This, the League explained, will be done in order to restore the people's confidence in the ruling party, and to reverse the organization's dwindling political
fortunes. In the local government elections held late last year, the ANC obtained less than 50% of the votes, in terms of the national average. The organization also lost control of key metros to coalition governments led by the Democratic Alliance. The issue of youth employment will also feature prominently on the agenda of the new regional leadership, the League said. The Council of KwaDukuza Municipality has had to adopt a second adjustment budget on capital expenditure, for the current financial year (2021/2022). This comes after the municipality received a further Municipal Infrastructure
Grant (MIG) funding amounting to R7 million. Tabling the adjustment budget to Council last week, Mayor Lindile Nhaca said minor amendments would be realised in the capital budget, as a result of the additional R7 million in “Transfer's Recognised Capital”. The Municipality originally
approved a Capital Budget of R321,401 million for the current financial year with the majority of the funding being allocated towards the electrical network upgrade and roads infrastructure. The budget was amended to R310,012 million during the February adjustment budget. “This additional funding means the Capital Budget now increases to R316,100 million,” Nhaca stated. The municipality's Civil Engineering Business Unit has meanwhile earmarked the additional funding for several road upgrade projects. These include: • R1 million for the rehabilitation of Nkwazi Road; • R2 million for the rehabilitation of Hibiscus, Bauhinia and Hill Crescent roads; • R2 million for the rehabilitation of Shela Road, and • R2 million for the rehabilitation of Palm Land Road. “The second adjustment budget is fully compliant with Section 28 (6) of the MFMA in that municipal tax and tariffs for 2021/22 will not be further increased as a result of this second adjustments budget,” The Mayor said.

Mayor Nhaca reports rising consumer debt

KwaDukuza Municipality is experiencing a rise in consumer debt, largely due to a depressed economy, and consumers losing income. This was revealed by Mayor Lindile Nhaca when she tabled the quarterly budget and performance assessment report, at the Council meeting held last week. Nhaca added that the outlook going forward
remains gloomy, as many people continue to struggle to meet their financial obligations. The Mayor said KDM had collected just over R1.5 billion in revenue, as at the end of March 2022. This, Nhaca said, reflected a negative variance of R77,324 million (or 5%) at the end of the quarterly period under review. “The actual expenditure to
date is R1,517 billion. A negative variance of R190,807 million or -13% has resulted at the end of the Third Quarter under review. The year to date actual capital expenditure as at end of third quarter amounts to R151,723 million and the year to date budget amounts to R146,215 million. A positive variance of R5,508 million or 4% has resulted at the end of the Third Quarter
under review,” Nhaca stated. She added that at the end of the third quarter, the municipality had a net operating surplus of just over R66 million. The increase in sundry debtors for the ended quarterly period comes in at just over R1 million, when compared to the period ended in June 2021. The Mayor said. “Consumer debtors amounted to R272,451 million. This indicates an increase of R19,740 million since December 2021 and R42,364 million since June 2021. The majority of the debt under this category is over 120 days. “The effect of the lockdown and the loss of income faced by the consumers since has resulted in a rise in debt in the over 120 days categories. With the current economic uncertainty that the country is facing it is unlikely for the consumer debt to see the significant decrease within the next financial year,” Nhaca indicated. One area where the municipality appears to be performing well above expectations is in the payment to creditors (service providers). The Mayor points out that extra effort is being made to ensure that all payments are made within the 30-day period required by the Municipal Financial Management Act (MFMA).
Slight drop in price of petrol
The Minister of Mineral Resources and Energy Gwede Mantashe has announced the adjustment of fuel prices based on current local and international factors with effect from the 4th of May 2022. South Africa's fuel prices are adjusted on a monthly basis, informed by international and local factors. International factors include the fact that South Africa imports both crude oil and finished products at a price set at the international level, including importation costs, e.g. shipping costs. Based on current local and international factors, the fuel prices for May 2022 will be adjusted as follows: • Petrol (both 93 ULP and
LRP): twelve cents per litre (12.00 c/l) decrease; • Petrol (both 95 ULP and LRP): twelve cents per litre (12.00 c/l) decrease; • Diesel (0.05% sulphur): ninety eight cents per litre (98.00 c/l) increase; • Diesel (0.005% sulphur): ninety two cents per litre (92.00 c/l) increase; • Illuminating Paraffin (wholesale): seventy nine point six zero cents per litre (79.60 c/l) increase; • SMNRP for IP: one hundred and forty nine cents per litre (149.00 c/l) increase; Maximum LP Gas Retail Price: sixty nine cents per kilogram (69.00 c/kg) increase

