KDM declared fully GCOM compliant KwaDukuza Municipality is the first secondary city in Africa to receive full green compliance badges from the Global Covenant of Mayors (GCOM) for Climate and Energy. The Global Covenant of Mayors for Climate and Energy is a global coalition of mayors and city officials pledging to reduce local greenhouse gas emissions, enhance resilience to climate change, and to track their progress transparently. The Covenant was activated under the leadership of the global city networks Cities Climate Leadership Group (C40), Local Governments for Sustainability (ICLEI) and the United Cities and Local Governments (UCLG) with support from UN-Habitat, the UN's lead agency on urban issues. KwaDukuza Mayor, Councillor Ricardo Mthembu, signed the Compact of Mayors during the ICLEI World Congress in 2015 where he committed himself on behalf of Council to championing the fight against climate change through actions. Simultaneously, KwaDukuza Municipality was one of the two model cities in South Africa that participated in the Urban Low Emission Development Strategies (Urban-LEDS) project. The Global Covenant of Mayors for Climate and Energy is based on the following core principles: Local Governments are Key Contributors: The Global Covenant of Mayors for Climate & Energy works to organize and mobilize local, regional and state governments to be active contributors to a global climate solution; City Networks as Critical Partners: Local and global city networks are core partners, serving as the primary support for participating cities or regions; A Robust Solution Agenda: Focusing on those sectors where cities have the greatest impact, the Global Covenant of Mayors for Climate and Energy supports ambitious, locally relevant solutions, captured through

the Council Chamber on Friday, 29 June 2018. This programme was implemented in 2015 by KwaDukuza Municipality Mayor, Councillor Ricardo Mthembu and it has proven to be a vital strategy to prepare and expose final year learners/students from Secondary Schools and TVET Colleges on the Workplace Environment, Culture, Conduct, Values and Generic Systems that are used in the workplace. Head of Corporate Services, Sithembiso Kubheka highlighted that KwaDukuza Municipality is based on the premise that workplace readiness can often be a major challenge for first-time entrants into the workplace which often results in additional pressure for employers and employees alike when embarking on a skills development or empowerment programme. Workplace readiness programmes offer a great means for organisations to prepare firsttime entrants into the workplace, as they aim to develop critical soft skills that provide a sound basis to a successful career. Mayor Mthembu said they are building formidable future leaders who will have meaningful contribution to the society, “A lack of exposure, limited

knowledge of the business environment and the underdeveloped interpersonal or soft skills of many young entrants, especially those from disadvantaged backgrounds, are just some of the challenges facing previously unemployed candidates. Bridging the gap into the working world is thus a critical first step in addressing the need for larger talent pools within business and industry, and certainly a step that government and corporate South Africa can actively participate in.” This programme is run over five full consecutive days, on the first day - the learners/students are given lessons on Local Government to educate and make them aware of what the municipality does as a local government. They are also exposed to the relationship between Budget and Integrated Development Plan. On the second day - the Corporate Services Business Unit presents what they do in their respective sections as a supporting unit within the municipality, the presentations include the functionaries of the Recruitment and Selection, Benefits Management, Labour Relations, Training and Development, Employee

