Zikalala visits ILembe District KWADUKUZA: Sihle Zikalala at KwaDukuza Taxi Rank on 30 May 2020 during the launch of the integrated plan to curb the spread of Covid-19 in ILembe District

Premier of KwaZulu Natal Sihle Zikalala together with National Police Minister Bheki

Cele, Members of Provincial Executive and local leadership, on 30 May 2020, led the launch of the integrated plan to curb the spread of the coronavirus in

ILembe District. This comes after Ilembe was identified as one of the hotspots for COVID-19 in KwaZulu Natal which has necessitated a

serious intervention by the provincial government. Speaking during the launch, Sihle Zikalala stated that most people are well aware of what's happening yet they fail to follow lockdown regulations such as social distancing. “Most people are wearing masks but they don't adhere to social distancing which is a problem and retail stores are not helping in that regard. On the road people are travelling without permits," said Zikalala. During the launch of integrated plan which began with a road block in Umvoti toll plaza, more than 25 people were arrested for travelling without permits. Zikalala further mentioned that KZN government will focus on ILembe District especially in KwaDukuza and Mandeni as these areas seem to be the epicentre of Covid-19 in the district. The team also visited KwaDukuza Taxi Rank for inspection as government is pulling all the strings to curb the spread of Covid-19 in the province.

Clarity on Level 3 rules The government's Coronavirus Command Council has clarified the new regulations which took effect from June 1. While the curfew which at Level 4 restricted people to their homes between 8pm at night and 5am in the morning has been lifted, a number of restrictions on movement remain in place. People may only leave their homes for work, to procure groceries and essential services, exercise or perform any of the other activities permitted under Level 3. Visiting with family and friends, exercising in groups and attending large gatherings is still forbidden. Pupils and tertiary students may travel between their homes and their institutions of learning. You may not move between provinces, metropolitan areas or districts except in the course of performing a service permitted under level 3, to attend a funeral, transport mortal remains, care for a sick relative or for work purposes. In each instance, a permit is required. You may move house, but you will need a permit from the relevant authority. All those above the age of 60, and those with underlying medical conditions, should leave home only in exceptional circumstances. All domestic workers and other care workers employed in private households may return to work, as long as their employer ensures that adequate safety measures are in place. The employer is also required to issue them with a permit. The restriction on the hours when people can exercise have been eased, but not completely lifted. You may now exercise at any time between 6am and 6pm, as long as it is not an organised group activity. Gyms, exercise centres, beaches, public parks, sports grounds and swimming pools will remain closed. All retail outlets will be open with stringent health protocols in place. Likewise, all economic sectors are allowed to operate except those with high risk.

The consumption of food and alcohol in restaurants, bars, shebeens and taverns is still prohibited. The sale of cigarettes and other tobacco products remains prohibited The ban on alcohol sales has been lifted but the regulations only permit for liquor to be sold at predetermined times, and under strict conditions. Alcohol can be sold only on Monday to Thursday between 9am and 5pm. No alcohol sales are permitted on Fridays, Saturdays, Sundays or public holidays. Traders will be permitted to sell alcohol for consumption off-site and the consumption of alcohol at the place of sale is prohibited. Only funerals and religious gatherings are permitted and these are capped at 50 persons, depending on the size of the place of worship. All health protocols and social distancing measures must be adhered to as provided for directions that have been issued by the Minister of Cooperative Governance and Traditional Affairs. Hotspot areas: In the coronavirus hotspots announced by President Cyril Ramaphosa, the Justice Cluster will conduct patrols, roadblocks, and vehicle check points. The South African Police, SANDF and local law enforcement authorities will work together to control movement in these areas. Citizen allegedly harassed by law officers A local resident is up in arms as he alleges that his family home was invaded by approximately 20 law enforcement officers who acted on information that he was allegedly selling cigarettes during the nationwide lockdown. He alleges that he was contacted by his wife who informed him that the officers had “stormed their residence”. He allegedly arrived home to

find police members and KDM Crime Prevention officers, who were rude and vulgar when he enquired the reason for their visit. The furious resident says he was harassed, taken in and charged for selling cigarettes, even though no sale was made. “The officers found 44 cartons of cigarettes. However, no sale was made and they acted purely on information given to them,” he said.

The flying unicorn

He added that his wife and 5year-old child were subjected to the ordeal during which a KDM officer was allegedly rude and vulgar toward him. A local attorney has confirmed that he will act on behalf of the resident who intends filing an official complaint with the Human Rights Commission as well as with the National Police Commissioner.

