Cele, Members of Provincial Executive and local leadership, on 30 May 2020, led the launch of the integrated plan to curb the spread of the coronavirus in
ILembe District. This comes after Ilembe was identified as one of the hotspots for COVID-19 in KwaZulu Natal which has necessitated a
serious intervention by the provincial government. Speaking during the launch, Sihle Zikalala stated that most people are well aware of what's happening yet they fail to follow lockdown regulations such as social distancing. “Most people are wearing masks but they don't adhere to social distancing which is a problem and retail stores are not helping in that regard. On the road people are travelling without permits," said Zikalala. During the launch of integrated plan which began with a road block in Umvoti toll plaza, more than 25 people were arrested for travelling without permits. Zikalala further mentioned that KZN government will focus on ILembe District especially in KwaDukuza and Mandeni as these areas seem to be the epicentre of Covid-19 in the district. The team also visited KwaDukuza Taxi Rank for inspection as government is pulling all the strings to curb the spread of Covid-19 in the province.

Ballito store closed due to Covid-19 case By Xpress Reporter
On 27 May 2020 Dischem in Ballito temporarily closed due to a confirmed case of Covid19 at the store. According to the statement released on Wednesday, one staff member was infected. "We can confirm that one of our staff members has tested positive for Covid19, but we have ensured that the risk of infection has limited
transmission to anyone else, thanks to the rigorous preventative health and safety protocols we have implemented. These include daily temperature checks, social distancing, the use of masks, deep cleaning of the entire store with special attention to high-touch areas, sanitiser and protective perspex sheets at tills. In addition, we have just
completed a full professional decontamination and sanitisation of the store," said the statement. Clarity on Level 3 rules The government's Coronavirus Command Council has clarified the new regulations which took effect from June 1. While the curfew which at Level 4 restricted people to their homes between 8pm at night and 5am in the morning has been lifted, a number of restrictions on movement remain in place. People may only leave their homes for work, to procure groceries and essential services, exercise or perform any of the other activities permitted under Level 3. Visiting with family and friends, exercising in groups and attending large gatherings is still forbidden. Pupils and tertiary students may travel between their homes and their institutions of learning. You may not move between provinces, metropolitan areas or districts except in the course of performing a service permitted under level 3, to attend a funeral, transport mortal remains, care for a sick relative or for work purposes. In each instance, a permit is required. You may move house, but you will need a permit from the relevant authority. All those above the age of 60, and those with underlying medical conditions, should leave home only in exceptional circumstances. All domestic workers and other care workers employed in private households may return to work, as long as their employer ensures that adequate safety measures are in place. The employer is also required to issue them with a permit. The restriction on the hours when people can exercise have been eased, but not completely lifted. You may now exercise at any time between 6am and 6pm, as long as it is not an organised group activity. Gyms, exercise centres, beaches, public parks, sports grounds and swimming pools will remain closed. All retail outlets will be open with stringent health protocols in place. Likewise, all economic sectors are allowed to operate except those with high risk.
The consumption of food and alcohol in restaurants, bars, shebeens and taverns is still prohibited. The sale of cigarettes and other tobacco products remains prohibited The ban on alcohol sales has been lifted but the regulations only permit for liquor to be sold at predetermined times, and under strict conditions. Alcohol can be sold only on Monday to Thursday between 9am and 5pm. No alcohol sales are permitted on Fridays, Saturdays, Sundays or public holidays. Traders will be permitted to sell alcohol for consumption off-site and the consumption of alcohol at the place of sale is prohibited. Only funerals and religious gatherings are permitted and these are capped at 50 persons, depending on the size of the place of worship. All health protocols and social distancing measures must be adhered to as provided for directions that have been issued by the Minister of Cooperative Governance and Traditional Affairs. Hotspot areas: In the coronavirus hotspots announced by President Cyril Ramaphosa, the Justice Cluster will conduct patrols, roadblocks, and vehicle check points. The South African Police, SANDF and local law enforcement authorities will work together to control movement in these areas. Public transport operators offering long distance services will be allowed to operate, provided that they only carry passengers permitted to travel between provinces under the Disaster Management regulations. Categories of persons permitted to travel long distance: Persons undertaking work responsibilities or performing a service permitted under Alert Level 3, provided they are in possession of the requisite permit; Persons moving to a new place of residence; Persons caring for an immediate family member; Learners or students who have to commute to and from those schools or
institutions of higher learning during periods when those schools or institutions are permitted to operate; Persons travelling to attend funerals; Persons transporting mortal remains; Persons travelling to obtain medical treatment; Persons returning to their place of residence from a quarantine or isolation facility; Children moving between custodial parents Members of Parliament performing oversight responsibilities. Domestic air travel will be permitted with aircraft allowed to carry their full capacity. The rollout of domestic flights will be done in three phases, and that the number of flights per day will be restricted. Hotels and leisure accommodation remain closed, but the following activities that will be allowed under level 3 include: Professional services, such as tourist guides, tour operators, travel agents, and tourism information officers; Professional services, including training of nature guides and other related services able to ensure safe physical distancing; Public and private game farms for self-drive excursions; Hiking in compliance with existing guidelines and not in groups; Accommodation activities except for leisure, and establishments would no longer require a letter from the minister to operate. They were required to ensure that they accommodated those in the permitted services and kept records for inspections by the department; and Hunting and gaming activities. The ban on passenger vessels and cruise liners will remain in place and only vessels bringing in cargo would be allowed to call on South African ports. Allowance will be made for South African registered seafarers to embark and disembark ships with a mandatory quarantine for those returning.

