ILembe hosts LED summit Traditional leaders capacitated By Xpress Reporter
T
he KwaZulu-Natal Department of Cooperative Governance and Traditional Affairs held a Rural Local Economic Development (LED) Summit for Amakhosi, Izinduna and other members of local traditional councils on Thursday, 28 March 2019 in KwaDukuza to introduce the Amakhosi Rural LED programme. The Programme initiative looks at involving traditional leaders in the LED programmes that are geared towards growing local economies, improving household livelihoods, creating unemployment opportunities and reducing poverty in rural communities. Welcoming everyone to the district, His Worship the Mayor Cllr Siduduzo Gumede said government would not work if it
didn't work with traditional leadership. “I am happy to be a part of a government that loves working with Amakhosi. I hope we can continue working together and have many projects that will see rural people alleviating poverty. Had we started such programmes earlier, we would have achieved a lot,” he said. Speaking on behalf of Inkosi Bhengu, the chairperson of the ILembe Traditional House, Inkosi Zulu of Nodunga said it was not true that Amakhosi were refusing to give up land for development. “As a young Inkosi I want see Nodunga and her people doing well. I want to see the lives of my people changing and I want nothing more than to be a part of that change and take this nation further,” he said. The summit took place at the iLembe Auditorium and was attended by KZN Member of Legislature, the honourable Super Zuma who gave the keynote address. Addressing the audience, Zuma likened this day to the 31st of May in 1902 when the Vereeniging
Agreement was signed to end the second Anglo-Boer war. “There were many things the English and Boer agreed on that day but I want us to focus on three. They agreed to firstly never fight against each other, secondly that as white people they will only share the economy of this country among themselves and the third and most painful thing they agreed on is that black people would not benefit from the riches of this country. We are meeting today as a group of people who were left out of that agreement. They took our land because they knew that without land, there is no economy. We are here to discuss how we can use the land that our forefathers left for us and that Amakhosi are custodians of, to see how we can grow the economy. An economy that will develop our areas and also develop our province and the country as a whole by creating permanent job opportunities,” said the MPL. Presentations were done by Enterprise ILembe Chief Executive Officer Nathi
Nkomzwayo Radical Agrarian Socio-Economic Transformation who spoke on the status of economic development in the district, Agriculture and Rural Development Department District Director Gerald Dlamini who spoke on the status of agricultural projects in iLembe as well as presentations from Radical Agrarian Socio-Economic Transformation Programme and the hosting department, COGTA. According to COGTA's mandate, the programme aims to build fresh produce markets, support Amakhosi Trusts with infrastructure for irrigation and
other related needs of the catalytic projects as well as assist Amakhosi with land and settlement planning to set aside land for agriculture. Catalytic opportunities for Amakhosi include fruit and vegetable production, essential oils, medicinal plants, tourism potential, ground nuts productions and many others. This LED programme was piloted in the UThukela District that saw a plantation of 70ha butter beans yielding 122 tons, 60 000 cabbage seedlings being planted and 79 job opportunities being created.

We will say though, that our hearts go out to the Hubner family, and we will always remember the memories that we are privileged to have in knowing Councillor Malcolm Hubner.” KDM Mayor, Dr Ricardo Mthembu said, “Our thoughts and prayers are with the Hubner family during this sad time. There are things that are often difficult to accept. We pray the love of God enfolds the family during this difficult time.” Cllr Hubner was born on 19 December 1949. He is survived by his beloved wife, two sons and grandchildren.

REMEMBERED: The late Cllr Malcolm Hubner
Democratic Alliance councillor, Malcolm Hubner passed away on Sunday, 31 March 2019. He was a ward councillor for Ward 22 in KwaDukuza and served on a number of committees in the District Municipality including the Finance Portfolio Committee, Municipal Public Accounts Committee, Gender Sub-committee and full council. “The council of iLembe District Municipality is deeply saddened by the tragic news of Cllr Hubner's passing and we are all thinking of him and his family. Cllr Hubner was dedicated to serving his local
community and worked tirelessly to make a positive difference to the lives of the people he was elected to represent,” said Ilembe District Municipality Mayor, Cllr Sduduzo Gumede. Democratic Alliance caucus leader Cllr Madhun Sing said he always admired how Hubner never judged or forced his opinion on anyone, but offered valuable and truthful advice. “He was a good friend and like a brother to me and part of my family. Top 5 KZN position on the cards after re-mark
BRILLIANT: Evashen Morgan Pillay with Mrs T Mhlungwana after receiving confirmation of 100% in Physical Sciences
Whilst many matriculants would have been satisfied with being placed 1st in the Ilembe District and 8th in KZN, Evashen Morgan Pillay was not. Encouraged by some of his educators he applied for re-marking of all his papers. The results of the re-mark were released two weeks ago and the first year medical student's marks increased in each subject and cumulatively by eight percentage marks (an aggregate increase of 1,3%) resulting in his overall average increasing to an amazing 95,67%. Physical Sciences educator Ms T Mlungwana was particularly proud as her star pupil's mark increased from 99% to 100%. The increases in Evashen's marks also meant that he achieved the joint highest mark