On the fourth day - the students/learners visit the different business units to observe what the respective sections do and get to ask questions and be provided with responses. Moreover, the students coming from the TVET colleges are sent to the departments performing work in their chosen career fields to observe the practical part of their chosen field of study. On the fifth day - the last day, learners are awarded with certificates of attendance at an occasion presided over by the Mayor, Chairperson of the Youth, Sports and Gender Portfolio Committee and Councillors. Swift response by Nforce Reaction and Nforce Dog Division led to the arrest of three suspects who allegedly kidnapped a Ugandan national. According to Nforce security, on Monday they received information from Provincial Crime Intelligence regarding a Ugandan national who had been kidnapped on Friday from the Chatsworth area and a possibility of the suspects holding the victim hostage for ransom. Two male suspects were arrested in the vehicle by Nforce together with other exhibits as well as the cell phone that was used to make the calls for the ransom. Suspects and exhibits were handed over to SAPS members. The search for other suspects continued, and after keeping observation on a local bank, Nforce members managed to arrest the master mind behind the kidnapping and also seized a 9mm pistol that was used in the kidnapping, together with 25 live rounds of ammunition. The suspect confirmed that the hostage was alive and being held at a location in the Mandini/Isithebe area. The Police Task Force, NIU members and Dog Unit were called in and the hostage was found alive but severely assaulted. KwaDukuza SAPS spokesperson, Sibusiso Khuzwayo confirmed the incident. “Chatsworth detectives, Task force, NIU and the hostage negotiator arrested these guys and went straight to Chatsworth since this was a Chatsworth case,” said Khuzwayo.

iLembe hosts Growth and Development Summit

CONFERENCE: Attendees at the iLembe Growth and Development Summit held at the Ebandla Hotel and Conference Centre

The iLembe Growth and Development Summit which was championed by KZN Department of Cooperative Governance and Traditional Affairs as part of the KZN cabinet decision to host summits in each of the 10 District Municipalities in KZN, was held on 21 and 22 June 2018 at the Ebandla Hotel and Conference Centre. The focus of the summit was on the strategic goals as identified in the Provincial Growth and Development Plan i.e. Inclusive Economic Growth, Strategic Infrastructure, Governance and Policy, Spatial Equity and Environmental Sustainability. Discussions and outcomes from the summit will be used to guide the review of the iLembe

District Growth and Development Plan. This will be done through the Vuthela iLembe Local Economic Development programme which is a partnership with the Swiss Government. In his welcome address, His Worship the Mayor of iLembe District Municipality highlighted that the summit was a critical step in the process of reviewing and updating this plan. He emphasized that the plan is not just for government, but its objectives will be achieved through meaningful actions by all stakeholders, public and private. One of the key and salient themes of the summit is to strengthen partnerships between government, private sector,

organised labour, community and civil society structures with the emphasis on the sustainable economic growth, job creation, wealth creation and poverty reduction. The population of iLembe has been growing steadily over the past 10 years, at a rate of close to 1% per annum and is now estimated at over 650 000, with the majority of our people residing within Mandeni and KwaDukuza Local Municipalities. Budgets are therefore aligned to ensure that it speaks to the policy of ensuring the delivery of basic services to communities in a sustainable manner. The summit was well attended by stakeholders in both the public and private sector.

Residents obstruct railway in Etete

OBSTRUCTION: Etete residents barricaded the railway line during a protest last week

By Xpress Reporter

Agitated residents of Etete, Groutville area protested and blocked the railway line as they voiced their anger after the municipality allegedly demolished some of their shacks at the Gumtree Forest in the area. KwaDukuza SAPS spokesperson, Constable Sibusiso Khuzwayo confirmed the incident. “The shack owners blocked the railway line with concrete, rubble and a skip bin. The forest is on fire and

the bin is blocking the road that crosses the railway. Fire fighters were activated and worked hand in hand with SAPS members at the scene,” said Khuzwayo. KwaDukuza Municipality has called protesters opportunists who occupy informal infrastructure after some members of the community have been vacated. “It is common practice that when we ensue projects we demolish informal structures on the sites that are approved for the

building of new homes. We move families of the informal structures prior to demolition. However there are opportunists in all such cases who then want to become occupants for informal structures where other families have been moved out, and then demand houses also saying they have been left out,” said KwaDukuza Municipality Media Liaison Officer, Sipho Mkhize. No arrests were made during the protest.