With

Sara was a unicorn. She was a very special unicorn, and her tribe considered her one of the greatest creatures in the world, for Sara had wings, and she could fly. Great big gossamer wings the colour of moonlight, could take her soaring into the air above, her white body gleaming in the sun at day, and sparkling in the moon-and star-light at night. She was a happy and goodnatured animal and made friends with everyone, even humans. She liked little children, who always stared at her in wonder and delight. One little girl was her special friend. She lived just outside of the forest that Sara lived in. Her name was Minnie

climbing higher and higher, with the little girl screaming in delight. She held on tightly to Sara and looked down at the ground that seemed so very far away. The houses and trees looked like toys. The river looked like a blue line drawn on one of her drawing pages. Birds flew past her chirping a friendly greeting and she waved at them in return. Soon it was time to return to the ground, and when she landed she hugged Sara tightly and said, “Thank you so much, dear friend. That was lovely.”

and she loved Sara with all her heart. One day when they were walking in the forest, Minnie asked Sara, “Dear Sara, would you please, please, take me up with you into the great big sky? I want to see the world from up there. Please, Sara?” “Of course, I will, my little friend. Would you like to go now?” Sara asked, looking down at Minnie. “Yes please,” Minnie shouted, jumping up and down in excitement. And so, with Minnie on her back, Sara flew off into the air,

Missing child found dead

On Sunday evening, 31 May 2020, police at Umhlali received a report of the kidnapping of sixyear-old Alexia Nyamadzawo within their police precinct. The mother of the child reported to police that she was travelling on the Glendale Road near Shayamoya with her two children aged six (06) and fourteen (14) when the kidnapping occurred. According to the mother of the child, when she approached a speed hump near Shayamoya, an unknown man opened the door of her vehicle and snatched the six-year-old who was asleep on the rear seat. She fled from the scene and reported the matter to police. After an intensive investigation, a 42-year-old woman was taken in for questioning by police

yesterday. Detectives enlisted the services of the Umhlali Search and Rescue Unit to assist in the search for the missing child. Following an arduous operation, the body of the missing child was located in a sugarcane field in Riet Valley. Police detained the suspect

at Umhlali police station and she will be charged for murder. She is expected to appear at the Umhlali Magistrates Court tomorrow. The KwaZulu-Natal P r o v i n c i a l Commissioner, Lieutenant General Khombinkosi Jula, commended police officers involved in the operation for the breakthrough. "We treat all crimes against women and children very seriously and were extremely concerned when allegations of kidnapping surfaced. We are disappointed that we could not find the missing child alive, however we will do everything that is within our control to ensure that the perpetrator is brought to book," he said.

KDM criticized over tariff hikes By Xpress Reporter

KwaDukuza Municipality has been met with heavy condemnation over proposed tariff hikes during the Coronavirus pandemic a time when most of its consumers are struggling to make ends meet. According to the draft budget for 2020/2021 financial year, proposed tariff hikes - rates (6%), refuse (4%), electricity (5%) and other tariffs on average of 6%. Rate payers, civil organizations and political parties criticized this draft

budget. The DA in KwaDukuza has publicly stated that they are not supporting any tariff hikes. “With the current economic condition and Covid-19, retrenchment, reduced hours of work, unemployment is taking its toll. Any form of increase in tariff is the last thing on peoples' minds. This is a critical time for the municipality to dig deep and cushion any increase that is realistic and affordable. As the DA we are not supporting any increase,” said DA Caucus Leader in

KwaDukuza, Cllr Madhun Singh. “In fact, KDM should work out a package to give all businesses and households relief in the form of rebate. CPI is 4.5%, any increase more than that will be pushing residents over the edge and collapse of businesses that contribute to the revenue of the municipality. Say no to tariff increase. You have until 15 June 2020 to object and make comments. Let's stand together on the tariff increase,” added Cllr Singh.

Citizens need to object tariff increases Amid the COVID-19 pandemic, we the people; are being asked to pay INCREASES to both local (KDM) and district (iLembe) municipalities; for electricity (6.9%), refuse (4%), rates (6%), water and sanitation (9.6%) respectively. We as a society and the collective humanity, cannot; and repeat “cannot” support tariff increases while families, households, businesses and more are struggling during these unprecedented economic times of hardship. You need to HAVE YOUR SAY…. Object Now! How? On the Water and Sanitation (9.6%) increase, please email your objections to salora.pillay@ilembe.gov.za from the iLembe District Municipality by this Saturday, 6 June 2020 (and Cc dailembe@gmail.com). To OBJECT to the increases of electricity (6.9%), refuse (4%) and rates (6%), please email the KDM municipal manager: MunicipalM@kwadukuza.gov.za and Cc dailembe@gmail.com by Monday, 15 June 2020 at 12pm. You can also contact Sharon Hoosen MPL (Member of Parliament): KZN Legislature; on 062 389 2407 for more information. “To be free is not merely to cast off one's chains, but to live in a way that respects and enhances the freedom of others.” (Nelson Mandela) Vernon Pillay Ward 19 KwaDukuza