Tribute to late Councillor Hubner The DA learnt with shock the sudden passing away of Councillor Malcolm Hubner on Sunday from a heart attack. I write with great sadness over the sudden loss of a close friend. I have known Hubner for the last six years firstly as an activist, in 2014 he became the ward 22 councillor up until his death. Late Hubner served as exco member and chief whip in KwaDukuza Municipality while he also served on Ilembe District Municipality as Chief

whip and various portfolio committees of council. Late Hubner came across as a strong, firm and resourceful person as a former bank manager. When I resigned after serving the party as chairperson of the ilembe constituency for more than 20 years, I encouraged him to take over as chairperson which he did. I passed the baton to him and worked closely with him. Late Hubner discharged his duties and responsibilities beyond expectation. By virtue of being the chairperson he also served as a member on the PEC Provincial Executive Committee. He was passionate in advancing the course of the DA and growing the party until he fell ill in December 2018 in council chambers. I was the first person he consulted about
his health issues and I advised him it was in his own best interest to slow down because of his heart condition and resign as chairperson of the ilembe constituency. Late Hubner heeded my advice. For the last three months he was unwell. We worked well at caucus, political level and council. Late Hubner took each day in stride never really complaining. He was a gentle, caring and loving person who embraced diversity and provided leadership at all levels. Late Hubner was a wonderful human being. I always admired how he never judged or forced his opinion on anyone, but offered valuable and truthful advice that I will surely miss. He was a good friend and like brother to me and part of my
f a m i l y . We s h a r e d o u r successes and challenges and many lessons were learnt along the line. On Friday we were together canvassing for the upcoming elections. After a day's hard work we decided together with my son Krsna to go to Spur and have lunch. We spent more than an hour quality time not realising this will be the last moments together. Late Hubner leaves behind his beloved wife Dagmar, two sons and grandchildren. He has left a void and will be missed by the iLembe family. May the almighty lord grant the family strength and courage to bear this sudden loss. May his memories be cherished forever. Rest in Peace. Cllr Madhun Sobram Sing DA Caucus Leader

DA storms out of Council Meeting The Democratic Alliance councillors walked out of a Council Meeting after they insisted that the Municipal Manager answer questions on fraud that was committed in 2013 for R500 000. “It's more than six years and the findings are not known. The DA demanded the MM respond, surprisingly the MM answered that the findings will be tabled within 3 hours while council was in progress. The MM indicated he was seeking legal advice. The DA was not happy and demanded answers. “However when the Mayor introduced the 2019/2020 draft budget he took a swipe at the DA requesting for report and spent more than 10 minutes bashing the DA. He even called the DA liars. Enough was enough, the DA councillors walked out in protest to the verbal abuse,” said Cllr Madhun Sobram Sing (DA Caucus Leader).

ALL RELIGIONS WELCOME The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) launched the Bulk Buying and Warehousing programme, an intervention which is expected to dramatically transform the architecture of the provincial economy on Tuesday, 26 March 2019 in Mandeni. The Bulk Buying initiative is EDTEA's flagship programme which is expected to drastically lower the cost of sales for emerging retailers to enable them to expend their market share. EDTEA Member of Executive Council Sihle Zikalala visited the warehouse located in Isithebe
Industrial Area and also visited one of the 56 currently registered traders part of the programme before addressing other traders and the general public at Sibusisiwe Hall on the provincial government's Bulk Buying initiative aimed at uplifting small businesses. “We are here to launch a programme that will ensure that black traders are not left behind in this economy. The success of this programme means a beginning of a new chapter in the trading sector which will also ensure that money stays around in our communities,” said MEC Zikalala. According to the MEC, the purpose of Bulk Buying was
to enable Black traders from KZN to play a significant role in the mainstream of the wholesale and retail sectors. He added that this was in keeping with the agenda of radical economic transformation to change the structure and the architecture of the provincial economy and to enable our people to play a central role in it. “It is heart-breaking to hear that black people are charged more interest rates than other races when it comes to certain good and services. As provincial government, we wanted to play a role in ensuring that our people are able to compete in a sector where all the odds are seemingly against them,” added Zikalala.

