the department at iLembe District Office, the official promises that the reasons for the nullification would be communicated to the SGB via e-mail. The letter advises that a re-run of the election would be schedule shortly. “I met the SGB of Stanger Manor Primary School on Saturday, 22 May 20201. I convened that meeting because I wanted to tell them that they could execute some of the duties and responsibilities of the SGB until the investigation is finalised. I wish also to report to you that the province has advised the district in relation to this matter. I am now writing this message to formerly inform you that the SGB election results have been nullified and the re-run will be scheduled shortly,” the letter reads in part. A new electoral officer and assistant electoral officers will be will be appointed. The notice of meeting will give parents 14 days in order for them to visit the school to check and update their details on the voters roll. Meanwhile, some of the parents of the school protested outside KwaDukuza Town Hall on Friday, where the department held an awards function. They carried placards denouncing the state of affairs at the school, and calling for the removal of the acting principal. The school is currently being investigated by the department.

ILembe rolls out child protection awareness campaign
SA moves to Alert Level 2 Lockdown MANDATORY: President Cyril Ramaphosa says its mandatory to wear a face mask in public places
“It remains mandatory to wear a face mask at all times” Ramaphosa
LEARNERS: Pupils at Mathubesizwe High School in Ndwedwe.
In an effort to raise awareness for the rights of children, the Ilembe District Municipality in partnership with sector departments and other relevant stakeholders kicked off C h i l d P r o t e c t i o n Aw a r e n e s s campaign in Mandeni from the 03rd May 2021. Even though the country observes Child Protection Week from 28 May 3 June, iLembe has over the years dedicated the whole month of May to mobilise all sectors of society to care for and protect children. The campaign started at Mandeni as from the week of 03 -07 May with six
schools visited. The program will be rolled out to 28 schools in the region in total and will end on the 28th of May. It will focus on drug abuse, teenage pregnancy, and high rate of HIV/Aids prevalence in young girls, human/child trafficking and Covid19 awareness. Gender subcommittee chairperson Cllr Nompumelelo Zungu said it is everyone's responsibility to ensure that the most vulnerable in our society do not suffer abuse and government will always available to assist where necessary. “Children are the leaders of tomorrow” said Zungu.

President Cyril Ramaphosa has once again placed South Africa under Coronavirus Alert Level 2 Lockdown, with effect from Monday this week. Addressing the nation on Sunday night, Ramaphosa warned that it was only a matter of days before the whole country enters third wave of the Covid pandemic. Four provinces have already reached the threshold for a technical definition of third wave. The president said South Africa has witnessed a sharp increase in new infections over the past few weeks. “Over the last seven days, we have seen an average of 3,745 daily new infections. According to our health experts, the recent surge in new infections is due to the increasing number of social gatherings where people are not observing essential health protocols. These protocols include the wearing of masks, social distancing, ensuring adequate ventilation and limits on the number of people who attend gatherings “The increase in daily cases is following the same trajectory as it did at the start of the previous two waves. We have seen in other countries the tragic consequences of allowing the virus to spread unchecked. The Ministerial Advisory Committee on COVID19 has therefore recommended that the country urgently implement further restrictions to limit the increase in infections,” Ramaphosa said. Ramaphosa said placing the country under Adjusted Alert
Level 2 meant an adjustment to the hours of the curfew, in addition to a further decrease on the size of gatherings. He said the curfew now begins at 23:00 and remains until 04:00am. “Non-essential establishments like restaurants, bars and fitness centres will need to close by 10pm. This is to allow their employees and patrons to travel home before the start of the curfew. “All gatherings will be limited to a maximum of 100 people indoors and 250 people outdoors. Where the venue is too small to accommodate these numbers with appropriate social distancing, then no more than 50 per cent of the capacity of the venue may be used. This includes religious services, political events and social gatherings, as well as restaurants, bars, taverns and similar places,” he stated.
Criminal offence The president also reminded South Africans that failure to wear a face mash when in public places remains a criminal offence. “It remains mandatory for every person to wear a face mask that covers their nose and mouth at all times when in public spaces,” he said. Funerals, Ramaphosa said, remain limited to 100 attendees, while night vigils are still prohibited. Ramaphosa also gave an update on the roll out of the Covid-19 vaccination programme. He highlighted that approximately 67% of SA's healthcare workers had so far been inoculated. “These health workers received the Johnson & Johnson vaccine,
which only requires a single dose. Since the evidence shows that older people are at a far greater risk of severe COVID-19 illness and death, we have prioritised the elderly for this second phase. Over the last two weeks, over 480,000 people have received the first dose of the Pfizer vaccine as part of the public vaccination campaign. “Because the Pfizer vaccine requires two doses to provide maximum immunity, these people will need to have second dose 42 days after their first dose. In total, over 960,000 people in South Africa have received one vaccine dose. Within the next few days, we will have administered vaccine doses to more than one million of the most vulnerable South Africans,” stated Ramaphosa. South Africans who are 60 and above are urged to register to receive their vaccination. As the country commemorates Child Protection Week, the Department of Social Development has announced that it's currently rolling out a number of campaigns in partnership with key government departments and civil society organisations rendering child protection services. Government calls on all South Africans to support Child Protection Week by ensuring that the most vulnerable in our society do not suffer abuse. It is in our hands to stop the cycle of neglect, abuse, violence and exploitation
of children. Children in South Africa live in a society with a Constitution that has the highest regard for their rights and for the equality and dignity of everyone. Protecting children from violence, exploitation and abuse is not only a basic value but also an obligation clearly set out in Article 28 of the South African Constitution. The Department of Social Development has piloted a 24hour call centre dedicated to provide support and counselling to victims of gender-based violence:
• The toll-free number to call is 0800 428 428 (0800 GBV GBV) to speak to a social worker for assistance and counselling. • Callers can also request a social worker from the Command Centre to contact them by dialling *120*7867# (free) from any cell phone. Yout can also get help at: • Childline South Africa: 0800 055 555 • Child Welfare South Africa: 0861 4 CHILD (24453) / 011 4524 1 1 0 / e - m a i l : info@childwelfaresa.org.za