Operation Success Child Protection Week is commemorated from 31 May to 7 June 2020. National Child Protection Week is commemorated in the country annually to raise awareness of the rights of children as articulated in the Constitution of the Republic of South Africa and Children's Act (Act No. 38 of 2005). South Africa has drafted legislation, based on the United Convention of the

Rights of the Child, the African Charter on the Rights and Welfare of the Child and the Constitution. The campaign began in 1997 and it aims to mobilise all sectors of society to ensure that children are cared for and protected. Domestic flights to be rolled out in phases

Transport Minister Fikile Mbalula revealed during a media briefing on Saturday that the resumption of domestic flights will be rolled out in three phases. He also revealed that limited domestic air travel for business purposes will be allowed, subject to restrictions on the number of flights per day and

authorisation based on the reason for travel. South African Airways (SAA) said in a press statement last week that it is retaining its domestic schedule with effect from mid-June 2020. The airline will focus on ensuring operational readiness to resume flights once permissible.

SAA said the position will be reviewed on an ongoing basis. The airline cancelled all planned scheduled flights on its regional and international services until the end of June 2020 due to the coronavirus pandemic. Philip Saunders, SAA's Chief Commercial Officer, said in the statement: “Our operational preparedness is

underlined by the significant role the airline has played in global repatriations to and from South Africa and by our desire to serve the domestic market.” FlySafair will prepare to resume a reduced service from June 15 with ticket sales expected to open in the next week, the airline revealed in a press statement. This

follows the airline's announcement last week that it was unlikely to fly during level 3 unless the government offers support. However, following the announcement by the Minister of Transport Fikile Mbalula over the weekend, and the reintroduction of air travel will take place in three phases, the airline has had a change of heart. Kirby Gordon, Chief Marketing Officer at FlySafair, said the airline will recommence operations in the next few weeks. “We remain concerned about the feasibility of operating under the prescribed restrictions, but we cannot leave our staff unpaid any longer, and we feel obligated to do our part in reopening the South African economy,” he said. The airline is expecting to operate between 20 and 26 flights a day, with the possible exception of Saturdays. “We have a schedule which we would like to implement ready, but we need slot approval from Airports Company South Africa (ACSA) and Air Traffic

Navigation Services (ATNS) before we can publish it. These schedules are dependent on the limitations to the timing and number of flights that FlySafair can operate,” he added. FlySafair, which previously operated 25 percent of the seating capacity in the domestic market, is planning to operate on the following routes, including Johannesburg to Cape Town, Johannesburg to Durban, and Cape Town to Durban. Mango Airlines has not yet revealed its plans for level 3. They said on Twitter on May 29: “Dear Guests, We will issue an official statement regarding flight bookings once the Minister of Transport makes his address tomorrow. We will be able to advise Guests on any questions regarding flight bookings.” (sic). According to its PR company, the airline will reveal its plans in due course. Comair is currently under business rescue, and will only operate scheduled services by November. -IOL

Citizens urged to report police brutality

Police brutality during the Covid-19 national lockdown should not be left unchallenged, and should be reported to relevant authorities for perpetrators to face the might of the law, said Police Minister Bheki Cele. Addressing a virtual press briefing last month, Cele referred to Ficksburg journalist Paul Nthoba who was allegedly assaulted by police while covering a story. The Independent Police Investigative Directorate (Ipid) has since taken over the investigation into the matter. “Further the national commissioner has instructed the p r o v i n c i a l commissioner of Free State to investigate the matter at the station level of which the report would be brought back to the national commissioner and to the minister soon,” said Cele. Cele said there had been an increased complaint lodged against police for alleged brutality against members of the public during the lockdown. He said the police officers had no excuse to violate human rights as at police colleges they were taught about code of conduct, and he said he and police Commissioner General

MINISTER: Police Minister Bheki Cele

Khehla Sithole always when they attend police gatherings read the code of conduct to further remind them of what was expected and not expected of them. “But you also know that there are structures within South African police where these brutality can be reported. “The police are reprimanded according to what they have committed, hence we are making the call

to the South Africans to report these things to Ipid, to the police management and any other structures like your human right (South African Human Rights Commission),” he said. Regarding the death of Alexander resident Collin Khoza allegedly at the hands of law enforcement agents, Cele said the department would comply with the instruction of the North Gauteng High Court.