World Autism Awareness Day (WAAD) aims to put a spotlight on the hurdles that people with autism and others living with autism face every day. As a growing global health issue owing to its increasing exposure in the press and common knowledge, autism is an issue that is only gaining more understanding and WAAD activities are planned every year to further increase and develop world knowledge of children and adults who have autism spectrum disorder (ASD). World Autism Awareness Day goes one step further to celebrate the unique talents of those with autism, while putting a huge focus on the warm embrace and welcome that these
skills deserve through community events around the globe. Autism spectrum disorder (ASD) and autism are both general terms for a group of complex disorders of brain development. ASD is a neurological disability and people with ASD may communicate, interact, behave, and learn in ways that are different from most other people. The learning, thinking, and problem-solving abilities of people with ASD can range from gifted to severely impaired. Some people with ASD need high support (a lot of help and intensive intervention) while others need low support (less help and less intensive intervention).
The United Nations General Assembly adopted resolution 62/139, tabled by the State of Qatar, in 2007 to declare 2 April as World Autism Awareness Day (WAAD). World Autism Awareness Day shines a light on autism as a growing global health problem. Part of this day is the Light It Up Blue campaign, where over 160 countries worldwide get involved in the awareness campaign by lighting up landmarks, buildings and cities all around the world. The South African public is encouraged to shine blue lights, hoist blue flags and wear blue clothes as a symbol of solidarity with persons with autism and their families' struggles to be recognised as equal citizens.

Israeli Apartheid Week (IAW) Africa
REALITY: The 15th International #IsraeliApartheidWeek will take place in Africa between the 1st and 7th of April 2019. Some events will take place before and after the week as well.
Nelson Mandela famously said: “We know too well that OUR FREEDOM IS INCOMPLETE WITHOUT THE FREEDOM OF THE PALESTINIANS” As South Africans, we have overcome the humiliation and degradation of Apartheid. However, it continues to exist in an even harsher form in Israel. Why and how did this come to be? #IsraeliApartheidWeek (IAW) is an annual international series of self-organized events (including rallies, lectures, cultural performances, music shows, sports events, films and workshops) that seeks to raise awareness of Israel's apartheid
policies, violations of international law and human rights abuses toward the indigenous Palestinian people. The campaign takes place in over 250 cities across the world. On the African continent it is endorsed by over 125 organizations, trade unions, churches, mosques other groups. The former Chairperson of the African Union, National Speakers of Parliament, former Presidents as well as several Ministers, Mayors, Members of Parliament, artists, well-known comedians and sports people have previously participated in the initiative. The theme of this year's campaign is “Africa For
Palestine”. We will focus on, among other things, the historic relationship between African liberation struggles and that of the Palestinians, as well as, Israel's current oppression and expulsion of African refugees. In the past, on the African continent, the campaign primarily took place in South Africa but this year in particular we are actively seeking the endorsement and participation of organizations from other African countries and in the hope that more events will take place in other African Countries. #IsraeliApartheidWeek takes places across the world during different weeks between March and April.
Home Affairs office opens in Ndwedwe National Minister of Home Affairs, Dr. Siyabonga Cwele and The KwaZulu-Natal MEC for Economic Development Tourism, Environmental Affairs and Acting Premier, Mr Sihle Zikalala on the 28 March 2019 officially opened the State of Art Department of Home Affairs Offices in Ndwedwe. The opening started with a walkabout in the new offices and issuing of smart ID by Minister Dr. Siyabonga Cwele accompanied by MEC Mr Sihle Zikalala, iLembe District Municipality Executive Member, and Councillor Musawenkosi Maphumulo and Ndwedwe municipality councillors. During the walk-about, Minister Cwele issued a smart ID to senior citizen Nomhayizo Shozi who is 100 years old from Emalangeni area in ward 19 and other first time applicants from Ndwedwe. Ms Shozi (100) thanked the government for the facility. “I will keep my card safely, I will never go to Tongaat for any government services as Ndwedwe has most important services now,” said Shozi. Message of support from Premier of KwaZulu-Natal provincial government was rendered by the Acting Premier, Mr Sihle Zikalala who is the son of the soil from Ndwedwe. He told the audience that
only the current government is caring for the rural areas people. “We don't select areas when it comes to service delivery but we give all as to fulfil the vision of KwaZulu-Natal provincial government” said Zikalala. Minister of Home Affairs Dr. Siyabonga Cwele delivered keynote address, said this caring government led by President Cyril Ramaphosa is here to deliver what it promised to the people of South Africa. Ndwedwe local offices is a community asset and people must report any fraudulent activities that will happen in this facility. “This Home Affairs office is one of the 192 offices nationwide which are modernised as the department is moving towards paperless environment that is rendering all services to the community, we therefore, appeal to those corrupt officials to do away with fraudulent activities because they compromise services delivery as this government is a service delivery-oriented government” said Cwele. In closing remarks, iLembe District Municipality Executive Member, Councillor Musawenkosi Maphumulo said, “This facility will bring human dignity to those who have no Identity book and other necessary documentation.”

