New Speaker for iLembe Municipality By Thokozani Mnguni

Former Mandeni Local Municipality Mayor Cllr Siphesihle Zulu has been elected as the new Speaker of council for ILembe District Municipality. Zulu will chair the seat that was left vacant after the resignation of Lucky Makhathini, who now serves at KwaDukuza Municipality. Zulu was appointed on Monday 30 September at the Special Council Meeting held at ILembe District headquarters. KwaDukuza affected by political infighting By Xpress Reporter

The Democratic Alliance in KwaDukuza has criticized the African National Congress for allegedly failing to elect a new mayor for KwaDukuza Municipality. This comes after the alleged sabotage by the ruling party that majority of its councillors did not show up to two council meetings where a new mayor was set to be announced. The seat of the Mayor became vacant after former Mayor Dr Ricardo Mthembu was deployed to serve in the provincial legislature after the May elections. According to DA Caucus Leader Cllr Madhun Sobram Sing, they want the matter to be resolved as soon as possible.

REBUTTALS by the Human Rights Association (KZN292) to the various remarks made by the acting mayor in our local newspapers and at a cost to the Ratepayers. The Acting Mayor instead of attending [or at least sending a representative] to the Mass Meeting held on the 19th September 2019 chose to misinform the citizens of this town through the local newspapers. 1. The Constitution of the Human Rights Association (KZN292) clearly states that it is a political and has no interest “to stand for Councillors Positions in this town.” 2. She has to clearly differentiate between the utterances of the organization and individuals and staunch supporters. According to her they “have made derogatory, defamatory and vulgar statements against political leaders and officials of KDM. Can she blame the organization for this or the individuals themselves? On her statement that the organization “propagate a narrative that KDM is not a well, run institution, despite accolades from various national and international bodies including the reports of the Auditor General,” I state the following:[a] Which international body showered accolades on KDM? [b] A report of the AG highlighted under “Significant Uncertainties Material Electrical losses amounting to R71,38

Million. The AG found that KDM “materially underspent R179,45 Million in 2015” A major area of concern swirled around the Municipality's noncompliance with laws and regulations.” The AG reported that KDM failed to get a clean audit in the 2017/2018 financial year. He also reported that reasonable steps were not taken to prevent irregular expenditure of R127,69 Million. In the AG's report of 2016/2017 he revealed that “The inability to follow supply chain rules has landed KDM a dubious spot in the top three KZN Municipalities that together had over R1 Billion in irregular spending. In 2015/2016 unauthorized, wasteful and fruitless expenditure soared to a whopping R194 Million. [c] A pile of documents is given to the acting Municipal Manager for signature. He signs the documents where the monthly payment for office machine escalates from R30 000,00 to R300 000,00 and gets paid for six months before it is detected. It does not stop there. The matter goes to Court costing the Ratepayers legal and cancellation fees. [d] A transformer weighing over a ton was stolen by an employee of KDM and sold to a service provider who was doing business with KDM. A television that was no sooner installed in the Council Chambers was also stolen. [e] KDM rather hike tariffs that adversely effects the consumers but return R18 Million to National Treasury that was meant for electricity upgrades.

4. The Acting Mayor goes on to accuse the organization for failing to engage KDM directly on issues like other organizations. Of the various correspondences addressed to the Municipal Manage, the previous mayor, the Acting Mayor and the CFO only a single reply was received. The Acting Mayor conceded at a Ward 19 Meeting on 26th September 2019 of KDM receiving the various correspondences but gave no reply for them having not responded to them. It was a baptism of fire for local iLembe Cricket club as the new debutantes in the elite KwaZulu Natal Cricket Union as they suffered double defeat in their opening away fixtures this past weekend. The Lower Tugela Soccer Federation was one of the iconic associations of its generation when it organised football during the apartheid era and taken football into the new democratic dispensation, a period from 1930 to 1998. The federation produced some the best