Maphumulo Local Municipality held a Youth Expo and Information Day at KwaNombokojwane Multipurpose hall on 26 June 2018. This initiative, facilitated by Maphumulo Municipality youth development office, will enable the municipality to give the Maphumulo youth exposure to Educational Institutions, Public and Private Companies, Organisations and Businesses that they wish to engage in. Maphumulo Local Municipality Mayor, Cllr

Zibuyisile KhuzwayoDlamini said that this career expo gives a platform to stakeholders to engage and interact directly with the youth on products and services they offer in line with youth development. “This event was designed to empower you the youth of Maphumulo so that you can learn more on different careers and better your lives in the future. We want to invest in youth development because we want to see economic development landscape being changed in Maphumulo area,” said Khuzwayo-Dlamini. The event was also graced

by MEC for KZN Economic Development, Tourism and Environmental Affairs, MEC Sihle Zikalala as a guest speaker. Zikalala applauded the bravery of the youth of 1976 and pleaded to the youth of Maphumulo to refrain from drugs and rather focus on their education. “Find a career path that you are passionate about. Set goals and work hard towards making your dreams become a reality. Government is investing in the youth. Make use of the opportunities that are available, educate yourself and be disciplined,” said MEC Zikalala.

KDVA to host the annual Reddy pushing karate limits Ralph Reuben Memorial KO KwaDukuza Volleyball Association will host the annual Ralph Reuben Memorial volleyball knockout tournament that is scheduled to get underway next Thursday (tomorrow), 5 July 2018 at the association courts at Stanger High grounds. The tournament has become synonymous with the KDVA mid-season knockout tournament after the completion of the first round league fixtures that came to an end last Tuesday. Ralph was the household name in the sporting ranks, more especially in volleyball as a true giant of the game. His early budding career came to an abrupt end in a

tragic accident. He was fondly known by his team mates and fellow oppositions for his quick-wit and intelligence in the game and is sorely missed by all enthusiasts of the game. The Reuben family was thanked by the association for keeping his name alive in the volleyball circles, more especially in KwaDukuza over the years. TVGB, winners of the Xpress Times Easter tournament, are favourites alongside Darnall United to lift the cup. The matches will be played in two pools with the draws already completed this past Monday. The top two teams from each group

will advance to the cross over semi-final. Games will be played o Tuesdays and Thursdays, starting tomorrow. Trophies will be given to the top three finishers.

THE KARATE KID… THE NEXT GENERATION The ISKF (International Shotokan Karate Federation) held its grading ceremony for the juniors. Stealing the show and capturing the hearts of the parents was the youngest student, 4 year old Kemika Naicker. Kemika, who is simply fascinated with the art of karate, hails from KwaDukuza's well-known karate family. She is the next generation to follow in the footsteps of her grandfather popular karate instructor sensei Tarzan Naicker, her dad Preveshan Naicker and uncles Loveshan Naicker and the late Mikailin Naicker. She says that her aim is to be better than her late uncle Mikailin who left behind a legacy hard to match. Judging from her focus, concentration and performance, she seems well on her way to achieve her aim. Kemika, following the tradition of her dad and uncles started at the tender age of 3 but instructor Tarzan Naicker only allowed her the opportunity to take her first grading after one year of

training. Naicker insisted that laying the foundation and good ground work in karate is more important than attaining belts as this helps in the creation of a strong character and personality of a child. Naicker commented Monster Energy Drink 500ml

that there are many parents who chase after belts for their children's sake and said that his club was definitely not there for that purpose. We teach and instruct quality traditional karate in the manner that it was intended to be taught therefore our standards are high and we produce champions, not only in karate but in schoolwork also. “Our SA National Championship will be held in August and we are busy preparing our students for this important event in our calendar. This will be Kemika's first tournament that she will participate in and all the students and parents are looking forward to this,” added Naicker. Sensei Tarzan conducts classes on Tuesdays and Thursdays at the Stanger Manor Hall. Taebo and kickboxing classes are conducted free at the KwaDukuza Fitness Centre with instructors Tarzan Naicker and Velo Pillay. For more information, contact 072 726 5357.