Trophy and Engravers League off with a bang
KwaDukuza Darts Association kicked off the Trophy and Engravers league with a bang last Wednesday at The Quartz Sports Bar and Conference Centre in Stanger Manor. The league is played on a 15 point basis, 6 a side, trebles, doubles and singles. It takes a real team effort to win. The first match was a Gledhow derby with no love lost between Quartz Darts Club comprising of Darrel Shanmagum, Bradley Majid, Ryan Gopal, Julian Moonsamy, Leon Munsamy and Rowen Pillay and Gledhow United with Justin Naidoo, Yogan Pillay, Nine Pillay, Vasa Rungasamy, Naven Coopsamy and Jodie Naidoo. Quartz got off to a flyer going 2-0 up in the team events. The trebles was a different ball game with Gledhow United dominating and taking the lead 4-2. Quartz were on the ropes after the doubles with the score line being 3-6. With 6 singles games to go they had to dig deep to pull off an unlikely victory. Darrel Shanmagum pulled one back defeating Justin Naidoo to take the score to 4-6. Yogan Pillay defeated Bradley Majid to restore the three point cushion taking the score to 7-4. Debutant Ryan Gopal and Leon Munsamy defeated Nine Pillay and Vasa Rangasamy respectively to take the scores 7-6 in favour of Gledhow United. Rowen Pillay gave Quartz a glimmer of hope and accounted for Jodie Naidoo to level the scores on 7-7. With the final and deciding game to go Naven Coopsamy made no mistake in sealing a welldeserved 8-7 victory for Gledhow United by defeating Julian Moonsamy. Rowen Pillay scored 171 on the night.
The second match was between Darnall United's Vinesh Geanballey, Jerry Govender, Jerry Arunachellam, Devan Govender, Terrence Subban and Preolin Muthusamy whilst Singh Fireworks comprised of Meersing Sobram, Wenley Venketas, Dennis Govender, Ajen Singh, Paddy Padayachee and Sanjay Singh. Both teams got off on a flyer with scores locked at 1-1 after the team games. Darnall United dominated the trebles winning 3 out of 4 games leaving the score at 4-2 in favor of Darnall United. Singhs Fireworks did well to come back winning 2 of 3 doubles with the score line 54 in Darnall United's favour. The singles was a game changer with Vinesh defeating Meersingh, Jerry G defeating former KZN Youth player Wenley Venketas, Jerry A defeating Dennis, Devan defeating Ajen, and Terrence defeating Paddy to seal the game for Darnall United. Sanjay Singh was the only player to offer some resistance in the singles defeating Preolin Muthusamy to give the scoreline some credibility. Darnall won 10-5 that took them to summit the league table. Tonight is round 2 of the Trophy and Engravers Sponsored League. The chairman of KDDA, Meersing Sobram urges businesses and sponsors to come on board to support the KwaDukuza Darts Association team who are off to Port Elizabeth for the Darts South Africa National Championship from 23 to 28 June. ISKF hosts spectacular motor show In what can only be described as the "mother of all car shows", the Naicker family, Loveshan, Preveshan and dad Tarzan Naicker pulled of the greatest show ever in the history of our little town. The venue, the new KwaDukuza Mall, proved to be still a bit small for the massive marketing and promotion campaign launched by the Naickers. The crowd of spectators were unbelievable. The competition in each category was quite high. The final car on the dyno was around 2.45 the next morning thus ending the show around 3:30 The supercars wowed the crowds. The sound off, Show and Shine, as well as the dyno kept the crowd spellbound. The huge crowd was not disappointed. Spectators commented that they were now looking forward to the next one organised by the Naicker's as they expect it to be bigger n better.

PS: While we on the issue of embracing ANY differences, let's reflect on the Ballito residents' objection to the area set aside for building a mosque for Muslims. A mosque is a place of peaceful prayer, soul-searching and meditation. This practice is fast dying and should be encouraged in this day and age. At the risk of being condemned, I say, LIVE AND LET LIVE. Just my naïve, personal view to eradicate more protracted discussion. There are more serious global issues to focus on dear friends. Pillay was devastating with the ball taking 5/36 whilst S. Logenathan was exceptional in the batting with 70 runs. Umlazi captain, S. Gasa won the toss and decided to bowl. iLembe openers U. Hoosen and P. Naidoo put on 40 before Hoosen was caught behind off the bowling of M. Ncama for 14 in the 9th over. S.
