also welcome all efforts by whistle-blowers who are committed to ensuring that government is accountable, but we will always cast a dim view over naysayers who are bent on turning us into victims of our own successes”, said Nhaca. This investigation emanated from a complaint received from a whistle blower i n v o l v e d i n KwaDukuza. The allegations were that KwaDukuza incurred irregular expenditure, followed an irregular procurement process in the appointment of service providers; and service providers inflated the prices in their contracts. Summary of Findings D u r i n g t h e investigation into the above service providers the SIU identified the following: • The service providers tendered for supplying KwaDukuza with PPE items pursuant to an invitation to bid that was advertised on the Municipality's website; • This process resulted in a supplier database being created for KwaDukuza. The service providers were contacted by the SCM officials at KwaDukuza
to provide quotes for certain items; • All service providers were requested to provide a sample of the items for KwaDukuza's approval; and • Once approved the service providers were issued with orders and delivery was to take place. • The SIU investigation into the above matters revealed that
KwaDukuza advertised for the supply of PPE on their website. All service providers who responded to the adverts were placed on a supplier database according to their responses and their ability to supply chosen products within the time frames sought by KwaDukuza. The system adopted by KwaDukuza tested the
market which was found to be fair. No irregularities were identified in the procurement process”, read the report. A total of ten companies were referred to the South African Health Products Regulatory Authority (SAHPRA) with the total value of contracts amounting to R328 095. The investigation revealed that the

The investigation was instituted by President Cyril Ramaphosa following allegations of irregular procurement of Covid-19 PPE in line with the SIU and Special Tribunals Act No. 74 of 1996.

S.A's latest covid-19 stats South Africa recorded 1 366 new confirmed cases of Covid-19 on Monday. According to a statement by the National Institute for Communicable Diseases (NICD), as of Monday, the country recorded 3 605 222 laboratory-confirmed cases. In the last 48 hours, 14 new Covid-19-related deaths were recorded, bringing the confirmed death toll to 95 093. The NICD said the 1 366 new Covid-19 cases identified in South Africa represented an 8.1% positivity rate.
Gauteng recorded 563 new cases on Monday, the Western Cape 189 and KwaZulu-Natal 175. Most new cases recorded on Monday were in Gauteng, which accounted for 41% of new infections, followed by the Western Cape with 14%. KwaZulu-Natal accounted for 13%; Mpumalanga 10%; Free State, Limpopo and North West 6% each; Eastern Cape 3%; and Northern Cape 2%. As of Monday, Gauteng recorded 1 168 278 confirmed cases, KwaZuluNatal 642 649 and the
Western Cape 628,046. In the last 24-hour reporting cycle, there were 63 new hospital admissions. As of Monday, 5 355 people were in public and private hospitals for Covid-19. The South Africa Police Service (SAPS) has issued a warning alerting the public to be cautious of stained bank notes. SAPS says never accept stained bank notes as they have likely been discoloured from ink dye used in security devices such as ATMs.
“ATMs hold cash in special containers that protect cash with dye-stain technology that is activated when someone tries to break open the container. Once activated, the cash is stained with a green dye, thus defacing the notes, rendering them unusable as currency. The stained notes are
recognised as having no monetary value once they are stained,” said SAPS Police added that people who have these notes make themselves suspects of a criminal investigation that will seek to determine if they were involved in the stealing and unauthorised a c c e s s o f t h e s e AT M containers.

Labour law specialist Puke Maserumule says he's not surprised by the CCMA judgment which could set a legal precedent for other matters before it and the Labour Court. Gauteng-based company Goldrush Group announced plans to implement a mandatory vaccination policy last year. Maserumule says it followed the various steps required before
implementing the policy, including consultation and providing workers with the option of applying for an exemption. Goldrush Group reportedly fired business and training officer Theresa Mulderiji after her application for an exemption from company policy was rejected. The company was unable to move Mulderiji to another position because of the nature of her job, “I'm not surprised given the circumstances here that the Commissioner concluded that... it was reasonable to expect employees to be vaccinated, procedurally they had been compliant, and the employee's refusal left the employer with no alternative where there was no other position that could be offered to the employee,”
said Puke. Commissioner Lungile Matshaka found that Mulderiji had “refused to participate in the creation of a safe working environment. Maserumule says employers have a legal obligation to provide a healthy working environment and employees are obligated to cooperate in order to help facilitate it. Maserumule says the government issued a directive on vaccination in the workplace in June last year which made "specific provisions for employers to be able to adopt a policy that makes vaccination mandatory".

By Xpress Reporter A Mandeni man has landed himself in trouble, in his misguided quest to monopolize his father's inheritance. Police in KwaZulu-Natal have reported that the man, Nqaba Mbonambi (23) and his accomplice Senzo Ndlovu have been sentenced to life imprisonment by the Eshowe Regional Court for the murder of Busizwe Mbonambi (27). KZN police spokesperson Colonel Thembeka Mbhele said the incident happened on the 14th of December 2019, in the area of Dendethu Reserve in Sundumbili. She says the victim was attacked by the two men, who forced open his door and opened fire, fatally wounding him. “He sustained multiple gunshot wounds to the body. A murder case was opened at Sundumbili police station and the docket was transferred to Provincial Taxi

The Nonoti Sanathan Vedic Dharma Patshala was founded in 1920. The main objective of the Patshala was to cater for the educational and cultural needs of the community. The Nonoti School was government aided school. The Patshala sold the school to the Department of Indian Education for R240 000. The Nonoti Sanathan Vedic Dharma Patshala Educational Trust was formed and registered on 30 May 1995. At the time, R240 000 was invested in the trust. The objective of the trust was to grant load bursaries to deserving students at secondary and tertiary institutions. Despite giving bursaries, the trust grew in excess of a million rands. Around 2014 the granting of loan bursaries stopped. The treasurer relocated to Gauteng. He did not hand over financial records. The bank account was closed. The post box rental was not paid. There has been no annual general meeting held since 2014.

Police in KwaZulu-Natal have vowed that brimful prisons will not deter them from putting more criminals behind bars. Provincial police spokesperson Colonel Thembeka Mbhele said police officers will simply not tolerate criminality, and will not be deterred in their quest to make the province a crime-free zone. Colonel Mbhele said in the space of seven days, police in KZN had arrested more than 2000 suspects in relation to a variety of serious crimes. Mbhele's data shows that drug related crimes still remain a serious concern for law enforcement in the province. “Police officers arrested 2064 suspects for crimes ranging from murders, attempted murders, robberies, fraud, possession of suspected stolen property, theft of motor
vehicle, drugs, rape, assault with the intent to inflict grievous bodily harm, possession of suspect stolen property and other crimes. “A total of 43 suspects were arrested for murder, 24 for attempted murder, 20 for robberies, 53 sexual assault and rape, 423 assault with the intent to inflict grievous bodily harm, 95 for theft and burglary, 223 for fraud and shoplifting and 467 for drug related crimes. Police also seized 52 vehicles, some were stolen or robbed from the owners and some were involved in the commission of crime,” Mbhele stated. The Colonel added that police also recovered 107 illegal firearms and 503 rounds of ammunition, during the period under review. “The suspects appeared in the various courts within the province where some were remanded in custody whilst other were released on bail,” she said.