IRREGULAR: Health Minister Zweli Mkhize is under immense pressure over an “irregular” communications contract
By Xpress Reporter
An internal investigation into the communications contract awarded by the Department of Health to a c o n t r o v e r s i a l communications firm has concluded that the contract was irregular. This was announced by Health Minister Dr Zweli Mkhize during a media briefing on Wednesday last week. Mkhize said the internal investigation had found that the bidding process for the contract had been in contravention of the Public Finance Management Act

I have worked with them in the course of my political or official duties, and this is not unusual. As Minister my obligation is to declare any conflict of interest when it arises, and in
will be disclosed at a later date in order to protect the integrity of these critical actions,” the minister added. Mkhize also denied any close friendship between himself and two people l i n k e d t o t h e communications firm. He explained that one of the persons concerned had worked as his personal assistant, but had later tendered her resignation for personal reasons. He said the second person whose name

I can also confirm that the legal processes to recover the funds that we believe the department should not have paid has also commenced. The details of this process

Secondly the investigation had found an amount of R37 million paid to (the company) constitutes fruitless and wasteful expenditure. “Thirdly in respect of Covid-19 related communications work that was performed by (the company) the investigators noted that the service provider received the request for work from the Department of Health prior to the contract being expanded to include Covid19 communication. These requests resulted in financial commitment of some R35 million that the Department of Health ended up paying after the expansion was approved,” Mkhize stated. He added that the investigators concluded that an amount of R150 million paid to the company during the period 29 January 2020 to February 2021 should be recorded as fruitless and wasteful expenditure, in accordance with the

However pressure is mounting on President Cyril Ramaphosa to take strong action in respect of Minister Mkhize's alleged conduct, in as far as this contract is concerned. Analysts say Ramaphosa needs to walk the talk, to demonstrate his seriousness about dealing decisively with alleged corruption in the state procurement processes.

By Xpress Reporter A munificent police detective and businessman has restored hope in the hearts of two local residents who live with a disability. Wednesday last week saw Bongani Ncube and Sibongile Cele receiving their new state-of-the-art wheelchairs to help them move around easily, and with dignity. The handover of the wheelchairs was made by Stanger resident Dino Sookdeo, who is a member of the Phoenix Rotary Club. In a small ceremony that took place at Luthuli Museum in Groutville, Sookdeo made an undertaking to return to the area to empower more people. Although the donor, police detective and businessman Sbu Mkhize, was not present at the handover due to prior commitments, he was highly commended for his magnanimous gesture. Mkhize is based in Pinetown but is also a resident of Stanger Manor. Mthokozisi Dlamini, founder of Izwi
Lika-Jehovah, an organization that works with disabled people, was full of praise for all those who were involved in this largesse. “If it weren't for Mr Mkhize, Mr Sookdeo and all those who are with us here today, all this would not have happened. Our beneficiaries would still be subjected to the indignity of being unable to get around. We wish to record out deepest felt appreciation to all involved,” Dlamini said. Dlamini also extended much appreciation to KwaDukuza Municipality and iLembe District Municipality for putting the needs of people with disability at the apex of their priorities. “We are particularly indebted to Luthuli Museum for always accommodating us. May God grant all these stakeholders strength as they continue with their good job of serving the people,” Dlamini said.
R18 million for social relief of distress By Xpress Reporter KwaZulu-Natal MEC for Social Development Nonhlanhla Khoza has announced that her department has set aside more than R18 million for social relief of distress, for the ensuing fiscal year. Tabling her department's budget speech in the provincial legislature last week, MEC Khoza said her department had ring-fenced R18 773 000 for the SRD sub-programme., which is aimed at responding to emergency needs identified in communities affected by disasters not declared or any other social condition resulting in undue hardship. “The Covid-19 outbreak and the resultant lockdown is a case in point. Extending SRD to those who were severely affected by the Covid-19 pandemic exposed some capacity challenges among our service partners. In mitigating such challenges a hybrid
model, which included a voucher system, was introduced. Due to the high demand for food relief as a result of the impact of Covid-19, we had to approach provincial Treasury for more funding to augment the R17 million allocated initially,” Khoza stated. A total of 137 195 vouchers had been distributed as at the 31st of March 2021, the MEC said. “We are pleased to announce (that) we utilised all the extra budget of R170 313 000 allocated to us. The department will continue to implement the hybrid model to fast-track the provision of SRD to eligible individuals and families. However we are anticipating some challenges as we are already overspending on SRD due to the continued demand for food since Covid19 proves to be a dominant feature for the foreseeable feature,” Khoza said.