Citizen allegedly harassed by law officers A local resident is up in arms as he alleges that his family home was invaded by approximately 20 law enforcement officers who acted on information that he was allegedly selling cigarettes during the nationwide lockdown. He alleges that he was contacted by his wife who informed him that the officers had “stormed their residence”. He allegedly arrived home to
find police members and KDM Crime Prevention officers, who were rude and vulgar when he enquired the reason for their visit. The furious resident says he was harassed, taken in and charged for selling cigarettes, even though no sale was made. “The officers found 44 cartons of cigarettes. However, no sale was made and they acted purely on information given to them,” he said.

He added that his wife and 5year-old child were subjected to the ordeal during which a KDM officer was allegedly rude and vulgar toward him. A local attorney has confirmed that he will act on behalf of the resident who intends filing an official complaint with the Human Rights Commission as well as with the National Police Commissioner.

Missing child found dead
On Sunday evening, 31 May 2020, police at Umhlali received a report of the kidnapping of sixyear-old Alexia Nyamadzawo within their police precinct. The mother of the child reported to police that she was travelling on the Glendale Road near Shayamoya with her two children aged six (06) and fourteen (14) when the kidnapping occurred. According to the mother of the child, when she approached a speed hump near Shayamoya, an unknown man opened the door of her vehicle and snatched the six-year-old who was asleep on the rear seat. She fled from the scene and reported the matter to police. After an intensive investigation, a 42-year-old woman was taken in for questioning by police
yesterday. Detectives enlisted the services of the Umhlali Search and Rescue Unit to assist in the search for the missing child. Following an arduous operation, the body of the missing child was located in a sugarcane field in Riet Valley. Police detained the suspect
at Umhlali police station and she will be charged for murder. She is expected to appear at the Umhlali Magistrates Court tomorrow. The KwaZulu-Natal P r o v i n c i a l Commissioner, Lieutenant General Khombinkosi Jula, commended police officers involved in the operation for the breakthrough. "We treat all crimes against women and children very seriously and were extremely concerned when allegations of kidnapping surfaced. We are disappointed that we could not find the missing child alive, however we will do everything that is within our control to ensure that the perpetrator is brought to book," he said.

KwaDukuza Municipality has been met with heavy condemnation over proposed tariff hikes during the Coronavirus pandemic a time when most of its consumers are struggling to make ends meet. According to the draft budget for 2020/2021 financial year, proposed tariff hikes - rates (6%), refuse (4%), electricity (5%) and other tariffs on average of 6%. Rate payers, civil organizations and political parties criticized this draft
budget. The DA in KwaDukuza has publicly stated that they are not supporting any tariff hikes. “With the current economic condition and Covid-19, retrenchment, reduced hours of work, unemployment is taking its toll. Any form of increase in tariff is the last thing on peoples' minds. This is a critical time for the municipality to dig deep and cushion any increase that is realistic and affordable. As the DA we are not supporting any increase,” said DA Caucus Leader in
KwaDukuza, Cllr Madhun Singh. “In fact, KDM should work out a package to give all businesses and households relief in the form of rebate. CPI is 4.5%, any increase more than that will be pushing residents over the edge and collapse of businesses that contribute to the revenue of the municipality. Say no to tariff increase. You have until 15 June 2020 to object and make comments. Let's stand together on the tariff increase,” added Cllr Singh.

Domestic flights to be rolled out in phases
Transport Minister Fikile Mbalula revealed during a media briefing on Saturday that the resumption of domestic flights will be rolled out in three phases. He also revealed that limited domestic air travel for business purposes will be allowed, subject to restrictions on the number of flights per day and
authorisation based on the reason for travel. South African Airways (SAA) said in a press statement last week that it is retaining its domestic schedule with effect from mid-June 2020. The airline will focus on ensuring operational readiness to resume flights once permissible.
SAA said the position will be reviewed on an ongoing basis. The airline cancelled all planned scheduled flights on its regional and international services until the end of June 2020 due to the coronavirus pandemic. Philip Saunders, SAA's Chief Commercial Officer, said in the statement: “Our operational preparedness is
underlined by the significant role the airline has played in global repatriations to and from South Africa and by our desire to serve the domestic market.” FlySafair will prepare to resume a reduced service from June 15 with ticket sales expected to open in the next week, the airline revealed in a press statement. This
follows the airline's announcement last week that it was unlikely to fly during level 3 unless the government offers support. However, following the announcement by the Minister of Transport Fikile Mbalula over the weekend, and the reintroduction of air travel will take place in three phases, the airline has had a change of heart. Kirby Gordon, Chief Marketing Officer at FlySafair, said the airline will recommence operations in the next few weeks. “We remain concerned about the feasibility of operating under the prescribed restrictions, but we cannot leave our staff unpaid any longer, and we feel obligated to do our part in reopening the South African economy,” he said. The airline is expecting to operate between 20 and 26 flights a day, with the possible exception of Saturdays. “We have a schedule which we would like to implement ready, but we need slot approval from Airports Company South Africa (ACSA) and Air Traffic
Navigation Services (ATNS) before we can publish it. These schedules are dependent on the limitations to the timing and number of flights that FlySafair can operate,” he added. FlySafair, which previously operated 25 percent of the seating capacity in the domestic market, is planning to operate on the following routes, including Johannesburg to Cape Town, Johannesburg to Durban, and Cape Town to Durban. Mango Airlines has not yet revealed its plans for level 3. They said on Twitter on May 29: “Dear Guests, We will issue an official statement regarding flight bookings once the Minister of Transport makes his address tomorrow. We will be able to advise Guests on any questions regarding flight bookings.” (sic). According to its PR company, the airline will reveal its plans in due course. Comair is currently under business rescue, and will only operate scheduled services by November. -IOL
Citizens urged to report police brutality
Police brutality during the Covid-19 national lockdown should not be left unchallenged, and should be reported to relevant authorities for perpetrators to face the might of the law, said Police Minister Bheki Cele.