Judge Hans Fabricius had on March 15 ruled that Cele and his counterpart Defence a n d M i l i t a r y Ve t e r a n s Minister Nosiviwe MapisaNqakula should within five days develop and publish a code of conduct and operational procedures regulating the conduct of their members, including that of the metropolitan police departments, on newspapers and social media.

The judge also instructed the suspension with full payment of SANDF members who were present at Khoza's home that day or adjacent to his premises, within five days pending the outcome of an investigation into the incident. “We are trying to stick to those time frames in respect of complying (with court ruling) as the SAPS and SANDF. “We were given two days

by the judge, which had been compiled with by the head of defence and the head of SAPS, and then we were given five days that we are supposed to comply with today,” he said. H e s a i d i n compliance with the judgement, he and Mapisa-Nqakula would sign the document of code of conduct of joint officers. “It would definitely be signed before the day ends at 12 (midnight), and the document is prepared and ready to be signed,” he said. However, he said SAPS would appeal some part of the judgement, which he did not name. “I don't think that we are very much keen on complying with that one, we believe that we have a legal alternative of dealing with those matters. “Unfortunately because it is already in the legal system, as we have appealed it, we believe we cannot talk much about it, but more than 95% of what the judge said we are prepared to comply with,” he said. -IOL

It was announced that Ballito Pro Presented by O'Neil 2020 has been postponed due to the Covid-19 pandemic. The postponement of this surfing event follows an announcement from the World Surf

League that it was postponing all surfing events through June 2020 and a redesigned structure for 2021. KwaDukuza Municipality acting Mayor Cllr Dolly Govender stated that this is a major blow but the municipality together with WSL are continuing to work with

various governmental authorities to monitor the situation and determine the way forward in respect of the Ballito Pro Presented by O'Niel event. "As the local authority for the region, KwaDukuza Municipality's primary focus during these unprecedented times is directed to protecting our communities and fighting the pandemic. It

is recognized that the Ballito Pro Presented by O'Niel International Sporting and Lifestyle Festival is a key economic driver for the region, therefore as the council we will continue to strategize and seek approaches to support and assist organizers toward the sustainability of the event going forward," said Acting Mayor Cllr Dolly Govender. WSL Africa Operations Manager

Colin Fitch stated that they respect and support the decision to suspend this year's event. "WSL Africa and all our surfers would like to thank the Council of KDM for their grateful understanding of where we stand right now with the Covid19 crisis which continues to grow day by day. To all the fans and community of Ballito you are our first priority when it comes to your safety," said Fitch.

Barcelona forward Ousmane Dembele is reportedly Liverpool's back-up plan if they fail to sign Timo Werner, according to reports in Spain. Jurgen Klopp's side had long been linked with a swoop for RB Leipzig's talisman Werner, with the rumours fuelled by the revelation that the prolific frontman's release clause is set at just over the £50m mark. However, despite appearing to be a bargain on paper, recent reports suggested Liverpool are unwilling to stump up the fee to activate the deal. That news was backed up when British newspaper the Daily Mail stated that Liverpool 'are now no longer willing to pay more than £30million for him due to the financial constraints caused by the coronavirus crisis.' With rumours persisting of an exit for fringe forward Xherdan Shaqiri, and Adam Lallana's contract not expected to be renewed, Liverpool may be forced into a summer acquisition just to maintain a healthy standard of competitiveness in the forward ranks. One man who could fill that void is

Barcelona wideman Ousmane Dembele. The Frenchman, 23, has struggled to make an impression in Spain after his blockbuster switch from Borussia Dortmund in 2017, notching just 19 times in 74 appearances for the club. With the Blaugrana persistently linked with Inter Milan superstar Lautaro Martinez, along with a sensational return for Neymar, Dembele's future appears to be away from the Camp Nou. Now, The Sun (who cite Spanish outlet Mundo Deportivo) report that the Frenchman has become Liverpool's 'top back-up option' should the Werner deal not materialise. Dembele is described as being 'rated more attainable' than the 50-plus million it'll require to sign Werner, with the possibility of a cost-saving loan move even on the table. The Spanish heavyweights have a recent history of loaning out superstar players, with the temporary switch to Bayern Munich of ex-Red Philippe Coutinho a prime example.