Chelsea shatter Guardiola and Man City's dream Chelsea won the Champions league for the second time as a Kai Havertz goal secured a tense 1-0 victory over Manchester City in Saturday's final in Porto, shattering Pep Guardiola's dream of lifting the trophy for the third time, a decade on from his last triumph. Havertz rounded Ederson to score three minutes before half-time at the Estadio do Dragao and the Chelsea players ran to the far end of the pitch to celebrate with the German. Coach Thomas Tuchel, full of energy on the touchline just like his opposite number, punched the air in celebration, and later jumped with joy on the pitch after Chelsea held on for victory in the second half as City lost distraught skipper Kevin De Bruyne to
injury. The London Club may have finished fourth in the Premier League, a huge 19 points behind champions City, but this, remarkably, was their third win over Guardiola's side in six weeks. They shattered City's hopes of a domestic treble when they triumphed in the FA Cup semi-finals in April and then delayed their celebrations with victory in Manchester. Now, in a final watched by a limited crowd of just over 14 000 fans who created a raucous atmosphere, they denied City the first Champions League crown they and Guardiola so crave. City have to wait 13 years since being taken over by Abu Dhabi's Sheikh Mansour just to get to the Champions League final.
They are now the seventh consecutive team to lose in their first appearance at this stage. The same misfortune befell Qatar-owned Paris Saint-Germain last year as well as Tottenham Hotspur when they were beaten by Liverpool in the last allEnglish final in 2019. Chelsea also lost when they first got to the final, succumbing on penalties against Manchester United in Moscow in 2008. They overcame the final hurdle by beating Bayern Munich, also in a shoot-out, in 2012 and now have their second European Cup to move level with Juventus, Benfica, and Porto as well as another English side, Nottingham Forest. Their transformation into one of Europe's super clubs has been down to the riches
of Roman Abramovich, their Russian oligarch owner who was in attendance at the game in Portugal.

Chelsea have been transformed since the appointment as coach in January of Tuchel, but City
were still the favourites off the back of their third Premier League title triumph four seasons.
CHAMPIONS: Chelsea win Champions League for second time
Mamelodi Sundowns clinch fourth consecutive PSL title Mamelodi Sundowns clinched their record-setting fourth consecutive Premier Soccer League (PSL) title with a 3-1 win over 10-man SuperSport United at the Loftus Versfeld Stadium last Wednesday. Sundowns became the first team to win the league in four consecutive seasons. Goals from Lebohang Maboe, Aubrey Modiba and Themba Zwane ensured that Sundowns were crowned champions with three matches to spare. SuperSport's Tebogo Mokoena scored a consolation goal in the 86th minute with a trademark long-range effort that left Denis Onyango with no chance. The match was effectively over as a contest when SuperSport were reduced to 10 men as Guily Manzimba received a straight red card for a thigh-high
challenge in the eight minute. Masandawana scored a flurry of goals against their Tshwane rivals just before the half-time break to take an unassailable lead. Sundowns have incredibly only trailed for a total of 10 minutes throughout the entire league campaign and have already surpassed last season's title-winning points tally of 59. It is the first league crown for new head coach duo Manqoba Mngqithi and Rhulani Mokwena in their maiden season at the helm since replacing Pitso Mosimane. The formidable Brazilians look set to extend their era of domestic dominance but will fall short of a record high points tally over a season.