No further extension for licence renewals By Xpress Reporter
Transport Minister Fikile Mbalula has warned motorists with expired driving licence cards that there will be no further extension of the grace period for renewals. This applies to cards that expired between 26 March 2020 and 31 August 2021. Mbalula has further warned that his department will deal harshly with motorists who will be found driving with expired licence cards. The department has extended operating hours at its licensing centres across the country, in anticipation of a surge in the number of drivers looking to renew their licence cards. “To deal with the expected increase in the demand for
services, we are working with the Road Traffic Management Corporation, Provincial and local authorities to implement an extensive plan to assist those who will be seeking to renew their licences. “This plan is already operational in all Provinces and entails the following elements: Extending daily operating hours of the driving licence centres by two hours during the week and opening on weekends, both Saturday and Sundays, until 31 May 2022. “Allowing walk-ins in addition to online bookings in Gauteng and Eastern Cape, where online bookings are operational, until 31 May 2022. In essence, this means that a motorist who shows up at a
DLTC to renew their licence will not be turned away merely because they have not made a booking on the online system,” Mbalula said. Currently the country has a backlog of 1.3 million expired driving licence cards that have yet to be renewed, the minister indicated. He added that analysis of the backlog shows that motorists between the ages of 25 and 50 constitute 68% of drivers who are yet to renew their licence cards. “We have overcome the capacity constraints that delayed the production of driving licence cards due to the machine that broke down last year. The Driving Licence Card Account trading entity is now working 24-hour daily shifts to

clear the backlog of driving licence cards. “As on 27 April 2022, we had produced a total of seven hundred and eighty-nine thousand six hundred (789,600) driving licence cards. “This leaves a backlog of cards to be printed at five hundred and ninety-six thousand five hundred and thirteen (596,513). The backlog that resulted from the breakdown of the machine in November 2021 has since been cleared. “The DLCA has ramped up its production capability and will be able to clear the current backlog of cards to be printed by the end of June 2022,” Mbalula said.

Delivering the message of the day, iLembe District Mayor Cllr Thobani Shandu said over 5580 people were affected by the recent floods in the district seeing as the iLembe is the second worst affected in the KwaZulu-Natal province. “People were affected in various way as some have lost their lives, many have lost their homes and valuables. There are many areas that are inaccessible today as roads and bridges have been destroyed and as a district whose role is to provide water and sanitation a lot of our infrastructure such pipes have been washed away and pump stations have been flooded causing delays in delivering of services. “As we pray for these floods today we must also remember there are many challenges that we need to pray for and perhaps the floods took place to serve as a reminder that there is a lot that we do as human beings that our Maker is not happy about. This also includes drug abuse, teenage pregnancy and many others challenges we face,” he said. The second session of the event was dedicated to worship and prayer for gender based violence, climate change, education and governance.

South Africa has recorded 2 650 new Covid-19 cases, in the latest reporting cycle. The National Institute for Communicable Diseases (NICD) says seven more people lost their lives due to Covid-19 related complications. The total number f cases to date stands at 3 798 413. More than 24 million tests have been conducted thus far. The number of recoveries is 3 651 665, with just over 100 000 deaths reported so far. Gauteng and KwaZuluNatal continue to be worst affected provinces in terms of new cases.

Mother arrested for allegedly killing own daughter By Xpress Reporter
In a case that has left the community of KwaDukuza reeling with shock, a Ballito woman (45) has appeared in court for allegedly killing her own 4-year-old daughter. The incident happened on Tuesday last week. KwaZulu-Natal police spokesperson Constable Thenjiswa Ngcobo said Umhlali police received
reports of the death of a toddler in Ballito. “Police proceeded to the said address and upon arrival the police met the mother of the child who stated that her child was difficult and troubling her and she decided to drown the child in a bucket full of water until she stopped moving. The child's both hands were also tied with a tape.
“The little girl was certified dead at the scene. A case of murder was opened for investigation by Umhlali SAPS. The 45-year-old woman was placed under arrest and was charged with murder,” Ngcobo stated. The suspect appeared briefly at the KwaDukuza Magistrate's Court and was remanded in custody.

Bus crash causes multiple injuries Tens of wedding guests sustained injuries after their bus colluded with a concrete barrier at the N2 diversion near Umhlali River Bridge, at around 2am on Monday morning. According to IPSS Medical Rescue, one of the passengers was partially entrapped under the overturned bus, and had to be extricated by KwaDukuza Fire Department. She
received advanced life support before being transported to a nearby health facility for further care. “IPSS Advanced Life Paramedics worked to stabilize a critically injured passenger who was partially entrapped under the bus whilst KDM Fire (Department) extricated her. Six patients in various conditions were transported
to a local hospital for further care by IPSS, a further three patients were transported by Alert and Taurus, and the balance were transported by EMRS,” stated IPSS Medical Rescue. The bus was headed to Nongoma and was travelling from UMzimkhulu. The cause of the accident is being investigated by relevant authorities.

The Lower Tugela Soccer Federation Reunion Committee (LTSFRC) held a family day on Sunday, April 17 attracting people from as far as Johannesburg and Cape Town despite the weather and utilities conditions.
